Sewer service splits council By Jesse Buchanan Record-Journal staff

A deadlocked Town Council failed to settle the question of extending sewers for a proposed age-restricted housing development on Laning Street. Frank Fragola, a local business owner and developer, wants to connect age-restricted condominiums he plans to build on Laning Street to the town’s sewer system. The property is outside the town’s sewer service zone. Fragola offered to swap land by forgoing sewers on land he owns in the zone on West Street to get sewer service at the planned condominiums. Republicans on the council supported the sewer extension. Democrats opposed it. While there are five Democrats on the council, only four were present during a meeting Monday, July 8, which resulted in several tie votes.

Work set to begin on playground next month By Jesse Buchanan Record-Journal staff

Construction could begin next month on a new playground for Veterans Memorial Park after the Town Council recently chose a builder.

The new playground equipment and construction will cost about $250,000. The Southington Rotary has pledged $100,000 and a grant from the Community Foundation of Greater New Britain provides an additional $50,000.

The council voted in favor of hiring Grasshopper Lawns Inc. of Naugatuck during its meeting on July 8. “I think it’s awesome that the Rotary is taking the lead on this project,” said Town Council vice chair Dawn Miceli.

Democrats said they were worried about setting a precedent for other developers. Both Chris Palmieri, council chairman, and John Barry said it was premature to vote on the issue. While the town’s sewer com-

Meccariello countered that some property in the sewer service area can’t be developed, such as cemeteries and town-owned open space. In letters submitted by Meccariello, the attorney questioned whether Councilor Dawn Miceli was able to impartially rule on the sewer extension request because Fragola didn’t sell the Laning Street property to the town for open space and canceled his membership to the Southington Chamber of Commerce. Miceli is chair of the open space acquisition committee and chairs the chamber board. During the meeting, Miceli said the letter contained “slanderous and downright false” statements.

As open space chairwoman, she said it’s common to be rejected by landowners. “Unfortunately, we get shot down more than we get approvals,” Miceli said. She had asked Town Attorney Carolyn Futtner about any potential conflicts of interest. Futtner told her there were none. “I am a fair person,” Miceli said. She joined the other Democrats in opposing the sewer extension. “To me it seems pretty arbitrary just to say, ‘OK, now we’re going to allow something in the no-sewer zone,’” Miceli said. “I wasn’t willing to set a precedent in this case.” Republican council minority leader Victoria Triano disagreed, calling the sewer extension deal “very appropriate.” “Every case will be judged on its own merit. There’s no precedent setting,” Triano said.

Recreation Briefs Pool hours The Southington Town pools at Recreation Park and the pool and splash pad at Memorial Park are open for the season. Regular hours of operation for both locations are: Monday – Friday, 12 to 8 p.m.; Saturday – Sunday, 11 a.m. to 8 p.m. Hours are subject to change based on weather conditions or safety concerns. The pools and splash pad are open to Southington residents only. However, each resident may bring one non-resident guest. Proper ID and proof of residency is required to gain entry to the pools. Back roads and lazy summer days One of the prettiest spots you’ll ever find is right on the bend in the road – Shuttle Meadow Road – where Crescent Lake and Bradley Mountain Farm are situated. The countryside here is a quintessential New England backroad “must see” and you’d be hard put to find a more interesting nearby journey or destination easily achieved on a lazy Sunday summer afternoon. It’s a great ride through the countryside to get there, you can approach from the Shuttle Meadow Reservoir side (N. Shuttle Street that skirts

the vast acreage of apple trees at Rogers Orchards) or come up Ledge Road – with some excellent views – from the Plainville side. Tucked away, at quite a good elevation, the whole setting is a little bit magical and beckons you to linger – you have to slow down on this corner anyway, it’s close to a hairpin turn. Why not pack a picnic and make a day of it?

Last week, The Southington Citizen carried a feature about the goat farm at the Bradley homestead and this place really is worth a visit. Sundays is open farm day and you’re welcome to stop by and visit with the goats, for no charge, 10 a.m. to 3 p.m. For 50 cents you can buy grain to feed the friendly herd. It’s a perfect place to take the kids, highly entertaining and no computer screens anywhere in sight. The shop offers many unusual goat-related items or products (goat milk soap is a specialty.) Of course there are many other fun and unique programs at the farm (for a fee) – and there’s not

Plus, the old Bradley place is beautiful and it’s complemented by another equally lovely farm spread across the road (a private residence) – altogether creating a harmonious setting of pastures and fences and rural vistas that are getting rarer by the day.

Guests at a Calvanese Foundation Beer and Wine tasting had 61 tables of drinks and nearly a dozen food vendors to choose from during the fundraiser at the Aqua Turf Club Thursday night, July 11. The tasting is the foundation’s ninth. Champions crowned at Wayton Open Southington tennis tournament completes 12th year By Mike Logan Special to the Record-Journal

The 12th Annual Wayton Tennis Open had its championship matches Sunday morning at Southington High School under the sweltering sun. And the competition did not disappoint. Dylan Avena and two-time singles champion Eric Henne had to battle the heat as they competed for the title in the A-Division. The match went five sets, lasting four hours, long after the women’s singles championship and men’s B singles championship concluded. After Avena shot off to a quick two-set lead, Henne came back to even the match. Heading into the fifth set, all

eyes were on this fierce competition. Avena, who plays club tennis for Central Connecticut State University, had to focus on the basics to win the championship in the fifth set. Set scores were 6-2, 6-4, 1-6, 6-7(4) and 6-2. “I was fatigued. I was really angry. I try not to show it because that is not who I am,” Avena said of dealing with the heat. “I like to be as internal as possible. But I think I was down love-40 in the first game of the fifth set and I just told myself to hit the ball. I just tried to shut down whatever else I was thinking. I was just like, if I lose it hitting hard, then I lose it. But it turned around and went my way. I was happy with that.” Varsha Rathore captured the women’s singles championship and shortly after, she teamed up with her dad to win the mixed doubles championship in the A-division.

I think I played better in the mixed doubles because in the singles I was hitting unforced errors, one after the other.” Rathore, who played in the Wayton Open for the third time, said she didn’t let the 90-degree heat fatigue her because of a lesson she learned from a previous appearance in the Wayton Open. Following three matches in a United States Tennis Association tournament, Rathore said she got crushed in the mixed doubles B-division at the Wayton Open shortly after.

were taking our picture with one of the dogs, we found out that the dog had surgery that our money went towards. That was a good feeling to know that you helped out another life.” Wayton, who adopted his dog Daisy through Thank Dog Rescue, said that assembling the tournament for a good cause is what helps him stay motivated each year. “Giving the money to the

dogs and trying to raise money for them, is a big motivator for me,” Wayton said. “Sometimes you can get burnt out after running something like this, especially after 12 years, but that keeps me going every year.” In fact, Wayton helped another dog during the Open. One of the onlookers brought his poodle, but it did not appear to have been groomed in the past 8-12 months, said Wayton. So,

Wayton called a local dog groomer in order to pamper the poodle. The dog lover paid for the haircut with his own funds, no questions asked. Wayton was able to give Debbie Maas and Danielle Boccher from Thank Dog Rescue a check for $2,200.
