Mississippi or bust? Bruin treed in Mount Morris, seeking suitable habitat BY KATHLEEN A. SCHULTZ
MOUNT MORRIS – The little black bear that’s been wandering around northern Illinois the past few weeks was 20 feet up an oak tree, southwest of Mount Morris off Lowell Park Road, Wednesday afternoon. He was being ogled, photoed and filmed by a few dozen people until police came to break up the crowd. By evening, he managed to make it down the tree and wander off. An audience, experts say, is the last thing he needs. The bear’s best chance of survival is for people to keep their distance, so he can find his way back to his natural habitat and not become accustomed to humans, said Chris Young, a spokesman with the Illinois Department of Natural Resources. “We have been counseling people to leave him alone. So far, it’s been going really well, so we’re going to keep reiterating that message,� Young said. Not only are crowds of looky-loos stressing out the bear, but they’re also irritating the people on whose property they’re trampling. “People need to be aware that you can’t go on private property without permission. Landowners are getting testy,� said Acting Capt. Laura Petreikis, with the Illinois Conservation Police. “We want to protect the bear, but we’re also going to protect the property that the bear goes onto.� That means anyone caught trespassing on private property, blocking a roadway or creating any other kind of hazard will be ticketed, by the conservation police or any other law enforcement agency involved, she said. “It’s fine to view the bear from a distance, but we want to leave it alone so it doesn’t become aggressive,� she said. “Give it its space. “It’s like any other wild animal, and you should never corner or chase any wild animal.� The bruin is likely a young male, pushed out of his home territory by adults and sent off to make his own way in the world, Young said. He’s minding his own business, doing what bears do: looking for a home, and probably a mate. He’s also not staying in one place. Because he’s not

finding suitable habitat here, he seems to be looping his way back toward the Mississippi River, which is a good thing, Young said. The IDNR does not want to trap him, for a variety of reasons: He’s shown no signs of aggression. Finding his own habitat is what he’s supposed to do. No zoo is going to want him, and there’s no reason to lock him up in a research facility ... in short, they want to let the bear be a bear. “If the bear poses a threat, we will have to re-evaluate, but right now it hasn’t given us any reason to,� Young said. Illinois once had thousands of black bears, but by the mid-1800s, settlers had harvested them all for their meat and hides, so “it’s a special thing that the bear’s here,� he said. His rarity, though, is what’s making him so popular -- he even has his own Facebook page. The IDNR is keeping track of the youngster, which was spotted more than a dozen times in DeKalb County last week before being seen Friday afternoon in a large stack of timber on a farm in Ogle County near Rochelle. Before that, he also was sighted several times in Stephenson, Winnebago and Boone counties, all of which border Wisconsin, where he is believed to have originated. He’s not the first American black bear to ramble through the region. According to the Illinois Extension Service, on Feb. 3, 2009, IDNR Conservation Police tranquilized a 200pound black bear boar that had been roaming Bureau County. It first was spotted in June 2008 near Sheffield; it was near Neponset when it was caught.

That bear, which was thought to have been in the care of humans before being released or escaping, wasn’t suitable for the wild and was taken to a USDA licensed facility in southern Illinois. The little Ogle County bruin probably won’t be the last to visit the Sauk Valley, either. “We can probably expect one from time to time,� Young said. If all goes well, this one should just pad off into his future, wandering off the way he wandered in. “The best bet is just to let him make his way,� Young said.

DIXON – Lee County soon might get its first legal marijuana growing operation. According to the state’s rules, only one county in each Illinois State Police district will be allowed to have a “cannabis cultivation center.� That means that in District 1, the race is on among Carroll, Lee, Ogle, and Whiteside counties. Tuesday, the Lee County Board took the first step to make sure its county gets the revenue – an estimated $1 million a year – and the jobs associated with having a growing center. Members decided, although not unanimously, to sign a letter of support for AgriMed,
a new company that, in partnership with Kreider Services, would bring a 20,000-square-foot growing operation to the Green River Industrial Park northwest of Amboy, along with 50 jobs that would pay more than minimum wage. The operation David Thomas, AgriMed’s managing partner, proposed at the meeting would include a secure metal warehouse where the marijuana would be grown. All who work on site would be subject to a state police background check, and no one who works there can have a medical marijuana card, Thomas said. “The building would have ... 24-hour security. It will have a live video system which is fed into the
building to monitor it at all times,� he said. The crop would be distributed to various dispensaries around the state, and so it wouldn’t all necessarily remain local, he said. It will not be sold there. Jeff Stauter, executive director of Kreider Services, also was on hand Tuesday to address the board’s questions or concerns. “It’s pretty interesting, being in Ronald Reagan’s hometown, talking about cannabis,� Stauter said with a smile at the beginning of his comments. “That wasn’t on my bucket list.� He said he hopes the new business will provide job opportunities for people with disabilities. He also talked to the
board about medical benefits of the type of marijuana that would be grown at the site. “It’s medicine that will help people we serve to live a better life,� he said. DIXON – A longer runway and a new hangar are in the future for Dixon’s airport. The upgrades are being considered as ways to increase revenue and traffic to the airport – Charles R. Walgreen Field – by bringing in larger aircraft, which would use more fuel and airport services, Dixon Airport Board member Brian Brown said. Brown has been a member of the five-person board for about a year, and two other members have joined since him, he said, which changed the dynamic of the board that used to have long-tenured members. When the board made a presentation to the Dixon City Council in February, during a city budget workshop, the runway and hangar were mentioned as possible ways to increase revenue. During that meeting, Commissioner Colleen Brechon called the airport
an “untapped resource� for the city, a stance she reiterated to this month. “I’m a big proponent of increasing the size of the airport, at least in some respects,� Brechon said. “I know it’s a small community, but the airport is really an avenue that we haven’t really looked at in a long time.� Airport expansion, she said, could mean that some businesses will consider Dixon when, in the past, they might have overlooked the city because of its runway size. Corporate jets usually aren’t allowed to land on a runway shorter than 5,000 feet, Brown said, which is a regulation from insurance companies. The airport’s longest runway is 3,899 feet. Some of the corporate jets are capable of landing or taking off on the shorter runways, Brown said, if the conditions right and the plane’s weight is kept low. He didn’t know how much an extended runway would cost, but said it

would require some land acquisition. A realistic timeframe for the new runway is 5 years, he said. Most of the airport’s revenue comes from office rent, hangar rent, fuel, and money from the federal government, Brown said. The ultralight planes that make up a majority of the airport’s aircraft don’t contribute as much toward revenue, he said, because many can run on the same fuel as cars, meaning they don’t buy the airport’s fuel. A new hangar, which could be built in about 3
years, would allow for larger aircraft to be kept at the airport. The current hangar, which is smaller than the board would like, doesn’t accommodate modern aircraft. While the board could decide to continue to repair and modify it where possible, that could be more expensive than a new hangar, Brown said. The board already has made finding new revenue a priority, with the addition of an Automated Weather Observing System, Brown said, and will look for new ways to attract more air-

Administrator plans to apply for state funds ROCK FALLS – The offices are full to burstin’ at the Whiteside County Health Department’s community health clinic. So Beth Fiorini, the health department administrator, is on the hunt for money to expand. About $900,000, in fact. Thanks to the closure of the former sewer plant, the site at 1300 W. Second St. already has the land, and the parking space. All it needs is a new building, Fiorini said Tuesday. She plans to apply in July for a grant from Illinois Department of Public Health, designed specifically for community health care centers, and for a Community Development Block Grant. The very preliminary plan calls for a basic office building of about 5,000 square feet between the clinic and the back parking lot, where the plant used to be. She wants to put behavioral health and billing and coding in the new space. Because of the city’s utility easement, the buildings probably can’t be connected, but that doesn’t really matter, Fiorini said. Right now, six or seven people are stepping all over themselves in billing, and in other offices as well. And the one therapist on staff doesn’t even have an office, Fiorini said, adding that she hopes to hire a second one, who also will need a spot. If the IDPH turns her down, she’ll probably apply for federal funds next year, Fiorini said. By that time, an architect who’s now in the process will have drawn up plans, which the feds always like to see, she said. The need isn’t likely to go away. Like most other health care facilities, Whiteside County expects to see some sort of bump in business because of the Affordable Care Act. Just how much, Fiorini isn’t sure. The health department helped about 1,600 people enroll in an insurance plan, most of whom became eligible for Medicare. It remains to be seen how many of those were patients who were paying their own bills, and how many might be new to the clinic, Fiorini said.

The economic differences between America’s big cities and elsewhere
have prompted leaders in Seattle, New York City, Chicago, San Francisco, Oklahoma City and other cities to push to raise the minimum wage within their borders. The efforts are running into opposition from state lawmakers from both parties and business groups who say a patchwork of minimum wages could lead to a confusing and unequal business climate in which labor costs would vary dramatically from city to city.
The minimum wage has emerged as perhaps the top issue of a newly emboldened, urban liberal movement that in many places is led not by governors or state lawmakers, but by local leaders backed by organized fast-food workers. After years of grappling with state and federal budget cuts, mayors and city councils are pushing back against state and federal officials who they say don’t understand the income
inequality of 21st-century American cities. “So many people have been pushed out of this city,� said Seattle City Councilman Nick Licata, who successfully pushed to raise the city’s wage to $15, more than $5 higher than the state wage. “Local politicians don’t have the luxury of not doing something. The state and federal governments, they’ve been AWOL. They haven’t been engaged.� The fight to raise minimum wages has law-
makers in many states on the defensive, arguing that higher wages will lead to reductions in hours and jobs for low-income workers – and retail price increases that are likely to hit them hardest. The business-backed American Legislative Exchange Council argues that local minimum wages could lead to a race to the bottom, where businesses locate in whatever city within a region has the lowest starting wage.

D
uring the week, it’s quick and easy to grill some boneless, skinless chicken breast. But on weekends, when you might have a wee bit more time, choose bone-in and skin-on chicken. Chicken thighs and leg quarters often cost less than breasts and are more forgiving on the grill, if you pay attention. The key to cooking these pieces is mastering a two-zone fire. Once you do, you won’t end up with chicken that’s way too charred on one side and still raw in the middle. For a two-zone fire, you need the heat to be medium-hot in one part of the grill and then cooler in another. The cooler part can be an area with no heat source at all (indirect heat) or very low heat. Grill today’s chicken quarters skin-side down first and over mediumhigh heat to get nice grill marks. Turn them over and continue grilling over lower heat, which will help render more fat, prevent flare-ups and crisp the skin. Close the lid and grill until the chicken pieces are cooked through.
Spicy Garlic Chicken Leg Quarters Serves: 8 / Preparation time: 15 minutes (plus marinating time) / Total time: 50 minutes Ingredients: 8 chicken leg quarters (about 10 ounces each)
Oil for grill grates Marinade: 3 tablespoons olive oil Âź cup orange juice 2 tablespoons brown sugar 2 tablespoons minced sweet onion 3 tablespoons minced garlic 2 teaspoons oregano 2 teaspoons crushed red pepper flakes 2 teaspoons kosher salt 1 teaspoon black pepper Glaze: 1/ cup orange juice 3 2 tablespoons Dijon mustard 1/ cup orange marma3 lade or apricot jam Directions: Trim any excess skin from the leg quarters. Using a sharp knife, score several slits on the skin and a little through the flesh of the chicken. Place the leg quarters in a large, plastic, sealable bag. In a bowl, combine all the marinade ingredients. Taste and adjust seasoning for a flavor balance. It should be a little spicy and garlicky followed by a hint of sweetness. The mixture will be almost paste-like. Pour the marinade over the chicken in the bag, massaging it into the meat. Seal the bag and refrigerate chicken at least four hours or overnight.
Pie can be scary. I made this unhappy discovery at age 2, standing unsteady and tear-streaked in the family VW bus. I had pie in hand, fierce resistance on face. No way. The problem was this: too much middle. The crust looked safe, but underneath lurked a sinkhole of goo. Scary. Making pie can be scary too. It takes practice to get the fruit to set neither runny nor gummy and the pastry to bake up both flaky and reliable. My first pie – cracked, craggy, congealed – lives on in family lore. Not the good kind of lore. Which might be why the fruit bar is such a pleasure. It’s like pie, but simpler, smaller and sturdier. Plus the low-lying bar has an admirable outer-toinner ratio: about 1:1. Leaving nothing to pout about.

Mash: To make middle, sprinkle raspberries with sugar. Mash with a fork (don’t worry if raspberries are reduced to slush). Stir in apricots. Set aside. 2. Toast: To make top, melt butter in a medium saucepan set over medium heat. Add pecans, salt and nutmeg and cook, stirring, until butter is speckled brown, about 5 minutes. Pull pan off heat. Stir in sugar, then flour. Chill. 3. Pulse: To make bot-
tom, measure flour, sugar and salt into the food processor. Buzz once to mix. Add butter and pulse to big clumps. 4. Bake: Butter a 13x9x2 baking pan. Line with parchment paper, leaving some overhang. Dump in clumps. Pat pastry across bottom of pan. Poke several times with a fork. Slide into the lower third of a 375-degree oven and bake until pastry is lightly golden, about 20 minutes. 5. Brown: Spread fruit over pastry. Sprinkle on chilled top – fruit will not be fully covered. Return pan to oven and bake until fruit is bubbly and top is browned, about 40 minutes. Cool completely. Grasp the parchment overhang and lift out the whole contraption; slice into 24 bars.

DeKALB – Before Rachel Polly starts a doit-yourself project, she thinks about what could go wrong. She advises other would-be do-it-yourselfers to do the same. “They need to know the consequences if there’s a mistake,� Polly said. “Are you going to have to pay a plumber $5,000 to fix something, or are you just going to have to paint it again?� Painting, tiling and other cosmetic projects can be tackled by amateurs, local experts say, but when it comes to plumbing and electrical projects, avoid the do-ityourself route and find a professional to do the job. Polly and Sherrie Larkins owns Urban Grace in downtown DeKalb, a shop filled with do-ityourself, or DIY, projects such as furniture they painted or altered. DIY has been a career for both women for almost 4 years, and a hobby for much longer. They also host classes on painting DIY projects at the shop, which they said are gaining popularity, in part because of sharing
sites such as Pinterest or Instagram, or programs on HGTV or the DIY Network. Other than considering the consequences, Polly and Larkins also take into account what tools they’ll need to complete a project, if the tool is worth buying, and if they feel comfortable using it. A jigsaw, for instance, does not fit into the comfortableto-use category, they said. “We try to be as independent as we can,� said Larkins, adding painting her kitchen cabinets is her gutsiest undertaking in her own home. A mix of comfort and skill is key, said Carolyn Tobinson, who owns Tobinson’s Ace Hardware in Genoa. She sees people who will only go as far as replacing a toilet flap, to those who are doing their own underground wiring. Although the viability of a project depends on the person, Tobinson has a pretty solid test to tell how far a customer should go. “When they start asking me electric questions and I can’t answer them, that’s when I tell them they should see a professional,� Tobinson said. “Plumbing, you can make a mess. Electric, someone can get killed.� She’s noticed a slight
