DIXON – Whoever is elected to the Dixon School Board next week will be part of a seven-member board that will face some tough challenges. Those include a long-range facilities plan with limited funding and another

DIXON – What began as a relatively quiet race in Dixon has turned into one of the city’s most crowded races – and to some, one of the most interesting. Only one other race – the City Council – has more candidates on the ballot
than the Dixon Park Board, and even then, not by much. While a crowded ballot in and of itself may not be unusual, who’s on it is: three candidates are related – one of whom is an incumbent, and the only incumbent on the ballot – and six candidates are write-ins. PARK BOARD CONTINUED ON A5

ROCK FALLS – A balanced budget will be presented to the city council at its next meeting with a notable caveat. City Administrator Robbin Blackert and department heads dissected a draft of the fiscal year 2016 budget at special Finance Committee meetings on Monday and Tuesday. The budget could be amended before the full council receives it on April 7, but it now balances at about $22.5 million, up from last year’s total budget of $21.6 million, which also escaped a deficit. The caveat, however, comes compliments of Springfield. Cuts of up to 50 percent to the Local Government Distributive Fund loom for local officials as Gov. Bruce Rauner tries to address a huge state budget shortfall. “We’re passing a budget according to current state statute that assumes we’ll get full funding from the LGDF,” Blackert said. “At such time that the state legislature deems cuts are necessary to fix their budget mess, we’ll make our fixes.” Blackert said she has prepared for a worst-case scenario, and if the ax falls on the city’s state funding, she will take her recommendations back to the Finance Committee.
