MURRAY – The community thought it was special when Iowa news station KCCI came to town to learn more about the community radio station, KSOI 91.9 FM. Tuesday morning, representatives from a national program, NBC Nightly News, stopped by Murray and Osceola for a follow-up aimed at a much wider audience. “They left a message on our answering machine, and I listened to it twice,” said station manager Kim Romero. The station kept their plans under tight wraps. Even those involved in the station’s operations weren’t sure when and where the news crews were arriving until the weekend. Murray, Woodburn residents angry after changes in casino revenue By HILARY FERRAND

For nearly two decades, Osceola has shared certain revenue from the casino with the small towns of Murray and Woodburn. At the City Council meeting Tuesday, Feb. 21, members unanimously agreed to put an end to the payments. It’s a move that’s caused anger and concern among residents who worry about the impact. “When you sit on a council bench, you sometimes have to make these hard decisions. It keeps you up at night,” said Osceola Mayor Thomas Kedley. Budget constraints across Iowa have put local governments in a pinch. What was once a goodwill gesture is taking too many funds away from Osceola, where it’s now needed. “It was set up in 1997. I think the idea behind it was to demonstrate to a public who was new to gaming that everybody was going to benefit in one way, shape or form,” said City Administrator Ty Wheeler. “This arrangement was actually for the revenues received from the lease of the property.” The money comes from a 1.5 percent leasing fee paid to Osceola for keeping the casiContributed photos no on West Lake. believe county funds are a more appropriate source of money for the other towns. “Woodburn and Murray should get a contribution from the casino,” said Kedley, “but it should not come from the city of Osceola. That’s not just me. That’s also five other Kedley members out there.” It’s money that could soon be needed. According to Wheeler, if regulations stay as they are, Osceola must have a new sewage treatment facility by January 2021. At this time, the projected cost for the plant if built to meet government specifications is $18 million. “With the times we’re at right now with state budget cuts, city budget cuts, it just kind of felt like it was time,” said Kedley of the funding change. “I think we did it as respectfully as possible. We’re not just cutting them loose. we’re phasing it out over two years.” The motion passed Feb. 21 will reduce contributions to the town by 50 percent the first year and 100 percent by 2019. According to a statement released by the city of Murray, the decision will result in a loss of more than $30,000 for the community.

The NBC crews then moved on to the Murray station, located in an impressive victorian home on Maple Street, and then onto Osceola to meet with local radio personalities. Dr. Jim Kimball, who records his Old Doc Kimball segment weekly for KSOI, said the segment would likely run Sunday, March 12, at 5:30 p.m.
