An Osceola chiropractor who had his license suspended for inappropriate sexual comments and touching of patients has had his license reinstated and put on permanent probation. According to the Iowa Board of Chiropractic, Stuart Hoven with Clarke County Chiropractic and Winterset Family Chiropractic, engaged in unethical conduct or practiced harmful or Hoven detrimental actions to the public. It was determined Hoven had improper sexual conduct with, or made suggestive, lewd, lascivious or improper remarks or advances to a patient numerous times in 2005, 2009 and 2012. According to court documents released Wednesday, Sept. 17, this is Hoven’s “last opportunity to demonstrate that he is capable of practicing chiropractic in a competent, professional and ethical manner.” Recent hearing This wasn’t the first time Hoven has attempted to have his license reinstated through Iowa Board of Chiropractic.
Most recently, Stuart filed to have an amended and substituted application for reinstatement of license May 30. A reinstatement hearing was scheduled July 9. Court documents state Hoven successfully completed all phases of treatment at Acumen Institute, which included participation in longitudinal treatment, education and a coaching program for professional sexual misconduct. Hoven also returned for a follow-up evaluation at the Behavioral Medicine Institute (BMI) of Atlanta, Ga. According to court documents, BMI reported to the board that Hoven’s only psychiatric diagnosis was “narcissistic traits.” BMI’s report stated Hoven “demonstrated a greater level of insight into his sexual behavior and its relation to his sense of entitlement and his distorted rationalizations. ... (Hoven) demonstrated more empathy as it relates to those impacted by his professional sexual misconduct.” Conditions These are the conditions of the reinstatement of Hoven’s license: • Maintain a copy of this decision and order in an accessible area of his office where it is available for review by his employees. • Have a female chaperone present during any and Please see HOVEN, Page 4

Economic development was one of the first things Gov. Terry Branstad mentioned during a Republican fundraiser in Osceola. He said he’s focused on revitalizing the economy and bringing more businesses and jobs to Iowa during a fundraiser for himself

He added, Iowa has the seventh lowest unemployment in the country. Branstad is seeking reelection for governor in the November election. He will
face Democratic candidate Jack Hatch. In attendance at the fundraiser was Reynolds and Rep. Joel Fry, the Republican incumbent candidate who is running for re-election for Iowa House District 27. Fry is running against Democratic candidate Fred Diehl, Osceola’s long-serving mayor. Branstad’s wife Christine also attended the fundrais-
er. Local recognition Branstad gave praise to Valley of the Moon turkey hatchery, Osceola Foods and Reynolds being involved with Osceola’s Main Street program when it first started. He also touted getting a property tax reduction passed, which reduces commercial and industrial property taxes to help “Main Street businesses and make Iowa more competitive.” “There’s a lot of good things going on and it’s just been a real privilege to have the opportunity to serve you,” Branstad said. “And, I’m especially blessed to have Kim Reynolds, who you’ve trained so well here in your courthouse. You all in Clarke County know the great job that she did as a county treasurer in this county.” He added, “In fact, I like to say, you know, when you’re county treasurer from a small county in rural Iowa and you get the national award as the best county treasurer in the United States, you got to

If you have any concerns about e-cigarettes, being a social host around underage drinking or off-road utility vehicles, you might want to pay attention to the ordinances Osceola City Council recently passed. During a Sept. 16 city council meeting, the council held public hearings and approved five new ordinances that would get the city ordinances aligned with the recent changes the legislature made to the Iowa Code. Here are the five new amended ordinances: Vapor/alternative nicotine products 1) Ordinance amending provisions pertaining to vapor products and alternative nicotine products. “Basically, we are adding to our tobacco ordinances sections and definitions language to include alternative nicotine products, mainly ecigarettes,” said Ty Wheeler, Osceola city administrator/clerk. “But, there are no changes to the current way
