All opposed: None speak in favor of chicken ordinance

Board members expected to vote on ordinance at July 17 meeting

FORRESTON – Opposition was the only take expressed by the public in relation to a proposed ordinance that would allow Forreston residents to own chickens within village limits.

Eight of the 17 people who attended the Forreston Village Board special meeting Monday voiced concerns including odor, sanitation, clarity of the proposed rules, impact on property value and fears the ordinance wouldn’t be enforced.

“I would like Forreston to keep residential zoned property separate from ag property,” said Tom Brooks, a 29-year Forreston resident who owns property in and outside the village. “Let’s not mix them.”

Susan Engelkens said that having raised chickens for butchering and to keep for egg laying, the “smell and the process” is not something Forreston needs.

No action was taken by board members during the June 26 meeting. Trustees Ken Vinnedge and Brittany Busker were absent.

Board members had planned to vote on the ordinance at the July 3 meeting. However, two trustees will be out of town that day and the vote instead will be taken during the board’s July 17 meeting, Village President Mark Metzger said.

“It’s my opinion that I want the whole board to be here when we do a vote,” Metzger said.

The proposed ordinance initially was presented at the Village Board’s March 20 meeting, at which point board members decided to schedule an Ordinance Committee meeting to review details. The committee meeting took place April 10.

On May 2, a poll was posted on the village’s Facebook page with the intent of gauging community interest in the ordinance. Voting on that poll was not limited to Forreston residents.

Shawn Loomis, who was the eighth to speak, said there already is a leash law “that no one seems to abide by.” He said he has home security footage of dogs and cats defecating on his lawn.

“And now you want to add chickens to that? Well, what if that chicken does get loose? What if it comes in my yard and my dog gets that person’s chicken and kills it?” Loomis said. “Am I responsible for that chicken? I hope not.”

The next Forreston Village Board meeting is scheduled for 7 p.m. July 3. Board agendas usually are posted at Forreston Village Hall and on the village website the Friday before a meeting.

Woman in ‘good condition’ after explosion levels house

Blast could be heard 6 miles away, sheriff VanVickle says

STILLMAN VALLEY – An explosion leveled a rural Stillman Valley house the afternoon of June 23, leaving a resident with only minor injuries, police said.

The Stillman Valley Fire Protection District responded to the 9000 block of East High Road, about three miles outside Stillman Valley, within five minutes of a 911 call at 2:42 p.m., Ogle County Sheriff Brian VanVickle said.

“When they arrived, they found a house that was completely leveled and there was a woman that was trapped in what was the kitchen,” he said. “They were able to remove her and she was transported to a Rockford hospital. She’s in good condition.”

Two dogs that were in the house also are in good condition, VanVickle said. One dog was found right away. The second was found about 5:20 p.m.

“All in all, it’s a pretty good turnout,” said VanVickle, who compared the wreckage with damage done in 2015 by a series of tornadoes.

Neighbors rushed to the scene, arriving before emergency personnel, finding the trapped resident and assisting when crews arrived, he said. They were able to direct the fire departments once they arrived.

There were small “spot fires” and some of the grass was aflame when emergency responders arrived, but the house wasn’t on fire, VanVickle said.

The blast appeared to have traveled across East High Road south of the home, leaving charred grass in the ditch and debris on the roadway.

The cause of the explosion still is being investigated, but it appears to be a gas leak, VanVickle said. The Illinois State Fire Marshal and Bureau of Alcohol, Tobacco, Firearms and Explosives are investigating further, he said.

Nicor shut off the gas to the area about 5:55 p.m., allowing the investigation to progress, VanVickle said.

A neighbor’s house about 20 or 30 yards away also was damaged, he said.

“[The explosion] blew the garage door in and knocked the windows out of their garage,” VanVickle said. “We had firefighters who reported hearing

the explosion 6 miles away.”

Stillman Valley, Byron, Oregon, Cherry Valley and Lynn-Scott-Rock fire protection districts, the Ogle

County Sheriff’s Office, Ogle County Emergency Management, Nicor Gas and ComEd were the local responders, VanVickle said.

Fire destroys abandoned house in rural Polo on June 22

POLO – The cause of a June 22 fire that destroyed an abandoned house in rural Ogle County is undetermined, investigators said.

Fifteen emergency departments and ComEd responded to the fire at 6714 S. China Road, halfway between Polo and Dixon, Ogle County Sheriff Brian VanVickle said in a news release.

“The building had been abandoned for over 20 years,” VanVickle said in a June 23 interview. “Our investigators and the arson investigators and fire marshals haven’t been able to determine a cause of the fire due to the amount of damage.”

Multiple 911 calls came in about 7:18 p.m., according to the release.

The Polo Fire Protection District responded and found the house fully engulfed in fire.

A third-level box alarm was called and the Mount Morris, Forreston, Leaf River, Oregon, Byron, Stillman Valley, Milledgeville and Franklin Grove fire protection districts, Dixon Rural, Sterling, Rock Falls and Coleta fire departments, Ogle County Emergency Management and ComEd responded.

The Office of the Illinois Fire Marshal, Ogle County Sheriff’s Office arson investigators and Ogle County Sheriff’s Office detectives conducted an initial site investigation but were unable to determine a cause, according to the release.

“Unless there’s additional information provided, we’re just continuing to follow up on leads and canvassing the area,” VanVickle said. “If anybody has any information, we’d encourage them to call Crime Stoppers.”

Visitors ask questions about Polo’s history

We’ve had some interesting tours this past week and things were brought out that I had not thought about for several years. Dragging things up from the depths of my memory is good because it keeps me sharp and I am always pleased when what I remember is correct.

During Town and Country Days both of our museums were open and I stationed myself at Aplington House to talk about silverware. That has been my emphasis during this past winter when I could not get out.

But much to my surprise, the few who came to Aplington House wanted to talk about the Underground Railroad. I had not thought about that for many years when I researched it, documented it for Buffalo Grove and early Polo and gave programs on it all over.

The big book of all my findings is at the museum and Aplington House has all the display boards there with information. Also the lovely Underground Railroad quilt that Lucille Woodin made is hanging there for all to see.

It is interesting to see that people

are still wanting to know about the stories of the past and the next group this week was the same way. It was the Methodist Lighthouse group of people and their interest was the Peek Home.

A number of months ago we had a big program at the Polo Senior Center about the Peek Home, so I ran off my program material again ready to hand it out. This way they could use the information later.

That morning they asked questions of what was it, where was it and who gave it? These are the typical questions of who, what, where and when that make up any story. They, as a church, remembered only making and canning food to be taken to the home to feed children.

At the museum we are getting ready to put together a display and I was not quite certain how to put it together. As I listened to the group

ask questions, I knew right away it will need to be a who, what, where and when type of approach. That will be the next project for Lily and me.

The Oregon group also had questions on the early Methodist circuit rider preachers. Linda had quickly the evening before found an article on Wilson Mill and the early home of James and Sarah Talbot. The Talbots were well-educated and the Methodist circuit riders always stopped at their home. Peter Cartwright was one of those individuals.

I also knew that a Cartwright was pictured on a Civil War poster at Aplington House but I could not think of his name. I knew it began with a “B” and he was connected with the Civil War, but that was all I could remember. When I googled Ben, I got into a TV series and that certainly was not the right person.

Later when I checked the framed picture, it was Rev. Burton Cartwright, a pioneer Methodist preacher who later became the chaplain for the 92nd. He had a brother. Was it Peter? I do not know but you are going to hear about Rev. Burton H. Cartwright.

Polo Historical Society meeting is July 12

The next Polo Historical Society meeting is at 6:30 p.m. Wednesday, July 12, at the Polo Museum. Visiting and refreshments will be before the program, which starts at 7 p.m. with Donna Humphreys talking about the Hamilton Airport.

Our next meeting at the museum will be Wednesday, July 12. Donna Humphreys will be giving the program on Hamilton Field or Hamilton Airport. We will have a little different format. We will gather at 6:30 p.m. with refreshments and visiting first. At 7 p.m. will be our program. There will be no board meeting. We have changed the meeting from July 5 to July 12 since it would have been very close to the Fourth of July when many people are gone.

On his death bed, Thomas Ford gives manuscript to Shields

In 1850, when Thomas Ford of Oregon, Illinois, the state’s eighth governor and the author of “History of Illinois” was on his death bed, he gave a manuscript to James Shields and asked that it be published for the benefit of his family.

According to Shields, Ford soon after “departed his life, leaving his orphan children in a destitute condition. The author, Gov. Ford, during his whole life had very favorable opportunities for observing events and collecting information connected with the history of Illinois.”

Ford was a child when his parents emigrated to Illinois. Living in Illinois, he was admitted to the bar and practiced his profession for many years with considerable success. He then was elected an associate justice of the Supreme Court of Illinois with distinguished ability.

He then was chosen governor of Illinois, which was the last public office he held. During his retirement to private life, he prepared the “History of Illinois” for publication.

Shields also led an interesting life. He was born and educated in Ireland. He emigrated to America in 1826. He briefly was a sailor and spent time in Quebec before settling in Kaskaskia, Illinois, where he studied and practiced law.

In 1836 he was elected to the Illinois House of Representatives and later was state auditor. In 1845 he was appointed to the Supreme Court of Illinois.

At the outbreak of the Mexican War he served as brigadier general of volunteers. He served with distinction and was wounded twice. He also served in the Civil War.

Shields almost had a duel with Abraham Lincoln, who at the time was a young lawyer in Springfield, Illinois. The two men picked seconds and met on an island located between Missouri

and Illinois called Bloody Island to participate in the duel.

Lincoln, being the one challenged, chose the weapons and selected the cavalry broadsword because Shields was an excellent marksman and because Lincoln stood 6 feet, 5 inches tall to Shields’ 5 feet, 9 inches. Both parties then reached an agreement and the duel was canceled.

While serving as an Illinois senator, Shields opposed slavery and supported land grants to agricultural colleges, railroads, soldiers and settlers under a homestead act.

Shields died unexpectedly in Ottumwa, Iowa, on June 1, 1879, while on a lecture tour. A bronze statue of Shields was given by the state of Illinois in 1893 for the National Statuary Hall located at the U.S. Capitol.

92-year-old walker heads back home in 350-mile trek for St. Jude

PROPHETSTOWN – Another 90-degree day failed to slow Dean Troutman as he walked from Morrison to Prophetstown on Saturday in his 350-mile quest to raise money for St. Jude Children’s Research Hospital.

Troutman left Princeville on May 21 for his Troutman Trek 5. He walked through Dixon, Woosung, Forreston and Polo on June 1-4 en route to Monroe, Wisconsin, where he then turned west, looping over to Gratiot, Wisconsin, and then headed back to Illinois on Route 78.

He passed through Morrison on Friday and was in Prophetstown on Saturday.

He started walking for St. Jude’s in 2015, going from Princeville to St. Jude Children’s Research Hospital in Memphis, Tennessee, and raising $10,000 along the 500-mile trip.

“I was only 84 then and I could do 30 miles a day. Now I am down to 10 and under,” he said in a June 3 interview. “I walked from Princeville to Memphis and I walked right up to St. Jude’s front door. I told myself then if I did any more walking it would be for St. Jude’s. I’ve walked a total of 2,000 miles and most of it has been for St. Jude’s.”

Troutman pushes a modified wheeled cart that originally was designed as a pull-along pet carrier meant to be pulled behind a bicycle. The cart contains Troutman’s “survival gear” – food, clothing, water, his cellphone and a sleeping bag.

He walks only during daylight hours, starting at sunrise each morning, noting that traffic tends to be his

only concern.

Kathy Woodward of Galesburg was Troutman’s walking companion from May 31 through June 4 and then rejoined him in Morrison.

After camping for the night at Prophetstown State Park on Saturday, the pair went for a 3-mile walk before returning to the park and taking a rest day on Sunday.

Morrison Police Chief Pedro Valladares offered to buy Troutman a motel room when he passed through town, but Troutman said it was more than a mile off his route, so he instead chose to sleep under a maple tree in Morrison.

As of Monday, he had 62 miles left until he’s back home in Princeville, a town of 1,738 in Peoria County.

When he doesn’t have a companion walking with him, Troutman likes to start walking by 5:30 a.m. and has to make sure he has plenty of food and water.

Troutman has his route planned out, but is not concerned with meeting a timetable. He hopes to have it completed in July.

‘First-ever’ car show a hit with residents at assisted living center

FRANKLIN GROVE – The Meadows of Franklin Grove Assisted Living held a special event June 23 – its first car show.

“We were very happy with the turnout and thank all the people who brought cars and trucks out,” activity

director Vickie Smith said.

The car show theme started with residents and staff painting and decorating little wooden cars for the facility’s handmade “car” show.

The entries were put on display for staff, residents and family to vote on. Trophies were awarded to winners.

“The cars were decorated and put out on a table for people to vote on,”

Smith said. “Some of the categories were Most Popular, Top Senior and Staff Choice.”

On Friday, real vehicles, including two motorcycles and a semitractor, showed up for the show at the facility, all to the delight of the facility’s 40 residents.

“We had World War II vehicles, two pickup trucks, one of which belonged

to Sam Wells of Nachusa, one of our residents,” Smith said. “The residents are still talking about the show and having real cars show up made it really special. It brought back a lot of good memories, and we had really good weather.”

Unity Hospice of Rochelle also was on-site offering root beer floats as temperatures rose to 90 degrees.

MT. MORRIS – The 1960s tribute band SHiNDiG! will be rocking the bandshell in Mt. Morris at 7 p.m. Friday during the Jamboree Concert Series.

“SHiNDiG! presents a tribute to the 1960s and always delivers a trip back to the greatest and most diverse decade of rock ’n’ roll music,” said Larry Ubben, Jamboree organizer. “Covering over 90 different bands from that period of time where music told the story of an entire generation, early 60s, British Invasion, psychedelic, pop, girl groups, Woodstock, are all part of the show.”

Mt. Morris readies to Let Freedom Ring on July 3 and 4

MT. MORRIS – Mt. Morris’ annual Independence Day festival kicked off Wednesday with the queen coronation and a Kable Band Concert.

The festival will pick up the pace July 3 and 4.

On Wednesday, Little Miss and Mister Firecracker were crowned (the winners’ names were unavailable at

press time.) The winners will represent Mt. Morris for the next year, participating in the village’s July 4 parade, as well as parades in surrounding areas.

The car show runs from 5 to 8 p.m. Monday, July 3, on Wesley Avenue. Bounce houses and a petting zoo will be offered for kids from 4 to 8 p.m.

The Kid’s Parade will be from 6 to 8 p.m. on Main Street.

From 5 to 8 p.m. The Rockin’ Fend-

erskirts will perform on the band shell stage.

Firefighters will host water fights for kids starting at 6:45 p.m. on Main Street.

July 4 activities begin at 7 a.m. with a Fireman’s Breakfast at the fire station. The breakfast runs until 11 a.m.

A Fly In/Drive In breakfast is being offered at the Ogle County Airport from 7 to 11 a.m.

This year’s patriotic program will

Let Freedom Ring Patriotic Program to honor anniversaries

MT. MORRIS – The 2023 Let Freedom Ring Patriotic Program starts at noon, July 4, on the Mt. Morris Campus on Wesley Avenue.

This year’s celebration includes the nation’s independence, the 175th anniversary of the incorporation of the village of Mt. Morris, the 125th anniversary of the founding of Kable Brothers Company, the 100th anniversary of the Kable Band’s becoming the official band of the 129th Infantry of the Illinois National Guard and the 60th anniversary of LFR.

American Legion Post 143 member and Vietnam veteran Doug Wean will welcome the guests, followed by an opening prayer by the Rev. Rodney Caldwell of the Mt. Morris Church of

the Brethren and Allure Pinecrest.

Daisy, Brownie and Junior Scouts of the Mt. Morris and Oregon Girl Scout Troop 257 will recite the Pledge of Allegiance. The Let Freedom Ring 2023 Queen will be introduced by Meg Miller, the LFR Queen chairwoman.

Mt. Morris Village President Philip Labash will welcome visitors on behalf of the village and lead the celebration of its 175th anniversary. A musical interlude will be provided by the popular barbershop quartet that performed last year. The barbershop quartet is made up of Kable Band and Oregon Sr. High School band director Andy Eckardt, Kable Band member and Oregon Jr. High School band director Miles Beske, Kable Band member and Oregon Jr.-Sr. High Choir director Zach Hall and PAG member Mark Tremble.

At the 2022 LFR Patriotic Program,

Tremble portrayed Ronald Reagan and delivered his speech for the 1963 dedication of LFR’s first freedom bell.

Encore! chairman and PAG member Jeff Bold will portray Congressman Robert R. Hitt at this year’s event. Hitt represented the area in the U.S. Congress from 1881 to 1906.

Hitt, who attended the Rock River Seminary founded in Mt. Morris in 1839, will bring with him former Rock River Seminary graduate Maj. Gen. John A. Rawlins, who became a Galena attorney and neighbor of Ulysses S. Grant. Rawlins helped convince the soon-to-be Lt. Gen. Grant to join the Union army.

Also in attendance will be Helen Judson Beveridge, a Rock River Seminary alumna, advocate for the education of women and a former first lady of Illinois. Beveridge helped establish institutions of higher education for women

and married Rock River Seminary alumnus and Brig. Gen. John L. Beveridge, who was a Gettysburg veteran and later became an Illinois governor.

Harvey and Harry Kable moved to Mt. Morris at the age of 2. They founded the Kable Brothers Co. when they turned 18. They will be welcomed back to Mt. Morris by Hitt to help celebrate the anniversary of the founding of the Kable printing company and to recognize and honor the Kable Concert Band, which is entering its 127th consecutive season.

The patriotic program ends with the benediction, followed by a barbershop quartet rendition of “The Star-Spangled Banner.”

The ringing of the official State of Illinois Freedom Bell, located on the campus adjacent to the Reckmeyer Bandshell, will begin at 1 p.m.

Red Cross helping fire victims in Dixon, Thomson

American Red Cross volunteers responded to seven home fires in Rochelle, Freeport, Thomson, Dixon, Savanna and Rockford in the past week and provided assistance to 13 people, including four children.

The agency supplied victims with items to meet immediate needs after the fires and provided additional support in the form of health and mental health services and one-on-one support, according to a news release.

Agnes was born in Rhade, Germany to Gerhard and Josefine Busen on December 1, 1925. She married Norbert M. Dunkel on June 5, 1954 in Oglesby, Illinois. She worked as a homemaker and then for many years at Crest Foods, Co., Inc. in Ashton, Illinois. She enjoyed attending church, crocheting, growing flowers, playing her harmonica, and watching her favorite TV shows.

Byron nuclear station, 12 taxing bodies reach settlement on EAV

Ogle County Board unanimously approves agreement to set plant’s EAV at $500 million for 6 years

OREGON – Constellation Energy Generation and the taxing districts that receive funds from the Byron Generating Station reached an agreement regarding how much is owed in property taxes and, in the process, are wiping away years of ongoing appeals.

“This agreement is a good agreement for all the taxing bodies in the county,” Ogle County Board Chairperson John Finfrock said at the June 20 board meeting. “This took place over several meetings with Exelon and they were as accommodating as we were trying to get to a good point for all involved.”

Constellation previously was known as Exelon Generation Co. Exelon still is listed as the owner of the land on Ogle County property tax records.

Other parties involved in the settlement are the Oregon Park District, Byron Forest Preserve District, Byron Fire Protection District, Byron Library District, Byron Museum District, Rockvale Township, Rockvale Township

Road District, Byron Community Unit School District, Rock Valley College, Oregon Community Unit School District and Kishwaukee College.

Ogle County Board members voted unanimously June 20 to approve the agreement.

The agreement states that for tax years 2022 through 2027, the station’s equalized assessed value will be $500 million and that Constellation will pay exactly $33,666,667 in property taxes each of those years.

A property’s EAV is one-third of its value.

The taxing bodies that will receive funds from Constellation’s tax payments are:

• Byron CUSD, $18,442,741

• Ogle County, $3,550,378

• Byron Fire Protection District, $2,656,657

• Byron Forest Preserve District, $2,247,989

• Oregon Park District, $2,196,742

• Rock Valley College, $2,132,975

• Byron Library District, $826,993

• Oregon CUSD, $690,351

• Rockvale Township Road District, $505,193

• Byron Museum District, $175,143

• Rockvale Township, $163,884

• Kishwaukee College, $77,621

The station had an EAV of $503,088,717 for tax year 2021, tax records show. Constellation paid $34,900,997.44 in property taxes in 2022 to the following:

• Byron Forest Preserve District, $2,330,407.56

“We took only a 2.9% reduction in taxes from Commonwealth Edison and that is basically next to nothing because we’re going to have the same amount of tax from them coming in – which makes it easier to budget – for six years,” Finfrock said.

In 2028, the parties can renegotiate the station’s value, he said.

The nuclear plant’s EAV has been appealed almost every year since its opening. The two reactors came online in 1985 and 1987, respectively, and were licensed for 40 years. Both were granted 20-year license extensions in November 2015. In addition to establishing a set EAV, the agreement resolves appeals that were filed for tax years 2012 through 2021 and requests the Illinois Property Tax Appeal Board – the body that considers the cases – to dismiss them.

“That [dismissal] was a really big win for the taxing bodies,” OCUSD Superintendent Tom Mahoney said June 22. “Everyone had a lot to lose with that.”

The OCUSD Board of Education approved the agreement during its June 20 meeting, Mahoney said.

“I think it’s a good deal and otherwise we wouldn’t have come back to you with it,” Finfrock told fellow County Board members before their vote.

“We submitted this grant nearly two years ago,” Ogle County Sheriff Brian VanVickle said. “It was an extremely competitive grant process. In fact, our Department of Justice rep was shocked that we had it and received that grant.”

The grant is the Community Oriented Policing Services Hiring Program grant, provided by the U.S. Department of Justice. It provides 60.33% of the salaries and benefits for the three new officers for three years. The county is responsible for the remaining 39.67%.

On June 20, Ogle County Board members unanimously approved the hiring of three additional deputies to work full time in a drug interdiction unit, bringing the number of deputies to 23.

The cost of the program is $621,602, said Bruce Larson, Ogle County Board finance and insurance committee chairperson. The county’s share would be about $55,000 a year for all three deputies, he said.

The Ogle County Sheriff’s Office received the grant in 2020, VanVickle said in an interview June 23. He said that since then he has requested the

County Board increase the number of deputies several times.

It’s a good time to implement the program, VanVickle told County Board members. Several retirements are expected in the next few years, which means if the unit doesn’t work out, the three officers hired can be reabsorbed into other positions within the office, he said.

“My hope is at the end of the three years I can come back to the board and say, ‘Look what we’ve done. We need to continue this and keep the number to 23 and move forward,’ ” VanVickle said.

The deputies doing drug interdiction work often are working overtime to get everything done and ready for court cases on top of appearing in court to testify, he said.

“In one of my former lives being the lead drug prosecutor in Winnebago, drug cases can’t be done part time,” Ogle County State’s Attorney Mike Rock said to County Board members. “The way this is going to be set up, I think, will make much more effective investigations, which should lead to more successful prosecutions in the drug trade.”

Drug crimes are violent crimes or lead to violent crimes, Rock said. Drugs are sold and that money ends up feeding into other crimes, in addition to the crimes committed by drug users to fund their addiction, he said.

“I know from working with the officers who have done their best, they’re working full shifts and then trying to put together drug cases in the off hours and it’s just not an effective way of doing that,” Rock said.

Tommy Marcum, 36, of Holcomb, was arrested for a violation of an order of protection after deputies performed a follow-up in the 100 block of Allen Street about 8 p.m. Marcum was taken to the Ogle County Jail and held pending a court appearance.

Payton Wisman, 19, of Byron, was arrested for no valid driver’s license after a traffic stop near the intersection of Blackhawk Drive and North Maple Avenue about 9:25 p.m. Wisman also was cited for a loud muffler. Wisman was released from the scene on an I-Bond and given a future court date.

June 21

Dontay Martin, 36, of Rockford, was arrested for driving while license revoked and fleeing to elude a police officer. About 12:45 a.m., deputies attempted to stop a vehicle for traffic violations in the 11000 block of north Illinois Route 26. The vehicle fled north on Route 26 and into Freeport before coming to a stop in the 1400 block of Lacresta Drive. Martin fled the scene and later was found in the area and taken into custody. He also was cited for speeding, operating an uninsured vehicle, seat belt violation,

Orsburn, 46, of Shabbona, was arrested for driving while license revoked and a Lee County failure to appear warrant after a traffic stop for a speeding violation in the 18000 block of east Illinois Route 64 at 7:34 a.m. Orsburn also was cited for speeding. Orsburn was taken to the Ogle County Jail and held in lieu of bond.

Ryan Palmer, 38, of Lee County, was arrested for no valid driver’s license after deputies responded to a reported suspicious person at a residence in the 6000 block of north Illinois Route 2 about 11:11 a.m. Palmer was taken to the Ogle County Jail and held in lieu of bond.

Kyle P. Copeland, 23, of DeKalb, was issued a citation at 5:23 p.m. for operating a motor vehicle with a suspended registration. The violation occurred in the 100 block of North Fourth Street.

The Ogle County Narcotics Task Force performed a traffic stop in the 9000 block of north Illinois Route 2 at 9:45 p.m. in reference to an ongoing drug investigation. Krysten A. Latta, 39, of Rockford, was arrested for unlawful possession of crack cocaine (Class 1 felony), possession of crack cocaine with the intent to deliver (Class X felony) and possession of drug equipment (Class A misdemeanor). During the traffic stop, 30.5 grams of crack cocaine was located on Latta. Latta was taken to the Ogle County Jail and held in lieu of bond.
