2018-19 School Start-End Times Study

Background and Purpose

In alignment with the Strategic Plan, St. Louis Park Public Schools is in process to complete a School Start/End Times Study during the fall and winter of 2018-19. The purpose of the School Start/End Times Study is to determine the optimal schedule to meet the overall health, academic and social/developmental needs of all K-12 students. This work will include recommendations for bus routes and pick-up/drop-off times for all students and will consider the school day as well as before-school and after-school activities and childcare. The Project Team will make one or more recommendations to the administration and School Board by March 2019.

Current Start-End Times and Busing Tier 1 -

7:33 a.m. Start / 2:15 p.m. End St. Louis Park Middle School Tier 2 -

8:20 a.m. Start M/W/F / 3:10 p.m. End 8:40 a.m. Start T/R / 3:30 p.m. End St. Louis Park High School 8:25 a.m. Start / 2:55 p.m. End PSI School (PSI)

Tier 3 -

9:15 a.m. Start / 3:45 p.m. End Aquila and Peter Hobart Elementary Schools 9:20 a.m. Start / 3:50 p.m. End Susan Lindgren Elementary School Tier = A vehicle picking up a group of students for a particular school.

FEBRUARY 2019 PROPOSED OPTIONS

These options were developed by the Project Team based on academic research, best practices (experience from other Minnesota school districts), local survey data, and input from stakeholders. Proposed start-end times and budget implications will be announced in March.

PSI and Middle School students would most likely ride together. Benefits: • PSI and Middle School are in closer geographical proximity to each other. Middle School runs districtwide routes and can add PSI students; similar to current set-up with PSI/High School. • Better use of time due to shorter length of day at elementary schools which allows for additional recovery time for second tier. • Middle School athletes can participate in High School athletics. Challenges: • Every school except PSI dramatically changes times. • High School athletes may lose educational time in order to participate in events due to later end time (may not be in alignment with other school districts). • Transferring of PSI students leads to long bus ride times for these elementary students in comparison to the other three elementary schools.

2018 St. Louis Park Parent Survey

Conducted by Morris Leatherman

2014 Study by the Center for Applied Research & Educational Improvement and the University of Minnesota

Key Findings:

The results from this three-year research study, conducted with over 9,000 students in eight public high schools in three states, reveal that high schools that start at 8:30 a.m. or later allow for more than 60% of students to obtain at least eight hours of sleep per school night. Teens getting less than eight hours of sleep reported significantly higher depression symptoms, greater use of caffeine, and are at greater risk for making poor choices for substance use. Academic performance outcomes, including grades earned in core subject areas of math, English, science and social studies, plus performance on state and national achievement tests, attendance rates and reduced tardiness show significantly positive improvement with the later start times of 8:35 a.m. or later. Finally, the number of car crashes for teen drivers from 16 to 18 years of age was significantly reduced by 70% when a school shifted start times from 7:35 a.m. to 8:55 a.m.

District Facility Construction Updates Spring/Summer 2019 Construction Begins on High School Locker Rooms in March Construction is scheduled to begin in midMarch at St. Louis Park High School as the school’s locker rooms will be completely renovated.

sinks, showers, and branding. There will also be new and improved storage areas, team rooms, and coaches offices, as well as a new common athletic training room.

When completed, the new locker rooms will feature new lockers, flooring, lighting, toilets,

Beginning Monday, March 11, there will be no access to the High School locker rooms, training room and pool due to construction. There will also be no access in or out of Door #11, which faces out toward Dakota Avenue. Several parking spaces adjacent to Door #11 will also be unavailable during the project, which has an expected completion date of August 5, 2019. Students and families will still be able to drive through the area adjacent to Door #11 to get to the Activity entrance for drop-off and pick-up.

A rendering of what the new High School locker room will look like when finished.

High School spring athletes are encouraged to use their assigned High School hall locker to store equipment and other athletic gear. If additional space is needed, athletes will be able to use the Athletic Office to store equipment during the school day.

The large bathrooms between the Athletic Office and the Fieldhouse, which are usually locked, will be opened after school for athletes to use to change clothes if necessary. The certified athletic trainers office will be temporarily moved into the main gymnasium until construction is complete. The synchronized swimming team will use the pools at the Middle School and Central Community Center while the High School pool is unavailable for use. The expansion of the High School weight room/fitness center project is currently out for bid. While construction for this project is expected to start in May, it will not impact students, activities, or the school day in any way. The High School tennis courts will also be renovated during the spring and summer months. The boys’ high school tennis teams will practice and host matches at alternate city courts this spring season.

Construction on High School Office Space to Begin in April Construction will begin in early April on the space formerly occupied by the District Office on the northwest side of the High School adjacent to West 33rd Street. The space will be reconfigured to fit the needs of the High School Administration and will house the Principal and Assistant Principals, the Student Office staff, the Counseling Office staff, the Health Office staff, and the School Resource Officer. The project will also create a new “main entry” adjacent to the current loading dock. This project will not only allow a more efficient work environment for High School Administration, but it will also free up space within the

High School for more classroom and learning space. Fencing will be put up around the construction zone and there will be no access in the old District Office main door that faces West 33rd Street. The 17 parking stalls adjacent to the old District Office main door will also be unavailable to the public during the construction project, which has an anticipated completion date of August 30, 2019. Students, staff, and families will still be able to enter the parking lot at the intersection of West 33rd Street and Florida Avenue to access student and staff parking, as well as the drop-off and pick-up area outside the Student Office.

Kindergarten in SLP: 3 Neighborhood IB-PYP Schools & 1 Spanish Immersion School

Kindergarten in St. Louis Park: What to Expect

Kindergarten is an important time in a child’s life as they start to grow emotionally, socially, and academically. St. Louis Park Public Schools has four outstanding elementary schools that offer two distinct styles of learning. Aquila, Peter Hobart, and Susan Lindgren Elementary Schools are officially authorized by the International Baccalaureate Organization to provide all students a rigorous and diverse education through the International Baccalaureate Primary Years Programme (IB-PYP) St. Louis Park joins together with schools from across the world in the IB-PYP to create educational opportunities that prepare students to be independent learners, understand different cultures, embrace challenges of the 21st century, and thrive in a global society. A fourth elementary school, Park Spanish Immersion (PSI) provides all classroom instruction in Spanish and enrolls students from across the district. Students learn reading, writing, mathematics, science, social studies, and other subject areas while immersed in the Spanish language. The curricular content and outcomes are aligned with the District’s other

elementary schools, however students are instructed primarily in Spanish. At the end of fifth grade, students leave PSI speaking Spanish fluently and with mastery of the core academic subjects. Kindergarten instruction at all four elementary schools focuses heavily on literacy and math. Students also spend 60 minutes a day at “Specialists”, including physical education every day and a rotation for Media, Spanish, Art, and Music instruction.

Kindergarten Registration Night Tuesday, March 19, 2019 6-7:45 p.m. Your Kindergarten registration packet will include information about which school your child is assigned to attend.

Heart of the Matter Community Discussions

This new series was created and sponsored by the Community Education Advisory Council (CEAC). We will facilitate a community discussion on different topics each fall, winter and spring. This spring we are partnering with Friends of the Arts.

Creativity in Community — A Conversation with local artists The work of artists is all around us. Yes, you can find it inside the walls of museums and galleries and on stages of theaters and concert halls, but you also find it in all shapes and forms throughout the community. Through their creative work, artists effect change in ways that invigorate local economy, attract tourists, bridge cultural differences, improve public safety, and strengthen community identity and collective voice. In ways both big and small, art brings us together and strengthens communities. Join us for a panel discussion with artists who are connected to our St. Louis Park community. Learn about what fuels their creative work, how they navgate the creative process and how their artwork makes a difference in our communities. BRAIN BUILDERS Grandmasters of Chess Grades K-5

The HOPE Speaks Project Grades 3-5 with their parents

The HOPE Speaks Project is a way for the school district and the St. Louis Park community at large to begin an important dialogue on race, racism, and the impact it has on our lives. It is an opportunity to engage in difficult but meaningful conversations with our children, friends, family, and community. As a district, St. Louis Park has been exploring how our racial identities impact academic achievement and the learning environments we create for our students. We would like to invite our families to engage in honest, open, personal, and engaged (HOPE) conversations as a way to unpack how race operates as an often-unspoken presence in our lives. During each meeting, parents and children will spend part of the time together as well as separated for age-appropriate activities. Driver’s Education with Safeway Driving School Ages 14½+ Safeway Driving School has been graduating teen drivers in the Twin Cities area for 50 years. Safeway’s focus is creating safe, responsible teen drivers. Classroom and behind-thewheel lessons emphasize defensive driving techniques tailored for the inexperienced teen driver while targeting to influence the invincible teen attitude. All Safeway’s instructors are licensed by the Minnesota Department of Public Safety. Class instruction prepares the student to take the Minnesota permit test and begin the responsibility of driving. The 30 hours of classroom is structured into 10 independent lessons. If a student misses a lesson, they can make up that exact lesson number at the next session or at one of Safeway’s other classroom locations. After class is completed, students who are 15 years old are eligible to take their permit test at any Minnesota exam center. The permit test is not provided during the class. Behind-the-wheel instruction includes six hours of driving in three, two-hour private lessons. All driving is done in a Safeway car on city streets, highways and freeways with a responsible, licensed Safeway instructor. Safeway recommends students take their first lesson 2-3 weeks after receiving their permit card and after 5 hours of practice driving. Students have one year after completing classroom to finish their behind-the-wheel lessons. Scheduling is offered online for 24/7 convenience. All of Safeway’s cars are white with identical graphics so parents and students are confident that it is a Safeway car picking up the student for a lesson. Students can get picked up for their behind-the-wheel lesson from home, school or work. Parent involvement is required to produce safe, responsible teen drivers. It is critical that parents practice regularly with their student drivers. The state requires that students have a minimum of 50 hours of practice (15 hours at night). Parent classes are offered monthly at Safeway’s nearby classrooms. Questions about the curriculum or driving education? Contact Safeway at: safewaydrivingschool.com or 651-351-9150. Y651 Mon-Thurs.
