Report of the independent expert on minority issues Addendum
Mission to Bulgaria (4 to 11 July 2011)
Summary The Government of Bulgaria must be commended for its numerous laws, policies and programmes aimed at promoting anti-discrimination and equality and the rights of minorities, including the Roma minority. The Government consistently highlighted to the independent expert its commitment to desegregation and the inclusion of Roma with respect to education, employment, housing and health care, and shared numerous policy documents outlining those commitments, including those under the framework of the European Union (EU). Nevertheless, although some policies have been in place for many years, the Roma remain at the very bottom of the socio-economic ladder. They experience discrimination and exclusion in all walks of life, which leaves them totally marginalized and in persistent poverty. The Government must match the policies on Roma integration, inspired by the EU and non-governmental organizations (NGOs), with Government-led implementation and the financial resources necessary to improve the living conditions of the Roma. To date, implementation remains woefully inadequate, with initiatives that have little more than superficial impact and which inevitably fail to meet expectations. Muslim and other religious minorities, including Jewish and Jehovah’s Witnesses emphasized their generally positive experiences with regard to religious freedoms. They voiced concerns, however, regarding an increase in incidents of violence, intimidation, vandalism of places of worship and hate speech targeted at religious minorities, including by nationalist politicians.
