Annual SPJST Straight Domino Tournament Members from across the state gathered at SPJST Lodge No. 15, Buckholts, to participate in the 4th annual SPJST Straight Domino Tournament.

Participants and guests took part in a day filled with friendly competition and socializing in the spirit of fraternalism.

A delicious meal was prepared and served by the membership of Lodge 15 and thoroughly enjoyed by all.

The 1988 State Straight Domino winners are: 1st Place -- Ed Jansen and Herbert Riethmeyer, Lodge 29, Taylor; 2nd Place -- Anton Svoboda and Val Chilek, Lodge 107, Floresville; 3rd Place -- Weldon Galler and Otis Ceska, Lodge 66, Waco.

We would like to thank Lodge 15's officers and members for doing an outstanding job of hosting the tournament, the representatives from participating lodges and those members who participated at the local lodges.

We want to offer our encouragement to those members who were unable to participate in this year's tournament to do so next year. These tournaments provide ample opportunity for members to come together to socialize and rekindle friendships.

Did our members and readers see any difference in our April 20th issue of the Vestnik? Some have told us that they did find a whiter, better grade of paper on the front page of that issue.

Well, that is true --- Pages 1, 2, 7, 8, 9, 10, 15 and 16 were printed on a whiter, heavier type of paper. Pages 3, 4, 5, 6, 11, 12, 13 and 14 were printed on the regular "Newspaper" type of paper, a regular newsprint newspaper type used by nearly all newspapers.

Now, allow the editor to explain.

For a number of years, the Vesntik has been continually complained about as costing "too much" and there have been efforts to make it a twice a month issue at-our conventions, however, our delegates voted against that each time; SPJST is one of a very few societies that publish a weekly paper, which seems to be the desire of our membership in general.

At any rate, your editor was contacted in 1982 by one of our members who is a partner in a publishing firm, called Hill County Press about the possibility of printing the Vestnik. This editor advised him that the time for bidding on the contract would be about October, 1984 after the convention. They bid on the contract, were awarded it, and we (SPJST Society) are saving approximately $20,000 a year on the Vestnik printing. We, of course, have no control over postage for mailing the Vestnik which has recently increased, again, nor the mailing; this is handled by the Post Office Department. Since 1984, there has been much less complaining about the cost of the Vestnik and when the SPJST Publication Committee met in March of this year, the question of better paper was going to be discussed and your editor asked the publishing company about the paper qualities and brought a better and stronger paper to show to the Publication Committee and a l :it) showed the paper at the Supreme Lodge meeting in April. The pro diem with that paper is that it is nearly twice the cost of our present paper and rather prohibitive, and it was considered too costly by PC members and also the SL. Yours truly decided to do some "diplomatic research" and asked that the publishing company try to see about some better paper which would be less costly to our SPJST, and they ordered a roll of paper with their regular shipment which costs very little more and printed one - half ( 1/2) of our April 20, 1988 issue on that paper.

Here is the surprise to all of our members --- this type of paper would cost our Society very little more a week (approximately $30) which is very much in line with whatever our Publication Committee has been seeking. You are, therefore, requested to find your April 20th issue and check the difference in the whiter, brighter and heavier type of paper used on one half of our Vestnik printed that week.

Your editor feels that the Publication Committee members welcome this improvement which the publishing company tried as a test and would cost our Society very little more. ***

In this issue are excerpts of the minutes from the second regular quarterly meeting of the Supreme Lodge held in April; please read them carefully; some of them are imporant.

You will note that under OUTSIDE AUDIT now in progress, the cost is substantially offset because of the increased cost of the "fidelity bond" if there would be no such outside audit.

At any rate, read the excerpts thoroughly; Secretary - Treasurer has presented a rather complete set of minutes for our members to study. ***

Now, study the SPJST By. - law proposed changes also published in this issue and give them some serious thought; some of these are rather far reaching and would change our status as a "fraternal society" where ALL nbers have a voice! This Society has served us well since 1897; do we need many drastic changes? Some statements have been made intimating that our delegates go to conventions "just to have a good time" and do not really worry about the by - laws very much. Your editor does not feel such is the case. ***

Beginning with the month of May Vestnik issues, the Society's "Herald" will carry a large amount of informative pre - convention reports by elected state and district officials and space will be limited in some issues until the convention, therefore, we ask you to bear with us when your correspondence doesn't appear in a certain issue because there are only 16 pages weekly. We will print the leftover articles as space permits. ***

HAPPY MOTHER'S DAY! "A Mother's Creed" I believe, with the gardener, that the youngest plants should have the tenderest care; that the habits of early youth should be so moulded as to develop fixed traits of good character in the adult.

I believe what one wilts to be, one can be; "that education lays the foundation, but that self - education erects the building;" that the mind can only posses that which it does.

I believe in home encouragement; that a home without good useful books is like a home without windows; that where children are, there should be found the treasure thoughts of the greatest men and women of all ages which ever beckon on and on, inspiring to higher ideals and nobler ambitions.

I believe that the mind can only be rightly formed when it is rightly informed; that opportunity ever knocks at the door of those who are rightly equipped to fight life's battles; that the power to think grows by exercise.

I believe in the pleasure of self sacrifice, the price paid by hundreds of mothers of world - renowned men.

I believe in the education that stimulates thought; develops self reliance and leads to a delight in whatever is fair in nature, in whatever is true and beautiful in literature and art.

Excerpts From Minutes Of The Second Regular Quarterly Meeting Of The Supreme Lodge SPJST Held April 12 & 13, 1988 At The Home Office In Temple The meeting was called to order at 8:45 a.m. with all Supreme Lodge members present: Howard B. Leshikar, Pres.

MINUTES - The minutes of the January 11 - 13, 1988, Supreme Lodge meeting were considered and approved as presented on motion duly adopted.

Sec. - Treas. asked for input concerning the excerpts from the minutes published in the Vestnik. The present policy does not report the maker and seconder of motions and does not report on matters dealing with personnel and items personel in nature. A motion was adopted to continue the present policy on publishing excerpts from the minutes in the Vestnik.

The minutes of the February 5, 1988 Special meeting of the Supreme Lodge were considered and approved as presented, on motion carried.

REPORTS - The Supreme Lodge officers' reports were acknowledged.

The reports will be placed of record in Exhibits Volume 7.

OLD BUSINESS: LAM - A proposed brochure advertising the SPJST museum was reviewed and approved. Its purpose is to provide information to the members and public and provide more exposure for the museum. It was decided to check into the price of printing the brochure in full color and to review increasing the number for a larger quantity than the 3,000 proposed.

GENEALOGY RESEARCH CENTER - There was a review of potential for the GRC. After discussion, authorization was granted to purchase a separate small computer to manage the GRC information and other LAM information and needs.

NFCA SEMINAR - Report was heard on information obtained at the recently held Presidents' Section seminar. The information included taxation developments, concerns of life insurers, and developing a successful outreach program and other areas of interest.

LODGE REACTIVATION Report was made that during the quarter there was one lodge merger, an organizational meeting in one lodge and good results in reactivation in another lodge.

SPJST VOLLEYBALL TOURNAMENT - A tournament is scheduled for November 5, 1988 and this activity was said to have potential in generating interest in the young adult age group.

The sum of $1200 plus reimbursement to DYCs for one day per diem, lodging, meals and mileage, was authorized for the Volleyball Tournament on motion and carried.

Standard rules are to be followed in conducting the tournament.

DISTRICT FALL MEETING ACTIVITIES -The three activities

being encouraged at district meetings are a pastry contest, a hOi.seshoe tournament and a quilting contest.

Standard rules on the contests will be provided, but districts will be allowed discretion on amendments. The recommendation for the handling of • the activities was approved.

CZECH LANGUAGE MATERIAL - Recommendation was heard to authorize production of Czech language tapes and to have available for sale a Czech - English, English Czech dictionary. A motion was adopted to proceed with development ot a Czech Language tape.

Recess for lunch was taken at 12 noon to 1:30 p.m.

CONVENTION PROGRAM BROCHURE - The proposed brochure was reviewed and approved.

REQUEST FOR ASSISTANCE FOR DOCUMENTARY - A letter was read requesting assistance for funds to complete a documentary film. After discussion, the matter was tabled.

REQUEST FOR FINANCIAL ASSISTANCE FOR A CZECH HERITAGE SOCIETY - A letter written in behalf of the Society was read. The letter requested financial assistance of $1,000. After discussion, the request was tabled.

(The matter was later reconsidered and it was decided to inform the group that if the Supreme Lodge is presented with a request for funds for a specific project, such specific request will be considered at that time.)

LETTER FROM A HISTORIAN A letter dated February 18, 1988 from a historian was read. He indicated that he was considering the SPJST library as a possible future home for his extensive collection of Czech historical and genealogical materials. He asked assurance that in the event that the library for some reason was not continued perpetually, that there be assurance that in such event the collections be transferred to some other institution for preservation.

A second concern involved security of the collections, proper handling and controlled access.

After discussion a motion was adopted that assurance be offered on both concerns.

CONVENTION SECRETARIES Consideration was given to the recommendation for convention secretaries. Those selected were to be contacted and the S.L. officers were authorized to fill vacancies if those selected cannot serve.

CONVENTION ARRANGEMENTS - The convention plans, arrangements and recent changes were reviewed.

PENSION PLAN - A recommendation dated April 4, 1988 was read from the Finance Committee.

The recommendation is "The Finance Committee recommends a 3 percent increase for the qualified recipients of the SPJST Employee Retirement Pension Plan, effective January 1, 1988." The recommendation was discussed and a motion was adopted to approve the recommendation for the 3 percent increase for those retired individuals currently receiving pension payments.

REAL ESTATE OWNED - Report was made on foreclosures and real estate owned and the following decisions were made: REO NO. 165 - Burleson County.

Report was made that the property was

under contract. After review of the matter, the contract and sale were ratified.

REO NO. 166 - Runnels County.

Report was made on sale of the property. The action was ratified on motion carried.

REO NO. 170 - City of Ennis.

Report was made on foreclosure of the property. After review, a motion was adopted to give Supreme Lodge officers full authority to handle disposition of the property.

REO NO. 171 - City of Sealy.

Report was made on foreclosure of the property. After discussion, a motion was adopted to give Supreme Lodge officers full authority to handle disposition of the property.

DELINQUENT LOANS - A list of delinquent loans was reviewed. The recommendations for action and workout plans were approved.

VESTNIK - The matter of a survey of Vestnik subscribers was considered.

A letter dated April 10, 1988 addressed to the Supreme Lodge from the SPJST Publication Committee was read. The letter recommended that a Vestnik be sent to every household that has SPJST life insurance with a coupon on the front page to be returned if the member desires to continue receiving the Vestnik. After consideration, it was decided to postpone consideration of the matter until after the convention in the event that there is convention action that would affect this matter.

The recommendation concerning the possibility of using a better grade paper for the Vestnik was also postponed.

COLLECTION OF LODGE DUES - There was a lengthy discussion dealing with the possibility of collecting lodge dues through the Home Office. The pros, cons and potential problems were discussed. It was agreed Financial Secretary Mikulas meet with the By - Law Committee and give the full details of this project.

Editor Rudy Sefcik arrived to visit the meeting.

REFUND TO LOCAL LODGES - The formula for refund to lodges as adopted the previous special meeting was reviewed. The formula is as follows: 1. 8 percent for certificates not on 1980 CSO. 2. 5 percent of premium for Lone Pay Life.

3. $8 per Universal Life certificate in force.

4. 12 percent of first year premium on 1980 CSO certificates - do not include certificates in (2) and (3).

5. 6 percent of renewal premium on 1980 CSO certificates - do not include certificates in (2) or (3).

6. $1.00 per certificate in force - all certificates and annuities.

A study of the amounts the new formula would have yielded in 1987 was presented and discussed.

Decision was postponed until later during the meeting to allow time to review the report.

(There was further consideration of the refund to lodges proposal. It was agreed to approve the proposed formula as reported earlier contingent on amendment of By - Law Article 33(b) 1. To authorize the Supreme Lodge to implement the formula. An amendment recommendation was to be submitted to the By - Law Committee and the Finance Committee.)

LITIGATION, TAX SUITS, BANKRUPTCIES AND FORECLOSURES - A report was given- on the above items: Problems encountered in' litigations, tax suits,

bankruptcies, and foreclosures were pointed out and discussed.

COMMUNICATION WITH STATE BOARD OF INSURANCE There was discussion about the continuing need for maintaining good communication with the State Board of Insurance concerning the SPJST and the Fraternal Benefit system in Texas. After discussion, it was decided that Legal Advisor Kacir and President Leshikar be authorized to visit with the State Board of Insurance.

It was understood that in the event of a called meeting of the State Board of Insurance affecting Fraternal Benefit Societies that the SPJST Legal Advisor be authorized to attend if he deems it advisable.

DIRECTOR'S REPORT - Each of the directors reported on their activities and travels during the past quarter and discussed those areas to which we need to direct our attention for the benefit of our members and the organization.

YOUTH DEPARTMENT - SYD Claudette Reese presented report of activities in the youth department.

The new YOUTH RULE BOOK and YOUTH LEADERS' MANUAL were distributed and reviewed.

On the matter of a T - Shirt contest, it was decided to make this an annual event.

There was discussion about increasing the authorized appearances by the State King and Queen. It was agreed to increase the number of authorized appearances to 3 within the SPJST organizations and 3 outside the SPJST. It was decided that the District King and Queen be authorized up to two appearances at the discretion of the SL President on the same basis as the State King and Queen. Visits would be after the Royalty contest and State YAD. It was agreed to approve the addition of an extra day for planning for District YADs for District Youth Counselor reimbursement.

VESTNIK - The convention reports are scheduled to appear in the May 18th issue of the Vestnik. It was requested the S.L. reports be provided to the Editor by May 10th.

Ideas and suggestions concerning the Vestnik were reported by Editor Sefcik.

Recess for the day was taken at 5:20 p.m. until April 12th at 8:30 a.m.

NEW BUSINESS: SPJST CALENDAR - Bids for the 1989 SPJST Calendar were considered. On motion duly adopted, it was decided to accept the low bid from Western Media.

FRATERNAL ACTIVITIES Consideration was given to the Fraternalist of the Year Contest for 1989. It was decided that a book of guidelines be prepared with guidelines for the Fraternalist of the Year contest and other fraternal contests.

It was also agreed to approve the Tarok Tournament, Straight Domino Tournament and "42" Tournament for 1988.

FRATERNAL COORDINATOR There was discussion about authorizing the president to employ an individual to assist him in handling the administration and coordination of fraternal activities over the state.

A motion was passed that the president be authorized to hire a new employee to work in the fraternal field. There was general discussion about the salary level and areas for which the individual would be responsible.

FINANCE COMMITTEE - Arnold Vrla, chairman of the Finance

4/VESTNIK—Wednesday, May 4, 1988 Committee, arrived to meet with the SL. The Finance Committee had authorized their chairman meet with the SL to communicate about matters that will come up at the convention.

Dir. Kohutek was excused from the meeting to attend to an emergency. (It was later learned that Dir. Kohutek's mother had passed away.)

Finance Committee Chairman Vrla and the members of the Supreme Lodge shared their ideas having to do with areas of concern. The remainder of Bro. Vrla's report was postponed to hear a report on the study of a rest/retirement home as directed by the previous convention.

REST/RETIREMENT HOME - A local expert in this field presented a report to the Supreme Lodge on a feasibility study he had done for the SL on the matter of the proposal dealing with a Rest/Retirement Home.

He has much expertise in the Rest/Retirement Home by virtue of a previous management position with a project of this type. He cautioned the SPJST about the feasibility of the project and discussed that some 80 such projects have recently gone into default.

It was concluded that even on a break - even basis, because of cost of operation, and the need for relative high fees, the project would be forced to target the upper income and professional category of retired individuals. The minimum size project that would be feasible would cost approximately $5 to $7 million dollars.

The SL members and the Finance Committee chairman discussed their concerns with the expert and reviewed his comprehensive feasibility study report. It was concluded that this was a highly specialized area requiring long term commitment of a large amount of funds and a great deal of expertise.

A recommendation on the matter will be formulated and presented to the Finance Committee for report to the convention by the Finance Committee.

Recess for lunch was taken at 12:15 p.m. until 1:30 p.m.

INCENTIVE AWARDS PARTICIPATION - There was discussion on whether Home Office sales' personnel and directors would be eligible to participate in the sales' contests. After discussion it was decided that directors and Home Office personnel who are sales representatives would be excluded from sales incentive contests.

A motion was adopted to encourage the Vice President to study and restructure the incentive awards for further action by the Supreme Lodge.

BONUS FOR LODGES - It was agreed to develop a bonus plan for lodges with a gain of 50 or more members per year for consideration in the July SL meeting.

LOCAL LODGE - Consideration was given to a request from a lodge that had been operating under the impression the lodge would receive an interest discount on their loan if they gained 50 members.

MINUTES OF SUPREME LODGE OFFICERS' MEETINGS - The minutes of 24 Supreme Lodge officers' meetings were approved as presented.

FIRST QUARTER INVESTMENTS - There was a review of 34 purchases and sales of securities during the first quarter. The investment decisions including 12 mortgage loans closed were ratified.

INVESTMENT POLICY - The written investment policy of the Society was reviewed and two amendments were requested. The amendments were approved as follows:

(1) In the first paragraph in the section entitled Bonds and Government Guaranteed Securities, the limitation of 37 percent of assets was increased to 40 percent as the percentage of assets that can be invested in bonds and government guaranteed securities.

(2) In the section entitled Other Accounts, the $500,000 limitation of funds in secured brokerage firm money - market interest bearing funds accounts was increased to $600,000.

MORTGAGE, ANNUITY AND UNIVERSAL LIFE INTEREST RATES - Consideration was given to mortgage loan rates to members and also interest rates credited to members' annuities and Universal Life policies.

The following decisions were reached: (1) The mortgage loan rates currently offered were found to be competitive and slightly below average rates surveyed, therefore, mortgage rates will be left unchanged. The rates were decreased and the present rates were set by the Supreme Lodge officers on March 8, 1988. Current mortgage rates are: Mortgage loan rates on owner residence/farms --9'/a with 1 to 10-year term 91/2 with 11 to 15-year term 9 3/4 with 16 to 20 - year term Mortgage loan rates, commercial owner - operated business -101/2 with 1 to 10-year term 11 with 11 to 15 - year term The decision was based on a survey and report from the Federal Reserve and other sources.

(2) The total annuity interest for the accumulation period on annuities was set at 8 percent annualized for the period from April 30, 1988 through July 31, 1988.

(3) The Universal Life rate was set at 9 percent annualized effective from April 30, 1988 through July 31, 1988.

Decision for the annuity rate and Universal Life rate was based on comparison of competitive rates and a computer study of earnings on assets matched with our interest sensitive products.

MORTGAGE RATE AUTHORITY - There was a review of our procedure of setting of the mortgage loan interest rates by the Supreme Lodge during each meeting.

After full review, it was decided to give the Supreme Lodge officers discretion and authority to set mortgage loan interest rates in the future. The authority to set mortgage loan rates will be included in the Society Investment Policy.

VARIABLE OR RENEGOTIABLE RATE MORTGAGE - Consideration was given to doing a study on the possibility of a mortgage instrument that would allow changing the interest rate on a mortgage loan each 3 or 5 year period. There was discussion of the matter and information was presented but no decision was reached since the proposition will need to be developed and studied further. It was agreed to bring the matter up, perhaps in the July Supreme Lodge meeting after more information has been obtained and possible options are developed that might be acceptable.

STATE BOARD OF INSURANCE EXAMINATION REPORT - The SBI examination report received on March 25, 1988 was reviewed by the Supreme Lodge together with a letter from the SBI assistant Chief Examiner. After an extensive review of the examination report, it was accepted on motion carried. The report called attention to items needing corrective action and the Board was assured such corrective changes in procedures were done.

There was a review of distribution of the SBI Examination report as provided in our By - Laws and it was concluded that copies of the report will be furnished to lodges, and members on request.

OUTSIDE AUDIT - The matter of having an outside audit was put to the Supreme Lodge members on March 10, 1988 by recommendation of Supreme Lodge officers and the result of the mail poll was an unanimous vote to proceed with the audit to be conducted by the firm of Peat Marwick Main and Company. It was announced that the audit will be started on or about April 18, 1988 and report should be completed by June 10, 1988, prior to the convention.

Copies of the audit report will be forwarded to Supreme Lodge members on completion.

As a matter of information, it was reported that the premiums on the Society's fidelity bond had been increased to an unreasonable amount due to the fact that we did not have outside audits. It was found that a substantial savings was realized on the fidelity bond premium. The savings on the fidelity bond premium will pay a substantial portion of the cost of the audit.

The cost of the audit was ratified on motion duly adopted.

SPJST AUTOMOBILES - It was concluded that purchase of various office equipment, automobiles, etc. is authorized by articles in the SPJST By - Laws. There was review of an extensive study of purchase and operation of the 9 SPJST automobiles.

The study was prepared at the request of the Finance Committee. The SPJST automobiles were initially purchased by the Supreme Lodge based on determination that saving could be realized by purchasing of automobiles for Society official travel.

The study included full cost of purchase, insurance and all operating costs and confirmed the fact that a substantial savings is realized by the Society by providing automobiles in lieu of paying mileage at the authorized rate.

DEFENSIVE BARTENDING TRAINING - Report was made on two new laws enacted by the Texas Legislature related to the liability of sellers of alcoholic beverages. One made it easier to prosecute sellers of alcoholic beverages to minors. The other has to do with liability for the wrongful acts of the buyer in certain circumstances.

Sellers of alcoholic beverages are encouraged to avail themselves of Texas Alcoholic Beverage Commission (TABC) approved seller training programs. The courses offered require 4 hours of instruction at a cost of as low as $15 per person for large groups.

After discussion, it was decided that our lodges be informed about the new changes in law and they be encouraged to have their bartenders attend the TABC approved training. The lodges are to be informed where training course information can be obtained. It was stressed that they be urged to purchase and maintain sufficient liquor liability insurance.

IRS/TAX EXEMPT CHANGES Report was made that the Revenue Act of 1987 included certain disclosure requirements for fraternal organizations on fund raising solicitations including lodge dues, if the total amount collected in the Society amounts to $100,000 or more.

The law provides that dues' statements and any solicitations include a disclaimer that such amounts are not tax deductible.

It was decided that lodges be notified to include the disclaimer on dues' statements and solicitations for funds.

Report was also made on a new requirement which provides for the availability of IRS forms for public inspection at the principal office of the fraternal society. It was learned that many lodges do not provide the Home Office with copies of the IRS from 990 and 990T although they are notified and requested to do so. It was agreed that the directors would assist by urging those lodges in their district not furnishing the forms to do so.

HOME OFFICE BUILDING Report was made that the carpets in some areas of the Home Office are worn to the extent that there are tears in the carpet that create a hazardous condition. The tears would be temporarily glued and information on carpet replacement in those areas is to be furnished for consideration during the July SL meeting. The carpets were reported to have provided near 18 years of service.

RISK RETENTION GROUP There was a review of the study by the National Fraternal Congress on the creation of a risk retention group to provide liability for the member fraternal benefit societies. The study group was asking for a commitment of funds for the study. It was agreed to authorize $500 for the risk retention study group. The Legal Advisor was authorized to attend any sessions deemed advisable.

ANNUAL STATEMENT - There was a review of the annual statement.

Insurance increased over $21 million.

Net gain from operations was over $1.2 million. Ratio percentage on net investments was 9.33 percent.

Solvency is $131.57 for each $100 of liabilities.

After full review the annual statement was accepted.

BY - LAWS -- The Society BY Laws were reviewed and majority agreement was reached on several recommendations of amendments to be forwarded to the By - Law Committee. (The amendments agreed upon will not be printed here since they will be published in the Vestnik by the By - Law Committee.)

MORTGAGE LOAN REQUIREMENTS - There was a discussion about the difficulties sometimes encountered in obtaining and forcing compliance with prudent loan closing requirements. There was a discussion about the fact that mortgage title insurance was indemnity insurance as opposed to the type of insurance normally provided by an insurance policy.

FRATERNALIST OF THE YEAR It was decided to display a picture of the first Fraternalist of the Year in the LAM Department.

REST/RETIREMENT HOME There was additional discussion of the feasibility study on the matter of a Rest/Retirement Home. A motion was adopted that the SL officers be authorized to inform the Finance Committee that it was concluded by its feasibility study that a Rest/Retirement Home is not practical at this time.

The next Supreme Lodge meeting was set to begin on July 11, 1988 at 9 a.m.

New and remodeled lodges will be more attractive to prospective members, thus increasing the SPJST membership.

Lodge 172 would particularly be interested in this change due to the fact that our interest rate on our loan is still higher than it would be under the above recommended circumstances.

We appreciate all that the directors of the Supreme Lodge have done to help us in this matter since our loan was made, however, the economic conditions under which we all have to live these days leads us to believe that to grant loans on a fluctuating basis at the beginning would help the lodges while the rates are low, and it would help the Supreme Lodge when they eventually get higher.

Any consideration the By - Laws Committee gives to our recommendation would be greatly appreciated.

Reason: The members of the committee feel a more qualified Editor can be selected by the management of the Supreme Lodge. The delegates at the convention cannot determine the qualifications of an applicant at the convention site. Checks and balances can be monitored by the directors and the Publication Committee.

Management can do interviewing and determine if the applicant has the qualifications in journalism and other qualifications to do justice to the Society. The salary would be somewhat smaller.

April 16, 1988 We the members of Lodge 107 would like to propose that the SPJST invest a Family Recreation area. The recreation area would provide facilities for family - type outing, reunions, for SPJST lodge and district activities, for senior and youth sessions, insurance seminars and whatever special events as might be planned.

The facility should be utilized year round to promote member recreation and fraternal involvement.

We request that the convention authorize the creation of a committee to purchase land and oversee the development of the facility. This committee should be composed of representatives from each district.

All members, lodges and districts would be encouraged to participate in the development of this area through input in planning, donations and memorials. This investment in our members would be a fine tribute to fraternalism at work.

ARTICLE 43(1) to read: The directors shall employ a Certified Public Accountant to prepare an annual detailed Report of Condition of the Supreme Lodge.

REASON: Sales Representatives are bringing in large investments, and not only are the insured asking more questions, we could better serve the members and bring additional business if such a statement of condition was made by an unbiased accountant. No business the size of our Society has the right to withhold such a statement from the membership and only a few people actually know the financial condition of the Supreme Lodge.

ARTICLE 43(n) Delete in its entirety.

REASON: It is not necessary to call upon the director to perform this duty since you have the vice president in charge of insurance, at least one field manager and district sales representatives. Unless the director is performing this duty out of the goodness of his heart, the Society could save that expense.

ADD a new sentence to ARTICLE 102(a) to read: Any loan application fee submitted with the loan application will be credited to the borrower's costs at closing.

An affirmative Recreation Committee should be established by the delegates of the 1988 convention to proceed to purchase the needed land for the recreation facility. The committee will be comprised of one member from each of the seven districts and should take action on this purchase within the next two years.

REASONS FOR THIS PROPOSAL: 1. The SPJST is in need for more benefits for the family members of the SPJST and for the elderly members.

This facility could be utilized as a family resort and a safe place for our elderly members to vacation.

2. This area could be used by each member of the SPJST for all forms of recreation (reunions, tournaments, receptions).

3. This facility could also be utilized by the Youth Department for summer camp, Youth Leader's Retreat and LIT Retreat. This would, in the long run, save the Society a great deal of money. ($38,000/year allowed for summer camp alone). This would put the Society's money to much better use than just renting with no substantial end product.

The formula retains the basic 8 percent refund for pre - 1980 CSO business. You will note that it provides for the Universal Life business, the Lone Pay Life and also provides an incentive for new business and an incentive for increasing membership numbers.

To enable us to put the formula in effect for the lodge refunds payable in January of 1989, we recommend the following By - Law amendment: Article 33(b) 1. Delete existing article and replace with the following: "The Supreme Lodge is authorized to adopt formulas to determine the amount of refund to lodges based on premium income from members and other incentive factors after a review of the annual statement and consultation with the actuary."

REASON: Intent to become a citizen cannot be enforced.

Article 1(i) Delete "(See "Full Benefit Member for further clarification.)"

REASON: To eliminate the confusion caused by terminology of full benefit member and active member.

REASON: When the Society offered only life products, there was a need to provide for uninsurable persons. Now that the Society markets an annuity without insurability requirements, there is no need to continue the social member provision for new, members.

REASON: District directors have district obligations and often must miss meetings of their local lodge.

Article 33(b) 9. Change to read: "The amount of the bond for the members of Supreme Lodge shall be at least the minimum prescribed by regulatory guidelines."

REASON: State Board of Insurance formula guidelines currently require a greater amount than $250,000.

REASON: Every lodge should have a functioning Audit Committee and have an audit performed.

Article 91(a) Change the amount "$2,000" to "$4,000."

REASON: Combined with 42(a) 3.

Article 42(a) 3. Change to read: "Must have been an active member of the Society for at least (5) five consecutive years."

Article 106(c) Delete the last paragraph.

REASON: Extended 'insurance in some instances is a valid non forfeiture option and should not eliminate benefits while the insurance is in force.

GROUP BILLING: All articles permitting local lodges to collect premiums by group bill should be phased out by the XXVI SPJST Convention.

REASON: Members on direct bill receive more expeditious service.

Article 46(c) Local lodges should continue to have authority to collect local lodge dues, if any; however, the words "in January" should be deleted at the end of the last sentence in section (c).

REASON: Requiring dues to be paid in January is too restrictive. If a lodge does not send out statements for dues, the dues could be easily overlooked and the member thereby precluded from active participation.

Article 66 Delete present Article 66 and replace with following: "The treasurer receives all money or copies of deposit slips from the financial secretary, from the department chairmen, and all other sources for deposit. This will be furnished to the treasurer within four days of the event, if the treasurer is not present at the event.

The treasurer will make a complete report at every meeting and give periodic reports of all lodge assets and resources, monetary and other.

REASON: Better control of funds for the local lodge.

Submit Hardship Cases To Finance Committee For 1988 Dear Brothers and Sisters: We are preparing for the 1988 Convention to be held in Temple on June 19, 1988 and, as in the past, the convention has provided assistance to members of the SPJST Society who were judged as hardship cases. We would like to continue this policy at the June Convention. The Finance Committee has set a guide for the assistance of judging these cases: 1. The member who needs assistance must submit his/her name to the local lodge officers who, in turn, will review the case.

2. The application must be signed by the local lodge president and secretary.

3. The application must explain why he/she needs assistance.

4. There is no age limit for the member who needs assistance.

5. It makes no difference where the member is living.

6. The donation is not of a great sum and is for one time only.

7. The application must be mailed to the Finance Committee no later than May 30, 1988. Letters postmarked after May 30 will not be considered.

All cases will be reveiwed by the committee before the convention; none will be accepted at the convention.

Lodge 25, Ennis The monthly meeting of Lodge No. 25 was called to order by President James Whitfill. All of the officers were there and there were about 30 members present.

The main topic of discussion was, of course, the Polka Festival which will be here in Ennis on May 7th and 8th.

The signs all over Ennis read "Vitame" to the 22nd annual Ennis Polka Festival. We members of Lodge SPJST No. 25 certainly extend a warm welcome all who will come and let us entertain you. Saturday, May 7th, we will have the Czech Harvesters Band, Jodie Mikula Band and the Eddie Ray and The Polka Dots playing and Sunday, May 8th, we will have Vrazel Polka Band and Czech Mates playing at our hall. Plenty of good food and fellowship is promised to all, so come on out and have fun both days. Ennis is rolling out the red carpet on both days with street dancing and all kinds of craft booths and food. We are certainly looking forward to seeing all SPJST members from all over Texas.

Our regular monthly meeting was held on Monday, April 18, 1988, following the Bingo games.

President Rita Vanek called the meeting to order. Youth Member Kim Kacal led the members in the Pledge of Allegiance. A minute of silence was observed for our deceased and sick members, especially remembering Charles Holub, our member, who passed away on March 27, 1988.

Secretary Leona Macha called the roll of officers; all were present except Albert Kresta, Sr., who is ill.

All correspondence, letters and thank you notes were read.

All officers reported on their respective activities. Second Vice President Dora Lee Kopecky reported that Sunday, July 17, 1988 will be the day we honor our 50 - year members with an Open House. The lodge will furnish sandwiches, dips, chips and drinks and members will be asked to bring cakes, pies or kolache. Youth Leader Mary Karasek reported attending Youth Leader's workshop -Her comment: "This was the best workshop she has attended and the workshop was well planned and presented."

A motion by Madeline Shimek, seconded by Mary Ann Karasek, that we accept new members Brittany M. Cerny, M. Delores Resendez, Sesario Resendez, Joseph Alois Kocurek and Blaze J. Kopecky.

Treasurer Madeline gave the financial report. A copy of the report is on file.

Lodge No. 63, Sweet Home, will hold its monthly meeting, social and supper on May 15, 1988 beginning at 1:30 p.m. at the Firemen's Hall in Sweet Home. This is a departure from our regular date for the social and supper, which is usually in June, because of the convention.

This will be our final meeting before the convention so, if you would like to talk to our representing delegates, this would be a good time to do so.

Our regular meeting will be followed by the drawing of door prizes and someone with a birthday in April, May or June will win a birthday cake baked

The Entertainment Committee report was given by Sister Polly Gaidusek for our May 15 meeting. We will serve fried chicken, mashed potatoes, gravy and corn; members are asked to bring desserts or salad. The mothers will be honored.

A sympathy card was sent to Ray and Ruby Orsag.

President George Pauling presented Sister Parma with a check for the Trust Fund. Sister Parma thanked him.

Brother George Shilling gave a report on the new tax.

Youth Leader Gladys Yates reported there were 14 members and 1 visitor present at the youth meeting. The youth club will furnish doughnuts for the State YAD. They are asking for 1/2 pound butter dishes. They will make baskets for the mothers.

The results of our local "42" Domino Tournament were given in the following order: 1st - Bonnie Pruitt and Leona Nors, 2nd - Weldon and Rosie Galler.

The beer for our meeting was furnished by Sister Mary Langlotz in honor of her husband's birthday.

Sister Bonnie Pruitt reported on tax and on fraternal work by the members.

Sister Emma Ceska was appointed to look into the document.

Sister Irene Mueller won the door prize.

Member celebrating a birthday in April was Arthur Langlotz. The birthday cake was furnished by Entertainment Committee.

Dear Members: Here it is -- May already. I don't know where the time goes, but the grass keeps growing. First, I wish to thank Brother Emil Petr for mowing the lodge grounds on Good Friday. I could not help due to the flu. Then on April 15th, in between showers, we trimmed the shrubs and mowed the grounds, again. Thanks to Brothers Emil Petr, Charlie Petr, Randy Scott and myself for this project. Brother Emil Petr brought his lawnmower and I brought mine, so it went much faster.

Dear members, if anyone has a working rotary lawnmower that you would like to donate to the lodge, it certainly would be appreciated. The one we had, got broke last summer.

Sincere thanks go to Brother Joe and Sister Bessie Tydlaska for the donation toward the front iron doors.

Dear Readers: Our Lodge 186 meeting, held Sunday, was called to order by President O.T. Wine.

Sister Secretary and Treasurer Vicky Wine led the Pledge of Allegiance to the flag. The minutes from our last meeting were read by Vicky Wine.

Treasurer's report was made by Vicky Wine and also financial report was given with no corrections; all were approved.

Our dinner on Sunday was served at 12:30 p.m. and our 50 - year SPJST. pins were received for Sister Tracey Wine, Welton Chaloupka, Millie Blaha and Margaret Contrell. Present to receive their 50 - year pin were Tracy Wine and Welton Chaloupka; the other two were absent.

A moment of silence was observed for our deceased members, Sister Ella Dragc and Sister Olga Urborsesky.

There will be a dance Friday night, May 20, 1988 with the Big Star -- Jack Green, from 8 to 12.

There will also be a polka dance on Sunday, May 22, 1988, from 4 to 8 p.m. with music by Central Texas Sounds (formerly the Ellinger Combo), known as a polka band.

With no further business the meeting was adjourned.

We are happy to report Sister Agnes Merlick arrived home safely from Miami, Florida. She still has several weeks of recuperating, but is getting better each day. She said her daughter, Betty, was a good nurse.

Brother Johnnie and Sister Lucille Kret and family had a wonderful visit with Johnnie's brother, Steve Kret, and wife, Regina, of San Leandro, California -- their first visit in several years. All the family members were in their home last night (24th) to give them a good send off. We hope they arrived home safely.

We extend our heartfelt sympathy to the families of Connie Gurney on the loss of her mother, Pam Franks on the loss of her father - in - law, to Margie Cline on the loss of her brother and to Kara Christopher on the loss of her grandmother (Manu) Arles Christopher. May they rest in eternal peace.

Mr. Shawn Oman will be crowned King of Lodge 187 at the May Fete on May 15th.

Lodge 187 May Fete King Elected/Party Held Most of the time, spring brings with it welcome rains and warmer weather, wild flowers, thoughts of vegetable gardens, a few fishing trips if one is lucky and, of course, the annual search for a beautiful young girl to serve as the queen for the annual May Fete.

This spring started off just about like all the others, welcome rains have soaked some of the soil, the weather is warming up, wild flowers adorn the countryside, vegetable gardens are really looking good, and someone even told me about all the fish that they had caught.

But this spring is different from most springs because this is a leap year

10/VESTNiK—Wednesday, May 4, 1988 and instead of looking for a beautiful young lady to serve as the May Fete Queen, the lodge has been looking for a goodlooking young man to reign as the May Fete King. This variance from the normal way of doing things is not because of a lack of suitable young ladies, because just about everywhere you look there is the smile of another very beautiful young girl. Instead, tradition dictates that a king shall reign over the May Fete every fourth year (coincides with Leap Year).

On March 20, the members of Lodge 187, unanimously, selected Shawn Oman to reign as king of this year's May Fete. Shawn is the son of David "Red" and Joann Oman of Hutto and is a senior at Hutto High School. Besides being active at the lodge, Shawn excels at high school sports where he has lettered in football, track and tennis.

Academically, Shawn is an honor student at Hutto and is a member of Who's Who among American High School students, the National Honor Roll and is a Scholastic All American. Future Farmers of America and 4 - H are two of Shawn's favorite activities and he has numerous Land Judging Awards, Livestock Awards and National Merit Awards to prove it. Shawn's love for agriculture and livestock is evident because he has been accepted to attend Texas A&M this coming fall where he plans to major in Poultry Science. Shawn is also active in community affairs. He is a member of St. Mary's Catholic Church in Taylor and he is also an active member of the Hutto Volunteer Fire Department.

Shawn has selected as his queen Ms. Kimberly Copeland, the daughter of Weldon and Carolyn Copeland of Hutto. Kimberly also is a very active senior at Hutto High School where she participates in volleyball, basketball and tennis. Kim is a member of the Drama Club, the annual staff and the Spanish Club. She was elected as the 4 - H Sweetheart and the FFA Sweetheart. Kim plans to attend college this fall and will major in business and accounting.

This year's May Fete will be on May 15, beginning at 4 p.m. The grand march will begin at 6 and will be followed by a free dance open to the public. Eddie Ray and the Polka Dots will provide music for the evening, with a free dance to follow. Everyone is welcome to come and enjoy the music and festivities.

Over 250 individuals took advantage of the pretty weather on March 20, and participated in the first "TIP" Party for 1988. "TIP" parties are held from time to time by the lodge to try and express their appreciation to all of the wonderful folks who donate their time and work at the lodge during dances and other special functions. The March "TIP" Party started at 2 p.m. with an open bar, dominoes, cards and a lot of socializing. Two hundred dollars in door prizes was given away during the course of the afternoon and a catered meal of shrimp, oysters and fried catfish with all the trimmings was served to top of the festivities. Thanks to everyone who helped make the TIP Party a success.

Ladies' Circle Lodge 92, Ft. Worth Dear Members and Friends: Our April meeting was attended by 42 ladies and 10 men. The men don't attend the meetings, they go to the domino room to play dominoes and visit.

President Dona Hubenak welcomed new member Denise Roselund and also welcomed Josephine Prochoska, Annie Belota and another member whose name I failed to get. They have been absent for several meetings.

Secretary Clara Marchioni read thank you cards from Ann Polk and Imogene Reaves. Imogene had been in the hospital, is doing fine and was able to be at the meeting. Louise Oujesky had eye surgery and is doing good.

Sunshine Chairman Lillie McMillen reported that Minnie Ruzicka's sister has passed away and sympathy cards were sent to Ernie Dueser, his brother had passed away and to Dolly McGill; her brother passed away.

Our trip to Estabelle Hubenak's home at Lake Granberry has been postponed until our June 14th meeting day, her granddaughter will be graduating which will keep her busy.

June will be even better, it will be warmer to go swimming.

Rose Nieswiodomy gave her life story which was interesting. She was born in Brenham and at 18 months of age moved to Fort Worth and for a short time, they stayed in a hotel and she nearly fell out of the 4th floor window among other close calls she had. Rose, we sure are glad you are still with us.

At the May meeting, Mary Powers and Mary Ann Gibson will give their stories.

April birthday wishes were extended to Minnie Ruzicka, Joyce Tesar and Martha Durham.

Next meeting will be May 10th with a covered - dish luncheon.

Mary Powers gave the invocation and the meeting was adjourned to a delicious luncheon.

Sewing Circle

The February meeting of the Ennis Sewing Circle was postponed from the 11th to the 18th, due to very cold weather, however, the 18th was bad also; it was a rainy, rainy day. Eleven members and two guests braved the

rain and everyone seemed to have enjoyed the meeting. That was the lowest attendance that I can recall.

Our guests were Joe Houdek and Wesley Tupy.

President Sadie Kubin called the meeting to order. The Pledge of Allegiance to the flag was repeated.

Secretary Georgia Tupy read the minutes and Treasurer Mildred Trojacek gave the financial report.

Both reports were approved as read.

Sunshine Chairperson Stacie Hejny sent a get well card to Sisters Leona Jurica and Mary Novak. Sisters who had surgery, Rose Mynarcik and Anne Zvolanek, received a get well card and a money gift. A thank you note was received from Sister Libbie Wisniewski and, on behalf of their mother, the children of Sister Mary Bouska, for the get well card and the money gift. A thank you note was received from Sister Roberts for the Christmas money gift.

The Circle received a lovely Valentine greeting from Sister Ella Zmolek. February birthdays were read and cards were passed out to birthday sisters. "Happy Birthday" was sung.

Quilt was quilted for the Ennis Polka Festival. Tickets for quilt drawing will be $1.

Sister Millie Vytopil spent several days in a Houston hospital and recuperated at her daughter's home in Houston. All our sick are wished a speedy recovery.

Sister Mildred Trojacek donated birthday cards to the Circle. Sister Roberts brought the door prize.

We enjoyed a "feast" of meats and desserts, no vegetables, salads or bread. That was unusual. Wesley Tupy did get 2 loaves of bread for us. At our next meeting on March 10th, we may, have all vegetables or salads.

In my last letter, I failed to name the sisters who brought the decorations for our Christmas Party. They were Stacie Hejny, Georgia Tupy and Libbie Wisniewski. Sister Rose Bednar installed the officers for 1988 with a lovely installation service. Sister Mary Polasek read a nice poem at our party.

Our March 10th meeting was well attended; 31 members and 11 guests were present. Our guests were Sarah Dujka, Mary Ann Jennings, Helen Yarbrough, Milan Dujka, Bill Foit, Bob Zvolanek, Leslie Vrla, Erben Crone, Ernest Huff, Joe Houdek and Wesley Tupy.

On the sick list this month were George Zabojnik, son of Sister Georgia and Victor Zabojnik, Sisters Agnes Houdek and Mary Bouska and Sister Anne Mullins' daughter.

A memorial for Mary Stransky was given by Sister Rosie Zazvorka, a donation to the Circle by Sister Julie Harris and get well cards by Sister Bertha Podhrasky. Door prizes were brought by Sisters Mary Polasek, Anne Zvolanek and Georgia Tupy.

Quilt was quilted for Sister Rose Bednar. Sister Bednar hemmed the quilt for the Polka Festival; the top was furnished by Sister Bednar, the quilt bottom by Sister Mildred

We viewed an interesting film on Child Abuse, shown by Mary Ann Jennings.

Sister Pavelka read an interesting article from the Dallas Times Herald about 82 - year old Mrs. Wall, who has crocheted many shoulder covers for the elderly and is still doing this good deed.

Our April 14th meeting was well attended with 35 members and 8 visitors present. The following visitors became members of the Circle: Alene Ingram, Mildred Trlica and Helen Skrasek . Welcome to the Circle! The men guests were Ernest Huff, Leslie Vrla, Joe Houdek, Frank Holley and Bob Zvolanek.

A get well card and money gift were sent to Sister Olga Ewing. This must be the year for eye surgery. Several of our sisters have had it done.

Sisters were asked to donate items for the craft booth at the Polka Festival.

Sisters who sold a number of tickets for the quilt drawing were Stacie Hejny, Anne Zvolanek, Rose Bednar, Mildred Trojacek and Hattie Moucka.

The Southern District Slet will be held June 10th, 11th and 12th at Dallas Sokol. Our Circle voted to place an ad in the souvenir program.

Memorial for Sister Mary Bouska was given by Libbie and Alvin Elsik, Anne and Bob Zvolanek. Door prize was brought by Sister Georgia Tupy.

Sister Pavelka donated red, white and blue flag banners for decoration. Sister.

Wisniewski brought the beautiful cut flowers for the officers' table.

Congratulations to Sister Anne Zvolanek for winning 4 blue ribbons and an Award of Merit for her peony at the Dallas North Garden Forum.

Now, may I brag a little about our 16 - year - old granddaughter, Sheila Roberts of Rowlett, Texas? She was selected for the National Honor Society and on the same day, made the drill team (Stingerettes). This summer she will take a trip to France with her French class. She attends the Rockwall High School. It is always good to hear about the good achievements of our young people.

Ennis Polka Festival will be held on May 7th and 8th. "Happy Mother's Day" to all mothers.

Our next meeting will be on May 12th.

Our April 7th meeting was called to order by President Anne Zvolanek who led us in the pledge to our flag and then a moment of silence for Johnny Houzvicka (brother - in - law of Sister

Nita and the brother of Frank Houzvicka), George Halouzka (son of Sister Irene and Milous Halouzka), Mary Bouska (sister - in - law of Vicki and sister of Jerry Kohn) and Earl Grinnell (brother - in - law of Sister Millie and Frank Noska).

Guests introduced were Amelia Strange, Frank Noska, Alvin Elsik, Edmund Kaska, Charlie Kocian, Bob Zvolanek, Phil Reames. President Zvolanek welcomed Martha Malooly who we haven't seen for a while.

Minutes of our March meeting and the treasurer's report were read and approved. Correspondence was received from Sokol Zizka regarding their souvenir program book. (Our Circle will take out a half page advertisement in this book.) Thinking of you card was from Evelyn Cechan, thank you cards from Ella Bartos and Mary Nesuda.

Sunshine Report -- Thinking of you card was sent to Josie Kankrlik, get well cards to Agnes Houdek, Dick Ground and Jerry Urban; flowers were delivered to Ella Bartos, Mary Dusek and Mary Nesuda; a gown was given to Anna Brown. Before Anne Zvolanek turned the meeting over to Vice President Adelle Vlk, she thanked all the officers and committees who worked with her in the past 4 years. Correspondence Secretary Helen Vrla, Jr. also thanked everyone and said it was a joy to have served as an officer of our Krouzek.

Our newly - elected President Bertha Podhrasky was not present due to illness so Vice President Adelle Vlk continued with new business. The Fourth of July Picnic which is celebrated each year at Sokol Zizka was discussed. Our Circle will contribute towards this event, once again. Everyone who plans to attend this picnic is to bring a covered dish.

Adelle Vlk announced the committees who will serve this year, namely: Anne Zvolanek, parliamentarian; Dorothy Reznik, English reporter; Sidney Skotak, Czech reporter; Libby Elsik, sunshine; Liddie Pavelka, sunshine; Millie Noska, birthday cards; Bessie Kalich, hostesses; Telephone -- Lillian Kaska, Hattie Ground, Lillian Graeser, Adelle Vlk, Sidney Skotak, Libby Elsik.

Anne Zvolanek announced the Ennis - Polka Festival. Marie Fitz announced a Czech Play in Houston, Texas. She suggested our group go to this event.

It was reported that Frances Konakovsky was very happy to receive

the ivy plant from our Circle. Henry Snapka (father of Barbara Dybala) is recuperating nicely after being in the hospital. Frank Mach (Agnes' husband) is hospitalized. Anton Cikanek (Mary Kubacak's brother - in - law) recently had by - pass surgery.

Frances Baleja is in Doctor's Hospital.

Dorothy Reznik reported that her father Jerry Urban was doing better now. Jerry suffered deep lacerations and bruises and broken ribs after being beaten and robbed. He had just purchased a cup of coffee and a newspaper at a local restaurant and was jumped by 3 teens as he was going to his car.

On the good news side, Bessie and Phil Reames just returned from Arizona; Las Vegas, Nevada; Los Angeles and San Diego, California.

Lillian Moran visited in her former home area San Franciso, California.

Thanks to Anne Zvolanek for donating this month's door prize and to Libbie Elsik for bringing the flowers for the tables.

I do hope each of you will attend our next meeting, May 5th. Anne Zvolanek said she plans to bring her camera and take pictures of the officers.

In the meantime, stay well and be careful. Seems that each day there is a multitude of crimes committed. The police told my dad that people who are in the senior years are the most victimized because they generally can't fight back. They prey on senior citizens and the police said to me that it is a continuing pattern of robberies of older people here in this city. Do be alert at all times!

Old and New Meet In Richmond, May 7th The Fort Bend County Chapter of the Czech Heritage Society of Texas is hosting a workshop and state meeting on May 7, 1988, at the George Memorial Library, 1001 Golfview, Richmond, Texas. The Chapter has enlisted Terry Farley to speak on the use of computers with genealogy.

Besides this current topic the group will have a historical display, currently available Tex - Czech genealogy research books, and will furnish a lunch with dinner music. The Rosenburg - Richmond Czechfest will be nearby, so come and join us for a weekend full of the old and the new.

Dear Readers, The Youth Club of Lodge 74, Lovelady have our weekly YAD practices on Wednesdays. The juniors practice at 5 p.m. to 6 p.m., and the seniors from 6 to 7 p.m. We have been having a lot of fun.

The adult lodge members have been very busy this month remodeling the inside of our lodge building. They built a new stage in front of the fireplace, put in a DJ booth, and a see - through bar to the game room. It really looks nice. We appreciate the hard work and time everyone put into it to make it look so good.

Some of the youth club members also play Bingo with their parents on Thursday nights.

local Association of Retarded Citizens.

The money is to be used toward their food booth at the Wharton County Youth Fair. We earned the money in our Christmas fund - raiser.

Finance Committee Member Rita Vanek represents District VI. She is a member of Lodge 40, El Campo Hillje and has been an SPJST member for 22 years. She is currently employed at the Commercial State Bank in El Campo as Assistant Cashier, Supervisor of Customer Service and Data Processing.

Rita Frnka Vanek was born in Hillje, Texas. Raised in the Garwood area, she graduated from Garwood High School. Rita married Frankie Vanek in April, 1964. They have two daughters, Kimberly, a senior at Sam Houston State University and Amanda, a junior at El Campo School.

Rita's association with the SPJST began 22 years ago. On the district level, she has held the office president

of District VI and served on the Audit Committee. On the local lodge level, she served as president, vice president, and sales representative of El Campo Lodge 50 before merging with El Campo - Hillje Lodge 40. She is presently serving as president and Bingo chairman and chairman of "Fraternal Affairs" of El Campo Hillje Lodge 40.

She has attended four SPJST State Conventions. This is her third term as secretary of the Finance Committee.

She has credits from Wharton County Junior College in real estate and banking. Rita started her banking career in 1964 at the Wharton County Savings and Loan as secretary and note teller. She was employed with the First National Bank of El Campo for 16 years as assistant cashier working in all departments of the bank. She was supervisor of the savings and CD Department and also helped in the note department. Rita later joined the staff at the Commercial State Bank at El Campo where she is currently employed.

Rita has a real estate salesman license with the Vanek and Pilgrim Real Estate and Insurance Company in El Campo. She served as co - chairman of the El Campo Grande Accordian Contest and also served as treasurer of the Catholic Daughters of America.

Rita is a member of St. Phillips Catholic Church, Catholic Daughters of America, American Legion Auxiliary, National Association of Banking Women, and the National Association of Realtors.

Insurance Committee Insurance Committee member Ben A. Jarma represents District III and has been an SPJST member for 41 years. He holds his membership at Lodge Pokrok No. 84 in Dallas, along with his wife, Lillie; their son, daughter - in - law and two granddaughters.

Ben attended University of Texas one semester, and SMU for four years.

On the SPJST local lodge level, Ben served as entertainment chairman, vice president, president and on the Entertainment Committee. He is an active sales representative for many years and is known for his insurance sales' achievements.

Ben also has been very active in various positions on the district level; namely, treasurer, second vice president, first vice president and president.

His other activities include serving on SPJST Convention Credentials Committee, and was appointed on the Insurance Committee (for District III) during the 1956 convention and has served on this same committee ever since (having attended 8 conventions); he is presently chairman of the Insurance Committee.

As a catalog buyer for 36 years with Sear - Roebuck and Company in Dallas, Ben is credited for his loyal work for the firm and he retired in 1980. He continued to stay active by being an inside salesman for Watso Food Service for 7 years. After serving the public 43 years, he decided to retire in 1988.

Ben enjoys staying busy even in other organizations, such as American - Czech Cultural Society, DSMA Executive Board, City of Dallas Advisory Council Park Department, AARP, Veterans of Foreign Wars Post No. 1837 and is a World War II veteran having served 3 years in the European Theater.

Lekce Ttinacti Lesson No. 13 Accent (stress) and Intonation In this lesson, we will discuss some rules and guides to speaking correct Czech, and using stress and intonation.

1. In Czech, the accent is invariably on the first syllable:— PRA-ce, SKAkat, SKO-la.

2. In the case of 3 or more syllables, there is a secondary , accent on the 3rd syllable: PRA-co-VA-ti, ZA-palo-VA-ti.

3. One syllable prepositions form one single unit with the word following, and are always accented: Do Prahy (doprahy), po valce (povalce).

4. If the preposition consists of only one consonant, v, z, s, k— it must be joined in a single sound with the word following k yam kvarn— (not ke yam): V Novem Yorku (not ye Novem Yorku).

5. Before other groups of consonants these prepositions are said in full and accented: VE stfedu, KE mne, SE mnou, ZE gkoly.

6. Prepositions are pronounced in full if the word following begins with the same sound: YE Vidni, KE kostelu, SE sestrou, ZE zeme. The reason for this is because double consonants are pronounced as single consonants in Czech: (Anna, cennY). A double vv or double kk are not pronounceable.

However, in a word like nejjemnejk, the two j's are separated because nej is a superlative prefix. More on superlatives later.

7. Although the accent is always on the first syllable, it does not lengthen a short vowel following it, and we must not yield to the temptation to STRESS long vowels outside the first syll e.

The length or shortness of a vowel has no bearing on the stress.

8. Stress is not as strongly marked in Czech as in English, German, or Russian. The intonation (melody of the speech— its "musicalness"), that is, the rise and fall in the pitch of the voice, is not made up from as many tunes and patterns as in the above 3 languages. The voice does not rise to as high a pitch, nor does it fall low as readily as in the above languages. In these respects, the Czech language, may be said to be rather "flat" and monotone in character.

9. The outstanding feature of Czech speech is the contrast between long and short vowels, alternating in succession, giving it a rather staccato character.

10. Finally, this rule should probably be observed: if you're not sure which syllable is to be accented, don't accent any; this will be better than stressing the wrong one. Don't worry too much about stresses and intonation at this point, but make it a part of each lesson as we move along.
