conomic development is facilitated by City of Elmhurst staff, the Elmhurst Economic Development Commission (EEDC) and Ken Bartels Consulng, with support from the Mayor and Elmhurst City Council, and input from our Chamber and other partnering constuents.

On city staff since 1999, Erin Jason is in her sixth year as Business Development Coordinator after serving as Economic Development Coordinator for one year. Their mission is to work effecvely to retain, expand, promote and attract business and industry within Elmhurst so as to enhance the local economic climate, increase the City's tax base and value of commerce, and create employment opportunies. City officials implement specific economic tools—publicprivate partnerships, tax-increment financing (TIF), retail grants, sales tax abatements, special service areas (SSA) and more—to encourage new development and redevelopment.

¢ BUSINESS DISTRICT

Keyed by Elmhurst City Centre downtown, our City is blessed with a vibrant and diverse business community spread across seven Business District and two Business Parks. Other Business Districts include Spring Road, York and Vallette streets, North Elmhurst (covers York north of North Avenue, Lake Street and Grand Avenue), South Elmhurst (covers South York and Butterfield Road), Route 83 and St. Charles Road (includes Elmhurst Crossing Shopping Center), and Route 83 and North Avenue. Business Parks are located in northwest Elmhurst (bordered by York, Lake and Grand) and off Route 83 south of St. Charles.

¢ TIF DISTRICTS

TIF Districts remain downtown (TIF6, formerly TIF1), around Lake Street (TIF5) and North York (TIF 4), following the 2019 expiraon of TIF 3 (Elmhurst Crossing). Millions of dollars in new construcon in downtown Elmhurst—including two luxury condo developments (The Hill and One95 Elmhurst) and luxury apartment complex (Lennar)—is in progress, while the Metra Train Staon reconstrucon ($25 million) and proposed Centre for Performing Arts ($35 million) are in the offing. At Home (The Home Décor Superstore), Whole Foods Market and Kohl’s are the anchor tenants at Elmhurst Crossing.

¢ RETAIL GRANTS AND INCENTIVES

The city’s Retail Business Grant Program (established in 2002) leverages the reinvestment of TIF-captured property tax dollars to enhance the mix of downtown retail for shoppers, while generang millions of dollars in private investment and developing new sources retail and food and beverage sales tax revenue. The Retail Business Grant Committee has awarded grants up to $10,000 to more than 80 retail operaons (up to five per year). The mix of grant recipients includes bouquestyle clothing, footwear and accessories, jewelry, a variety of specialty foods and beverage providers, home design and décor, hobby, entertainment venues and restaurants. The Grant Committee is comprised of representaves the City Council’s Finance, Council Affairs and Administrave Services Committee (F,CA&AS), Elmhurst City Centre, City Administraon and our Chamber. Incenve programs for signage, façade and life safety (sprinkler systems and Americans with Disabilies Act accessibility) are now also available in each TIF District.
