Car burglar caught!

Fickes faces 27 charges... and counting By HILARY FERRAND

Thanks to the collaborated efforts of the officers of the Osceola Police Department, the recent rash of car and home burglaries have ended. “They’ve been after him since it started,” said Police Chief Duffus. “After a long weekend of surveillance, we ended up arresting a guy.” Dustin Edward Fickes, 28, of Van Wert was charged 3:47 a.m. Sunday, March 19,

in the 300 block of South Fillmore Street. According to Osceola Police reports, an officer saw Fickes walking along South Fillmore Street and questioned him about car burglaries reported in the area. Fickes, who smelled of marijuana, eventually admitted to throwing a pipe in the alley. Upon investigation, police found a black Green Machine Case containing a baggie of green leafy substance and baggie of white crystalline substance. Fickes admitted he threw

the items reported as stolen, while others he took to a residence in Van Wert. Officers were able to recover some of the items there. “He confessed to 13 burglaries. We tripped him up and caught him in some stories.” said Duffus. “Charges range from burglary to theft to criminal mischief.” Third-degree burglary involved stealing items from vehicles, while criminal mischief relates to damage, such as broken windows. “Theft would be based upon the value of some of

the container down before he got into the vehicle and that the items inside it were his. He admitted the substances were marijuana and methamphetamine and that had a plastic pencil container with a socket he used to smoke the marijuana. While being questioned, Fickes admitted to all of the vehicle burglaries committed on McPherson Street in the early morning hours on Saturday, March 18. He also admitted to having possession of a Ruger handgun. Fickes is a convicted felon. He said he threw some of

the items within the car itself,” said Duffus. Fiskes is also facing home burglary and drug-related charges. “He has a prior conviction, so a lot of these are second offenses,” said Robin Duffus, Osceola Police administrative assistant. Keeping eyes on Osceola Without a citywide surveillance system in place — currently impossible due to costs, privacy concerns and data storage constraints — officers had to work together over long hours to make sure the city’s most vulner-

able neighborhoods were covered night and day. “Officers don’t like things happening on their shifts, so when they do, they take it somewhat personally, The guys did a heck of a job,” said Duffus. “They really coordinated with each other very well.” As they continue to process evidence, more charges may be added. In the meantime, Fickes is being held on $5,000 bond and has requested a court-appointed attorney.errand@osceolaiowa.com

Osceolans looking to improve their smiles will soon have easier access to orthodontic services. Dr. Michael Johnson of Johnson Orthodontics will be conducting his practice out of the Osceola Dental Care office building, 320 W. McLane Street, on Fridays beginning May 5. “If people are interested in orthodontics, we want to help and make things as easy and smooth as possible for them to get started,” said Johnson. “We offer screening, orthodontic pictures

and x-rays, and consultation at no charge. We want future patients to feel comfortable with us, our office and the treatment plan we suggest before we require payment.” Johson grew up in West Des Moines but has traveled frequently to Osceola. He received his bachelor’s degree from Wartburg College, where Johnson played

baseball all four years. He graduated from the University of Iowa College of Dentistry in 2015 and completed two years of orthopedic specialty training at one of the top programs in the country, at the University of Texas at Houston. The annual State-wide Severe Weather Awareness Week will occur March 27-31, 2017. This is an annual event which ultimately culminates with a Tornado Drill. This year’s drill is scheduled for 10 a.m. Wednesday, March 29, 2017. At that time the tornado sirens will sound. We use this time to test the sirens to ensure they are functional after a long fall and winter. At the conclusion of that week Osceola will begin the weekly testing of the sirens on 9 a.m. Thursday, April 6, 2017, and every Thursday after that. This is something we have done for several years. Let’s look at two important terms as it applies to severe weather. First, term is WATCH. A weather watch means that conditions are favorable to have severe weather. It does not mean that severe weather is occurring or is imminent. We do not set off the sirens for a watch condition. The most important term of course, is WARNING. When a warning is issued it does mean that severe weather, either tornado, hail, high winds, has occurred and is expected to occur here. When a tornado warning is issued by the National Weather Service for Osceola the

Mallory Bakley, daughter of John and Dory Bakley of Osceola, recently joined the staff of the local Iowa State University (ISU) Extension and Outreach office as their new County Youth and Outreach Coordinator. Bakley graduates from ISU in May with a bachelor’s in animal science.

“I grew up in Clarke County. I graduated from Clarke,” Bakley said. Bakley’s father works at Paul Meuller while her mother works at the hospital. Backley’s younger sister, Vanessa, will graduate from Clarke High School in May and is headed off to Indian Hills Community College in Ottumwa. How is the hometown girl spending her first weeks at the office? “I’m getting familiarized

with the 4H program and all the programming going on in Clarke County,” she said. She’s looking forward to future events, like the Clarke County Fair in July, and she does have a fair amount of experience to go on. “I was in 4H from fourth through 12th grade,” Bakley said, but she isn’t sure what exact approach she’ll be taking. “We try to be very diverse.”

“I dropped off for you the survey of wages in the community,” said Bill Trickey, executive director of the Clark County Development Corporation, to the City Council at Tuesday night’s meeting. “As you can see, the manufacturing sector continues to strengthen in terms of wages. We’re really close to what they’re paying in Polk County.” Trickey said there are a number of entry-level jobs paying $14 an hour, and they’re positions that regularly offer overtime. “I think it causes everybody to rethink maybe some attitudes that we’ve had about our income levels. We are approaching a good middle-class working wage,” said Trickey. “I was encouraged by that.” Local employers continue to try to attract new workers to the area. A big focus when planning Career Days for young people is emphasizing the idea of having a career versus “just a job,” said Trickey, but just as important is re-establishing healthy attitudes toward work. “One of the things one of the employers said — and they all agreed with it —

was we need to talk to them about coming to work every day,” he said. Tricky told the council he didn’t believe Osceola had yet reached the point where the existing supply of workers had met the demand, so there is potential for wages to continue to rise. “We’re still struggling to find workers,” he said, “and wages will have to continue to strengthen until we reach that place.” It’s a trend seen across the U.S., which is pushing support toward career training programs. The same thing is happening outside of Clarke County, which is a good thing, he said, as companies

The plant is the third-largest Hormel facility in the nation, and he said, they’re here to stay. In fact, they plan to keep growing. Trickey said the key to providing the workforce they need is teaching young people “how work works,” so they can achieve the income they’d like without moving away from their friends and family.
