ASHTON – Summer is expected to start with a splash in Ashton. In April, construction began on a splash pad on the campus of Ashton-Franklin Center High School. “This is a great opportunity for our community,� said Andrew Kida, a former village trustee who supported the project. “It’s one of those things you don’t often see in small communities. A lot of people put in hard work for this. We’re hoping for a long, hot summer for the kids to enjoy it.� For every person who is opposed to the project, he said, two others back it. In 2012, the village received $117,500 from the state Department of
Natural Resources for the pad, which is an area for water play that has no standing water. Ashton also got a matching grant from the local Blum Foundation, set up after the death of Ashton resident Marilyn Blum in 2003. The project underwent much debate. At a public forum in 2011, Trustee Dave Balch held a public forum on the issue. He and others recommended Griffith Park on the village’s north side, which, officials said, would require land acquisition. Supporters of the high school site said it would require no land acquisition. They also said the visibility would make Ashton a more attractive place to live. In July 2012, the village trustees voted 4-3

DIXON – City-installed American flags in Dixon were at half-staff Thursday, just as they have been many times this year. It was Peace Officers Memorial Day on Thursday, and the flags were lowered from sunrise to sunset. The flags also flew at half-staff from sunrise on April 10 until sunset on April 12, in memory of Sgt. Timothy Owens, of Effingham, who was killed in the shooting at Fort Hood in Killeen, Texas. Dixon Fire Chief Tim Shipman gave the order to lower the flags on Thursday, as he has in the past, after getting a notification from the state or federal government. The email sometimes comes in the day before the flag needs to be lowered, he said, or a few days in advance, as it did for Thursday.

to issue an official notice to fly flags at half-staff for the death of an Illinois military member, law enforcement officer,
firefighter or members of emergency medical service (EMS) crews. Shipman said he’s been asked over the years why
the city lowers its flags on days when there is no local significance. “We just try to follow that [act] as best we can,� Shipman said Thursday. “... If nothing else, it gives a little honor and recognition to these people.� In March, the flags were lowered, by order of Gov. Pat Quinn, in remembrance of Chicago police officer David Harris; U.S. Marine Corps Maj. Reid Nannen, of Hopedale; and Oak Forest police officer Jim Morrissy. In 2014, flags have also been lowered in remembrance of fatally injured workers for the Illinois Tollway and Illinois Department of Transportation. The federal government also issues orders to lower flags, Shipman said, and sometimes they correspond with state orders. But sometimes, the federal government sends the order to lower flags immediately, as in September, after the mass shooting at the Navy Yard in Washington, D.C.

Drivers prepare: Streetscape to start next week Project expected to be complete by November BY MATT MENCARINI
DIXON – The downtown streetscape project is expected to begin next week. Work on the first phase should take a couple of weeks to complete, during which time several streets in downtown Dixon will be closed, said Commissioner Jeff Kuhn, adding that the entire project could be finished by November. Although the start date hasn’t been set, Kuhn
said equipment will begin to arrive downtown on Monday and residents should be careful when walking or driving nearby to avoid the work zones when possible. Last month, the Dixon City Council awarded a contract for the streetscape work to Fischer Excavating Inc., of Freeport, for nearly $5.8 million, a portion of which will be paid for by KSB Hospital for work to a parking lot off Ottawa Avenue. The city also contract-

ed Wendler Engineering Services Inc. and Willett, Hofmann & Associates, for a combined $321,000, to do engineering work and planning for the project, bringing the total streetscape cost to about $6.1 million. The first phase will include water main and storm sewer work on the east and west sides of downtown. The water lines down the middle of the streets will be redone, Kuhn said, as well as their connections to businesses. On the east side of the project, work will take place on the north side of First Street, from Hennepin Avenue to Galena Avenue.
This north side of the street will be closed during the work, while the south side will remain open for most of the work, Kuhn said, but might have to be closed at times. On the west side of the project, work will take place on Peoria Avenue, from Second Street to Third Street. Both sides of traffic on that block will be closed, Kuhn said. Also on the west side of the project, work will take place on the north side of Third Street, from Peoria Avenue to Highland Avenue. Fundraising continues for Reagan, Dixon statues

here are plans for two statues in Dixon’s future, but the money must come first. A statue of Ronald Regan, to be placed at Lowell Park, depicts the former president as a lifeguard in Dixon running toward the Rock River. The proposed design was unveiled at City Hall in Feburary and was estimated to cost $200,000. After a first musical tribute concert in March, organizer John Weitzel canceled three remaining fundraising shows that had been planned. Weitzel said Tuesday that

Work in progress at mobile home park Electrician will be there Friday, Monday BY PAM EGGEMEIER
ROCK FALLS – Progress is being made in addressing code violations that are putting the future of a local mobile home in jeopardy, the city’s building inspector said Tuesday. Terry Helt, owner of Valley Properties Inc., formerly known as Easy Living Trailer Park, has been without a business license for the park since his expired May 1. He was notified by letter on that date that a new license would not be issued until a list of city and fire code violations at the park were corrected. The most pressing issue was work that needed to be done on the park’s electrical system, said Mark Searing, city building inspector. That work has been scheduled for Friday and Monday, but could take more than 2 days to finish. “The electrician contacted me, and he will be onsite Friday morning to do electrical work,� Searing said. “This is the biggest safety issue for the city, so we’re making progress.� There is no way to kill the power to individual trailers, so all of the homes on the north side of the park will be without power while the electrician is working, Searing said. The meter bases, which are owned by electricity customers, presented safety hazards. Some were rusted out, which lets in moisture and animals. “The moisture can then get in, so they get corroded and eventually can cause a fire,� Sear-

ing said. “Animals also can get in and chew on the wires, and birds even make nests in there.� Some of the meters also were closer to the trailers than the minimum 3 feet required by code. That also presented safety hazards for city workers. “If you have to pull the meter to replace it or cut off service, there’s not enough room to maneuver while working,� Searing said. Residents also received the letter sent to Helt, dated May 1, that said if corrections were not made in 7 days, Helt’s license would not be renewed and Valley Properties would have to cease operations. Several residents of the 22-trailer park at 1507

Route 30 attended the May 7 meeting of the city’s Building Code Committee, where some said the licensing letter was the first they had heard of the list of violations that the city says Helt has known about for almost 2 years. The licensing issue will be formally addressed at the May 22 meeting of the city’s Ordinance and Licensing Committee. Searing said he will look at some of the violations on the list Friday and do a formal inspection before the meeting. Longtime officer named chief Mayor: People will see improvement BY DAVID GIULIANI
PROPHETSTOWN – The city has a new police chief – longtime Sgt. Bruce Franks. During Tuesday’s City Council meeting, Mayor Steve Swanson recommended that Franks
replace Police Chief Mike Fisk, who served in that post from 1991 until Swanson fired him last week. The council then appointed Franks, whom the mayor had already made acting chief. “I know some people are upset� about Fisk’s dismissal, Swanson said Thursday. “But we’re also getting a lot of positive feedback. It certainly wasn’t an easy decision.
It was made after lots and lots of reflection.� As he has before, Swanson declined on Thursday to give a reason for the firing, other than to say he thought it was time for a change at the police department. He repeated that Fisk was not the subject of any investigation or disciplinary action. “It was best for Prophetstown to change direction,� the mayor said. “If
people give this a chance, they’ll see an improvement.� Asked what needed to be improved, Swanson would not say. “People need to stop the rumor mill,� he said. “The first rumor was that [Fisk] didn’t get his pension. He gets his pension.� Swanson noted that mayors have the power to dismiss police chiefs. According to Illinois Municipal
Code, the mayor may choose to appoint or dismiss the chief of police, or any other at-will employee, for any reason at the beginning of the fiscal year, which was May 1, he said. In last weekend’s interview, Swanson said he and the former chief had had differences, but he separated his personal feelings from the business of Prophetstown. He said he discussed
his decision with, and had the backing of, all six council members. Council member Warren Long confirmed last weekend that he agreed with Swanson’s decision. Sauk Valley Media could not reach the five other council members Thursday. Fisk also couldn’t be reached for comment.

DIXON – The band Mumford & Sons proved two summers ago that Americana and folk music can be a hit in Dixon. This summer, another Grammy winner will take a city stage. Lyle Lovett and His Large Band will be in Dixon in August to celebrate the 5-year anniversary of the downtown riverfront development. Lovett and his band will headline a 2-day music festival at Heritage Crossing Park on the riverfront, Dixon Main Street Executive Director Josh Albrecht said Tuesday in a news release. “We are extremely excited to bring Lyle Lovett and His Large Band to downtown Dixon,� Albrecht said in the release. “He is an Americana music legend, and it will be excit-
ing to see him bring his unique style of country and folk music to our community.� Lovett’s style of music – Americana and folk – is similar to that of Mumford & Sons, who played in Dixon in 2012, Albrecht said, adding that Main Street wanted someone with a welcoming sound and someone who could attract a wide audience. “We know that it’ll play well in Dixon,� he said. Lovett, a singer, songwriter and actor, has won four Grammy Awards, including Best Male Country Vocal Performance and Best Country Album. He’s on tour promoting his 2012 album, “Release Me.� Tickets for the festival go on sale at noon on May 20 and will be available online at www.thecrystalcork.

C
heese is going the way of the craft beer movement: People are learning how to make it in small batches while taking advantage of local ingredients and characteristics of the land. As with regional brews, demand for regionally made cheese is on the rise. Matt Hettlinger can attest to this. He is a cheesemaker, working for the past 2 years at The Farm at Doe Run in Coatesville, Pennsylvania, about 40 miles west of Philadelphia. On a table dressed in burlap, several cheeses on plates accompany caramelized red onions, candied nuts and glasses filled with Pennsylvania beers. The chef-turned-cheesemaker talks with his wife, Yvonne, and visitors as they sample cheeses made on the lower level of this converted barn, where three stone caves have been outfitted as aging rooms. In the tasting area, giant windows look out on a stunning backdrop of rolling hills, stone farmhouses and wide-mouthed barns. Cows, goats and sheep graze in the distance. Adjacent to the space is a windowed, white-tiled milking room. Twice a day, animals are herded inside to a lowered platform surrounded by top-of-the-line equipment from Holland. The Farm at Doe Run isn’t just any farm. It’s the 700acre estate bought in 2008 by Richard Hayne, founder and CEO of Urban Outfitters. Hettlinger and Samuel Kennedy are the guys he has hired to put his brand of Pennsylvania cheeses on the map. Hayne grew up in the northern suburbs of Pittsburgh. After attending Lehigh University in Bethlehem, Pennsylvania,
he opened his first Urban Outfitters on the University of Pennsylvania campus in 1970 and went on to create the company that now includes wholesale business with 1,400 department stores, 230 Urban Outfitter locations, 187 Anthropologie stores and 90 Free People shops. As the company continues to grow, he has directed his attention to other things, including the farm. Although cheese has shaped foodways around the world for centuries, Americans didn’t really develop a taste for homemade varieties until the 1990s. From 1994 to 2003, cheesemaking grew by 75 percent, led by artisans in Wisconsin, New England and California. Farmstead cheese, which uses milk only from animals on site, in particular is on the rise. In Pennsylvania, the cheese renaissance is more recent, with many cheesemakers learning their craft over the past couple of years. “Artisan cheeses in Pennsylvania are exploding,� says Tom Palachak, manager of the Penn State Creamery at the Penn State College of Agricultural Science. He says the state is rapidly catching up with New York and Wisconsin in artisan cheese production. Cheddar, Gouda, colby, Monterey Jack and havarti are the most popular cheeses made in Pennsylvania. Local cheesemakers add flavors and spices to make them distinct from more common cheeses. According to the American Cheese Society, 63 percent of artisan cheesemakers use cow’s milk and 56 percent use goat’s milk. A smaller portion, 17 percent, use sheep’s milk and 20 percent report making cheeses with mixed milks.
Raw milk cheese is also becoming popular. It requires a license and inspection protocols before it can be sold, and any cheeses made from unpasteurized milk must be cured for a period of 60 days at a temperature not less than 35 degrees. To stir demand and gain credibility beyond state borders, cheesemakers compete in American Cheese Society competitions and for Good Food Awards, given annually by a collaboration of food producers, farmers, food journalists and independent grocers. At a cheese society conference in July in Sacramento, California, judges will determine the best American cheeses from more than 1,700 submissions.
The cheesemakers Hettlinger, 33, and Kennedy, 29, wear chef coats, navy baseball caps and wading boots. The hybrid uniform shows their experience in restaurant kitchens and their current profession, which requires great vigilance in handling ingredients. Hettlinger and his wife live on the farm, while Kennedy and his spouse, Stacey Gentile, live nearby. All of them work on the estate. Cheese making requires round-the-clock attention. Whether it’s checking on pH levels, tending to justborn animals or inspecting cheeses as they age, there are many demands, particularly as the operations expand. Kennedy was hired in January and brings to the table previous cheesemaking experience and a food science background. Since he started, The Farm at Doe Run has introduced several new cheeses that they’re hoping will win awards in
the coming months. Hettlinger and Kennedy fit the profile of many new cheesemakers. They’re farmers or restaurant folks getting into cheese because of its growing popularity and potential profit. Their cheeses retail between $18 and $27 a pound.
caves to age. Visitors to the caves must tuck their hair in a hat and wear bags around shoes to prevent contamination from microbes not already growing in the caves. A stray bacteria left unchecked can infect and ruin cheese. The first cave, which smells bright and grassy, is for mild cheeses that sat in brine 48 to 72 hours. The rows upon rows of cheese wheels will sit on pine boards for 6 months to 2 years. In the second room, visitors are met with the smell of mold, wet stone and the faint funk of Goudastyle cheeses. These are occasionally washed with a vinegar solution to prevent rogue microbes from contaminating the product. The third cave is the funkiest and most humid. A pungent aroma from washed and bloomy rinds blankets the air. Here, fewer rounds sit on wire shelves for a week to 2 months. They’re the most sensitive cheeses of the three rooms. In addition to adhering to safety precautions and sanitary practices, there are two rules for making cheese, rules that apply to any artisan food production. “One, you have to pay attention,� says Hettlinger, pointing to a dry corner of the cave, an indication that conditions aren’t quite right. “And two, you have to adjust accordingly.�
The process Out in the field, kid goats born weeks ago get their legs as they stray from their mothers to play and graze. What cows eat is of particular importance as spring grasses, rye and clover imparts flavor to the milk. On a typical day, Hettlinger and Kennedy start work at 7:30 a.m. An employee pumps milk from 35 cows, 75 goats and 50 sheep. Then they “pool� the milk, or heat it to a specific temperature. A starter is added that converts lactose to lactic acid, which equalizes the milk’s pH. Then rennet is added. These enzymes produced in a cow, goat or sheep’s stomach react with the milk to form curds. Fine curds produce firm, tight cheeses, while large ones produce soft cheeses. After the milk sets for 45 minutes, makers cut and drain the whey. Finally, the curds are piled on top of each other, cut and pressed, then piled again in an effort to get rid of remaining whey. Some cheeses require reheating, which results in malleable strings that can be molded. Curds are then salted in a brine. During this process, the cheesemakers must check and flip rounds often. After brining, the cheeses go to one of three
The cheeses For the tasting, Hettlinger and Kennedy display a handful of cheeses, most of which are sold to select restaurants and shops from Philadelphia to Pittsburgh. One cheese they can’t keep in stock is Barn Owl, made from cow’s milk. A big, luscious cheese that’s aged for more than a year, it’s so creamy and complex it inspires contemplation. Next to it are two types of cheeses labeled Robiolastyle Hummingbirds. In the spring and summer, they’re made with milk from cows and sheep. The rest of the year, it’s cow’s milk only. One small round is mild; the other is layered with black trumpet mushrooms for a hint of umami. Near the back is Dragonfly, a lively combination of cow’s milk and goat’s milk that’s tangy and grassy. It’s followed by Hop Devil, a cow’s milk cheese with an assertive flavor. The rind is washed with Pennsylvania’s Victory beer of the same name. The most popular cheese at the farm is the cow’s milk Seven Sisters cheese and the Seven Sisters reserve. Both are named for the original seven cows on the farm and speak to the Dutch-inspired variations they’re producing. The latter is aged more than a year, which results in rich caramel notes. “We like to name our cheeses after inspiration from the land,� says Hettlinger. “It’s a reminder that cheeses reflect the character of a place.�
