Snohomish County Voter,

Providing clear voting information to help you confidently cast your ballot is a top priority for Snohomish County Elections. And each election, we update instructions, materials, and procedures to improve your voting experience.

This year’s voters’ pamphlet is a great example of our continuous improvement efforts. We have reformatted the voters’ pamphlet from a newspaper format to a booklet layout, which we believe will be easier to read and will allow us to better organize the content you rely on, like candidate statements, ballot measure arguments, and voting information.

You may also notice changes to your ballot packet. We’ve reduced the number of inserts and included more personalized instructions, such as your three nearest ballot drop box locations. Additionally, we have eliminated the stub at the top of the ballot that you previously needed to remove before returning your ballot.

While we hope these changes enhance your voting experience, we still need you to make it count on August 5! Your participation in the Primary is important and will help determine who moves on to the General Election.

Voter Registration Registration Deadlines

In Washington state, you do not register by political party or declare political party membership to vote. Registered voters receive a ballot by mail.

Who Can Register to Vote?

To register to vote in Washington you must be:

• A citizen of the United States

• A legal resident of Washington state

• At least 18 years old by Election Day*

• Not disqualified from voting due to a court order

• Not currently serving a sentence of total confinement in prison under the jurisdiction of the department of corrections for a Washington felony conviction

• Not currently incarcerated for a federal or outof-state felony conviction

*Note: 16 and 17-year-olds may pre-register but will not appear in the look-up system or receive a voter registration card until their 18th birthday. 17-year-old voters who will be 18 by the General Election may vote in Primary races.

How do I Register to Vote or Update my Address?

There are three ways to register:

Online

Register online at VoteWA.gov on or before July 28 to vote in this election. You will need a current Washington State Driver’s License or ID card, or the last 4 of your social security number.

By Mail

Paper registration forms are available at public libraries, schools, city halls, and online (printable form at votewa.gov).

Accessible Voting

Each Accessible Voting Site is equipped with Accessible Voting Units (AVUs) which are assistive ballot marking devices equipped with audio, visual and tactile technology. Voters who need accessible voting options may vote using an AVU in the Auditor’s Office or at an Accessible Voting Site.

What Does an Elected Official Do?

County Council

A Snohomish County Council member serves as part of the legislative branch of county government. Each council member is elected from a particular geographic district. The five-member council adopts budgets, enacts ordinances, and levies taxes. The council provides an avenue for the public to participate in county government. The council represents the county on statewide commissions and committees regarding statewide issues.

City/Town Mayor

The Mayor ensures effective, efficient, and economical administration in accordance with the city/town charter or bylaws, the Washington State Constitution, and other applicable federal, state, and local laws, as well as city/town council policy.

City/Town Council

A Council member is part of a municipal body that has legislative and administrative powers within city government. The council establishes city/town policy, provides direction to the Mayor or Manager, adopts budgets, enacts ordinances, and levies taxes for property within the city/town limits.

School Board Director

School Board Directors are authorized by the state legislature to establish general policy for a public school district, adopt and revise annual budgets, and select the superintendent of schools. They also identify and inform the public of the needs and progress of the public school district.

Fire Commissioner

Fire Commissioners are authorized by the state legislature to establish fire district policies and help ensure that residents within a district receive adequate fire protection and emergency services. Commissioners conduct the business of the fire district, execute all necessary contracts, carry out the goals and mission of the fire district, and select a fire chief to carry out the daily functions of the fire department.

Primary vs. General Election What's the Difference?

A primary winnows the field of candidates ahead of the General Election if more than two candidates file for the same nonpartisan position.

Partisan offices appear on the Primary ballot even if only one candidate files.

The office of Charter Review Commissioner appears only on the General Election ballot regardless of how many candidates file.

The State of Washington has a Top 2 Primary system. This allows voters to choose among all candidates running for each office regardless of their party preference. The two candidates who receive the most votes in the Primary qualify for the General Election.

Candidates need at least 1% of the votes cast in that race to advance to the General Election.

Each candidate for a partisan office may state a political party that he or she prefers. A candidate’s preference does not imply that they are nominated or endorsed by the party, or that the party approves of or associates with that candidate.

The order in which names appear on the Primary ballot is determined by lot draw. The 2025 lot draw order can be viewed at snoco.org/elections.

Candidates in the Primary who move on to the General Election will be ordered on the General Election ballot according to votes received in the Primary.

Statement

It is an honor to serve as your County Councilmember. During my time on the Council, I have championed public safety, family-wage jobs, and lower taxes.

I am a strong advocate for public safety while also prioritizing assistance to the most vulnerable. I helped start the North County law enforcement-embedded social worker program to provide services to those in need while arresting those who commit crimes. I also spearheaded successful legislation to ban harmful heroin-injection sites. By partnering with local schools, businesses, and labor organizations, I helped create the Regional Apprenticeship Pathways Program to offer hands-on training for our youth who want to pursue careers in the skilled trades. I have consistently voted against tax increases.

Bipartisanship is a cornerstone of my approach and I have made it a priority to work across the aisle. My Democrat and Republican colleagues recognized this when they unanimously elected me as Council Chairman. I believe that by working together, we can achieve better outcomes for the citizens we serve.

It has been an honor to serve my community on the Snohomish County Council for the past five years. As a Councilmember, lifelong County resident and a dad raising four young kids, I know how important it is that we build a county that’s affordable, safe, and built to last—for families today and the next generation.

Snohomish County is one of the fastest-growing counties in the nation. For too long, that growth has been mismanaged—leading to overcrowded schools, inflated property taxes, congested roads, a strained public safety system, and a housing and childcare affordability crisis.

In my first term, I led the Council through the 10-year Comprehensive Plan Update and the County’s first-ever biannual budget. I’ve championed responsible fiscal management, a forward-thinking (and less Seattle-minded) approach to transportation, increased investments in public safety, and reforms in zoning, permitting, and workforce development to expand affordable homeownership and reduce childcare costs.

Progress hasn’t always come easy, but we’ve made meaningful strides by staying grounded in the values of our community. I’ve focused on real solutions that reflect your priorities—but there’s more work to do. I’d be honored to continue serving and fighting for Snohomish County families like yours.

Running for office for the same reason I became a nurseto help people. Since 2022, my advocacy has grown beyond the ER to speaking at city council first to now being involved in the legislative session process. Along the way, voices of those I work with and mine have been sidelined by those with stronger lobbying influence. Being a nurse has taught me when I don't know something to seek out those who do and work alongside them. That's what I've been doing for the past few years. My top three issues:

Housing Affordability- Many changes to land use and development, yet affordable housing and rentals remains scarce. Once elected, ensure land development includes variety of truly affordable homes built while protecting wildlife habitat.

Access to Quality Healthcare-costs are climbing and quality of care isn't keeping up. Health services are negatively impacted by healthcare corporations. Once elected, work with the county and state for changes that will improve access and cost while protecting patients from harm.

Taxes/Budget- Like most, I live on a budget and believe in responsible spending. Once elected, I'll be dedicated to managing a budget that doesn't add financial stress to families from increasing taxes.

As a leader on the LA Wildfire and Hurricane Helene responses, I’ve been on the frontlines of the climate crisis, protecting our environment, implementing emergency plans, and supporting first responders. My younger brother lived through a school shooting, so I know the importance of protecting students and preventing violence before tragedy strikes.

The affordability crisis is here, disproportionately affecting seniors and young families. We must prioritize housing for long-time owners, new buyers, and renters while preserving our charm. Whether it’s public safety, increasing homelessness, public drug use, or Everett’s serious budget spiral, we are worse off! We’re not as safe as eight years ago.

I will make public safety Everett’s top priority, starting with fully staffing the police department – many positions have been unfilled for years. Homelessness has increased 65% from 2018 to 2024. Everett needs a plan!

Since 2021, Everett has spent 38% of its Fund Balance (Rainy Day Fund) while cutting services like our Park Ranger program and library hours. The City now projects a $6.8 million deficit in 2026, with Fund Balance (Rainy Day Fund) exhausted by 2028. With Scott’s experience as a former Councilmember, successful business leader, and CPA, Scott will restore fiscal discipline, balance the budget, prioritize essential services and ensure taxpayer dollars are spent wisely. We have the opportunity to chart a new direction – “Let’s turn Everett around!”.

Everett is changing very quickly, and it is becoming impossible for low-income families to afford to live here. The cost of housing keeps going up, but the city has not done enough to support residents. As a father, immigrant, and small business co-owner, I have felt these changes personally and seen the effects in my neighborhood.

These changes are going to keep coming. The population of Everett is projected to double in the next 20 years, yet the city is not taking the action needed to protect residents from gentrification.

As an engineer, it is my job to solve problems. In my work on the Sound Transit Light Rail Advisory Board, I have fought to make sure that the light rail stations to be built in South Everett will not displace members of our community on Casino Road. I will bring my experience to the city council, where I will keep fighting to build affordable housing, address our budget crisis, increase public safety, and advocate for the needs of our community.

Our State Superintendent of Public Instruction is opposed to Parents Rights but he is in favor of allowing boys in girls’ bathrooms, locker rooms and allowing boys in girls’ sports. Our state is risking losing billions of dollars in federal funds by refusing to comply with the federal Title IX Rights of a half million girls.

A joint Dept. of Education/DOJ Task Force is currently investigating our OSPI for this violation. Multiple Washington school districts have reported that OSPI is requiring school boards to adopt policies that allow males to participate in female sports and occupy female intimate facilities, all Title IX violations.

Parents in the Northshore School District have a powerful voice through their school board directors. Local boards can uphold Title IX and ensure our girls' rights are respected. It’s crucial for parents to engage actively—attend school board meetings, in conversations with coaches, and most importantly your daughters.

Emergency Medical Services Levy Lid Lift

The Board of Snohomish County Fire Protection District No. 4 adopted Resolution No. 573 concerning a proposition to restore its EMS regular property tax levy.

This proposition would authorize the District to restore its Emergency Medical Services regular property tax levy to $0.50 per $1,000.00 of assessed value in 2025 for collection in 2026 in order to maintain and improve emergency medical services. The dollar amount of the 2025 levy collected in 2026 shall serve as the base for computing subsequent levy limitations as provided by chapter 84.55 RCW.

If approved by the voters, Snohomish County Fire Protection District No. 4 will be authorized to restore its emergency medical services (EMS) property tax levy from approximately $0.36 to $0.50 per thousand dollars of assessed valuation the rate previously approved by the voters in 2019.

Approval of this measure will allow the District to maintain and improve the level of emergency medical services currently provided on a continuing basis. The District must use the EMS tax revenue exclusively for emergency medical services. The amount levied by the District in 2025 for collection in 2026 will serve as the base for computing future one percent increases allowed by the law.

If the levy is approved, the maximum tax per $100,000 assessed valuation would not exceed $50.00 each year or approximately $4.17 per month for emergency medical services.

Argument For

Fire District #4 is requesting voters approve returning the levy rate for EMS to $.50 per $1,000 valuation. Emergency Medical Service is one of the most important services provided by the district, impacts the most citizens and is critical to the well being of our most vulnerable residents.

Passing this levy will allow the district to fund the increased cost of training, medical equipment and supplies. But most importantly, it will allow the addition of two additional firefighter/paramedics per shift. This will allow better response times and allow the district to achieve acceptable levels of service. The district does not currently meet industry standards for EMS response due to limited staffing. Snohomish is also experiencing an increasingly aging population.

This will result in a modest increase in taxes (approximately $5.83 per month for a $500,000 property).

With our growing and aging population and increasing call volumes, the maintenance of a high level of EMS service for our population is more important than ever and we urge voters to support returning the EMS levy amount to the $.50 level.

Argument Against

As noted in law, the authority hosting a ballot measure is responsible for assigning pro and con committee members. If the authority is unable to do so, then the Auditor’s Office makes efforts to find interested citizens residing within the jurisdiction.

Restoring Property Tax Levy for Fire Protection and Emergency Medical Services

The Board of the Marysville Fire District, a regional fire authority, has adopted Resolution 2025-002 concerning a proposition to fund fire protection and emergency medical services. This proposition would authorize the District to restore its regular property tax levy to $1.45 per $1,000 of assessed value to be assessed in 2025 and collected in 2026. The funds will maintain and improve fire protection and emergency medical services, replace apparatus, equipment and facilities, and provide for firefighter safety. The maximum allowable levy in 2025 (collected in 2026) shall serve as the base for subsequent levy limitations as provided by chapter 84.55 RCW.

Explanator y Statement

Marysville Fire District, a Regional Fire Authority, provides fire protection and emergency medical services to its citizens. The District requests voter approval to restore its regular property tax levy, up to $1.45 cents per $1,000 of assessed valuation, to be collected annually beginning in 2026. This levy will fund fire protection and emergency medical services.

The District's Board of Commissioners has determined that this proposition is necessary to maintain an effective level of services, firefighter staffing, equipment, and facilities in light of rising costs, rising demands, and the continued growth of our community.

The District was previously authorized to levy $1.45 per $1,000 of assessed value. Due to the statutory 1% limitation on property tax increases, this levy has decreased over time and has dropped to $1.04 per $1,000 of assessed value in 2025. If approved by the voters, this proposition will authorize the District to restore its levy rate to $1.45 per $1,000 of assessed valuation in 2025 for collection in 2026. The dollar amount levied in 2025 shall serve as the District's future tax levy base.

Approval of this measure will allow the District to maintain the level of fire protection and emergency medical services provided to its citizens.

Argument For

This levy provides for the funding of the day-today operations of the Marysville Fire District. It finances the vast majority of the department’s regular budget. Approval of this levy lid lift will relevel the funding formula for the agency, allowing it to continue to provide emergency services the community expects and deserves.

The Marysville Fire District practices a conservative approach with its finances, which has allowed for the continuation of daily operations, as well as repair and replacement of equipment and facilities as planned and as necessary, without frequent requests for additional funds from the taxpayers. However, the funding system for local taxing districts is highly regulated and restrictive; by design, it eventually falls short, thus necessitating reaffirmation by the taxpayers. That reaffirmation is now requested, and it should be approved.

At every level, this agency demands transparency and responsibility. State Auditors review the administration of the fire department annually, and the department routinely receives high grades and praise for its adherence to responsible governance. This ballot issue is placed before you only after careful consideration and extensive scrutiny. It would have been easy to simply ask for the maximum allowable, but that would not be responsible governance. The amount authorized by this levy lid lift, is the amount calculated as necessary.

The Marysville Fire District is here for you, 24 hours a day, every day. It now needs your support. Please vote yes; and keep our fire department appropriately funded.

As noted in law, the authority hosting a ballot measure is responsible for assigning pro and con committee members. If the authority is unable to do so, then the Auditor’s Office makes efforts to find interested citizens residing within the jurisdiction.

My intention is to represent all the people in the North County Regional Fire Authority, Fire District 1, and to support all the professionals, staff, and volunteers, serving the communities of Stanwood, Arlington, Bryant, Warm Beach, Freeborn, and the Stillaguamish Tribe.

My education, training, and familiarity with fire suppression systems, has prepared me to serve on this board of commissioners. I have experience managing large budgets in both the public and private sectors. My goals are to maintain first class fire services, while keeping tax rates stable. Our district will need to be able to respond effectively to wildfire because so much of our district is within the Wildland Urban Interface (WUI) and I hope to bring a voice to this important part of fire suppression.

I am running for re-election because I am proud of North County Regional Fire Authority and the community it serves. During my previous term (2014-2019) my primary focus was to make sure the emergency services that you pay for were managed in a fiscally responsible manner, while providing for necessary growth to maintain the level of service you expect. If elected, I will continue to focus on fiscal responsibility to provide the highest level of service to our community. During my previous term as your Fire Commissioner, I was also President of the Snohomish and Island County Fire Commissioners Association (2016-2019). This is an umbrella organization bringing together all commissioners and chiefs for the fire districts within Snohomish and Island Counties. In addition to education and outreach, this organization leverages its representation at local and state levels, to speak with one voice on matters that impact our ability to serve our communities to the highest possible standard.

As a steward of your tax dollars, I am always considering the value of every dollar spent. As our community grows, we need leadership that can plan for responsible growth of our Fire and EMS services, understands the needs of our citizens, and provides quality equipment and training to all of our fire department personnel that are here to serve you.

Restoring Regular Property Tax Levy

The Governing Board of North County Regional Fire Authority, Snohomish County, Washington, adopted Resolution No. 04092025-01 concerning a proposition to restore the Authority's regular property tax levy. This proposition would restore the Authority's regular property tax levy to $1.50 per $1,000.00 of assessed valuation in 2025 (for collection in 2026) and would authorize an annual limit factor of 106% (but not to exceed the $1.50 rate) for each of the five succeeding years. The maximum allowable levy in 2030, collected in 2031, shall serve as the base for subsequent levy limitations as provided by Chapter 84.55 RCW.

Explanator y Statement

North County Regional Fire Authority (“NCRFA”) seeks approval to return the property tax levy rate to $1.50 per $1,000 of assessed valuation and authorize annual increases of 6% in each of the five subsequent years. Annual increases can never cause the levy rate to exceed $1.50.

This lev y is NCRFA’s primar y source of funding for fire and emergency medical services, and enables NCRFA to maintain the current level of fire suppression, fire prevention, and emergency medical services. It will also allow NCRFA to maintain adequate staffing levels, as well as replace emergency apparatus and equipment as identified in the Capital Facilities Plan.

The voters previously approved the property tax levy rate of $1.50; this would re-establish that authorized amount. The dollar amount of the lev y in the sixth year would be used to establish the base amount for calculating 1% increases in the future.

Approval of this proposition would allow NCRFA to maintain the level and quality of emergency services it provides. Rejection of this proposition will impact the fire authority’s ability to deliver service.

Argument For

The North County Regional Fire Authority (NCRFA) is proposing a fire levy lid lift to maintain appropriate service levels within the community. Prop 1 is not a new tax, it simply restores the previously approved levy rate of $1.50 per $1,000 of assessed home value. This will ensure the replacement of fire engines, support firefighter wages, and complete necessary station repairs. These investments will maintain reliable emergency response and help keep home insurance rates as low as possible.

Call volumes at NCRFA have increased by 26% over the last three years. Firefighters now respond to approximately 10,000 calls annually, providing all-hazards protection including fire, EMS, and technical rescue.

Rising call volumes and inflation have increased the costs for staffing, equipment, supplies, and maintenance. In the last five years, the cost of fire engines and ambulances alone has nearly doubled.

At the same time, our current fire levy—funding both fire suppression and EMS—has dropped, no longer keeping pace with rising demand and costs. Additional funding is needed to continue meeting response standards.

NCRFA is committed to ensuring responsible stewardship of your tax dollars. NCRFA uses professional facilities and apparatus replacement studies, along with a rigorous 5-year plan. By involving members of the community and employees of NCRFA, they ensure that your tax dollars are wisely used.

This levy lid lift is ultimately about protecting lives and property by ensuring NCRFA has what it needs to respond when you call. Please support your community by voting Yes on Prop 1.

Statement

I am the fourth of six generations of my family to live in this community and the second of three generations to serve the department. My extensive fire service leadership experience will be of great benefit as a fire commissioner. In my senior leadership position, I was responsible for major program management including program creation, budgeting and oversight. I have extensive experience working with other agency leaders to implement new programs and technology to improve the safety and effectiveness of the region's public safety. As a fairly newly combined organization, Snohomish Regional Fire is still in a developmental state and establishing its internal culture. As a commissioner, I welcome the opportunity to enhance this culture by focusing on the core responsibilities of a commissioner which is oversight and accountability.
