Urban Renewal Social Service
Our Team was established in 2003 and operates independently according to the professional code of social work, serving those affected by the Urban Renewal Authority projects and reducing the impact on the residents. Our team was entrusted by the Urban Renewal Fund to support the affected households and businesses in Kowloon City from July 2022. The scope includes:
Kai Tak Road/Sa Po Road Development Scheme (KC-015):
31 – 49 Sa Po Road (odd nos.), 55 – 73 Sa Po Road (odd nos.), and 24 – 82 Kai Tak Road (even nos.)
Nga Tsin Wai Road / Carpenter Road Development Scheme (KC- 017):
17-41 Kai Tak Road 17-41 (odd nos.), 20-38 Tak Ku Ling Road (even nos.), 30-38 Nga Tsin Wai Road (even nos.), 66-96 Nga Tsin Wai Road (even nos.), 25-73 Nam Kok Road (odd nos.), 30-62 Nam Kok Road (even nos.)

The social work team provides the following services, including:

Subdivided flat tenancy control implemented for 1 year
The Landlord & Tenant (Consolidation) (Amendment) Ordinance 2021 came into effect on January 22. Frank Chan Fan, the former Secretary of Transport and Housing Bureau , said that the government has always concerned the living of tenants in subdivided flats. Tenants also face many unreasonable terms, which cause unnecessary disputes with landlord. The government believes that it is necessary to implement subdivided flats household regulations. Member of the Legislative Council Yang Wing-kit, who is also a member of the district council of Kowloon City, was dissatisfied with the URA's redevelopment of Nga Tsin Wai Road/Carpenter Road as it occupies the recreational place in Kowloon City.
Under the ordinance :
1. a regulated cycle of tenancies for subdivided units is to comprise two consecutive regulated tenancies, each for a term of two years
2. a tenant of a first term tenancy is entitled to be granted a second term tenancy, thus enjoying security of four-year tenure
3. The rate of rent increases for the second term tenancy of a regulated cycle must not exceed the percentage change of the ci tywide rental index published by the Rating and Valuation department and is capped at 10% .If the percentage is a negative figure, the rent for the second term tenancy is to be reduced at least by that percentage
4. a landlord of a regulated tenancy commits an offence if requiring the tenant to pay any non-permitted money or reimbursement of charges for specified utilities and services
5. a landlord of a regulated tenancy must, within 60 days after the term of the tenancy commences, submit a notice of tenancy to the department

In recent years, URA has taken the urban renewal work of Kowloon City as a pilot for the "integration approach". The URA integrates redevelopment, rehabilitation, preservation and revitalization in their renewal project.
