I had a memorable experience at the NFBPA – National Forum for Black Public Administrators in Grand Rapids, MI.

RECAP FORUM 2022

I left empowered and believing in a prism of possibilities. I made some meaningful connections and left with additional tools in my belt to share the best practices learned in my team and organization. I was initially caught off guard with the myriad of similar issues and struggles experienced in municipalities across the country. I now know that some of the challenges are not unique to a specific area or municipality. I am inspired and motivated to find the solutions to these challenges and exchange ideas; NFBPA has provided the platform and forum to do just that. I am grateful to NFBPA and to the South Florida Chapter for giving me the professional development tools packaged in the mentor program as an emerging public administrator. Thank you to the City of Fort Lauderdale for sponsoring my professional development. I was immersed in black excellence during the conference and look forward to continued professional growth by being a part of this organization. Felicia Ford-Powell

My first introduction to NFBPA was Forum 2021 (virtually) and let’s just say, I was impressed. Never had I been exposed to so many black professionals of such high esteem in one setting. I was excited and the conference reinvigorated a sense of purpose I had not felt in a while. Fast forward to the end of 2021 and I was selected to participate in the Mentor program. Elation and trepidation lived happily within me, but I was humbled to have been selected and promised to give it my best. I was paired with, not just one, but two amazing women who sowed into me as my mentor and the team coach for my team’s project. Ms. Valmarie Turner, Assistant County Administrator – Loudoun County, VA and Mrs. Virginia “Ginger” BlountMoore, Deputy Director of Department of Human Services – Newport News, VA are truly a Godsend, and I am honored to call them my mentors. They have shared their insight, wisdom and knowledge as well as impart life lessons that I will use for years to come. I am thankful to the City of Fort Lauderdale for allowing me the opportunity to attend Forum 2022 and glean the wealth of knowledge and experience that was shared amongst attendees, presenters, and celebrity guests. While the celebrity presenters were both powerful and relatable, Magic Johnson’s business acumen left me in awe, the most memorable part of Forum 2022 was meeting and speaking with members from across the country. They were happy to share their stories, knowledge and extend a hand of friendship.

These connections gave me hope for the future, allowed me to understand that I am not alone in my professional struggles and gave me some muchneeded enthusiasm to continue on the path of pursuing my goals. This inaugural award was first presented at FORUM 2008, celebrating NFBPA’s 25th anniversary. The award recognizes an NFBPA member who has demonstrated commitment to excellence and service to others. The individual must have demonstrated an exceptional ability to foster positive collaboration, communication, and cooperation among the NFBPA Community. The individual must have demonstrated actions reflective of strong commitment to the mission and goals of NFBPA. The NFBPA Member actively seeks out innovative and creative solutions when confronted with challenges, issues, or the need for improvement. NFBPA South Florida Chapter President Dr. Philip Harris is the 2022 Jacqueline L. Whitman Distinguished Service Award Honoree. Dr. Philip Harris has been a dedicated, driven, and focused COP president this past year. Some of his accomplishments in this role includes finalizing the scope of work for the local operational guide, which is currently moving through the RFP process, implemented professional development segments in COP monthly meetings, convened a chapter committee, and hosted and solicited sponsors for a successful EMERGE conference held in South Florida, November 2021. Dr. Harris is a graduate of NFBPA’s signature programs, ELI and Mentor programs and has worked closely with the national office on various initiatives. One of his goals is to increase the visibility of the national organization to gain more members within local chapters.

Add Dr. Harris has more than 18 years of operations and administration experience in various sectors of local government and non-profit organizations. He is currently the Executive Director, Citizens Investigations Board, City Manager’s Office, in N. Miami, Florida. Dr. Harris has served in several leadership capacities within NFBPA, on national and local levels. He has been instrumental in rebranding the South Florida chapter through increasing fundraising efforts, nurturing relationships with corporate and business partners, expanding professional development opportunities, and facilitating membership growth. Under his strong strategic leadership, the South Florida chapter continues to succeed in meeting their goals as the largest chapter in NFBPA. With his organizational and interpersonal skills, Dr. Harris will advance the Council of President’s vision to the next level. Many of his NFBPA colleagues will share that his passion is to make a difference in developing, enhancing, promoting, and cultivating black professionals in the field of public administration and NFBPA as an organization.


STEVEN D. FORD MEMORIAL AWARD

Steven D. Ford Memorial Award NFBPA is committed to recognizing excellence in scholastic and professional achievement. In an effort to further the goal of “grooming and preparing younger, aspiring, public administrators for seniorlevel management positions,” NFBPA offers the Steven D. Ford Memorial Award. Only one award is given each year which is presented during the ELI/Mentor Program graduation at FORUM. This nationally-competitive award seeks to recognize a young administrator, under age forty (40), who has demonstrated above average commitment and success in his/her profession, in the community and contributed to the overall good of public service.

NFBPA South Florida Emerging Leader Daphnee A. Sainvil, J.D., LL.M. was the 2022 Steven D. Ford Memorial Award Honoree. Daphnee currently serves as the Government & External Affairs Manager for the City of Fort Lauderdale. She oversees the City’s entire legislative portfolio – strengthening relationships with both federal and state legislators. Daphnee also manages, promotes, and revitalizes the Economic Development & Community Investment Division by maintaining working relationships with businesses, residents, and visitors, and other stakeholders citywide. As Manager of the Division she is also tasked with attracting, retaining, and growing businesses and the business ecosystem in the City. She has earned her law degree, from Western Michigan University Thomas M. Cooley Law School; Master’s degree, in business administration from Nova Southeastern University; and her bachelor’s degree in legal studies and psychology from Nova Southeastern University. In 2017, Daphnee has earned her Master of Law (LL.M) with a focus on Homeland and National Security from Western Michigan University Thomas M. Cooley Law School.


OFFICER HIGHLIGHT 2ND VICE PRESIDENT

Leon Pinder is a native Floridian - born and raised in West Palm Beach. He graduated from Palm Beach Gardens High School and has been employed by Hertz Rental Car, Publix Supermarket and as a truck driver. Working for over twenty-five years with the City of West Palm Beach, Leon’s career started as a Refuse Collector, promoted to Sanitation Equipment Operator, Sanitation Supervisor and now serves as Sanitation Superintendent. Leon is a member of the Solid Waste Association of North America, and holds certification in Municipal Solid Waste Collection Systems. As a Certified Public Pension Trustee, currently serving as the Chairman of the Board of the West Palm Beach General Employee Pension Fund and Trustee, (inconsecutively for 10 years) Leon currently serves as the Co-Coordinator of the Management Union for the City of West Palm Beach.

A member of the American Public Works Association (APWA), which provides varied educational and networking opportunities, helps public works personnel grow in their professionalism and improves the quality of life in the communities they serve, inspires Leon in providing solutions for the complexity of the many concerns in the community.

Leon volunteers for numerous community events including neighborhood cleanups, volunteering with the Solid Waste Authority of Palm Beach County and helping elderly members in the community. He is the recipient of numerous “Star Awards” from the City of West Palm Beach and also serves as managing partner at Pinder Pinder and Associates, LLC. “I am a people's person and I enjoy helping people all the time in whatever manner I may be able to. One of my favorite sayings is, It can always be worse. Look around you and then tell me if your complaint is still the same. Make it a great day!”

The Educator of the Year Award is bestowed upon an African American Educator who is committed to excellence in the teaching of public administration. The Educator should have demonstrated a commitment to actively seek out opportunities to further the knowledge and skills of individuals at all levels of professional development. Mentors and cultivates others with the goal of promoting the transfer of knowledge and influence within public administration. The Educator is known to have an ability to recognize and cultivate the abilities and talents of others. NFBPA South Florida Chapter Member Dr. Agatha S. Caraballo is the 2022 Educator of the Year. Dr. Caraballo is the Founding Director of the Maurice A. Ferré Institute for Civic Leadership and an Associate Teaching Professor in the Department of Public Policy and Administration in the Steven J. Green School of International and Public Affairs at Florida International University (FIU). She is also an Affiliate Faculty in the African and African-Diaspora Studies program and Master of Arts in Global Affairs degree program. She is a Past Chair, Mentor, and former Treasurer of the Section for Women in Public Administration (SWPA) for the American Society for Public Administration (ASPA), as well as a past President of the ASPA South Florida Chapter. Presently, Dr. Caraballo serves as the inaugural Director of Teaching for the Black Faculty Association at FIU. Dr. Caraballo has been active and dedicated member of the NFBPA South Florida Chapter. Assuring that NFBPA South Florida Chapter has a presence on FIU campus and the ICMA student Club. She was instrumental to the pilot Public Administration Day at Boyd H. Anderson High School on April 27, 2021. Public Administration Day allowed Public Administrators from various arenas to invest in the success of our future leaders by providing another link in the training/mentorship pipeline.


ACADEMIC SUCCESS STORY

Dr. Danita A. Crawford Dr. Crawford is a results-driven professional, who has an extensive background in case management, counseling, and behavior therapy. Her vision is to assist in the betterment of her community. As she advances, she believes it is her responsibility to teach others. Therefore, she consistently serves as an example and mentor for those who are at a disadvantage. She continues teaching undergraduate psychology courses while remaining an advocate for at-risk individuals and families. She is a passionate, dynamic, kindhearted individual, whose hard-earned experience led her to volunteer as Board Member of several organizations including the National Forum for Black Public Administrators, Montgomery County Housing Opportunities Commission, Bernie Scholarship Awards Program, Zeta Light Foundation, and Connection Coalition. Through these experiences, she assisted with policy direction, fundraising, budgeting, and event coordination and execution.

Dr. Danita A. Crawford has had an extensive 20+ year professional career in the field of mental/behavioral health, with 12+ years of management, 9+ years in Higher Education, and 8+ years in Public Administration. She earned her bachelor’s degree in Social Relations with a concentration in Criminal Justice from Cheyney University of Pennsylvania. She holds a master’s degree in Clinical Health Psychology from the University of the Sciences in Philadelphia. She obtained a Ph.D. in Psychology from Capella University. Additionally, she is a Licensed Behavior Specialist and Certified Trauma-Focused Cognitive Behavioral Therapy Clinician. Dr. Crawford was recently appointed as the Services Recovery Manager to Broward County Public Schools (BCPS). This position was created as a result of the Marjory Stoneman Douglas (MSD) tragedy that impacted the Parkland community on February 14, 2018. Before her current role, Dr. Crawford served as a District Administrator overseeing the implementation of positive behavior and intervention strategies across the 6th largest school district in the United States and 2nd largest in Florida. Previously, she served as a Broward County Government Contracts and Grants Administrator with the Health Care Services and Children’s Services Administration sections of the Broward County Human Services Department, Community Partnerships Division. Throughout her time at the Broward County Government, she managed over 35 contracts and nearly $22 million in contracted services for children, youth, and adults in the areas of Family Counseling, Juvenile Justice System, Mental/Behavioral Health, Special Needs, Child Welfare Services, Domestic Violence, and LGBTQ+ Services. She closely coordinated with stakeholders, funders for both children and adult services, and Broward County service advisory boards to ensure a responsive and inclusive system of care.


ACADEMIC SUCCESS STORY

Dr. Tomara Graham-Mays is the Executive Director at Family Promise North Central Palm Beach County. Family Promise North Central Palm Beach County is a non-profit whose mission is believing that every child deserves a home. Family Promise provides shelter and resources for families experiencing homelessness, so that they can achieve a sustainable independence. Dr. Mays holds a Bachelor of Arts in Organizational Leadership, a Master of Professional Studies in Executive Management. Additionally, Dr. Mays earned a Doctor of Education in Leadership and Management from St. Thomas University, Miami, Florida.

Family Promise is a 501 (c) (3) non-profit organization dedicated to helping homeless families in our community regain their independence. Currently in Palm Beach County, there are nearly 2000 homeless children registered in Palm Beach County Schools.

Dr. Mays’ passion and commitment to people and her respective communities allow her to give back to those who need her most. She is an active member of Zeta Phi Beta Sorority, Inc. Chi Zeta Zeta Chapter Royal Palm Beach and Wellington, Florida and serves as the Area IV Social Action Get Engaged Coordinator. Dr. Mays is a member of the National Forum for Black Public Administrators South Florida Chapter and serves on its board as the Program Coordinator and serves as a member to multiple professional and social organizations. She has over 12 years of experience working in both the public and nonprofit sectors where her focus has been self-sufficiency, sustainability, and breaking barriers for change. Dr. Mays has a passion for working with vulnerable and hard to serve populations. She has led several programs that addresses the needs of children, youth, homelessness, disability, and offenders. Dr. Mays credits her success to a strong commitment to her faith and the demonstration of a strong work ethic from her mother. Dr. Mays believes her community needs her and that her leadership will bring hope and provide many the opportunities needed to strive in this economy. Dr. Mays considers her roles as proud wife to Jack and loving mother to her son Jal’an, her greatest accomplishment.


ACADEMIC SUCCESS STORY

James is one of 16 children. 16 out of 17 of his siblings completed college and four of them have a doctorate degrees. James’ father was a WWII vet and graduate of Tuskegee University. He began sharecropping to support his family after retiring from county government in 1979. James believes in the value of hard work and getting a good education. Growing up in poverty, He and his siblings worked tirelessly in the fields during harvest season but always made time to help the less fortunate. As an adult, James has continued to help others by transforming systems that often perpetuate racial inequities and poverty.

As director of the Palm Beach County Community Services Department, James leads the county’s efforts to engage leaders across various sectors to address homelessness, lack of affordable housing, poverty and racial injustice. James values his family and spirituality above all else. He is a member of Omega Psi Phi Fraternity, Inc, where he started the Omega Lamplighters program in 2012. He received his B.A. degree from Auburn University, his M.S. degree from Palm Beach Atlantic University and his PhD from Florida Atlantic University. James is the proud husband of Dr. Michelle Green and he is the father of two beautiful teenage daughters, Jamie and Trinity. A parents often underestimate their importance. By raising their young children, they’re effectively raising and educating the next generation, and therefore the future history of the world! It’s a momentous undertaking, if you think about it! My name is Dr. Joanna Reid-Enoise. I am a Palm Beach native, particularly raised in Delray Beach, Florida. I am a descendent of two amazing parents who immigrated to the United States in the 1980s from Haiti. I am a proud first-generation, Haitian American. I enjoy spending time with my family, traveling, watching movies, sports, and sleeping. How long have you been in NFBPA and why did you join?

I have been a member of the National Forum of Black Public Administrators since 2014. Fresh out of graduate school at the University of South Florida, Dr. Philip Harris introduced me to NFBPA. I am also a graduate of the NFBPA Mentorship Program in 2015 (Notorious Nine). At the time of joining NFBPA, I wanted to be connected with other Public Administrators like myself and learn from experienced members as I was just beginning my journey as an emerging leader. Now I have been in NFBPA for 8 years, this organization has been a true inspiration for me professionally. While in NFBPA, I have been able to gain connections with other public administrators, take on leadership positions as a former Emerging Leader chair, and learn new strategies that helped propel my career. I am truly grateful for this organization.

CORPORATE MEMBER HIGHLIGHT Dr. Paula Hopkins, Pepsi Beverages North America: Sr. Director of Strategy An executive leader brings over 29 years of leadership, sales, and operations experience. Paula has led a variety of finance, operations, and sales roles in both field and headquarters at PepsiCo. She is currently responsible for providing ongoing strategic direction to support the organization with new initiatives and growth opportunities in her current role. Key focus areas include delivering transformational change in PepsiCo’s Racial Equality Journey pillars for People, Business, and Community. Lead compelling thought leadership on topics such as transformation, community partnerships, and next-generation opportunities.

Dr. Paula Hopkins, Pepsi Beverages North America: Sr. Director of Strategy

Paula completed her doctorate at Rollins Crummer graduate school, where she will defend her dissertation: Impact and Influence: The Effect of Mentorship on Job Advancement among Executive Women. Her dissertation examined the role of mentorship on job advancement among executive women, particularly Women of Color women. She holds a Master’s of Business Administration from the Crummer Graduate School at Rollins College and a Bachelor of Arts Degree from Rollins College. She also earned her LSS-Green Belt from Purdue University in 2021.

Paula has been instrumental in leading many diversity and inclusion efforts across PepsiCo. She currently sits on the PepsiCo Beverages National Taskforce for the Racial Equality Journey. Her efforts have helped create a more equitable and inclusive culture, assisting a generation of professionals to excel in their careers at PepsiCo. She also serves on several boards, both internally and externally. Board seats include PepsiCo Beverages National Racial Equity Board, Warrick Dunn Charities, Inc., Urban League of Louisiana, National Forum for Black Public Administrators South Florida Chapter Corporate Advisor Council Chair, Best Buddies, Miami Beach Chamber, and the Miami Super Bowl Host Committee.

Treasa Brown Stubbs, Assistant City Manager/ Director of Parks and Human Services, Lauderdale Lakes Are you an ICMA member, why did you join, and how long have you been a member? I have been an ICMA member since 2018. My City Manager encouraged me to attend the 2018 ICMA conference, where I gained so much insight from the conference alone. In addition to the excellent conferences, I have taken advantage of several professional development opportunities that have proven themselves to be very beneficial to my professional growth. Why did you select a career in public service? Serving the public comes natural to me; I’ve been serving the public starting at a young age; elementary school (girl scouts), high school (student government), and now of course I came from humble beginnings and I feel like it is my obligation to give back to the community through my passion of service.

On a typical day, besides putting out fires…. I assist the City Manager with directing the Executive Team and handling high priority items for the Mayor and Commissioners, discussing financial priorities with the Finance Director, applying for grants, meeting with staff to plan special events, city programs and projects, meeting with community stakeholders, amongst various other tasks that come with the dayto-day operations. If you are involved in any volunteer or leadership activities in your community, please share with us a bit about what you do and why it is important to you. I have been a member of the National Forum for Black Public Administrators South Florida Chapter since 2007 where I have served as the 2nd Vice President and currently as the Broward County Representative. Within this capacity, I assist voluntarily with many professional development events such as coordinating workshops, conferences, networking events, and mentoring students. I also mentor several young professionals and speak at annual career days at local schools. I have also recently launched my non-profit organization called Raising Little Me, Inc. to assist underprivileged youth with finding their path to their life goals.

MENTOR & ELI CLASS PROGRAM HIGHLIGHTS

NFBPA South Florida Chapter had five graduates of the Mentor and Executive Leadership Institute programs. “Many of our nation's most respected executives, in both the public and private sectors, cite the support, influence and encouragement of a mentor as a contributing reason for their success. As an organization dedicated to grooming Black administrators for the challenges of senior management positions in the public sector, the National Forum for Black Public Administrators is firmly committed to fostering mentoring relationships that will increase career opportunities for the "next generation of Black public managers." With this commitment in mind, in 1987 NFBPA launched the Mentor Program, a unique program designed to positively impact the professional development of emerging public administrators. The program is an intensive, eight-month initiative with a two-fold focus. First, emphasis is placed on skills building, with specialized workshops offered during two group meetings. MISSION Successfully deliver proactive value to NFBPA members by providing structured career transition resources to support members during a period of adversity, challenge, and change. OBJECTIVE Effectively assist registered members in the MIT Program when faced with an involuntary (or voluntary) career change that leaves the member in a “transition” status.

To become fully aware of how you want to grow personally To meaningfully aim toward what you nest want to do professionally To maintain needed balance and a sense you are steering the ship to your life To prepare you to heighten and enrich your leadership abilities with the goal to secure a position that is a high-quality match for you.

Work-life balance is the relationship between your work and the other important things in your life, like your family, sport and social life, household chores, volunteer commitments and so on. If you feel like you have enough time for all of these things in your life, you probably have a good work-life balance. And when you have a good work-life balance, you’re more likely to have the mental and emotional energy to give your children the loving attention they need to develop, learn and thrive. A well-balanced family life can also help you enjoy life, manage stress and prevent burnout at work.
