ranges from health care to city government. He was village manager for Hoffman Estates, city manager in Naperville, chief executive officer for inVentive Medical Management, and is an adjunct instructor at Northern Illinois University. As a consul-

DIXON – Since June, the city has been going through a strategic planning process – which could come to an end next week. The City Council is expected to have the final report on the agenda for approval at Monday night’s meeting, City Administrator David Nord said. Once the plan is approved, it will be the official working document of the city with “marching orders” on economic development, infrastructure, downtown development, and quality of life priorities, among others, Nord said. Mayor Jim Burke, who’s nearing the end of his fourth and final term as mayor, said the final report gives the city a “pathway” to continue to progress. PLAN CONTINUED ON A4

CHICAGO – U.S. Rep. Cheri Bustos says she’s decided not to challenge Republican Mark Kirk for his U.S. Senate seat. Bustos had been mulling a run, but said Monday that she would not run now that U.S. Rep. Tammy Duckworth is in the race for the Democratic nomination. Duckworth announced her candidacy in a largely autobiographical video posted Monday to her campaign website. She is the first major candidate to announce a challenge to Kirk, a first-term Republican. Bustos says she’s not formally endorsing Cheri Bustos anyone yet, but East Moline rep p r a i s e d D u c k - has not yet forworth’s record mally endorsed and called her a a candidate for “strong fighter for Senate seat working men and women and veterans.” Other Democrats who have indicated interest in running in 2016 include U.S. Reps.
