วัตถุประสงค ของโรตาร� โรตารีมีวัตถุประสงค เพื่อสนับสนุนและสงเสริมอุดมการณ แหงการบำเพ็ญประโยชน เพื่อเปนพื้นฐานของความอุตสาหะ อันมีคุณคา โดยมุงสนับสนุนและสงเสริม

โรตาร�คืออะไร โรตารี คือ องคกรของนักธุรกิจและวิชาชีพจากทั่วโลก ซึ่งบำเพ็ญประโยชนเพื่อ เพื่อนมนุษย สงเสริมมาตรฐานจรรยาบรรณในทุกวิชาชีพพรอมทั้งชวยสราง ไมตรีจิต และสันติสุขในโลก Rotary is an organization of business and professional persons unite worldwide d who providw humanitarian service, encourage high ethical standards in all vocations, and help build good will and peace in the world.

ขอหนึ่ง การเสริมสรางความคุนเคยระหวางสมาชิก เพื่อโอกาสในการบำเพ็ญประโยชน ขอสอง การสงเสริมมาตรฐานจรรยาบรรณในธุรกิจและวิชาชีพ การตระหนักในคุณคาของอาชีพที่มีประโยชนทุกอาชีพ และความภาคภูมิใจในอาชีพของโรแทเรียนแตละคน ที่จะใชเปนโอกาสในการบำเพ็ญประโยชนแกสังคม ขอสาม การใชอุดมการณในการบำเพ็ญประโยชนในชีวิต สวนตัว ธุรกิจและชุมชนของโรแทเรียนแตละบุคคล ขอสี่

The Object of Rotary The Object of Rotary is to encourage and foster the ideal of service as a basic of worthy enterprise and, in particular, to encourage and foster : First The development of acquaintance as an opportunity for service; Second High ethical standards in business and professions, the recognition of the worthiness of all useful occupations, and the dignifyin of each Rotarian’s occupation as an opportunity to serve society : Third The application of the ideal of service in each Rotarian’s personal, business and community life : Fourth The advancement of international understanding, goodwill and peace through a world fellowship of business and professional persons united in the ideal of service.

มวลมิตรโรแทเรียนที่รักทุกทาน 1 เดือนของปบริหาร 2561-2562 ไดผานไปอยางรวดเร็ว เดือนกรกฎาคม เปนเดือนแหงการสถาปนาฯ ของสโมสรตางๆ ทั้งสถาปนาเดี่ยว สถาปนารวมกัน เปนกลุมในพื้นที่ใกลเคียง และ ที่สำคัญคือสถาปนารวมที่ทางภาค 3350 ไดจัดขึ้น ในวันที่ 7 กรกฎาคม ที่มหาวิทยาลัยกรุงเทพ (รังสิต)ที่ผานมา ซึ่งจัดไดสวยงาม สงางาม สนุกสนาน และไดมิตรภาพ โดยมีสโมสรเจาภาพรวมกัน 32 สโมสร ผมต อ งขอขอบคุ ณ ประธานจั ด งานสถาปนาร ว มภาค 3350 ป 2561-2562 ผชภ.พรทิพา ประดิษฐสุขถาวร จากสโมสรโรตารีรังสิต และสมาชิกสโมสรรังสิต รวมทั้งคณะกรรมการจัดงานทุกทานที่รวมแรงรวมใจกันทำงาน ใหงานสำเร็จ สมดังเปาประสงคอยางดีเยี่ยมทุกประการ ผมขอชมเชยนายกสโมสรรุน 114 จำนวนมากที่มีน้ำใจตอเพื่อนนายกตางสโมสร โดยไปรวมงานสถาปนาของเพื่อนตางสโมสรเพื่อใหกำลังใจ และใหเกียรติกับนายก ตางสโมสรตลอดเดือนกรกฎาคมที่ผานมาโดยไมรูจักเหน็ดเหนื่อย ทำใหเกิด มิตรภาพอันดีตอกัน เดือนสิงหาคม จะเปนเดือนเริ่มตนการเยี่ยมสโมสรในภาคอยางเปนทางการ ของผูวาการภาค ผมมีหนาที่จะตองเยี่ยมสโมสรโรตารีในภาค 3350 ทั้ง 110 สโมสร โดยจะตองใชเวลาเยี่ยมตั้งแตปลายเดือนกรกฎาคมถึงตนเดือนธันวาคมศกนี้ นอกจากนั้นทางภาคก็จะมีการจัดงานสัมมนาสำคัญๆ สองงานที่ตองจัดขึ้นตาม วั ต ถุ ป ระสงค ข องโรตารี ส ากลคื อ งานสั ม มนาภาพลั ก ษณ ส าธารณะโรตารี ในวันเสารที่ 4 สิงหาคม และงานสัมมนาสมาชิกภาพ ในวันอาทิตยที่ 19 สิงหาคม ซึ่งตรงกับเดือนแหงสมาชิกภาพที่โรตารีสากลไดกำหนดไว จึงขอความรวมมือ โรแทเรียนทุกทานไดใหความสำคัญกับงานสัมมนาทั้งสองโดยเชิญชวนสมาชิก ในสโมสรรวมลงทะเบียนการเขารวมสัมมนาฯโดยพรอมเพียงกัน ขณะเดียวกัน ผมขอใหนายกสโมสรและคณะกรรมการบริหารสโมสร ไดให ความสำคัญกับกิจกรรมในสโมสรของตนเอง อาทิเชน ทำแผนงานของสโมสร (Club Plan) เพื่อใชประโยชนในการพูดคุยกับผูวาการภาคในวันที่ไปเยี่ยมสโมสร อยางเปนทางการ และเปนแนวทางในการทำงานบริหารสโมสร และกิจกรรม โครงการบำเพ็ญประโยชนของสโมสร สำหรับสโมสรที่มีโครงการบำเพ็ญประโยชน ในชุมชนในภาคของตนเองหรือตางภาค โดยผานการสนับสนุนจากมูลนิธิโรตารี หรื อ โครงการ Global Grant ขอให ท  า นนายกสโมสร ประธานมู ล นิ ธ ิ ส โมสร และประธานโครงการบริการสโมสร รีบวางแผนในเรื่องโครงการที่จะทำ วางแผน การบริจาคเพื่อใหได DDF เพียงพอกับการทำโครงการ เรื่องคูมิตรตางประเทศ คูมิตรในประเทศที่สนใจจะรวมโครงการ แลวนำปรึกษากับประธานมูลนิธิโรตารี ภาค 3350 อดีตผูวาการภาค เจสัน ลิม ถึงความเปนไปไดของโครงการ และขอคำ แนะนำจากทานเพื่อเปนแนวทางในการทำโครงการอยางมีประสิทธิภาพและ ประสิทธิผล ขอใหมวลมิตรโรแทเรียนมีความสุขกับการทำกิจกรรมบำเพ็ญประโยชนและ ประสบความสำเร็จสมดังปรารถนาทุกประการ

Dear Rotarians, The first month of Rotary year 2018 – 2019 has passed very quickly.

July was the Installation month of each Rotary club, whether installation individually, as groups of clubs or joint Installation with our District 3350 on 7 July at Bangkok University (Rangsit Campus). The Joint Installation was organized elegantly and magnificently with great fellowship and fun, and there were 32 Rotary clubs to co-host at the event. I must thank the 2018-19 Joint Club Officers Installation Ceremony Organizing Chair, AG Porntipa Praditsukthavorn from Rotary Club of Rangsit and fellow club members, who had organized the event successfully and meet the desired goals.

I praised Club Presidents Class of 114 for the fellowship shown among fellow club presidents by tirelessly attending each other’s installations throughout the month of July. This truly creates great fellowships.

August will be the month which District Governor’s Official Visit has started. I have the duty to visit all 110 Rotary clubs in our District 3350, which will take the time from the end of July till early December this year.

Moreover, there will be 2 compulsory seminars that the District must organize according to RI – they are District Public Image Seminar holding on Saturday 4 August and District Membership Seminar on Sunday 19 August, which RI has designated August to be the month of Membership. I ask all Rotarians for cooperation in attending both seminars.

At the same time, I ask all Club Presidents with their Directors and Committee Chairs to give importance to own club activities such as Club Plan to use during District Governor’s Official Visit, and for own benefits in implementing club activities and service projects. For those who have plan for Global Grant projects, Club Presidents, Club Rotary Foundation Chairs and Club Service Chairs should quickly start planning the projects, as well as plans for donating to the Rotary Foundation to obtain enough District Designated Fund (DDF) for the desired projects. Regarding International or Domestic Partners for the Global Grants, please consult with District 3350 Rotary Foundation Chair, PDG Jason Lim, about the possibility of the projects and other advices for guidance in order to do the projects effectively and efficiently.

I wish all Rotarians to have fun and happiness in accomplishing service projects, and may all be successful as planned.

President, Rotary International, 2018-19 Dear fellow Rotarians, A well-known saying goes, “If you want to change the world, go home and love your family.” That doesn’t mean people should ignore the needs outside their own homes; instead, they should pay attention to the needs within.

It can be tempting, when our priority is service, to focus only on the things that look like service: the projects, the planning, the work that yields a visible benefit to those who need it. But to do that work effectively, we need to keep our own house in order. In Rotary, that means conducting ourselves in accordance with the principles of Rotary, treating others with respect, and following The Four-Way Test. It means maximizing our impact by planning carefully and stewarding our resources wisely. And it means looking after the long-term health of our organization by ensuring that our membership is strong, engaged, and healthy.

Our membership has hovered around the same 1.2 million mark for 20 years. We aren’t growing, and our membership is getting older. We have too many clubs that don’t have the knowledge or motivation to have an impact: clubs that don’t know what we’re doing on a global level, clubs that don’t know about our programs or our Foundation, that don’t even know how to get involved. And with a membership that is still mostly male, we clearly aren’t doing enough to become the organization of choice for women who are seeking to serve.

We are a membership organization first. If we want to achieve the goals we’ve set for ourselves, we need to put membership first. All of us have a responsibility to take membership seriously, not only by inviting prospective members, but also by making sure new members are welcomed into clubs that offer them something of value. If you see someone walk into a meeting and hesitate, be sure that person has a place to sit and is part of the conversation. If you’re enthusiastic about a Rotary program, make sure your club knows about it and knows how to get involved. If you see a need in your community, talk about it at this week’s meeting. If we want to be part of an organization that’s strong, that’s active, that’s having an impact – start at home, and Be the Inspiration in Rotary.

มีคำกลาวที่รูจักกันดีวาดังนี้ “หากทานตองการเปลี่ยนแปลงโลก โปรดกลับบาน และรักครอบครัวของทานกอน” แตนั่นมิไดหมายความวา คนเราไมควรจะนิ่งเฉย ตอความตองการภายนอกบานของตน แตควรจะสนใจสิ่งที่ขาดแคลนภายในบาน เสียกอน นี่อาจเปนสิ่งทาทาย ในเมื่อสิ่งที่เราควรทำกอน คือการบำเพ็ญประโยชน มุงเนน ในสิ่งที่ดูเหมือนการบำเพ็ญประโยชน เชน โครงการตางๆ การวางแผน ผลงานที่ให ผลดีที่แลเห็นไดแกผูที่ขาดแคลน แตการทำงานที่จะมีประสิทธิผลดีนั้น เราควรตอง ดูแลบานเราใหเรียบรอยดวย ในโรตารี นี่คือการกำกับชีวิตเราตามหลักการของโรตารี ใหความเคารพผูอื่น และใชหลักการแบบทดสอบสี่แนวทาง หมายถึงการสราง ผลกระทบใหมากที่สุด ดวยการวางแผนอยางรอบคอบและควบคุมการใชทรัพยากร ของเราอยางเฉลียวฉลาด และยังหมายถึงการมองไปขางหนาถึงสุขภาพขององคกร ของเราในระยะยาว ใหแนใจวาสมาชิกภาพของเรานั้นเขมแข็งมั่นคง มีสวนรวมและ มีสุขภาพดีดวย สมาชิกภาพของเรานั้นยังคงทรงตัวอยูที่จำนวน ๑.๒ ลานคนเทาเดิมตลอด ๒๐ ปมานี้ เรามิไดเติบโตขึ้นเลย และสมาชิกของเราก็ชราภาพลงไปทุกป เรามีสโมสร จำนวนมากที่มิไดมีความรูหรือมีแรงกระตุนเพื่อสรางผลกระทบ สโมสรที่ยังไมทราบวา เรากำลังทำอะไรในระดับโลก สโมสรที่ยังไมทราบโปรแกรมหรือมูลนิธิโรตารีของเรา และมิหนำซ้ำยังไมทราบดวยวาจะมีสวนรวมไดอยางไร ในขณะที่สมาชิกสโมสร ของเราสวนใหญยังเปนสุภาพบุรุษ เปนที่ชัดแจงวาเรายังทำงานกันไมพอที่จะทำให เราเปนองคกรทางเลือกสำหรับสุภาพสตรีที่จะเขามาเพื่อแสวงหาโอกาสบำเพ็ญ ประโยชนรวมกัน พวกเราเปนองคกรสมาชิกภาพในเบื้องตน หากเราตองการจะบรรลุเปาหมาย ที่ตั้งไวสำหรับพวกเราเอง เราจำเปนตองเริ่มตนเรื่องสมาชิกภาพในชั้นแรกนี้ เราทุกคน ตองรับผิดชอบในเรื่องนี้อยางจริงจัง ไมเพียงแตเชื้อเชิญบุคคลที่มุงหวังเทานั้น แตยัง ตองมั่นใจวาสมาชิกใหมจะไดรับการตอนรับในสโมสรดวยการนำเสนอสิ่งที่มีคุณคา ใหเขา หากเราเห็นผูที่เดินเขาหองประชุมมีทาทีลังเลใจ โปรดรีบจัดหาที่นั่งใหเขา และรวมวงสนทนาดวยกัน หากทานสนใจในโปรแกรมของโรตารี โปรดแจงใหสโมสร ทานทราบและหาวิธีใหทานมีสวนรวม และหากทานทราบวาชุมชนของทานตองการ สิ่งใด โปรดแจงใหที่ประชุมทราบดวย และหากเราตองการมีสวนรวมในองคกรที่ เขมแข็งมั่นคง ที่จะมีผลกระทบ ขอโปรดเริ่มตนที่บาน (สโมสร) และ รวมสรางแรง บันดาลใจ ในโรตารีกันเถิด (อน.พิเชษฐ รุจิรัตน สร.ราชบุรี : ผูแปล)

Presidents and Rotarians, The year of “Be The Inspiration” for the Rotary Club and Rotary members to engage in charity to the community to be happy and long continually by inspire the members and communities, which contains the businessperson in community, education institute, clinics, local organization, including communities to develop together, praise and support charitable person of the community for the lovely and peaceful society by aiming at the importance of Charitable Project of Rotary Club in 6 sides as follows; six Areas of focus - Peace and Conflict Prevention/Resolution - Maternal and Child Health - Basic Education & Literacy - Economy and community Development - Disease Prevention & Treatment - Water and Sanitation

Besides, to create a strong community & lasting development, the club should find the opportunity to create a project, establish Rotary Community Corps (RCC), which in the long run, the RCC will be the ally with the club in creating activities in thoughts, energy and courage in perform charity of the club, and as a look development of Rotary Club in such community.

Also, the club can bring the job or skill & knowledge of the Rotary members to the witness of the people and community with Rotary Day Activity, which in the past, we uses the name as “Rotary One Day”.

Rotarians, I am hereby appreciated the sub-committee of the Community Service, District 3350 of 8 sections, which contains the sub-com mittee for almost 60 persons. We will bring the ideal of Rotary International, “Service above self” to support and help the District 3350 for the charity to the community, for the happiness, to prevent the dispute, for the better community.

ทานนายกสโมสรและมวลมิตรโรแทเรียนครับ ปแหงการ “รวมสรางแรงบันดาลใจ” เพื่อใหสโมสรโรตารี และมวลสมาชิก โรแทเรียน สามารถบำเพ็ญประโยชนตอชุมชน ใหมีความสุขและตอเนื่องยั่งยืน ดวยการจุดประกายสมาชิกในสโมสร และ ชุมชน ซึ่งประกอบดวยนักธุรกิจ ในชุมชน สถานศึกษา สถานพยาบาล องคกรสวนทองถิ่น รวมทั้งชุมชนตางๆ ไดรวมกันพัฒนาชุมชน ยกยองและสงเสริมผูที่บำเพ็ญประโยชน ใหกับชุมชน เพื่อใหสังคมนาอยูและสุขสงบ โดยการเนนความสำคัญของโครงการบำเพ็ญ ประโยชนโรตารี 6 ดาน คือ - สันติภาพและการปองกัน / การแกไขขอขัดแยง - สุขอนามัยของแมและเด็ก - การศึกษาขั้นพื้นฐานและการรูหนังสือ - การพัฒนาเศรษฐกิจและชุมชน - การปองกันและการรักษาโรค - น้ำและการสุขาภิบาล นอกจากนั้น การสรางชุมชนใหเขมแข็ง และ พัฒนาอยางยั่งยืน สโมสรควร หาโอกาสทำโครงการ กอตั้งกลุมผูบำเพ็ญประโยชนชุมชนโรตารี (RCC) ซึ่งใน ระยะยาว กลุมผูบำเพ็ญประโยชนชุมชนโรตารี (RCC) จะเปนแนวรวมกับสโมสร ในการทำกิจกรรมตางๆ ทั้งกำลังความคิด กำลังกาย และกำลังใจ ในการบำเพ็ญ ประโยชนของสโมสร และถือเปนการสงเสริมภาพลักษณของสโมสรโรตารี ในชุมชนนั้นๆ เชนเดียวกัน สโมสรสามารถนำอาชีพ หรือความถนัด ความรูของสมาชิก โรตารี สูสายตาของประชาชนและคนในชุมชน ดวยการจัดกิจกรรมโรตารีเดย ซึ่งในอดีตเราใชคำวาโรตารีวันเดย มิตรโรแทเรียนครับ ผมขอขอบคุณคณะอนุกรรมการบริการชุมชน ภาค 3350 ทั้ง 8 ฝาย ซึ่งมีคณะอนุกรรมการเกือบ 60 ทาน พวกเราจะชวยกันนำอุดมการณ ของโรตารีสากล คือ “บริการเหนือตน” เพื่อสนับสนุน ชวยเหลือสโมสรโรตารี ภาค 3350 เพื่อการบำเพ็ญประโยชนใหแกชุมชน เพื่อความสุข เพื่อปองกันการ ขัดแยง เพื่อใหสังคมนาอยูขึ้นครับ

MESSAGE

ในการฝกอบรมสมาชิกภาพของภาค ๓๓๕๐ ในวันที่ ๑๙ สิงหาคม ที่จะถึงนี้นั้น เราจะจัดการฝกอบรมในแนวใหม ผมขอเชิญชวนใหสโมสรโรตารีทุกสโมสรในภาค ๓๓๕๐ ไดสงนายกสโมสร นายกรับเลือก ประธานสมาชิกภาพ และมิตรโรแทเรียนของทาน ที่สนใจจะมารวมกันพัฒนาสมาชิกภาพของสโมสรเขารวมการฝกอบรม ที่จะจัดขึ้น ผมเชื่อวาผูเขารับการฝกอบรมทุกทานจะไดรับประโยชนจากการเขารวมการฝกอบรมดังกลาว และจะสามารถนำความรูและประสบการณที่ทานไดรับ ไปใชไดจริงในการพัฒนาสมาชิกภาพในสโมสรของทาน ในปโรตารีนี้ ภาค ๓๓๕๐ มีความมุงมั่นที่จะทำงานอยางใกลชิดกับทุก ๆ สโมสรเพื่อรวมกันพัฒนาสมาชิกภาพในภาคของเราครับ

ประธานคณะกรรมการพัฒนาสมาชิกภาพ เมื่อเดือนพฤษภาคมที่ผานมา ผมไดรับการทาบทามจากทานผูวาการภาคนครินทร ใหทำหนาที่ประธานคณะกรรมการพัฒนาสมาชิกภาพ เนื่องจากผม เพิ่งไดเขามารับหนาที่ไดไมนานนัก และยังไมมีโอกาสไดประชุมคณะกรรมการสมาชิกภาพแตอยางใด ผมจึงยังไมมีขอมูลขาวสารมากมายที่จะมาแบงปน กับทานในฉบับนี้ อยางไรก็ตาม ผมมีความยินดีที่จะแจงใหทานทราบวาการจัดฝกอบรมสมาชิกภาพนั้น ไดกำหนดใหจัดในวันที่ ๑๙ สิงหาคม ที่จะถึงนี้ครับ ปญหาเรื่องสมาชิกภาพ เปนปญหาที่สโมสรโรตารีตาง ๆ ในโลกตางก็เผชิญไมตางกัน นับเปนความทาทายที่ไมเพียงแตภาค ๓๓๕๐ เทานั้นที่ตองเผชิญ แตเปน ความทาทายที่โรตารีกำลังเผชิญอยู ในอดีตอันใกลที่ผานมานั้น จำนวนโรแทเรียนไดลดลงอยางนาใจหาย ซึ่งเปนโจทยที่โรตารีสากลกำลังขบคิดหาวิธีแกไขอยู และใน สวนของภาค ๓๓๕๐ของเรานั้น ผมมีความคิดวาภาคของเราคงจะตองคิดใหม ทำใหม ในสวนของนโยบายและกุศโลบายในการพัฒนาสมาชิกภาพของภาคของเรา คณะกรรมการของผมมีความตั้งใจที่จะดำเนินกลยุทธตาง ๆ เพื่อชวยใหสโมสรในภาคของเรานั้นสามารถเพิ่มสมาชิกใหมและรักษาสมาชิกเกาเอาไว โดยเรามีแผนการ ตาง ๆ ที่จะดำเนินการเปนระยะตลอดทั้งปโรตารีนี้ ทั้งนี้เรามีนโยบายที่ชัดเจนวาเราจะใหความสำคัญกับสโมสรขนาดเล็กที่มีจำนวนสมาชิกต่ำกวา ๒๐ คน และการ รักษาสมาชิกเกา การเพิ่มสมาชิกใหมตลอดจนกอตั้งสโมสรใหมเปนสำคัญครับ ผมมีความยินดีที่จะแจงใหทานทราบวาคณะกรรมการสมาชิกภาพในปโรตารี ๒๕๖๑ - ๒๕๖๒ มีรายนามดังตอไปนี้ 1. อน วัลภา ชื่นโชคสันต สร กรุงเทพ นวมินทร 2. ผชภ นยก ประดิษฐ ออนรักษ สร บางกรวย 3. ผชภ สมชัย รุงศรีสวัสดิ์ สร หนองแขม 4. อน สุพร เอี่ยมธาราชัย สร บางคอแหลม 5. อน ปยบุตร ธรรมขันต สร สาทร 6. อน เยาวลักษณ พลเสน สร กรุงเทพ วิภาวดี 7. อน ดร พรชัย สาเมือง สร นนทบุรี 8. อน จันทนี ไทยเจริญ สร พระนารายณลพบุรี 9. ผชภ วิรัตน งามขำ สร พระนคร 10. อน เกษมสิริ จิตรจุน สร วัดสิงห 11. อน รัฐนันท สุภาวิตา สร สิงหบุรีวีรชน 12. ผชภ นยก ทรงวุฒิ ภาคพิธเจริญ สร บางปะอิน 13. ผชภ ชนิสรา ผลเจริญ สร สระบุรี 14. ผชภ อภิรักษ ศรีจิตรนนท สร อุทัยธานี

In May DG Nakarin has asked me to take the position of District Membership Development Chair which I have accepted.

Because I have just taken my position and have not had the opportunity to meet my colleagues, there is not much to share at this time. However, we are pleased to announce that the District 3350 Membership Seminar will be held on 19 August.

Membership is an issue that not only challenges our District but also Rotary at large. In recent years, the decline of number of Rotarians has been alarming. So much so that Rotary International has made membership a priority issue. On the district level, I believe our District needs to rethink our membership strategy. No longer can we continue to do what we have been doing and expect membership to improve. We are poor at recruiting new Rotarians and at keeping existing ones alike, and this has to change.

The District will be putting in place new strategies in this Rotary Year to help Rotary Clubs in our District to improve membership, both in terms of recruitment and maintenance. Our plan will see us put an emphasis on working with smaller clubs, particularly those with fewer than 20 members, maintenance of existing membership, recruitment, and the establishment of new clubs.

โครงการเยาวชนแลกเปลี่ยน คูณรูหรือไม วา ในแตละปมีนักเรียน กวา 8000 คน ไดรับโอกาส ใหไปศึกษาในตางประเทศ โดยโครงการเยาวชนแลกเปลี่ยนโรตารี

โครงการเยาวชนแลกเปลี่ยน โรตารีสากล ภาค 3350 เปนโครงการหนึ่งของโรตารี ที่สงเสริม ความเขาใจอันดีระหวางชาติ และสรางสรรคคุณภาพชีวิตที่ดีใหแกเยาวชนทั่วโลก โดยจัดใหมี การแลกเปลี่ยนเยาวชนไทยกับเยาวชนจากประเทศตางๆ ใหไปใชชีวิตในตางประเทศ ทั้งระยะ เวลาสั้นและระยะเวลายาวไมเกิน 1 ป เรียนรูถึงความแตกตางระหวางกัน ทำใหมีความเขาใจซึ่งกัน และกันยิ่งขึ้น เพื่อชวยใหทัศนคติและมุมมองของพวกเขากวางขวางขึ้น ในประเทศไทย ภาค 3350 มีคณะกรรมการเยาวชนแลกเปลี่ยน ที่ประกอบดวยสมาชิก โรแทเรี ย นจำนวน 22 คน เจ า หน า ที ่ ป ระสานงาน 1 คน โดยมี ป ระธานคณะกรรมการคื อ ผชภ.นภัสรกมล พรหโมปกรณ

โครงการนี้เปดโอกาสใหสโมสรโรตารีตางๆในภาครวมสงเสริมความเขาใจอันดีระหวางกันในโลก ดวยการจัดสงเยาวชนที่อยูในวัยเรียนระดับมัธยมปลายอายุระหวาง 15.5-18 ป เขารับการคัดเลือกเพื่อไปใชชีวิตในตางประเทศที่ภาคไดตกลงแลกเปลี่ยนกัน และรับดูแลเยาวชนจากตางประเทศตลอดระยะเวลาที่แลกเปลี่ยนนั้น ในป 2561-2562 มีเยาวชนสมัครเขารับการคัดเลือกเพื่อเปนเยาวชนแลกเปลี่ยนของภาค 3350 และจะเดินทางไปตางประเทศในเดือนสิงหาคม 2561 จำนวน 29 คน เชนเดียวกับในป 2560-2561 มีจำนวน 29 คน และรับเยาวชนจากประเทศตางๆ เขามาพักอาศัยอยูกับครอบครัวไทย ไดแก ญี่ปุน ไตหวัน ฝรั่งเศส เยอรมัน สเปญ โปแลนด สหรัฐอเมริกา เม็กซิโก และบราซิล โดยปกติแลวสโมสรที่ใหการอุปถัมภจะเปนผูคัดเลือกเยาวชนกอน และจะพิจารณาอนุมัติในระดับภาค การกรอกใบสมัครเปนลายลักษณอักษร สอบขอเขียน และการสอบ สัมภาษณ ในแตละปนอกจากคณะอนุกรรมการจะทำการคัดเลือกใหไดเยาวชนที่เหมาะสมเพื่อเปนตัวแทนเยาวชนไทยไปยังตางประเทศแลว เมื่อเยาวชนไทยไดรับการ คัดเลือกแลวยังตองทำการติดตอหาภาคที่จะแลกเปลี่ยนเพิ่มเพื่อใหโอกาสแกเยาวชนมากที่สุด โดยระหวางการแลกเปลี่ยน เยาวชนเหลานั้นจะตองเขาศึกษาระดับมัธยมปลาย โดยวิชาที่ศึกษาระหวางการแลกเปลี่ยนจะพิจารณาโดยโรงเรียนอุปถัมภรวมกับเยาวชนและสโมสรอุปถัมภ ขั้นตอนการดำเนินการเหลานี้จะปฏิบัติเชนเดียวกันทั่วโลก

Do you know that every year more than 8000 students have opportunity to study aboard through Rotary Youth Exchange Program ??

Rotary Youth Exchange RID 3350 is one of Rotary program to promote international understanding and creativity of youth life worldwide. The Program is one opportunity for youth to spend life in another country. We have both short term and 1 year long term.

Becoming youth exchange student are good chances to learn new different life, international understanding for better attitude and wider point of view.

Rotary Youth Exchange District 3350 are managing by a committee comprising of 22 Rotarians and 1 Coordinator. Chairperson is AG. Napaskamon Promopakorn.

The Program with cooperation by Rotary Clubs in District 3350 are to encourage for international understanding by sending out Thai youth aging between 15.5-18 years through selection process to live in other countries while receiving foreign youth student for a year.

In year 2018-19 we will send out Thai exchange students in August of 29 students as same as in 2017-18 of 29 students. And we also receive foreign students worldwide to live with Thai families such as Japan,Taiwan, France, Germany, Spain, Poland, USA, Mexico and Brazil.

คณะอนุกรรมการไดจัดกิจกรรมตางๆเพื่อเตรียมความพรอมใหกับเยาวชนไทยกอนออกเดินทาง ตลอดจนเยาวชนจากตางประเทศเพื่อใหมีความรู ความเขาใจในขณะที่มา ใชชีวิตอยูในประเทศไทย เชน การอบรมสัมมนาเตรียมความพรอมใหกับเยาวชนและครอบครัวอุปถัมภ การเรียนนวดแผนไทย วิปสสนา การแสดงและศิลปวัฒนธรรมไทย การทองเที่ยวเพื่อรูจักสถานที่สำคัญและสถานที่ทองเที่ยวในเมืองไทย การรวมประชุมใหญประจำปของภาค 3350 และกิจกรรมอื่นๆ ตลอดป 2561-2562 เพื่อใหเยาวชนไทย และเยาวชนตางชาติไดรับประโยชนสูงสุดจากการเขารวมโครงการฯ

Normal process will be Rotary Sponsor Club to select and approve interested students. Fill in and signed Application, writing test and interview will be done by YE Committee. Each year, the committee will select appropriate students to represent Thai youth to other country. When the selection process is ready, the Committee will contact district partner in other countries to accept our students as many placement as we can. During exchange year, student must study at high school level with agreeable by host school.

The procedure is the same Rotary worldwide.

คณะอนุกรรมการฯคาดหวังวาระหวางการเปนเยาวชนแลกเปลี่ยน พวกเขา เหลานั้น จะรูจักปรับตัว และไดเรียนรูสิ่งใหมตลอดเวลา เยาวชนไทยเมื่อกลับมาจะกลายเปน ผูใหญ ที่มีความคิดและกลาแสดงออกมากขึ้นเนื่องจากประสบการณที่ไดพบปะกับชาวตางชาติ ตลอด 1 ปที่ผานมา ในขณะเดียวกัน เยาวชนตางชาติที่มาแลกเปลี่ยนก็จะมาเรียนรู วัฒนธรรมที่มีคุณคาในเมืองไทย นอกเหนือจากที่ไดเขาศึกษาในโรงเรียนอุปถัมภดวย พวกเขาจะรูจักความสุภาพ ออนนอม ความรักใครเอื้ออาทรในครอบครัว ซึ่งเปน เอกลักษณของสังคมไทย รวมทั้งการเรียนภาษาไทยดวย

YE Subcommittee will arrange many Rotary activities to orientate youth student be readiness before departure. To orientate Inbound students to learn and understand Thai’s culture such as Inbound oriention, host family orientation. To arrange many activities such as Thai Massage class, Meditation class, Thai culture, trips in Thailand, and attend District Conference. Those activities and orientations will be most benefit to both RYE inbound and outbound students for year 2018-19.

Joint Installation of Club Officers Committee Chair District 3350 R.I. Year 2018-2019 On the occasion of the 18th joint installation of club officers for 32 Rotary Clubs under the Rotary District 3350, which took place on July 7, 2018 at BU Diamond Hall, Bangkok University Rangsit, I was assigned by the District Governor, Mr. Nakarin Ratanakitsunthorn, to be the chief organizer of this event. Realizing its importance as one of major events of the District and of all clubs, I am determined to make this event elegant, sacred, and honorable for all Rotary Club officers to cherish this memorable event together.

The main objective of the joint celebration is to strengthen friendship and create inspiration through this collaboration among Rotary Clubs. We have received responses from many Rotarians to join this event, which demonstrates love, unity, and harmony among our Rotarian fellows. This collaboration also benefited all Rotary Clubs to save their time and costs. Considering the expenses for transportation, personal, and registration for each club to organize individual event and not join together, this may cost on average 1,000-1,500 per person. For approximately 700 Rotarians joining the event, we all have contributed to the savings of at least 20 million baht from this joint collaboration. It is also to be note that there are many joint installation this year, each of which comprises more than 10 clubs, and this should be supported and continued As one of organizing committees, I would like to be another 1 inspiration to every Rotary Clubs and wish you success in achieving your goals and plans for the year 2018-2019.

I would like to thank the president and committees of 32 Rotary Clubs, as well as the organizing committees, officers, and every companies who have given their full support and cooperation to make such a remarkable event for another year.

ประธานจัดงานสถาปนาร วมภาค 3350 ป 2561-2562 ในโอกาสที่สโมสรโรตารี 32 แหงในภาค 3350 รวมกันจัดงานสถาปนาคณะ กรรมการบริหารของสโมสรครั้งที่ 18 ขึ้นในวันที่ 7 กรกฎาคม 2561 ณ หองไดมอนต ชั้น 5 มหาวิทยาลัยกรุงเทพ รังสิต ดิฉันไดรับมอบหมายจากทานผูวาการภาค นครินทร รัตนกิจสุนทร ใหรับหนาที่เปนประธานจัดงาน ซึ่งถือวาเปนงานสำคัญ ของภาคและของทุกสโมสร ดิฉันจึงตั้งใจจัดใหเปนงานพิธีการที่งามสงา ศักดิ์สิทธิ์ และมีเกียรติ เพื่อนายกสโมสรที่เขารวมงานนี้ทุกคนไดรับความประทับใจ และรูสึก ภูมิใจที่ไดจัดงานรวมกัน จุดมุงหมายหลักในการจัดงานสถาปนารวมเพื่อเสริมสรางมิตรภาพระหวาง สโมสรและสรางแรงบันดาลใจในการทำงานรวมกัน โดยมวลมิตรโรแทเรียน ไดมา รวมงานฉลองอยางมากมาย ซึ่งไดแสดงถึงความรักใคร สามัคคี เปนน้ำหนึ่งใจ เดียวกันของมวลสมาชิก นอกจากนี้ แตละสโมสรยังไดประโยชนรวมกันในการ ประหยัดเวลาการดำเนินการและประหยัดคาใชจายในการเขารวมงาน ไมวาจะเปน คาพาหนะเดินทางไปกลับ คาใชจายสวนตัว หรือคาลงทะเบียนเขารวมงาน ถาเปน กรณีแตละสโมสรแยกกันจัดงานสถาปนาเดี่ยว ไมรวมกัน จะตองเสียคาใชจาย โดยเฉลี่ยตอครั้งประมาณคนละ 1,000 - 1,500 บาท ถาคำนวณตามจำนวนผูมา รวมงาน 700 คนในครั้งนี้ จะถือวาเราไดรวมกันประหยัดเงินและพลังงาน รวมมูลคา ไมต่ำกวา 20 ลานบาท นับวาเปนที่นายินดีที่ในปนี้มีการสถาปนารวมยอยๆ ครั้งละ 10 กวาสโมสร ซึ่งเปนเรื่องที่นาสนับสนุนตอไป ในการจัดงานครั้งนี้ ดิฉันขอเปนอีก 1 แรงบันดาลใจใหทุกสโมสรประสบ ความสำเร็จตามความมุงหวังและเปาหมายของแผนงานในการบริหารสโมสรในป 2561 - 2562 นี้จงทุกประการ ดิฉันขอขอบพระคุณ นายกรับเลือก และคณะกรรมการสโมสรทั้ง 32 สโมสร รวมถึงคณะกรรมการจัดงานทุกทานในความรวมมือ รวมถึงความชวยเหลือสนับสนุน จากสมาชิกสโมสรโรตารีรังสิต และนายกรวมรุน 109 ทุกทาน เจาหนาที่ทุกฝาย และทุกบริษัทที่ใหการสนับสนุนและใหความรวมมือในการจัดงานสถาปนาใน ครั้งนี้คะ

๒. ประสานงานกับ ลขภ. หรือคณะกรรมการเลขานุการภาค (คลภ.) วาไดรับแผนสโมสรของทานแลวหรือไม ยืนยันวัน เวลานัดหมาย รวมทั้งการไปยังสถานที่ที่ทาน จัดไวรับการเยี่ยม ดวยการสงแผนที่ หรือแชรโลเคชั่น (โดยเฉพาะอยางยิ่งสโมสรในตางจังหวัด) อีกทั้งควรมอบหมายใหปฏิคมหรือผูใดผูหนึ่งคอยประสานงานเมื่อ ใกลเวลาถึงที่หมายของคณะผูวาการภาคเพื่ออำนวยความสะดวก รวมทั้งจัดเตรียมสถานที่ประชุม เครื่องฉาย จอภาพ เครื่องเสียง อาหารวาง และเครื่องดื่ม จุดจอดรถ ฯลฯ ใหพรอมมูล การเยี่ยมสโมสรของทานอยางเปนทางการจะไดเริ่มขึ้นโดยตรงตามเวลาที่ไดนัดหมายไว อนึ่ง ในปนี้ เนื่องจากทาน ผวภ.นครินทร รัตนกิจสุนทร มีภารกิจที่หนาแนนมาก ตารางนัดหมายการเยี่ยมสโมสรบางสโมสรอาจไมตรงกับวันเวลาประชุมปกติของสโมสร ก็ตอง ขอความกรุณาจากสโมสรนั้น ๆ ปรับวันเวลาเยี่ยมสโมสรตามกำหนดการที่คณะเลขานุการภาค ไดประสานงานมาดวย ๓. การเยี่ยมของคณะผูวาการภาค อันประกอบดวย - ผูวาการภาค - ผูชวยผูวาการภาคที่ดูแลสโมสรนั้นๆ - เลขานุการภาคหรือคณะกรรมการเลขานุการภาคที่ได รับมอบหมายนั้น แบงออกเปน ๓ หวงเวลา กลาวคือ หวงที่ ๑ พบหารือเฉพาะกับนายกสโมสร นายกรับเลือก และเลขานุการสโมสร ใหผูนำสโมสรทั้งสามตำแหนงนี้ไดนำเสนอแผนสโมสรในภาพกวาง หรือหารือลงลึก ในปญหาที่ เปนเรื่องเฉพาะ กับผูนำภาคโดยตรงไดทุกเรื่อง ใชเวลาประมาณ ๑ ชั่วโมง หวงที่ ๒ ประธานคณะกรรมการสโมสรฝายตาง ๆ ตามโครงสรางสโมสรทุกคณะ เขาพบหารือกับคณะของผูวาการภาคหลังเสร็จสิ้นหวงเวลาที่ ๑ โดยคณะกรรมการ สโมสร ตองนำเสนอหรือแถลงแผนสโมสรในฝายที่แตละทานรับผิดชอบโดยละเอียด และพรอมที่จะใหขอมูลหรือตอบขอซักถามใด ๆ จากผูวาการภาคอันอาจมีขึ้น ใชเวลาประมาณ ๑ ชั่วโมง เชนเดียวกัน หวงที่ ๓ เปนการรับประทานอาหาร และเริ่มการประชุมประจำสัปดาหของสโมสร ตามขั้นตอนปฏิบัติปกติ โดยมีผูวาการภาคเปนผูบรรยายในการประชุม ใชเวลา ตามหวงเวลา ประชุมปกติ และใหถือเปนหนึ่งครั้งของการประชุมกิจกรรมสโมสร (Club Assembly) หากประสงคจะทำพิธีตอนรับสมาชิกใหม มอบเข็มหรือประกาศนียบัตร หรือพิธียกยองใด ๆ ก็ใหกระทำในหวงที่ ๓ นี้ได ตามที่แนะนำไวในคูมือนายกสโมสร ป ๒๐๑๖-๑๙ หนา ๑๔ วาดวยการเยี่ยมสโมสรอยางเปนทางการของผูวาการภาค โดยขอใหแจงตอคณะผูวาการภาคไวลวงหนา สำหรั บ สโมสรในต า งจั ง หวั ด คณะ ผวภ. มั ก จั ด ตารางเยี ่ ย มสโมสรไว ห ลายสโมสรในวั น เดี ย วกั น ก็ ใ ห ป ฏิ บ ั ต ิ ห  ว งที ่ ๑ และ ๒ ที ล ะสโมสรตามเวลาที ่ ก ำหนดไว ซึ่งอาจเปนหนึ่ง สโมสรในชวงเชา และอีกหนึ่งสโมสรในชวงบาย สวนในหวงที่ ๓ ใหจัดการประชุมประจำสัปดาหรวมกันทุกสโมสรโดยมี ผวภ. เปนผูบรรยายในคราวเดียว ๔. การเยี่ยมสโมสรอยางเปนทางการ เปนหนาที่หลักประการหนึ่งของผูวาการภาค ซึ่งผูนำภาคทุกทานประสงคที่จะพบปะพูดคุยกับผูนำสโมสรและสมาชิกในสโมสร อยางใกลชิด และเปนกันเอง ซึ่งโดยสวนใหญ คณะผูวาการภาคประสงคจะเยี่ยมสโมสรในบรรยากาศ และสถานที่ที่สโมสรใชประชุมเปนปกติ ใหทราบถึงสภาวะอันแทจริง ของสโมสรจะเปนการดีที่สุด โดยสโมสรอาจเชิญแขกเยี่ยมสโมสรหรือสมาชิกมุงหวังเขารับฟงการบรรยายของผูวาการภาคในหวงที่ ๓ ไดตามตองการ การตอนรับคณะของผูวาการภาค ขอใหปฏิบัติในลักษณะของการใหเกียรติตอบุคคลในคณะจากสมาชิกในสโมสรและคูครองหรือบุคคลที่เกี่ยวของในทองถิ่น เชน ผูอำนวยการ เขต เจาหนาที่สาธารณสุข ผูอำนวยการโรงเรียน หรือพันธมิตรภายนอกที่เคยทำกิจกรรมรวมกัน ฯลฯ ก็เปนการเพียงพอแลว ไมจำเปนตองเชิญนายกสโมสร อื่น ๆ หรือมิตรตางสโมสรมารวมรับการเยี่ยมสโมสรของทาน หรือมาใหกำลังใจทานในวันดังกลาวแตอยางใด รวมถึงไมจำเปนตองจัดของขวัญมูลคาสูงเพื่อมอบใหแก ผูวาการภาคหรือคณะ ที่ผานมา ทานผูวาการภาคบางทานตองขอใหงดของขวัญ หรือมอบเพียงประกาศนียบัตรแสดงขอความตอนรับการมาเยี่ยมของทาน โดยไมตอง ใสกรอบก็มี สำหรับอาหารที่จัดเลี้ยงตอนรับนั้น ควรเปนอาหารที่สมาชิกในสโมสรรับประทานกันเปนปกติ โดยเฉพาะอยางยิ่ง หากเปนอาหารของทองถิ่นนั้น ๆ จะเปน การเหมาะสมกวา อีกทั้งหากคณะของผูวาการภาคตองมีการพักคางแรมในจังหวัด ขอทานจัดจองเพียงที่พักที่สะดวกสบายพอเหมาะสม สะอาดสะอาน และปลอดภัย ใหแกคณะฯ ก็เพียงพอแลว ผูวาการภาคไดรับงบประมาณการเดินทางจากโรตารีสากลเพียงพออยูแลว ไมขอรบกวนใหสโมสรตองมาดูแลคาใชจายในการพักคางคืน ของคณะผูวาการภาคแตอยางใด โดยสรุป หัวใจสำคัญในการเยี่ยมสโมสรอยางเปนทางการของผูวาการภาค คือ ความพรอมของสโมสรเรื่องแผนงาน สถานที่ ฯลฯ ความตรงตอเวลา และความเปนปกติ ธรรมชาติของการประชุมสโมสร ไมประสงคใหเปนการรบกวนหรือปฏิบัติเปนพิเศษแตอยางใด ขอใหทุกสโมสรจัดเตรียมการรับการเยี่ยมของคณะผูวาการภาคอยางมี ประสิทธิภาพโดยถวนหนากันครับ

Preparation for Welcoming District Governor’s Official Club Visit AG.Yod S.Watana

District Club Service Committee Chair As Club Service Committee Chair of District 3350 under the "Be The Inspiration" year, I would like to coordinate the preparations to welcome the Official Visit of District Governor with the club committee as it is an important agenda of the club service. The process of preparations are as follows :1. The club must set up the goals in Rotary Club Central @ My Rotary two weeks before the DG’s visit for DG and DS will study your goals in advance. The Club may include the club’s plan gathered in a booklet shape, consisting club’s history, works or other relevant photos, etc. Please provide at least three copies ; one each for District Governor (DG), Assistant Governor (AG) who takes care of your club, and District Secretary (DS).

Please submit at least two weeks before the date of DG’s visit so they can study the club plan in advance. The faster you send, the more time they could study and guide your club better.

2. Coordinating with DS or DS Committee (DSC) to make sure if your club plan was well received and confirm the appointment, as well as the meeting venue to be arranged. Please send the map or share the location (especially of the clubs in provinces), assign someone as a coordinator when DG and his party arrive to facilitate them. Please provide a projector, screen, sound, snacks and beverages, parking etc. Please have all ready so that the official visit could begin on time.

However, it seems the DG. Nakarin is so overbooked. So that the day and time of the visit may not align with regular meeting day and time of the club. We request you to adapt accordingly.

3. The DG’s party consists of District Governor, Assistant Governor who takes care of your club, District Secretary or assigned District Secretary Committee. The official visit is divided into 3 periods.

Period 1 - Meeting with only Current President, President-Elect and Club Secretary. Those three Club leaders will propose and present the plan with an overall image or discuss the issue in depth at a particular subject. It takes about one hour.

Period 2 - Meeting with Club Committee Chairs, based on structure of the club. Those Chairs must propose and present plans of the club in detail and should be prepared to provide information or answer any question from DG. It takes about one hour as well.

Period 3 - Dining and starting regular weekly meeting according to the normal procedures of the club. The District Governor is the speaker.

It takes time as a regular meeting of the club and is hold as a Club Assembly.

The installation ceremony of new club members, providing pin or certificate or other recognition ceremonies if you wish, may be done during this period as suggested in the Club’s President Manual 2016-19 on page 14 regarding the Official Visit of District Governor. Please advise DG in advance.

For the clubs in provinces, as District Governor normally arranges the schedule to visit several clubs on the same day, please follow the same practice as in the first and second period. Maybe one club in the morning and another club in the afternoon. Then arrange the regular weekly meeting of all clubs altogether in the third period with DG as the speaker at one time.

4. The clubs’ official visit is one of the main duties of District Governor as District Leaders wish to meet with club leaders and members closely and friendly. In most cases, District Governor and his party would like to visit the clubs in the normal atmosphere and meeting place to know the actual status of the club. The club may invite guests or prospective members to attend and listen to DG’s speech in the third period as needed.

In welcoming the DG and the party, please follow practice of honoring the members of the clubs, spouses or persons involved in the local area, such as the District Director, Health Officers, School Directors, or outside partners that used to join activities, etc. That is sufficient. It’s no need to neither invite other Club Presidents or fellow Rotarians, nor prepare the high value gifts for DG and party. In the past, some DGs asked to cancel gifts or just asked for a certificate of welcome message without framing.

For the food at the reception, most District Leaders prefer to dine whatever club members do as usual. In particular, it is more appropriate if it is local food.

Moreover, if DG and the party require to stay overnight in the province, please only book a comfortable, clean and safe accommodation.

Every District Governor receives enough travelling allowance from Rotary International. So they will not bother asking the club to take over the cost of DG’s accommodation anyway.

In conclusion, the key heart of the DG’s official visit is the readiness of the club in regard to club’s plan, location, punctuality and regular meeting of the club. No special practice is needed.

So, please arrange the preparations of welcoming the visit of District Governor and the Party effectively. Hoping that the above information is helpful.

Rotary Youth Leadership Awards (RYLA) program seeks to provide young adults, ages 14 - 30, with an opportunity to develop their skills and character while exposing them to Rotary’s value of service, high ethical standard and peace.

RYLAs can be conducted at a club, district, or multi district and usually run for 3 to 10 days. While they can take many different shapes, most RYLA follows a seminar or leadership camp format. Through RYLA, you can help develop the qualities of leadership, citizenship and personal development among young people in your community.

Participants are nominated by local Rotary clubs which often cover all expenses. For these young adults, this recognition offers the opportunity to build self-confidence, gain exposure to a variety of issues and people, meet active community leaders and learn valuable information and career skills.

Rotary theme for 2018-2019 is be the inspiration, we, RYLA D3350 committee had agreed to set more challenging objective of this RYLA camp, our mission is to inspire youths, Rotarians and Communities to be aware of how important to develop youth in to the right way. PEACE has been set up as a priority goal in this camp which became well recognize name of “RYLA for PEACE 2018”, Beside, personal skill and leadership development, we emphasis on citizenship. The participants will experiences on conflict transformation and peaceful communication skill. These learning topics are fundamental factors to reduce conflict which lead to PEACE in wider view. This camp had great support through different organization, Rotary, Rotaract, Interact, Mahidol University, Private sector, etc. Everyone has similar passion which we want to fulfill all necessary skills to our youth who will build be better world in the future.

For many years, our Rotary wheel stood alone as our logo on signage and communications materials. Although the words Rotary International were embedded in the wheel, they were hard to read from a distance. As a result, the general public did not always recognize Rotary’s involvement in a project or activity.

That’s why we decided to expand our official logo to include the word “Rotary” next to the wheel. This is our official logo and our Masterbrand Signature, which should be used whenever possible.

The Rotary wheel is our Mark of Excellence. In addition to being a component of our official logo, it may be scaled up for greater impact and used separately but in close proximity to the Masterbrand Signature.

For example, you could display a large Rotary wheel on the front of the podium at an event with the official logo showing above on a screen. Or you could use the scaled-up mark of excellence on the front of a brochure and the logo on the back. ขณะนี้เรายางเขาสูเดือนที่สองของป “รวมสรางแรงบันดาลใจ” ผมเชื่อวาทุกทานคงกำลังยุง เรื่องการวางแผนงานประจำปและการเตรียมตัวตอนรับการเยี่ยมสโมสร ของผูวาการภาคกันอยู ในขณะเดี ย วกั น ผมเชื ่ อ ว า บางสโมสรก็ ก ำลั ง ทำการประเมิ น ความต อ งการของชุ ม ชน เพื ่ อ ทำ โครงการบำเพ็ญประโยชนกันดวย ผมจึงอยากแจง ขอมูลลาสุดเกี่ยวกับการขอทุนจากมูลนิธิโรตารี ใหทานทราบ ดังนี้

1. มีการเปลี่ยนแปลงประเภทของการบริจาคที่สามารถนำเขามารวมอยูในใบสมัครขอทุนสนับสนุนสมทบระดับโลก นั่นคือ ตอไปนี้การบริจาคที่ไมมีการสมทบจาก

มูลนิธิโรตารี จะไมนำเขามารวมอยูในใบสมัครขอทุนได ดังนั้น ขณะนี้ทางมูลนิธิฯ จึงอยูระหวางดำเนินการตัดขอมูลการบริจาคประเภทนี้ออกจากใบสมัครขอทุน ที่สโมสรตางๆ สงมาแลวแตยังไมไดรับการอนุมัติออกไปกอน ทั้งนี้ ทานยังคงสามารถใชเงินบริจาคดังกลาวไดตามปกติ เพียงแตไมตองนำจำนวนเขามาระบุในใบสมัคร ขอทุนเทานั้น 2. เริ่มตั้งแตวันที่ 1 กรกฎาคม 2561 เปนตนไป ใบสมัครขอทุนสนับสนุนสมทบระดับโลกตองมี “รายงานผลการประเมินชุมชน” แนบมาดวย เปนขอบังคับที่ผูเขียนใบสมัคร หรือสโมสรนั้นๆ ทำการประเมินชุมชนกอนทำโครงการแตละแหง และรายงานนี้จะตองมีการนำขึ้นประกอบในหัวขอยอยเรื่อง “งบประมาณ” ในระบบ รายงานนี้ตอง จัดทำเพิ่มสำหรับโครงการที่ยังอยูในสถานะ “draft” (ยังไมไดรับการอนุมัติ) กอน 1 กรกฎาคม 2561 ดวย 3. แนวทางการทำโครงการตามการมุงเนน 6 ดานที่ออกใหมลาสุดสงมาแลว และอยูระหวางการแปลเปนภาษาไทย ซึ่งจะมีการสงขอมูลใหทุกสโมสรตอไป จากการพูดคุยและเห็นชอบโดย ผวภ.นครินทร และ อน.ดร. เจ จอง ประธานบริการระหวางประเทศ ภาค 3350 เราไดกำหนดแนวทางในการสมัครขอทุนสนับสนุนสมทบ ระดับโลกทาง on-line ดังนี้

1. สำหรับการใช DDF ป 2018-19 ขอความรวมมือใหทานนายกสโมสรสงหนังสือหรืออีเมลถึงผมอยางเปนทางการโดยแจงอนุมัติการใชทุนที่ไดรับการจัดสรร ในป 2018-19 โดยระบุหมายเลขโครงการ และจำนวน DDF ใหชัดเจน

2. สำหรับการใช DDF ที่ใหพิเศษโดยภาค จะตองเปนโครงการของสโมสรเอง หรือของกลุมสโมสรที่ทำโครงการในประเทศไทย กัมพูชา หรือ เมียนมาร เทานั้น

และเราขอสงวนสิทธิ์ในการให DDF ตามหลัก “มากอนไดสิทธิ์กอน” 1. สถานที่จัดโครงการที่พิจารณาเปนพิเศษ 1) ภายในชุมชนของตนเองใกลที่ตั้งสโมสร 2) ภายในภาค 3350 รวมถึงประเทศกัมพูชา และ เมียนมาร 3) ภายในชุมชนของภาคอื่นๆ ในประเทศไทย โดยตองมีการเห็นชอบจากผูวาการภาคแหงนั้น ระบุดวยวาจะมีสวนรวมจากสโมสรในพื้นที่และภาค (เชน การดูแลโครงการและการบริจาค) อยางไร 2. อัตราการแลกเปลี่ยน DDF สำหรับทุก 1,000 เหรียญ (บริจาคขั้นต่ำ 5,000 เหรียญสำหรับแตละสโมสร) ที่บริจาคเขากองทุนประจำป ภาค 3350 จะมอบ DDF 750 ใหตอหนึ่งการบริจาคนั้น นายกสโมสรตองสงจดหมายอยางเปนทางการเพื่อขอใชทุนพิเศษนี้ โดยระบุหมายเลขโครงการและจำนวนเงิน ที่บริจาคมายังประธานมูลนิธิโรตารี อผภ.เจสัน ลิม และสำเนาถึง ผวภ.นครินทรและ อน.ดร. เจ จอง ประธานบริการระหวางประเทศ ภาค 3350 3. การอนุมัติ DDF ประธานมูลนิธิ และ ผูวาการภาค จะอนุมัติการใช DDF ในภาค 3350 โดยใชหลักการตอไปนี้ 1) สำหรับ DDF ที่สโมสรไดรับในป 2018-19 จะอนุมัติหลังจากไดรับจดหมาย หรืออีเมลอนุมัติการใช DDF จากนายกสโมสรหรือผูสนับสนุนรวมแลว 2) สำหรับการแลกเปลี่ยน DDF ระหวางสโมสร จะอนุมัติเมื่อไดรับจดหมาย หรืออีเมลจากนายกสโมสรที่จะทำการแลกเปลี่ยน หรือสนับสนุน DDF และใบเสร็จหรือเช็คจากมูลนิธิโรตารีที่สงมายัง Fiscal Agent ของมูลนิธิโรตารีในประเทศไทยกอน 4. การอนุมัติโครงการทุนสนับสนุนสมทบระดับโลก ประธานมูลนิธิภาค จะอนุมัติโครงการโดยใชหลักการตอไปนี้ 1) สโมสรที่ทำโครงการและสโมสรในตางประเทศ ตองมีคุณสมบัติครบถวนในการขอทุน 2) โครงการที่เสนอจัดอยูในการมุงเนน 6 ดานของโรตารี 3) มีการสงขอมูลตอไปนี้ทาง on-line แลว

District Rotary Foundation Chair Dear Club Presidents & Rotary Foundation Chairs, We are approaching the 2nd month of “Be The Inspiration”. I believe that all of you are busy with your club plans and preparation for your Governor Visit. In the meantime, trust that some of the clubs are already conducting community assessment for your projects. I am pleased to update you of the latest TRF information as follows: 1. There has been a change in the type contributions that can be included in a global grant application. Contributions with no match from TRF can no longer be included in an application. As such, TRF are working to remove this type of contribution from previously submitted but not yet approved applications. You can of course still use this funding toward the project, it simply cannot be included in the application.

2. With effect from 1 Jul 2018, all global grant applications must submit the “Community Assessment Result Report”. It is mandatory that applicants / clubs to conduct Community Assessment on per project site basis and this report must be uploaded in the “Budget” sub – menu online. This is also applicable to all applications that are still under “Draft” status before 1 July 2018.

3. Rotary new 6 Areas of Focus guidelines has been updated and we are in the process of translating into Thai and will be released in due course.

After discussion and agreement with DG Nakarin and District International Service Chair PP Dr. Jay Chung, below are some of the district guidelines for your project applications online: 1. For the usage of 2018 – 19 DDF, I will require the kind assistance of Club Presidents to send me an official letter / email authorizing the usage of their club allocated DDF for 2018 – 19, mentioning the specific global grant number and DDF amount.

2. For usage of the promotion DDF, this is only applicable to Club own project or group project within Thailand, Myanmar or Cambodia communities / sites only. D3350 reserve the right to allocate this DDF from either overseas or local districts on DRFC discretion on a first come first serve basis. a. Priority of project sites as follows: i. Club own communities ii. D3350 communities, including Cambodia and Myanmar. iii. Other Thai districts communities, but official consensus from their District Governors, specifically mentioning the Global Grant number are required and must have participation (implementation & contribution) from local clubs / districts.

b. Exchange DDF Rate – for every USD 1,000 (min USD 5,000 per club for every exchange) contributed to Annual Fund (AF), D3350 will allocate USD 750 DDF on every USD 1,000 contribution to AF. Official request letter / email from Club President, clearly stating the requested DDF, global grant number and AF contribution amount must to send to DRFC PDG Jason with copy to Governor DG Nakarin and District International Service Chair, PP Dr. Jay Chung. c. Authorization of DDF – DRFC & DG will only authorize the usage of D3350 DDF on the following basis: i. For Club 2018 – 19 allocated DDF – Only after receiving all sponsors Club Presidents official letter / email authorizing the usage of club DDF. ii. For Exchange DDF – Only after receiving all sponsors Club President official letter / email requesting DDF and TRF official receipt / letter of cheque received by RI Fiscal Agent in Thailand. d. Authorization of Grant – DRFC will only authorize on the following basis: i. Host, International Partners and sponsor clubs are qualified by the district. ii. Projects under one of the 6 Areas of Focus. iii. Uploaded the following documents online: 1. Memorandum of Understanding (MOU) signed between Host, International Partners, Co-operating Organization / vendors and beneficiaries.

2. Vendors quotations 3. Community Assessment Result Report/s 4. Training Plan / Curriculum Chart iv. Authorization done by both Host & International Host on project application. v. Authorization done by Host & International Host Club President on the acceptance of legal agreement. vi. Authorization done on the usage of DDF by all DGs & DRFCs. vii. Clarification received on any other unclear issue, if any required by DRFC. 3. No “District Sponsored” grants are allowed.

At the same time, this month of August is also the time that District Governor starts having official visits. The allocated schedules of official visits to some clubs may not be the same as their regular weekly meeting dates and time, please double check with District Secretary.
