We often describe public Safety as “the protection of the public”. It usually references groups like police officers and firefighters as Public Safety Officers. Many governments form their policies on this idea of protecting people’s physical welfare. They often focus on combating crime to help community members feel secure, and they hire for roles like law enforcement officers and medical emergency responders. This panel discussion will not only focus on how the public often views public safety but also on issues around Succession Planning, Mental Health, Substance Use, homelessness, catastrophic incidents, Covid 19 response, workforce diversity, and racial/ethnic disproportionality.

From vercoming the Challenges of Creating an Anti Racist Workplace and Building a Culture of Belonging
This Diversity, Equity, Inclusion and Belonging (DEIB) Workshop will focus on one of the critical underpinnings that often plague local government in advancing equity--CULTURE. The workshop will provide participants with key frames for understanding how cultural challenges, the intersection of identities, workplace norms and how the roots of racism can impact the ability to build belonging and achieve outcomes. Session facilitators will focus on building common language, focus on change strategies and best practice frameworks within government to advance DEIB. Participants will be invited to join in an interactive session, as we build a collective cultural intelligence framework to tackle institutional racism in the workplace.

The National Forum for Black Public Administrators (NFBPA) is is an independent, nonpartisan, 501(c)(3) nonprofit organization. The professional membership organization dedicated to the advancement of Black leadership in the public sector. Founded in 1983 in Fort Lauderdale, Florida, the NFBPA membership has grown to include managers and executives in virtually all disciplines represented in state and local governments. In addition to public service professionals, the association’s membership embraces graduate students, deans and faculty at schools of public administration,community service professionals and executives in the corporate sector.

ABOUT THE SPEAKERS
Reginald K. Duren, Assistant County Administrator, oversees Community Services, Office of Equal Opportunity, Fire Rescue, Human Resources, Medical Examiner’s Office, Purchasing and Risk Management. He also serves as the liaison to the Florida Department of Health Palm Beach County. Mr. Duren joined Palm Beach County government in 2019 as the Fire Rescue Administrator, responsible for more than 1,600 employees and a budget in excess of $450 million. Prior to joining Palm Beach County
Lt. Auguste was born and raised in the City of Fort Lauderdale, Florida With nearly 18 years of law enforcement experience He joined the Fort Lauderdale Police Department in 2006 and currently holds the rank of Police Lieutenant. As a member of the Fort Lauderdale Police Department, he has served in multiple assignments with distinction. These include the Operations Bureau as a road patrol officer, a narcotics detective in the Special Investigations Division, Street Crimes Unit; a federal task force officer assigned to the South Florida Money Laundering Task Force, a detective sergeant in the Office of Internal Affairs, and as the unit supervisor for the School Resource Officer Program.
Constance Stanley began her law enforcement career in 1991 with the Opa Locka Police Department, after which she joined the Lauderhill Police Department in December of 1994. Having come up through the ranks in Lauderhill, Stanley has served in the Patrol Division, Criminal Investigations Division, Professional Standards Unit, Traffic Division, Victim Services Unit, Crisis Intervention Unit (CIT), Crime Prevention Unit and the Canine Unit, and has been the Public Information Officer for the department Chief Stanley was also the leading hand in the creation and implementation of the Halloween Safety Day Event, which is now linked to the Lauderhill Night Out Event put on by the Police Department and City annually.

Chief Kevin Gabay was promoted to the rank of District Chief in 2020. Chief Gabay began his Firefighting career in 2004 with the Broward Sheriff’s Office. He was assigned to the Central Broward and Lauderdale Lakes District where he served 7 years. As a Firefighter, Chief Gabay worked one several specialty units including HAZMAT, ARFF (aircraft firefighting), and the seaport (shipboard and industrial firefighting) Chief Gabay is an alumni of Florida International University with a degree in Psychology and Business Analytics

Wright, is a native Miami Floridian, a graduate of iami Carol City Senior High School, and a Broward County ollege Certified Firefighter/EMT/Paramedic in which I also ossess an A S Degree in EMS Services She is also an ntrepreneur by heart. Her focus stems through out the ommunity as a #FirefigHtER Paramedic, a recognized Business wner, and a true advocate for Women’s Empowerment as she ishes to be a valuable inspiration overall to ANYONE.
Maylee De Jesús is the City Clerk for the City of Boynton Beach. Maylee has 15 years of experience in local government, from small Towns and medium sized Villages to the largest City in Palm Beach County. Over the past 15 years, Maylee has been a part of City Clerks and City Managers associations locally, statewide, and Nationwide. Maylee started her education career in 2009. She graduated with her Associates in Arts Degree from Palm Beach State College in 2014. She then went on to graduate from Florida Atlantic University with her Bachelors in Public Administration degree in 2017, and with her Masters in Public Administration Degree in 2020, at the beginning of Covid.

Born in Chicago, Illinois, Miami became Joseph's home when she was a toddler. Today, Joseph is a well respected attorney. In addition to serving the people of North Miami in her elected capacity, she is a dedicated employee of a notable non profit organization dedicated to the needs of South Florida's immigrant population. From the University of Miami, Joseph earned a bachelor's degree in Political Science, a Master of Public Administration and a Juris Doctorate.
Elizabeth Garcia Beckford, is the City Clerk for the City of North Lauderdale where she has served as a municipal clerk for the past six years. She earned her Master Municipal Clerk designation on January 10, 2020 and her Certified Municipal Clerk Designation on February 21, 2018. She holds a Master’s degree in Business Administration with the University of Phoenix. She is an IIMC Athenian Leadership Dialogue Fellow and the recipient of the FACC 2020 Robert N Clark Award
In 2019, Venice accepted a position as the City Clerk at the City of Lauderdale Lakes. Becoming a City Clerk has been a goal of hers and she is thankful for the opportunity. In her current position, she was instrumental in creating a wellness program to promote healthy behaviors and motivate employees to be active. She also became a member of the Broward County Municipal Clerks Association where she is currently the secretary.

(Miami Alumnae Chapter Legal Advisor), Director f Operations for the Domestic Violence Education and revention Project, member of the National Forum for Black Public Administrators (NFBPA) South Florida Chapter and Executive Leadership Institute (ELI) graduate.
As director of the Palm Beach County Community Services Department, James leads the county’s efforts to engage leaders across various sectors to address homelessness, lack of affordable housing, poverty, and racial injustice. Ms. Guthrie is Owner/President and Principal Strategist of Marshalling Impact, LLC where she provides private consulting to individuals and organizations seeking to achieve aligned impact in organizational development, advocacy and equity centered practices.

Byron Donalds grew up in Brooklyn, New York, and he is also the proud son of a hardworking and loving single mother. His mother dedicated her time instilling in him that greatness requires sacrifice, which drives him as a devoted family man and United States Congressman. Byron is a graduate of Florida State University and received a Bachelor of Arts degree in finance and marketing Byron's career led him to Southwest Florida, where he worked in the banking, finance, and insurance industries Dr. Rosalind Osgood is a member of the Florida State Senate, representing District 33. She assumed office on March 8, 2022. Her current term ends on November 8, 2022. Osgood previously served as a member of the Broward County School Board from 2012 to 2022.Rosalind Osgood graduated from Fort Lauderdale High School in 1983. Osgood earned a master's degree in divinity from New Orleans Southern Baptist Theological Seminary and a master's degree and doctorate in public administration from Nova Southeastern University Her career experience includes working as the CEO of the Mount Olive Development Corporation (MODCO)
Mack Bernard was elected in November 2016 to the Palm Beach County Commission, District 7. Mack ran for County Commission in order to put his experience to work for our community. He ran on a platform of creating more good paying jobs and job training opportunities; improving public safety and law enforcement relations; increasing small business, women and minority participation in county contracts; keeping taxes low; and advocating for more affordable and sustainable housing

Shalonda Warren has served as the West Palm Beach City Commissioner for District 2 since 2021. She is a mother, public servant, business leader, CEO, and proven advocate. Shalonda is the CEO of the Sickle Cell Foundation of Palm Beach County and Treasure Coast. In this role, she has the honor to continue the incredible legacy of Founder Eva Mack, who also served as the city’s first Black City Commissioner in 1978 and then the first Black Mayor in 1982.

Dr Hampton is also a recognized municipal government leader with over two decades of varied, progressive executive public administration & operations experience having served in such positions as Acting City Manager, Assistant City Manager, Director of Human Resources, and Chief Marketing Officer to
name a few, in the states of Florida and North Carolina. Hampton has recently been conferred a Doctor of Business and Leadership honoris causa and holds the Master of Public Administration and Bachelor of Political Science and Public Administration degrees, respectively

Katia M. Philippeaux is an aspiring young leader in the Haitian American community. After discovering her curiosity for policy making and international law in high school, Katia decided to tudy Political Science and International Relations at St. Thomas University, where she obtained a Bachelor of Arts degree . She is currently the Governmental Affairs Manager for he City of North Miami
Dr Carleen Vincent-Robinson is the Assistant Dean in the Steven J. Green School of International and Public Affairs where she oversees all curriculum and course accessibility concerns, including universal design for learning, as well as those issues pertaining to faculty credentialing, student services, and diversity, equity, and inclusion initiatives, among other responsibilities.
Dr Liss Levinson is Senior Research Manager at MissionSquare Research Institute. With 15 years of experience designing, implementing, reporting, and disseminating rigorous, practitioner oriented research. Prior to joining the Research Institute in 2018, Dr. Liss Levinson worked as Director of Survey Research for the Association of State and Territorial Health Officials (ASTHO), where she led the full life cycle of the pre eminent national survey of the status of state and territorial public health in the United States. She has also worked at the Emory University/Cornell University Institute for Health and Productivity Studies, collaborating with partners from the private and public sectors to research and evaluate workplace wellness programs.
