CA INDEPENDENT SYSTEM OPERATOR (CAISO)
The CAISO Working Group focuses on wholesale market design, market products, and planning processes, including the establishment of hybrid market participation and the representation of storage marginal costs within CAISO markets.
EMERGING TECHNOLOGIES & LONG DURATION
The Emerging Technologies and Long Duration Working Group develops market pathways and funding opportunities for emerging technologies, including long duration energy storage.
RESOURCE ADEQUACY (RA)
The RA Working Group focuses on California’s RA policy framework and capacity planning tools, such as implementation of the Central Buyer Entity (CBE), improvements to hybrid capacity methodologies, and reforms related to energy and hourly capacity.
DISTRIBUTED ENERGY RESOURCES (DER)
The DER Working Group focuses on programs and policies that impact behind-the-meter resources, including the Self-Generation Incentive Program, demand response and interconnection.
INTEGRATED RESOURCE PLANNING (IRP)
The IRP Working Group focuses on IRP modeling, policies, and storage procurement, as well as additional procurement opportunities through AB 2868, emerging technologyrelated procurement, and more.
SAFETY, CODES, AND STANDARDS
The Safety Working Group convenes CESA members and energy storage system (ESS) stakeholders to collaborate on safety best practices, including updates on codes and standards, research, and safety policy.
LEGISLATIVE (BOARD ONLY)
Through the Legislative Working Group, CESA Board Members work with CESA staff and our Sacramento lobbyists to advance storage through legislative action, and educate key decision-makers about the value of energy storage.

CESA intervened to ensure proper valuation of storage in the Microgrid Incentive Program, which provides $200M for community microgrids in disadvantaged and vulnerable communities.
CESA supports market growth across the Western grid, delivering compelling, evidence-based, technology-neutral advocacy.
CESA’S POLICY WORK
CESA has made grid-connected storage a leading focus area for California and beyond. As a result, a growing number of policymakers now understand the tremendous role energy storage plays to optimize the electric power system.
CESA helped lead the passage of AB 2625, providing an exemption to the Subdivision Map Act and making it easier to permit storage.
CESA is a leader in the development of the Slice-of-Day framework within the Resource Adequacy program, ensuring proper valuation for all storage.
CESA advocates for energy storage to be properly represented across markets.
