OREGON | TOW FUND FINDINGS
Audit goes to outside agency
Sheriff won’t say who’s giving his predecessor’s actions another look BY MATT MENCARINI mmencarini@saukvalley.com 800-798-4085, ext. 5529 @MattMencarini
OREGON – The results of an internal audit of the administrative tow fund in the Ogle
County sheriff’s office have been passed along “to an outside agency,” according to the sheriff. The findings were sent about a month ago, said Sheriff Brian VanVickle, who declined to name the agency.
The internal audit reviewed the tow fund’s use under former Sheriff Michael Harn. The fund comes from money the sheriff’s office charges when it has vehicles towed. The audit was begun in late January, after VanVickle took
office Dec. 1. Ogle County State’s Attorney Eric Morrow, who also took office Dec. 1, declined to comment on any investigation or review of the tow fund. Asked about a conflict of interest as the county’s attor-
ney and prosecutor, Morrow, speaking in general terms, said mechanisms are in place to appoint a special prosecutor, if there is a conflict or even a perceived conflict of interest. AUDIT CONTINUED ON A4

DIXON – One day in 1972, Ray and Irene Hays’ youngest daughters caught the entrepreneurial spirit. Their lives would never be the same. Veronica and Marcia, then 11 and 9, decided they needed steady income. “They said they wanted to do something to make some money, so I made a ‘live bait’ sign and hung it up in a tree,” said Ray, now 78. “We sold bait for 35 cents a dozen, and 3 dozen for a dollar.” The Hays family lived on Washington Avenue at the time, and ran the bait shop from home. Daughter Veronica’s nickname was Bunny, and when customers started referring to the business as Bunny’s, it officially became Bunny’s Bait Shop. BUNNY’S CONTINUED ON A4

Ray and Irene Hays’ (above) two daughters, Veronica and Marcia, started Bunny’s Bait Shop as a way to make some money for the summer months, but the business grew into something that lasted much longer than the girls’ summer project.
