This document provides a high-level overview of benefits at Spartanburg Water. Please read it carefully and select the plans and programs that are best for you. The process of selecting or changing your benefits occurs within the first 30 days of employment. Employees may change their benefit selections each year during Open Enrollment.

Health-Related Benefits

Medical Insurance

Spartanburg Water is self-funded. We design our insurance plan, then we hire a firm to process the claims and assist in purchasing back-up insurance to cover large claims.

To be eligible for medical insurance, one must be a regular employee working a minimum of 30 hours weekly. Employees are offered coverage after 30 days of employment. Employees may elect single coverage, employee + one child, employee + children or full family coverage. Your young adult children under 26 years of age can join, remain or return to Spartanburg Water’s plan even if they are married, not living with you, attending school, financially independent, or eligible to enroll in their employer’s plan.

If you or your insured spouse uses a tobacco product, then add $40 per pay period to your premium. Smoking cessation programs will be offered annually. Contact HR for details.

Any spouse of an employee who has access to other employer-based group medical insurance will be required to enroll in that plan as their primary medical

insurance plan before they can enroll in Spartanburg Water’s medical plan. Spartanburg Water’s medical insurance will then become the secondary insurance for your spouse. This provision does not apply to dental insurance.

Retirement Insurance Eligibility

Retiring employees under the age of 65 with a minimum of 12 years’ service with Spartanburg Water are insured under individual medical plans offered through BlueCross BlueShield, at no cost. Spartanburg Water will pay 100 percent of the monthly premiums for eligible early retirees. Eligible participants are enrolled in the best available individual plan option offered through BCBS of South Carolina. Plans are offered tax-free to early retirees and they can remain insured through an individual policy until the time they are eligible for Medicare. The early retiree medical insurance program is accepted in lieu of medical COBRA.

If you become eligible for the early retiree plan, you will need to complete the enrollment form and submit it to Human Resources no later than 30 days prior to your intended effective date (all plans will start on the first of a month).

Spartanburg Water does not pay for retirees’ dependent care coverage.

Wellness Benefits

Spartanburg Wellness Program

SWS partners with Engagement Health Group to provide all of our team members with a comprehensive and valuable health and wellness program. This program collaboration with Engagement Health Group was created to help us accomplish the following:

1. Provide insight to each of our associates on their current state of health and wellbeing.

2. Improve the financial viability of our self-funded insurance plan.

3. Prevent increases in the cost of insurance premiums for employees.

4. Maintain a healthy workforce that continues to help Spartanburg Water provide exceptional service for our community.

Those who opt-in to the program will receive an annual health insurance premium credit of $1,000, to be paid in a $38.47/biweekly premium credit to their paycheck.

Diabetes medications:

• Diabetes management is more beneficial for the employee because you and your doctor manage it. Diabetic medications are available with zero co-pay. The co-pay does apply to office visits.

Chiropractic benefit:

• Chiropractic care triggers your body’s ability to heal. This is a benefit that can prevent the need to take medications for minor injuries or pain like neck, back and headache pain. Chiropractic annual benefit is $1,200.

Health Coaching

A team of nationally accredited coaches including registered nurses, dietitians, health educators along with other health and well-being professionals are available by phone at no cost to employees. These professionals are able to offer suggestions and advice on a number of medical issues. Such as:

Telemedicine

Blue CareOnDemandSM Powered by MDLIVE®

Get quick care from anywhere with Blue CareOnDemand telemedicine visits. A telemedicine visit lets you see and talk to a doctor from your laptop or mobile device. Members can choose U.S. board-certified doctors for consultations or diagnosis, even prescriptions (when available and appropriate). It’s an affordable and convenient way to see a doctor via video using a mobile device or the web, 24/7/365.

Telemedicine doctors can treat cold and flu symptoms, bronchitis and other respiratory infections, sinus and ear infections, pinkeye, allergies, migraines, rashes and other skin irritations, urinary tract infections and much more! Register today so it’s ready when you need it. $0 co-pay.

Mental Health Coverage

Spartanburg Water added mental health benefits to the medical plan effective May 1, 2018. Benefits will be paid for mental health services provided on an inpatient or outpatient basis.

Vision Insurance

(included in medical plan)

• One eye exam, including refractions, in a 12-month period. The plan pays 100 percent of the billed charges after the $25 co-payment.

• Hardware including frames, lenses, contacts and any coatings for lenses up to a $600 maximum payment per benefit year.

• A contact lens fitting allowance of up to $150 (in addition to the $600 vision maximum)

• Restorative lens surgery including Lasik eye surgery up to a Lifetime Maximum of $1,200 per eye.

• Vision insurance is a reimbursement benefit. Charges are paid at time of service and claims are then submitted for reimbursement.

Hearing Aid Benefit

Hearing Aid allowance is $3,000 every three years to allow for more employees to take advantage of hearing aids without it being cost prohibitive.

Flexible Spending Accounts (Pay Plus)

This benefit is fully funded by the employee. The IRS 125 Plan allows you to pay dependent health/dental premiums with pre-tax dollars. You may also set up medical and dependent daycare spending accounts to pay non-covered medical expenses. This benefit will increase your take home pay and reduce your tax liability. The medical account maximum is $3,200. The dependent care maximum is $5,000.

Hepatitis A and B Vaccines

When employees are hired, they are offered the opportunity to receive the Hepatitis A and Hepatitis B vaccines at no cost. Before making the decision about the Hepatitis B vaccine the employee is provided Bloodborne Pathogen training at Spartanburg Regional Occupational Health. Spartanburg Water is required to offer this vaccine to certain employees who may be at risk of exposure. The Hepatitis A vaccine is also recommended for these employees. Spartanburg Water offers both vaccines to all employees who wish to receive them. For more information, contact HR.

Every 10 years, employees can be checked if Hepatitis B antibodies are still present. If not, the Hepatitis B shot will be offered.

EpiPens

EpiPen® (epinephrine) auto-injectors are provided to employees for the emergency treatment of lifethreatening allergic reactions (anaphylaxis) caused by allergens, exercise, or unknown triggers. Employees who present a doctor’s prescription for the EpiPen® will receive it at no cost.

Shingles and Pneumonia Vaccine

The FDA has approved the new Shingles vaccine (Shingrix) and the eligible age has been reduced from 55 to 50. The Pneumonia Vaccine was eligible at age 65 but the age requirement will be waived on the recommendation of a doctor.

Safety

In order to minimize workplace hazards and increase worker safety and health, Spartanburg Water has established a Safety and Health Program. The Safety and Health Program was developed using applicable Federal (OSHA/EPA), State (OSHA/SCDHEC) regulations, water and sewer industry practices, and any other safety practices that are applicable to our industry. All safety training, equipment, and PPE are provided by Spartanburg Water at no cost to employees.

Pavilion #1 Rental

As of October 1, 2021, the Pavilion #1 total fee of $550 includes a $450 rental fee and a $100 refundable damage deposit. Employees receive one rental per calendar year at half price plus the refundable damage deposit. This enclosed, lodge-type facility accommodates approximately 125 people, and has a kitchen equipped with a refrigerator, microwave, restrooms, and a large meeting room with a fireplace.

Boat Permits

Employees pay half price for boating permits for Lakes Bowen and Blalock. Boats must be registered to the employee or the employee’s spouse to obtain the half price permit. You may also purchase day permits if desired. Please contact Human Resources for your Employee Eligibility Form to begin the permitting process.

Military Leave

Employees that are in the reserves and have training and/or duty will receive up to 15 days per year of leave by Spartanburg Water. Employees called to active duty will receive an additional 30 days of paid leave.

Employee Suggestion Program

A suggestion program provides opportunity for employees to present their suggestions and ideas to improve safety, service, productivity, efficiency, revenue or reduce costs. Employees who submit suggestions that are implemented may win cash awards. Awards are given quarterly and annually.

Company Paid Time Away From Work

Spartanburg Water has several programs that allow employees to take time off to maintain a healthy work/ life balance. The following is a brief explanation of Spartanburg Water’s programs regarding paid leave:

Holiday Leave

Spartanburg Water observes twelve paid holidays each year. The elective holiday must be used by the end of the calendar year. The holidays are:

Family Medical Leave

Family Medical Leave (FML) can be used if you have been an employee for a period of 12 months and have worked for at least 1,250 hours during a 12-month period. To calculate available FML, Spartanburg Water uses a rolling 12-month period measured backward from the date an employee uses FML. Leave may be paid or unpaid, depending upon the employee’s available paid leave banks.

Civil Leave

All regular Spartanburg Water employees selected for jury duty or subpoenaed for court proceedings shall be entitled to Civil Leave with pay for the period of absence required. Such leave will not be charged to annual or sick leave earnings.

Sick Leave

Paid Sick Leave is provided for each full-time employee and is accumulated at the rate of eight hours for each full calendar month of service. Overtime hours do not count toward earning Sick Leave. Sick Leave may not be used as Annual Leave. A maximum of 1560 hours may be accumulated. Sick Leave may be used as soon as it is accrued.

Funeral Leave

This benefit is for Spartanburg Water employees who suffer the loss of a loved one. Employees may take up to three (3) days of paid funeral leave in the event of a death in the immediate family, which includes the employee’s spouse, employee’s or spouse’s children or stepchildren, parents or stepparents, grandparents or stepgrandparents, grandchildren or stepgrandchildren, brother or his spouse, stepbrother or his spouse, sister or her spouse, stepsister or her spouse.

Additional days may be approved by the supervisor/ department manager when needed, but will be charged to Annual Leave, Comp Time or absence without pay (C-time). Absences to attend funerals other than those of the family members above may be charged to Annual Leave, Comp Time or absence without pay (C-Time).

Annual Leave

Employees accrue eight hours of paid Annual Leave (paid vacation) per month worked. Upon successful completion of 90 days employment, employees may begin using their earned Annual Leave. Annual Leave must be scheduled in advance and approved by the employee’s immediate supervisor or department manager. After five years, the accrual rate is 10 hours per month worked. After 10 years the rate is 12 hours per month worked. After 15 years the rate is 14 hours, and after 20 years the rate is 16 hours. The maximum amount of Annual Leave that can be banked is 30 days (240 hours). Employees may sell accrued Annual Leave in excess of 180 hours back to the company, if requirements are met. Such requests may be submitted in June and December.

Vacation Buy Back

Employees may sell accrued Annual Leave in excess of 180 hours back to the company. In order to do so, the employee must have used at least five days of Annual Leave, and no more than six days of non-FML unplanned leave during the previous 12-month period.

Investing and Retirement

South Carolina Retirement System

As a South Carolina Retirement System (SCRS) member, you have a retirement account into which your contributions are remitted and accumulated on a tax-deferred basis. If you have not retired, your account earns interest compounded annually on your balance as of the previous June 30.

You contribute a tax-deferred nine percent of gross pay to your SCRS retirement account and Spartanburg Water contributes 18.56 percent to your account beginning July 1, 2023.

Retirement (unreduced annuity) for Class II employees is: 28 years of service, five years of which must be earned; or age 65 with five years of earned service. Retirement for Class III employees is: age 65; or Rule of 90 (age plus years of service equal to 90).

Life Insurance

One time annual salary provided after one year of service with SCRS at no cost to employees.

401K & 457 Savings Plans

Spartanburg Water offers its eligible employees a competitive Deferred Compensation Program to plan for the future. This program allows employees to open 401K and/or 457 retirement savings accounts.

Payments are payroll deducted using pre-tax dollars. There is a low minimum investment of $10 per paycheck. A Roth 401K is also an option under this plan. The Roth 401K allows you to contribute after-tax dollars, but then withdraw tax-free dollars from your account when you retire. The plan features:

• Toll-free account access 24 hours a day/7 days a week at 1-877-457-6263.

• 24-hour online access through the SCDCP’s website at http://southcarolinadcp.com.

• You can download forms, conduct transactions, access account-specific information, and locate highlights of the SCDCP, along with a number of helpful resources.

• You can speak with a local Plan Consultant weekdays, 8 a.m.- 6:00 p.m. EST at 803-737-6800, or visit the SCDP local office at 202 Arbor Lake Drive, Columbia, South Carolina.

• Your contribution amount may be changed at any time by using the website or by calling the South Carolina Deferred Compensation information line.

To Better Understand Your Options

Traditional 401K

A traditional or pre-tax 401K is a workplace retirement savings plan that allows participants to contribute on a pre-tax basis. Contributions to the plan are made before income taxes are calculated, thus reducing current federal taxable income. As a result, you don’t pay any current federal income tax on your contributions; however, distributions are taxed as ordinary income.

The tax advantage of a traditional 401K: Participants defer current income taxes on contributions and investment earnings until the money is received, usually during retirement years, when they might be in a lower tax bracket.

Roth 401K

Unlike the traditional 401K, the Roth 401K option allows you to build your retirement savings with after-tax dollars. As a result, your Roth 401K contributions and any earnings they make can be taken tax-free for future qualified withdrawals. This option also allows for an easy rollover into a Roth IRA, which may be beneficial for individuals later in life.

Disability Benefits

Who is eligible for coverage?

Eligible Class(es): All active regular employees (excluding temporary and seasonal employees) working at least 30 hours per week

Short-Term Disability

(This benefit is paid by Spartanburg Water. Employees are auto-enrolled.)

The weekly benefit will be the lesser of:

• 60 percent of your weekly earnings; or

• $1,500, reduced by other income benefits.

The maximum duration of benefits for a disability is 24 weeks. Benefits begin for disability on the 15th day of disability.

South Carolina Retirement System

After five years of service in the SCRS, Class II employees (hired prior to July 1, 2012) are eligible for disability retirement if approved for Social Security disability benefits. For Class III members (hired on or after July 1, 2012) eight years of service is required. If the disability is the result of a work-related injury or illness, the 5- or 8-year requirement is waived.

Long-Term Disability

(This benefit is fully paid by Spartanburg Water)

Maximum Monthly Benefit: $10,000

The Minimum Monthly Benefit will be the greater of:

• $100; or

• The maximum duration of benefits is based upon age at disability. Contact HR for details.

Benefit percentage: 66 2/3 percent

Mutual of Omaha Term Life

Spartanburg Water offers a Group Optional Term Life Insurance to all full-time employees. The plan, fully paid by the employee, features the following:

• Choice of coverage amounts.

• Spouse and dependent children coverage amounts.

• Competitive group rates.

• No health questions for certain coverage amounts.

• Contact HR for details and rates.

Customer Service Recognition

Employees at Spartanburg Water provide exceptional customer service on a daily basis. To acknowledge this fact, employees are asked to submit an Outstanding Service/Great Employee Actions Recognition Form, highlighting when external customers take time to recognize efforts made by Spartanburg Water employees, and when employees themselves see internal great employee actions and service. Employees who are recognized receive a $10 gift card at the annual Employee Recognition Celebration.

The first full week of October each year is celebrated as Spartanburg Water Week to show employees that their day-to-day efforts to meet customers’ needs, both external and internal, are appreciated. The celebration includes a small recognition given to all employees and a meal.

Uniforms

Uniforms are provided for certain jobs with Spartanburg Water. Uniforms are available to new employees whose jobs require them within the first 30 days of employment. Uniforms are provided, cleaned and maintained by the uniform vendor at no cost to the employee. Employees are given opportunities to purchase t-shirts, sweatshirts, coveralls, etc. through the Outerwear Program.

Employee Chaplaincy Program

Employees and their family members may use the company sponsored Chaplaincy program to help manage issues that could adversely affect their work and personal lives. This program, along with additional resources to our employees and their families, differs from the Employee Assistance Program (EAP). The difference between the two programs is the opportunity to create a personal connection with a chaplain. These benefits are provided at no cost to employees.

A nondenominational chaplaincy program offers the same range of support and referrals to additional resources as the EAP, however, chaplains will not only be making visits onsite throughout the organization, but will become familiar faces for our employees.

The Chaplains provide support for individuals, as well as immediate family members, and can help provide guidance and confidential support for problem issues including, but not limited to – marriage, divorce and remarriage, serious illness, death and grief recovery, parenting, concerns with caring for aging parents – as well as other personal issues.

Additionally, through the free, downloadable MyChap App, the chaplain services are available for all employees and immediate family members, 24 hours a day, 7 days a week, and 365 days a year. The services are also nationwide, so even if you are out of town it is possible to still reach out to receive care and support. Please visit the Spartanburg Waterweb or call Human Resources for your company ID number and instructions to download the App.

Employee Assistance Program

First Sun EAP offers some great benefits for our employees and family members in the same household, including college students. This addition will assist our employees with emotional well-being, relationships, financial stability, legal issues, health and personal growth.

You and your household members can take advantage of three counseling sessions at no charge. This is a great addition to our Chaplaincy program for counseling and emotional support.

Workers’ Compensation

Spartanburg Water pays the full cost of Workers’ Compensation insurance for all employees (except temporary employees working through a staffing agency). An employee who is out of work due to a work related injury or illness has the option to charge the first seven days to annual leave, sick leave, or banked comp time after the 14th day. From the eighth day until able to return to work, the employee will receive compensation according to South Carolina Worker’s Compensation Law. Contact HR for details.

Spartanburg Water allows light duty for employees on workers’ compensation leave. If an employee is offered light duty and refuses, worker’s compensation benefits will be stopped. Absences due to a work related injury may also qualify as FML.

Educational Assistance

An Educational Assistance Program is available to assist employees in developing their job skills and promotability. All regular employees, working a minimum of 30 hours per week, who have completed one year of continuous service are eligible to apply for educational assistance. Upon successful completion of the pre-approved course(s), the employee will be reimbursed for the cost of tuition, textbooks, registration fees, laboratory fees, supplies, equipment and any other costs required for the course(s), excluding tools, meals, lodging, transportation or general school supplies. Within the limits of the budget, reimbursement to participants in this program will be limited to $2,400 per year. Contact HR for details and forms.

The company pays for certifications and licenses, such as water plant and reclaimed water plant operators, and water distribution licenses, for employees whose jobs require them.

Education

Spartanburg Water assists employees in developing their job skills and improving their promotability through company provided in-house and external training programs, as well as on-the-job training.

The company will also pay for certain professional memberships for employees, such as AWWA, SCAWWA, and WEASC. These memberships help employees develop skills, knowledge, and establish important professional connections that are beneficial to the employee and Spartanburg Water.

Footwear, Outerwear, Eyewear Allowances

Spartanburg Water provides allowances for uniform wearing employees who desire to purchase outerwear through the Purchasing/IC Section. The allowance amount is $60 per fiscal year. Employees who are required to wear protective footwear will be eligible to receive the company allowance to purchase footwear. Employees in some positions, because of the wear and tear on their footwear, may receive up to two allowances during the fiscal year.

Employees, who are required to wear protective eyewear and need prescription eyewear, may receive $50 per fiscal year to purchase the eyewear. These allowances are for employees, including new hires, who are authorized to participate in the programs.

Employees will be responsible for any damage, loss, etc. Additional footwear, eyewear or outerwear may be purchased during the budget year, but amounts over company allowance will be the employee’s responsibility and may be paid by check, cash and/or payroll deduction. Allowances cannot be combined to spend on one category. Any balance remaining upon termination will be deducted from the final paycheck. Contact HR for more information, including a list of positions eligible for allowances.

Service Awards

Gifts ($75 gift card) and certificates are awarded to regular full-time employees on the anniversary of each five-year period of continuous service. Additionally, the employee receives an extra vacation day for each five-year increment. The vacation days are awarded for the anniversary year only, and do not add to the employee’s regular accrual of vacation.

Discount Program

Employees are now part of the employee discount program Benefit Hub, which offers discounts on goods and services at over 300,000 participating merchants and nearly a million offers. Employees now get access to a host of discounts ranging from fast food and groceries to oil changes and theme park passes. Computer Purchase Program

Spartanburg Water has a Computer Purchase Program employees may use every 2 years that allows an employee to receive up to $200 towards the purchase of the following:

• 1 personal desktop computer*

• 1 personal laptop computer*

• 1 tablet (8.9 inches in diagonal length and above)

Wellness Programs/Gym Memberships

Spartanburg Water will pay charges up front for approved wellness programs, such as gym memberships, exercise classes, weight loss programs or smoking cessation programs and then payroll deduct the balance over a maximum of 12 months.

In addition, a $25 reimbursement is provided to assist with the purchase of any fitness tracker.

The minimum amount for which the company will set up payroll deduction is $150; the maximum is $1,000 per 12-month period.

Health Screenings & Other Wellness Benefits

SWS partners with Engagement Health Group to provide Wellness Screenings each year free of charge for employees who are covered on our health insurance. “Hope Health” newsletters are sent each month with various health tips, healthy recipes and other health/wellness-related information.

In addition, physician-supervised weight loss programs, shingles and pneumonia vaccines (for age 50 and over) are covered.

Flu shots are provided onsite for employees. Spartanburg Water’s health plan includes preventive care and screenings, as required under the Patient Protection and Affordable Care Act.

Will Preparation Services

Will Preparation Services are offered by EPOQ, Inc. through Mutual of Omaha. With Will Prep, you have online access to the tools you will need to create wills, elder care agreements, power of attorney, health care directives, codicils, and HIPAA authorizations.

How it Works:

Will Prep is an online tool that helps you create specialized legal documents. The tool will ask a series of questions to guide you through the process. Based on your responses, the system drafts and tailors the required clauses to create a document suitable for your circumstances. Then you can save your document and easily access it in the future for any changes. These services are included for plan members at no additional cost.

Company-Sponsored Activities

Spartanburg Water employees participate in several community activities throughout the year.

• The City of Spartanburg’s Martin Luther King, Jr. Unity Week in January was sponsored by Spartanburg Water.

• United Way Stuff the Bus donations for the 20232024 school year: team members generously donated supplies in July for elementary and middle school students in Spartanburg County.

• Spartanburg Water Week was held October 9-13 to celebrate every team member’s importance to our organization. All departments received a catered lunch with their co-workers and a gift.

• The first Watershed Workdays in three years happened October 17 and 18 as 165 team members volunteered to remove 38,000 lbs. of trash. Thanks goes to our Watershed team for their planning and execution of this important event.

• Employees celebrated another successful United Way campaign, pledging more than $55,000 to programs that benefit our community in 2024. Employees receive additional Annual Leave for donating one or two hours per month. All team members were invited to lunch as the Fudd Truck visited three campuses November 7-9.

• Spartanburg Water honored its 18 active veteran employees with lunch and fellowship at Lion’s Gate Manor on November 8. A $500 donation in their honor was given to the Upstate Warrior Solution. The active veterans who contribute so much to our team are:

• Our first time taking a team to run the Spartanburg Turkey Day 8K was a success. 36 employees and family members participated by running or walking the annual 8K, most for the first time.

• In honor of South Carolina Arbor Day on December 1, Spartanburg Water employees and the Spartanburg Soil and Water Conservation District planted native trees on property directly in front of the Collection & Distribution complex. Fifteen of our team members planted ten Nuttall Oaks that are fast-growing and will provide shade at C&D in a few years.

• Employee Recognition Breakfasts were held March 19 and 20, 2024. Employees received a gym bag, many won gift cards in a raffle, and all enjoyed breakfast and recognition of both group and individual achievements during the 2023 calendar year.
