

Sioux Falls: a healthy place to do business
A healthy community improves the quality of life. There are a number of ways to define being healthy, from being active to acquiring knowledge. Having the opportunity to do both is something that Sioux Falls has in spades.
As the president of Augustana College, I could be biased about the wonderful options for education available in Sioux Falls. But if you read this issue of Chamber News, you’ll note that there are numerous opportunities to train for professions and earn degrees in competitive fields — right here in Sioux Falls.
Often, the students who graduate from here choose to stay here. They find jobs and then start adding to the economy: buying houses, starting families, participating in recreational opportunities and giving back to the community. At my educational institution, we’re proud to be a net importer of educated, motivated employees who enhance our community.

Being a healthy community also extends to the number of ways to stay active in Sioux Falls. The inaugural Tour Sioux Falls bike event at the end of June brought people to our city’s bike trails. Thanks to the City of Sioux Falls, Argus Leader Media and the Sioux Falls Sports Authority for their work on this event.
I also commend the City of Sioux Falls on the creation of its Live Well Sioux Falls initiative, which started in 2011. A recent healthy community design summit was held in June, and in the coming months there will be more opportunities to learn and share how we can take steps to improve our health.
Health is a responsibility the business community should take seriously. I’m proud that the Chamber office is a safer place because of the recently-installed AED (Automated External Defibrillator) devices and that several staff members are now trained on how to use the devices and in CPR. I encourage our Chamber members to learn more about how you can educate your employees and staff in safety. See the story in this issue with more details about training opportunities and the benefits of an AED. Thanks to all of the businesses in our community who have already installed AEDs.

A reminder: it feels like summer has just started. There’s lots of opportunities to be active in Sioux Falls so be sure to take advantage of our city. Healthy people are healthy employees. The end result is a positive economy and a number of reasons to continue to call Sioux Falls home.

Choral association selects Sioux Falls for regional conference
Sioux Falls has been selected to host the 2016 conference for the North Central Division of the American Choral Directors Association (NCACDA). This regional event will be held Feb. 16-20, 2016 at the Washington Pavilion, with the Country Inn and Suites, Holiday Inn City Centre, Ramada Inn and Suites, Sheraton and Best Western PLUS Ramkota Hotel serving as host hotels. The event will bring 1,000 participants and their families to Sioux Falls from Iowa, Nebraska, North Dakota, Minnesota, South Dakota and Wisconsin, generating over $1,000,000 in economic impact for the city.

Visitor interaction on pace to exceed 2012 numbers
Each year the Sioux Falls CVB interacts with potential visitors through a variety of different marketing channels including online, direct e-blasts, print, television, tradeshows and social networks. The success of these efforts is measured by the number of visitor guides sent out, website traffic, social followers, email newsletter sign-ups and overall increase in visitors to Sioux Falls.

Through June 21, 2013, the CVB mailed 19,897 visitor guides from direct marketing efforts, a 57.2 percent increase over the same time last year. Online, VisitSiouxFalls. com non-local website traffic is up 36 percent, Facebook likes have increased 64.5 percent and email newsletter signups from the website have exceeded goal by 71.5 percent. Visitors guide requests are 57.2 percent ahead of 2012.
Collaborate Marketplace helps CVB sell Sioux Falls
Sioux Falls Convention & Visitors Bureau Sales Manager Ellie Highstreet attended the 3rd Annual Collaborate Marketplace conference and tradeshow June 13-15 in Denver. Collaborate is an innovative, appointment-only reverse trade show designed specifically with a corporate meeting planners’ needs in mind. More than 1,200 meeting planners and industry suppliers attended this year’s show.
While there, Highstreet had the opportunity to meet one on one with more
than 25 meeting planners who are considering Sioux Falls for future meetings.
“Sitting down and meeting individually with national meeting planners who are interested in bringing their meetings to Sioux Falls is a tremendous opportunity,” Highstreet said.

Visitor Industry to greet travelers at rest stop
The Sioux Falls Convention & Visitors Bureau (CVB) and its Sioux Falls hospitality industry partners will greet visitors at the Valley Springs Rest Stop/Information Center Friday, July 19 and Friday, Aug. 2 from 9 a.m.-4 p.m. They will talk to visitors traveling on I-90, with the August visit taking place as bikers are heading west to the Sturgis Bike Rally.
These rest stop welcomes allow the local hospitality industry an opportunity to
draw visitors off the interstate to promote the community and its attractions and to inform passersby why Sioux Falls is the best place to stop. The CVB will distribute Sioux Falls information to tourists, including visitor guides, visitor maps and Falls Park brochures.

State Fire School selects Sioux Falls for 2016 school Summer marketing campaign builds on past success
The Sioux Falls CVB continues efforts this summer to target leisure travelers in Winnipeg, Manitoba Canada and Chicago, Ill. Promotion efforts are also being targeted to Kansas City, a new market for the CVB.
In 2012, the campaign helped produce the highest number of non-local website visits, engagement, visitor guide views and visitor guide requests. Last year the campaign included network and cable television, newspaper inserts, online display ads, direct e-blasts and miscellaneous print ads. In 2013 all efforts have been moved online and include direct eblasts, display banners, paid search, Facebook advertising and remarketing.

National Fireworks Association coming to Sioux Falls
Sioux Falls will host the 2013 National Fireworks Convention and Expo. This national event will be held Sept. 3-7 at the W.H. Lyon Fairgrounds with the Best Western PLUS Ramkota Hotel serving as the headquarter hotel. The public is invited to attend the Grand Public Display on Saturday, Sept. 7 at the W.H. Lyon Fairgrounds. Cost to attend will be $5 per car and $2 per person in a bus or large passenger van.

Sioux Falls has been selected to host the 2016 South Dakota State Fire School. This statewide event will be held June 1-4, 2016 at the Sioux Falls Convention Center. The event will bring 700 participants and their families to Sioux Falls, generating more than $340,000 in economic impact for the city. Sioux Falls last hosted this event in 1976.

Leadership Sioux Falls, sponsored by the Sioux Falls Area Chamber of Commerce, is seeking applicants for its 28th annual class, which will begin in October.
Leadership Sioux Falls is a dynamic and interactive eight-month experience designed to promote and enhance community leadership through an introduction to and discussion of social, economic, business and political issues in the Sioux Falls area. Sessions are held monthly October-May.
The Sioux Falls community is fortunate to have had several visionaries who saw the potential for developing a formalized leadership program through the auspices of the Sioux Falls Area Chamber of Commerce. Since 1986, the program has been a signature Chamber member-service and community-building strategy. LSF class sessions are designed to assist a diverse group of potential, emerging and existing community leaders gain a better understanding of the strengths, challenges and skills necessary to motivate and engage others in collaborative efforts. LSF graduates are in a position to influence the future
of the Sioux Falls area and state through service to the community. More than 800 individuals have graduated and are serving their employers and the Sioux Falls area.
Effective leadership is a key element in any successful community. Continually encouraging the participation of new leaders is essential in developing fresh ideas and perspectives and ensuring a continuity of leaders for the future. Whether you have lived in the area for a short time or for decades, LSF will expose you to new challenges and opportunities and the role you can play in shaping the future of the community. Topics covered include economic development, the business of healthcare, education, the arts, government and politics, non-profit governance, community safety, quality of life and leadership styles as well as our community’s rich history.
The quality of the participants is the primary strength of the program. They represent public and private sectors, civic and community organizations. They are citizens who have demonstrated a concern for community issues and volunteered their
time with service organizations, from Girls Scouts and Little League to church activities and professional organizations. The selection process is competitive for each of the 30-35 seats available in each class. Participants are selected based on the information submitted on the application and the required letters of recommendation. The selection committee strives to enroll a class with diverse backgrounds, careers, talents and interests, who have demonstrated a commitment to the community in their volunteer and professional activities; are over the age of 25; agree to attending all eight sessions; have applied more than one time; and will commit to serving and strengthening the community upon completion of the program.

Bob Daeschler joined Bell Incorporated as director of sales and business development. Daeschler will be responsible for the Bell Incorporated national sales team and will serve as a member of Bell’s executive leadership team. He has 20 years of sales and leadership experience in the packaging industry.
Marco, Inc. promoted Adam Ramberg to IT Service Manager for North Dakota and South Dakota. Ramberg has more than 10 years of experience in the IT service industry and has an Information Systems Degree from the University of North Dakota. He has been with Marco since 2009.
The Volunteers of America, Dakotas’ Board of Directors appointed Dennis Hoffman as President & CEO. Hoffman has been acting as Interim CEO since December 2012. The Argus Leader RibFest “KidzFest at Ribfest” freewill donations collected more than $1,467 for Cure Kids Cancer, a program under the Children’s Miracle Network. All funds raised for Cure Kids Cancer go to support oncology services for the Sioux Falls area with 100 percent of funds staying local and benefiting children.
The inaugural BLOOM fundraiser for the Boys & Girls Clubs of the Sioux Empire raised more than $16,000. The money raised through donations, ticket and art sales will help subsidize the $25 annual membership for age-appropriate, drop-in afterschool and evening programs for youth. The program costs more than $1,500 per child per year to deliver.

Fair helps kick off successful school year
Help students get their school year off to the right start by supporting the 12th Annual Celebrating Families: A Back to School Fair, which will be held Saturday, Aug. 10 from 10 a.m.-1 p.m. at the Sioux Falls Coliseum. The event is organized by the Coalition for a Drug-Free South Dakota, Dakota Drug and Alcohol, and Prairie View Prevention Services.
The fair is open to all families in the Sioux Falls area. Families leave the Back to School Fair with the tools and information they need to start a successful year. Information, displays, free health screenings for students, digital fingerprinting, free lunch, and more fun exhibits — all free.

New bills affecting business are law July 1
During the 2013 Legislative Session, 492 bills were introduced, a number that is down somewhat compared to the last several years. Of those bills, about 260 were passed by the Legislature and signed into law. Under South Dakota state law, most of those bills went into effect on July 1, 2013. The only exception would be bills that contained emergency clauses — language that makes the legislation become law right away when signed by the Governor. Emergency clauses are only permissible for bills that deal with some immediate public need.
Below is a selection of some of the business-related bills the Sioux Falls Area Chamber of Commerce worked on the last few years. Bill numbers and titles are listed for your reference; all bills are easily accessed from the Legislative Research Council website: legis.state.sd.us.
In 2011, the South Dakota Legislature passed HB 1192, a bill that increased vehicle registration fees in South Dakota. The last sentence in that bill delayed the ef-
fective date for certain portions of the bill until July 1, 2013. Under that prior legislation, there were further increases to vehicle registration fees in South Dakota that went into effect this month. When the bill went through the legislative process in 2011, the Chamber lobbied in support because the added revenue from the increased fees will help the state and counties to maintain transportation infrastructure.
SB 235 was passed during the 2013 session. That bill, also known as the Building South Dakota Fund, represents the state’s new economic development program as well as a number of other public benefits.
SB 235 is an example of a piece of legislation that contained an emergency clause and therefore that bill actually went into effect when it was signed by Gov. Dennis Daugaard on March 25, 2013. SB 51 reinstates a sales tax collection allowance for businesses that are required to collect and remit sales tax. SB 51 allows these businesses to receive a fee for that collection work. Each business will be allowed to have a “credit” of 1.5 percent of the tax it collects, up to $70 per return period. SB 51 was spearheaded by the South Dakota Retailers Association and supported by numerous business interest groups across the state.
HB 1120 also went into effect on July 1. It will allow for regional intergovernmental cooperation for sewer utilities. Smaller communities outside of Sioux Falls that wish to utilize the Sioux Falls sewer infrastructure will save costs and be more efficient. The bill will allow cities that wish to participate cooperatively to cost share for these sewer projects. This bill was supported by the Chamber because it is helpful to the city and surrounding communities.
HB 1024 adds Sioux Falls municipal employees to the South Dakota State retirement system as of July 1, 2013. The Chamber, along with the City of Sioux Falls, worked to support this bill during the legislative process.
The Chamber also opposed a number of bills unfriendly to businesses with the lobbying team of Public Affairs & Communications Director Bob O’Connell and contract lobbyist Justin Smith, Woods Fuller Shultz & Smith. In May 2013, O’Connell retired after six years of dedicated service to the Chamber and its members.

CPR, AED can help save lives
Several employees at the Commerce Center, home to the Sioux Falls Area Chamber of Commerce, Sioux Falls Development Foundation, Sioux Falls Convention & Visitors Bureau and Sioux Empire Housing Partnership, are now certified in CPR and have learned how to utilize the newly-installed AED devices in the building.
The Commerce Center, 200 N. Phillips Ave., is one of many Sioux Falls area businesses that have AEDs on site for use in a medical emergency. An AED (Automated External Defibrillator) is used in the event of sudden cardiac arrest. The portable medical device automatically analyzes and de-
tects cardiac arrhythmias of sudden cardiac arrest and can produce a shock to allow the heart to return to a normal rhythm. Studies have shown that immediate CPR followed by defibrillation within three to five minutes of sudden ventricular fibrillation cardiac arrest improves survival.
Since AEDs guide a person through the entire rescue process, they can be used by lay people who haven’t been trained in CPR/AED usage; however, it is highly recommended that every facility have trained personnel. Improving and optimizing survival rates means having AEDs for EMS, Fire and Police, as well as being available
for public access. The device will give precise voice and text prompts on what to do and the AED will determine whether a shock is necessary.
Kurtis Nelson, who helped provide training for Chamber employees, encouraged other businesses to have their employees learn CPR and how to operate an AED.
“Research shows that CPR does save lives and the faster CPR is started and an AED is used, the greater the chance of sur vival,” said Nelson, a volunteer firefighter/ EMT with the Baltic Fire Department. “The more people who learn CPR and how to use
