Sanguinetti: Safety first Rauner’s running mate bashes Quinn’s public safety policies BY MATT MENCARINI

DIXON – While standing in front of the Ronald Reagan statue on the riverfront Wednesday morning, Evelyn Sanguinetti, Republican candidate for lieutenant governor, said Gov. Pat Quinn has broken his promises on public safety issues. Sanguinetti, R-Wheaton, running mate of gubernatorial candidate Bruce Rauner in the Nov. 4 general election, was joined by state Sen. Tim Bivins, R-Dixon. “When it comes to public safety, Pat Quinn has broken every promise he made to the people of the state of Illinois,� Sanguinetti said. “When he first became governor, he instituted a secret program to release 230 violent criminals onto the streets of our state.� The Rauner campaign has been running TV ads for several days attacking the 2008 prisoner release program, which The Associated Press reported led to 1,745 inmates, including some convicted of violent crimes, being released within weeks or even days of their arrival at the penitentiary. The program was halted after public outcry. “Pat Quinn has been a disaster for public safety in Illinois,� Sanguinetti

said. “We need a governor who will put violent criminals in jail and keep them there, not release them early onto the streets, putting our families at risk.� In response to a request for comment, Izabela Miltko, deputy press secretary for Quinn’s campaign, emailed a statement from more than 60 Democratic state representatives and criminal justice reform advocates who denounced the ad. “Bruce Rauner’s latest television attack is disgraceful,� the statement read. “The truth is the 2009 early release program was shut down by Gov. Quinn more than 4 years ago. “We worked with Gov. Quinn, along with judges, experts and many legislators in both parties, to pass one of the strongest criminal justice reforms in the nation and protect public safety.� In a separate email, Miltko said: “It is clear that Bruce Rauner is getting very desperate and continuing to make things up to smear Gov. Quinn. It won’t work.� Bivins, a former Lee County sheriff, said the early release program still is an important issue, and one he says hasn’t been resolved. That program and the 2010 Neighborhood

Recovery Initiative, a $54.5 million anti-violence program that has been criticized as funneling money to organizations just before the 2010 election, indicate a poor track record for Quinn, he said. “His record on public safety is of great concern to me,� Bivins said. “I’m appalled at what’s gone on and his track record. And we need a change.� Sanguinetti also was critical of the temporary income tax increase that Quinn has pushed to make permanent and the lack of state funding for public schools, which has been decreased over the past several years. But the message from Sanguinetti and Bivins this morning was focused on public safety issues. “We would, of course, put public safety in the forefront,� she said. “I serve on the Wheaton City Council, and we’re very careful about public safety. It should be No. 1. And that’s what we’ll do if elected on Nov. 4. It’s the most basic service we have to provide the people of Illinois.� A Rauner administration would make early release more difficult, Sanguinetti said, and reopening some previously closed state prisons could be considered as a way to address

overcrowding. Bivins said state committees were discussing prison overcrowding, and although some people want a review of sentencing guidelines, the issue can be addressed another way. Instead of asking what causes crime, the former sheriff said, the question should be, What causes virtue? “We always ask people why they do wrong, but we seldom ask them, ‘Why do you do right?’ Let’s start at that premise and work our way out, and I think you can change,� Bivins said. “If you change the heart, you change the mind. You change the behavior.� Sanguinetti said providing medical services for mentally ill inmates and addressing social issues can address the problem as well. “A lot of people that go on to commit crimes really, they will tell you, they’ll say they live a life of crime because there was nothing else for them to do,� she said. “Well, if we had vocational training in schools, a lot of these kids that find themselves in bad situations and going on to commit crimes won’t be there, because they’ll see a future for themselves.�
