Taxpayers’ checks to get bigger At least for a while, with measure set to expire Thursday Dems say state won’t be able to meet obligations BY JOHN O’CONNOR AP Political Writer
SPRINGFIELD – Illinois taxpayers will have a little more spending money next year. With a temporary income-tax increase expiring Thursday, a typical family of four with an income of $50,000 will pay $930 less in 2015, according to the Illinois Department of Revenue. That is, if the reduction sticks. The drop in the tax rate means a steep decline in revenue for the state. The state faces a $2 billion deficit through the end of the fiscal year in June. The individual rate drops from 5 percent to 3.75 percent, while the corporate income tax rate declines from 7 percent to 5.25. Incoming Republican Gov. Bruce Rauner, who vanquished Democratic Gov. Pat Quinn in November, has a stiff challenge, if he’s to allow the surcharge to be reduced, as he favors. Quinn, the architect of the increase, campaigned on making the hike permanent, and the Democratic-controlled Legislature planned on it when it passed this year’s budget. Rauner might need to take a multiyear approach to achieve what he wants with the budget, suggested a House Republican. It’s something Rauner himself hints at with his plan to slice the tax rate to its pre-2011 level of 3 percent in 4 years. He would support tax changes to encourage business growth and perhaps a broadened sales tax. And the state could face an ever bigger deficit than previously anticipated. Rauner was steamed this month when he learned state agencies are seeking an
additional $760 million in supplemental funding for the remainder of the year. He contends the Quinn administration low-balled anticipated spending. “This type of fundamentally dishonest budgeting is the true cause of Illinois’ massive budget hole,� Rauner spokesman Mike Schrimpf said Monday. Majority Democrats in the Legislature have told Rauner the state can’t meet its obligations if the tax surcharge expires. “I do not think we can,� said Rep. Barbara Flynn Currie of Chicago, the Democrats’ No. 2 in the House. “Whether that’s the only source of revenue, that’s another question entirely.� The surcharge produced some heady numbers. According to the General Assembly’s bipartisan budget analysts, it’s produced nearly $32 billion – dur-
ing a full year, an average of $7.8 billion. It was sold as a way to catch up on underfunded pension obligations and pay overdue bills; Democrats and the GOP disagree on how much ground was gained. Senate President John Cullerton, a Chicago Democrat, wants to give Rauner a chance to make his financial case. But he wants the newcomer to “show his work when it comes to how we can follow up on our commitments to education and human services while at the same time rolling back the tax increase,� spokeswoman Rikeesha Phelon said. The task of digging out without the help of additional tax revenue is possible, but it won’t be painless, said Rep. David Harris of Arlington Heights, the
ranking Republican on the House Revenue and Finance Committee. He suggests whittling away at it over several years. Gov.-elect “You’re not going to pass a multiyear bud- Bruce Rauner get, but one could lay out a strategic, multiyear plan of how we get back to zero,� Harris said. Senate GOP budget expert Matt Murphy, of Palatine, says it’s up to Democrats in the Legislature to cooperate and not just sling mud. “To create this impression,� Murphy said, “that it’s incumbent upon Gov. Rauner to grovel to the speaker and the Senate president to help solve a budget crisis that they created ... is absurd.�

Quinn’s office misses deadline Won’t explain why recipients of permits not yet announced CHICAGO (AP) – Without explanation, Gov. Pat Quinn’s administration has conceded it missed its end-of-the-year target for deciding which businesses will receive permits to begin the state’s pilot program with medical marijuana. Some observers think the decision could come in a matter of days. The lag will force cultivation center owners to break ground during the coldest winter months, and, ultimately, delay harvest of the first cannabis crop. Patients who’ve paid $100 for marijuana registry cards will have to wait, perhaps until summer or beyond, before they can legally use the drug. Some patients say they’ll continue to use pot they’ve obtained on the black market. “I hate to have to do anything illegal,” said Marla Levi, 51, of Buffalo Grove, who uses marijuana for his multiple sclerosis symptoms and has been approved as a patient under the new program. “I believe it’s going to happen. In the meantime, I get it how I have to get it.” The agency leading the program offered no explanation for the setback. “We are strongly committed to bringing relief to thousands of people across the state and ensuring Illinois is the national model for implementing medical canna-
bis,” Illinois Department of Public Health spokeswoman Melaney Arnold said in an email. “We are working hard to make sure this is done right.” Arnold said the state is “conducting a comprehensive review of every cultivation center and dispensary applicant to ensure that only the most qualified are approved for this important program. We will announce the recipients when this important review is finished.” A Skokie Democrat who sponsored the state’s medical marijuana legislation predicted permits will be awarded before Gov.-elect Bruce Rauner’s inauguration Jan. 12. “It would be very surprising, after all this work by the Quinn administration, to do it under the next governor who had indicated he was opposed to the program,” state Rep. Lou Lang said. “I just don’t see that happening.” Lang said he’s been asking about the delay and is “satisfied the state agencies involved are working overtime” to evaluate applicants, conduct background checks and make decisions. “If I were a patient, I would be antsy. If I were someone waiting to get a license, I would be tense,” Lang said. The Illinois Department of Agriculture received 159 applications for cultivation centers and expects to award 21 licenses to growers, one in each Illinois State Police district. The Illinois Department of Financial and Professional Regulation received 214 applications for dispensaries and expects to grant up to 60 permits. Chicago attorney Bren-
dan Shiller, who represents multiple companies vying for both cultivation center and dispensary permits, said he’s not surprised or frustrated by the lag. “A few weeks’ delay is better than getting it wrong and setting back this policy a few years,” Shiller said. Awarding permits to anyone ineligible under the law would be a disaster for the entire program because of negative publicity, he said. Sara Gullickson of Dispensary Permits, a marijuana industry consulting company that’s working with a number of Illinois applicants, said business owners want to know when the announcement will come. “Is it going to be a month? Or is it going to be 6 months? These centers don’t get up and running in a day. Open communication would be nice,” Gullickson said.

Despite the 12-hourplus days, he is enthusiastic about his new job. “I am excited,” he said. “It’s worth it to get this department back on the right track.” VanVickle, 38, of Rochelle, defeated incumbent Michael Harn in the March Republican primary and was elected sheriff without opposition Nov. 4. The lifelong area resident was a Rochelle police officer and K-9 handler for 6 years, and before that managed his family’s business, Krahenbuhl Chrysler Jeep. One of VanVickle’s priorities after taking office Dec. 1 was to appoint an administrative staff. He named Danny White chief deputy, Greg Kunce

DIXON – At the beginning of each new year, many people decide they want to lose weight to finally meet their pantsize goals. Christine Scheffler, KSB Community Wellness coordinator, wants to do what she can to help. Scheffler invites members of the community to participate in Operation Move to Win, a 12-week weight-loss program. Community members can participate in the program free of charge. “We offer this program to our corporate customers to help their employees become healthier, which helps with morale, motivation in the workplace, and productivity,” Scheffler said. “We realized some people may be retired or stay-at-home
healthy meals to prepare. I will also teach you how to make things ahead of time, so you can pack a lunch and not run to McDonald’s.” Counseling sessions will also be available to address specific needs of the individual, Scheffler said, be it diabetes, hitting a plateau in the program, or finding healthy recipes to make at home. A behavior modification part of the program helps people to understand why they gain weight or why they can’t lose weight, Scheffler said. Members of the community team do not have to live in Dixon, Scheffler said. “We are offering residents of our area to be a community team and to enjoy the benefits,” she said.

STERLING – The city is working to amend its state Mud to Parks grant to include the dredging work that needs to be done at the Thomas Park pond. Sterling received $900,000 from Gov. Pat Quinn’s Mud to Parks program to help move 60,000 cubic yards of dredged material from Fox Lake in Lake County to be used to cover the former Northwestern Steel & Wire Co. brownfield site. The news of that grant came in September 2013, when Quinn was in town to announce that the city had been awarded a $1.3 million EPA Green Infrastructure Grant to help with its $2.18 million ecotourism riverfront project. Plans for the project include a wetland and pond complex to improve water quality, 9 acres of natural landscape restoration, 3,000 square feet of publicly accessible green roofs, and more than 4,500 square feet of grass or bio swale. The Illinois Department of Natural Resources’ Mud to Parks program supports innovative topsoil uses for sediment that is clogging state waterways. The Thomas Park pond, built in 1975 over about 1.33 acres, once had 6 feet of water. Runoff from land to the north, mainly farmland, has created a silt deposit problem. That and drought have left the pond with less than 1 foot of water in most places, spurring algae growth. Executive Director Larry Schuldt said the opportunity to piggyback on the city’s grant would bring
$150,000 to the park district to dredge the pond. The pond was already a joint project, because the city uses it for stormwater retention. Extending the grant to the park district would solve two problems. “The price of transporting material from Fox Lake turned out to be more expensive than the city thought, so they weren’t going to get as much,” Schuldt said. “We could save money on transporting costs if we keep it at the riverfront, and the city could get more material.” The park district expects to generate 7,400 cubic yards of material from the pond dredging. City Manager Scott Shumard is hopeful that
the projects can be tied together soon. “We are working on it, and hope to gain permission to amend the grant in January to allow for such work,” Shumard said. Shumard said the pond plays a key role in stormwater drainage. If the park district is added to the grant, the price of the dredging project becomes much more manageable. “Our costs would be just prettying it up with grading work and putting in the fountain, both for aesthetics and controlling algae,” Schuldt said. “That would leave us with between $25,000 and $50,000 – probably much closer to $25,000.” Making 250 stops nationwide, including one locally!

Simple, satisfying soups Vegetables shine in dishes perfect for cold nights BY RUSS PARSONS Tribune News Service
I will bow to no one in my affection for holiday cooking. For our Christmas open house every year, I make gallons of posole and black beans. One family holiday tradition is spending a day decorating hundreds of cookies. There is no Christmas Eve without all-you-can eat Dungeness crab nor Christmas morning without a breakfast with migas and julekake. The month of December seems to be one solid buffet of parties, dinners and an almost constant barrage of cookies, tamales and big hunks of roasted meat. I love it all, but every once in a while, I need a break. Maybe a quiet dinner in front of the fire with “Foyle’s War” or “Longmire.” After a long workday, you won’t believe how reassuring a baked sweet potato with good butter and lots of black pepper can be. If I’ve got a little more time and feel like puttering, I usually find myself turning to different kinds of vegetable soups or stews. Honestly, I sometimes think you could throw an almost random selection of vegetables in a pot and bring them to a boil and wind up with something pretty tasty – if you know what you’re doing. Here are a few guidelines. Choose carefully: Let me start by apologizing for that word “random.” In cooking – or at least good cooking – nothing is truly random. But you’d be surprised how far you can get by sticking with that old local-andseasonal thing. Potatoes, fennel, winter squash and greens? I can think of half a dozen dishes without even trying. You need starch: It gives soup heft. If you’re using pasta, rice or grains, cook them first and add them at the end so they don’t muddy the broth or overcook. If you’re using potatoes, use smooth-skinned boilers and add them early, so they have time to absorb flavors. When in doubt, add greens: And then if you’re still uncertain, add more greens. I don’t
Butternut squash stars in soup know a cook who doesn’t have a few bags of odd scraps of lettuce, kale and chard in the crisper drawer. Soup is a great way to get the most out of them, and the more (and the more kinds), the merrier. Water’s fine: Sure, you can use a vegetable broth if you want, but don’t overlook simply adding water – that way, you also can control the amount of salt more accurately. If you’ve got the right blend of vegetables, you won’t need any added flavors. Season assertively: If there is one common fault with vegetable soups, it’s timidity in seasoning, particularly salt. As always, you don’t want the food to taste salty, but the right amount awakens all the other flavors. This is especially true if you’ve added starches – they suck salt out of a soup like nobody’s business. Acidity is a seasoning too. This is overlooked by too many cooks, but if a soup or stew tastes a little flat, and you’ve seasoned it correctly with salt, try adding some vinegar or lemon juice to finish. As little as a teaspoon can make a big difference, giving the flavors a strong backbone to hang from. Don’t fear fat: You’ve salted correctly and added just the right dash of lemon juice, but the dish still lacks something? A drizzle of olive oil, a dollop of herb paste or a shaving of hard cheese such as Parmigiano or ricotta salata can provide a final lift. Because the rest of the soup is basically nothing but vegetables and water, you can liven it up a little.
Here are a couple of very different but equally delicious examples from two of my favorite cookbooks of 2014 – “Mediterranean Vegetarian Feasts” by Aglaia Kremezi and “Persiana” from Sabrina Ghayour. One is the essence of Greek family cooking – homely in appearance but with a depth of flavor that comes only from careful, long cooking. The other is simple to make but striking enough to be the centerpiece of a holiday dinner. But even given its gorgeous looks, Ghayour promises “there are no rules for making it; the simple truth is that this soup should contain whatever you might find lying around the house and in your fridge.”
Braised Greens and Potatoes with Lemon and Fennel Time: 1 hour Serves: 4 ½ cup olive oil, plus good, fruity olive oil for drizzling, divided 2 onions, halved and thinly sliced 2 carrots, quartered and cut in 1-inch lengths 4 green onions, white and most of green parts, thinly sliced 1 fennel bulb, trimmed and coarsely chopped, fronds and tender stalks reserved 4-6 fingerling potatoes, cut in bite-sized pieces 1 teaspoon fennel seeds, crushed with a mortar and pestle or finely ground 2 pounds mixed greens, spinach, sorrel, Swiss chard, outer leaves of romaine lettuce, pea shoots, nettle
tops or any combination of sweet leafy greens, large leaves coarsely chopped ½ cup white wine 1 cup water ¼ preserved lemon, flesh discarded, rinsed and chopped ½ to 1 teaspoon salt, or more to taste 3 tablespoons fresh lemon juice, or more to taste ½ cup chopped fresh dill or wild fennel, divided 1 to 2 teaspoons marash pepper or a good pinch of crushed red pepper flakes, or to taste 1. In a wide, deep soup pot, heat the olive oil over medium heat. Add the onions and cook, stirring frequently, until soft, about 5 minutes. Add the carrots, green onions, fennel bulb, potatoes and fennel seeds, stir to coat with the oil and cook an additional 3 minutes. 2. Add the greens in batches, starting with the larger leaves and gradually adding the smaller, more tender ones. Stir a few times to help the leaves wilt and reduce in size, then add the wine and cook for 1 minute; add the water, the preserved lemon and salt to taste. 3. Reduce the heat to low and simmer until the greens and potatoes are tender and most of the juices have been absorbed, 15 to 20 minutes. If there is still too much liquid, raise the heat to high and continue to cook until the liquid is reduced, up to an additional 10 to 15 minutes. 4. Add the lemon juice, half the dill, the fennel fronds and stalks and
sprinkle with the red pepper; toss, taste and adjust the seasonings as desired. Cook an additional 2 minutes to marry the flavors, then sprinkle with remaining dill. 5. Serve warm or at room temperature, drizzled with the good, fruity olive oil. Per serving: 390 calories, 7 g protein, 28 g carbohydrates, 9 g fiber, 28 g fat, 4 g saturated fat, 0 cholesterol, 8 g sugars, 666 mg sodium NOTE: Adapted from Aglaia Kremezi’s “Mediterranean Vegetarian Feasts.” Kremezi recommends serving this with ricotta or feta cheese and crusty bread.
Spiced Vegetable Soup Time: 2 hours, 40 minutes Serves: 10 to 12 For the herb oil: ¼ cup plus 2 tablespoons olive oil, more if needed Good handful parsley Good handful dill Good handful cilantro Handful shelled pistachios Squeeze of lemon juice Salt and pepper to taste Put the olive oil, parsley, dill and cilantro in a bowl along with the pistachios, lemon juice and some salt and pepper, and blitz with a hand blender until the mixture is finely chopped and has the consistency of pesto. If you need to slacken the mixture, add a bit more oil. For the soup: 2 to 3 tablespoons olive oil 1½ pounds butternut squash, peeled, seeded and cut into 1½-inch chunks 2 large onions, diced, plus 1 large onion cut in half and thinly sliced into half-moons, separated 3 cloves garlic, crushed 3 leeks, trimmed, cleaned and finely chopped 3 boiling potatoes, unpeeled, cut into 1½-inch chunks 5 tomatoes, roughly chopped 4 teaspoons ground cumin 1 teaspoon ground cinnamon 2 teaspoons smoked paprika 3 teaspoons hot pepper paste, such as harissa Salt and freshly ground black pepper 2 (14- to 15-½-ounce) cans chickpeas (reserve
the liquid plus a couple of handfuls of chickpeas to garnish) 1 large zucchini, finely diced 3½ ounces feta cheese 1. Heat a large saucepan over medium heat and add enough olive oil to generously coat the base of the pan. Add the butternut squash, diced onions, garlic, leeks and potatoes, and cook, without browning, until the vegetables soften slightly, about 30 minutes, stirring occasionally. 2. Add the tomatoes, cumin, cinnamon, paprika and hot pepper paste, and give it all a good stir to ensure the spices evenly coat the vegetables. Cover the vegetables completely with water, add a generous amount of salt (I would suggest at least 4 teaspoons) and black pepper. Stir once more and continue to cook at a gentle boil until the squash is tender when poked with a knife, about 30 minutes. 3. Puree the mixture in a food processor or blender until you get a lovely, even, smooth soup. Once smooth, add the chickpeas and their liquid, and stir well. 4. Adjust the consistency of the soup with additional water if desired, then taste and adjust seasoning if needed. Cook an additional 20 minutes, stirring occasionally, then add the zucchini and cook for a final 20 minutes before serving. 5. While the soup is cooking, drizzle some olive oil into a large frying pan set over high heat, and fry the sliced onion until browned and crispy. Add the reserved chickpeas and brown them along with the onions. Using a slotted spoon, remove the onions and chickpeas from the pan and set aside. This makes about 3½ quarts soup. 6. Pour the soup into large bowls (preferably wide, shallow ones), then generously crumble the feta on top. Drizzle a couple of tablespoons of the herb oil into each bowl over the feta. Finally, add the reserved crispy fried onions and chickpeas. Per serving: 311 calories, 9 g protein, 37 g carbohydrates, 8 g fiber, 16 g fat, 3 g saturated fat, 7 mg cholesterol, 7 g sugar, and 1,141 mg sodium NOTE: Adapted from Sabrina Ghayour’s “Persiana.”

Yogurt parfaits are a popular coffeeshop item, but add an ancient grain, and you’ve got another layer of nutrition. Trend trackers have been watching both quinoa and Greek yogurt steadily rise in the American diet. The Star’s Quinoa Breakfast Parfait layers quinoa (pronounced keen-wah), a rather bland but fluffy and filling grain, with tangy Greek yogurt to create an early morning
eye-opener. Both quinoa and Greek yogurt are wholesome, natural and packed with protein. Bonus: You can also make up the parfaits 2 or 3 days ahead of serving, then keep refrigerated. Or, skip the parfait cup and prepare the parfaits in ½-pint jelly jars and take this breakfast treat to-go on your way out the door. Cooking tip: Toasting intensifies the flavor of the almonds. To toast, spread almonds in a
single layer on a baking sheet. Bake at 350 degrees for 5 to 7 minutes or until lightly toasted. Watch carefully so they do not burn. Serving suggestion: Substitute low-fat granola for the sliced, toasted almonds. Top the parfaits with the almonds or granola just before serving.
Quinoa Breakfast Parfaits Makes 4 servings ½ cup quinoa
1 cup water ½ cup chopped dried pitted cherries 2 (5.3-oz) cartons fatfree black cherry Greek yogurt ¼ cup sliced almonds, toasted Rinse quinoa; drain. Cook quinoa in water in a small saucepan according to package directions. When done, and water is absorbed, stir in cherries. Cover, remove from heat and let stand 5 minutes. Spoon quinoa cherry mixture evenly into 4 (8-ounce) parfait glasses
