MAYOR GARZA HIGHLIGHTS EDINBURG’S TRANSFORMATION IN 2025 STATE OF THE CITY ADDRESS The 2025 Edinburg State of the City Address celebrated a year of record-breaking growth and transformation. Centered on the theme Excellence in Action, Mayor Ramiro Garza Jr. delivered a powerful message, highlighting over $1 billion in direct construction activity, more than $100 million in sales tax revenue, and thousands of new jobs created—all signs of a thriving, forward-moving city.

“Edinburg is thriving like never before,” said Mayor Garza. “This isn’t just growth; it’s transformation.”

As he nears the end of his term, the mayor reflected on his journey, including his ongoing battle with prostate cancer. With gratitude and resilience, he pledged to finish strong.

“This was never my plan, but God has different plans for me,” he shared. “Edinburg, thank you for the opportunity to serve you.”

The address stood as a tribute to Edinburg’s progress and a promise that the best is still to come.

LEADERSHIP EDINBURG SWINGS INTO ACTION FOR GOLD STAR FAMILIES MEMORIAL The Leadership Edinburg Class 36 hosted its 2nd annual golf tournament fundraiser to support the construction of a Gold Star Families Memorial Monument. This monument will honor the sacrifices of military families across the Rio Grande Valley, representing the mothers, fathers, children, siblings, and spouses who never saw their loved ones return from conflict or war. It will serve as a lasting tribute to their bravery and loss. The monument, dedicated to Gold Star Families, will be installed at the Museum of South Texas History, providing a place for reflection. From deciding to undergo weight-loss surgery to losing the excess weight post-procedure, the South Texas Health System Bariatric Weight Loss Surgery Center helps patients every step of the way, offering help, guidance, and support.

In March, STHS celebrated five bariatric patients who have thrived post-surgery at its third annual Transformation Celebration Fashion Show.

The spirit of the festival is easy to understand and even easier to catch, whether you’re a young adult looking for new experiences or a young family hoping to share the beauty of your culture with the next generation. For some young people, the MXLAN Festival is the first time they’ll see their cultural roots presented as a source of inspiration to better themselves and their communities.

The heart of MXLAN is music. This year, 5-time Latin Grammy and Grammy-winning vocalist Lila Downs headlines the MXLAN Breakthrough Stage along with Ozomatli, Clubz, Girl Ultra, and other rising Latino artists that will play nightly on the MXLAN Breakthrough Stage.

Since all concerts are included with the price of admission, be sure to arrive early to get the best view.

2025 is a breakthrough year for the MXLAN Festival, with a fresh slate of events and representatives from international, national, and local Latino communities sharing their talents and traditions with the world, like watching Oaxacan muralist Irving Cano’s Creator in Motion project.

Guests can watch young local artists create, contribute to community art projects, or craft and paint masks.

Craftspeople from across Mexico will open a New Pueblo Magico Artisan Mercado under the stars each night of MXLAN 2025, while everyone is welcome to walk in the Oaxacan-style calenda.

MXLAN 2025 is also the debut of MXLAN’s new laser and fire show on the water. Fireworks, flames, and light will dance across the McAllen Convention Center’s oval pool each night of MXLAN 2025. This Vegas-style show is a first for the festival and South Texas.

Another MXLAN 2025 first is being pet-inclusive: leashed dogs will now be welcomed in outdoor areas when accompanied by responsible owners. Guests are reminded to control and clean up after their pets to keep the festival friendly for everyone.

Sunday is also Mother’s Day and a special night at MXLAN 2025. For the first time, guests will celebrate Mother’s Day with a special mariachi serenade at the festival. The night’s live mariachi, good food, and closing fireworks, flames, and laser show on the water will be a Mother’s Day gift to remember.

The MXLAN Opening Gala is now the home of the Border Texan of the Year Banquet, an event that honors outstanding individuals in the Rio Grande Valley for their contributions to the public good. The private event will feature live performances, food, and the company of people working together to uplift the Valley.

MXLAN 2025 is possible through the combined energy of community leaders, young creatives, and the people of McAllen.

im and Kathy Collins will be recognized as the 2025 Border Texans of the Year at the official opening dinner of the MXLAN Festival on Thursday, May 8th, at the McAllen Convention Center. Presented by the City of McAllen, the award honors individuals whose leadership has significantly contributed to the growth and development of South Texas.

The Collinses have long been engaged in advancing regional progress. Jim Collins is a businessman involved in real estate investments, serves on the board of Vantage Bank Texas, and is a trustee of multiple charitable foundations. Kathy Collins has served on the boards of several nonprofit and cultural institutions, including the Vannie E. Cook Jr. Cancer Foundation and the McAllen Performing Arts Center. Their shared commitment to civic partnerships, education, and healthcare initiatives reflects the intent behind the award: to recognize those who help shape the future of the Rio Grande Valley through sustained community impact.

onarchs are one of the most recognizable butterflies in the United States, with Texas Longhorn orange wings bordered by contrasting black and white lines and dots.

They’re also known for their long-distance migration that spans multiple generations and thousands of miles. They are, of course, the Monarch butterfly, a beloved species in need of conservation.

People can see Monarch butterflies almost any time of year in the Rio Grande Valley, but they appear most often from October through March. During the summer, fewer of them are present, but people can still find them as both caterpillars and adults. As caterpillars, they rely on milkweeds (especially plants in the genus Asclepias) for food. In our area, the most common milkweed is the Zizotes Milkweed (Asclepias oenotheroides), which grows along roadsides and canals and is increasingly planted in gardens to support monarchs.

The goal of supporting monarch butterflies has inspired many efforts at the national, state, and local levels. The City of McAllen has participated in the National Wildlife Federation’s Mayors’ Monarch Pledge for the past four years and continues to work toward accomplishing recommended action items that benefit the species.

These actions include efforts to raise awareness of monarch butterfly declines and hands-on actions to create monarch-

This year’s Monarch Fest will take place at Quinta Mazatlan on April 26th, from 9:00 am to 2:00 pm, and will feature art installations, native plant sales, a marketplace with local vendors, food trucks, and live performances by local artists. Key educational components will include booths from conservation organizations, butterfly garden tours, and activities for scouts and young people.

Ultimately, monarch conservation depends on providing the habitat they need to survive. With dramatic population declines over the past two decades, monarchs need all the habitat they can get. In the Rio Grande Valley, many opportunities exist to contribute to monarch butterfly habitat by adding native nectar and host plants to your garden, whether in a few pots on a patio or throughout your entire yard.

Some of the most popular plants to help monarch butterflies are: 1.

Zizotes Milkweed (Asclepias oenotheroides). This plant is a fantastic host plant for monarchs.

2.

Southern Seaside Goldenrod (Solidago mexicana). These perennial wildflowers are among the last to bloom in the fall and early winter, making them a very valuable resource for pollinators.

3.

Crucita (Chromolaena odorata). A fall-blooming plant that is one of the best at attracting butterflies.

4.

Fiddlewood (Citharexylum berlandieri). Their aromatic, pollinator-friendly white flowers make a great addition to any garden.

5.

Tenaza (Havardia pallens). These small-to-medium-sized trees erupt into beautiful white puffball flowers in May, June, and July.

hen fireworks burst above the tallest digital Christmas tree in America, illuminating the McAllen skyline, the wonder in the crowd is a tribute to Joe Vera. The late Assistant City Manager of McAllen, who passed away April 16, 2025, spent five decades building a legacy centered on joy, civic pride, and cultural celebration. McAllen became a true festival city through his leadership, known throughout Texas and beyond for the spectacular events that now define its identity.

A native of Pharr, Texas, Vera’s career began in nearby Hidalgo, where he founded BorderFest in the 1970s. What started as a small community gathering became South Texas’s longestrunning cultural festival. Under his leadership, BorderFest drew tens of thousands of attendees annually, celebrating diverse cultures with themed music, dance, food, and performances.

Vera also created the Border Texan of the Year Award, a dinner recognizing individuals who made significant contributions to the Rio Grande Valley. Honorees included political leaders, educators, and philanthropists, with the event raising over $1 million in scholarships and charitable funds. His tenure also saw the development of Dodge Arena (now Payne Arena), an 8,500-seat facility that helped position the city as a regional entertainment destination.

In 2014, Vera was recruited to McAllen by then-Mayor Jim Darling to develop what would become the McAllen Holiday Parade. From its first year, the parade stunned with scope: giant helium balloons, celebrity guests, and illuminated floats. In its debut year, the parade earned the International Festivals & Events Association (IFEA) award for Best New Event in the World. It would go on to win the “Best Parade in the World” title eight times, and the city itself was named a “World Festival & Event City” three times during Vera’s tenure.

The parade soon anchored McAllen’s transformation into the South Pole of Texas.

Vera spearheaded the development of the

South Pole Illuminated Festival, a walk-through light experience that accompanies the parade season. By 2024, the South Pole drew over 128,000 annual visitors. Attractions include snow zones, carnival rides, an artisan market, and that now-iconic digital Christmas tree. It wasn’t just a festival but an immersive holiday universe built from Joe’s imagination. And while the snow was manufactured, the joy was real.

Vera’s impact extended to other major events.

He helped evolve PalmFest into Fiesta de Palmas, a multicultural celebration of McAllen’s roots. He also helped establish MXLAN, a summer art and music festival celebrating young Latino culture. With muralists, artisan markets, and international musicians, MXLAN quickly grew into one of McAllen’s signature events, drawing over 80,000 attendees in its first year, reinforcing Joe’s belief that “McAllen’s growth cannot be understood without the relationship we have with Mexico.”

Colleagues remember Vera as a dreamer who delivered. He was known for quoting Walt Disney—”It’s kind of fun to do the impossible”— and lived by that creed. Former City Manager Roy Rodriguez said, “He had a knack for coming up with ideas that seemed unachievable – and yet achieved them all.” Joe’s commitment to excellence was matched by his humility. One of his most cherished philosophies was, “There is no limit to what a man can do if he doesn’t care about the credit,” and he often deflected credit to his team.

Vera was also a mentor, receiving the Texas City Management Association’s Mentoring Award in 2023. He served as World Board Chair of IFEA in 2025, the highest honor in his field. His dedication to service extended to organizations like United Way, Sacred Heart Catholic Church, the Lions Club, and the Boy Scouts. He was a proud Eagle Scout who never forgot the importance of giving back.

Joe lived by the principle of “leave it better than you found it.” And he did.

ETIQUESTIONS Is there such a thing as elevator etiquette? I always feel super awkward when I enter an elevator and other people are already in the elevator. What should I keep in mind?

This is such a good question. I’m sure it has happened to all of us: we enter an already packed elevator. There is such a thing as elevator etiquette, and one tip to keep in mind is that if you are entering a crowded elevator, it’s always best to face the doors. Entering the elevator and staring into the face of someone else can be very awkward, and even creepy. You’re already in someone’s personal space, so don’t make it worse by initiating potentially unwanted eye contact. Enter the elevator, smile, then face the doors.

Is there such a thing as Phone Etiquette? What is the acceptable timeline for responding to text messages or phone calls?

A recent survey says that people respond to text messages within 3 minutes!

However, don’t feel pressured to respond immediately. Acknowledge you received the message, but reply at a convenient time when you can pay attention to your response and be thoughtful with how you respond.

I recently attended a fundraising event at a Country Club where our host provided menus for us to order dinner from. I noticed that one of the couples at my table had asked for a meal that wasn’t on the menu. They are members of the club and felt like they could order what they wanted. Is it okay to order off the menu when you’re not paying?

This is a great question, and it reminds me of how much importance we sometimes place on food when attending events. Always remember that it is not about the food.

When a host provides a menu, they usually spend some time looking at selections and budgets. It’s best to stick to the menu. Find something on the provided menu to order and make sure the thank the host for the selection of food choices.

Featuring a show-stopping performance by solo pianist Andrey Ponochevny on Rachmaninov’s Piano Concerto No. 2, the evening was a celebration of the power and passion that have made this season one for the books. The VSO is thankful for the community’s continued support throughout the season.

The Power of the Monitor Morgue

ehind closed drawers and neatly stacked folders lies one of the Rio Grande Valley’s richest and most quietly powerful collections: the Monitor Morgue.

Housed at the Museum of South Texas History, this extensive photographic archive features hundreds of images captured by The Monitor newspaper from 1950 to 1992. Known in journalism as a “morgue,” this type of archive once served as a visual reference library for photographers, editors, and reporters — a place to revisit people, places, and past events. But this collection holds far more than background material. It’s a treasure trove of human experience.

Donated in 1992 by Monitor publisher Larry Wingert, the collection includes portraits, candid snapshots, political visits, parades, sporting events, classrooms, churches, and the quiet everyday rhythms of Valley life. Each envelope holds more than a photo — it holds a moment in time.

Sometimes several.

The Monitor Morgue reveals both macro and micro narratives: sweeping snapshots of a community in motion and intimate glimpses of lives unfolding.

Together, they form a powerful visual record of South Texas across four decades.

One standout image in the collection links the local to the national. A photograph of Milton Richardson, a longtime Valley resident, opens a door into a little-known connection—his college roommate was Lyndon B. Johnson. The two attended Southwest Texas State Teachers College and remained friends long after graduation. As LBJ rose

from congressman to president, their relationship remained visible in letters, photos, and newspaper clippings. The threads of their friendship stretch from Monte Alto to the White House — all tucked away in a manila folder in the morgue.

This collection isn’t just about what was published.

In fact, many of the photographs never made it to print. Some are test shots. Others capture “moments in between” — raw, unfiltered, deeply human. That’s where much of the magic lies. Why was this person photographed? What else was happening that day? Who stood just outside the frame?

The museum’s archives team, including archivist Melissa Peña, continues the careful work of cataloging, researching, and preserving this incredible resource. Every folder pulled from the collection is a chance to rediscover a face, a place, or a story that shaped the Rio Grande Valley — and to invite others into the process of discovery.

“There’s a sense of quiet discovery in the morgue,” says Peña. “It’s like opening a time capsule. You see patterns and relationships emerge, and you realize how much of our local history is deeply tied to broader national moments.”

The Monitor Morgue reminds us that history isn’t always found in big headlines. Sometimes it’s in a blurry photo, a scribbled caption, or a chance encounter between two old friends whose story just happens to live on — thanks to a quiet drawer in a museum archive.

And sometimes, it’s just waiting to be seen.

THE CITY OF WESLACO: A CITY OF RESILIENCY In the face of adversity, the true spirit of a community shines through. That spirit was on full display in Weslaco, Texas, as recent storms swept through the area, bringing over 14 inches of rain and challenging conditions across the city. But Weslaco stood strong.

Under the leadership of Mayor Adrian Gonzalez and the Weslaco City Commission, the city quickly deployed its Emergency Management Team to respond to the evolving situation. Their swift coordination and decisive action set the tone for a city that refuses to back down in the face of hardship.

Even as torrential rains flooded streets and homes, city staff were out in full force, providing essential support to residents in need. Emergency services conducted multiple water rescues, high-water vehicle rescues, and provided ambulance services to ensure the safety of the community. Their dedication and bravery proved that Weslaco’s first responders are among the finest, committed to protecting every resident, no matter what the circumstances.

Equally commendable were the efforts of the Public Works, Parks and Recreation, Animal Care Services, Police, and Fire departments, who worked tirelessly alongside emergency teams. From clearing storm drains to assisting with shelter logistics, these teams ensured that the city’s infrastructure held strong and that help reached those who needed it most.

Once the storm had passed, Weslaco seamlessly moved into Phase Two of its emergency response plan— recovery and support. City crews initiated widespread street clean-up operations, removing debris and restoring access to neighborhoods. Simultaneously, multiple food drives were organized to feed community members impacted by the storm, bringing hope and relief to families during a difficult time.

The response to these storms is just the latest example of what Weslaco truly represents: resilience, unity, and compassion. In times of crisis, the City of Weslaco rises together.

ommunity theatre is alive and well in the Rio Grande Valley, creating art that inspires, educates, and entertains. Palabrandar Theatre Company, founded in October of 2024, entered the spotlight with the mission to produce live, high-quality theatrical entertainment, provide creative outlets that foster camaraderie, and present art to educate our local communities. Meaning “walking words,” Palabrandar strives for their work to go beyond words written on a page, and explore the diversity and complexity of the human experience through theatre performance.

Palabrandar seeks to use its platform for education, adopting the belief that education nurtures human freedom. It is the root of their teaching philosophy. They believe that we as human beings bear a responsibility to one another: to help when we can, to love all, and to take strength from the most unlikely places and use it to create hope where there was none.

In their inaugural season, the company selected works in line with the theme: “Under the Light of Two Suns”. The phrase symbolizes dual identities, cultural crossroads, and the yearning and tension from being part of two worlds. Their interpretation centers around borderlands, and issues of resistance, persistence, and transcendence.

The season began with Echoes of Her, a series of 10-minute plays focused on women in the workforce, all written by local playwrights.

The showcase provided a variety of characters’ perspectives from all walks of life, enduring the many challenges women face in their dayto-day lives. It challenged audiences to think of the women in their lives and the sacrifices, hardships, and compassion that shape them.

The heartfelt performances proved to affirm the work they set out to do in their mission statement.

Their next selection, Boleros for the Disenchanted, written by Jose Rivera, continues on the journey towards the exploration of the diverse, complex human experience. The story follows Flora, a young Puerto Rican woman, as she deals with the everyday reality of marriage and the often undignified struggle to hold on to love in the face of life’s unexpected challenges. Performances will take place on June 27th & 28th at the Edinburg Municipal Auditorium, and tickets are available for purchase on their Facebook and Instagram pages and their website.

KNOW YOUR DOG: WHY BREED ISN’T EVERYTHING

When choosing the right dog, many people look to the breed as a blueprint for behavior. It’s not uncommon for clients to come to me with a specific goal in mind: “I got a German Shepherd to guard the house,” or “This Lab will help retrieve ducks during hunting season,” or “Our Golden Retriever will be a perfect therapy dog.” These expectations stem from wellestablished breed characteristics, but here’s the truth: dogs are individuals, not templates.

Beyond the Breed Standard Dog breeds do give us general tendencies. German Shepherds are known for their loyalty and trainability, Labradors for their retrieving instincts, and Golden Retrievers for their gentle nature. But those traits are not guaranteed. Genetics, early socialization and training, environment, and individual personality are critical in shaping a dog’s behavior.

I’ve worked with German Shepherds who would rather nap than protect, Labradors who don’t like to fetch, and Golden Retrievers who are too skittish for therapy work.

Breed gives us potential, not a promise.

The Personality Puzzle Understanding your dog starts with observation. Is your dog energetic or laid-back? Bold or cautious? Social or reserved? Some dogs are driven by food, while others are driven by play (with a toy). Some are confident leaders; others prefer to follow. Just like people, dogs have personalities that fall on a spectrum. Recognizing and respecting these traits is key to building a healthy relationship and setting realistic expectations. For example, a Labrador Retriever that isn’t interested in chasing balls isn’t “broken”; he’s just not motivated by retrieval. Explore activities that match his natural preferences instead of trying to “fix” the dog to fit a job. You may discover that he excels in scent detection, agility, or being a loyal companion.

Are they motivated by appropriate stimuli? Regardless of breed, a dog that is fearful or overly excitable is unlikely to thrive in high-stress or unpredictable situations.

Training can refine instincts and strengthen skills, but cannot rewrite temperament. Pushing a dog into a role it’s not suited for can lead to frustration, stress, and behavioral issues for you and your dog.

Building a Relationship First Matching the Dog to the Job If you’re hoping your dog will take on a specific role, whether it’s guarding, hunting, therapy work, or service, start with a behavioral assessment. Observe how the dog reacts to new environments, people, and challenges.

Does the dog have the right temperament for the task?

Ultimately, the most rewarding part of dog ownership is the bond you build with your pet. That bond is based not on what your dog “should” be according to a breed description, but on who your dog actually is. Meet your dog where they are. The best dogs don’t always meet our expectations. They’re the ones we learn to understand, support, and celebrate.

arla Garza, co-owner of VMK Concrete, was honored by the 89th Texas Legislature on April 28, 2025, with House Resolution No. 652 for her contributions to the concrete and construction industry. Sponsored by State Representative Sergio Muñoz Jr., the resolution applauds Garza for distinguishing herself through professional achievement and leadership.

VMK Concrete, headquartered in South Texas, has grown under Garza’s leadership into one of the region’s largest ready-mix suppliers—now operating five business entities and employing more than 100 people. Her impact, however, goes beyond business growth.

Garza made history as the first Hispanic woman elected to the Texas Aggregates & Concrete Association (TACA) Board of Directors since its founding in 1951. “As a trailblazing Hispanic woman in a traditionally underrepresented industry, she exemplifies the strength, grace and innovation that define the future for Texas infrastructure,” said Rich Szecsy, incoming Chair for TACA. “We are incredibly proud to see one of

our own recognized by the Texas Legislature.”

She also holds a seat on the National Ready Mix Concrete Association Board, the first Hispanic woman and first female owner from Texas to do so.

Throughout her career, Garza has mentored young women entering the construction and engineering fields and supported scholarships that open doors to architecture, engineering, and infrastructure development careers. In 2024, Garza received the prestigious Architecture/Engineering/Construction (A/E/C) Woman of the Year at the Luna Awards, hosted by the Regional Hispanic Contractors Association (RHCA) for her dedication to “What I once thought was simply my everyday work is actually helping to change an industry – for women, for Hispanics and for future generations. I am deeply honored by the recognition at the Capitol, and even more excited for the years ahead and the strides we will continue to make – not just for my daughter and children, but also for yours,” said Garza.
