ROCK FALLS | RIVERFRONT DEVELOPMENT PROJECT

Hotel will be centerpiece Project to pay for completion of public green space BY PAM EGGEMEIER peggemeier@saukvalley.com 800-798-4085, ext. 5570

ROCK FALLS – The city has nailed down its riverfront development anchor project. It was announced at Tuesday’s City Council meeting that the city has entered into

a redevelopment agreement for the construction of a $6.1 million Holiday Inn Express & Suites in the RB&W District at the east end of the riverfront. The city expects the 68-unit hotel to generate an estimated $2.3 million over the next 10 years – $1

million in property taxes that go into the TIF District, $700,000 in hotel/ motel taxes, and $600,000 in city utilities revenue. Rock Falls Mayor Bill Wescott said this is the type of project that was needed to jump-start the riverfront.

“This project is the anchor project for our city’s riverfront, and it will bring other development into the RB&W District,” Wescott said. “Companies follow hotel business, and we’ve heard from some of those people already.” HOTEL CONTINUED ON A4

This allows us to do the green space project with TIF money. This is a huge thing – we don’t have to go to the taxpayers to finish this.

Nineteen families, including Mike (right) and Marlene (seated) Swanson, could be without homes if Valley Properties Inc. owner Terry Helt is unable to address a list of violations by Thursday. Helt says he has put a lot of money and sweat equity into the mobile home park on U.S. Route 30 in Rock Falls since he purchased it in 2000.

ROCK FALLS – Nineteen families could soon be without a place to park their mobile homes, unless a list of code violations is addressed. Terry Helt, 66, owner of Valley Properties Inc., 1507 W. Route 30, received a letter dated May 1 saying that his application for a business license will not be granted, unless the violations are addressed by Thursday. There are 22 mobile homes at the park, but three are vacant. Helt bought the mobile home park, then known as Easy Living Trailer Park, in 2000. He says he has put a lot of work and money into

it since he bought it. “Back then, the city was so happy I was buying this,” Helt said. “There were a lot of problems – I had to redo the sewer and water lines. When I came in, I evicted everyone and put in all different trailers.” Helt says that most of the families own their trailers, but a few rent from him. The owners pay him lot fees, but are responsible for making trailer repairs. LICENSE CONTINUED ON A2

But they might have to. The city of Rock Falls mailed notices to the trailer park’s residents that the park’s owner must cease operations within 7 days unless violations of city regulations are corrected. Swanson, 57, and his wife, 48, moved into their trailer in October. They lived in the park some years before. Just before winter, they said, the city sent them and other residents a list of problems that needed to be corrected. Then the worst winter in years began, not the time to begin projects, the Swansons said. WHERE CONTINUED ON A2

STERLING – The state Department of Agriculture will have a hearing today on three complaints against a hog operation near East Lincolnway businesses. Farmer Norm Koster said state officials believe that the farm, which now has 1,000 pigs, should be regulated as an animal feeding operation.
