School Priorities in 2011: context Priorities defined by the President and Government of Ukraine “Among the most important tasks –increase of professionalism of leaders and managers based on objective approaches in personnel management. The majority of stuff is not ready for the work in current framework and for the future. Leadership Development Program 2011: training needs assessment (І) The needs were analyzed at the level of the community in general (the needss were analyzed on the operational/functional level ) The analysis of expectations in term ofknowledge, skills, attitudes, approaches that appear in performance behavior (the training needs analysis based on competence) The application of the «360 grades» method – training needs assessments from different points of view – colleagues, leaders, subordinates… 13

Leadership Development Program 2011: the training needs assessment(ІІ) The determination of the required competences [2009] • questionnairies (55 central executive authorities, 545 feedback forms, including 176 representatives of the Civil Service) • 4 focus groups (13 central executive authorities, 33 personalities)

The training needs analysis [2010] • 2 series of focus groups (66 personalities from 38 central executive authorities) • 2 series of semi-structured interviews (with the deputy heads of 15 departments) • Feedback from active partisipants audience of the Leadership Development Program 2010 14

Training needs assessment: the main outcomes Findings from the Leadership Development Program: • to be a part of and oriented to the general requirements of the community of Sivil Service • to correspond with international practice of Sivil Service’s development • to be mandatory to (according to 78% of surveyed audience of Program 2010) • to be aimed primarily at development of leadership’s professional skills
