Daffodil Month for Canadian Cancer Society JOIN THE FIGHT

Georgian College throws open the doors at all seven campuses for its annual Spring Open house on Saturday, April 9 from 9 a.m. to 2 p.m. Prospective students, friends and family are all welcome.

Visitors will be able to ask questions about housing options, the application process, books, financial aid, awards and scholarships, campus food options and more.

They’ll also have a chance to meet faculty, staff and other students, and learn about Georgian’s more than 125 apprenticeships, certificates, diplomas and degrees that start in May, September and January 2017.

Scheduled academic sessions will be held at the Barrie and Orillia campuses. At all other campuses, participants are invited to drop by classroom sessions throughout the day.

Registration is not required, but those who RSVP will receive a free swag bag when they attend.

Those who tweet a selfie of themselves on campus during Open House can win one of five $100 gift certificates.

Springwater Township did better than last year. We now have nine employees making between $102,000 and $147,000 (CAO Robert Brindley). Last year we had seven. In 2014, the CAO made $133,000. A $14,000 raise in pay is 10%. The large increase is not limited to his pay.

A fellow who made $102K last year made $114K this year. Another two who made $115,000 this year, made $110,000 in 2014.

Although Tiny only had eight make the list, CAO/Clerk Douglas Luker was just short of the $170,000 level.

Last year there were four on the list. The same manager of Public Works only made $127,750. The manager of Public Works who made just over $103.000 in 2014, made $128,000 in 2015.

Tay Township has three making between $108,000 and $130,000. In 2014, no one made the list.

Oro-Medonte has 11 making the list. Their top employee, Robin Dunn came in at almost $169,000 with Andria Leigh and Gerald Ball at approximately $125,000 (Leigh made $112,000 in 2914) not quite reaching Paul Gravelle’s $133,000.

Wasaga Beach has 28 on the list. There were 18 in 2014.

The top earner is George Vadeboncoeur at almost $188K (approx $171,000 in 2014) followed by Kelly McGuire who earned just short of $150,000 ($121,500 in 2014).

Clearview Township has only 5 on the list up from four in 2014.. Michael Wynia topped it at $188,000. The township paid him $103,500 in 2014.

The Town of Collingwood has 25 on the list. Last year there were 16.

Essa Township has only one on the list.

Georgian Bay Township has five, up from one in 2014.

Severn Township has three.

Simcoe County District School Board has almost 400 on their payroll making the Sunshine List.

The Simcoe Muskoka Catholic Board has 152 on the list.

The City of Barrie has 471 on their payroll.

Midland has 19 (20 last year) from the town and the firedepartment plus 16 (14 last year) in the Police Department.

Orillia has 21 on the list.

Sometimes, I offhandedly learn about something, My revelation, and something I cannot remember ever pointing out is that there is a library at the Georgian Village, in Penetanguishene, that is named after one of my friends and way back many years ago, one of my classmates. In my enquiries, I received this note, ‘The John Brown memorial library is in memory of our Past Warden, John Brown who served as past Mayor of Springwater and resided in Elmvale. The Past Wardens of Simcoe County made a collective donation of $1000 toward the development of the library as part of our Georgian Village fundraising program.’

liked to help people and have fun. And in there, I would probably have a few giggles. As I write this, I have a smile on my face as I reflect on some of the things he might of/ maybe was involved in.

I received a call from Tiny Township about a 50 year old man who is on a disability pension of approximately $1000 a month. On a very regular basis, he has to go to the dialysis machines in the Penetanguishene hospital. With the cost of hydro, rent and food, he could not manage and has now moved in with another family. Another person moved in with someone else to share the expenses. In their wisdom, the government cut this person’s pension.

Two things came out of the phonecall.

First, we need more housing for low income individuals.

And second, these same people would be much better off if they came into Canada as a refugee. In the attempt to be politically correct, people/politicians are tripping over themselves to help at the expense of the Canadian citizen.

You may need to try a few different products before you find one that does a good job of relieving your symptoms. Ask your pharmacist for advice on where to start. We now carry the Candorvison products (HyLo) which If over-the-counter artificial tears or lubricants don't work for you, you may need to see optometrist or an eye doctor for a prescription medicine.

When PM Diefenbaker essentially killed Avro by cancelling the Arrow on March 25th, 1958 many of those

Rebecca Barnstaple, who leads the Dance Therapy program at CSC CHIGAMIK CHC, is a graduate of this program, and has seen positive results of Dance Therapy with her clients dealing with chronic pain and emotional pain, such as depression.

“The areas of the brain involved in processing pain are also implicated in touch, emotion, memory, imagination, movement planning and coordination - all of which are central to dance,” said Barnstaple. “With enjoyable, accessible movements that engage the brain's plasticity, dance promotes changes in neural structures influencing how we experience and process pain signals.”

Barnstaple is part of a research team investigating the effects of dance on the brain at the National Ballet School in Toronto, McGill University in Montreal, and Chigamik Community Health Centre in Midland, and is passionate about sharing the healing power of movement. She is also a member of the organizing committee for the first National Symposium on Dance and Well-Being, to be held in Toronto on November 4-5, 2016.

New Dance Program Helps Fight Chronic Pain

Student entrepreneurs vie for $10,000 in prizes in Georgian Den competition Wednesday, April 13

Georgian College student entrepreneurs are sharpening the pitches they will soon be making to judges in the annual Georgian Den competition at the Barrie Campus. The stakes are high, with $10,000 in cash prizes generously provided

by Casino Rama for the second year in a row to support student entrepreneurship.

Forty-eight student teams from four different academic areas are participating as part of their Entrepreneurship and Small Business course. The event takes place Wednesday, April 13 from 2 to 7 p.m.

Over the current semester, students came up with ideas for new businesses and then developed comprehensive business plans.

Each group hopes to have what it takes to win the premier spot in the Den. Dozens of students will compete in the first round which takes place in the Georgian Dining Room where students will present their new business concepts in a trade show setting. Judges are experienced business professionals from the college and the local

community.

The top six groups will earn a spot in the final round of the Georgian Den where one team will be named the ultimate winner. First prize is $5,000, second prize is $2,500 and third prize is $1,000. The fourth, fifth and sixth-place teams win $500 each.

The final round judges, named the “Bears”, include a Casino Rama representative and other industry professionals with an interest in developing the entrepreneurial potential of Georgian students.

The elimination trade show runs in the Georgian Dining Room from 2 to 5 p.m. The final round and award ceremony take place from 5 to 7 p.m. in the Rowntree Theatre.

Alarmed for Life

During the month of April, Firefighters will be visiting homes and conducting smoke and CO detector tests with local homeowners.

These visits will focus on ensuring that the home has an adequate number of detectors, the detectors are properly placed, and performing a test to ensure that the detectors are working properly.

Firefighters will be collecting any expired alarms to be recycled as part of a zero waste initiative. Expired alarms can also be brought to the Township Administration Centre or the Minesing Fire Station.

Any Springwater Firefighter participating in the ‘Alarmed for Life’ program will be wearing a uniform, carry proper identification and will arrive in a Springwater Fire vehicle.

ART EXHIBITION LAUNCHES NEW GENDER DIVERSE AND TRANS PROGRAM The Gilbert Centre for Social and Support Services receives funding from Ontario Trillium Foundation and the County of Simcoe in support of the newly formed Gender Diverse and Trans Program.

April 1 2016, Barrie Ontario: The Gilbert Centre launches a one-year pilot project aimed at supporting gender diverse and transgender people in Simcoe County. The first of its kind in Simcoe County, the program has four components designed to support transgender people out of poverty.

It includes: emotional support; employability training; life skills training; and capacity building with traditional employment services and potential employers.

People who identify as trans face a multitude of unique barriers to employment such as harassment in the workplace, safety concerns on public transportation and public spaces and difficulty in accessing reference letters, transcripts and legal documents that reflect their current name and gender. A Canadian study reports 51% of transgender individuals estimate their pre-tax income below $20,000. In a Gilbert Centre, Simcoe County survey (2015) 86% of transgender survey participants report income below $19,930, 78% report unemployment.

Barrie, Ontario – March 1, 2016 –2019 marks Camp Kitchikewana’s (Kitchi) 100th anniversary and the YMCA of Simcoe/Muskoka has launched its five year countdown to the big event. Over the next five years, the YMCA of Simcoe/Muskoka will be hosting yearly “decade reunions” for all its fellow alumni campers, staff, volunteers and friends of camp Kitchi.

“We are so excited to host the “decade reunions.” These events will give our alumni the opportunity to connect with fellow campers and staff from their camp “era,” who they may not have seen in years. So far, the feedback has been tremendous. We’re going to have so much fun,” said Cam Norman, General Manager, Day and Overnight Camping, YMCA of Simcoe/Muskoka.

For over 95 years, YMCA Camp Kitchi has been offering traditional summer camp programs for youth ages six to 16 in July and August and programs for all ages in the Spring and Fall seasons. 4-H Canada National Science Fair A 4-H report by Michael Jones

On March 3-6 I, along with 15 other students, had the privilege to attend the first ever 4-H National Science Fair as a finalist. This amazing science event took place in Truro, Nova Scotia. To earn the right to attend this Science fair I had to first get past The Virtual Round.

For this preliminary round I had to first conduct research and conduct my experiments. Then I had to fill out a logbook with all my ideas and thoughts, as well as put together a PowerPoint presentation for the judges to look at.

This process took about 2 months for me but that really depends on the project. After submitting my final copy of my project in December I waited (anxiously!) for the judge’s feedback and their final decision. After waiting for what felt like a year, I received an E-mail inviting me to the science fair in NS! After a couple of weeks I was off to Nova Scotia to compete against students from all over the country for the right to attend the Canada-Wide Science Fair (CWSF).

When we (My Dad and I) got to the Hospitality Centre where we were staying, we were greeted by Melina Found (the 4-H science coordinator) and Emily Brown (the national youth event coordinator). When everyone had arrived all of the finalists prepared their backboards using the slides that they brought with them.

The next day all the finalists and chaperones were bused to the Dalhousie Agriculture campus for project judging.

After being judged we all went on a tour of the campus.

During the tour we got to: dissect a fish, program a robot, see the exotic horticulture plants and stick our hand into the side of a cow’s rumen (its stomach).

On the final day of the fair we went to the Discovery Centre (Science Centre) for public viewing. After answering questions from curious people and the media, we got dressed up for the awards banquet. At the awards banquet when the CWSF finalists were announced my name was announced! That means that I will be attending the CWSF in Montreal in May. I’d like to thank Bayer Crop Science and Natural Sciences and Engineering Research Council of Canada (NSERC) for working with 4-H Canada to make this opportunity available to me and other students across the country.

The Project that got me this far is called “Soil Your Undies” I buried 100% cotton briefs in 5 different fields to test which of the five fields would be the most biologically active. I also looked at different farming practices and tried to figure out what makes for a more biologically active field, because more biology equals more yield. I found that a long term No-till field was the most biologically active (I had to note that the last tillage was kept to a minimum rather than a conventional method). I also found that soil type may not affect soil biology unless it is pure sand, silt or clay.

Springwater Fire Ensuring Residents are Alarmed for Life

During the month of April, Springwater Firefighters will be taking part in the Alarmed for Life program and will be making visits to local homes to ensure they have working CO detectors and smoke alarms.

These visits will focus on ensuring that the home has an adequate number of detectors, the detectors are properly placed, and performing a test to ensure that the detectors are working properly. The Firefighters will also answer any questions that the homeowner may have regarding maintenance of detectors or other fire safety related questions.

“The Alarmed for Life program provides an excellent opportunity for our Firefighters to get out into the community and discuss the importance of fire safety with our residents,” says Jeff Corriveau, Fire Prevention Officer. “We visit 200 homes annually and if a home is not in compliance, we provide them with new alarms or batteries to ensure their safety.”

I Thought This Only Happened in the Movies - WAYNE, N.J. - An armored truck in New Jersey dropped a bag full of money on a local highway, stopping traffic as bills were strewn about the road. A bag of cash fell out of a Guarda truck headed west on Route 46 in Wayne, N.J. A passing truck then struck the bag, causing bills to fly into the air.

Witness Paul Redman said that the bills were spread all across the roadway as traffic came to a stop. "Take a look up and I see massive amounts of money flying down the highway," he said.

"So I walk out a little further and you can see it's just $20 bills all over the place." Ontario Lowers Drug Costs for Over 170,000 More Low-Income Seniors Ontario is making changes to the Ontario Drug Benefit (ODB) Program that will allow more than 170,000 seniors to become newly eligible for the low-income seniors program. As a result, they will save approximately $130 on average per year in out-of-pocket drug costs and almost half-a-million Ontario seniors will pay no deductible and only a co-payment of up to $2 per prescription.  Starting August 1, 2016, the government proposes to increase the income thresholds to qualify for the lowincome seniors benefit: �    from less than $16,018 to less than or equal to $19,300 for single seniors, and �    from less than $24,175 to less than or equal to $32,300 for senior couples.

These new thresholds are aligned with the Ontario Guaranteed Annual Income System and will be indexed to ensure they remain aligned in future benefit years. With these changes, Ontario seniors will continue to enjoy the lowest on average out-of-pocket drug costs of any seniors across the provinces in Canada.

In addition to changes to benefit low-income seniors, the 2016 Budget also included proposed changes to drug cost contributions by non-low income seniors. Over the past month, the Province has consulted with Ontarians on these proposed changes and received feedback from seniors and representative organizations. Based on this feedback, the government is pausing the planned increases to drug cost contributions ‎from seniors who are not low-income.

Beginning this year the government will continue to consult on the correct income thresholds for an improved Ontario Drug Benefit, with a view to creating a fair, sustainable system that remains among the most generous in Canada.‎ Making drugs more affordable for low-income seniors is part of the government's plan to build a better Ontario through its Patients First: Action Plan for Health Care, which provides patients with faster access to the right care; better home and community care; the information they need to live healthy; and a health care system that is sustainable for generations to come.QUICK FACTS • Since 1996, there have been no updates to the income thresholds for the ODB low-income seniors program and the co-payment and deductible for non-low income seniors, even though the cost to the government per senior has increased by nearly 130 per cent. • With the proposed changes, in addition to the over 170,000 seniors who will be newly eligible for the lowincome program as of August 1, 2016, approximately 30,000 additional new seniors would become eligible for the low-income seniors program each year. • Seniors whose income continues to stay under the adjusted income threshold each year would continue to qualify for the $0 deductible and $2 co-payment. • At present, there are over 4,300 drugs on the ODB Formulary. More than 1,000 drugs have been added since 2009 and 13 new drugs have been added since the 2016 Budget. • Ontario will also publicly fund the shingles vaccine for seniors aged 65 to 70.

The opening of the skating rink at the Anten Mills Community Centre took place on January 29, 1972. The property for the Community Centre was made up from two lots from Lawrence Scott’s subdivision, the school grounds, and a lot on the west side of the school grounds donated by Evelyeen Alden.

The idea of the outdoor skating rink was first suggested

by John Shannon so the kids would have a place to skate during the winter. Glen Wagner, Ivan Skinner, Robert VanNispen, and Roland Wagner joined President John Shannon to form the first executive. Seven others were elected to the Recreation Committee with Lorne Wilson as Chairman to work on the first project at the Community Centre which was the rink.

Money and work was needed from the community to get the skating rink up and going. Three Barrie building companies made donations, the 91 homes in Anten Mills were canvassed and a draw was held to help the cause.

Oscar Anderson drilled the well at no cost; Percy Muir supervised the plumbing, and Robert Thorne looked after the electrical work for the light poles which were donated

by Lorne Wilson. Cashway Lumber Company donated the lumber at half of their cost.

George Breedon and Wayne Cameron supplied the equipment to level the ground. Lorne Howden welded the goal posts and a heavy duty hose was donated by the Shell Oil Company. The change house was built by Gilbert Haight Sr., Percy Muir, Walter Fare, Roy Miles and John Shannon. This was later replaced by a block building.

Miles and Shannon also looked after the flooding for the first few years, while Del Priest and Glen Wagner, with the help of the boys from Camp Hendrie kept the rink clean of snow.

Reeve Alan Johnston opened the rink in 1972. Broomball and hockey were played on the new rink and skating parties and bonfires were enjoyed in the evenings. The rink was the nucleus for increased activity in the winter for carnivals which included floats and costumes.

"I disapprove of what you say, but I will defend to the death your right to say it." ~Voltaire Sometimes, in an effort to avoid conflict, people keep quiet, rather than expressing how they really feel about a situation. Women in particular often feel that if they disagree, they are creating a problem. Consequently, they end up feeling resentful, angry, anxious or depressed.

In keeping quiet, they also negate their intelligence and their worth. This results in lowered self esteem and confidence, and surely affects other areas of their lives, including their health.

The cure for this is to become an advocate for oneself, teaching others that you have a right to your opinions, and need to be free to express them, without being criticized, negated or put down. Then you must find the courage to speak up!

If there is someone who discounts your views, will not let you have your say, or becomes angry when you express your viewpoint, this creates a toxic situation. If it is not a family member, you may do well to avoid such a person.

If it is a family member, you can start with a discussion about the need to respect one another, and to really listen to each other. Together you might set some ground rules for communication that you both will honor. If this does not work, then working with a therapist may help.

If the person has no interest in improving the situation, then it would seem that he or she want to continue to bully you. In that case you may need to consider getting out of the situation because it is not healthy, and is certainly no way to live.

Our hands are a highway for the spread of illness. It can start at the grocer: maybe with a parent changing an infant’s diaper or someone sneezing into an open hand. If they don’t wash their hands afterwards, all the food they handle, the doorknobs they touch, the money they hand over become new corridors for transmitting viruses or other germs.

Teaching handwashing to children will establish habits that can protect them all their lives. Recent studies in child-care settings have shown that strongly promoting handwashing with the little ones has the potential to reduce diarrhea cases by one-third. That’s a dramatic difference and one that has important bearing on children whose nutritional intake and development can be seriously affected by a bad bout of an intestinal infection.

Adults need to heed the message as well. At this time of year when colds and the flu are often present, handwashing is a front-line defence. The flu shot is hailed as your best prevention against influenza; but the vaccine alone is not perfect protection. As well, scores of respiratory viruses are not preventable by vaccine.

Studies have shown proper handwashing using soap and running water will reduce the risk of catching cold viruses.

Among health care workers, good hand hygiene is an expected standard of professional care. It is one of the five key initiatives recommended by the World Alliance for Patient Safety. There is good reason to give it such high priority: currently in Canada, one out of every nine hospital patients acquires an infection while they’re being treated for something else. With resistance to antibiotics on the rise, handwashing is a measure that can be relied on to reduce the spread of infection.

Even though these facts are widely known, the evidence shows most people still do not wash their hands, or cover their mouth or nose when they cough or sneeze.

As a result, the germ “highway” is a very crowded thoroughfare.

There are two recommended ways to perform hand hygiene: one using soap and water to remove the germs and the other using hand sanitizer. To wash hands correctly wet your hands with water, apply soap, lather to make bubbles, rub for at least 15 seconds, rinse, and dry your hands with a clean or disposable towel then turn off the taps with the same towel.

In order to use a hand sanitizer properly, hands should not look dirty before beginning the rubbing process. The sanitizer must be at least 60 per cent alcohol and can be either gel or foam. Place an amount the size of a loonie in the middle of your palm to rub your hands together for at least 15 seconds or until dry. A quick way to gauge 15 seconds is by singing two Happy Birthdays in succession.

They are more accessible to the user than sinks; they decrease bacterial counts on hands; they are kinder to the skin than soap and water, and they contain emollients to improve the condition of skin. Hand sanitizers can be purchased in most stores.

Approximately eight years ago, my father passed away. My mother, who lived two houses down from our place, did not want to stay by herself any longer. She asked us whether we would consider moving in with her if she found a place with a granny apartment. I talked it over with my husband, and he agreed that moving in together would be a great idea.

The first place that our real estate agent showed us was the place that we are living in now. We have the best of both worlds. Looking out from our living room, dining room, and kitchen windows, we have a beautiful view of Penetanguishene Bay. Mom has the same view from her granny apartment. In the back of the house, there is forest. On the back deck, we can sit and listen to the birds chirping in the bush and get some relief from the sun. It has been seven years since we sold our respective homes and moved here. Mom is alone, yet not alone, because we live upstairs. She has her own entrance, as well as a walkout patio. All three of us like living in our new home, and we agree that it was the best move that we ever made. It is only a three minute drive into town, whereas before, it took us half an hour.

It wasn't too long ago that my daughter, Cindy and her family came over for dinner. She remarked how she felt that this place did not feel permanent; she still feels an attachment to the old place where she grew up. I told her that I agree with her. This place, this home, even this world, is not our permanent home; in reality, it is temporary. As the Bible says: Hebrews 13:14-For this world is not our permanent home; we are looking forward to a home yet to come.

Springwater Disappointed in County Council's Approval of OPF/MMF Location

Springwater Township / March 23, 2016 – Springwater Council is disappointed that Simcoe County Council proceeded with the approval of the co-located Organics Processing Facility (OPF) and Materials Management Facility (MMF) at 2976 Horseshoe Valley Road West, Springwater.

“A number of concerns have been raised with the location and the process, and there are many questions that have yet to be answered” says Mayor Bill French. “The proposed location is in a County Forest on agricultural land; there are issues with traffic, site lines and safety, as well as impacts to our local businesses.”

“The County has failed to complete a comprehensive business plan which threatens the success of this entire venture,” says Deputy Mayor Don Allen. “A project of this magnitude should not proceed without a thorough analysis of risk, cost projections, need, viability, and recommended procurement and financing options.”

“As this project moves forward, additional studies must be completed and a number of approvals from the Township must be considered. The property requires an Official Plan Amendment and a Zoning By-law Amendment, as currently the proposed operation would not be permitted in an Agricultural Zone,” says Mayor Bill French. “We encourage residents to get involved in the process and learn more about this project.”

ONTARIO, March 23, 2016 – The War Amps begins its 2016 key tag mailing to Ontario residents of Postal Code L this week with the theme “Key Tags at Work,” marking the 70th anniversary of the Association’s Key Tag Service.

In the letter accompanying the key tags, a mother, describes how The War Amps has provided emotional and financial support to her family, from the day her daughter, Trinity, 11, was born a left leg amputee.

Trinity was enrolled in the Child Amputee (CHAMP) Program shortly after she was born. Since then, she has received financial assistance for artificial limbs and attended regional seminars where she and her family meet other child amputees and their parents, sharing experiences and exchanging advice.

Trinity loves to dance, ride her bike, swim and play baseball. She also has a specially designed leg for running. “Trinity is one child, but The War Amps programs help amputees across Canada. I want to thank Canadians, on behalf of Trinity, who is able to do what anyone else can – just differently – because of their support of the Key Tag Service,” says mom, Arlene.

The Key Tag Service was launched in 1946 so that returning war amputees could not only work for competitive wages, but also provide a service to Canadians that would generate funds for the Association’s many programs. The Key Tag Service continues to employ amputees and people with disabilities and has returned more than 1.5 million sets of lost keys.

Each key tag has a confidentially coded number. Should the keys be lost, the finder can call the toll-free number on the back of the tag, or deposit them in any mailbox, and the keys will be returned to the owner by bonded courier.

At its last meeting, on March 23, Council received a delegation from the Barrie and Area Physician Recruitment (BAPR) team, which has been operating since 2011. Its territory includes Barrie, Oro Medonte, Springwater, Innisfil and the Royal Victoria Regional Health Centre. The Team has been successful in bringing 31 family doctors and 80 specialists to the area in the last five years, but no new doctors to the Elmvale area.

According to its statistics, almost half of Springwater residents are not registered with a family health team.

The new Springwater Health Centre at the corner of Carson Road and Highway 27 will be opening this month, with two or three new doctors and the capacity to register about 3,000 new patients. That will be welcome news to Midhurst residents. However, here in Elmvale, along with Dr. Harlos, the closest thing we have to a family health team is a satellite program with a nurse practitioner connected with the South Georgian Bay Community Health Centre, which is based in Wasaga Beach. They offer an excellent range of services but are limited to once a week because of the small number of patients signed on with them (I am one). The BAPR representatives explained that the main roadblocks to getting new family doctors in Elmvale are the high business costs of setting up a clinic and the fact that today’s doctors tend to work in groups of three or more.

Council is considering whether or not it will continue to financially support the BAPR. Congratulations to Elmvale area’s Steve Buchanan who has been officially appointed the Township’s drainage superintendent and tile drainage inspector.

The Women’s Missionary Society of the Elmvale Presbyterian Church will be hosting a Synod with over 100 visitors on April 15 and 16. There will be an “International Market” open to the public at the church on these two days, with vendors from places such as Cambodia and Uganda; purchase of the products for sale will assist people world-wide who are working their way out of poverty.

The Township’s street sanders will soon be out; residents can take advantage of this opportunity to sweep the winter’s sand from their driveways and boulevards on to the road for pickup.

The potential for good deeds is all around us – just waiting to be discovered. Local Scouts are challenging the community to look up from their screens, discover someone in need and perform a Good Turn during the 7th annual Scouts Canada Good Turn Week from April 22 May 1, 2016.

Initiated in 2009 by Scouts Canada, Good Turn Week isn’t just for Scouts; it’s a national movement. Let’s bring it to our community. Simply perform a Good Turn and encourage the recipient to pay it forward to help spark a cycle of goodwill across our community.

Last year from coast-to-coast, a homeless youth shelter in Kelowna, BC got a much-needed facelift; a student in Markham, ON gave blood; kids in need in St. John’s, NF received healthy school lunches and snacks – these are just a few of the countless acts of kindness that took place. This year Scouts Canada will launch 34 major community projects, more than double the number in 2015, made possible by a generous donation from RBC Foundation.

Simple and easy to perform, Good Turns can change someone’s day. From effortless tasks that take seconds, to small projects, Good Turn opportunities are there for the taking. They can help make our community friendlier and stronger, not to mention creating healthier, empowered youth and adults at the same time. That’s right, performing an act of kindness is good for the body and mind.

So to discover your bright side during Good Turn Week, here are some ideas that might get you started down the Good Turn Week road: Tech Wizards: Help organize files or clean up the memory on an older relative’s smartphone or computer.

Outdoorsy Types: Organize a group to pick up litter in a public park or woodlands.

Friendly Neighbours: Volunteer to do yard work or run an errand, or bake treats and hand them out on your street.

Midhurst/ March 23, 2016 – In order to maintain the current level of care for the County of Simcoe’s vulnerable seniors population in its Long Term Care homes, the County is topping up a Government of Ontario funding decrease in 2016 specific to nursing and personal care support.

During its meeting on Tuesday, March 22, 2016, County Council directed staff to undertake cost-saving operational modifications, which will not reduce direct care for our Long Term Care residents. In addition, Council directed that additional funds be provided from reserves to maintain nursing and personal support staffing levels to overcome provincial funding shortages of $340,000 for the 2016 fiscal year. This year’s shortfall is the largest since the County of Simcoe began operating long-term care facilities, an area of health care for Ontarians that is already challenged by funding levels by the Government of Ontario. The County of Simcoe operates four Long Term Care homes across the region: Georgian Manor in Penetanguishene, Simcoe Manor in Beeton, Sunset Manor in Collingwood and Trillium Manor in Orillia.

These first-class facilities are home to 541 residents, and although operated by the County, it is the Ontario Ministry of Health and Long-Term Care who bears responsibility to fund these facilities and others across the province. Each year, the Ministry completes an assessment on the average level of care required in each Long Term Care Home in Ontario and then determines how much funding each home will receive in their nursing and personal care funding envelope. Despite growing wait lists for beds at each location, more complex care requirements, and an aging population, the County has steadily been recognized as a leader in managing Long Term Care homes both in terms of providing exceptional care and for the efficient management of the facilities. As a result of the County’s reputation for quality of care, wait lists at County Long Term Care Homes are consistently among the highest in the region sitting at 190, 246, 267 and 495 at its four homes.

To help overcome the provincial funding shortages and mitigate the impacts to residents, staff and quality of services at each home, County Council passed a motion to implement strategies that will yield operational cost reductions equivalent to $120,000 annually. These changes will not negatively impact the level of care for our residents. This leaves a net difference of a $220,000 provincial funding shortfall. Rather than undertake direct nursing and personal care cuts, County Council has agreed to fund this shortfall from reserves for 2016. MIDHURST MILE FUN RUN AND BIKE RODEO - FOREST HILL P.S. THUR. 26 MAY 2016 @ 5pm Midhurst Mile is an annual community-based fun run and bike rodeo that is aimed at bringing people together for an evening of fun activities while helping to raise money for the athletics programs at Forest Hill Public School in Midhurst.

This year it is planned for the evening of Thursday May 26th.

The vendors and organizations who support the event typically do so through a donation of their services/products, and the school is able to raise some funds through preordering of food etc.

Kent Smith of Michael and Marion's Restaurant and Ken Allen's Beavertails have generously agreed to support once again this year, along with Joe's No Frills, the Dalston General Store, SNAP'd photography and The DOCK radio station.

There are usually around 300 people in attendance in a typical year (fingers crossed for great weather!!). The Springwater firefighters come out along with the policing services, they set up an obstacle course, educational displays etc.

All registration and ordering of food is done in advance through the school. Ticket pick up starts at 5pm, and the one mile run kicks off the evening at 5:30 and is led by a fire truck and awesome Forest Hill runners of all ages through the streets of Midhurst!

Following the run there are various bike events, with the Springwater skatepark set up along with bike features from Hardwood Hills, bike checks and servicing from Bikeland and a bike challenge from Cycle Simcoe.

There are a few other activities going on, with displays and giveaways from MEC and a kids' zone for the younger children.

Anyone wanting to be involved as a sponsor, volunteer or participant is asked to contact the school for more details.

COOKING UP CANCER AWARENESS

As many of you will have seen, the federal budget was introduced on March 22nd, and it contained a number of new measures to fulfill the government’s promises made during the recent election.

The centerpiece of the budget was the new, $23 billion Canada Child Benefit, which starting in July consolidates a number of existing benefits and tax credits (including the Canada Child Tax Benefit, Universal Child Care Benefit, and Children’s Fitness Tax Credit) and increases support to provide up to $6,400 per child under 6, and $5,400 per child between the ages of 6-17. This money is not taxable, and is based on your 2015 income.

Families with an income of $30,000 or less will receive the maximum benefit, and families with an income over $30,000 will see their benefit scaled back. There is a calculator available at www.budget.gc.ca that can help you figure out how much you may be eligible to receive.

There were other important measures, including: - Increasing the Guaranteed Income Supplement (GIS) by up to $947 a year, to help low-income Seniors - Increasing Canada Student Grants by 50% - $8.4 billion over five years to support Canada’s Indigenous Peoples - Investing $120 billion over ten years for infrastructure, with particular emphasis on green infrastructure, water and wastewater treatment, public transit, affordable housing, community and cultural infrastructure, and arts and heritage facilities - $500 million over five years to improve access to broadband internet (further details to be announced) - Improving benefits for Veterans under the New Veterans Charter For 2016-17, the budget will have a deficit of $29.4 billion, and the government is projecting continuing deficits through to 2020-21, which will add a total of $113.2 billion to Canada’s national debt.

March was Colorectal Cancer Month and the Simcoe Muskoka Regional Cancer Program at Barrie’s Royal Victoria Regional Health Centre was very busy raising awareness.

Staff visited communities to share the message that healthy eating reduces the risk of colorectal cancer and that cancer screening saves lives.

The Cancer Program sponsored a series of free interactive cooking demonstrations where participants had hands-on experience preparing meals using fresh, colourful ingredients.

Elena Smith, a student at Georgian College’s Orillia campus, attended the cooking class to learn about healthy eating choices and how certain foods can prevent cancer. “This cooking class showed me how to use fresh ingredients, how to preserve them so they last longer and use leftovers in different ways that are still healthy,” says Smith. “As a student, I am always looking for affordable meal ideas and this class showed me that affordable can still also be healthy.”

According to the Canadian Cancer Society, certain foods can increase or decrease the risk of developing some types of cancer. While the exact relationship between diet and cancer needs more study, there is scientific evidence to link some foods to colorectal cancer risk, for example, red or processed meats.

Foods such as vegetables, fruit, whole grain foods and legumes – all high in fibre – have been shown to decrease the risk.

“Recent statistics show that Ontario has one of the highest rates of colorectal cancer in the world,” says Dr. Danusia Gzik, Primary Care Lead for the Simcoe Muskoka Regional Cancer Program. “A person with colorectal cancer has a 90 per cent chance of being cured if the cancer is caught early. Cancer screening tests are very important because they can help find cancers early, often before a person has any signs or symptoms. Simply put, cancer screening saves lives.”

Quick Facts: • Men and women between the ages of 50 and 74 should participate in regular colorectal cancer screening.

The YMCA Healthy Hearts program, currently running at the Barrie and Innisfil YMCAs but expected to expand to every YMCA in the region, will focus on low-risk patients who do not need to participate in a hospital-based program and patients who have been transitioned from RVH’s rehabilitation program.

RVH currently provides an intensive 12-week rehabilitation program for moderate to high-risk heart patients.

"The YMCA of Simcoe/Muskoka and RVH partnership shares a vision to promote wellness and build healthy communities through access to innovative programs based on the needs of the communities we serve,” said Rob Armstrong, CEO, YMCA of Simcoe/Muskoka. “The YMCA’s vision is to inspire people to achieve sustainable wellness. By providing cardiac patients with a smooth transition of care from hospital to community rehabilitation, we are helping them reach that goal.”

This partnership is the latest building block in the foundation RVH is developing for a strong advanced cardiac program. Currently, North Simcoe Muskoka is the only region in the province without this service and as a result, most of the area’s heart attack patients must travel to centres outside the region for life-saving cardiac care. RVH’s advanced cardiac program, slated to open in early-2017, will provide diagnostics and interventions such as angiograms and angioplasty, giving patients access to faster treatment, a shorter hospital stay and less travel time.

“After spending so much time in hospitals following my heart transplant, the transition of my cardiovascular rehabilitation from RVH to the YMCA is helping me feel more like a person again and less like a patient,” says Margo Fraser, a heart transplant recipient and one of the first clients enrolled in the Healthy Hearts program. “In fact, I think it is so great that when I’m done my rehab I’m not leaving.

I’ve decided to stay as a volunteer and help others on their journey to recovery.”

Facilitator Certified Gladue Writer Part 2 School violence is often addressed by trying to reduce gang involvement, drug use, poor academic achievement, and anger release problems among students. Bullying requires different strategies. Other students may think bullying is normal or not know how to stand up to bullies, so education is an important prevention strategy for bullying, as is taking bullying seriously and instituting a zero-tolerance policy.

Despite their differences, there are strong links between bullying and violence. Both bullies and their victims are more likely to engage in other violent behavior. Victims generally suffer from depression and low self-esteem, self confidence level and may lash out violently, while bullies are more likely than others to engage in violent criminal behavior. Both violence and bullying can cause students to be afraid and to skip school.

Some common factors of that may contribute to bullying and violence are: • Severe physical punishments used at home • Lack of parental involvement • Lack of knowledge about positive ways to deal with problems Addressing these problems with positive parenting and by teaching problem solving/coping skills and techniques in anger release could help reduce violence and bullying among some teens.

Every day thousands of teens wake up afraid to go to school. Bullying is a problem that affects millions of students, and it has everyone worried, not just the kids

on its receiving end. Yet because parents, teachers, and other adults don’t always see it, they may not understand how extreme bullying can get Bullying is when a person is picked on over and over again by an individual or group with more power, either in terms of physical strength or social standing.

Two of the main reasons people are bullied are because of appearance and social status. Bullies pick on the people they think don’t fit in, maybe because of how they look, how they act (for example, kids who are shy and withdrawn), their race or religion, or because the bullies think their target may be gay or lesbian.

Some bullies attack their targets physically, which can mean anything from shoving or tripping to punching or hitting, or even sexual assault. Others use psychological control or verbal insults to put themselves in charge. For example, people in popular groups or cliques often bully people they categorize as different by excluding them or gossiping about them (psychological bullying). They may also taunt or tease their targets (verbal bullying).

One of the most painful aspects of bullying is that it is relentless. Most people can take one episode of teasing or name calling or being shunned at the mall. However, when it goes on and on, bullying can put a person in a state of constant fear.

The applicant will be required to submit an OPP permission form signed by the applicant’s parent/guardian along with a brief essay (approx. 250-500 words) written by the applicant. The essay should outline reasons for the applicant’s interest and identify what the applicant has to offer to the program. SERVICE SCAMS PREY ON LACK OF COMPUTER LITERACY AND TRUST - Protect yourself via #OPPtips 2016-03-29 (ORILLIA, ON) – Members of the Ontario Provincial Police (OPP) Anti-Rackets Branch say service scams can use technical sounding ploys to extort money and personal information from unwitting victims.

Service scams typically involve individuals who make offers to provide telecommunications, Internet, finance, medical and energy services. This category of scams may also include offers such as extended warranties, insurance, and door-to-door sales. Although 95 per cent of the crimes go unreported, service scams generated 422 Ontario complaints to the Canadian Anti-Fraud Centre in 2015, yielding 199 victims who sustained losses totaling almost $150,000.

Investigators find two scenarios are most commonly used.

In one version, someone calls pretending to represent a well-known computer-based company like Microsoft, and claims that the victim’s computer is sending out viruses or has been hacked and must be cleaned. The scammer will gain remote access to the computer and may run some programs or change some settings. The Mayor’s View by Bill French Materials Management Facility (MMF) and Organics Processing Facility (OPF) As I noted in my last column, the County of Simcoe announced its preferred location for a new MMF and OPF facility at 2976 Horseshoe Valley Road east of CR27. County Council approved the site at a recent County Council meeting and a meeting was held with the residents within a 500 metre radius of the site. Deputy Mayor Allen and Councillor Coughlin attended the meeting. Look for more information in Don Allen’s column.

Community Improvement Plan (CIP) Springwater Council received the consultant’s report recently and will be finalizing an action plan to implement some of the recommendations. A CIP allows the Township to provide grants and other incentives that will enhance communities with the objective of improving the economic wellbeing of the entire Township. I will provide a detailed report on this as we get to the next phase. The ultimate goal is to create more job opportunities within the Township, assist some of our businesses to grow and attract new businesses to locate in Springwater. Here are the key areas identified where the CIP could provide assistance. Façade and Signage Improvement Program; Building Restoration, Renovation and Improvement Program; Redevelopment, Infill and Development Incentive Program; Tax‐increment Financing Equivalent Grant; Accessibility Improvements.

The CIP gives the Township more flexibility with negotiating reduced development charges, and seeking funding from a variety of sources.

Master Recreation Plan All stakeholders in Springwater have been working with an outside consultant to identify and choose a long term direction for recreation services in Springwater. I am a big supporter of mainly local recreation facilities in our settlement areas and at the same time do support larger strategically placed facilities in Midhurst and Elmvale offering the more unique services such as enclosed arenas and large community gathering centres. Instead of spending $20M to $30M on a large central complex, which will cost millions to operate, I would prefer a more selective approach. We need to consider building facilities that will, on one hand provide needed services, but not compete with the services that may be found in our surrounding urban centres. Rural municipalities cannot financially afford some of the amenities found in densely populated cities. However we should recognize those same cities lack the natural recreation opportunities that

rural living offers. We must remain cognizant of where we choose to live and what we expect in services. On the positive note, since all levels of government support third party involvement, I have had some great ideas from private individuals that may change the face of recreation in Springwater in the next few years. Springwater could well become a model of how to provide enhanced services but not burden the tax payer.

Springwater Strategic Plan I touched on this subject a few articles back. After numerous meetings and input from the public, senior staff and Council, we have a truly “made in Springwater” Strategic Plan. We started with a plain slate and identified some of the key gaps that exist in Springwater. We then identified some key success factors, created goals and objectives and outlined a few action plans for the next year. The plan will be updated annually and does provide a long term direction for Springwater for the near and more distant future. The key was that it was a collaborative effort and everyone had their say. Even though as individual Council members, we have our various positions on matters, the Council as a whole has a clear objective of making Springwater a better place. There is a document outlining the plan and it is available in hard copy at the Township office or can be downloaded from the Township website. All organizations need a Vision, a Mission and a Value Statement. We identified them for Springwater. Our Vision: A rich history. A dynamic future. Together we grow and prosper. Our Mission: Develop safe, vibrant and prosperous communities – growing responsibly.

Our Values: Accountability, Continuous Improvement, Ethics & Integrity, Recognition, Teamwork.

Spring Thaw and local Flooding Working with the NVCA and our Director of Emergency Services, we have monitored those areas that are subject to flooding. The snow melt has been at a reasonable pace but the heavy rains have compounded the issue.

Last Friday on my rounds I saw water levels elevated in some of the low lying areas especially downstream of the Minesing Wetlands. Fields were flooded at the end of Glengarry Landing South and McNabb. The banks of the Nottawasaga River have been surpassed in the Edenvale area and the Wye River in Elmvale flooded some low lying areas. We will continue to monitor the activity until it subsides. You can receive updates from the NVCA and from the Township office. At this point there has not been any property damage.

Springwater Swing On July 18th, we will be hosting our 10th annual golf tournament to raise funds for local needs. Most of the proceeds will go to the new CAP (Community Assistance Program) that will help those with special and unexpected needs. This year’s tournament will be held at the Barrie Golf and Country Club recognized by professionals and amateurs as a challenging but interesting course to play. Most people are not aware, but even though it is called the Barrie Golf and Country Club, the Club House and property lies in our beautiful Springwater Township. Get a foursome together and help us help those less fortunate in our community.

SPUD NIGHT IN VASEY

What about $25 for a blueberry pie or $20 for a lemon heaped with brown-tinged curly meringue?

A few years ago on a Saturday night I watched as men, women and children happily paid inflated prices for apple, strawberry, cherry, key lime, chocolate, butterscotch and rhubarb pies, 55 of them, to be exact. And they laughed about it and goaded each other on and interrupted and clapped and cheered for each other.

This all happened at the United Church in Vasey at their ‘Spud Supper and Pie Auction’.

The dinner bell rang at 5:30. In groups of ten we were called from the pews, where we’d been tortured into waiting as heavenly smells wafted from below. Downstairs a long table held baked potatoes as big as pumpkins available with all toppings imaginable, baked beans, homemade chilli and coleslaw. For my potato I chose creamy cheese sauce, broccoli, butter, sour cream and bacon chunks. (What diet?)

We sat at one of the long tables. The low, wooden-panelled ceiling cozied up the room and as it filled with chatter, we dug in. The tea and coffee men tirelessly navigated the narrow aisles without losing a drop.

When our plates were scraped clean, except for ragged potato skins here and there, we squeezed past chairs to go into another room to pick up dessert, vanilla ice-cream.

Mine got lost under chocolate syrup and strawberry sauce.

The dessert room smelled like grandma’s country kitchen.

Rows of pies, labelled in floppy, open pie boxes, covered tables that outlined the room. They tempted, even after eating all that food and while holding a sundae in my hand.

At 7:00 the auctioneer, in cowboy hat and carrying a wooden mallet, stepped behind the cleared food table.

Three volunteers scurried into the dessert room and returned carrying pie boxes which they tenderly placed on the table ready for bids.

Silence settled over the crowd as we waited for the first offering and starting price. Blueberry, yum. Five dollars?

Outrageous! Bidding started. Five dollars, six, seven, eight.

The price rose to eleven. Then the auctioneer urged 50cent increases. And got them! Up, up went the price until it reached $17. I couldn’t believe it. Seventeen dollars for a pie.

I watched in awe. The cowboy kept the bidding going.

His gavel swung in the air and tapped the table with authority. Helpers passed out pies to winners and fetched more to take their places. The audience, which included parishioners, friends and strangers, raised their hands, called out numbers, bid against each other, teased, joked and applauded with each bang of the auctioneer’s hammer.

By the tenth pie I was right into the spirit of things and accepted the $5 starting bid. By the twelfth I opened the bidding on a lemon pie where the meringue was piled so high the box’s lid wouldn’t close. I stopped at $10. It sold for $15.

The apple looked good but I’m fussy about my apple pie.

I didn’t need rhubarb. There was still some in my freezer.

Raspberry? Too seedy. Strawberry? Maybe, but no, the price went too high. If the audience ooed and awed loudly when the assistant previewed the pie, the crafty cowboy started the bidding at $8 instead of $5.

Butterscotch didn’t appeal to me. It was lemon I craved.

A friend bid on one lemon pie and I kept my hand down.

I wouldn’t bid against her. I couldn’t keep up with another man who kept the bidding going well up into the high teens, then over $20. One time, when a 50-cent increase was called for, a man upped his own bid and the room filled with congenial laughter, his included.

We were into pies numbered in the 40s. I was getting desperate. Were there any lemon left? Key lime? My hubby bid on it and lost out. Raisin? There was only one and the bidding rose beyond my imagination. Bumbleberry? My neighbour wanted it badly and got it for $17.50.

The final lemon pie arrived. It stared at me from the box like a big, brown-speckled eye. I leaned forward and bid and bid and then the gavel fell. It sold to someone who slipped in a last minute bid over mine.

Two hours from start to finish. Time had flown. Buyers opened their wallets, paid for their pies and walked out carrying their gastronomic prizes.

Everything at this fun-filled, successful event was donated, even the gigantic potatoes. All proceeds went to the church.

I didn’t get lemon that night, but our neighbours invited us over for a piece of their bumbleberry pie.

That’s life in a small community.

The Georgian Bay General Hospital (GBGH) in Midland is facing the potential closure of its obstetrics unit alongside a $5.2-million cut. GBGH's Penetanguishene site is closing down altogether.

In a recent ceremony at Royal Victoria Regional Health Centre (RVH), four inspiring members of its healthcare team and one department were honoured with a Board of Directors' Award of Excellence for their invaluable contributions to RVH in 2015. This is the highest honour bestowed on team members at the health centre.

Another ECNS Egg Hunt Success!

Elmvale Co-operative Nursery School hosted their second Community Egg Hunt & Bottle Drive Fundraiser on Easter weekend at Heritage Park and the community support was amazing yet again.

“The icy conditions of the previous two days were not in our favour. The hills were slippery, the eggs were rolling away but the sun was shining so the day went great.”

In addition to the multiple egg hunts, other activities included; crafts, games, face painting, chalk drawing, a colouring contest and fire truck tours. Something for everyone, the adults brought empties for the bottle drive and enjoyed bidding on the many generously donated Silent Auction items.

Special visitors, the Easter Bunny and Sparky the Fire Dog had fun and gave a helping paw too.

“We hope we can continue this event each year and make it a family tradition within our community. Preschool is such a valuable stepping stone in a child’s education but we struggle each year to keep our program open and available. The cost of preschool is approximately $7.25/hour or less (depending on individual family requirements). We strive to continue to keep this program affordable so to offset our operation costs we require assistance through events like this one. The support of our community is so important and necessary for our future.”

LOCAL YOUTH GROUP WINS 2 PROVINCIAL AWARDS The Barrie District Hunters & Anglers Conservation Club Youth Group for the 2nd year in a row won the Ministry of Natural Resources & Forestry's Provincial Conservation Award .

Several Clubs from across Ontario compete for this prestigious award. The M.N.R.& F. along with O.F.A.H. ( Ont. Fed. of Angler's & Hunter's ) review all the projects completed by the various Clubs and determine the Youth Group that has done the most Conservation in the province.

The B.D.H.A.C.C. Youth Group worked very hard this past year , some of their Conservation projects include ..Stream Improvement , Planting 150 trees , including a variety of fruit trees and bushes , Scattered milk weed seed for the migration of monarch butterflies ,Road side trash cleanup , Planting and maintaining a community garden then sharing their harvest with needy organizations , Making and setting out mineral blocks for deer enhancement , making and maintaining duck boxes , to list a few.

The B.D.H.A.C.C. Executive and Club members are very proud of the Youth Group's achievements in helping to Conserve the Natural Resources of this great Province.

Easter Weekend Fun Rounds Ranch and Waterside Retirement Lodge worked together on Good Friday to bring smiles to the Residents faces even during the ice storm.

Rounds Ranch loaned Waterside Retirement Lodge, 2 adorable bunnies that could have spent the day at Waterside, enjoying snuggles from the seniors. A few of the Residents were more than happy to just sit in a comfy chair and pet them for over 20 minutes, while others petted from a far. The power of pet therapy is so strong that one Resident had a tear in his eye. A few Residents didn’t want to give them up when someone else wanted a turn or when the bunnies had to be returned to the Ranch.

That afternoon they enjoyed an Easter Bonnet Tea with music by The ParaGuinns, and Residents dressed up in their Easter Bonnets and brought their special Tea Cup and Saucers.

The next day the Easter Fun was wrapped up with the children of staff and the grandkids of Residents and volunteers that enjoyed a morning of hunting for eggs and they even stopped looking for moment to have their photo with the Easter Bunny.

Be Bear Wise As Warm Weather Arrives Ontario, OPP Remind People to Be Safe as Bears Come out of Hibernation

Ontario and the Ontario Provincial Police (OPP) are reminding people to take simple precautions this spring to prevent attracting black bears as they come out of hibernation.

The potential for human-bear conflict increases when there is little natural food available for bears. If this happens, black bears will search for other food sources, such as garbage and bird feed, which can draw bears to populated areas.

Follow these instructions to minimize the chances of attracting bears:  Store garbage in waste containers with tight-fitting lids.  Put out garbage only on the morning of pickup.  Put away bird feeders. Seed, suet and nectar attract bears.  Pick fruits and berries as they ripen. Don’t let them rot on the ground.  Clean outdoor barbecue grills after each use, including the grease trap underneath. Bears will be drawn by smells from great distances, including grease and food residue on grills.  Keep dogs on leash; sometimes bears will follow offleash dogs back to you.

If a bear is posing an immediate threat to public safety by exhibiting threatening or aggressive behaviour, call 911 or your local police. The police may request support from the Ministry of Natural Resources and Forestry to respond

Without a doubt, mental health has been one of my key priorities during my time in public service – raising awareness, fighting the stigma, and improving services.

Mental health is just as important as physical health.

Unfortunately, it is often not treated as such. All across our province, friends, coworkers, and family members are afraid to speak out about their afflictions for whatever reason. No one should ever suffer in silence. For those that do have the courage to share their illness, sadly they rarely get the quality of services they deserve.

In Barrie, a young woman, Shania Paige, is an example of how mental health patients continue to slip through the cracks. Suffering from bipolar disorder and feeling that she had nowhere to turn for help, Paige tried to commit what is referred to as “suicide-by-cop”. Distraught and wielding a knife, she approached a police officer, hoping the officer would shoot her.

Following Shania’s tragic suicide attempt, instead of getting the help she deserved, Shania was charged and held in jail.

This is not an isolated incident, but rather part of a growing trend facilitated by the government’s prolonged inaction on the mental health file.

The Liberal Government is stripping people with mental health issues of their dignity with cut after cut to health care services. Under this government, we’ve seen four years of frozen hospital budgets, cuts to frontline health care workers and mental health beds, and a lack of treatment and supports.

The government tweets platitudes encouraging those suffering from mental illness to seek treatment and reach out for help, while at the same time they are cutting the very services they need. What’s more, for six years we have seen little action from the government in implementing the recommendations of the Legislative Assembly of Ontario’s Select Committee on Mental Health.

This year alone we will be paying almost $12-billion in interest on the debt – that’s almost 1 billion dollars a month. According to CAMH, the cost of inpatient mental health care is $500 to $800 per day. The billion dollars being spent on interest payments could instead be used to fund over 1.5 million Ontarians each day in need of mental health services. The Liberal government’s record of economic mismanagement has meant less money available for the health care services Ontarians need, and deserve.

This is not a partisan issue, and I do not want to use such an important issue for political purposes. I am simply calling on the Government to do everything in their power to help those like Shania Paige – those that need our help – and I will gladly work alongside the government on this noble goal. We cannot afford another decade of inaction.

Authorities said a man had been dining while holding a small snake at Iroha Sushi of Tokyo in Studio City. Witnesses said he became angry and got into an argument after showing the small snake to several customers. He later returned to the restaurant with a 13-foot python, allegedly yelling obscenities, and tossing the python on the floor. "We asked him like three or four times and he said, 'no.' He was like starting fights with the customers so we had to call the police and fire department," waitress Sissi Dashtort said. Police say the man was arrested and charged with criminal threats.

Have you gotten your woolies out, put them away, pulled them out again and still waiting to put them back in storage for the year again? Well, you are not alone that’s for sure.

I think Mother Nature is playing a pretty rotten trick on all of us. I guess we can’t do a whole lot but just wait and see what tomorrow brings.

I do apologize for no articles in the last few papers. When I don’t receive anything to write about from anyone, I tend to run out of things to say. Many of you may find that hard to believe as I am rarely without something to say. So if you are reading this and you have something exciting coming up, like a birthday for someone in your house, an anniversary or you just want to let us know about your children’s sports team participating a tournament or a meeting being held, let me know. I will gladly include it in our section of Minesing Moments.

Please note that for those who enjoy having bon fires in your yard, as of February 1st this year you will be required to pay $15 for your Recreational Burn Permit. These can be done on line on the Springwater Township website or I believe you can continue to obtain your license at the Township offices for the same price.

Living near the Minesing school yard, by the ball diamonds, I tend to see many people who walk and run with their dogs in the field. I appreciate the need to get your dogs out and exercised, but please remember to clean up after your pets. This is the school yard and many people also play sports in the field so please be considerate of this and take a bag when you are out with your pets, even if it is just for a walk. Thanks! The kids appreciate it and so do the parents who do their laundry.

Memories of the Midhurst Community Centre

‘It is a man’s privilege some good to seek; To lift up the fallen and to aid the weak; To create a dwelling for frolic and fun That will cheer the aged as well as the young. ‘ ‘ Dear Midhursters don’t let the hall go, it would be a mistake’ These words were spoken and recorded in an epic poem nearly 100 years ago when a battle was being waged over the location of the new town hall. The council of the day had decided to build a new town hall and the site had been selected but there was a desire for some to have it located at the reforestation area near the railway station.

Now, 2016, it seems there is a desire to demolish this landmark. The community centre has been serving (and still is serving) the Midhurst community in a variety ways.

Dear Reader: this column is used to tell of Heritage Matters in an unbiased manner. I hope you will forgive me if I deviate from this format. I was stunned to learn of plans to demolish the Midhurst Community Centre. To most of us, other than not being handicapped accessible, the building seems to be solid.

My first memory of the hall was attending a family dance as a little kid. The music was played by local musicians, and a local caller if a square dance was in the making.

There were wooden benches down the sides of the room, piled coats underneath. When the toddlers got tired, they would crawl under the benches, lay on the coats and sleep.

The highlight of the evening would be watching Orv Dash and Mrs. Dash schottische around the floor, their feet never stumbling. Perhaps it was Orv’s boxing experience that accounted for the great footwork!

Time passed: school, marriage, living elsewhere, babies and then building our home in Midhurst. As residents, we became involved with the community, and the Midhurst Community Centre. Before Forest Hill School had a gymnasium, school plays and concerts were held in the hall. Dinners, pancake suppers, baby showers, wedding showers, card games and more dances filled the hall, season-end ball banquets, and the production of a community newsletter. Political rallies and elections at all three levels were held in this hall. Free trade was discussed in the 1930s, decades before it became an important issue.

Not all meetings were good. My father attended a council meeting concerning a situation with SS #1 Vespra School, known locally as Cundles School. This was where my brothers and I attended. My father was told to go back where he came from if he didn’t like what was offered

What a dear man, and courageous! That memory has stuck for a lifetime.

In 1967, the Vespra Township council decided once again to build a new hall. This one on Doran Road became excess property so it was sold to the Midhurst Community for one dollar.

Thus began the job of renovating. Volunteers worked hard to provide a safe and useable space adding washrooms, a decent heating system, a parking lot and a cover over the front door.

A board managed the business of the hall. As a member of the board for a few years, I was intrigued by the fact a fellow board member, Hunter Russell, had been one of the original volunteers building the hall before I was born.

Somehow, the hall became the property of the township again. Now the decision regarding the hall’s future lies with the council. Demolishing our heritage would be a tragedy. A logical solution would be to sell the land and building ‘as is’ and let the new owner do whatever needs to be done with the building. This solution worked well for the old St. Paul’s Church.

OPF/MMF Residents’ Meeting

Springwater Township / March 29, 2016 – The County of Simcoe hosted an invitation-only information session on Wednesday, March 23 for residents who live within a 500 metre radius of the proposed Organics Processing Facility (OPF) and Materials Management Facility (MMF) on Horseshoe Valley Road West. Deputy Mayor Don Allen and Ward 3 Councillor Jennifer Coughlin were in attendance and represented the Township of Springwater at the meeting.

Approximately 30 participants attended the two hour meeting, which was facilitated by an external consultant. An overview of the project was provided by County of Simcoe staff prior to opening the floor to questions from the attendees.

A number of concerns were raised related to the facility including operational, environmental and traffic issues.

A request was made by residents in attendance to form a community monitoring committee to facilitate the distribution of information and enhance communication.

“We are sensitive to the fact that residents feel that many issues and questions remain unanswered at this point,” says Deputy Mayor Don Allen. “We will continue to work with the County throughout each step of this ongoing process and commit to keeping our residents informed.”

- by Don Allen Materials Management Facility (MMF) and Organics Processing Facility (OPF) A meeting was held on March 23rd attended by 29 neighbouring landowners living within 500 meters of the 2976 Horseshoe Valley Road selected site. Further afternoon and evening public information sessions will be held on April 19th.

Simcoe staff summarized the points raised and answers staff provided at the 23rd meeting as follows: Site Selection and Zoning • How many sites in Ontario have this type of facility on a forested property? How many sites are similar to this one? Request for a tour of a similar facility on a site that is forested.

• Why is there emphasis on the buffer and what is the need for it? Would there need to be a buffer if it was in an industrial area?

• Why were there no industrial sites on the short list?

as it was felt that the buffer was a major part of the weighting for this site. Questioned if there would be a different weighting if there were sites in industrial areas.

• Advantages stated that there are no businesses within 500 metres of the property, questioned if a farm was deemed as a business.

• Since the property will be zoned industrial does the County have other plans for the acreage?

• It was felt that the consultants stated in a previous information session that none of the sites available in the County of Simcoe were ideal, that the sites were considered only because they were County-owned and their job was to find one site, questioned if the consultants would go on record with this statement.

• What is the exact cost of the existing contracts in place, broken down by each function for the past 10 years? What is the long term trend analysis?

• Is there a ‘Plan B’ if this does not work out?

Answers Provided at the Meeting • There are approximately 20 organic processing facilities in Ontario, we are unaware the type of site for each one, whether forested or industrial.

• It was noted that the consultants who conducted the site selection study would be at the April 19th public information session and at that time could explain how the site was selected including the weighting criteria, the need for the buffer and what was classified as a business.

• The property would only be used for Solid Waste Management services, there is a possibility that the County’s truck fleet of ten trucks would be based out of this location which would require a building.

While funding requires room to expand the facility for recycling sorting at this time it is not reasonable for us to do it based on our tonnage. Both the Organics Processing Facility and the Materials Management Facility are to be on this site.

• Should any of the studies identify that they could not proceed then they would look at other sites at the direction of County Council. They will not do studies of multiple locations at the same time as it is costly.

• The business case would be developed once all reports are conducted and technologies evaluated.

Odour and Types of Technology General Questions • Noted that a residential development is planned near the site, questioned how the odour will impact them and how it would affect the marketability of the development.

• Felt garbage trucks smell, question how they will ensure that odour will be controlled?

• Would there be more odour issues with aerobic vs anaerobic technologies? Is money going to be a factor determining technology?

The community and effects on health should be considered.

Answers Provided at the Meeting • There are ways to manage odours however, the exact process is dependent on the technology chosen, noted that the County took Councillors to sites and the odour was contained within the building. To manage odour the industry wide standard is to have a good buffer and the technology to go with it.

Noted that these trucks travel every serviced street in the County with no complaints of smell. The Ministry of the Environment and Climate Change is the regulator and approval body and they are aggressive when it comes to managing odour. It is up to Council to select the method, they will consider cost with regards to aerobic and anaerobic as well as odours, noted that both methods can contain and capture the odours.
