61-year-old murder victim remembered as ‘neighborly’ No new leads in investigation By Kayla Langmaid Newton Daily News A homicide investigation into the death of a 61-year-old Newton man who was found inside his home nearly two weeks ago hasn’t cultivated any new leads for investigators. Jose Luis C. Ramirez Berber lived in a two-story white farmhouse at 4252 Maple St. in rural Jasper County. Berber had many chickens that roamed his backyard, and he had several gardens he tended to. According to Berber’s neighbors and friends, Berber was a faithful neighbor of four and a half years. “We got to know Jose pretty well,” one neighbor who asked to remain anonymous said. “He was very quiet and super friendly.” Berber was also described as very educated and as someone who traveled a lot when he was younger. Berber was the definition of neighborly. “We would check in with him and he would check in with us,” she said. “He made us burritos and taquitos.” Berber planted three big gardens every year

A proposal to develop a master plan concept for the commercial land around the I-80 exit 168 corridor will go before city council on Monday. The council will also review an agreement with Weekend Pitstop Inc. to host Thunder Nites on the Newton square this summer and several parking changes throughout the city. The city has been attempting to draw additional growth to the area around the eastern Newton exit and found commercial enterprises are more likely to consider an area for potential development when aided by a professionally prepared Master Land Use Concept Plan.
Three urban plan consultants were contacted for requests for proposal with RDG Planning and Design of Omaha providing the most comprehensive and cost-effective proposal for the project. The proposed cost of the work is $16,900 to be paid for from the Speedway-Prairie Fire TIF District funds. Council will also look to approve an event agreement with Weekend Pitstop to host Thunder Nites on the second Friday of the month May through September in downtown Newton. According to Weekend Pitstop, insurance safeguards have been placed in the contract to safeguard the interest of the city. Newton Police Department issues fraud warning Newton Daily News Across the nation, con artists are scamming grandparents out of thousands of dollars by posing as grandchildren in distress. Scammers may pose as relatives or friends, calling or sending messages to urge you to wire money immediately. The callers say they need cash to help with an emergency — like getting out of jail, paying a hospital bill or needing to leave a foreign country. Their goal is to trick you into sending money before you realize it’s a scam. If someone calls or sends a message claiming to be a family member or a friend desperate for money: • Resist the urge to act immediately, no matter how dramatic the story is. • Call a phone number for your family member or friend that you know to be genuine. • Check the story out with someone else in your family or circle of friends, even if you’ve been told to keep it a secret. • Don’t wire money or send a check or money order by overnight delivery or courier. • Report possible fraud at ftc.gov/complaint or by calling 1-877-FTC-HELP.

The first reading of four ordinances will go before the council addressing parking changes throughout Newton. Area including street parking in the 300 and 800 block of North Third Avenue West, 1300 block of Crescent Drive, West Fourth Street North from North Seventh Avenue West to the north city limits and the 800 to 1300 block of East 14th Street South have various concerns that look to be addressed. Signature events, media options focus of community marketing board By Jamee A. Pierson Newton Daily News Defining a target audience based on signature events and discussing media options were the two main topics the Community Marketing Board covered during its meeting Thursday. The board met for the third time along with Community Marketing Manager Danielle Rogers and Senior Analyst Natalie Umsted to continue work on shaping the city’s marketing efforts. A total of $50,000 has been allotted to the city’s advertising efforts. When defining a target audience, Rogers identified four signature events to purchase advertising around. The events include Newton Fest on June 8 through 11, an Iowa Speedway weekend scheduled for July 7 and 8, Thunder Nites featur-

that were treated as community gardens for the neighborhood. According to neighbors, Berber was retired and lived alone unless his family was visiting. One family who has lived in the neighborhood for 13 years is struggling with why they lost their neighbor so suddenly. “My husband and I can’t figure out why this happened — he was such a nice guy,” she said. The family said the incident has made them more alert and they try to keep an eye out when they are home. “I do have faith in the sheriff ’s office, and I do think something will be solved soon,” the neighbor said. Officials received a 911 call to a Newton residence in the afternoon March 6 in reference to an unresponsive individual. When law enforcement and Newton Fire and EMS arrived at Berber’s residence, they found him lying on the floor unresponsive. It was determined the death was suspicious, and that following Wednesday, the sheriff ’s office and Iowa Division of Criminal Investigation ruled the death a homicide.
