The industry association 3GPP definesany system using 5G New Radio software as 5G. This group officially signed off on the 5G New Radio spec in December 2017. But, still, more work is supposed to be done to finalize the things. 5G will be built on the existing legacy of LTE networks. The entire industry needs to build hardware, infrastructure, chips, modems, phones and antennas that will be compatible with 5G.
