Army Corps issues final OK for Dakota Access in Iowa Pipeline moving from Newton staging area to construction site By Mike Mendenhall Newton Daily News The U.S. Army Corps of Engineers issued final approval Tuesday for Dakota Access crude oil pipeline workers
to bore underneath three major waterways in Iowa, clearing the final regulatory hoop for the project in Iowa. In a letter to Dakota Access, LLC dated July 25, representatives from the Army Corps Rock Island Dis-
trict said project permit requests have been reviewed under standards of the Clean Water Act and the Rivers and Harbors Act and gave the OK to begin horizontal drilling underneath regulated waterways which include the Missouri, Mississippi and Des Moines Rivers. Public works officials fielded questions and offered explanations on the potential lane reduction and additions of bike lanes

Sen. Allen demands improved process, services By Jason W. Brooks Newton Daily News DES MOINES — The state senator who represents more than half of Jasper County was one of the legislators on a panel addressing Medicaid issues Tuesday, and the director of a major county health care provider was there to witness the dialogue. Sen. Chaz Allen (D-Newton) mostly listened Tuesday during his Senate’s Human Resources Committee hearing on Medicaid MCO issues, though he did take one turn to make some major points about
how the issues affecting his district. Allen told the Newton Daily News the meeting was helpful to him in understanding not only what patients and providers are going through around the state, but also some of the other challenges of the huge privatization that began April 1. From service providers to emotional patient and family stories to testimony and questioning of both Iowa Medicaid and MCO officials, Allen and the other members of the Senate Human Resources Committee learned a great deal about the state of the
transition. “This helped me a lot,” Allen said. “It really gave me multiple sides. There are a lot of pieces to this transition.” Allen said there are even legal issues associated with Medicaid delays. “I had a constituent arrested,” Allen said. “He had been off his meds, but we got it resolved. There was an also an eye care clinic that got pre-authorized, then later claims were denied. These kinds of things are all happening every day.” MEDICAID | 3A
DES MOINES (AP) — A Newton man has been charged in federal court with threatening a federal official. A criminal complaint filed in U.S. District Court in Des Moines says Joshua Maurice McGinley called U.S. Capitol Police on June 17 and during the conversation threatened an agent by telling him he was going to kill him. The complaint signed by Jason Bell, a special agent with the U.S. Capitol Police,
says McGinley has called the center several times using profane and harassing language and in 2013 called and threatened to blow up the U.S. Capitol, the White House and the Washington Monument. McGinley was indicted on June 26 on charges of threatening a federal law enforcement official and making an interstate communication of threat. His public defense attorney did not immediately return a message.
Changes to flood map to heavily impact Reasnor More than 110 properties added to flood area By Jamee A. Pierson Newton Daily News A new flood insurance rate map may cause some Jasper County residents to spend additional money to protect their property. Flood Plain Administrator Larry Ryan presented aspects of the new map to the Jasper County Board of Supervisors Tuesday along with a desire by the Federal Emergency Management Agency and Iowa Department of Natural Resources to have meetings to inform county officials and property owners of the changes. “They are basically going to be presenting how they came about the new
flood designation. It is fairly technical information,” Ryan said. “There is an appeal process if anybody thinks the flood map is flawed or wrong for any reason and we are required to allow that appeal process.” Ryan said the meeting for officials is planned for 2 p.m. Aug. 17 at the Jasper County Community Center with the public meeting to follow at 5 p.m. at the same location. The new proposed 2016 map extends the 100-year flood almost to or beyond the 500-year flood that the county experienced, Ryan said. With the extension, 112 properties will now SUPERVISORS | 3A
