Joliet council votes Tuesday on emergency power for mayor

bokon@shawmedia.com JOLIET – A proposal to give the mayor emergency power to shut down licensed businesses was presented to the City Council on Monday as a necessary tool to deal with illegal drugs and prostitution.

The city, however, has only tried to take away one business license in the past year, and it’s not clear whether there have been any other cases where the emergency power was needed.

“Not only the [police] chief, but his officers are clamoring for this,” Inspector General Chris Regis told the council as he described the need for the emergency powers. “They’re at their wits’ end with some of these businesses.”

The emergency powers would apply only to businesses licensed by the city, including groceries, restaurants, hotels and barber shops. The mayor would have the authority to shut down such businesses for seven days if he determines they pose a threat to the community welfare.

The mayor as liquor commissioner already has the same authority over liquor establishments.

If the city wants to shut down other licensed businesses, the city manager must schedule a hearing before suspending a license.

Regis said that process takes too long.

He and other officials repeatedly referred to one particular case a year ago in which a drug dealer was linked to a neighborhood grocery store.

City Manager Jim Hock, who was hired in late 2013, said after the meeting that the grocery store situation was the only one in which he tried to take away a business license.

Police Chief Brian Benton also mentioned the grocery store case, but said after the meeting that he did not see a widespread problem of illegal activities tied to city businesses.

“I don’t know that there are so many problems,” Benton said. “I just know that when this one came up our hands were tied.”

Council members, who will vote on

the proposal Tuesday, appeared inclined to support it. Only Councilman Pat Mudron questioned the need for the emergency powers.

“We’ve been around for 100 years-plus, and it hasn’t been necessary before. Why is it needed today?” Mudron asked Regis.

Regis questioned whether it was correct to say the power had not been needed in past years. He said there are problems with illegal drugs and prostitution being peddled at Joliet businesses, “and there’s nothing we can do about it.”

Asked after the meeting, why the city has not used the authority already in place to deal with such problems, Regis said. “We have to do a better job using the ordinances that we have.”

Mayor Bob O’Dekirk said he did not seek the emergency shut-down powers.

“I had nothing to do with writing this,” O’Dekirk said. “This came from the police department.”

He, too, pointed to the year-old grocery store incident as “the kind of thing that spurred this and kicked it into high gear.”

Plans made for downtown Joliet’s main street and club

On Monday, the City Council heard from the lead consultant on the Chicago Street Corridor Plan and the one of the new owners of the club last known as The Tree.

Ferhat Zerin, a principal with Gingko Planning & Design in Orland Park, told the council that she had previous experience with another company working on the revival of State Street in downtown Chicago.

Zerin said State Street, like Chicago Street, had been redesigned at one point to limit traffic, which led to its decline as a commercial corridor, before it was reopened.

Cass St. Previously The Tree and before that Mojoes, the club is just around the corner from Chicago Street and has at times brought large audiences downtown. The crowds at times, however, have also brought trouble, which Mastalerz said he will avoid.

“If it’s a concern, I’m not going to book it,” he said while being questioned about incidents under previous owners.

Mastalerz said he expects to book 6080 shows in his first year of business and run a lunch business out of the club. He said he has 25 years of booking experience, including staging events at Toyota Park in Bridgeview.

“It’s going to be all national bands,” he told the council. “It’s going to be stuff you hear on the radio on a daily basis.”

Plainfield library trying again for vote in favor of bigger facilities

mmallory@shawmedia.com PLAINFIELD – Voters in the Plainfield Public Library District gave a hard pass last year to the district’s proposed plan for a new library.

District residents voted overwhelmingly against a referendum in the March 2016 primary. The district had requested enough revenue from taxpayers to construct a new building that would nearly triple the library’s space, from the current 27,000 square feet to 75,000 square feet, and advance programming capabilities.

Residents voted at a rate of 2-to-1 against a 19 percent increase in operating costs.

Was it too much to ask for all at once?

“People weren’t aware of the library’s needs and all that a library does now,” interim Library Director Lisa Pappas said.

So the district went back to the drawing board.

“We didn’t communicate the library’s needs well enough,” library board Trustee Lisa Schmidt said.

Through community outreach, including a listening tour in April, a couple of things became clear.

Residents didn’t want the library to move out of downtown, and they didn’t want such a big building. The district now is asking for a 23,000-square-foot add-on to its existing structure and, after that is complete, a renovation of the existing building.

In the simplest terms, the new board-approved referendum question, which will be on the April 4 ballot, asks voters if the district can raise the limiting tax rate from .2021 percent to .3775 percent, an 88.5 percent increase.

The district says the rate hike will allow the sale of alternate revenue bonds for $25 million to construct the

new building, renovate the existing one, save for future expenditures and increase the operational budget. By comparison, the district asked for $39 million last year.

The average cost increase to a homeowner in Plainfield would be $10.67 a month or $128 a year for a $237,000 home.

Although it is a significant increase, Pappas noted that overall, it’s a 1.84 percent increase in a homeowner’s total tax bill. The library would account for only 2.12 percent of a total tax bill, according to referendum documents.

“We are still a very small portion of the tax bill,” Pappas said.

Permanent closure of Walter Strawn Drive sought

bokon@shawmedia.com ELWOOD – The Illinois Commerce Commission has issued a proposed order for the permanent closing of the Walter Strawn Drive railroad crossing.

The crossing was a heavily used truck route at the CenterPoint Intermodal Center-Elwood before being shut down on a temporary basis Jan. 28, 2015.

The road has not been reopened since, and it does not look like it will be.

“It is in the interest of public safety that the Walter Strawn Drive Crossing be permanently closed and abolished,” reads the proposed order issued March 1.

According to the order, none of the parties in the case, which was fiercely debated at the time the crossing was closed, has argued for reopening Walter Strawn Drive since the interim order was put into effect.

“It’s an order that will permanently close the railroad crossing,” said Tom Gilbert, village attorney for Elwood.

“There is nobody opposing the order that was a party to the ICC case.”

The proposed order from the administrative law judge in the case must be approved by the ICC to become final.

The village of Elwood was the primary force seeking the closing of the crossing after railroad gates were crashed into 47 times – more than anywhere else in Illinois – in 2013.

CenterPoint Properties was the primary objector to the initial closing of the crossing, but the company took no

position with the ICC on the permanent closing.

The order requires Union Pacific to remove the crossing surface, warning devices and pavement in the railroad right of way. Union Pacific would pay for barricades on both sides of the

crossing.

The village and Illinois Department of Transportation will plan for any future work on the road and intersection through “standard planning and engineering processes” without ICC involvement, the order states.

Will County students to compete in regional spelling bee

fsarver@shawmedia.com LOCKPORT – Students will once again test their spelling prowess at a contest held Tuesday by the Will County Regional Office of Education.

The Will County Regional Spelling Bee will be held at 5:30 p.m. at Lockport East High School, 1333 E. Seventh St. Since 2009, the winner of the spelling bee has been sent directly to Washington, D.C., to compete in the Scripps National Spelling Bee, said Shawn Walsh, Will County regional superintendent.

Walsh said the spelling bee is a great competition for students.

“When you attend this, you’ll see these students put a lot of effort in studying the language. … Some of the words that these students spell are quite amazing. It’s fun to watch,” Walsh said.

Last year, the winner of the spelling bee was Alette Eide, a Homer Junior High School eighth-grade student. Eide went on to the Scripps National Spelling Bee and was successful in the preliminary rounds but misspelled in the first round of the finals.

The Scripps National Spelling Bee is one of the nation’s oldest and most iconic competitions and first began in 1925 when nine newspapers joined together to host it, according to Scripps’ website.

The purpose of the contest is to help students improve their spelling, boost

their vocabularies, learning concepts and use the English language correctly.

According to Scripps, students wanting to prepare for a spelling bee should first learn the 100 study words for their grade level from the 2017 School Spelling Bee List. The list contains 450 words for students to master.

Students can also further train through Spell It! at the myspellit.com website, a Scripps National Spelling Bee study website for spelling champions created in cooperation with Merriam-Webster.

Spell It! focuses on about 1,150 words, divided into sections by language of origin, according to the website.

The Minooka Community High School Central Campus Cafetorium turned in a concert hall as 500 people dined on a homemade pasta dinner in support of Minooka Indoor Percussion.

Works were performed by the Minooka Junior High Jazz Band, a woodwind quartet, a percussion duet with the finale by the guest of honor, Minooka Indoor Percussion, showing its 2017 competition piece called “Life is but a Dream.”

In its seventh season, the Minooka Indoor Percussion group is one of only two who compete in the indoor percussion realm in the entire state of Illinois.

Group director Jacob Coon said the group competes in neighboring states.

Most recently, the group took second place out of 12 in a competition in Indianapolis on Feb. 21.

“We chose to do this group by our own hands. The kids told me to check it out during the 2009-10 season and said they wanted to do this. We began in the 2011 season, with auditions in the fall,

Coon, a 2001 MCHS alum, said this group gives the percussionist who usually maintains a supportive role in a band a leading role. He also said many of the students are also in marching band, some play different instruments, and use the indoor percussion group to branch out.

“It’s not always about the points, it’s about the atmosphere and teaching music ideas,” Coon said.

First-year indoor percussionist Kate Kuzel said she began her love of music in fifth grade and has played the bass drum, snare drum, suspended symbol and mallet instruments. She joined the group because of the programs and atmosphere.

“I joined indoor percussion because it seems like family and very welcoming,” Kuzel said. “I like the kind of programs they play. My favorite part was our competition in Indiana. What we worked on was coming together, as I was playing I had competition nerves, but I was so excited to play.”

On Thursday, over 500 tickets were sold to the spaghetti dinner, which exceeded expectations. Twenty-four raffle baskets lined the perimeter of the room, 50/50 raffle tickets were sold and a silent auction raised funds to replace old equipment. Coon said the gear they use can run up to $80,000$100,000.

“We know how generous the school can be and know we have a generous community, so we wanted to take advantage of that and share music and have a fundraiser,” Coon said.

When the students were finished, Coon invited the public, especially the children, to come up and see, touch and play the instruments, as well as interact with the students and ask questions about the program.

“We want them to see what awaits them in high school in percussion and if they do the basic training, this is what they can do,” Coon said.

Kate’s mother, Sharon Kuzel, has been a cheerleader for this program since her daughter first came to an event and was introduced to the instruments.

“The essence of the event is after everybody is done playing, the young kids were encouraged to play the instruments. I asked my daughter if she remembers being younger and playing with the instruments,” Sharon Kuzel said. “My daughter remembered that and wants to pass it along to encourage other kids.”

Coon said after it was all said and done that he was happy to see a constant line and flow for the dinner and to feel the community support.

“The community support is powerful. I saw young families, older families, older couples all here tonight in support of our program,” Coon said.

“This was an accurate representation of the music community.”

Police: Baby left in parking lot while couple parties

bstanley@shawmedia.com JOLIET – Police say a couple left an infant outside in a parking lot Saturday night in Joliet while they partied and passed out in a nearby apartment.

Melissa Vance, 41, and Kenyatta A. Franklin, 35, were both arrested on charges of endangering the life or health of a child, and Vance also was charged with possession of drug para- Melissa Vance phernalia, Joliet Deputy Chief Ed Gregory said that at 6:56 p.m. a neighbor came home to the 1300 block of East Washington Street and found the 11-month-old girl in a stroller in the lot. “He found she was breathing, but cold to the touch and unresponsive. The temperature at that time was 34 degrees – with a windchill of 28 degrees,” Gregory said.

The girl was taken by ambulance to Silver Cross Hospital in New Lenox.

“She was examined and will be fine.

She was taken into protective custody and turned over to the Department of Children and Family Services,” Gregory said.

“The officers announced themselves, received no response and went in to find both Vance and Franklin passed out on the couch. In the apartment there were numerous empty beer cans and wine glasses, lit candles and a pot of boiling water unattended on the stove,” Gregory said. “There were also two pipes on the kitchen table that had the fresh odor of burnt cannabis.”

Neither Vance nor Franklin showed any response until an officer applied knuckles to their sternums, which Gregory said is a common practice for overdoses and unconsciousness. Both appeared intoxicated, Gregory said.

Vance reportedly woke up, cursed at the officers and went back to sleep.

Gregory said police learned Franklin had taken the child to visit a friend about 6 p.m. and stopped at an Ingalls Park liquor store before he returned to the apartment about 6:20 p.m.

Police reports did not indicate whether the child is related to Franklin. According to police records, Franklin was previously charged with endangering the life or health of a child in June 2006.

Early voting open at Will County Clerk’s Office for April 4 election

JOLIET – Any registered Will County voter can cast a ballot early from now through April 3 at the Will County Clerk’s Office at 302 N. Chicago St. in Joliet, according to a clerk’s office news release.

Dates and times of early voting can be found at www.thewillcountyclerk.com.

Homer Township residents will not be able to cast an early ballot until March 20, after the primary results become official.

Sample ballots for Homer Township will also not be available until after March 16.

Last day to register for April election upcoming

JOLIET – March 19 is the last day to register online to vote in the April 4 election, according to a news release from the Will County Clerk’s Office.

Two forms of identification are necessary when registering. One must show the voter’s current name and address; the second can show to voter’s name only.

Senior assessment freeze forms to be mailed March 31

SHOREWOOD – Troy Township Assessor Kimberly Anderson has announced that senior citizen assessment freeze forms will be mailed March 31 to people who have filed for the senior citizen assessment freeze in prior years, according to a Troy Township news release.

The forms will be gray in color and will also be available for download from the Will County supervisor of assessments website at www.willcountysoa.com.

Anderson wants seniors to know that she and her staff are ready to help any Troy Township senior in need of assistance with completing the form, the news release stated. Seniors who received the gray form should bring it with them as the township will have a limited supply.

Regular office hours are 8 a.m. to 4 p.m.

Monday to Friday. Representatives from the Will County supervisor of assessments’ office will be on hand from 10 a.m. to 2 p.m. April 20 to offer additional assistance. No appointments are necessary.

Joliet Area Community Hospice to hold volunteer training

JOLIET – Joliet Area Community Hospice will be offering a two-day training for people who are interested in supporting the hospice’s mission to provide comprehensive, holistic, community-based support services and care for terminally ill people, their caregivers and their loved ones, according to a hospice news release.

Volunteer training will be held April 22 and April 29 at Joliet Area Community Hospice, 250 Water Stone Circle in Joliet.

There are a number of volunteer opportunities to choose from. Direct patient care includes visits at patient homes, nursing homes or the hospice home.

Indirect patient care includes office work, community event involvement, fundraising, sewing and more.

Bergman reappointed to state higher education board

Gov. Bruce Rauner has reappointed Joliet resident Jay Bergman to the Illinois Board of Higher Education, according to a news release from Rauner’s office.

Bergman is the president of J.D. Bergman Corp., a land development company.

He has also served as a member of the Illinois State University Board of Trustees.

Additionally, he serves as a board member of the American Red Cross of Chicago and Northern Illinois, as a trustee of the Chicago Zoological Society and as a board member of the Community Foundation of Will County.

Bergman is a graduate of Illinois State University.

Metra conducting online fare and ticket survey

Metra has launched an online survey to ask what residents think about a variety of potential fare and ticket options, including off-peak and reverse-commute pricing, one-day and seven-day passes, loyalty programs and more, according to a news release from the city of Joliet.

The survey is available at www.surveymonkey.com/r/MetraFareStudy and will be online through March 31.

The survey is part of a study Metra commissioned in July 2016 to evaluate the agency’s distance-based fare structure and fare products and recommend changes that best serve the region’s needs. The scope of work for Metra’s consultant, Four Nines Technologies, includes determining opportunities and costs of potential fare structure changes and developing a model that can help Metra evaluate those potential changes.

The survey results will be used to guide Metra’s decision-making regarding changes to fares and fare policies. Any proposed changes would be subject to further public comment before being implemented. The study is expected to be completed this summer.

Flushing will occur 7:30 a.m. to 5:30 p.m. Monday through Friday beginning on the west side of Weber Road and progressing east. Flushing signage will be placed near the areas where flushing is taking place on a daily basis to keep the public informed of progress.

There are two reasons for the flushing of fire hydrants. One is to remove naturally occurring sediments that settle in the bottom of water mains. The second is to verify the proper operation of fire hydrants.

Discolored water may be drawn into homes or businesses when the village is flushing or immediately after flushing.

The discolored water comes from the minerals and deposits that are dislodged during the flushing process. The discolored water is not harmful to drink, but it could cause laundry stains. Residents who notice discolored water are advised to run the water for several minutes until it is clear before doing any laundry.

Why is sales tax revenue down in Grundy County?

Grundy County’s sales tax revenue has decreased by 59 percent over the last five years. The largest portion of the sales tax decrease is due to the restructuring of rules at the Illinois Department of Revenue regarding sales offices.

This change in sales tax revenues has resulted in a dollar decline of more than $2.4 million per year in the county’s general fund revenues. This represents a 12 percent decline in the general fund revenue between 2012 and 2016, and the loss is expected to be permanent.

How does the county pay for public safety today?

Grundy County currently funds the public safety portion of county government with a combination of tax revenues, fees and fines, as well as state and federal grants and reimbursements.

The overwhelming majority of the funds for public safety come from the general fund.

Total general fund expenditures were $15 million in 2012, and fell to $14.2 in 2016, representing a 6 percent decline in expenditures. In 2016, public safety expenditures alone were more than $9 million, and comprised more than 60 percent of the county’s general fund spending. The sheriff’s office and jail alone are more than a third of the county’s overall general fund expenditures.

The county board has an obligation to maintain public safety services within the county. However, the $2 million-plus revenue decline has placed the county in a position where its ability to do this is threatened. The Public Safety Tax would create a dedicated funding stream for public safety spending that would ensure that the level of public safety service currently provided in Grundy County is maintained for the future, without reliance on property taxes or other general fund revenue streams.

How much revenue would this tax generate for public safety in Grundy County if approved?

The Public Safety Tax is estimated to generate $1.2 million annually to spend on public safety purposes for each 0.25 percent of public safety tax implemented.

The county board cannot make the decision to implement the Public Safety Tax on its own. The board has made the decision to forward this question to the voters in the interest of providing a stable revenue stream to fund public safety in the county. However, the decision of whether to authorize the Public Safety Tax can be made only by the voters of Grundy County.

If the proposed Public Safety Tax is approved, how is the county’s sales tax distributed?

Currently, Grundy County’s sales tax rate is 6.25 percent. About 75,000 people live in the district, compared with the about 42,000 who live in the village of Plainfield.

Schmidt pointed out that a professional library analyst concluded that for a community of its size, the district should be planning for a 100,000-squarefoot building.

The district had to get to a price point the voters might agree to, but Schmidt added that a lot of the cost with the latest plan would be devoted to bringing new life to the existing library.

“The cost has a lot to do with salvaging the existing building and improving infrastructure,” Schmidt said.

According to state standards, Pappas said a district of Plainfield’s size is recommended to have 63.75 full-time equivalent positions on staff. It has 37.75 such positions currently.

“We are far below proper staff levels,” Pappas said.

Not only is the existing library overcrowded because of the population of the community it serves, Pappas said, it no longer is an efficient building and energy costs are too high when compared with modern technology.

Ardis M. Cassani (nee Greene), age 94, of Joliet, passed away peacefully Monday, March 6, 2017, at Rock Run Place in Joliet, with her family at her side.

She was born February 24, 1923, in Wilmington, and was a graduate of the Pestalozzi-Froebel Teachers College in Chicago.

She taught for over 30 years at Fairmont Grade School in Lockport.

Ardis gave generously of herself to her family, her profession, her church, and her community. She was a pillar of Sacred Heart Catholic Church, where she served as Eucharistic minister, and cared for the church, the rectory and the parish priest, in addition to many other responsibilities and caring acts on behalf of her church family. In their retirement, she and her husband were active volunteers for Meals on Wheels and loved to go bowling.

She was the beloved mother of Marie (late Kenneth) Swearingian and Larry (Lana Conley) Cassani; dear grandmother of Jennifer (Kevin) Kantorski, Catherine (Jeff) Hoffman, Tony (Kelly) Cassani and Kate (Eric) Waldinger; and proud great-grandmother of six. She is also survived by Jayne Cassani; one sister, Judy (Gerald) Swango; and many nieces and nephews.

Preceded in death by her beloved husband of 68 years, Albert B. Cassani (2010); her parents, David and Adele (nee Yuill) Greene; two sisters, Lois Palmer and Ione Hahn; and two brothers, Sonny Greene and James Greene.

Robert Osborne, genial face of TCM, dead at 84

The Associated Press NEW YORK – Robert Osborne, the genial face of Turner Classic Movies and a walking encyclopedia of classic Hollywood, has died. He was 84.

Jennifer Dorian, general manager of TCM, announced Osborne’s death Monday. A publicist for the network said he passed away Monday in New York.

“His calming presence, gentlemanly style, encyclopedic knowledge of film history, fervent support for film preservation and highly personal interviewing style all combined to make him a truly world-class host,” Dorian said. “Robert’s contributions were fundamental in shaping TCM into what it is today, and we owe him a debt of gratitude that can never be repaid.”

A cause of death was not announced, though Osborne’s waning health had forced him to miss the previous two TCM Film Festivals, which he hosted annually in Los Angeles.

Osborne was there from the inception of Ted Turner’s commercial-free classic movie network. To open its first broadcast on April 14, 1994, he introduced “Gone With the Wind.” In the decades after, he remained Turner Classic’s primary – and often sole – host.

For TCM viewers, Osborne was a constant and comforting presence. He presented nightly films and movies packaged in series like “The Essentials” with bits of history and trivia.

He also conducted interviews with stars for the network’s guest programmer evenings. His intros – always beginning “Hi, I’m Robert Osborne” – were the warm appetizers to countless feasts of Hollywood classics.

In a 2014 interview with The Associated Press, Osborne – who previously worked as a Hollywood Reporter columnist and as host of the Movie Channel – recalled his long-standing obsession with Hollywood. Even in college, he maintained a black book,

Ball and Desi Arnaz’s Desilu Studios.

Ball, who remained a mentor to him up until her death in 1989, encouraged Osborne to pursue writing – “especially after she saw me act,” Osborne would recall.

He joined the Hollywood Reporter in 1977 and for years wrote its “Rambling Reporter” column. But he found his home at TCM. To tape his segments, Osborne flew once a month from his New York home to TCM’s Atlanta studio.

With Osborne as its ambassador, the cultishly adored TCM developed into a wider-reaching mainstay of movie love, including not just the popular film festival, but an annual cruise.

“I get stopped on the street all the time,” Osborne once told The New York Times. “People say: ‘You got me through cancer last year. You got me past unemployment. You take me away from my troubles.’ Exactly what movies did in the ’30s and ’40s.”

Osborne was an Academy Awards historian, too. He wrote his first history of the Oscars in 1965 (“Academy Awards Illustrated”) and later became its official red-carpet greeter. He wrote several official histories of the Academy Awards, including 2008’s “80 Years of the Oscar.”

He was unabashed about his proclivity for ’30s-’50s-era Hollywood.

Turner Classic has somewhat expanded beyond that heyday, and in 2003 brought in Ben Mankiewicz as a second host. Mankiewicz on Monday praised Osborne for forging “a profound link to movie lovers, a visceral sense of connection to our history, to our parents and grandparents.”

For Osborne, that connection was forged early on, and his affection for Golden Age Hollywood remained forever undimmed.

“We don’t seem to want people bigger than life. We want people who look ordinary,” Osborne lamented in 2014.

Growing up in a small Washington state town, he said, “there was never anybody who looked like Audrey Hepburn or Lana Turner or Hedy Lamarr .... actresses who were bigger than life.”

But Osborne’s genuine passion for a dapper kind of film connoisseurship was unquestioned by the TCM viewers who happily watched him stride into their living room, again and again.

“If I wasn’t doing it [on TV] I’d be doing it as a hobby,” Osborne said, “so I might as well get paid for it.”

CHICAGO – Chance the Rapper’s unusual intervention into Chicago Public Schools’ funding crisis took an even more curious turn Monday when the Grammy winner presented a $1 million check to city schools and urged Gov. Bruce Rauner to use his executive powers to help the nation’s third-largest district.

The Republican governor, a former venture capitalist, responded by noting his own philanthropy and floating Chicago school funding ideas that would face tough odds in the Democratic-controlled Legislature. Illinois has gone two years without a budget, the longest such stalemate of any state in nearly a century.

The back-and-forth came after a meeting Friday between Rauner and the artist – whose real name is Chancelor Bennett – that left the rapper visibly agitated. Chance asked for the meeting after he won three Grammys last month, including best new artist, and Rauner tweeted congratulations.

The Chicago native stopped at an elementary school near where he grew up to announce the donation to a schools’ foundation, calling himself a “public school kid.” He also accused Rauner of failing to present solutions without “caveats or ultimatums.”

CHICAGO – Chicago nearly went a full week without a fatal shooting.

The Chicago Sun-Times and the Chicago Tribune reported the city had passed such a milestone on Sunday morning for the first time in more than five years.

However, that was before the Cook County Medical Examiner’s Office on Sunday afternoon reported the homicide of 22-year-old Antoine D. Watkins from multiple gunshot wounds. Police say they found him lying face down Saturday in a vacant lot about a block from where he lived in the Austin neighborhood on the city’s West Side.

Rauner, who called the meeting a “good exchange of views,” circulated plans before Chance’s public appearance for ways to recover the $215 million; both require state legislation.

One option calls for using up most of Chicago’s special taxing district funds, set aside for capital projects, for a onetime infusion. The other would attach the funding to broader pension reform.

Chicago officials rejected both, saying Illinois’ school funding formula is fundamentally unfair to the largely minority and poor school district. CPS has sued the state over the calculation and argues the district is further penalized since it’s the only one in Illinois where local taxpayers, not the state, help pay teacher pension costs.

Chance also dismissed the plans, saying he wasn’t a politician.

“It’s not my job to propose any policy or be behind anything but the kids,” he said.

Rauner’s office issued a statement detailing his history of giving: roughly $7 million over 20 years to organizations benefiting Chicago students.

Before that fatal shooting, the last one had occurred Feb. 26.

Missing fisherman’s body found in Mississippi River

MONTROSE, Iowa – The body of one of two Iowa fishermen missing since their boat capsized Jan. 3 on the Mississippi River has been recovered by officials downstream.

Authorities said the body of 68-yearold Bill White Sr. of Argyle was spotted and pulled from the water Saturday just off a boat launch site in Hamilton, which is across the river from Keokuk.

The Hancock County, coroner said White drowned. The boat carrying White and his fellow commercial fisherman, 48-year-old Ron Wagner, of Montrose, was seen capsizing in the freezing cold water after they launched more than 10 miles upstream, near Montrose. Wagner’s body is still missing.

The revised order, signed with none of the flourish of his first version, eliminates some of the most contentious aspects in an effort to surmount the court challenges that are sure to come. Trump’s first order, issued just a week after his inauguration, was halted by federal courts.

The new one leaves Iraq off the list of banned countries – at the urging of U.S. military and diplomatic leaders – but still affects would-be visitors and immigrants from Iran, Syria, Somalia, Sudan, Yemen and Libya. It also makes clear that current visa holders will not be impacted, and it removes language that would give priority to religious minorities – a provision some interpreted as a way to help Christians get into the U.S. while excluding Muslims.

The order won’t take effect until March 16 despite earlier warnings from Trump and his aides that any delay would put national security at risk by allowing the entry of “bad ‘dudes’” who want to harm the country.

The changes underscore the very different position the president finds himself in.

Five weeks ago, Trump dropped the first order with a bang, catching lawmakers and members of his administration by surprise. He signed the order in a high-profile ceremony at the Pentagon’s Hall of Heroes as Secretary of Defense Jim Mattis stood by.

This time around, the president skipped the usual public ceremony altogether. Instead, the administration chose to have Homeland Security Secretary John Kelly, Secretary of State Rex Tillerson and Attorney General Jeff Sessions serve as the public faces of the rollout at a brief press announcement.

“I think today was about the implementation of it,” said Press Secretary Sean Spicer – at a briefing off camera.

Legal experts say the new order addresses some of the constitutional concerns raised by a federal appeals court about the initial ban but leaves room for more legal challenges.

“It’s much clearer about how it doesn’t apply to groups of immigrants with more clearly established constitutional rights,” University of Texas law professor Stephen Vladeck said. “That’s a really important step.”

Trump officials say the goal hasn’t changed: keeping wouldbe terrorists out of the United States while the government reviews vetting systems for refugees and visa applicants from certain parts of the world.

Tillerson said, “It is the president’s solemn duty to protect the American people, and with

this order President Trump is exercising his rightful authority to keep our people safe.”

The original travel ban led to instant chaos at airports as Homeland Security officials scrambled to interpret how it was to be implemented and some travelers were detained before being sent back overseas or blocked from getting on airplanes abroad. The order quickly became the subject of several legal challenges and was put on hold last month by a federal judge in Washington state.

The president repeatedly insisted he would continue to fight for the original order in court, even as aides worked to craft a new one. In the end, they chose to rescind the old order – though Spicer maintained the first was “100 percent legal and constitutional.”

Notably absent from Trump’s revised ban are repeated references to the death toll from the Sept. 11, 2001, terrorist attacks. Critics of the original had noted the president appeared to use those attacks as evidence of danger from certain foreigners despite the fact that none of the men who hijacked jetliners that day were from any of the seven banned countries.

I trusted you, and now I have lost over $700, and it’s your fault. How could you do this to me? You and the rest of Wall Street and its lawyers, its MBAs, its accountants and its fancy salespeople are all rich crooks.

You’re hired to put deals together with the support of newspapers, the financial media and the big banks.

Then after they sell it to the public, it crashes, and people like me get (expletive) on. You are a (expletive) fraud. I’m writing a letter to the Financial Industry Regulatory Authority about you and other crooks who control Wall Street. – LM, Chicago Dear LM: You sound as tense as an E string, but because you live in Chicago, I understand how you feel.

However, you need to let go of your guilty feelings and be in touch with your inner sociopath. Afterward, I recommend that you take a course in remedial reading, because I never recommended Tronc (TRNC-$14.25).

Several other readers asked about TRNC last October, and my answer was that Gannett (GCI-$8.75), though then trading at the same price as Tronc, was trying to add Tronc’s newspapers to its portfolio of 92 daily publications and might pay as much as $20 a share, but I said it was “a gross speculation.”

Now, if you can show me an email in which I recommended the purchase, I’ll pay your loss and publicly apologize. I’ve made plenty of bad calls in the past 45-plus years, and I don’t want to get blamed for the bad ones I didn’t make. But first things first.

If it would make you feel better, please write the Financial Industry Regulatory Authority with my blessing. FINRA is the internal affairs division of the brokerage industry.

It’s an oddball collection of emotionally constipated clowns who have failed to qualify for jobs in private

industry.

Like many government bureaucrats, FINRA’s punchinellos, who mirror the stupids at the Environmental Protection Agency, become predatory and revel in the negativity they create when inspecting branch offices around the country. An oldtime stockbroker I know always said, “It’s a good policy to flash a few $50 and $100 bills on your desk when a FINRA weenie visits your office.”

Tronc (rhymes with schmonc), formerly known as Tribune Publishing Co., owns 11 daily newspapers, 160 weekly or community papers and has a monthly audience of 60 million readers. TRNC owns 122 online digital platforms and also has a local, regional and national suite of digital marketing services. Its largest papers are the Los Angeles Times, the Chicago Tribune, The Baltimore Sun, The San Diego Union-Tribune and the Sun Sentinel.

Still, TRNC is having trouble turning a profit. 2016 revenues of $1.61 billion were down from the year before. This year, revenues should decline again, but there’s a 71 percent chance that management will post a

2017 profit of 22 cents a share.

And it’s also possible that management will turn TRNC into a lean, mean profit machine. If it does, then TRNC could be an excellent speculation, but certainly not an investment.

And wonder of wonders, in December, Tronc Chairman Michael Ferro bought 2.5 million shares of TRNC at $15, pennies more than you paid for the stock. And that purchase was after management told Gannett that TRNC has no interest in pursuing a merger of any kind.

But something’s brewing. Ferro didn’t invest $37.5 million because he’s a nice guy. The company is in fair financial shape. Its market cap is $480 million. Total debt is $375 million.

There are 36 million shares outstanding. The book value is $2.50.

There’s no possibility of a dividend, but I suspect that Ferro is looking for a significant double-digit return on his multimillion-dollar speculation.

Yes, I know, the Raiders are not there yet. But they are among the best teams in the state, and for purposes of this discussion, we will assume they will beat West Aurora in Tuesday’s semifinal.

After Joliet West’s 51-49 victory over Joliet Central on Feb. 18, Steelmen coach Lawrence Thompson Jr. said, “Give Joliet West a lot of credit.

They harass you, put a lot of pressure on you offensively and defensively. We were down eight a couple of times, but there was no quit in our guys, They’re a good team, and we feel we have one here, too.”

“Joliet Central played hard. We knew that would happen,” West coach Nick DiForti said. “It’s always going to be a battle against them.”

Bolingbrook coach Rob Brost had a more colorful description of facing the Steelmen after the Jan. 17 game where the Raiders trailed, 55-50, with under two minutes left but went on a 10-0 run to close out a 60-55 victory.

“When you play one of Larry Thompson’s teams, it’s like getting a root canal,” Brost said.

Central and West battled Bolingbrook in the SouthWest Suburban Blue before this season. However, the Joliet schools left the conference and joined the Southwest Prairie this school year.

Bolingbrook’s potential all-stater, Nana Akenten, emphasized after the Raiders’ 84-74 win over the Tigers on Jan. 24 how much enjoys going against them.

This also is the third straight year that the Bobcats will be facing the overall top seed. The last two year’s they’ve lost to Morningside, who captured the 2015 title. UC Merced started this season with a 2-6 mark, but has won 15 of its last 20.

If the Saints pick up their first NAIA tournament victory on Wednesday, they will face either Indiana Tech (257) or Tabor of Kansas (26-6) at noon on Friday. A 3 p.m. Saturday quarterfinal could feature Dakota Wesleyan of South Dakota (26-6) or Eastern Oregon (28-4).

Again, we are assuming we will see Bolingbrook on Friday night against whichever Joliet team survives Wednesday’s showdown.

Central’s Jose Grubbs had good games against both Bolingbrook and West and has been the Steelmen’s best all-around player all season. He figures to do his thing Wednesday.

Point guard Cameron Blackmon has been solid. JoJo McNair has been especially effective on the defensive end.

The X-factor for the Steelmen, though, could be guard Jason Bingham.

Not only was Thompson the sophomore coach who was on the bench for varsity games at West last season, but Bingham was in the Tigers’ regular rotation. The thing he can bring to the mix better than most is 3-point shooting. If he finds space and gets hot, he can swing the direction of the game.

From the West standpoint, you expect significant contributions from Teyvion Kirk and Trevian Bell, seniors who are headed to Division I colleges.

However, the keys for the Tigers may be other two seniors, Tabyous Caster-

Thompson and his Steelmen have done an amazing job all season compensating for their lack of size. They are smaller than just about everyone, and it will be no exception against West.

Yet as athletic and quick as Central is, Casterberry and Ward can be huge if they can score down low and control the offensive boards. If West is destined to survive, winning the battle down low probably will be a significant part of the equation.

I wonder which team Bolingbrook would rather see Friday night.

JOLIET – On paper, the University of St. Francis women’s basketball team will be clear favorites in its first few games in the NAIA Division II National Championship, which begins Wednesday at the Tyson Events Center in Sioux City, Iowa.

But considering that USF has gone 0-2 in its only two NAIA Tournament appearances, with last year’s visit its first in the D-II event, coach Samantha Quigley Smith’s 31-1 team will be taking it one game at a time.

The Saints are tied for the most wins of anybody in the 32-team field and were ranked first in the final six coaches Top 25 polls, so even though they fell to Saint Xavier in the Chicagoland Collegiate Athletic Conference finals, their top-overall seed seems appropriate.

USF also is the top seed in the eightteam Naismith Bracket, which meets the Cramer Bracket in the first of Monday’s two semifinals. The top seed in that bracket is fourth-ranked Marian of Indianapolis (30-3), who are the defend-

ing national champion.

Third-ranked Saint Xavier, which is 30-2 after beating the Saints, is the top seed in the Duer Bracket, which produces the third semifinal team. No. 2-ranked Concordia of Nebraska (31-2) is the top seed in the Liston Bracket, which are the last eight teams in the overall bracket. The winners of the two semifinal games play at 7 p.m. in Tuesday’s championship.

“We have the best record out of everybody, so although we had a bad game in our last game on our home floor, we have to think of all of the great things that we’ve done, and can’t just focus on the negative,” junior Kamari Jordan said. “Hopefully that game will prepare us for the stage since every game at nationals will be a great game because great teams are there. Everyone who is there has been in the bright lights, so we’re prepared for that now.

“Last year when we lost our first game at nationals, we had a bitter taste in our mouths and that led us to almost having an undefeated season. This loss is going to refocus us and leave a bitter taste in our mouths once again.

Ekhomu points way for sister, USF women

dgoss@shawmedia.com JOLIET – University of St. Francis junior guard Christina Ekhomu plays the role of big sister to the hilt.

Nicole Ekhomu, two years younger than Christina, always has been the star on the basketball floor. It certainly was that way during her career at Joliet Catholic Academy, where she and Christina were teammates for two years.

So far in her freshman season at NCAA Division I Florida State (25-6), it’s a different scenario for Nicole as she has not started a game and is averaging 14.1 minutes, 3.8 points, 1.9 rebounds, 0.8 assists and 0.5 steals.

If she needs a boost mentally given her unfamiliar role, Christina is right there to supply it.

“Literally, I am in contact with Nikki all day,” Christina said following a practice at the Sullivan Center as USF prepared for the NAIA Division II National Tournament, which begins Wednesday at Sioux City, Iowa. “She is used to being a starter, the main person, and it’s an adjustment for her. She has accepted her role of learning.

“We have had a lot of conversations about it. It took her awhile to understand why she would play 15 minutes this game, then only two minutes this game. You can’t take it away from her, no matter how much she is playing now, she is a great player.”

The family bond is a two-way street with the Ekhomu sisters.

“Nikki rushes out of her practices to watch my games on the computer,” Christina said. “We help each other.

“As a big sister, though, my job is to push her. If I don’t do that, I have failed.

I want her to succeed. I tell her, ‘I’m going to see you in the WNBA someday.’ ” Asked whether she ever felt jealousy toward her sister because of her physical gifts, the 5-foot-5 Christina smiled, said no and added, “but who doesn’t

wish they would be taller, stronger?”

Meanwhile, for what USF (31-1) needed on the NAIA Division II level, Christina has been a godsend at point guard. She averages 29 minutes, 11.3 points, 4.1 rebounds, 4.3 assists and 1.6 steals. She sports a solid 2.1-to-1 ratio of assists to turnovers and shoots .418 from the field, .404 from 3-point range and .818 (81 of 99) from the free-throw line.

But maybe more than all of that, she has developed into a leader, not unlike

what she has been to her younger sister.

“I always want to do what I can for this team as a leader,” Ekhomu said.

“Like if Charnelle [Reed] is not playing the way she should, I say, ‘What’s going on? Let’s get with it,’ and she will do the same for me. If Kamari [Jordan] is in a funk, I do the same with her. She feeds off my energy and I feed off hers.”

The Saints’ 88-64 loss last week to Saint Xavier in the championship game of the Chicagoland Collegiate Athletic Conference Tournament was bothersome to Ekhomu for more reasons than the score.

“I’m definitely upset about that game,” she said. “The fact is, I did not play as hard as I could. Charnelle [Reed] and I had a conversation about it. She’s happy that I could see that I was not doing my best.

“There were a couple times where I put Jordan [Giddings] in a tough spot, giving her the ball at the top of the key with about five seconds left on the shot clock. I can’t do that.”

She holds herself, and her teammates, to a high standard.

“The big thing now is to take what we have to the nationals,” Ekhomu said. “We have to apply all that we’ve done. The big lights are on. We have to show what we have learned in the dark. We have to be excited about this opportunity, just take it one game at a time.”

Nikki will be watching.

USF’s Rouse, Acosta contribute however they can

dgoss@shawmedia.com JOLIET – The Joliet Catholic Academy connection with the University of St. Francis women’s basketball team extends beyond starting junior point guard Christina Ekhomu.

While Ekhomu plays a vital role in the success of the Saints (31-1), who open Wednesday in the NAIA Division II National Tournament at Sioux City, Iowa, senior Mary Rouse contributes in a reserve role and freshman Andriana Acosta also chips in despite this being a medical red-shirt season.

“This year my role is as a reserve player,” said Rouse, a 5-foot-7 guard who has played in 28 games, starting two, and is averaging 2.0 points and 1.7 rebounds in 9.4 minutes.

Rouse missed some of her junior season with a knee injury. Ironically,

that was the same season she missed at JCA with a torn ACL. “This year, I have had to learn to support the team from another standpoint,” she said. “I actually played more sophomore year. I’m not expecting big minutes at the nationals, but I am prepared to do what I need to do when I get put in, and I am prepared to cheer the team on.”

Acosta, a 5-9 forward, played a few minutes early this season. Then, the injury.

“I had been cleared medically to play and played a couple minutes in our first game,” she said. “The next week I was in a car accident and tore my UCL. At least I’m getting my year back with the red-shirt.”

Acosta has remained involved, always at practice and on the bench at games, doing anything she can to help coach Samantha Quigley Smith and

the rest of the staff.

“I see the team from a different perspective this season,” she said. “It’s a whole different view. I’ll be watching practice or a game and thinking, ‘How can I benefit the team next year?’ ” There are things Quigley Smith has done all season that Acosta said have made her feel she belongs despite not being able to contribute on the court.

“When Sam writes matchups down on the board before a game, she always includes me,” she said. “She said if there is anything I see that could help us, tell her. She has made me feel that I’m part of what we are doing.”

While Acosta feels she can turn this red-shirt experience into something beneficial when she resumes her playing career, Rouse is nearing the end.

“I always wanted to play college basketball,” Rouse said. “I tore my ACL junior year in high school and

had a knee injury here junior year.

“I had to work hard as a senior in high school to get noticed by colleges after I missed my junior season. My dad [Kevin] helped me a lot in that regard. It has worked out really well to play here. I feel I am so much stronger mentally than when I got here.”

Rouse said she has enjoyed playing with her former high school teammate Ekhomu.

“Christina always has been a leader as a point guard, and this year she has stepped up more,” Rouse said. “She has played so well. In high school, she took control of the game.

Now she knows when to be a point guard on the floor and when to help fill other roles.”

That’s something Rouse always has done. To the best of her ability, when she gets in the game, she strives to do whatever Quigley Smith asks of her.

seed in Midwest Regional SUBMITTED REPORT ROMEOVILLE – The Lewis women’s basketball team will head to the NCAA Division II Tournament for the fifth straight season, as the Flyers received an at-large berth and the No. 6 seed in the upcoming NCAA Midwest Regional Tournament, hosted by top-seeded and No. 1-ranked Ashland.

The Flyers (23-8) will meet No. 3 seed Saginaw Valley State (22-7) on Friday at a yetto-be determined time. The Flyers defeated Saginaw Valley State earlier this season, 80-43, on Dec. 30.

Lewis entered the Great Lakes Valley Conference Tournament over the weekend as the No. 9 team in the Midwest Region, but the Flyers’ run to the championship game cemented their status in the postseason.

“I am so thrilled for our players,” Lewis head women’s basketball coach Kristen Gillespie said. “This weekend we made a statement that we belong in the tournament.

“All year long we have been aiming for March, and we are playing our best basketball right now.”

GLVC Player of the Year Jessica Kelliher, a 6-foot sophomore, leads the Flyers in scoring with a 19.9 average.

Red-shirt senior guard Jamie Johnson is at 17.5.

Kelliher is shooting .661 from the floor and .692 from the free-throw line. She is a key factor in the Flyers shooting .484 to their opponents’ .372 and averaging 71.4 points to their opponents’ 60.3.

Johnson is hooting .401 from the field, including .393 (77 of 196) from 3-point range, and contributes 3.6 rebounds and 2.2 assists a game.

COAL CITY – At the end of the 2016 season, Coal City football coach Lenny Onsen retired. Having been a member of the first Coalers’ football team, it was going to be difficult for Coal City to find someone who embodied the tradition and values that have come to define the program as much as Onsen did.

That person may have been found.

Current athletic director Dan Hutchings, himself a former Coal City player and coach, was approved by a 6-1 vote at the March 1 board meeting to take over the head varsity football coaching position.

Hutchings will be taking over a program that has reached the IHSA playoffs 27 times in the last 30 years.

Although he hasn’t been on the sideline since the 2010-11 season, he is not going to be in unfamiliar territory.

“I was on the football staff for 15 years before I became the athletic director,” he said. “And I have been to almost every game since then, so it’s not like I am totally relearning anything. I just felt, when Lenny stepped

ty before becoming the Coalers’ athletic director in 2010.

He always has been a resident of Coal City, although he spent one season as the boys basketball coach at Wilmington. As a lifetime Coaler, he knows what the community wants and expects from its football program.

“We definitely have a great tradition, going back to coach Hal Chiodo, who I played for for two years, to Ken W. Miller to Lenny,” Hutchings said. “And all the great staff that has been with them. I am going to keep the same staff for the most part, and I think it should be a smooth transition. Lenny is still in the building and there is no one better to bounce things off of than him. A staff like ours is what makes a program great, so I want to keep things as stable as possible.

“We’re Coal City. We are going to hang our hats on our defense, like we always have. We always have great community support and I am looking forward to that, too. We have a great student body here and it’s going to be exciting to getting back on the field with a whistle and working with the kids.”

Cubs counting on Contreras to meet the challenge

bmiles@dailyherald.com It would be difficult to imagine a more auspicious big league debut than the one Willson Contreras experienced in June.

In his first major league at-bat, Contreras hit the first pitch he saw out of the park for a two-run homer against the Pirates.

Easy game, huh?

No, it never is that easy. But Contreras is learning his craft, and, by all accounts, he has been a quick study.

That will be important for the Cubs this year because the entire dynamic behind the plate has changed. Respected veteran David Ross retired after the World Series, leaving the catching duties to second-year man Contreras, veteran Miguel Montero and that kid named Kyle Schwarber.

Given good health, Contreras will get the bulk of the catching duties.

Montero will be the primary backup, and Schwarber will ease his way into third-catcher duties as he comes back from major knee surgery performed last April after a collision that happened while he was playing left field.

So far, everybody seems to be on board with the program. Contreras is happy to be the No. 1 catcher. Montero, who expressed dissatisfaction with how he was used in the postseason, ironed things out with manager Joe Maddon during a pasta-and-vino summit. And Schwarber seems happy to be playing anywhere.

Contreras certainly puts a charge into the Cubs’ battery. In 55 games last season, he compiled a hitting line of .282/.357/.488 with 12 home runs and 35 RBIs. Even in limited time, he had a wins above replacement (WAR) of 2.2, according to FanGraphs. That was good for seventh among National League catchers.

He’s a ball of energy behind the plate, which can be both a good and a bad thing. The Cubs have a veteran pitching staff, and those pitchers like a steady hand catching them.

On top of that, Contreras will be the primary catcher for ace lefty Jon Lester, who threw to Ross the past two seasons.

Lester made his spring debut Sunday, working with Contreras.

“We’ll figure it out,” Lester told reporters. “It’s just a matter of throwing innings and pitches and all that stuff.

According to Maddon, controlling the opposing team’s running game will be a key factor, especially given Lester’s well-known problems throwing to first on attempted pickoffs. Ross and Lester were able to halt the running game effectively by having Lester step off the mound and by having Ross work with first baseman Anthony Rizzo.

running game,” Maddon said early in spring training. “We’re going to have David mentor him a little bit regarding the thought, the process, the conversations he’s had with Jonny in the past and continue to move it forward from there. We feel really good about it. I think it’s a real naturally good matchup with Willson and Jon.” Contreras is a right-handed batter, and both Montero and Schwarber hit left-handed. Montero had a line of .216/.32.357 with eight homers and 32 RBIs last year, but he added some big hits in the postseason and could provide an attractive option for Maddon when the opponent throws a tough right-hander at the Cubs.

Schwarber sits in on the daily catchers meetings in spring training but does physical work behind the plate once or twice a week. Given his powerful bat, the Cubs will take no unnecessary chances with Schwarber’s knee.

Cubs 13, L.A. Angels 10: Jason Heyward ended a hitless spring with a home run, double and three RBIs. The Cubs had 14 hits and five players had multi-hit games. Jake Arrieta struggled through two innings, allowing three runs.

I’m always paying attention, always trying to give that knowledge back to younger kids. I really take pride in being that mentor, the guy you can come up to and ask me anything and I’ll give you the answer. And if I don’t know it, I’ll get it for you.”

Manager Rick Renteria said he’s still about a week away from determining how he plans to use Soto to start the season and how many catchers the team will break camp with.

Two would be a fine number, as Soto sees it.

“I love baseball,” he said. “I love what I do. I work hard to be here. I love to be a great teammate. I love everything about baseball.”

GLENDALE, Ariz. – Geovany Soto still remembers walking into the Cubs’ spring training clubhouse for the first time. It was 2004. The catcher from San Juan, Puerto Rico, was 21 years old.

“I was so starstruck,” he said. “I go in and there’s Greg Maddux, there’s Sammy Sosa, there’s Moises Alou. I was like, ‘Oh, my God.’ Kerry Wood was one of the big ones, too. It was a dream come true when I first stepped in.”

Soto was a September call-up in 2007 and went on to start in the playoffs against Arizona. A year later came his breakout as N.L. Rookie of the Year.

Eventually, though, his star fizzled.

Soto is on his fourth big-league team, and beginning his second stint with the White Sox, since being traded by the Cubs during the 2012 season.

Soto made his first spring start in nearly a week ago Monday afternoon against the Padres. He sprang out from behind the plate to field a dribbler and nail leadoff hitter Erick Aybar at first.

He drove a line shot to the wall in left center, missing a home run by a few feet.

In short, he looked good. And he’s hoping to play far more frequently once the regular season begins.

“I feel like I could play 140, 150 games,” he said. “I want to be in there as much as I can.”

Soto’s career high for games played, 141, came in 2008. He hasn’t caught 100 games since 2011. At 34, he isn’t about to be a full-time catcher for the Sox. And he knows this. He’s cool with it, too.

“I’m here for whatever they want me to do,” he said. “I’m a team player.

I love baseball and will do whatever the job requires.”

A major part of it will be helping to guide young catcher Omar Narvaez, who will be used extensively this season, as well as the team’s other young players. Soto and Narvaez could split time close to equally.

Soto took note of how instrumental Cubs catchers David Ross and Miguel Montero were in leading a run to the World Series, even though neither veteran was the team’s primary catcher.

The Sox don’t figure to be that good for quite a while, but Soto is keen on

LAKE WALES, Florida – Joliet Catholic Academy graduate Mike Quiram pitched four shutout innings Monday in relief of winner John Riordan as the Saints beat Warner, 4-2.

Quiram allowed two hits and no walks. He struck out one. Kyle Burton had an RBI double and CJ Duffek an RBI single.

On Sunday, USF opened its Florida trip with a 9-6 loss at Ave Maria.

Nick Fleischauer (Minooka, JJC) hit an RBI triple in the fourth inning, scoring Thomas Smith (Lockport).

Jackson, Pistons pull away, beat Bulls

The Associated Press AUBURN HILLS, Mich. – Reggie Jackson scored 24 of his 26 points in the second half, and the Detroit Pistons pulled away down the stretch for a 109-95 victory over the Bulls on Monday night.

The Pistons climbed into a tie for the No. 7 spot in the Eastern Conference with the Bulls, who were playing without injured Dwyane Wade and Rajon Rondo.

Jackson’s performance has been spotty this season, and at times backup Ish Smith has seemed like a better option late in games. But Jackson was instrumental in helping the Pistons take control in a game Monday that was tied at 79 after three quarters.

Detroit started the fourth with a 12-3 run and held the Bulls to 16 points in the quarter. A hanging jumper by Jackson from near the elbow turned into a three-point play when he was fouled, and that gave the Pistons a 102-88 lead with 3:13 to play.

Jimmy Butler scored 27 points for the Bulls.

Detroit trailed 26-14 after a lackluster first quarter, but the Pistons cut it to just four at halftime. Jackson scored Detroit’s first eight points of the third quarter, including two 3-pointers.

Bulls note: Wade was out with a left quadriceps strain, and Rondo with a right ankle sprain. Paul Zipser took Wade’s spot in the starting backcourt, making his sixth start of the season.

Zipser scored four points.

Imagine you had a life-threatening cancer that a wonder drug had kept in remission for years. Would you risk quitting?

Thousands of people with a blood cancer called chronic myelogenous leukemia, or CML, now have that choice.

New treatment guidelines in the U.S. say certain patients can consider stopping Gleevec or similar drugs that were long thought to be needed for the rest of their lives. It’s just a pill or two a day, but the drugs are expensive and have side effects.

A European study recently found it’s safe for carefully selected patients to try, and a U.S. study hoping to confirm that just finished enrollment.

“Our goal is to truly cure CML, which is essentially to have patients off drug,” said Dr. Ehab Atallah, a leukemia expert at the Medical College of Wisconsin who helps lead the U.S. study. “We’re hoping to figure out better who can and cannot stop.”

Some patients want to try, but others won’t dare.

“Like playing Russian roulette,” said Jee-Won Schally, 54, a former history teacher from Milwaukee who has taken Gleevec for 10 years and doesn’t want to stop.

Nor does Doug Jensen, 83, a retired engineer near Portland, Oregon, who still gets the drug for free because he was in the original study that proved it worked.

But for Nina Schlidt, quitting a similar drug nearly two years ago was wonderful and “financially, a godsend.” The 67-year-old suburban Milwaukee woman’s husband delayed retiring until 70 to keep insurance to cover her drug, which would have cost her thousands.

Meghann Bell, 38, a marketing director in Seattle, went off Gleevec in 2010 to start a family because the drug isn’t safe during pregnancy. She resumed after the birth, then decided to go off again two and a half years ago.

“I kept thinking how I had been in remission” during pregnancy, she said. “I felt like I was cured and really didn’t want to be on this drug for all my life.”

Patients, doctors wary

CML, which starts in the bone marrow, has long been unique. Some other types of cancer, such as breast or colon, are treated with surgery or a course of radiation or drugs and the

But once CML develops, it has been considered a lifelong threat. It’s almost always caused by a gene flaw that usually develops during life, versus one that is inherited.

Gleevec blocks the gene’s activity in more than 90 percent of patients.

The drug’s approval in 2001 turned CML from a fatal disease to a chronic condition for most folks, and 36,000 to 100,000 Americans are living with it now, the Leukemia & Lymphoma Society estimates.

Two similar drugs, Tasigna and Sprycel, also are sold, and generic Gleevec came out last year. Treatment costs $60,000 to $150,000 a year.

Even with insurance, copays run $1,000 to $24,000 a year, and Schally had to meet a $10,000 deductible.

Side effects can include fatigue, nausea, chronic diarrhea, muscle pain and skin rashes. Meals have to be timed carefully around some pills.

Many patients want to quit, but the thinking was that they would always need treatment, the way some people

need insulin to control diabetes.

Now, though, research suggests that long treatment may eliminate so many cells with the bad gene that the immune system may be able to keep the disease in check if it starts to return.

At an American Society of Hematology meeting in December, Dr. Francois-Xavier Mahon of the University of Bordeaux in France reported a study of 750 patients who stopped treatment after being in deep remission with no sign of disease in their blood for at least a year. After six months without treatment, 62 percent had maintained a deep remission, and 52 percent still had after two years. Most who relapsed were able to regain deep remission after resuming treatment, and none developed advanced disease, he said.

Half a dozen smaller studies have been done, and “the data are all the same and it all looks good,” said Dr. Kendra Sweet of the Moffitt Cancer Center in Tampa. She helped draft new National Comprehensive Cancer

Network guidelines that say it’s reasonable to consider stopping treatment in people who have been in deep remission for at least two years, with close monitoring.

Not only some patients are wary, some doctors are too.

“If I can keep a patient on medicine, I do,” said Dr. Mikkael Sekeres, the Cleveland Clinic’s leukemia chief and a spokesman for the Hematology Society. “There are those of us who don’t think you can cure the disease with long-term treatment,” that eventually it will come back.

But Gleevec’s discoverer, Dr. Brian Druker, head of Oregon Health & Science University’s cancer center, sees it differently. Nearly half of his 250 patients would be eligible to try quitting. So far, 49 have and only 18 have had to resume.

“When I discuss it with patients, I say there’s a 50-50 chance you’ll be off therapy and a 1 percent risk that your leukemia will become resistant to treatment,” Druker said. “Those are pretty good odds.”

Morris Hospital Foundation offers health care scholarships MORRIS – The Morris Hospital Foundation once again is offering scholarships to individuals pursuing education in health care.

The $1,000 Carol Harrington Endowed Scholarship, the $1,000 Relucio Family Healthcare Endowed Scholarship and the $1,000 Daniel Aaron Wolfer Healthcare Scholarship are for individuals who have been accepted into, or are currently enrolled in, a hospital-related health care curriculum at an accredited college, university or vocational/technical school.

By Gina Kraman Every day, 200 Americans will undergo an amputation because of complications from diabetes. Hundreds more will begin treatment for end-stage kidney disease, and develop eye problems leading to vision loss and blindness.

Almost 10 percent of the U.S. population suffers from diabetes. That’s 29.1 million diagnosed cases, with another 86 million considered pre-diabetic, says Dr. Frank Ostir, director, Ostir Physical Medicine in Joliet.

According to the American Diabetes Association (ADA), diabetes is a disease that affects your body’s ability to produce or use insulin, which is a hormone. When you eat, your body turns food into energy (glucose), and needs insulin to transport this sugar to cells throughout the body.

Without enough insulin, the sugar remains in the blood, which damages blood vessels, especially smaller ones for the eyes and kidneys.

To help diabetics improve their health and avoid complications, Ostir recommends four steps: correcting adrenal (hormonal) imbalances, decreasing toxicity levels, improving dyslipidemia (cholesterol imbalances), and

“Reducing the toxicity in the body, from pollution and chemicals, through detoxification can stabilize blood glucose and cholesterol levels.”

Ostir adds, “Uncovering and reducing nerve trauma and nerve interference in the body can help heal the pancreas (which produces insulin), kidneys, adrenals, eyes, and feet.

Through diagnostic testing, impinged areas can be identified and corrected with proper treatment.”

The ADA lists the symptoms of diabetes, including extreme thirst, frequent urination, blurred vision, extreme hunger, increased tiredness, and unusual weight loss.

Doctors diagnose diabetes with a fasting blood glucose blood test: the normal range is 70-99; prediabetes is 100-125; numbers 126 and above indicate diabetes.

While the cause is unknown, genetics, diet, obesity, and inactivity may trigger diabetes, especially Type 2 diabetes.

JOLIET – Liz Weber of Jazzercise Joliet, owner and instructor since 1987, will hold a free-for-all open house in March to celebrate 30 years of fitness in Joliet.

Classes are held year-round at the First Presbyterian Church, 815 Western Ave. , Joliet, in the gym, which has air conditioning and wooden floors. Jazzercise Joliet has been held at this church since 1999.

Weber instructs Jazzercise Joliet classes; alongside her are certified associate instructors Donna Jean Engstrom, Chris Beissel, Monica Tarqueno, Kim “VAZZ” McCulloch and Deb Klir, plus class managers.

Married for 37 years, Weber stated in a news release that she began Jazzercise in 1981 after the first of her three daughters was born to help lose “baby weight.”

Weber also stated she has some customers who have taken classes from her all 30 years.

Never too late to start exercising Dear Doctor: I’m 63 years old, and even though my kids think I’m too old, I want to start running. Can you help me to prove them wrong?

Dear Reader: At the risk of wading into the middle of a family argument, we believe that it’s never too late to become physically active.

And if you’re careful about how you begin – and maintain – your new exercise regimen, there’s no reason why running can’t be at least one part of the program.

To get your kids on board, let’s start with all the good things that come from regular exercise.

And when we say exercise, we’re referring specifically to activities like walking briskly, jogging, running, swimming laps, dancing, raking leaves (you get the idea) that will increase your heart rate and breathing for an extended period of time.

Regular exercise can help you to control your weight, reduce your risk of serious health problems like heart disease, Type 2 diabetes and some cancers, and even improve your sleep and your mood.

It also strengthens muscles and bones, which not only makes it easier to perform everyday tasks and activities, but also can help with balance and thus reduce the chance of a fall. If you’re an older adult, regular exercise increases your chances of living longer.

To succeed at your new running program, you’ll need to be smart about the way you get started. We believe it’s always wise to enlist your primary care physician as your partner when making this kind of lifestyle change. She or he knows your health history and will be able to flag any potential risks or problems.

As for running itself, there are several

They’ll not only cushion your step, they will also help with alignment and guard against knee, hip and ankle pain.

Although your goal is running, you’re best off beginning with a long, brisk walk. You’ll be surprised at how quickly your heart rate goes up. Plan a route – 20 minutes is reasonable to start – and see how it feels.

As the days and weeks go by, you can increase both pace and distance. When you’re ready, start mixing a few minutes of running into your brisk walk.

Easing into a run-walk routine will help you build strength and allow your body to adjust to the physical impact. As with any physical activity, include a slow warm-up and a deliberate cool-down.

Some of our patients find that having a goal to train for, like a 5K charity run, helps them to stick to their routine. Others prefer the camaraderie of exercising with a class or a friend. The main thing is balance.

Don’t try to do too much too quickly.

And whatever you choose, have fun.

At the bridge table, occasionally one can improve slam bidding by showing a single card. In today’s deal, what should North rebid after he opens one diamond and South responds one spade?

Despite the weak trumps, the North hand is worth game now. (Yes, in support-point terms the hand contains just 17: 15 high-card points and 2 shortage points for the singleton; but the hand has only five losers: three spades, one heart and one club.

That makes it worth game.)

However, rather than raise directly to four spades, North should jump to four clubs, which is a splinter bid showing game values in spades with four trumps and a singleton (or void) in clubs. (A singleton is seven times more likely than a void.) Now South knows that he has no club losers, because if necessary he can ruff his two low cards in the dummy. He should then use some form of Blackwood to learn that one key card is missing and sign off in six spades.

How should declarer play after West leads the heart nine? (With dummy known to be so short in clubs, leading that suit loses some of its luster.)

South can afford one trump loser, but not two. This is a textbook suit combination. The correct play is first to cash the spade ace. If an honor drops, it’s all over. But if only low cards appear, declarer crosses to the board with a heart (or a diamond) and leads a spade toward his queen.

This avoids any guesswork.
