Dec. 25 Elmvale Minor Hockey Euro Tour 2020 Just after Christmas in 2019 and into early 2020 there is a team of young hockey players heading to Europe to embark on a once in a lifetime opportunity. They will be heading to countries such as Germany, Austria and Czech Republic to not only play some hockey but get immersed in the culture as they get billeted and tour the various cities and towns.

The trip will go beyond the hockey they play as they will get a chance to watch the World Junior championships as well as see some of the great sites and enjoy some unique experiences these countries have to offer. In order to prepare for this trip there is some fundraising that needs to be done in order to make this adventure affordable for these young players. We will keep the community posted on any future events we have planned but we have started with a metal bin fundraiser. Many of you may have noticed the bin the north end of the Elmvale Home Building Centre parking lot.

This bin has been placed there by Midwest Metals for us and we are receiving funds from the metal that is collected there. We urge you to support our team by putting any of your scrap metal (accepting BBQ's, appliances, electronics, snow blowers, piping, wires, etc) in this bin to assist with the trip. We hope by helping save you the trip to the dump you will help us raise funds for these dedicated young players. Please remember that there is no garbage beyond metals to go in the bin as that is a cost to the team. Be respectful and place only metal items in the bin.

This opportunity would not be available to us if it wasn't for the efforts of Midwest Metals from Creemore as they are providing the bin as well as collecting and replacing the bin when needed. Also a big thank you goes out to Elmvale Home Building Centre who has always been big supporters of minor sports and has allowed us to have the bin in their parking lot. The festivities held at the Wyevale United Church included a magical Christmas performance by the Amazing Frank, face painting by Mable Moon, holiday crafts and refreshments with approximately 200 guests in attendance.

The theme for this year’s Santa Claus parade, as hosted by the Wyevale Parks and Recreation Association, was “Canadian Christmas over 150 Years.”

Editor’s Musings On Monday past, shortly before 9 am, I received my first call from a recorded voice, supposedly from the Revenue Canada, asking me or my attorney to call back immediately about a legal matter. I ignored it as I did the next call around 11 am and the next around lunchtime and the next later in the afternoon.

I needed someone to comfort me in my decision to ignore, so I called the Ian Vasey office in Elmvale and spoke to Kathy French.

Her first comment was that in Canada, we refer to our legal representatives as lawyers, not attorneys. She said that she occasionally gets a call from a client that has been contacted like this. She suggested that we never give out information over the phone i.e. social insurance number or credit card or most anything.

She wonders how many people have been scammed.

She suggests that we call the CRA (Canada Revenue Agency) and ask them to check our account to see if there is a problem.

So for your advantage, I went to the CRA website and there is a high light on their site which says - Fraudulent communications - Have you received a suspicious email, telephone call, or letter that claims to be from the CRA? To find out about how you can protect yourself and what to do if you have become a victim of fraud, see Protect yourself against fraud.- and when you click on the highlighted “Protect yourself against fraud” it takes you to pages of fraudulent communications.

It would appear that the CRA would love everyone to have a computer so we could do things ourselves. They admit that the wait-time can be rather long.

But for individual tax enquiries, for those who are not computer savvy, the number is 1-800-959-8281 generally between 9 and 5 local time on week days.

Another call I received one day around 7 in the morning was supposedly from the bank. They said my credit card had just been used in China. They wanted verification that it was mine and asked for the complete number on the card that started with 45. Most Visas start with 45 and most MasterCards start with 54 so don’t fall for that one.

When I called the bank, they said the bank would not call anyone before 9 in the morning.

My computer got hacked. The TD Bank site was highlighted on my computer. Whenever whatever

I said yes so long ago, I was not even sure what my password was. The hacker in my computer, found the site and took $2480.88 out of my account. The bank froze my account. I got a new card/password. The computer guru suggested I only do banking on my ipad or iphone as the apple/mac operating system was much harder to hack.

Also, he slapped me over the back of the head for having the computer set to remember my password on something as important as my bank account.

And while on this rant - whether I watch CTV or CBC or Global, are these not Canadian TV channels? If I want American News - which I don’t - I can go to another channel or just read about it on Twitter or some of the other American communication systems.

The Canadian Citizenship Test is administered by the Department of Immigration, Refugees and Citizenship Canada. It is required for all applicants for Canadian citizenship who are aged between 14 and 64 and who meet the basic requirements for citizenship.

I have a nephew whose significant comes from England.

She will write the test for Canadian Citizenship in January.

Out of curiosity, I went to the internet to see what a sample test was like. I found 300 multiple choice questions. It is a timed test and you have about 45 seconds per question on average.

Out of the first 10+ questions, I got the majority wrong.

Question 1 was “Which is the only officially bilingual province?” As an after thought, I should have known that Quebec is unilingual, French, and only New Brunswick is bilingual.

Question 2 “What is Canada’s largest religious affiliation?’ Thinking that we have many more protestant churches/religions versus Catholic, I guessed protestant when the answer was Catholic.

Question 3 “What does the word Inuit mean?” I know it has something to do with the Inuktitut language but was if the Land, the community, the language or the people. I did not click on the people and failed again.

Question 4 “What is known as the Great Upheaval? I did not check ‘When Acadians were deported during the war between Britain and France.

Question 5 - ‘Wrong!’

Question 6 “Right!’

As I progressed through the questions - how was I supposed to know who John Buchan is?

I must have missed that day in history class.

Marjorie Turner-Bailey? I missed that class as well if they even taught us that she was an Olympian who is a descendant of black loyalists.

I forgot that Michif is the dialect of the Métis.

I thought I knew a lot about the country I have lived in for 3 score and 10. I wonder how many of us would not qualify if we had to run the test today?

Actually, the final test appears to have 20 questions and you have to get 15 right.

In 2012, some local mothers went to the council of the day with a proposal to fund raise upwards of $250,000 for a splash pad. Council turned them down but set it aside for future consideration. It was in the budget for 2018 but some members voted to remove it and consider it another year.

But Councillors Jannifer Coughlin and Katy Austin, disagreed. They rallied the troops and the Mayor agreed to discuss it again on Wednesday, a week back at 5 pm. Mothers, fathers, grandparents, children and interested spectators filled the council chambers.

In the ensuing discussion, it was learned that the price could be anywhere from $250,000 and $800,000 depending on the size plus operating costs affected greatly by whether they installed a flow thru system

It was learned that until it gets into the budget, the municipal employees could only speculate. Once it becomes part of the budget, then a study could be enacted and a process started.

As for whom would pay for it, there is a $430,000 fund sitting to be used by the citizens of Elmvale, a fund that came from the sale of our hydro system a few years back.

There is also money in the DC (Development Charges) that could be used. As for fund raising, Elmvale/Springwater Township/Southern Tiny/etc., do more than their share with items such as the high school - a group of ambitious students are 0rgqanizing an exchange with students from Northern Canada - and all the other schools - a little bee in my bonnet is that there is no playground at Our Lady of Lourdes school because they were always fund raising just to keep it up to standard; hockey teams (one is going to Europe); churches - one sits empty and when it sells, all the money goes to the upper anarchy.

After the study is completed, the costing will come back to council to decide whether it is a feasible cost effective project, something that seemed to be lost in one of the councillor’s nay vote.

Another nay vote worried that if the project was funded by the hydro fund, how many people would benefit from something for only kids up to 10 years of age?

There is a problem finding a project that would be advantageous to all local citizens. Much of the money has been spent on and in the arena. I do not begrudge the money spent. Lots of times it is hard to find a parking space down there.

The motion to reinstate the splash pad into the 2018 budget passed 5 for 2 against.

Sleigh Ride in the Village a free event sponsored by the Lioness Friday December 8th, 2017

Sponsored by the Lioness, the Sleigh Ride in the Village was a wonderful time of family fun. Much more than a sleigh ride, the night was full of delightful things: door prizes, gift bags, a raffle, face-painting, crafts for the children, “grocery store” items for sale, toy draw and free hot dogs, hot chocolate and hot apple cider.

A sizeable group had gathered well before the advertised start time of 6 pm in the municipal parking lot beside the Elmvale community hall, waiting for the sleigh rides to begin. Right on time the horse team handlers brought the three wagons (imagine old-fashioned sleighs) in readiness to the top of the line of people who were happy and excited to begin the evening.

The sleigh ride followed a route from the municipal parking lot to the high school and back. It lasted 10 – 15 minutes; long enough for some and not long enough for others, some of whom rode around again. Two of the wagons had padded school bus seats and were drawn

Inside the community hall, everyone received a gift bag of candy as soon as they entered. There were tickets for a shopping spree and a raffle for a gingerbread church. On the snack counter a basket full of Godiva chocolate and a CD album were on display, ownership to be determined by ballot.

On a nearby table stood a jar full of candies would go to the person who guessed how many treats were in it.

Not far away Mabel Moon was kept busy painting faces; not just for kids, you know.

Families sat around tables decorated with red and green tablecloths and Christmas tree centerpieces, munching on hot dogs and sipping on hot apple cider and hot chocolate. A jovial and merry holiday spirit infused the crowd. Close to half, if not more, were young people. Children inspected the tables full of over 30 toys at the front of the hall. Each toy was numbered and had a corresponding bag hanging in front of it to hold tickets. For $1 a child (or adult) could put their name and phone number on 3 tickets and drop one or more into the bag in front of their toy of choice.

At the “grocery store” there were items of food for sale, or so it seemed. Inside boxes of cereal, crackers, cookies, etc.

were items that had nothing to do with their packaging.

Some of the actual contents turned out to be candles, kitchen towels, bath beads and lotions, jewelry, and drink coasters, much to the delight of their buyers.

At the end of the evening, around 8pm, the draws took place for the door prizes, the shopping spree and the gingerbread church raffle: The large prizes were $200 from Home Hardware that went to Roseanne Pearce. The $300 Foodland gift certificate went to Laura Iannizzi from Innisfil.

And the $500 gas voucher was won by Laura Marley.

There were 400 plus people at the sleigh ride event and quite a number were from Elmvale. It was great to have so many from the community come together.

Elmvale is fortunate to have such a committed group of ladies as the Lioness. All the money raised from the sleigh ride is put right back into the community. The Lioness would like to thank their sponsors: the Elmvale Lions, the Elmvale Jungle Zoo, CoffeeTime, Home Hardware Building Centre, the TD Canada Trust bank, Tim Hortons, TVR, The Brownie Foundation, SpinMaster, Stewart Foodservices Inc., Fox’s Bakery and Deli and the Elmvale Maple Syrup Festival. Tree Seedling Program The Severn Sound Environmental Association and the Township of Springwater are working together to provide residents with reasonably priced, native tree and shrub seedlings for planting in early spring 2018.

Tree seedlings must be pre-ordered. The deadline for ordering is Friday, January 19, 2018. Orders received after this date will not be accepted. A limited number of seedlings are available and often sell out - order early to avoid disappointment.

FIRST IN CANADA – RVH CARDIAC EQUIPMENT ARRIVES

Royal Victoria Regional Health Centre (RVH) is one step closer to providing advanced cardiac care for area residents, closer to home. Earlier in the week, RVH received the equipment for the two catheterization labs in the Advanced Cardiac Centre. This exciting milestone enables RVH to bring cardiac care closer to home, beginning early-January.

“Construction of the centre, which began May 2017, is complete and in the weeks ahead we will install and safety test the equipment and the cardiac team will complete training on it,” says Janice Skot, RVH president and CEO. “Equally exciting is that this equipment is not only state-of-the-art, but is the very first of its kind in Canada!”

In January, RVH will start performing diagnostic angiograms, then about eight months later begin angioplasty procedures.

Within the first year, approximately 1,200 procedures will be completed and the phased ramp-up will continue over a five year period. This cautious, gradual approach to opening a complex new program, in partnership with Southlake Regional Health Centre, ensures patients will receive safe, high quality care.

GBGH’s ED begins Phase 3 construction

Georgian Bay General Hospital (GBGH) has begun phase 3 of construction in the redevelopment of its Emergency department (ED). The final renovation to the existing ED will include a new main waiting room, a new See & Treat area for sub-acute patients and a new ED Exterior Phase 3 administration area.

“To accommodate this final phase of construction, GBGH will experience significant space challenges as there will be closures to the existing See & Treat area, as well as ED administration,” says Lorraine Harker, manager, ED. “We are also losing the main ED waiting area so a temporary waiting room has been set up inside the department.

We ask for the public’s patience and understanding during this time.”

Phase 3 of construction is expected to last approximately six months. Given the limited space and an expectation the ED will be busy this winter due to flu season, GBGH is asking patients to be accompanied by only one person when visiting the ED. “Once our ED is complete in the spring, it will have a significant impact on the care we’re able to provide to patients. We will be better able to meet growing demand and operate more efficiently,” says Gail Hunt, president and CEO, GBGH. “Although there will be challenges in the short-term due to space constraints, the expanded and renovated ED will help us see, diagnose and treat patients faster.”

Once complete, GBGH’s new ED will have nearly doubled in size. The complete renovation includes new trauma and treatment rooms with easy access to the operating room, two new safe rooms for mental health patients, a negative pressure room with an anti-room, bariatric lifts, a gynecological room, an eye room, a new triage area, a new waiting area, a new admission area for kids and the indoor ambulance bay. The new ambulance bay is also about to open, ensuring patients will be off-loaded comfortably inside this winter.

Climate Change

To the editor, letter concerning one of your always interesting facts, this one about co2 and climate change and how it related to our new Governer Generals remarks because, yes, there actually are many, many, many people who do not believe we can change the climate we believe that climate change, like time, is part of the universe that continues to continue without our help or control. And, yes, there actually are many, many, many people that do not believe in evolution. Many, many, many people actually believe that the bible is a guidebook from the creator of our universe and that it teaches us about our creator, his son, his promises and how to use all his physical laws rightously, because it's those known and unknown physical laws that determine the outcome of man's every choice, as our govern general known already having followed many of those laws exactly to get out in space.

'Taking the Knee'

Dear Sir: With regard to your comment that “Most people do not understand what the symbolization is anyhow.”, it appears that you, also, have missed the point. They are taking the knee to protest the now many unwarranted deaths of young black men by law enforcement officers in those United States. As for the players taking their money into the ghettos to offer something more tangible.....$$ won’t fix the problem they are protesting. Only education can achieve that. Unfortunately, the present chief of state likes his people uneducated, as he expressed during his election campaign so I don’t believe we can expect much change from that quarter for the next 3 years.

"Fair Workplaces, Better Jobs Act, 2017," Not what people think Recently, in the news, it has been reported that the Minister of Labour, Flynn, and the Liberal MPP, from Barrie, Ann Hoggarth are of the opinion that if small business cannot afford the new minimum wage produced under the “Fair Workplaces, Better Jobs Act, 2017,” they should “reassess your business plan and whether you should be an employer.” SERIOUSLY! – how short sighted are these officials and how inept are they? They aren’t – they’re merely misleading you.

The Minister of Labour, MPP Flynn has stated that with the increase is pay the employees will have more disposable income. Really?

So let’s look at this from a reasonable, logical and common sense aspect. A business has to increase the amount they pay their employees. Consider this, they will also have to meet dollar for dollar all CPP (which is a percentage of the persons pay) and, for every dollar the employee puts into E.I., the business pays $1.40. This is an increase. Then there is the percentage for Health Care added, with a decrease in your pay, based on percentages of your wage.

The next question is – what entity is the only entity to increase their coffers with this increase? The only entity that actually receives the increase is the government.

Think about this.

Businesses must put the costs of goods and services up to cover this increase, and as the H.S.T. is based on the percentage of the costs of goods and services government gets more. Then there is also the income tax that will be generated with the higher wages, the CPP increase based on percentage of wages paid, the E.I. increase based on percentages of wages paid. This isn’t an increase for the working people – this is an increase to line the coffers of government – nothing more, nothing less.

This increase is to trick you into voting for the NewDemo-Progressive-Con-Liberal party because they haven’t explained that (i) you will be paying more for goods and services so business can stay in business, (ii) unemployment will increase with either businesses

705-322-1932 • 705 322 5587 THE APOLOGY TO LGBTQ2 CANADIANS SIMCOE COUNTY — November 29, 2017 — Yesterday, the Prime Minister of Canada rose in the House of Commons to apologize to Lesbian, Gay, Bisexual, Trans, Queer, and Two-Spirit (LGBTQ2) Canadians.

This apology recognized the Government’s role in the persecution and mistreatment of our communities through laws, policies, and other methods such as intimidation and fear. In summary the statement specifically apologized to those who were unjustly fired and mistreated in the civil service, Royal Canadian Mounted Police (RCMP), and military; those who were subject to Canada’s “buggery”, “gross indecency”, and bawdy house laws, and; Indigenous LGBTQ and two-spirit people being persecuted and silenced as a result of rigid colonial norms. The apology also touched on many important themes and issues of the past, and ongoing ones.

In connection with this apology, the Government has moved on two specific actions. First, legislation has been introduced to expunge all historically unjust convictions.

This allows for survivors, as well as surviving spouses, parents, siblings, children or legal representatives to apply for expungement. Second, a $145-million compensation fund has been created. This fund will be used to compensate those “purged” from the public service and will also have a portion dedicated to creating memorials and education.

These are vital to achieving justice for LGBTQ2 Canadians, however, we would be remised if we did not acknowledge other steps we must take. Actions include fully lifting the blood ban, protecting Intersex (I) people from non-consensual and medically unnecessary operations, changing laws that criminalize HIV nondisclosure, greater funding for LGBTQI2 initiatives, and more.

Fierté Simcoe Pride welcomes this long-awaited apology.

We hope that it will shed light on Canada’s history and serve as a reminder of the work left ahead.

We thank the We Demand an Apology Network, Egale Canada (authors of The Just Society Report), and the countless organizations and activists who made this possible. It is because of their tireless research. advocacy and work that we have come this far.

Finally, we want to thank John Brassard, Member of Parliament for Barrie—Innisfil, and colleagues for welcoming us to Parliament to witness this historic event.

Most employers want their employees to have a good life and they want to pay their employees a good wage… government on the other hand is making it impossible for your employer to do this and government is making it impossible for you to even survive because of overtaxation, electricity pricing, interference with your everyday life. Think about it – this wage increase is not for you, the employee, it’s to pay for government mismanagement. That’s what this is all about.

We, the Trillium Party of Ontario, know about being an employee, how hard it is to get through everyday, and business. This is unlike the New-Demo-Progressive-ConLiberal party – completely clueless with statements of “reassess your business plan and whether you should be an employer.”

Sports by Mike Townes Garrett Wilson is playing in the American Hockey League with the Wilkes-Barre/Scranton Penguins, the farm team of the Pittsburgh Penguins.

The team has a 13-7-1-1 record as of Sunday. The Toronto Marlies are the best team in the league with a 20-5-0-0 record.

Garrett returned to the team last Friday after his mother, Joan, passed away after a battle with cancer. In his first game back, Garrett scored a natural hat trick in the first period against the Milwaukee Admirals.

“It was a tough couple of weeks there with my mother passing away,” Wilson said. “Those goals are for her, and I feel like she was definitely helping me out there tonight.”

We send our sincere condolences to the Wilson family.

Garrett now has 11 points (5 goals, 6 assists) in 18 games this season.

Soccer fans in Canada are celebrating the champion Toronto Football Club victory over Seattle. The Major League Championship game was played in Toronto with the home team winning 2-0. Last year, Toronto lost to Seattle in penalty kicks and Seattle never had a shot on goal during the game. This year, Toronto outshot the visitors 22-7.

The Toronto Argonauts won the Grey Cup over Calgary so Toronto has two championship teams in the city. The Toronto Maple Leafs and the Blue Jays must be feeling the pressure to win. Now that Toronto has had a taste of winning, the Leafs and Jays are now, in some people’s minds, losers.

The win for the Argonauts was their 17th Grey Cup. The first was in 1914. The Argos has been a professional team since 1873. It is the oldest existing professional sports team in North America still using the original name. The Argos have beaten the Winnipeg Blue Bombers six times in the Grey Cup and three times in a row in 1945-46-47.

If you have been a regular reader of this column over the years, you will know that I have supported Jack Morris for the Baseball Hall of Fame many times. He was eligible for 15 years but fell short, getting only 61% of the vote his last year. Players need 75% to be elected to the Hall of Fame. The 2018 Modern Baseball Era committee fixed that error by voting Morris to the Hall of Fame with 14 of 16 votes. The required number of votes was 12. Morris was a 5-time all-star, 3-time World Champion and 1991 World Series MVP over 18 seasons in the major leagues.

Fellow teammate with the Detroit Tigers, Allan Trammell also made the cut with 13 votes. Trammell was a 6-time all-star, 4-time gold glove winner and World Series MVP in 1984. Congratulations to both these deserving new Hall of Famers.

The Sedin brothers have moved into second place in scoring for two brothers and fourth overall as a family with 2,034. The Sutter family, with six brothers, has the most points with 2,936, while the Gretzky brothers are second with 2,861. The Stastny brothers are third with 2,169 scoring points.

Vancouver Canucks have won nothing with the Sedin brothers and never will. Even though the twins have scored over 2,000 points, they will never lead Vancouver or any other team to the Stanley Cup. The Sutter family won six Stanley Cups, while the Gretzky brothers won four. The Sedin and Stastny brothers have no Stanley Cups. The Richard brothers won 19 Stanley Cups and are 5th on the list.

The Roar of the Rings was played in Ottawa last weekend. Team Rachel Homan and Team Kevin Koe will represent Canada at the Winter Olympics. There were no surprises in the results in the women trials but the lack of success of Brad Jacobs and the semi-final loss by Brad Gushue were not expected. Even though he lost in the finals, Team Mike McEwen is going to be in the mix for many years to come.

Santa and Mrs. Clause at the Elmvale Santa Clause Parade It is unseasonably warm for the beginning of December and a barely-discernible haze hangs in the air. From Huronia Centennial Elementary School (H.C.E.S.) to the Elmvale Springwater Library people eagerly line up along Queen St. East and West. At one o’clock the police cars take their positions at the intersections and the much-anticipated Santa Claus parade gets underway with firetrucks in the lead.

When people were asked what they were looking forward to, “Santa” was, not surprisingly, a popular answer. Said one grown-up with a mischievous grin, “I’ve been very good this year and I want to see Santa, just to make sure…”

A mother gestures toward her children, “My favourite part is seeing their faces.” Others are also enjoying being outside and seeing family and grandkids.

The firetrucks blast their horns and blare their sirens and a child imitates them, “Mee-maw! Mee-maw!” A mother hoists her daughter onto her shoulders. Following the firetrucks, a small number of veterans in uniform carry flags and a separate couple carry a banner announcing the “Elmvale and District Lion’s Club Annual Santa Claus Parade.” The theme is “Canada 150 – Then and Now.” Shortly thereafter come firemen sporting hockey jerseys emblazoned with “Springwater Selects.” Their float has a hockey theme and its skirt reads “Have a Safe & Merry Christmas FLOS-ELMVALE FIRE ASSOC.” Firefighters are collecting food along the route with a truck for the Elmvale & District Food Bank. At the end of the parade donations collected at the Christmas Craft Show and Sale were added and the back of the truck was filled to overflowing.

Momentarily the H.C.E.S. band comes into view playing “Jingle Bells.” The St. John’s United Church follows.

Then members of Springwater Council ride by, wishing all a Merry Christmas: Mayor Bill French and his wife Lorraine, Deputy Mayor Don Allen, MPPs Patrick Brown and Jim Wilson, Councillors Sandy McConkey, Jennifer Coughlin and Katy Austin.

All along the route various parade participants give out candy canes. Others walking by and riding by include 97.7 the Beach, a beaver, the Barrie Kennel and Obedience Club, Bourgeois Ford, the Elmvale Skating Club, Elmvale Presbyterian Church, ATL Plumbing depicting the North Pole with elves and Santa’s sleigh full of toys and presents, Girl Guides with signs noting famous inventions e.g. lacrosse, instant mashed potatoes and standard time, Ontario Clean Water Agency, KICX Country 106, Paul Sadlon Motors, Boston Pizza mascot and delivery car, Dick’s Tiny Corner of Springwater News, Elmvale & District Lions Club: 100 years of service!, County of Simcoe Paramedic Services Toy Drive: collecting toys in the back of an ambulance, an old-fashioned white carriage drawn by a Clydesdale, the Flos Agricultural Society, Collingwood Fuels, a Canada Post mailbox and delivery truck and finally Mr. and Mrs. Claus and their team of reindeer!

The police leave their positions and the crowd disperses.

People had come from Elmvale, Phelpston, Midhurst, Minesing, Crown Hill and Toronto (visiting family). What did they think of the parade?

• “Lovely parade. Nice way to get the community out. And it was a gorgeous day, too.”

• “It’s always friendly. Brings a lot of spirit to the community.”

• “The mail box was cool.”

• “Mr. and Mrs. Santa had a nice sleigh but the float was kinda’ bare.”

• “Lots of nice floats, lots of things to see and lots of candy canes.”

Following the parade, Santa entertained the children at the Arena. There was a free skate from 2 pm – 4 pm courtesy of the Bodyworks & Collision Centre.

Thank you to those who expended time and effort to make and decorate a float or vehicle.

And many thanks to the hosts of the parade, the Elmvale and District Lion’s Club. It is said that a parade shows the spirit of a community and makes it livelier. Well, Elmvale, you rank right up there with the best! Ho-ho-ho and Merry Christmas to all!

Springwater 2018 Budget Council spent 4 meetings, open to the public and available through streaming on the Township website, reviewing the 2018 operating and capital budget. This is to be finally passed by Council on December 14th. Director Jeff Schmidt and staff worked with management and created a good budget and budget package to work with.

Using an average residential assessment of $422,584 (per MPAC), the residential property tax increase, including all the components below, will be 1.86% or an increase of $68.16 per year at this assessment rate (referred to as the blended rate increase). A higher or lower assessed property value will vary the dollar values below accordingly.

Local amputee learns "I's what's left that counts" at Seminar Local Champ learns “It’s what’s left that counts” at War Amps Seminar – Laura Bateman, 14, of Phelpston, attended the recent 2017 War Amps Ontario Child Amputee (CHAMP) Seminar in London, which brought together young amputees from across the province.

Laura, born a left hand amputee, is eligible for financial assistance for artificial limbs and recreational devices, as well as regional seminars through the CHAMP Program. The theme of the Seminar, “It’s what’s left that counts!”, was a motto adopted by the war amputee veterans who founded the Association in 1918, and is still reflected in the spirit of the CHAMP Program today. Serenata Choir Thank You

Serenata Choir would like to thank the community for your support in this festive season. This past weekend we performed our annual Christmas concert in Midland on Saturday November 25, and then in Elmvale the following day. Our guest performers were amazing to hear!

Under the direction of saxophonist Blake Smith, the Penetanguishene Goldentones skillfully performed two pieces, the Overture from Handel’s Messiah, (arrangement

by R. Caravan) and Themes from the Nutcracker Suite, (arrangement by C. Johnson). The Goldentones are a group of accomplished young female saxophonists who are students of Mr. Smith.

Mr. Smith himself enthralled the audience with two solo pieces. It is a delight for the ears to hear this gentleman play the saxophone. His renditions of the Lord’s Prayer by A.H. Malotte and the Holy City by Stephen Adams were breathtaking. Audience members were seen dabbing their eyes after both pieces.

Serenata was also privileged to have Soprano Karen Parnell, an Elmvale native, as a guest artist. Karen sang two solo pieces, Franz Schubert’s Ave Maria, and G.F. Handel’s Come Unto Him (from the Messiah). Her range, pitch and interpretation of the music were impeccable and truly moving. It was an honour to have her perform with our choir and we hope that she will be our guest again in the future.

Serenata Choir is thankful to the Midland/ Penetanguishene, and now Elmvale community, for your support in our 30th year of performing. For choir members, the Christmas season would be incomplete if we were unable to share our love of music with our community. We are very excited to have expanded our audience into Elmvale, and hope that this will become a new tradition.

Our choir is dedicated to enhancing people’s lives through music. One way we do this is through our Carols

Township of Tiny Tree Lighting Celebration

Attendees of the tree lighting The Township of Tiny held its 14th Annual Tree Lighting Celebration on Saturday, November 25th from 6:00 – 7:00pm at the Municipal Office in Perkinsfield. The celebration began with festive musical performances from Les Générations and La Chorale École Ste Croix, Lafontaine. Participants enjoyed festive snacks and drinks, activities for kids and pictures with Santa. The event was free with the donation of food and/or a new unwrapped toy.

Mayor George Cornell greeted approximately 250 attendees and seized the occasion to mark the 150th anniversary of Canada and Ontario with the singing of O Canada. This was followed by the singing of Mon Beau Sapin - Oh Christmas Tree and the official lighting of the tree.

Merry Christmas, Happy Holidays and Blessings to all!

Update on TD Elmvale Branch Closure I have continued discussions with the TD VP for the region and aside from confirming some meeting dates for the community, there has been no progress. There is a meeting scheduled tentatively for January 12th at the Elmvale Library to discuss the banking impacts on local businesses and how some of the challenges can be mitigated. The TD Town Hall meeting with all customers using the Elmvale TD Branch is planned for Feb 13th at the Elmvale Community Hall.

More information will be coming from TD on both these meetings. I am having further discussions on the building itself and what the long term plans might be. There are two financial institutions that I have reached out to and provided some local census demographic information and am awaiting a response. In the meantime send me an email of the impact of the closing of the Elmvale TD Branch. I have received a few and have forwarded them to the TD executive in charge of this region. I will forward anything you send me. My email bill.french@springwater.ca.

Budgets We had 5 meetings to discuss the budget since late November and I appreciate the excellent information provided by our key staff and the many thought provoking questions from Council. I must also thank the many Elmvale residents that came out in support of the Splashpad. The message was loud and clear. I can assure you your local Councillors were very engaged and challenged many aspects of the budget. The meetings were open to the public and we streamed the meetings live on the internet. You can go to the Township website and review the discussions on Youtube. The budget as discussed, and tentatively agreed to, will be tabled for approval at our December 20th Council meeting. Any final changes will be made at that time. The proposed budget aims to maintain – and in certain key areas, improve – service levels to Springwater residents; and invest in key infrastructure projects while being fiscally responsible. The budget includes a significant increase in library operating funding to bring it to a higher service level that is more in tune with our neighbours. These changes represented an overall increase in library funding of about 25%.

We had a robust discussion on the request to move the Elmvale planned Splashpad into the 2018 budget. It was approved in principle subject to final costs and Council`s final approval. After hearing all the pros and cons I can accept that it is a good budget and fiscally responsible. The impacts will be as follows. The impact on a home with an assessed value of about $423,000 will be an increase of just over $56.00; that includes the County, Education and Township portion of your tax Bill. The Policing charge increase is $12 per residential household and $6 for vacant farmland.

With both factored in, that represents an increase on your tax bill of 1.86% or about $68.00 which does include the 1% for infrastructure replacement that we started 3 years ago. Some people may note that the price of housing is much higher than the average I stated. The reality is that we tax properties based on MPAC Assessed Values and they typically lag as there is usually a 4 step increase from current value to the actual

assessed value. The other thing that does impact us is the tax revenues from new builds and we have seen a lot in the last two years. Again we are dependent on when MPAC provides the assessment roll and that is at least a 12 to 18 month lag.

The good news is that Springwater is on a solid financial footing and based on the current growth rate, has a predictable controlled tax rate increase for the next few years until there is a dramatic change in the growth rate.

Christmas and Holiday Season Events Our last Christmas events were last weekend in Elmvale, Phelpston and Anten Mills. The community work that goes into the Tree Lighting, sleigh rides, crafts and other fun things to do would not be possible without those in our community that simply give of their time to make their community better. Anten Mills made their celebrations the conclusion of our Springwater Canada 150 Events and the fireworks last Saturday were breathtaking to say the least.

I am now full of hot chocolate, cookies, candies and cake and definitely filled with the spirit of the season. What strikes me the most is the change in areas like Elmvale, Phelpston, Minesing, Hillsdale and Anten Mills with the influx of young families to our beloved neighbourhoods. To all those that have joined us, a big welcome and may God Bless you in this Christmas and Holiday Season.

During this Happy Holiday Season let us be reminded of those many people in our community that are less fortunate. I ask everyone to drive carefully and drink responsibly so that we may all enjoy a Prosperous 2018.

All-day Weekday Service on the Barrie GO Line Starting January 2, 2018 the province is introducing new midday and evening weekday service between Union Station and Aurora GO Station. Combined with the existing service, travellers along this section of the Barrie GO line will now benefit from all-day train service, seven days a week.

The service improvements and enhancements along the Barrie GO line include: • New hourly, two-way service between Union Station and Aurora GO Station during the midday and evenings, and extra morning, afternoon and late evening trips between Bradford GO Station and Union Station.

• Hourly weekend GO rail service starting December 30, 2017.

• All GO trains will serve the new Downsview Park GO Station, connecting to the TTC Line 1 subway extension to York Region.

• Timed GO bus connections providing customers north of Aurora GO Station convenient access to the new GO train services.

Starting in January 2018, adult, senior, youth and student commuters will pay a TTC fare of just $1.50 when they use a PRESTO card to transfer between GO Transit or the UP Express and the TTC. Adding more GO service on the Barrie Line is part of the largest rail project in Canada as Ontario transforms GO from a commuter transit system to a regional rapid transit system. Weekly trips across the entire GO rail network will grow from about 1,500 when the program began in 2015 to nearly 6,000 by 2024-25, with more all-day and 15-minute service coming to the Barrie Line.

Creating more transit options for commuters and families is part of Ontario's plan to create fairness and opportunity during this period of rapid economic change.

The plan includes a higher minimum wage and better working conditions, free tuition for hundreds of thousands of students, easier access to affordable child care, and free prescription drugs for everyone under 25 through the biggest expansion of medicare in a generation.

Quick Facts • Ontario is investing $21.3 billion to transform GO Transit from a commuter transit service to a regional rapid transit system. A total of 230 GO train trips will now operate every week along the Barrie GO line, nearly six times the 40 trips per week that were operated a decade ago.

• Since 2013, Ontario has built three new GO stations, renovated 10 existing GO stations, and added approximately 7,000 new GO station parking spots. The province has also purchased 264 new GO buses, 150 new GO train coaches, and 10 new GO train locomotives.

East’s Ace won the opening Club lead and the next Club was ruffed by Declarer. Trumps were drawn in four rounds, East following once and then pitching three Clubs. Now all that remained was for Declarer to avoid losing a trick to the ♦Q. Was it a guess, or was it a certainty?

When the hand was actually played, our Declarer was familiar with the idea that, with a 9-card fit, it was customary to cash the Ace and King (playing for the Queen to drop in two rounds) rather than finessing. But (unfortunately) he remembered that East’s bidding had shown a long Club suit, and this persuaded him that West was therefore more likely to hold longer Diamonds. Accordingly, he cashed the ♦K, planning to finesse on the next round if West followed with a low Diamond. Poor Declarer got a nasty shock when, instead, West showed out and it was East who turned out to have the Diamond length. Down two (East still has a Club winner and the trumps are all gone) in a cold slam!

Declarer should have gone fishing for extra clues before taking the crucial Diamond guess. If (after drawing trumps) he cashes three Hearts first, East will show out on the third round. Now Declarer has a perfect count on the hand.

East started with one Spade, two Hearts and (based on the bidding and the play) seven Clubs. That means East has three Diamonds, and leading a Diamond to Dummy’s Ace, and finessing on the second round, is guaranteed to succeed.

– a word from Craighurst by Lynette Mader dlmader@orilliapronet.com I was sitting in a pub in St. John’s Newfoundland after a day of work related meetings when a photo of our house all prettily lit up with Christmas lights flashed up on my home screen on my phone. The text said, “Nice lights…. hard act to follow.” My husband boasting about his lights from across the miles made me lonesome for home and I texted Dave back a little love note with lots of x’s and o’s.

It was two days later back in Craighurst when I realized the texted photo hadn’t come from Dave. I’d sent my lonesome love note to a fairly new neighbour. “They’re probably afraid to come to our Christmas party now,” I lamented to Dave when I discovered my error.

Every night when I got home from work the next week, more lights appeared at the Mader house. Finally, Dave’s tasteful masterpiece was complete - from the big tree at the road, to the little tree in training, shimmering blue motion lights down the path to our door where a reindeer greets you, and the final touch, a tasteful circle of blue and white around our Russian olive tree in the back yard.

This tree, a haven for birds that visit our feeder, is also a haven for squirrels: every year these fluffy tailed rats chew our lights. Frustrated, Dave took to the internet for help.

Some entertaining but not particularly helpful suggestions included “get a 22” or “pop out the screen from a discrete window in your house and wait with a BB gun,” followed by “string one up as a warning to his brethren.” Another respondent suggested shorting the lights out purposely but warned we would probably shock ourselves, our pets and any stray toddlers that wander into our yard.

The most practical advice was to keep the squirrels alive while making them lose all interest in the wires. Squirrels are territorial and killing them (which never entered our non-lethal minds) would accomplish nothing because more would move in. Spray the wires with something distasteful, the current batch of squirrels will keep others away and “at the point your local squirrels are working for you.” Another respondent suggested that “squirrels taste good in chilli” and the last piece of advice was “take them to the vet and have their teeth removed.” After reading all this, Dave decided to leave the squirrels and his lights to fate.

A more environmentally friendly Christmas lighting event that doesn’t involved squirrelicide, is the Horseshoe Valley candlelight walk that took place on December 8. For a donation of an unwrapped toy, you could get a lit candle for your walk around the neighbourhood followed by the lighting of the tree at the Clubhouse.

I think Christmas will be upon us by the time the next Springwater News hits mailboxes. Heartfelt best wishes to all for a season full of kind gestures, warm memories and happy experiences that create new memories.

Yonge Street or Young Street When we questioned the Mayor of Springwater as to whether he had okayed the name change, he was genuinely mystified. This newspaper can confidently attest to the fact he was unaware of the situation.

Elmvale Christmas Tree Lighting Ceremony Friday, December 1st, 2017 from 7pm to 8:30pm Cheery Christmas tunes in the style of country western music greeted me as I approached the Elmvale downtown.

The main square at Yonge St. and Queen St. was full of people.

At the Maple Syrup Shack, in the parking lot beside the square, Tom McGinnis was taking orders on behalf of Tim Lalonde and crew and serving to the crowd free maple cotton candy, popcorn, hot apple cider, hot chocolate and lots of smiles This year was the first that the tree was brought in from outside Elmvale. It was donated by Ryan and Melissa Daniels from Concession 10 and County Rd. 29. It is a shapely tree and quite large, estimated to be 40 plus feet, and was actually getting a little too big for being out front in their yard. It is a sentimental thing because it’s something that he and his dad planted years ago. The township cut it down and Home Hardware donated a flatbed truck and came out with a crane. In February, when the township removes the tree, many people think that a live tree is being cut down but you, readers, will know better.

In addition to the lights, the tree was decorated by the children with colourful ornaments, hand-decorated balls that Lisa Harpell helped them make this evening.

Mayor Bill French brought greetings from the council (Deputy Mayor Don Allen was also present) on this clear, not-raining, not-snowing night. “Lots of exciting things are happening in Elmvale,” he said and invited us all back for the upcoming Santa Claus parade and the sleigh ride in the village. As he closed, he wished us all a merry, merry Christmas, happy holidays and a blessed New Year.

The Christmas Tree Lighting is put on by the Elmvale Maple Syrup Festival (E.M.S.F.) Committee.

Dan Clement, vice president of the E.M.S.F. board, began by recognizing Paul Minty and his family for the star that is on top of our tree every year in memory of Doug Minty.

The large corner light was turned off to get the full effect of the tree. The air was heavy with anticipation. “Ten,” the countdown began.

Everyone joined in, “Nine, eight, seven … three, two, one“ And then, as if from a many-voiced choir, “Yeah!” and Woo-hoo!” marked the moment of connection.

Citizens Assist in Penetanguishene Arrest -Members of the Southern Georgian Bay Detachment of the Ontario Provincial Police (OPP) responded in the early evening hours of Saturday December 9, 2017 to a report of a person defacing a Town of Penetanguishene building with spray paint on Peel Street. Responding officers attended and located a male who was identified by some observant citizens who witnessed the act.

25 year old Tyler FRANZ of Penetanguishene was arrested at the scene by attending officers and transported back to Detachment for further investigation. He has been charged with Obstructing a Peace Officer contrary to sec 129 (a) of the Criminal Code of Canada and also 10 counts of Mischief Under $5000.00 contrary to section 430(4) of the Criminal Code of Canada. He was released from police custody on a recognisance to attend before the Ontario Court of Justice in Midland on January 4, 2018.

This investigation is still ongoing as the Town of Penetanguishene has had numerous acts of graffiti over the last several months.

The OPP would like to thank those observant citizens who made the difference by reporting the crime and will be formally recognizing them at a later date.

Just wanted to start off this column by saying thank you, chi miigwetch, merci and Nia:wen to all the readers of the Spring Water News. I’ve enjoyed receiving your comments and questions. I was going to write about Anger Release however I will keep that one for after this series on Peer Pressure and Bullying. I’ve had a lot of questions concerning these two topics and how devastating it can be on a person. So let’s get started.

As youth grow, develop, and move into early adolescence, involvement with one’s peers and the attraction of peer identification increases. As preadolescents begin rapid physical, emotional and social changes, they begin to question adult standards and the need for parental guidance. They find it reassuring to turn for advice to friends who understand and sympathize — friends who are in the same position themselves. By “trying on” new values and testing their ideas with their peers, there is with less fear of being ridiculed or “shot down”. Yet, mention the word “peer pressure” and many adults cringe because the words are laden with negative connotations. The idea that someone, or something, lures our children into learning dangerous and destructive behavior by discarding all parental behaviors and values, scares us as adults.

The fact is, peer pressure can be positive. It keeps youth participating in religious activities, playing on sports teams, getting involved in volunteering for organizations even when they are not leaders. It keeps adults going to religious services, serving on community committees and supporting worthwhile causes. The peer group is a source of affection, sympathy and understanding; a place for experimentation; and a supportive setting for achieving the two primary developmental tasks of adolescence.

These are: (1) identity — finding the answer to the question “Who Am I?” and (2) autonomy — discovering that self as separate and independent from parents. It is

no wonder, then, that adolescents like to spend time with their peers.

At a young person, peer relations expand to occupy a particularly central role in young people’s lives. New types (e.g., opposite sex, romantic ties) and levels (e.g., “crowds”) of peer relationships emerge. Peers typically replace the family as the center of a young person’s socializing and leisure activities. Teenagers have multiple peer relationships, and they confront multiple “peer” cultures that have remarkably different norms and value systems.

The adult perception of peers as having one culture or a unified front of dangerous influence, is inaccurate.

More often than not, peers reinforce family values, but they have the potential to encourage problem behaviors as well. Although the negative peer influence is overemphasized, more can be done to help teenagers experience the family and the peer group as mutually constructive environments. Here are some facts about parent, young people and peer relations: During adolescence, parents and young people become more physically and psychologically distant from each other. This normal distancing is seen in decreases in emotional closeness and warmth, increases in parentadolescent conflict and disagreement, and an increase in time adolescents spend with peers. Unfortunately, this sometimes is caused because parents are emotionally unavailable to their teenaged children.

motor vehicle revealed that it had been earlier reported stolen from the Town of Midland, Ontario. Police arrested one of the males but the second male fled the scene but was later arrested a short distance away.

A further investigation into the above motor vehicle and the occupants revealed that the property in and on this vehicle was also stolen from various locations in Tiny Township, Ontario, both occupants were on various types of court releases, one occupant was in possession of a Schedule I Substance. In addition Police located an imitation firearm in the above motor vehicle.

With the assistance of Huronia West/Collingwood OPP Community Street Crime Units and Huronia West/ Collingwood OPP Crime Unit a residence on Mosley Street in the Town of Wasaga Beach, Ontario was searched and more stolen property was located and a female found in this residence was arrested. A police investigation into this female revealed on December 2, 2017 she was in possession of a stolen motor vehicle from Kitchener, Ontario and observed in the Town of Wasaga Beach, Ontario by Police.

Ward One Report Councillor Katy Austin There’s going to be a splash pad in Elmvale. After numerous supporting e-mails and lengthy debate, Council made the decision last week to include a splash pad in Elmvale in the 2018 Capital budget. It will most likely be located in Homer Barrett Park and may be ready for use late next summer. The final details of its financing will be worked out in the New Year.

The rest of the budget was also thoroughly analyzed during five three-hour sessions involving Council and staff. The final budget will now be tabled for approval on December 20. Taking into account the Township’s, the County’s, the Board of Education’s and Policing’s portions, the overall increase to property taxes for 2018 will be 1.86%, an increase of $68 for a home assessed at $422,584.

Baseball enthusiasts may be pleased to hear that two new ball diamonds and a north exit road will be added to the Tree Nursery Sports Complex, making it eligible to hold tournaments involving teams from all over the province.

Roadwork slated for 2018 in Ward 1 includes Old Second from Flos Road 10 to 350 m north; Baseline Road from Flos Road 8E to Flos Road 7E; Lorne St. from George to William (this work will continue in 2019); and Flos Rd. 7E from Baseline Rd. to 1km east of Victoria Rd. Work on Kerr St. between Yonge St. and Shaw St. has been deferred to 2022 because there are not enough funds in the Development Charges reserve at this time to cover the cost of the project, which exceeds $1,000,000.

Mayor French and I have received the date of a meeting regarding the closing of the bank; there will be a General Public Open House with senior TD executives to address the closing and the transition of accounts on Feb 13th at 7 p.m. at the Community Hall. We will have more details on the future of the building by this Friday. TD has also arranged with the Elmvale BIA to meet with local businesses at the library on January 11th at 5 p.m.

At the regular Council meeting on December 6, $1000 from the proceeds of the Springwater Swing Golf Tournament was given to support the fundraising efforts of a group of 14 students from Elmvale District High School (EDHS) participating in an exchange with students from Cambridge Bay, Nunavut. As well, another EDHS student, Vanessa Tucci, received $500 towards the cost of an arctic expedition with Students on Ice in August 2018. Students on Ice is an internationally recognized organization with a mandate to educate the world’s youth about the importance of the Polar Regions, to support their continued growth and to inspire initiatives that contribute to global sustainability. Vanessa plans to study engineering at university next year and hopes to work in the field of environmental sustainability in the future.

Idle Fancies and Valley Farm Market are the first two businesses to receive funding through the Township’s Community Improvement Plan. Both businesses will use the money to help finance new signs for their stores.

Brent Spagnol, Springwater’s Director of Planning and By-Law Enforcement, reminds residents, particularly those in rural areas, that we should not be feeding wild animals. They can become dependent on humans for food and lose their natural fear of people and pets; they may also gather in large numbers, causing the spread of parasites and destruction of natural habitat; and they may attract unwanted predators.

The new Rescue 59 fire truck has arrived and will be kept at Fire Station 5 on Patterson St. According to Fire Chief Gavet, this state-of-the-art vehicle will eventually result in a small reduction of home insurance rates for Springwater residents because of the many features which will improve the effectiveness of our firefighters.

Christmas time is in the air! At our home the tree and decorations are up inside and out, baking coming along, presents mostly wrapped and ready to go - whew! This past weekend, there was plenty of seasonal spirit on hand in Anten Mills. Saturday evening’s Christmas tree lighting was a delight for all ages with appropriately chilly weather and a sprinkling of snow on hand. The Christmas tree and two new lighting displays lit up the night sky beautifully. These two lighting displays were selected for very special reasons: one, of a little girl on skates pulling her dog in a sleigh, was chosen as a traditional winter scene to commemorate Canada’s 150th birthday, and the other,

of Santa riding in a fire truck, as a nod to the Springwater firefighters who have assisted Santa in paying a Christmas visit to kids throughout Springwater communities for over 40 years. Snow Valley once again generously contributed their portable snow tubing run – boy does that look like fun! Oh to be 10 years old again, just for one evening!

Carolling was enthusiastic and Santa Claus was present to turn on the Christmas lights, as well, of course, as fit in a visit with all the kids. Our fireworks display was the best yet, thanks to the pyrotechnic expertise of Gord Wilson. It truly was a wonderful almost-end-of-the year celebration commemorating Canada’s 150th Birthday!

Santa returned to the village to take in the 20th annual running of the Anten Mills Santa Claus parade on Sunday afternoon. While this year’s parade didn’t have quite as many floats as last year, it was nevertheless a terrific display of creativity and ingenuity. Thank you to all participants, congrats to the prize winners, and thank you to all the onlookers for their great displays of Christmas spirit.

in creating this wonderful weekend of Anten Mills’ Christmas cheer: to those who volunteered generously in so many ways with both their time and their funds; to Springwater’s volunteer firefighters who made certain that Santa got where he needed to be on both Saturday evening and Sunday afternoon; to County of Simcoe paramedics, whose participation and presence in our parade over the years make it extra-special; and to OPP officers who kept traffic organized during the parade, ensuring the safety of us all. Generally it’s early in the evening, and you’ll know when he’s close by the sound of fire truck sirens in the air. And of course, it’s always barring an emergency situation involving our firefighters.

Relationships after any type of brain trauma are especially difficult because, people with brain trauma eventually rant about any subject and hurt the people that they care about.

After the rant the brain injured person does not remember what they have said, but they only know that they have hurt the people they care about.

Before support groups were established for brain trauma, Facebook pages or other types of support, people were on their own to find coping skills to establish a new normal.

It is only in the last 6 or 7 years that people have finally understood more about brain trauma, and designed effective programs to move recovery forward.

When I write about this, I think about the many people around the world who have experienced brain trauma in the past (brain trauma is not new) and were left to their own devices to find a way to cope the best way they could.

Understanding, patience, the willingness to ask questions and wait for the answer, and including the person with the brain trauma in the discussion, can be the key to making recovery different.

The willingness to separate the symptoms of brain trauma from the person takes compassion, understanding and the willingness to realize that brain trauma is permanent and there is no magic pill that will take it away.

I dedicate this article to the caregivers, friends and children who have shown up with compassion, you know who you are, and this brain injured person thanks you.

Springwater News Droughts are the result of persistent upperlevel atmospheric flows. No one has yet been able to explain the formation of a drought.

Experts do not even agree on the definition of a drought. A drought ends when upper airflow patterns change and allow moisture back into a particular area. Rain dances don't work, nor does the position of the Moon or the alignment of the planets break a drought. Although droughts are still a mystery, scientists are working to uncover the mechanisms that cause them. An excellent Web site has been established by the National Drought Mitigation Center, located at the University of Nebraska in Lincoln. A quick search for Plan 874 documents on the Township website did not satisfy my curiosity in this matter. Is the parcel in question subject to any pre-existing claims based on “possession” (paragraph 44 (1) 3 of the Land Titles Act)? Stay tuned.

We are back in the cold, in the middle of December and another year is almost gone. As of the paper’s publishing date, the shortest day of the year is a week away and in 10 days it is Christmas Eve. There are ten (10!) shopping days left folks and remember, shop local!

I do want to take this opportunity to wish everyone (on behalf of my wife Sandy as well), a very Happy, Healthy and Merry Christmas, whatever your plans! We hope the Days bring you, your family and friends, everything you hope for!

Tiny started to get into the spirit on November 25th with the 14th Annual Tree Lighting ceremony at the Municipal Offices on Balm Beach Road. Unlike last year when all those in attendance got a bit wet, the weather cooperated wonderfully, and a large crowd enjoyed the local camaraderie, the hot chocolate, the cookies, the games and the great musical entertainment from Les Generations and La Chorale Ste. Croix!

The Christmas Parade Season is behind us again as well!

Yours truly participated in both the Wyevale and Elmvale Parades and pictures of the events can be found elsewhere in this paper and on Dick’s Tiny Corner Facebook page. Both events drew large crowds and again, mother nature cooperated by keeping Santa dry!

I found it interesting to read that workers employed by the LHIN in Orillia have voted in concert with other LHIN’s that perhaps they should go on strike if the current collective bargaining process fails. Should they go on strike, it will be very interesting to see how well local healthcare functions without an operating LHIN. Too often it appears that this primarily “administrative body” adds nothing to actual “healthcare” but a bureaucratic maze that exists primarily to keep the local heat away from the Provincial Ministry of Health. As a political concept, it’s brilliant. It’s a great buffer between the Ministry, the local health care providers and the population.

The Ministry mandates a matter to the LHIN to handle and the ensuing processes ensure that those who deliver or need healthcare services don’t come too close to the Ministry. The Ministry as a result can conveniently stay out of the limelight when local “h**l” breaks loose.

Incidentally, the County basically operates in a similar fashion. The County component of the Municipal Tax rate covers the County payroll only. The programs and incentives run by the County are primarily Provincially funded and would come to a grinding halt if that funding would dry up. The County Council structure gives the impression that a degree of democracy is in place. Reality from my perspective is that the County is another expensive administrative and bureaucratic maze that executes Provincial policy and mandates processes.

The County is increasingly becoming a bigger player in the Municipal sandbox. The implementation issues around the Provincial Growth Plan and the local “Official Plan(s)” in preparation are a case in point. On the one hand, Tiny is expected to grow within some of its settlement boundaries (e.g. Wyevale, Lafontaine) The problem with that is that a new development within a settlement must be “serviced”. In other words, the Municipality must provide water and sewage services. Drinking Water services in these settlements are one thing, the absence of sewage handling infrastructure is definitely an issue. Most of the building lots available in Tiny are at or near the shoreline, exactly the area in which the Province doesn’t want to see much development. The construction of a sewage collection system throughout the Township is without doubt cost prohibitive. Tiny’s ability to manage its growth is therefore significantly reduced as a result.

During the November 27th Committee of the Whole Meeting, Mr. Jamie Robinson, a consultant with MHBC Planning summarized the status of the First Draft of the Official Plan for Township of Tiny. He provided a summary of the public comments that were made and “next steps” were discussed.

Much of the discussion centered around “affordable housing/ secondary units” and the ease with which these units could be converted into “short term rentals”. Under the current rules and regulations in Tiny, once the secondary unit exists, the Municipality loses the ability to control its use. It was then suggested that rural and settlement areas might be more suited to this type of unit rather than the waterfront areas. To be established zoning restrictions and Bylaws are to control the possible proliferation of secondary suites in those areas.

There is currently no strategy that allows a Township like Tiny to deal with settlement expansion either. Under the new Provincial rules that are enforced by the County, a Municipality cannot even change the boundaries of a settlement area. That authority now belongs to the County.

Councillor Wishart expressed concern that fewer opportunities for Tiny’s building trades may exist as a result. Councillor Hastings suggested that property values may increase as a result and she also noted that none of Tiny’s residents want big tax increases because of increased property values. The last word has not been spoken over these matters. Council directed Tiny’s Staff at the end of the discussion to release Draft 2 of the Official Plan to the public when it was ready to go and to schedule a second Open House for the Public.

While reviewing the resolutions of the November 27 CoW, one especially (399/17) drew my attention. It read in part: “NOW THEREFORE the Committee recommends that an objection to the Absolute Title application related to Lot 31

The Open Deputation Session of the CoW heard from residents residing along Trew Avenue. Concerns were expressed about the lack of time available for them to digest the very extensive Parking Strategy Report. The ongoing parking and speeding issues on Trew Avenue also surfaced again. Public safety and “social cohesion” concerns were brought to the attention of the Committee. One Resident referred to the Parking Strategy as a “complete failure”. Yours Truly addressed Council regarding the tax arrears of the Villageois in LaFontaine. The fact that this one entity is responsible for approximately 20% of the tax arrears Tiny has on the books, continues to be of great concern to me. The entity was talked about briefly during the meeting and it was noted that they are undertaking “an audit of some sort”. Tiny’s Treasurer, Doug Taylor, did not attend the Nov 27 CoW meeting and no further details could be provided as a result. In his absence, Doug Luker, Tiny’s CAO, stated that he “believed” that their 2018 taxes were current.

During the Major Beach Park discussion, Councillor Wishart commented on the recent dead bird findings on the beach near the bottom of the 13th Concession West. The public was reminded that the Township cannot remove such findings from Private Property. The Township’s website contains a lot of information on the subject if you encounter dead animals and need to find out how to deal with them. The Huronia Court parking problems were also discussed again. In spite of the ongoing concerns, there appears to be no appetite in Council to cancel the permit parking spots along this road. The big issue appears to be that the available spots are not marked clearly. The result is a tendency for those drivers using the spots to use too much of the roadway to park, rather than the side of the road. Private driveways are often partially blocked as a result and access to residences for Emergency Vehicles could become an issue if and when needed. Occasionally, exiting a private driveway has caused challenges too. It was noted that Bylaw could do a better job if the parking spots were marked better. The matter was bounced back to Staff to look at options that would mitigate the various risks identified.

The Moreau Parkway, Duquette Court and Lannan Drive drainage ditches came up for discussion again. The required work for this project has been included in the 2018 Capital Budget for consideration and discussion on December 18. Apparently, the sub-division agreement under which this development was built calls for a cost-sharing arrangement with the Residents. Township Staff reported that they were reviewing the agreement to determine the financial responsibilities/cost sharing obligations of the area residents.

Sue Walton, Tiny’s Clerk and Director of Legislative Services presented a report regarding Ontario’s Bill 68, “Modernizing Ontario's Municipal Legislation Act, 2017”. This Bill amends the Municipal Act, 2001, the City of Toronto Act, 2006, the Municipal Conflict of Interest Act and several other Ontario Acts. As a result, Procedure By-law 16-044 needs to be amended.

The updated provisions allow for the Electronic Participation in meetings by a Member of Council under specific circumstances. Also new is that a temporary replacement of the Mayor and Deputy Mayor at County Council may be appointed. This was deferred until the County of Simcoe's governing by-law in this regard is passed. Tiny also agreed to participate in a Joint Integrity Commissioner Agreement with the County, along with a draft Code of Conduct. The latter is to be presented to Council during the first quarter of 2018.

The Bylaw Activity (Third Quarter Report for 2017) was presented and discussed as well as the 155 pages long “Open Parking Conversion to Permit Parking and Consistent Parking at the Five Major Beach Parks Report”. All written comments from both residents and out of Municipality users were included in the report. Councillor Hastings asked for better “organization” of the comments. Despite that, a number of themes were clearly recurring within the comments received. The handling of Special Occasion Permits, the inability for residents to obtain parking permits after hours, the way “complimentary” Permits were issued for Garage and Yard Sales, Auctions, Club Events and Meetings stood out.

Department and the need for better coverage during the periods prior to June and beyond September was noted.

Councillor Hastings reported on her meeting with the MOECC (Ministry Of the Environment and Climate Change) regarding septage. This bureaucratic wheel moves veeerryyyy slowly. However, one thing that did came out of the meeting was that the Province appears to be headed towards an agreement that will stop the dumping of raw septage on farm fields in a Municipality if that Municipality has a facility that can treat raw septage. Maybe there is a very dim light visible at the end of a tunnel?

Pre-2018 Capital Budget approval (198k!) was provided to the Water Department to start updating the programmable logic controllers (PLC's) in each pump-station and to upgrade the SCADA system. SCADA stands for “Supervisory Control And Data Acquisition”. It is a recognized system of software and hardware elements that will allow the Township to remotely control and monitor the operations in the pumpstations. An event recorder is associated with the system.

Such a system is crucial for the Township as it will help to maintain efficiencies and mitigate downtime. On top of that, the system will automatically generate reports for the Ministry of the Environment and Climate Change (MOECC), which is a requirement of regulation 170/03 of the Safe Drinking Water Act. Page 18 Springwater News • December 14, 2017 • Edition 510 • E-mail: springwaternews@rogers.com • www.springwaternews.ca On the attack: County to pursue $5,000 from AWARE Simcoe Legal action continues to collect funds regarding effort to save Beeton Woods Once again, Simcoe County Council has decided to use its considerable resources to try to extract funds from AWARE Simcoe, a citizens’ group that works to protect water, the environment and health.

Councillors met in-camera September 26 to discuss renewed efforts to enforce a crippling $5,000 court order.

At issue was the group’s challenge of a 2015 decision to allow the clearing of 35 acres of mature hardwood forest, including endangered butternuts, known as the Beeton Woods.

They voted 19 to 7 – a population-weighted vote of 6838 – in favour of pursuing AWARE Simcoe (see below for how they voted).

“We’re disappointed,” said AWARE Simcoe vice-chair Sandy Agnew. “Many county councillors seem to think that, as elected representatives, their decisions are by definition correct and citizens have no right to challenge them between elections.

“But ‘the price of democracy is eternal vigilance,’” he said. “We feel, and we received legal advice, that we had a strong case to be considered by a panel of judges.”

Unfortunately the insertion of lawyers at a rate of up to $450 an hour into the democratic process makes a mockery of citizen participation, Agnew said.

He added that the Beeton residents who asked for AWARE Simcoe’s help in 2015 had been stonewalled and told by the county clerk that their only recourse would be to take legal action when they objected to aspects of the county’s hearing process.

AWARE Simcoe disagreed strongly with the judge’s ruling to deny its application for an injunction to postpone tree cutting until a judicial review was heard in 2016.

“We wanted to appeal,” Agnew said, but once the forest was cleared, the expense of continued legal action did not seem justified.

The county’s recent decision to continue pursuing AWARE Simcoe came in the form of a vaguely worded motion moved by Innisfil Mayor Gord Wauchope and seconded by Adjala-Tosorontio Deputy Mayor Doug Little.

“That’s fitting,” said Kate Harries, a founding member of AWARE Simcoe, which grew out of the successful battle to stop Dump Site 41.

She noted that Little and Wauchope were part of the group that supported then-warden Tony Guergis in taking legal action against Site 41 campaigners – farmer Anne Ritchie-Nahuis and indigenous leader Vicki Monague – during the summer of 2009, without the approval of the rest of council.

It was this suit that Council of Canadians chair Maude Barlow referred to in November 2015 when she asked county council not to seek to collect the court award.

“While collecting the $5,000 is not on the same scale as the attempt by a previous Simcoe County administration to sue the perceived leaders of the opposition to Dump Site 41, it would have the same negative effect as that intended by those lawsuits,” Barlow wrote.

“We believe that the efforts by the injunction applicants were worthy and laudable and that democracy is best served by encouraging public participation in all levels of government.”

Warden Gerry Marshall attacked Barlow for these comments, characterizing her plea as a “wild reference to something that actually didn’t occur.” Ritchie-Nahuis met with Marshall to set the record straight. But Marshall never acknowledged his mistake, nor did he apologize to Barlow for his unwarranted attack.

Marshall has led the charge against AWARE Simcoe on this issue, Agnew said. “We find his actions as warden considerably at odds with his sterling record during his first term as county councillor. But this seems to happen

once elected officials come under the influence of county staff.”

Agnew also questioned whether Oro-Medonte Mayor Harry Hughes, who has been vocal in his criticism of AWARE Simcoe, has a conflict of interest in the matter.

“Hughes sued one of our board members for comments made in a private capacity regarding his role in the Burl’s Creek approvals,” Agnew said. Hughes launched a defamation lawsuit against Oro-Medonte resident Ann Truyens, but after two years, the day before it was to go to trial in June 2017, Hughes withdrew the claim.

The court ordered AWARE Simcoe to pay $5,000 to the county and $27,000 to developer Tecumseth Estates, owned by the Rizzardo family. The developer is to be paid first.

Last year, county lawyer Marshall Green acted as an agent for the Rizzardos in initiating legal action to enforce the costs order. Whether Green, now a full-time county employee, will again act on behalf of the developer remains to be seen.

There have been a couple of developments in terms of the government’s plan to legalize recreational cannabis that I wanted to update you on.

First, Health Canada has launched a consultation seeking input on the federal government’s proposed approach to regulating cannabis. As you know, the government has committed to legalizing the recreational use of cannabis in Canada by July 1, 2018, and the legislation to do that, Bill C-45 (The Cannabis Act) is making its way through parliament.

The government’s overarching objectives with Bill C-45 are to: • restrict youth access to cannabis; • protect young people from promotion or enticements to use cannabis; • deter and reduce criminal activity by imposing serious criminal penalties for those breaking the law, especially those who import, export, or provide cannabis to youth; • protect public health through strict product safety and quality requirements; • reduce the burden on the criminal justice system; • provide for the legal production of cannabis to reduce illegal activities; • allow adults to possess and access regulated, quality-controlled legal cannabis; and • enhance public awareness of the health risks associated with cannabis.

The current consultations run until January 20, 2018, and include both an online questionnaire, and a consultation paper, both of which are accessible at www.canada.ca/ cannabis. I encourage anyone with an interest in this area to participate.

The second update is that as some of you may have also seen, the government has launched its Don’t Drive High advertising campaign emphasizing the dangers of driving after consuming cannabis or other drugs. This is an important initiative to ensure that our roadways are safe for all Canadians.

People who have consumed cannabis before getting behind the wheel are twice as likely to be in an accident as a sober driver, and 1 in 4 people who have used cannabis say they’ve driven after using it. While much attention is paid to drunk driving, drug-impaired driving also poses a great risk and we should have zero tolerance for both.

Last week, Ontario’s Auditor General released her annual report detailing government waste and over-spending at Queen’s Park.

Over the past 14 years, a culture of waste and entitlement has festered at Queen’s Park under Kathleen Wynne and the Liberal’s watch. This waste has crowded out the key government services that everyone depends on – like our hospitals and our schools. In total, the Auditor General’s most recent report details over $1 billion in government waste.

Some may think that this waste is due to incompetence – and some of it certainly is – but what’s more concerning is that well-connected Liberal insiders and friends are getting rich, while Ontario families are working harder, paying more, and getting less.

This is best evidenced by the Auditor General’s findings within the hydro sector. Ontario power companies have been exploiting loopholes to game the hydro system out of hundreds of millions of dollars. While seniors and young families across the province were having their power cutoff in the dead of winter, executives at these companies were expensing hundreds of thousands of dollars on raccoon traps, scuba gear, car washes, carpet cleaning, and parkas. I wish I could say I was joking!

The Liberal Government had received warnings for years from independent energy bodies that these sorts of loopholes were ripe for exploitation, but they sat on their hands and did nothing. On top of that, the very executives under investigation for these outlandish expenses participated in a government panel that was supposed to be cleaning up the energy system. That’s like putting Barry Bonds in charge of cleaning up steroid usage in baseball!

The Auditor General’s report was not limited to the hydro sector. The whole report is full of concerning examples of Liberal waste.

The Wynne Liberals dished out $50 million to handpicked Liberal insiders and friends for infrastructure contracts, and one of the companies responsible for managing a $900 million capital project had previously performed poorly under an earlier government contract.

The Wynne Liberals also spent the highest amount on government advertisements in 10 years. The Auditor General said many of these self-congratulatory ads were “intended to make the government look good.” That sort of abuse of taxpayer dollars for partisan purposes needs to be stopped – full-stop.

Meanwhile, the Liberals did nothing while student math scores fell below the provincial standards and students with special needs are waiting more than a year to receive psychological and speech and language assessments.

The list goes on and on, and despite all of the evidence, Kathleen Wynne had the nerve to say there’s no waste at Queen’s Park. It’s clearer than day, the Liberals are untrustworthy. Now more than ever, it’s time for a change at Queen’s Park. The Ontario PCs will put the people first – not the insiders. We will end the culture of waste and entitlement at Queen’s Park. And, make sure that your hard-earned tax dollars are respected once again.

There’s nothing wrong with Ontario that can’t be fixed by a change in government.

INCREASED ETHANOL MANDATE GOOD FOR GRAIN FARMERS AND THE PEOPLE OF ONTARIO GUELPH, ON – Grain Farmers of Ontario applauds the Ontario Government for put-ting forward a proposal to increase the ethanol mandate in the province.

The government of Ontario released its proposed amendments to the Ethanol in Gasoline regulation last week on the Ontario Environmental Bill of Rights. The proposal includes an increase to the mandate for ethanol in regular grade gasoline from 5% to 10% by 2020.

“We are pleased to see the Ontario government committed to growing the ethanol market in Ontario,” said Mark Brock, Chair, Grain Farmers of Ontario. “Corn ethanol produced in Ontario increases market opportunities for local farmers. It is also an effective way to reduce greenhouse gas emissions from cars on the road and the ethanol industry generates jobs and economic activity for the province.”

Farmers are not the only ones who will benefit from growth within the biofuels industry. Income stability for Ontario’s grain farmers becomes money spent in our rural communities. An October 2017 study by Doyletech Corporation found that the economic impact of increasing the provincial ethanol mandate to 10% will contribute an additional $638 million per year to Ontario’s economy.

The government’s proposed amendments to the Ethanol in Gasoline regulation have been posted for re-view and comment and Grain Farmers of Ontario will be making a submission to support the increased use of ethanol.

Auditor General Report Article Two of the most common concerns that are brought to my constituency office, by residents of Barrie – Springwater – Oro-Medonte, are regarding the Canada Revenue Agency and the Phoenix Pay System. Recently the Auditor General released his Fall 2017 Report which examines both Phoenix and the CRA, along with Settlement Services for Syrian Refugees, Oral Health Programs for First Nations and Inuit, Preparing Women Offenders for Release and the Royal Military College of Canada.

The audit of the CRA focused on whether, “the Canada Revenue Agency’s call centres provided Canadian taxpayers with timely access to accurate information, as call centres are a key source of information.” The conclusion of this audit was that CRA call centres, “did not provide taxpayers with timely access to call centre agents, and that agents gave taxpayers information that was not accurate almost 30 percent of the time.” More than half of the calls received were found to be blocked.

These findings are certainly in line with the feedback that our office has received over the past two years. Long wait times and different answers have certainly been on the top list of complaints. The Auditor General has suggested that, “the CRA should review how it manages its incoming calls to improve access, and consider giving callers information on call wait times, as well as ensure its quality assurance practices generate more effective results in order to improve accuracy and identify opportunities for continuous improvement.”

The Phoenix Pay System was audited because the federal government’s pay problems have affected thousands of its employees. The Auditor General found that “Public Services and Procurement Canada did not identify and resolve pay problems in a sustainable way to ensure that public service employees consistently receive their correct pay on time.” It was concluded that, “Public Service and Procurement Canada did not provide departments and agencies with all the information and support to allow them to resolve pay problems.” The Auditor General estimates that because of inaction, the Phoenix Pay System will cost the taxpayer more than half a billion dollars to fix. There is still no roadmap in place to repair this situation.

RVH BOARD SEEKING NEW RECRUIT

Could Your Coffee Habit Lengthen Your Life?

THURSDAY, Nov. 30, 2017 -- Drinking three to four cups of coffee a day is not only safe for most people, it might protect against heart disease or an early death, a new review suggests. The finding, which applies to so-called “moderate” coffee drinking, stems from a review of more than 200 previous studies.

The fresh analysis also linked moderate coffee drinking to a lower risk for developing prostate, endometrial, skin and liver cancers, type 2 diabetes, liver disease, gout, gallstones and dementia.

Some of the studies in the review also showed a lower risk for Parkinson’s disease, depression and Alzheimer’s.

However, the review did not prove that coffee drinking caused these health risks to drop. And it also found that coffee may be somewhat problematic for pregnant women and slightly increases the risk for fracture among all women.

The review was led by Dr. Robin Poole, a specialist registrar in public health at the University of Southampton in England. He collaborated with researchers from the University of Edinburgh in Scotland.

The review suggested that drinking coffee in moderate amounts seemed to reduce the chances of dying from any disease, compared with those who didn’t drink coffee at all.

The biggest benefit was linked to consuming three cups a day. Drinking more than that was not linked to any harmful effects, but it also was not associated with substantially increased health benefits.

One heart expert said the findings should give coffee lovers reasons to smile.

“Many people have felt that abstaining from coffee is associated with being healthy, but this meta-analysis shows this is not necessarily true,” said Dr. Suzanne Steinbaum, director of Women’s Heart Health at Lenox Hill Hospital, in New York City. “Drinking up to 3 cups a coffee a day can be part of living a healthy life, not only reducing heart disease, but also not increasing the risk of neurologic diseases, such as Alzheimer’s or Parkinson’s.”

“If you are contemplating whether or not to get a cup of coffee in the morning or not, the study allows us to have a bit of peace of mind when enjoying that morning cup of joe,” Steinbaum added.

The analysis was published online Nov. 22 in the BMJ.

A two-front fight to give Canadians a break on booze

by Aaron Wudrick, Federal Director CTF With the holiday season underway, many Canadians will be taking the time to enjoy a few drinks, whether at office parties, with friends or at home with their families.

It won’t be cheap. The sobering fact is most Canadians aren’t even aware that the taxman makes a killing every time they raise a glass. It varies depending on the province, but on average taxes account for around 80% of the price of spirits, 65 to 70% for wine and just under 50% for beer.

Thankfully there is cause to raise a glass this week as two separate fights are underway to help make the cost of a drink a little less steep.

The first comes in the form of an appeal taking place at the Supreme Court of Canada, where justices are hearing arguments in the case of Gerard Comeau, who was arrested in 2012 after buying 15 cases of beer in Quebec and transporting them across the Registouche River into New Brunswick. He received a fine for violating a New Brunswick law that limits the amount of alcohol a person can bring into the province from elsewhere in Canada.

Backed by the Canadian Constitution Foundation, Comeau fought the ticket and argued that section 121 of the Constitution – which says that goods must be “admitted free” between provinces – renders New Brunswick’s restriction unconstitutional. The judge agreed, and acquitted Comeau, so the government of New Brunswick appealed to the Supreme Court of Canada.

Why does this matter for the price of alcohol? In a word, competition: if Canadians are prevented from taking alcohol across provincial boundaries, provincial governments have a captive audience and can raise taxes without much fear of losing revenue. But if the Supreme Court finds that Canadians are indeed permitted to transport alcohol between provinces, it will mean greater competition, forcing provinces to make sure their alcohol taxes are competitive with neighbouring provinces.

The second fight involves a campaign launched by the Canadian Taxpayers Federation to help fight against the so-called “escalator tax” on alcohol introduced by the federal government as part of this year’s budget. The liquor tax escalator automatically hikes the taxes on beer, wine and spirits each year by the rate of inflation.

And it could mean an extra $470 million poured out of Canadians’ pockets and into government coffers over the next five years.

The government has tried to frame this trick as taking the “politics” out of tax hikes, as if raising taxes was the natural order of the universe, rather than an inherently political decision made by politicians. It’s a naked attempt to dodge the parliamentary responsibility to face the public to explain, year after year, why they’re raising taxes yet again. Why take the political heat on an annual basis when you can just stick the tax on a hidden “escalator” and let it do all the work for you?

Even more concerning is the precedent it sets. If they can get away with automatic tax hikes on alcohol, what’s next? Gas taxes? Income taxes? The GST? The outcome of both of these fights will have broad, long-term implications that go far beyond the price of booze. But if they are successful, Canadians may want to order a (cheaper) drink to celebrate.

Poverty’s role in food insecurity a year round issue

SIMCOE MUSKOKA – The Simcoe Muskoka District Health Unit wants to rally the public to raise awareness about hunger being a year-round issue in our communities; not just something that happens around the holidays.

“No money for food is Cent$less”, a campaign raising awareness about the impact of low income on access to healthy food, has been running throughout this year.

“Hunger is a serious public health concern, and poverty is at the root of hunger: It’s a simple fact that often gets overlooked in the daily work of government,” said Jane Shrestha, public health nutritionist at the health unit. “We want to raise the volume on this issue.”

The health unit’s 2017 Nutritious Food Basket survey, which measures the cost of healthy foods plus rent against minimum wage and social assistance income, showed that these income sources fall short of what is needed to put healthy food on the table and pay for other basics.

Food insecurity contributes to poor physical and mental health for children, teens and adults, and leads to more illness including chronic diseases such as heart disease and diabetes.

With holiday food drives beginning to ask for donations, the public becomes more aware of the issue of hunger. It’s a good time to think about the deeper problems involved, Shrestha says.

“A food bank helps with urgent food needs but when the food is gone the underlying problem — no money for food — is still there and hunger is a year-round problem for many,” she said. Only government can create policies that address the long-term issues of income and food. No money for food is Cent$less.” And Shrestha’s advice to everyone is “When you donate; advocate.”

Next Board Meeting: December 15, 2017 at Tiffin Centre for Conservation, Utopia For the full meeting agenda including documents and reports, visit nvca.on.ca/about/boardofdirectors Environmental Education at the NVCA Board members received an update from Naomi Saunders, NVCA’s environmental education facilitator, on the authority’s outdoor education program. NVCA has provided environmental education to students and the general public for over 30 years. In 2016, 13,200 students from grades JK to 12 attended NVCA environmental education programs. This included students from schools within the watershed and beyond. Recent new initiatives for the education program include: • Partnering with the Simcoe County District School Board to provide three-day “Habitat in Our Community” workshops for students in grade 4.

• Continuing to expand Camp Tiffin, NVCA’s day camp program, by running a program geared to kids who are new to Canada, offering a winter camp over the school break, and offering more weeks of summer camp. In 2017, the number of campers taking part increased by close to 10 percent.

• Offering a once-a-month program for homeschooling families • Developing certification programs to support the Specialist High Skills Major program offered at the secondary school level. While most certifications are related to the environmental studies stream, there are leadership and other programs that apply to a variety of SHSM streams.

• Building a new “free play forest” that allows young students to independently – and safely – explore the forest at the Tiffin Centre for Conservation.

NVCA’s education program is funded exclusively through user fees and through partnerships with local school boards and funders such as TD Friends of the Environment and Rotary.

Funding for Tottenham Dam Repair The board approved the use of $52,000 from reserves for repairs to the Tottenham Dam, which was damaged during the 100-year storm event of June 23, 2017.

In brief During the meeting the board also: • Approved the allocation of any 2017 program surplus/deficits into specific reserves.

• Congratulated NVCA stewardship services staff, in particular Fred Dobbs, manager and Sarah Campbell, aquatic biologist, on the floodplain and river restoration work recently completed along Lamont Creek in Clearview Township.

The aisles between the vendors were at times crowded as hundreds of people made their way through the Community Hall in Elmvale at the Christmas Craft Show and Sale on Saturday and Sunday, December 2nd and 3rd, 2017. A couple of cheerful ladies collected food and monetary donations for the local food bank in the entrance hallway..

There were 30 vendors, mostly from Simcoe County; for example: Angus, Wasaga Beach, Barrie, Elmvale, Port Nicholl and Wyevale.

Lions support Hospice Huronia’s building of a 5-bed residential hospice!

Local Lions have very generously stepped forward to support the campaign to build the much needed local residential hospice. Recent donations include Elmvale Lions Club’s very generous commitment of $50,000 spread over a few years and Tiny Township Lions generous commitment of $25,000 over 5 years. Victoria Harbour Lions and Port McNicoll Lions have also generously donated funds to support the campaign. With plans to break ground in May and open in December 2018, this residential hospice will provide a warm, home-like environment for clients and their families facing lifethreatening illness. The capital campaign is in its early days and the fundraising continues. Everybody was quite thrilled with the furniture, the beautiful wood-working, the baking, jewelry, the re-crafting of vintage, the mangers, photo albums, Christmas stockings, Christmas fruitcake and Christmas tree decorations; it was just a wonderful show.”

A few examples of the interesting people and their interesting products at the Christmas Craft Show and Sale: o Casa NicNac offered fair trade arts and crafts from Nicuragua such as pottery, jewelry, camera cases and bowls made out of pine needles. o Beeswax wraps by Leslie and Candy: made of 100% cotton and beeswax, they are antibacterial, biodegradable, compostable substitutes for plastic wrap. o Victoria Topley of Creative Thinking had created tree ornaments: little star decorations and small pillow boxes to hold items such as earrings or chocolates using damaged vintage books and sheet music; creative indeed. o Sean Semple, who learned how to turn wood at the Barrie Woodworkers Club, had quite the collection including bowls, pepper mills and cutting boards. Some are made from trees that succumbed to the ash bore. Other woods he used are pine, elm, cherry, and black walnut. o The ever-popular Birch Farms butter tarts and tea biscuits - they went home with almost everybody.

The longest-running TV commercial appears to be for Discount Tire. The 10-second spot, which first aired in 1975, shows an old lady throwing a tire through a store window as the announcer says, "If you're not satisfied with one of our tires, please feel free to bring it back."

The woman hired to throw the tire wasn't strong enough, so a man on the production crew named John Staub stood in for the stunt.

Another first-time vendor was Christmas stables by Tieneka and Audrey are white, cave-like enclosures with miniature manger scenes. They are made from a formula used by their father 50 years ago who, at that time, sold them to Eatons and Sears. It is their tradition to come to the Elmvale Christmas Craft Sale, but this is their first year having a booth. They reported that they “really love it; the people are so friendly.”

NVCA receives $100,000 boost to Healthy Waters Program

Funding supports on-the-ground rural stewardship projects UTOPIA, Ontario – The Nottawasaga Valley Conservation Authority (NVCA) received a $100,000 boost for its Healthy Waters stewardship program from Environment and Climate Change Canada’s EcoAction program.

The “2020 Vision of Healthy Waters” project runs from 2017-2020. NVCA will make grants available to landowners, farmers and community groups for on-the-ground projects to improve water quality, restore aquatic and wildlife habitat, and build climate change resilience in “green infrastructure.”

With the help of residents and volunteers, the new funding will support planting 22 ha of native trees and shrubs; reduce 20 kg of phosphorus runoff to rivers and lakes, and 50 tonnes of soil erosion; protect and restore 1.9 ha of globally significant wetland habitat; enhance 1.7 km of impaired rivers; and install habitat structures like bird boxes and turtle basking logs.

“This is good news for our landowners and community groups in the Nottawasaga Valley that want to help improve habitat and water quality! Thanks to the Eco Action program funding, we’ll be able to fund more projects that make for a great place to live – with cleaner, swimmable, drinkable water all of us, including the fish,” said Shannon Stephens, NVCA’s Healthy Waters Program Coordinator.

“Over the years we’ve worked with thousands of farmers, rural and urban landowners and volunteers to tangibly improve the environment we all live in,” added Ms. Stephens. “We can’t wait to continue this work.”

Healthy Waters Program Grants Landowners, farmers and community groups are encouraged to apply for Healthy Waters Program grants to support their stewardship projects. Grant rates range from 30 – 100% for eligible projects, which include: • Tree planting along streams and lakes with native trees and shrubs • Lowering the impact of on-stream ponds through decommissioning, stream bypasses, dam bottom-draws and fishways • High priority stream rehabilitation • Keeping livestock out of waterways and wetlands (fencing and associated alternate watering sources, and livestock stream crossings) • Clean water diversion (barn eaves, berms to reduce runoff volume) • Manure storages • Runoff treatment (treatment wetlands, vegetated filter strips, etc.)

• Nutrient Management Plans/Strategy • Improving fuel, chemical and pesticide storage • Advanced treatment septic system upgrades (within 30 m of waterbody) • Well decommissioning Note that projects must be located in the Nottawasaga Valley watershed, and must be preapproved; those completed prior to approval are not eligible for grants.

In addition, no-cost technical project assistance, including site visits, are available to those interested in learning more about restoring and enhancing their property.

Building Natural Resilience to a Changing Climate One of the key focuses of the “2020 Vision of Healthy Waters” project is to mitigate and adapt to climate change.

In the Nottawasaga Valley, we are lucky to have beautiful cold-water trout and salmon streams. But a warming climate puts these fisheries at risk. For example, native brook trout can only survive if stream temperatures are under 24 C. Planting trees and shrubs is a key way to build resilience to our changing climate. Not only do streamside trees store carbon and shade cold-water streams, they stabilize stream banks against erosion during high water flows. Stewardship projects that reduce nutrient runoff, like agricultural erosion control and fencing livestock out of waterways, also build climate resilience, as warmer, nutrient-rich water is more likely to have algae blooms.

The Healthy Waters Program grants can be accessed for both streamside tree planting and programs to reduce runoff.

The grants also cover improvements to on-stream dams.

Past NCVA stewardship projects show that even a small dam can raise downstream temperatures by 4 C to 6 C – to the point that native fish are unable to survive. But this can be reduced through stream bypasses, pond bottom-draws and dam decommissioning.

RVH plans for south campus expansion

Five years after RVH opened a $450 million expansion that doubled its size, the health centre has begun planning for the future; a future which includes a south campus to meet healthcare needs in rapidly-growing Innisfil and South Barrie.

That planning process, dubbed MP2, is being overseen by the Board of Directors’ newly-formed Capital Planning Committee, chaired by the board’s 2nd Vice Chair, Doug Frost. The committee includes hospital and RVH Foundation board members, hospital executives, a representative from the North Simcoe Muskoka Local Health Integration Network, municipal representatives from Barrie, Innisfil, Bradford West Gwillimbury and the County of Simcoe, as well as community representatives.

“Planning for an additional facility is a 15 to 20 year process. To meet the healthcare needs of our region in the future, we must begin the planning now,” says Doug Frost, committee chair, noting that in 2009, a 50-acre parcel of land in Innisfil, at the 6th line and Yonge Street, was donated to RVH by the Cortel Group.

Before expansion approvals are given, the provincial government requires hospitals to undertake comprehensive Master Programming and Master Planning. Those two planning studies will explore, in great detail, the services RVH should provide in the future, the preferred location and infrastructure planning.

RVH’s Board of Directors recently unanimously accepted the recommendation of the Capital Planning Committee and approved the Toronto-based Diamond Schmitt Architects as the lead consultants for the planning project. The initial focus of the work will be on the ‘south campus’ including the campus location and land assessment, as well as data collection and analysis to identify healthcare needs and service gaps. The process will include significant community consultation.

RVH is also partnering with the Town of Innisfil to lease space and provide some health services in the municipality’s new Community Health Hub, which is scheduled to open in early-2019 next to the Innisfil Recreation Complex at Yonge St. and Innisfil Beach Rd. MP2 will also assess the future use of RVH’s existing facility or ‘north campus’, including the unfinished, ‘shelled’ space that was built as part of the expansion.

Since opening the expansion in 2012, RVH has grappled with surging patient volumes. The health centre has experienced surge conditions for the past year and on most days every bed is full. In fact medical/surgical occupancy rate at RVH is consistently over 115 per cent and recently hit 135 per cent.

“Those surging volumes mean RVH must care for patients in unconventional spaces, including hallways.

And when there are no beds available, wait times grow,” explains Janice Skot, RVH president and CEO. “With RVH’s current 40-acre site almost fully utilized, it’s imperative that we plan for both the short and long-term future and ensure area residents have easy access to quality healthcare.”

RVH Transitional Unit now open to address surging volumes

The 36-bed unit was part of the provincial government’s $140 million investment to address unprecedented capacity pressures by opening more than 2,000 additional hospital beds across the province.

Royal Victoria Regional Health Centre (RVH) recently celebrated the opening of its 36-bed Transitional Care Inpatient Unit, an important step toward easing RVH’s ongoing capacity challenges before flu season hits.

The Transitional Care Inpatient unit is located in a formerly closed unit on the fourth floor of the health centre and will care for patients who have a firm discharge date but face a temporary obstacle, such as needing additional physiotherapy or home care. Focused, short-term supports will enable these patients to be more quickly and safely discharged back to the community.

Operational funding for the unit was part of the provincial government’s $140 million investment to open more than 1,200 additional hospital beds across the province.

RVH received the second-largest allocation of beds in the province.

“RVH has experienced surging volumes for over a year now, with occupancy rates consistently over 110 per cent,” says Janice Skot, RVH president and CEO. “Each day, every bed in our health centre is full and we are caring for admitted patients in hallways, the Emergency department and surge units. The opening of this unit will address current capacity pressures, as well as the predictable winter surge during what is forecast to be a difficult flu season.”

To ensure the new unit is appropriately staffed, more than 50 staff were hired and trained prior to today’s opening.

The multi-disciplinary care team is led by registered nurses and heavily focused on registered practical nurses, allied health and patient care assistants.
