Councilagreedto writeletterstoEducationMinisterAdriana LaGrangeandHealth MinisterJasonCopping afterdiscussingmental healthissueswiththe HPSDboardoftrustees onFeb.8.
BigLakesurgesthe ministerstoimplementa proposalbyHPSDpresentedlastyeartoprovidepromptandtimely servicewithlocalprofessionalsandAlberta HealthServices[AHS].
“Thiscollaborativeapproachwillexpediteand enhancethestudent’s treatment,”Nygaard writesintheletter.
“Thenatureofthepro-
posalallowsthehealth teamsalreadyestablishedinschoolstomonitorandcommunicateto AHSonthestudent’s progresswhilekeeping parentsasinformed partners.”
BigLakesalsowrites intheletterthatstudents whoneedsupportintiers 4and5arenotabletobe supportedbyHPSDbecauseofthecomplexnatureofthoserequired services.
HPSDproposesthat, withfullparentalpermissionandsupport,achild inneedcanbereferredto psychiatricservicesdirectlyfromtheschooldivisionpsychologist.
Nygaardsaysthedivisioncanhelpfacilitate appointmentsbyeither providingtechnologyor Internetlinksfromthe schoolorhelptransport thechildtoanAHSfacilitytomeetwithapsychiatristorTelehealthservices.
Whentheinitialappointmenthastaken place,theHPSDpsychologistwillremainincontactwiththepsychiatric servicestocommunicate
progress,setbacksand goalsachieved.
“Thiswouldbeofbenefittothepsychiatricserviceprovidersaswellas monitoringthestudent’s progresstoadjustmedication,programsand outcomes,”Nygaard says.
Currently,astudent whoneedshelpoutside theschooldivision’sservicemustgetareferral fromageneralpractitioner.
“Thedoctorcanthen choosetomakeareferral and,ifdone,thestudent canwaitsixtonine monthstoseepsychiatry,”Nygaardsays.
“Manytimes,these childrendonothavethe familysupporttoget themtothereferralsand lessabilitytogetthemto seeaspecialist.”
Withoutproperand timelytreatment,thepotentialforincreasedrisk toastudentandthose aroundthemincreases.
Inextremecases,the student’sbehaviourescalatestoapointwhere thechildismandated intocustody,theletter states.
“Manytimes,thesechildrendonothave thefamilysupporttogetthemtothereferrals andlessabilitytogetthemtoseeaspecialist,” writesBigLakesCountyReeveRobertNygaard.

“Itenablespropertyownersinthosedistrictstolocateanaccessorybuildingclosertothesideandrear
propertylines,”saysPatOlansky,directorofplanning anddevelopment.
Thebylawproposestoaddminimumexteriorside yardandrearsideyardsetbacks[adjacenttocounty roads,internalsubdivisionroadandundeveloped roadallowance]at4.57mforHM,HR,HREandUR districts.
FortheCMRdistrict,theminimumexteriorand rearsideyardsetbackisproposedtochangeto4.57m [15feet]from40m[134feet].
FortheCMRdistrict,councilproposestosetthe minimumrearyardsetback[notadjacenttoaroador roadallowance]to1.5m[4.9feet]from4.5m[15feet].
Forthefivedistricts,theminimumsideyardmini-
mum[notadjacenttoaroadorroadallowance]isreducedto1.5m[4.9feet]from2m[6.6ft].
FortheHM,HR,HREandURdistricts,theminimumrearyardsetback[notadjacenttoaroadorroad allowance]isproposedtochangeto1.5m[4.9feet] from7.5m[24.6feet].
CouncildecidedtoreviewthesetbacksintheLUB afterreceivingarequestfromLouiseMifflinatits meetingDec.8toamenditsrearandsideyardsetbacksfrompropertylinesforaccessorybuildingsin theCMRdistrict.
Thedraftbylawwillbepresentedtocouncilforfirst readingatanupcomingmeeting.

Salesofrealestateand propertysurgedupward intheHighPrairieregiondespitetheeconomicstrugglesduring theCOVID-19pandemic.
Severalrealtorswho servetheHighPrairie regionremainoptimistic themarketwillcontinue toshowmorepositive signsin2022.
MistyGaudetofGrassrootsRealtyinHighPrairiesaysthemarketwill befavourablefor first-timehomeownersin 2022.
“Itispredictedthatinterestrateswillincrease intheearlypartofthe yeartospurmore first-timehomeownersto purchaseandlockin theirmortgages,”associatebrokerGaudetsays.
In2021,thelocalmarketsawanincreaseof lakepropertiessold,she says.
“Withthepandemic andinabilitytotravel, familieschosetospend theirmoneyonrecreationalproperties,”she says.
“Themarketiscurrentlyrebuilding,preparingforourspringmarket inwhichIamoptimistic.”
Shesaysthemarketin 2021struggledinsome points.
“Thechallengesthat
wefacedinthehousing marketin2021don’tappeartobechanging,” Gaudetsays.
Lowinterestrates caused“afloodof first-timehomeowners”, increasingrentsandlow availabilityoflocalrentals.
RoyalLePagePVRRealtybroker-ownerDebbieNelsonisalsooptimisticaboutthemarket in2022.
“The2021marketwas animprovementfrom the2020market,mostnotablyintherecreational andcountryresidential markets,”Nelsonsays.
“WithCOVID-19sendingusasecondwave, thereseemedtobea drawtonorthernAlberta foritswideopenspaces andrecreation.”
Acreagesaleswere briskinthe$200,000$375,000range,butnotin thehigherrange,she says.
“Therebecamea shortageinacreageinventoryasthemajorityof buyerswereleaningtowardsthe$200,000 -$300,000rangewithan averagehomeandwere unabletofindwhatthey wanted.”
Interestincommercial andrentalinvestment propertiesinHighPrairieisgrowing,shesays.
“Rentalrequestswere stillhighfor2021andde-
mandforrentalsisstill stronginearly2022,” Nelsonsays.
“Wehavearealshortageofmodernrental unitsinHighPrairieand tenantsarrivingfrom biggercentresaredisappointedinthislackof producthere.”
Mostpeoplerelocating toHighPrairiewanta short-termrentaldependingonjobprobation periodspriortopurchasingahome,shesays.
Iftheybringafamily, theyarenotfindingrentalstomeettheirneeds.

Century21Sunnyside Realtybroker-owner GordOlsonalsoprojects anotherstrongyearfor realestateintheregion.
“Early2022hasbeen busierthannormal,possibly due tothecrazy warmweathercausing somespringfever,”
Olsonsays.
“Despitethat,it’slookingtobeanotherstrong year.”
Withthecurrentinventorylimited,hesuggests nowisagoodtimeforany potentialsellerstoput theirpropertyforsale.
Hesays2021wasa solidyearforrealestate.

Councilneedstoberemindedofthehierarchyof democracy.Administrationworksforcouncil,while councilworksforthepeople,andadministrationand councilworkforthepeople.Nottheotherway around.Anywaythatanyissuecanbemadeeasier forthepeoplesuchasaccessingvotesisagood thing.
Or,asWaiklesays,“Completetransparency.I thinkpeopleshouldknowhowwe’revotingandthey [council]shouldbeaccountable.”
Knowinghismotionwasgoingtobedefeated, Waiklealsosaid,“Youthoroughlythrashedme.”
Itisironic,however,thatWaiklestillholdsthe hammer.Bylaw,thereisnothingstoppinghimfrom askingforarecordedvoteoneverymotion.IfWaikle trulybelievesinhiscause,hewillaskforrecorded votesoneverymotionatfuturemeetingsandthe restofcouncil’sopinionbedamned.Itistheoneof veryfewinstanceswheretheMunicipalGovernmentActwilloverrideanypolicyordesirecouncil wants.

Drug,propertyoffencesremainpriority
Overallcrimewas downslightlyin2021for PeaceRegionalRCMP butpropertycrimeand drugsremainpriorities.
Officersrespondedto 6,917callslastyear,a fourpercentdecrease from2020,Cpl.Alex Powersays.
“Peoplewerenot stayingathomeas muchastheydidin 2020.”
Despiteadecreaseinpersons crimes,HighPrairieRCMPremainsvigilant.
“Rightnowourmajorareaofconcernispersons-relatedcrimes,”Tarzwellsays.
Crimesincludeassault,sexualassault,uttering threats,theftsandextortion.
“Fraudcomplaintswereourbiggestincrease, up92percentfrom2020,”Tarzwellsays. Tofightcrime,policearecommittedtoboosting enforcement.

Overall,thecallvolumeforHighPrairieRCMP wasalmostidenticalin2021as2020.Policerespondedto5,257callsin2021,downslightlyfrom 5,292theyearbefore.

Onamorepositivenote,hesaysseveraltypesof crimedroppedin2021from2020.
“Therewasa57percentdecreaseinsexualassaultsand39percentinassaults,”Tarzwellsays. Hebelievesthatofficersspendingmoretime outondutyisabigfactor.

Ritchiebrings14years ofRCMPexperience workinginnorthernAlbertaruralcommunities. HearrivesinMcLennan fromtheRedEarth CreekRCMPwherehe waspromotedtoSergeantinChargeinJune 2018afterpreviouslybeingacorporalWatch CommanderinHigh Levelforthreeyears.He hasalsoservedinVermilion.

“Drugactivityinour areacontinuestoshow concerningincreasesin opioidsbeingsoldand usedwithinallareas,” saysDaleCox,chiefof policeforLakeshore.
“Wealsocontinueto seizequantitiesofother illegaldrugs.”
Asalways,thosetypes ofinvestigationsare veryresourceintensive andtimeconsuming,he says.
“Withthelimitedresourcesweandourpartnerpoliceagentsinthe areacurrentlyhave,we havehadtobecomeinnovativeinhowweaddresstheenforcement portionoftheproblem,” Coxsays.

Greenviewcouncilrequestedtheletterbesent toEnvironmentand ParksMinisterJason NixonandAgriculture, ForestryandRuralDevelopmentMinisterNate Horner.
