The School Nutrition Association (SNA) is a national, nonprofit professional organization representing nearly 55,000 members who provide high-quality, low-cost meals to students across the country. The Wisconsin Chapter of SNA (SNA-WI) has nearly 1000 members, over half of which are certified, and another 30 have achieved their SNS Credential (School Nutrition Specialist).

We’re thrilled to extend a warm welcome to all our readers as we share our associations journey of knowledge, action, and change in the realm of policy and advocacy over this last year.
Our association leadership is committed to bringing you, our members, insightful updates and impactful stories that shed light on the pressing issues related to our work in school nutrition. Together, we truly can impact legislation in our state and change public view of our programs from negative to positive.

OVERCOMING NERVOUSNESS & BUILDING CONFIDENCE IN ADVOCACY

Generally, there are two camps on the approach to policy and advocacy work. Camp one includes those of us who “geek out” over draft bill legislation, policy data, or coalition building work. Camp two sees any of those words noted above and quickly scrolls away or politely checks out of the conversation. My goal with this article is to persuade those of you in camp two to give it a shot!
Advocating for policy change can often feel daunting, especially when it comes to complex issues like school nutrition. Many individuals may feel nervous or uncertain about how to effectively engage in advocacy efforts. However, it’s essential to recognize that each voice, no matter how small, holds the power to drive meaningful change. Let’s look at ways you can navigate the realm of policy and advocacy in school nutrition with confidence and purpose.
Understanding the Importance of Advocacy:
Before delving into advocacy, it’s crucial to understand why it matters. Advocacy is about using your voice and influence to bring about positive change in areas that impact you and your community. In the context of school nutrition, advocacy plays a vital role in ensuring that students have access to nutritious meals that support their health and academic success.
Overcoming Nervousness and Building Confidence:
1. Feeling nervous about engaging in advocacy is natural, but it shouldn’t deter you from taking action. Here are some strategies to help you overcome nervousness and build confidence:
2. Educate Yourself: Start by educating yourself about the issues surrounding school nutrition. Understanding the facts and statistics can empower you to speak knowledgeably about the topic.
3. Find Your Passion: Identify aspects of school nutrition that resonate with you personally. Whether it’s ensuring access to healthy meals for all students or promoting nutrition education, focusing on what matters most to you can fuel your advocacy efforts.

5. Connect with Like-Minded Individuals: Surround yourself with a supportive community of individuals who share your passion for school nutrition advocacy. And guess what? SNA WI has a Legislative Committee, and you can join at any time!!!

Remember that perseverance is key, and your efforts, no matter how small, contribute to a larger movement for positive change.

School Nutrition Programs are in a wonderful position. There are thousands of us around the country, but we’re not in competition and can work collaboratively for the wellbeing of our students. The SNA provides an excellent opportunity for us to unite and tackle obstacles and initiatives collectively instead of independently re-creating the wheel. As an industry, we are seeing shifts with attempts to return to scratch cooking and clean label items. We are in a rebuilding phase after decades of encouraging school nutrition programs to eliminate staff and sell the equipment needed for scratch cooking. The idea that we can tackle this as a State excites me, and I would love to play a role in leading that conversation for our team.

As a new gold member of WI SNA, we are very excited to get to know its members and help ensure the membership has strong partners when choosing their equipment. Additionally, this opportunity comes at a time when it is critical capitalize on it for the sake of our nation’s and students’ health, wellness, and overall future. My children have children of their own and being able to assist in making their food service experience a good one each day would definitely be a benefit for me in this role.

GOT A CRAZY IDEA? COOL, ME TOO!

Those of you in this job for a long time can attest to the fact that things can get mundane. Every February/March is USDA Foods Forecasting. Every April, you start thinking about summer school. May and June you start planning your menus. August and September, are for free and reduced applications, payments, open house, memos to families, and equipment repairs on things that didn’t turn back on after summer break. October/November - lots of reports. December is looking forward to break. January is getting back in the groove. And then we’re back to where we started. Sure, our jobs are never predictable, but there is a routine.
If you’re like me, that mundane routine starts doing crazy things to your brain. You start thinking “I can change that…’’ but also think “Wow! How do I even start?!” We get selfconscious and think things will never work, but I want to assure you: they can!
Here’s how I like to spring that plan into action:
You need to get to know your staff. You need to be friendly with them. Ask them about their families. Remember that they went on a trip to visit a friend in March. If all you do is bark orders, no one will help you with your crazy idea. Build a relationship, and be honest!
Drop hints. “I have this crazy idea that I want you to roll around in your head…” Let them think about it for a little while. They’ll come back to you with thoughts and concerns. Almost everyone’s first thought is “no” and that’s OK. Prepare for that.
Be human about it. Listen, none of us are perfect. We all make mistakes. You can’t earn trust if you
don’t own up to your flaws. “I forgot to place your milk order” goes so much further than “well if you would have gotten to me 20 minutes earlier because I had XYZ going on and then I got too busy and it’s all your fault!!!” This goes back to number one.
Know that it’ll take time. This is hard for me!! I am definitely the dreamer of our Leadership Team. I come up with crazy ideas, and someone - kitchen staff, custodial staff, buildings and grounds - helps me realize how long and daunting things are.
Find your support group. If your crazy idea benefits kids, there is at least one administrator, teacher, and kitchen staff who will support you.
Execute a plan and answer their questions honestly. You can’t plan for everything, but be honest. If staff come to you with a genuine concern, don’t blow them off. Even

However, the effectiveness and reach of these programs often depend on advocacy efforts. Advocacy serves as a powerful tool in ensuring that our programs receive the necessary support, resources, and attention they deserve. Below, I would like to highlight some important areas of our programs that would be helpful to discuss when advocating for school nutrition programs.
Embracing the Health and Well-being:
Adequate nutrition is fundamental for students to thrive both academically and physically. Proper nutrition supports cognitive development, concentration, and overall health. By advocating for robust school nutrition programs, stakeholders ensure that students have access to nutritious meals that fuel their bodies and minds for learning. A CALL TO ACTION IN SCHOOL NUTRITION ADVOCACY

In the realm of school nutrition advocacy, empowering students emerges as a vital strategy not only for improving dietary habits but also for fostering a culture of health and wellness within educational institutions. By empowering students to take an active role in shaping their nutrition environment, we not only address immediate dietary concerns but also cultivate lifelong habits that promote overall well-being and academic success.
Empowering Students in Decision-Making:
Central to the empowerment of students in school nutrition advocacy is the recognition of their opinions, thoughts and fun in decision-making processes. Rather than being passive customers of meals dictated by adults, students should be actively involved in menu planning, food selection, and meal preparation. Empowering students to voice their preferences and concerns regarding school meals not only ensures that their dietary needs are met but also instills a sense of ownership and responsibility for their health choices.
Our district has found a successful method of going into classrooms with samples of new menu items and/or recipes for feedback. But it’s not only feedback, this also opens the door for education as well. Students want to be part of something new and exciting! This is also a really great time to get feedback regarding menu items already being served and/or what is not being served that they would like to see. Regardless if it can be added or not, it also provides an opportunity to have a connection and build relationships with kids. This allows for more visits to the classroom and follow-up to the students to show their feedback is valuable and important. We provide a Google Form with strategically formed questions to obtain information that makes our menu planning and team better. Recently, we received feedback from going into an elementary school stating they wanted more variety of fresh fruit. With this feedback, we were able to add fresh grapes, cantaloupe, etc to the cycle every so often to achieve what the students are craving.
Creating Opportunities for Education and Engagement:
Empowerment through education is key to enabling students to make informed decisions about their nutrition. Schools can offer nutrition education programs that teach students about the importance of healthy eating, the nutritional value of different foods, and how dietary choices impact their overall health and academic performance. At Howard Suamico Schools we utilize AmeriCorps members to provide engaging nutrition education in the classrooms across the District. Moreover, opportunities for hands-on learning, such as Here We Grow our school garden class which is a collaboration between HSSD Summer School Staff, the School Nutrition Team, and Americorps Members help to engage students in the food system and empower them to make healthier choices.

I wanted to take the opportunity this month to remind everyone of the support and resources that are available to us. There are so many things that we are responsible for in our daily job, that it is nice to know we are not alone in navigating all of our duties. Something new always seems to pop up and knowing where to go to find some help makes all the difference. So the following is my brainstorm of places to go or call when the going gets tough….the Ghostbuster hotlines!
• Fellow school nutrition professionals. Don’t hesitate to drop an email, text or phone callto your fellow colleagues. They are always my first line of support.
• If you belong to a co-op, this is another awesome place to ask questions on purchasing, us foods or equipment questions.
• The DPI website or contacting the school nutrition team members for specific questions on meal patterns, applications, or program requirements.
• SNA WI New Director Toolkit. Check it out!

HUNGER TASK FORCE CELEBRATES 2024 WI SCHOOL BREAKFAST CHAMPIONS
This year, the Wisconsin Department of Public Instruction, School Nutrition Association of Wisconsin, Hunger Task Force, and No Kid Hungry Wisconsin are thrilled to recognize nine Breakfast Champions across the Badger state! Throughout our nomination period, we received over 40 submissions, and it’s clear that there are so many incredible individuals who are taking action each and every day to improve access to school breakfast in their communities. As we dive into National School Breakfast Week (March 4-8), we want to recognize ALL of the individuals that go above and beyond to ensure that students start their day equipped with all of the tools they need to learn.
We invite you to learn more about our 2024 Champions and why their nominators wanted to recognize them below.
DIANE VANDERGALIEN | Marshfield School District
Diane is the breakfast prep cook, cook, server, cashier, and clean-up crew at Marshfield High School. She manages it all each and every morning. Diane makes sure to serve items she knows students will love and is always willing to try new items. She comes in early a couple times a month to make homemade breakfast sandwiches and cinnamon rolls. Regardless of the quantity of meals she is serving, she always makes sure the quality is top notch and that the service is personalized.
JODY SCHWARZ | Brillion Public Schools
Jody is an enthusiastic person and wants what is best for her students. She keeps breakfast interesting. Jody realized middle school students did not participate in the breakfast program when offered before school. She wanted the students to have a meal to begin their day so she spoke with the principal and asked if she could offer breakfast after the first hour for the middle school students. The participation rate increased 621% compared to the year prior!
JILL NORSHIP | Three Lakes School District
Jill implemented a second breakfast service for grades 7-12 starting in the 2022-2023 school year. This gives approximately 120 students in grades 7-12 an opportunity to eat at a later time than the beginning of school. Jill and her staff work to offer more scratch-made, hot breakfast items for students which are more nutritious than pre-packaged items. Jill also strives to create a very welcoming atmosphere to the cafeteria!
JOSH SPAETH | Cadott School District
Josh was able to research, apply and secure the free school breakfast program for his school district. Kids have the option to eat in the cafeteria or bring breakfast to class allowing for flexibility to increase participation! It was clear that as Superintendent, Josh prioritized ensuring all students at Cadott started the day with breakfast so they were ready to learn and succeed!

Linda is often the first person at school each day and prepares warm, delicious meals for our students. She makes special little adjustments to make the kids feel special. Linda knows every student and helps start their day off on a positive note so their bellies and hearts are full for a great day!
CHAD SMITHYMAN | Herman-Neosho-Rubicon School District
Chad always serves breakfast with a smile and cheerful attitude. This is his first year as food service director at Herman-Neosho-Rubicon and he has made a huge impact on the students. They now come to school eager to try new foods, eat more of their breakfast, and they just have a better attitude to start their day with. Chad has prioritized increasing options and presentation of the meals and it has made a huge impact!
LIZBETH MATURIN-OSUNA | St. Anthony’s School (Milwaukee)
Lizbeth is a motivated food director, hard worker, and a great leader. She has improved student participation and menu variation at St. Anthony’s School. She brings in numerous grants and donors and organizes community events that benefit their meal programs. She has created partnerships with local businesses in the food industry, benefitting the school with additional funds and resources for the nutrition program. Lizbeth provides food options that are culturally familiar to the students, as well as a healthy start to the day. She takes pride in providing what is best for them every day.
JEANNETTE WUENSCH | La Crosse School District
Jeannette goes above and beyond in her role as the Nutrition Manager at Central High School. She has established genuine relationships with all of the high school students and staff. Jeannette is genuinely interested in student feedback and wants to provide them with options that they truly enjoy. Jeannette plans to retire at the end of this school year (deservingly so!) and she will be so missed by all of the school nutrition staff and the students & staff at Central High!
VICKY BOLLIG | Sparta Area School District
Vicky goes out of her way to make sure each child has access to breakfast and strives to make a welcoming environment for all of her students. She improves our breakfast program by having fun themes throughout the year for the kids to get involved in, with music, coloring contests, guessing games, dress up days, and picture opportunities. Vicky does whatever she can to make school meals a happy and inclusive experience for our kids.

Dear School Nutrition Professionals,
As we navigate through these challenging times of staff shortages, supply chain disruptions, and looming USDA regulation changes, it’s easy to feel overwhelmed and uncertain about the future of our school nutrition programs. However, amidst these difficulties, there lies a beacon of hope - the opportunity to continue providing nutritious meals to our students and supporting them in their educational journey.
I believe that now more than ever, we must adopt a proactive mindset. Instead of passively observing the challenges that surround us, let us take decisive action to ensure that our students receive the nourishment they need to thrive.
Take a moment to reflect on your program’s current status. How are you currently serving meals to students? Is there room for innovation and adaptation? Perhaps it’s time to explore alternative breakfast distribution methods or pilot new initiatives in select schools to address hunger more effectively.
It’s essential to recognize the critical role that school meals play in the lives of our students and their families. Many of them rely on these meals as a primary source of nutrition, and it’s our responsibility to meet their needs to the best of our abilities.
One actionable step you can take is to advocate for your program’s needs at administrative and board meetings. Share the successes, challenges, and impactful stories from your staff and students. By amplifying the voice of school nutrition, we can garner the support and resources necessary to drive positive change.
I encourage you to explore resources like the SNA Action Network, which provides valuable tools and opportunities for advocacy. Together, we can make our voices heard and ensure that every student has access to nutritious and delicious meals.
Let’s stand together and continue to champion the cause of school meals. Our students are counting on us, and together, we can make a difference.

Hello School Nutrition Colleagues!
Here’s a recap of 2024 SNA-WI Virtual Advocacy Day! As the School Nutrition Association Legislative Chair, along with current SNA President, Bobbie Guyette, we were thrilled to extend a warm welcome to all attendees. Your presence and dedication to advocating for policy changes that enhance the well-being of our communities and children are truly commendable.
I want to express my heartfelt gratitude to the Advocacy Day Planning Committee, and our esteemed speakers for their efforts in organizing this event. Without their dedication and hard work, this day of advocacy wouldn’t have been possible.
Throughout the afternoon, we were privileged to engage with insightful presentations, discussions, and resources aimed at equipping us with the tools needed to advocate effectively for issues impacting school nutrition. From Nathan Butzlaff’s enlightening presentation on advocacy fundamentals to the inspiring presentations by our esteemed guests, including Champions of the Healthy School Meals for All Coalition(HSM4A), State Representative Kristina Shelton and State Senator Chris Larson, this session was a catalyst for empowerment and action.
A hghlight of our event was undoubtedly the emphasis on grassroots advocacy and community engagement with Matt Stienstra from Feeding America Eastern Wisconsin. Kaitlin Tauriainen, SNAWI President Elect & Ashwaubenon Child Nutrition Coordinator, conversation with Keith Lucius, Assistant Superintendent, showcased the power of collective action and how gaining support from our district administrators is needed in driving meaningful change. Moreover, the interactive Q&A sessions with legislators and education leaders provided invaluable insights into the challenges and opportunities in advancing our shared priorities.
As we concluded this remarkable day of advocacy, I urged each of you to leverage the knowledge, resources, and connections gained today to amplify our collective voice in advocating for healthy school meals for all. Remember, our efforts didn’t end there. Let’s continue to engage with policymakers, mobilize our communities, and champion the cause of nutritious meals for every child.
In closing, I extend my sincere appreciation to all participants, speakers, and organizers for their unwavering commitment to the cause of school nutrition. Together, we will make a lasting impact and ensure a brighter, healthier future for our students and our community.

On February 7, the SNA-WI Legislative Committee presented the SNA-WI State Virtual Advocacy Day from 1:30PM –3:45PM. This event, which was held virtually again this year, featured the following presentations:

State Representative Karen Hurd (R-Eau Claire Area) had been scheduled to present on the work of the Assembly Speaker’s Task Force on Childhood Obesity, of which she served as chair. However, due to a last-minute conflict with her legislative schedule, she was not able to present during Advocacy Day. In addition, State Representative Francesca Hong (D-Madison) was scheduled to join Rep. Shelton and Sen. Larson for the presentation on the Healthy School Meals for All legislation, but was also unable to attend due to a lastminute conflict with her legislative schedule.

Decided to Support Following Legislation:
Creating a Healthy Food Incentive Program
In late February and on March 12, the state Assembly and Senate held their final session days for the 20232024 legislative session. During those session days, both the Assembly and Senate passed Assembly Bill 1013, which creates a healthy food incentive program, and is supported by SNA-WI. This would implement a statewide “double dollars” program – a program that provides matching dollars so that families participating in the Supplemental Nutrition Assistance Program (SNAP) – formerly known as “food stamps” – can purchase additional fruits and vegetables from participating farmers markets and other retailers.
• This bill was drafted by the Assembly Speaker’s Task Force on Childhood Obesity.
• Governor Tony Evers signed this bill into law on March 22.
• Legislation Creating and Funding a Childhood Obesity Grant Program
This is comprised of two different bills:
• The first bill creates a grant program managed by the state Department of Health Services in which organizations, coalitions of organizations, local governments, school districts or Indian tribes are eligible to receive funding to put in place childhood obesity prevention and management programs.
• The second bill appropriates $5 million to carry out this program in state fiscal year 2024-2025.
• These bills were drafted by the Assembly Speaker’s Task Force on Childhood Obesity.

While the Assembly approved both of these bills on February 20, the Senate did not vote on these bills prior to adjournment of the 2023-2024 legislative session.
School Nutrition Professionals Appreciation Week
• On February 20, the state Assembly passed a resolution proclaiming the week of April 29 to May 3, 2024, as School Nutrition Professionals Appreciation Week.
• In particular, the resolution states “That the legislature calls upon the people of Wisconsin to express their honor, affirmation, love, respect, and gratitude to school nutrition professionals everywhere…”
• This resolution was drafted by the Assembly Speaker’s Task Force on Childhood Obesity.
Other Issues:
Governor Signs Bill Creating New State Legislative Districts
On December 22, 2023, the State Supreme Court issued a ruling that Wisconsin’s state legislative district maps are unconstitutional and the maps for each such district must be redrawn before the 2024 elections. State Supreme Court justices voted 4-3 in favor of this ruling. The decision focused on specific state legislative districts that include non-contiguous portions of land, which the court found violated the state constitution.
Specifically, the court ruled that the legislature must redraw the boundaries for each state Assembly and state Senate district in advance of the August 2024 primary election. If the legislature and Governor Evers were not able to agree on legislation creating new district boundaries, the court noted that it would decide on the new boundaries. As a practical matter, the state Elections Commission noted that new district boundaries would need to be finalized by March 15, 2024.
In January, the parties to the case submitted various proposed state legislative district maps to the court and the court-appointed consultants reviewed these maps and provided their analysis to the court on February 1. However, in mid-February, the Legislature passed a bill with the version of state legislative district maps that Governor Evers previously submitted to the court. This legislation passed both chambers of the Legislature with mostly Republican votes and was sent to the Governor. On February 19, Governor Evers signed this legislation. As such, these new legislative district maps will take effect for legislative candidates who are elected in November 2024.

The Director of the Year award recognizes school nutrition directors for the contributions they have made throughout their school nutrition career.
Connie Seiber, Black River Falls
From the nominator: Connie has increased participation of the BRF nutrition program through creating a 1:1 connection with the students. She meets monthly with the students and uses this time as an opportunity to educate. The most fun is when she takes the students on field trips to food shows. This draws energy into the program, creates excitement for students to participate and forms a connection to the student and the nutrition department. She references and utilizes the works of SNA to educate and promote continued growth of her department. She has a connection with her employees that promotes a true team. She leads with compassion, enthusiasm, professionalism, and a positive “we can do it” take charge attitude.

Manager of the Year
The Manager of the Year award, in honor of Louise Sublette recognizes school nutrition managers for the contributions they have made throughout their school nutrition career.
Jeanelle Schimek Holloway, Prescott
From the nominator: Jeanelle prioritizes customer service in the cafeteria. She instills a customer-centric mindset in the team, emphasizing the importance of creating a positive dining experience. She focuses on attentive service, personalized interactions, and commitment to exceeding customers expectations to ensure that each student leaves with a smile. Jeanelle provides practical, hands-on training to enhance the skills of our staff. She provides guidance on food preparation techniques, customer service, and hygiene standards. This training allows team members to learn by doing, gaining valuable experience that contributes to their professional growth with ensuring consistent in-service quality throughout the program.
Jeanelle says, “I am very proud to accept this award, not for myself but for the entire School District of Prescott. The Nutritional Team as well as all District Staff do an outstanding job making school a positive and enriching experience for the students. Staff truly cares about the students and surrounding community.”
Employee of the Year
The Employee of the Year award recognizes non-managerial school nutrition employees for the contributions they have made throughout their school nutrition career.
Joyce Donar, Cuba City
From the nominator: Joyce takes pride in the service she provides by showing an active interest in the preferences of the students and staff of the building. She treats each and every one of our students and staff as the individuals they are and keeps them close in mind each day when she is preparing meals whether it be a special dietary need or knowing to have an abundance of a specific items on hand that are crowd favorites to ensure that even the pickiest eaters have something to look forward to and choose from. National School Breakfast Week is one of Joyce’s favorite time of the year. The nominee decorates our cafeterias and kitchens to the theme of the week for all of our students and staff to enjoy. She takes great pride in doing the decorating and rounds up prizes on her own time so that all of our students receive some sort of token during the week. There are also guest servers that she contacts to come in and help serve the students. The local police chief has been helping for the last ten years, and loves it.
Joyce says, “This award is very exciting for me to receive never was it expected.”

The Dr. Katie Wilson Lifetime Achievement Award recognizes SNA-WI members who have outstanding contributions to SNA-WI and school nutrition during their school nutrition career.
Naming of the Award: The award recognizes lifetime achievement in school nutrition and no one in recent history has accomplished more in school nutrition than Dr. Katie Wilson. Dr. Katie Wilson has served as SNA-WI President, SNA National President, Director of ICN, Deputy under the Secretary of Food and Consumer Sciences at the USDA and is the Executive Director of the Urban School Food Alliance. Dr. Katie Wilson has been a strong advocate for School Nutrition throughout her career.

As I sit down to write this article it is hard to believe that we have less than 45 days remaining in this school year. There is still so much going on in the School Nutrition world before the final bell tolls on the school year.
Soon the USDA will be releasing its much-awaited Final Rule on School Nutrition Standards. This final rule has ben the topic of much debate on how far the USDA should go in limiting sodium and added sugars. NSA is prepared to analyze the Final Rule as well as provide training and educational materials to our membership once the rule is made public. Stayed tuned for more details!
Once again, the staff at SNA has put together another fantastic ANC that you won’t want to miss! ANC will be help in Boston from July 14th through the 16th. IN addition to fantastic educational sessions the Keynote speakers for this years events will be none other than Celebrity Chef Andrew Zimmern and former NASA astronaut Jose Hernández. IF that is not enough to get your attention, our closing event will feature Mark McGrath of Sugar Ray, Kevin Griffin of Better than Ezra, and Emerson Hart of Tonic, these three headliners from the nineties and early 2000’s have come together, to form the rock group known as, Ezra Ray Hart and will be rocking the night away!
SNA is also continuing our DEIA efforts. Our DEIA Member Working Group met several times in late fall to review feedback from members and had a joint session with the Board of Directors prior to SNIC in January to align perspectives and discuss specific activities that SNA can take. We are continuing our work with several conversations and learning opportunities for both the Board and working group and will share more information as the strategies are finalized.

As my second year of my three-year term on the Board comes to an end, I want to thank all of the wonderful members I have had a chance to meet and get to know. And while I have always known this, my experiences over the last year have solidified that SNA members are some of the smartest, most creative, and absolutely the nicest people you will find anywhere! I look forward to seeing all of you at the SNA-WI summer conference in La Crosse Wisconsin June 24th – 27th.
