This Weekend at Castle Island The Castle Island Association is holding its 32nd Halloween celebration at Fort Independence on Castle Island this Saturday and Sunday, October 25 & 26, 2014, between 12:00 and 4:00 PM, weather permitting. South Boston Online is publishing this editorial a week earlier than we usually do. We want to encourage all our readers to be sure to vote on Election Day - Tuesday, November 4 – 12 days from today.

It’s an off-year in 2014. It’s not a year for electing a President of the U.S., so some pundits are predicting a low turnout. Please don’t let that happen. Who we elect is critical to the governance of Massachusetts over the next four years.

PLEASE VOTE! South Boston Online rarely endorses specific candidates; we won’t do that during the 2014 elections either.

We believe you can make your own choices. The offices up for the vote on November 4 include Senator (to Congress, in Washington), Governor, Lieutenant Governor, Attorney General, Secretary of State, Treasurer, Auditor, Representative (to Congress, in Washington), Councilor, Senator (to the Massachusetts Senate), Representative (to the Massachusetts House of Rep-

resentatives), District Attorney, Register of Probate, and Sheriff (of Suffolk County).

That’s quite a slate; your vote will certainly count. As just one example, consider the race for Governor of the Commonwealth of Massachusetts.

Two of the candidates – Martha Coakley and Charlie Baker – are at this moment locked in a statistical dead heat. In addition, there are three independent candidates: Evan Falchuk, Scott Lively, and Jeff McCormick. They are making inroads among the many “unenrolled” voters in Massachusetts, who now are a majority in our state.

To repeat, South Boston Online is not endorsing any of these candidates.

We are simply pointing out that the vote you cast for the candidate of your choice could be critically important to that particular candidate.

South Boston Online suggests you take a lot of time thinking about your vote before November 4. Campaign season is here with all its claims; it’ll be

up to you to figure out who the best candidates for office really are. South Boston Online believes that we need to elect officials in 2014 who’ll “mind the store” for a while - who won’t fall for “the vision thing”. It’s extremely important to correct the mistakes and lapses that have plagued the current administration over the last several years.

Also, please read the four Ballot Questions carefully. What happens when you vote either “YES” or “NO” on them can be confusing.

1.- Eliminate Gas Tax Indexing Voting “YES” will eliminate the gas tax indexing. Voting “NO” will keep it. If you think that the state Legislature should be obliged to vote on every tax increase, then vote “YES”; if you think indexing is a fair way to provide highway funds for the future, then vote “NO”.

2.- Additional Container Deposits A “YES” vote will add a deposit to almost all bottles, except those for dairy

products and alcoholic beverages (beer bottles already require a deposit). A “NO” vote will continue bottle deposits as they are now.

3.- Prohibitions on Gaming This is the so-called “casino bill”.

“YES” will prohibit casinos, which had once been approved by the voters in a previous election. “NO” will make no changes in the gambling laws – casinos in Everett, Plainville, and Springfield, for example, will still be permitted.

4.- Earned Sick Time This law, if voted “YES”, will allow employees in many firms to accumulate up to 40 hours of sick time (under certain conditions). If voted “NO”, sick pay provisions in the state would remain the same.

Given the complexity of these four issues, South Boston Online recommends that you obtain the booklet shown, and then read it carefully. Each Ballot Question contains many pros and cons. Decide carefully, but above all, VOTE on November 4.

There’s certainly much to do about nothing when it comes to ridding America of the dreaded Washington “Redskins” name. Who really cares about this when so many other issues need to be addressed to heal the wounds which besiege Indian Nation?

Some Native-Americans want to ban the name while others are not offended.

For example, Chippewa Cree Tribe members in northern Montana have embraced the Washington Redskins

Original American Foundation’s generosity, and are happy watching their children play in their new $200,000 playground built by the latter.

The Left wants you to believe that the word “Redskins” is totally inappropriate and offensive. Noted columnist George F.Will is worried and wrote, that if the progressive FCC can “define and ban” these particular words as “nuisances” because they … “annoy” a portion of the population, “what other words will appear on an ever-lengthening list?” And he’s right.

Yet with all this attention concerning such a silly matter “as a name”- where is the outrage about the overall plight of Native Americans? The lack of infrastructure, lack of electricity, phones,

internet access, makes life difficult on the reservations. These drawbacks coupled with insufficient access to traffic systems keeps industry away. The unemployment rate is between 50 and 70 percent and they have the lowest average income in America.

Native Americans lag behind all other Americans in education. Reservation schools have the highest teacher turnover rate, and in many instances, lack sufficient supplies and support staff.

Their schools also have a high rate of school dropouts. This lack of formal education translates into high unemployment, poverty, teenage pregnancy, teenage suicide, crime, alcohol and drug abuse, ill health such as diabetes and tuberculosis, and a shorter life

span (55 years) than all other Americans.

On the reservations, forty percent of the people live below the poverty line.

Many are homeless or live in “shacks” without running water or electricity.

Domestic abuse, violence, child abuse and child neglect is widespread. Gang violence erupts due to inadequate law enforcement resources. Youth unemployment and the lack of activities results in acts of vandalism, theft, assaults and street fights. Native Americans also have a high rate of child mortality and suicide.

It’s sad that Native Americans are in the news because of a name and not regarding quality of life issues vital to their well-being.

Halloween Safety Tips

Halloween, as we all remember is a ton of fun, but as parents, we know it can be a little tricky. Concern about child safety when they are out trick or treating and when they’re home with their bag full of goodies must be a priority.

Parents can avoid the perils of trick or treating by holding a Halloween costume party at home. Treats, games, contests, music, scary ghost stories and much more can make for a pleasant and fun-filled night for your kids.

But, we all know going out is what Halloween is all about. So, here are some safety tips to follow.

Make sure your kids dress up safely. Check to see if the costumes are flame-retardant so your children aren’t in any type of danger when near burning jack-o-lanterns or any other fire hazards. Keep the costumes short to prevent falls, trips, or any other bumps in the dark.

Make-up is sometimes a great substitute for masks. They can be hot and uncomfortable. Masks can also obstruct a child’s vision which certainly poses a danger when the tricksters are crossing the street or when walking up and down stairs. Have your child wear light colors or put reflective tape on their costumes. Always tell the kids, no, demand, that they go out in groups accompanied by parents.

If your child is older, make sure they are going out with friends and have figured out a plan, a safe route to follow, so they will have a safe adventure on well-lit streets.Try to have them do their trick or treating when it’s still light out. But if it’s dark, someone should

have a flashlight. Tell your kids not to enter strange houses or a stranger’s car, and only knock on houses that have their outside lights on.

Halloween gore and blood is harmless, but we know kids get hyped up being a super hero, a pirate, or a visitor from outer space; sometimes unknowingly precipitating aggressive behavior on their part due to the excitement. Even fake guns, swords, and knives can hurt people. If any such objects are part of a costume, make sure they are made from cardboard or some other flexible material. You can also challenge kids to come up with new ideas, create costumes that are scary and fun, but ones which don’t need weapons.

When the trick or treating is over, make sure you check your kid’s Halloween stash of goodies. Tell them before they go out, not to eat anything until all the candy is checked by you at home afterwards. Feed your kids before they go out so they won’t be tempted to ignore your advice and eat any candy before it is examined by you. When checking the candy at home, do it in a welllit place. Tell your kids not to eat wrapped candies that are open or not in their original wrappers. Closely inspect all fruits and homemade goodies for anything suspicious.

And lastly, make sure your kids don’t eat too much, everything at once because we all know that stuffy, icky feeling can be pretty “Ghoulish.”

Boston City Councilors Behind Collins Re-Elections

Pumpkin Fun at Farmer’s Market

There was an extra-special activity at last Monday’s Farmers Market. Perhaps a hundred kids from all over Southie got to decorate pumpkins for Halloween. Mary Lou Rosher and Susan Nalband ran the show, Lou and Jan Borelli provided live music (including a lively polka), and Moss Lynch conducted his outreach and enrollment functions for the Health Center. It was a beautiful sunny day with a hint of autumn crispness in the air. A good time was had by all.

This week, City Council President Bill Linehan, District 3 City Councilor Frank Baker and At-Large City Councilors Michael Flaherty and Michelle Wu endorsed State Representative Nick Collins for re-election, citing Collins’ efforts to bring state resources to the City of Boston and his handson work in the communities he represents.

When I interviewed Teddie Cunniff recently about how he felt about being inducted into the Massachusetts Hockey Hall of Fame in November, he said the reason he was being honored was due to the South Boston Youth Hockey League itself. He said he was proud to be part of the South Boston hockey family and South Boston in general.

“In addition to hockey, look at the other great youth sports’ programs and their great volunteers who serve the community,” he said. “The Little League with Billy Collins, the Ferrara brothers, Danny and Bobby, running Pop Warner, Kevin Lally and Sean Monahan in the Gate of Heaven CYO basketball program. These volunteers along with many others

have stayed on throughout the years and worked hard. Parents should realize we are lucky to have them.”

Sports fill an important element in the maturation of our youth.

Discipline and commitment is needed to realize success. Our cadre of local sport’s volunteers should be recognized for being there to teach the basics of a sport and the concomitant sportsmanship ideals necessary for positive growth.

Whether these volunteers sell hot dogs at concession stands, take care of the program’s finances, or help youngsters hold a bat; they are important to the success of our local sports’ programs.

They’re special people on a heartfelt mission, a vital key to future generations as they help kids navigate the perplexing rivers of life.

So, the next time you talk with one of your daughter or son’s coaches or any other program volunteers, thank them for their commitment to our youth.

They deserve it.

South Boston Is Protected

Last Wednesday morning, October 15, a house fire occurred at 712 Fifth Street, between M and N Streets. Several pieces of fire apparatus responded. The fire was quickly brought under control, and fortunately, there were no injuries reported.

According to some neighborhood residents who witnessed the fire, the fire began in the basement. The smell of smoke was still strong, so whether the

dwelling was habitable after the fire is not known. Engine 17 from the Parish Street firehouse (Meetinghouse Hill, Dorchester) and Tower Ladder 10 (746 Centre Street, Jamaica Plain) stayed at the scene to ensure neighborhood safety.

On Thursday, October 16, an apprehension was made by Station C-6 officers in Andrew Square.

The reason for the apprehension was not stated;

the case is still under investigation. A bagged container, presumably containing evidence of some kind, was also seized by the police cruisers, four of which came to the scene.

While incidents involving the fire and police departments are often unpleasant, it’s still good to know that they are on duty 24/7/365, and are devoted to protecting the South Boston community.

Old Ironsides: One Last Sail-by On Friday morning, October 17, the USS Constitution sailed

by Fort Independence on Castle Island one last time before entering her drydock for a complete refitting. Twenty-one gun salutes were presented from ship to shore and back, as a crowd of a thousand looked on.

It was a great sight last Friday, October 17. The USS Constitution, also well-known by her nickname, “Old Ironsides”, sailed from her dock in the Charlestown Naval Shipyard – now a museum and national; historic site – out of the depths of Boston Harbor. She arrived at Fort Independence on Castle Island promptly at 11 a.m. to the delight of a crowd estimated at 1,000. A beautiful sunlit fall day smiled on the occasion.

The USS Constitution, the world’s oldest commissioned warship, pro-

ceeded in a stately manner past Conley Terminal, and turned around on the President Roads off Castle Island. Business-like tugboats and one of Boston’s Fire Boats escorted her.

The U.S. Park Service passed out American flags to the spectators.

Many of them stood on McCorkle Pier; more spread themselves out on the rampart up to the Fort’s northeast wall; some perched on the parapet. A quick visual estimate came to about 1,000 spectators.

The USS Constitution presented a 21-gun salute, fired alternately from the front two cannons on the port and starboard gun decks. These were answered by 21 of the best from three howitzers on the shore, which were part of the armament of the Massachusetts National Guard’s 101st Howitzer Battalion. In an interesting variation, the 21st salute was fired from a small World War I brass siege cannon, large spoked wheels and all.

There she is – the USS Constitution sails by Fort Independence on Castle Island.

It was an impressive and memorable sight. The crowd waved their flags as the salutes were presented, and as they dispersed after the ceremony.

This was the last sail-by for three years, now that the USS Constitu-

tion is entering drydock for a complete repair and refitting. South Boston Online understands that some repairs done to her as much as a century ago were gimcrack patching.

These will now all be ripped out and put to rights. The plans for the USS

The sun will rise at 6:38 a.m. on Sunday, November 11, 2018, but the before-morning nautical twilight will begin much earlier.

Let’s celebrate that morning.

During the Columbus Day weekend, the first annual Mass Bay Shamrock’s Columbus Day Shamrock Classic was held at the Murphy Rink. The tournament was comprised of three divisions which were the Noonan Under 18 division and the O’Dwyer and Ahern Under 16 divisions.

“Our goalies played great during this tournament,” added player Griffin Connolly. “Both Sean Hickey and Eddie Merrigan shut our opponents down this weekend.”

Indoor Hoop Season New season for novice players to learn the intricacies of this demanding sport about to begin

Indoor basketball will begin soon as local youth organizations sign up players to participate in their instructional, house, and travel league programs. Learning the fundamentals of hoop should be an enjoyable undertaking for our young athletes, a time of discovery.

But these young players will only improve if they’re told what they’re doing wrong, how to avoid the same mistakes in the future, what’s expected of them, and what behavior, on and off the bench, is unacceptable. It must not be forgotten, that they need to be taught to win with grace and lose with dignity; worrying less about the final score while thinking more about how the game should be played.

House league coaches should: • Concentrate on teaching players how to play basic zone as well as man-to-man defense. The concept of teamwork must be consistently instilled and drilled into the ever-receptive minds of these youngsters, with a strong emphasis on knowing when to pass the ball, when to shoot, how to set

legal picks, and how to properly “Box-Out” an opponent under the boards. Players should work hard on defense, and if necessary, rest on the offensive end.

• Instruct their players to keep quiet on the court, concentrate on the game, and do not complain about the officiating. The bottom line is that players must play, coaches will coach, and officials will referee the game. If the coach has a question about a rule interpretation, he can talk to the official when the ball is dead and time is out. However, judgment calls, likes balls and strikes in baseball, are really not open for discussion.

• Explain that negative, unsportsmanlike conduct will not be tolerated and will be nipped in the bud.

Let the players “Ride the Pine”that is, sit on the bench until they learn what is expected of them.

• Serve as role models and mentors to the players and maintain selfcontrol while coaching the team.

Any house league volunteer who chooses to referee games must also act as a teacher. This dual role would include: • Thoroughly explaining the threesecond rule violation at the offensive end. With a final of 7-1, Southie’s lone goal was scored by Brennah Hynes.

Allowing these little tykes to take three, four, five, six steps, without dribbling the ball, or turning the ball over by resting the ball on top of the hand, not calling either violation, and subsequently not explaining the rule, will never help players understand what they did wrong or improve their game.

Momentarily stop the game/scrimmage, and explain the rule.

• Informing all players that “trashtalking” among players is strictly forbidden and takes away from the true spirit of the game, which is to just play hoop and enjoy. Tell the players to do their talking “On the court”- that is, by showing their opponent how the game is successfully played without the nonsense.

A zero-tolerance stance should be enforced at all times.

LEGAL NOTICE REQUEST FOR QUALIFICATIONS The MASSACHUSETTS PORT AUTHORITY (Authority) is soliciting consulting services for MPA CONTRACT NO. M425, AIR RIGHTS GARAGE, D STREET, SOUTH BOSTON, MA. The Authority is seeking a qualified multidisciplinary consulting firm or team, with proven experience, to provide professional services including planning, urban design, programming, design, resident engineering and construction related services relative to the design of a multi-level, multi-user parking facility on top of the structurally reinforced I-90 tunnel on Massport’s Core Block parcel in South Boston. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner.

The consultant shall demonstrate experience in several disciplines and including but not limited to Structural, Civil, Architectural, Urban Planning and Design, Parking Systems and Operations, Mechanical, Electrical, Plumbing, Vertical Transportation, Geotechnical, Landscape Architecture, Code Compliance, Environmental Permitting, Noise and Vibration, Cost Estimating & Project Controls, Lean Construction, Construction Phasing, and Sustainable Design.

The scope of work shall include, but not be limited to program definition, permitting, preliminary design, final design, bidding, construction phase services, cost estimating and resident engineering. The scope of the project includes the design and construction of a multi-level, approximately 1,700 space parking garage partially over the existing Interstate 90 tunnel structure built by the Central Artery and Tunnel Project (CA/T) on Massport’s Core Block parcel in South Boston. The project site is bounded by World Trade Center Avenue on the west, the Silver Line World Trade Center Station and ramps to the north, D Street to the east, and DB Street (interstate highway access ramp) and the Massport Haul Road to the south. The consultant will be expected to evaluate and recommend multiple parking garage sizes, programming concepts, configuration, operations and management schemes, user groups, and access options. Given the project location, in addition to having an exterior design that is responsive to the project context, the project needs to creatively address solutions for the World Trade Center Avenue and D Street frontages including the potential for mixed-use. Massport and the Massachusetts Convention Center Authority are also currently seeking competitive proposals from development teams to design and build a Headquarters Hotel on the adjacent Parcel D-2, located to the south of the Core Block parcel. Once the HQ Hotel team has been designated, which is anticipated in Spring 2015, the Consultant for the Air Rights Garage will be expected to coordinate efforts with the Hotel team, particularly as it is anticipated that the HQ Hotel design will include pedestrian connections to the Air Rights Garage. Massport expects that this project will be built using a CM at Risk. The selected consultant team must be familiar with the requirements of MGL Ch. 149A, have experience working closely with Construction Managers throughout the design process and have experience preparing multiple bid packages in support of the CM’s buyout of the project.

The contract will be work order based, and Consultant’s fee for each work order shall be negotiated; however, the total fee for the contract shall not exceed $7,000,000.

In recognition of the unique nature of the project and the services required to support it, the Authority has scheduled a Consultant Briefing to be held at 9:00 AM on Monday, October 27, 2014 at the Capital Programs Department, Suite 209S, Logan Office Center, One Harborside Drive, East Boston, Massachusetts 02128. At this session, an overview of the project will be provided, the services requested by the Authority will be described, and questions will be answered.

Each submission shall include a Statement of Qualifications that provides detailed information in response to the evaluation criteria set forth below and include Architect/Engineer & Related Services questionnaires SF 330 (www.gsa.gov/portal/forms/download/116486) with the appropriate number of Part IIs. M/WBE Certification of the prime and subconsultants shall be current at the time of submittal and the Consultant shall provide a copy of the M/WBE certification letter from the Supplier Diversity Office, formerly known as State Office of Minority and Women Business Assistance (SOMWBA) within its submittal. The Consultant shall also provide an (1) original and fourteen (14) copies of litigation and legal proceedings information, signed under the pains and penalties of perjury, in a separate sealed envelope entitled “Litigation and Legal Proceedings”. In order to be eligible for selection, all aspects of Chapter 7C, Section 44 of the General Laws of the Commonwealth of Massachusetts shall be satisfied including the majority of the firm’s Board of Directors or ownership shall be registered in the Commonwealth of Massachusetts in accordance with the applicable provisions of the statute. Consultants shall furnish professional registration status of the firm’s board of directors or ownership. All individuals responsible for technical disciplines shall, upon commencement of the project, be registered Architects or Engineers, in that discipline, in the Commonwealth of Massachusetts.

The Authority may reject any application if any of the required information is not provided: Cover Letter, Insurance Requirements, Litigation and Legal proceedings, Registration of the Board of Director as defined in MGL Chapter 7C Section 44, and SF330 Part IIs for the Prime and every sub-consultant. The above-mentioned information shall be highlighted in the Cover Letter.

The submission shall be evaluated on basis of: (1) current level of experience and knowledge of the team for similar projects, particularly the Project Manager. In particular managerial and communication skills of the Project Manager.

(2) geographic location and availability of the Project Manager, resident inspectors and other key personnel to be assigned to the project (3) experience and expertise of subconsultants (4) demonstrated ability to use BIM for programming, design and construction of all architecture and engineering disciplines. The consultant’s proposed BIM Manager must have demonstrated experience in developing BIM Execution Plans, and must have managed directed and implemented BIM in more than 3 projects during the pre-construction and construction phase.

(5) demonstrated experience in Lean Construction or long term experience working collaboratively with Construction Managers selected early in the design phase.

(6) experience with program definition including potential for mixed use (7) demonstrated ability to produce clear and effective design documents within tight time frame (8) familiarity with MGL Ch. 149A, CM at Risk procurement with multiple bid packages and filed sub-bid trades (9) cost management and scheduling capabilities (10) M/WBE and affirmative action efforts, please indicate the proposed % of M/WBE participation (11) current level of work and past performance with the Authority (12) experience with sustainable design concepts and resiliency (13) project understanding and technical approach to this project The selection shall involve a two-step process including the shortlisting of a minimum of three firms based on an evaluation of the Statements of Qualifications received in response to this solicitation, followed immediately by a final selection of the consultant by the Authority. The Authority reserves the right to interview the firms prior to final selection, if deemed appropriate.

By responding to this solicitation, consultants agree to accept the terms and conditions of Massport’s standard work order agreement, a copy of the Authority’s standard agreement can be found on the Authority’s web page at www.massport.com. The exception to this standard agreement is the insurance requirement of $1,000,000 of commercial general liability. The Consultant shall specify in its cover letter that it has the ability to obtain requisite insurance coverage.

Submissions shall be printed on both sides of the sheet (8 1/2” x 11”), no acetate covers. An (1) original and Fourteen (14) copies of a bound document and one PDF version on a disc each limited to: 1) an SF 330 including the appropriate number of Part IIs, 2) resumes of key individuals only each limited to one (1) page under SF 330, Section E, 3) no more than ten (10) projects each limited to one (1) page under SF 330, Section F, 4) no more than 3 sheets (6 pages) of information contained under SF 330 Section H addressing the evaluation items (except for the litigation and legal proceedings history), and 5) no more than 2 sheets (4 pages) of other relevant material not including a 2 page (max.) cover letter, SDO certification letters, covers, dividers, and other required information.

This submission, including the litigation and legal proceedings history in a separate sealed envelope as required shall be addressed to Houssam H. Sleiman, PE, CCM, Director of Capital Programs and Environmental Affairs and received no later than 12:00 Noon on Thursday, November 13, 2014, at the Massachusetts Port Authority, Logan Office Center, One Harborside Drive, Suite 209S, Logan International Airport, East Boston, MA 02128-2909.
