One-card solution can swipe READER POLL away credit card overload

Credit card maximizers make carrying multiple cards their hobby, using this one for groceries and that one for travel, juggling due dates and rewards categories. But most people prefer to spend their time on other things.

If the idea of chasing credit card rewards as a pastime doesn’t appeal to you, using just one credit card is a reasonable choice. Here are the benefits of carrying only one card, and how to choose it wisely.

THE MINIMALIST APPROACH

There are several good reasons to simplify.

• When you’re shopping: People who carry multiple credit cards have a decision to make every time they reach for their wallet.

If you’re carrying only one card, that decision is a lot simpler.

• When you’re paying the bill: Paying bills takes time. Even if a credit card issuer offers automatic payments, it still takes time to set it up, time to make sure you have enough money in your account and time to check in to make sure things are running smoothly.

Doing that for just one credit card account instead of several sounds downright restful.

• When you’re trying to manage spending: “If you’re somebody who’s really out of control when you have credit cards, then having many credit cards is almost like an alcoholic in bar,” said Tracy Becker, president of North Shore Advisory in Elmsford, New York, which provides credit-building and monitoring services to individuals and businesses. Using a single card helps some people monitor their spending more easily and avoid trouble, she said.

• When you’re worried about fraud: Thieves who gain access to credit card information often make small purchases at first to see whether a card gets shut down, Becker said.

It’s easier to monitor fewer accounts for fraudulent charges, so using only one card makes it easier to catch fraud more quickly.

CHOOSING THE RIGHT CARD

Alas, there is no “best” credit card that is right for everyone. It depends on your spending habits, whether you habitually carry a balance and what kind of rewards you find most useful.

• If you carry a balance: Credit card debt is

expensive, so if you don’t always pay things off in full every month, prioritize a low interest rate above every other card feature. When you carry a balance on a rewards card, the interest eats up much, if not all, of the value of your rewards.

• If you travel frequently: Travel credit cards offer good rewards only if you travel often enough to use those rewards. If you don’t, a cash back card is the better option. Still, the extra conveniences that come with some travel cards, like free checked bags, can make these cards worthwhile even to occasional travelers.

• If you spend a lot in one or two budget areas: Some rewards credit cards offer higher returns on things like groceries, gas or restaurants. Look for a card that will reward the way you spend.

• If you just want to keep things simple: The simplest option is a card that pays the same amount – in cash, points or miles – on every purchase, with no limit on the rewards you can earn. These are sometimes called flat-rate credit cards.

• If you’re concerned about fees: An annual fee on a credit card can be worth it, as long as the rewards are high enough to outweigh the fee. Premium travel cards, in particular, have high fees but generous rewards. For a good no-fee card, your best bet is probably a cash back card.

PROTECTING YOUR CREDIT SCORE

Before you get excited and pare your credit cards down to just one, think about your credit score. Closing older accounts reduces the amount of credit you have available, and lowers the average age of your accounts. Both of those things can lower your score. Becker said having more credit cards also demonstrates to lenders that you can handle lots of credit.

“It is possible to have a very high credit score with only one card, but not as likely,” Becker said.

But that’s no reason to carry more cards than you want to. If your older accounts don’t charge annual fees, keep them open, but leave the cards at home. Becker recommends putting just one recurring bill, like a gym membership, on an older account and then setting up an automatic payment so you pay on time.

If your unused cards charge annual fees, however, close them. Your credit score will recover.

DeKalb development projects need approval before districts expire

dzimmerman@shawmedia.com DeKALB – With two downtown revitalization projects requiring tax increment financing dollars totaling $3.4 million being approved within the past 30 days, city staff is recommending that the time is now for the city to invest TIF funds in other efforts to mend the struggling downtown area.

And with one of the city’s two TIF districts in or around downtown DeKalb set to expire within two years, time is running out for businesses looking to take advantage of these special-use funds.

DeKalb economic development planner Jason Michnick said the point of the city’s Cornerstone project, which was approved by the City Council last month, was to build momentum for other businesses to invest in downtown DeKalb, and it wouldn’t be wise to wait.

“If you can keep your foot on the gas, and not do a one-off project and wait, you can keep the investments moving in,” Michnick said. “One single project downtown won’t have the same effect as multiple projects.”

The city’s two TIF districts, which encompass most of the commercial property in the area, allow property tax dollars to be capped for all taxing bodies within the district, and funds above the cap are diverted into a special account reserved for rehabilitating blighted areas. This has amounted to between $6 million and $8 million annually in recent years.

The money has been used annually to repair roads in the districts and support buildings such as the Egyptian Theatre and Barb City Manor.

The downtown Cornerstone development will tear down buildings at 122 S. First St. and 112-118, 122 and 124 E. Lincoln Highway to build a four-story upscale apartment building with commercial spacing on the ground floor.

There will be 51 fully furnished, single-unit apartments and a 40-space parking area for tenants.

One of these properties, at 112118 Lincoln, has been vacant since 2014, when a burst pipe caused water damage in the building and led city inspectors to find multiple code violations that required significant repairs.

First Ward Alderman David Jacobson said that in the past, TIF funding for projects was assessed under a target guideline of 25 percent of a project’s total costs and no more than a 10-year paydown, which has not been the case in recent proposals.

John Pappas, the principal developer of the Cornerstone project, will receive a $3 million TIF contribution from the city for the $7.5 million project.

For some development projects, the assistance of TIF funding is required.

Sundog IT, at Hillcrest Drive and Sycamore Road, will be renovating and moving into the former Moxie building, which has been vacant for two years.

Cohen Barnes, owner of Sundog IT, said it would not be economically feasible to bring the building up to code without assistance from the city.

His project will be receiving

$400,000 in TIF funds or a third of the total cost for the project, whichever is less. The City Council approved Barnes’ plan to move forward during its last meeting.

Pappas said he plans to complete the project in about 10 months and Barnes hopes to be moving into the Moxie building by early December at the latest.

Michnick said that if there are projects coming up next year that exceed TIF fund balances, there could be two options.

Since the two districts touch each other, funds could be transferred from one district to the other.

The city also could take out a bond based on TIF revenue projections, which would be paid back using TIF dollars.

Although the first district is set to expire Dec. 31, 2018, and the other will expire Dec. 31, 2022, any projects approved to receive TIF revenue before that time still would be funded after

those dates.

Other downtown revitalization projects have been proposed to the City Council, such as a science, technology, engineering, art and math, or STEAM, Learning Center. This project requests a $4 million TIF contribution.

Development proposals from Geneva-based Shodeen also have sought TIF funding for property south of Lincoln Highway between Pearl Street and First Street to be turned into a hotel and conference center.

Although the Cornerstone and Sundog projects were criticized for being expedited, Michnick said other projects that could receive TIF funds, such as the STEAM Learning Center, would be more transparent.

“We just have to evaluate projects on a case-by-case basis and the impact they would have on the surrounding areas, as well as whether the project will have a return on investment in those areas,” Michnick said.

Companies seek OK for medical marijuana dispensary

SYCAMORE – Two companies eyeing spots for medical marijuana dispensaries in Sycamore are in the process of gaining city approval while awaiting the state’s application period to begin.

The Sycamore Planning Commission voted Monday to recommend plans for dispensaries at 1985 and 2225 Gateway Drive for approval by the Sycamore City Council.

The Dispensary LLC gained city approval in April 2015 for a dispensary at 1985 Gateway Drive, but the company’s special use permit is set to expire next month.

The company’s plan for Sycamore was not approved in time to be among the first group of applicants considered for the state’s medical marijuana pilot program. Of 60 dispensary districts in Illinois, DeKalb County was one of three without an initial applicant.

The Dispensary LLC currently operates a medical marijuana dispensary in Fulton.

The 2022 LLC location is petitioning to operate a dispensary in an existing building at 2225 Gateway Drive. The company has dispensaries in Rockford and in Chicago’s Lakeview neighborhood.

Both proposed dispensaries would be located near other medical facilities on Gateway Drive.

The DeKalb City Council on Monday approved a zoning request from Justice Grown for a medical marijuana dispensary at 650 Peace Road.

Although multiple proposals are gaining local support, state regulators will grant only one license to operate a dispensary in DeKalb County.

City Manager Brian Gregory said the state could soon be looking to award more licences for its remaining districts, and this has spiked interest for dispensaries in the county.

all random inspections by the Illinois Department of Financial and Professional Regulation, he said.

Tim Hart, a representative with 2022 LLC, said the dispensaries in Rockford and Lakeview have similar security measures.

“Everything is contained in a vault overnight with motion and vibration sensors,” Hart said. “It really is locked down like a bank.”

He said the dispensaries usually see no more than two or three patients at a time, as they are able to make appointments and receive one-on-one attention.

Hart said 2022 LLC is also looking at communities in other counties that still have licenses available, but 2225 Gateway Drive is the only location it is petitioning for in DeKalb County.

“We have not been given a date of when the state would release the applications,” Hart said. “We were told they’re hopefully coming soon.”

in the coming months,” he said. “But at the end of the day, even if more than one is approved at the local zoning level, it means that we could have up to one, but it doesn’t even guarantee that that’s the case.”

Luke DeBatty, a representative for The Dispensary LLC, gave commissioners an overview Monday of security measures in the company’s Fulton location.

DeBatty said state regulations require significant security and 24-hour video monitoring that feeds directly to Illinois State Police.

Loitering is also prohibited by state laws, he said.

“We can’t put benches or anything that would encourage loitering on site,” DeBatty said. “If people are staying there, even if they are staying in their cars in the parking lot, that’s our responsibility as the operators of the dispensary to ask them and tell them that they need to move.”

Lee man dies of smoke inhalation in house fire DAILY CHRONICLE

news@daily-chronicle.com LEE – A Lee man whose body was found in the ruins of a house fire that burned Sunday night appears to have died from smoke inhalation, Lee County Coroner Jesse Partington said.

Jeffrey W. Schneider, 37, was alone in the house, and foul play is not suspected, Partington said.

The fire at 3482 Willow Creek Road outside Lee was reported by a passer-by about 10 p.m., and the house was engulfed in flames when firefighters arrived, Lee County Sheriff John Simonton said in a news release.

Partington was called to the scene about 7 a.m. Monday, and an autopsy

was conducted, he said.

An official cause of death won’t be determined until toxicology test results are in, which will take several weeks.

The state fire marshal’s office, Illinois State Police crime scene investigators, the sheriff and the coroner are investigating.

Funeral arrangements are being handled by Hultgren Funeral Home in Wheaton, where Schneider was raised.

KIRKLAND – Residents will elect a new village president in April with longtime leader Les Bellah about to step down.

There are three candidates to succeed Bellah: Ryan Block, Harry Newberry and Wanda McMurray.

Two of them, Block and Newberry, were among the candidates attending Kirkland’s Meet the Candidates night earlier this week. The event, hosted by the Kirkland Chamber of Commerce, was meant to introduce the candidates for village president, village trustee, highway commissioner, the school board and the library board.

Communication was a main topic of discussion at the forum at the Hiawatha High School Gym, 410 S. First St., Kirkland.

Topics covered at the event included the village budget, communication between the village officers and the community, and economic and residential growth. Each candidate was given five minutes to discuss their views, and residents were given the opportunity to meet and question the candidates afterward.

“That’s money the state has to come up with, out of tax dollars,” Harris said. Otherwise, he explained, Illinois would have to cover less people, offer fewer services or cut rates to care providers.

The Republican plan would phase out the Affordable Care Act’s nationwide expansion of Medicaid to 11 mil-

lion additional low earners. 650,000 Illinois citizens have gained coverage under the expansion, the federal match for which would begin to diminish in 2020 under the proposal. Gross said two thirds of those enrolled under the expansion could face restricted federal coverage by 2021 depending on fluctuations in income or other circumstances.

The overhaul also would cap federal support given to states for Medicaid recipients instead of matching whatever states decide to spend.

Republican Rep. Tom Demmer of Dixon contended that although the Affordable Care Act succeeded in extending coverage, it also has led to increased premiums and restricted choices for individuals buying insurance on the state market.

Roberta Rakove, a spokeswoman for the Chicago-based Sinai Health System, told lawmakers that Medicaid expansion made it easier for Sinai’s network of charitable facilities to care for patients regardless of insurance status. Before the expansion, she said, 15 percent of Sinai patients were uninsured. That figure fell by more than half under the Affordable Care Act. “The expansion has taken us to a new level,” she said. “It’s taken us beyond survival.”

SPRINGFIELD – Illinois could face nearly $40 billion in lost federal Medicaid support over 10 years under a health care overhaul proposed last week by congressional Republicans, a health industry spokesman told lawmakers Thursday.

Three state House committees heard testimony from experts on how major changes to Medicaid outlined in the American Health Care Act could affect Illinois recipients.

The GOP plan to replace former President Barack Obama’s health care law would phase out an expansion of Medicaid and cap federal spending for the entire program going forward.

Illinois Health and Hospital Association spokesman David Gross testified that Illinois would lose at least $40 billion in federal Medicaid funding over the act’s 10-year lifespan.

Trump seeks to nix Great Lakes restoration funding

TRAVERSE CITY, Mich. – President Donald Trump wants to eliminate federal support of a program that addresses the Great Lakes’ most pressing environmental threats.

Trump’s 2018 budget released Thursday would remove all funding for the Great Lakes Restoration Initiative, which has received strong support from members of Congress in both parties since President Barack Obama established it in 2009.

The program has pumped more than $2.2 billion into the eight-state region for projects that have removed toxic wastes from industrial harbors, fought invasive species such as Asian carp, restored wildlife habitat and supported efforts to prevent harmful algal blooms.

Rauner aide seeks CPS support of pension plan

SPRINGFIELD – Illinois Gov. Bruce Rauner’s education secretary is urging Chicago Public Schools officials to back Senate Republican legislation to overhaul pension programs statewide.

Beth Purvis said Wednesday the plan would provide $215 million for retirement accounts administered by Chicago schools.

The legislation is separate from Democratic Senate President John Cullerton’s plan. That is part of the Senate’s “grand bargain” to try to break a two-year stalemate with Rauner over the budget.

Purvis wants support for proposals by Republican senators Jil Tracy of Quincy and Michael Connelly of Lisle. She said lawmakers could approve them quickly and Rauner would sign them. One measure would give state employees a choice of more benefits while working or raises in retirement.

The other creates a defined-contribution program for new employees.

Paramedic rescues baby alive from submerged SUV

ST. LOUIS – A fast-acting paramedic dove into the frigid water of an Illinois lake where a SUV was submerged on Thursday and found an infant floating inside, then administered CPR on the hood and swam the child to shore, authorities said. The baby is expected to make a full recovery.

The infant was one of seven siblings who survived a tragic chain of events that left one person dead in a house fire. A second body was recovered from the lake where the baby was found.

It all began at 5:15 a.m. in Glen Carbon, Illinois, when fire broke out at a home owned by Cristy Lynn Campbell. An adult died in the fire but six children, siblings ranging up to age 14, escaped.

Glen Carbon is about 30 miles east of St. Louis.

Sheriff John Lakin said the person killed has not been identified, but Campbell’s estranged husband and the father of the children, Justin Campbell, has not been accounted for.

Chicago police leader meets with U.S. attorney general

CHICAGO – Chicago Police Superintendent Eddie Johnson asked U.S. Attorney General Jeff Sessions on Thursday to send more federal prosecutors and law enforcement agents to the city to focus on gun crimes, but did not discuss whether Sessions would push for court enforcement of reforms of the beleaguered police force.

Police spokesman Anthony Guglielmi said after the 90-minute meeting Sessions had with Johnson and other police chiefs in Washington, D.C., Sessions was “receptive to the idea that the federal government needs to take a more aggressive stance on taking on bad guys with guns,” but did not commit to anything specific.

Johnson also asked Sessions to establish in Chicago the kind of partnership that Denver and other cities have with the federal government that would allow the police department to access a massive database that helps investigators trace guns by analyzing shell casings found at crime scenes.

WASHINGTON – President Donald Trump’s new $1.15 trillion budget would reshape America’s government with the broad, conservative strokes he promised as a candidate, ordering generous increases for the military, slashing domestic programs and riling both fellow Republicans and Democrats by going after favored programs.

The president’s initial budget proposal, submitted to Congress on Thursday, would boost defense spending by $54 billion, the largest increase since Ronald Reagan’s military buildup of the 1980s. That means deep cuts elsewhere – the environment, agriculture, the arts – but Trump said that’s imperative to take on the Islamic State group and others in a dangerous world.

“To keep Americans safe, we have made the tough choices that have been put off for too long,” he declared in a statement titled “America First” that accompanied the budget.

Or, as Budget Director Mick Mulvaney said, “This is a hard power budget, not a soft power budget.”

It’s not entirely in line with Trump’s campaign pledges.

It would make a big down payment on the U.S.-Mexico border wall, which Trump repeatedly promised the Mexicans would pay for. American taxpayers will, at least for now.

Thursday’s proposal calls for an immediate $1.4 billion infusion with an additional $2.6 billion planned for the 2018 budget year starting Oct. 1.

Parts of Trump’s spending plan for the next fiscal year angered both congressional Democrats and Republicans who will have the final say on it.

While it targets Democratic priorities such as housing, community development and the

environment, it also would slash GOP sacred cows such as aid to rural schools and subsidized airline service to Trump strongholds, and it would raise fees on participants in the federal flood insurance program.

The budget pursues frequent targets of the GOP’s staunchest conservatives, eliminating the National Endowment for the Arts, legal aid for the poor, low-income heating assistance and the AmeriCorps national service program established by President Bill Clinton.

But Midwestern Republicans, including Sen. Rob Portman of Ohio, were upset by cuts to the Great Lakes Restoration Initiative.

Southern Republicans, such as Rep. Hal Rogers of Kentucky, lashed out at cuts he called “draconian, careless and counterproductive.”

One target of the budget is the Appalachian Regional Commission, which helps communities in the region.

Trump’s proposal covers only roughly onefourth of the estimated $4 trillion total federal budget. This is the discretionary portion that Congress passes each year, not addressing taxes, Social Security, Medicare and Medicaid.

Nor does it make predictions about deficits and the economy. Those big-picture details are due in May, and are sure to show large – probably permanent – budget deficits.

Trump has vowed not to cut Social Security and Medicare and is dead set against raising taxes.

As for Thursday’s proposal, Republicans praised the president for beefing up the Pentagon, but they were far less enthusiastic about accepting Trump’s recipe for doing so without adding to the nation’s $20 trillion debt.

“While we support more funding for our military and defense, we must maintain support for our farmers and ranchers,” said North Dakota Republican John Hoeven, blasting a 21 percent cut to the Agriculture Department’s budget.

More Trump tax questions

With characteristic incoherence, the White House simultaneously boasted that leaked data from President Donald Trump’s 2005 tax return demonstrates that Trump paid his fair share of taxes and denounced the “dishonest media” for publishing these flattering facts. But there would be no need for reporters to “illegally” publish such information, to quote the White House’s absurd accusation against MSNBC and investigative journalist David Cay Johnston, if Trump himself had simply honored the decades-old tradition of releasing his returns while still a candidate for the office he now holds. The bizarre response to the leak only deepens the mystery as to why he still refuses.

To be sure, the new information tends to refute a widely held theory: that Trump is loath to reveal how little tax he actually pays. In 2005, at least, he paid $38 million, or about a quarter of his taxable income, to the Internal Revenue Service. That’s a higher share than his predecessor atop the GOP ticket, Mitt Romney, reported. No scandal there, although it’s worth noting that this relatively high rate was almost entirely because of the alternative minimum tax, a device for canceling out tax avoidance by the rich that Trump has proposed eliminating. Keep that in mind when evaluating the White House’s promise that Trump is focused not on his past returns but on “tax reform that will benefit all Americans.”

Unless and until Trump releases his returns, including all supporting materials, we are entitled to assume that he has something to hide, whether it’s embarrassingly chintzy charitable contributions, chronic exaggerations of his wealth, business ties to Russia – or some combination of the three. Even tax returns would not constitute sufficient disclosure for a man whose business affairs stretch across states and around the world, as Trump’s do. The public is entitled to a detailed explanation of all that, as well. It’s true that, shortly before Inauguration Day, Trump pledged to separate himself from his business empire, which was a step in the right direction. But he did so without specifying the extent of his exposure before he signed away operations to his sons.

We have no idea of the status quo before Trump’s claimed recusal.

For the first time in recent history, the presidency belongs to a man with extensive active business investments, creating the potential for conflicts of interest on a correspondingly unprecedented scale.

Trump’s response demonstrates ethical cluelessness at best and contempt for this country’s long-standing democratic norms at worst.

Tax Day is April 18. Trump has an opportunity to mark the occasion by releasing his Form 1040 for 2016, just as his predecessors made their income tax returns public while serving. If he wants to engender public trust in his leadership, he’ll seize that chance.

Migration into Canada ramps up It’s happening. But not the way people thought it would.

In recent weeks, people began streaming from the United States into Canada. But they’re not disappointed Democrats, disgruntled Californians or, for that matter, anyone who might have voted for Hillary Clinton.

The majority of the estimated 3,800 individuals illegally stealing across the world’s longest unprotected border into Canada since Feb. 3 are anxious refugees and undocumented immigrants fearing detention or deportation and seeking asylum.

According to London’s Daily Mail, most of those slipping across America’s northern border this winter are carrying passports from Syria, Somalia, Burundi, Eritrea, Ghana and Sudan, Turkey, Columbia or Mexico. Many obtain tourist visas to the United States then jump into airport taxis and deliver themselves to Canadian border checkpoints where they ask for asylum.

Others, laden with luggage still bearing airline tags, walk across fields, wade through ditches and push baby strollers in deep snow from Quebec to Manitoba to elude Canadian border patrols.

When seeking office, then-candidate Donald Trump promised to deport or incarcerate 2 million to 3 million undocumented immigrants with criminal records living in the United States. The surge of asylum seekers has grown since now-President Trump issued his ban temporarily barring travelers from seven Muslim-majority countries. They are now flowing into Canada.

Since Jan. 1, according to the RCMP in Manitoba, located to the north of North Dakota, almost 200 asylum seekers have braved freezing temperatures and sometimes waist-deep snow to cross the border into Emerson, Manitoba – population 689. An estimated 1,200 have illegally entered Quebec since November, according to the Canada Border Services Agency.

Although border patrol union officials are calling for 1,000 more workers and conservatives in Parliament are calling for a refugee strategy and housing and support service resources are being stressed in rural areas where the crossings are happening.

Canada adheres to the Canada-U.S. Safe Third Country Agreement of 2004. In this, any one in the U.S., which is considered a

safe country, cannot request to be admitted into Canada as a refugee.

However, refugee status may be requested once the individual is on Canadian soil. Generally 60 percent are accepted.

Border patrols at official border crossings are turning back those who have already made refugee claims in the United States – prompting the increase in illegal entries.

An estimated 11 million undocumented immigrants living in the U.S. may now fear for their future.

Canada, which has vast, unpopulated spaces and dwindling family sizes, may be looking to a wave of immigrants to fill their nation. But Canada also has not experienced its own 9/11 attack by irrational militants determined to destroy America.

The Nation to the North is free to open its borders to anyone it wants. But to avoid its own Trumplike backlash somewhere down the road, Canada should heed the warnings of their own government officials who are calling for a strategy to cope with these unexpected visitors, as well as the call of the Canadian border patrol to have more workers.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Ill. universities charge high price for perks

Illinois News Network Joni Sorce feels conned.

Her daughter graduated from Illinois State University in 2014.

They now share more than $60,000 in debt. Sorce’s youngest daughter will graduate high school this spring, but her family can’t afford another degree from the Land of Lincoln. She’s looking for opportunity elsewhere.

“You have to be in the upper class or in poverty to be able to afford a good four-year college in Illinois,” Sorce said. She and her husband are self-employed in Streator.

“The middle gets weeded out.”

Meanwhile, nearly 100 ISU administrators take home more than $100,000 annually, according to the most recent data from the Illinois Board of Higher Education.

Higher education is about students’ pursuit of knowledge, but Illinois universities have sought more material ends: Richer administrative payrolls, multimillion-dollar pension payouts and other reckless spending choices have been the norm for years. This has led to rapidly rising tuition costs that restrict college access for too many families, not to mention legacy costs that crowd out scarce dollars for young scholars.

So those families send their students elsewhere. And many don’t come back.

My family has lived in DeKalb County for about 120 years. My relatives consist of small business owners and deputy sheriffs. I myself have volunteered for 15 years at different organizations throughout the area, so I understand the value of community.

Being allowed to represent people in an area myself and my family have loved for more than a century would be an honor.

I would greatly appreciate the ability to represent the people of Sycamore Township.

war for young talent since at least the turn of the century, likely losing more than 150,000 students on net to other states from 2000 to 2014, according to data from the National Center for Education Statistics.

Is it any wonder why? To go with the state’s dismal economic climate, tuition and fees at Illinois’ public universities have risen anywhere from 74 percent to 112 percent since 2006. ISU hiked average tuition and fees by more than 90 percent, to $13,666.

And costs are only going up.

Lisa Maag is a proud Illinois mother who watched her daughter attend college elsewhere. After finishing in the top 10 percent of her class at Alton High, Lisa’s daughter did the simple math. The cost of attending her dad’s alma mater, University of Illinois, was more than triple her tuition offer from the University of Missouri.

“It’s a no-brainer,” Maag said.

“It’s sad that she could not attend U of I, but it’s nice that there’s no student loan burden hanging over her head or ours.”

The University of Illinois charges the highest average in-state tuition in the Midwest, compared with each state’s flagship university.

University officials across the state are blaming the budget crisis for the mess in higher education. But Illinoisans shouldn’t be duped.

Gridlock isn’t why the system is

facing financial troubles. Rather, administrative costs have effectively pulled higher education out of reach for families without the means to pay, or the means to leave.

Illinois spends more money on administrative and retirement costs than on university operations. The number of university administrators in Illinois grew by a third between 2004 and 2010, while the number of students grew by less than 3 percent, according to a report from the Illinois State Senate Democratic Caucus.

Now, more than 50 percent of the state’s $4.1 billion budget for public universities is spent on retirement costs alone.

This isn’t a funding problem. It’s a priority problem.

For further evidence, take a look at how universities are dealing with the budget impasse. Officials at Northeastern Illinois University, for example, have a simple message for students: It’s not about you.

The university was set to fire about 300 student workers because of a new state regulation that requires schools to eliminate all state-funded student and temporary positions before implementing furlough days for university staff.

So while about 1,000 NEIU employees will take five days of unpaid leave in March, hundreds of students would have lost access to jobs that help pay for their education.

I listened to the White House press conference March 7 and to a number pundits’ reports on CNN and MSNBC, and not once did I hear the question asked that would have cleared up the mystery of President Donald Trump’s tweet that President Barack Obama had Trump Tower bugged during the 2016 presidential campaign.

The question I heard repeated over and over was, to paraphrase: What evidence or proof does Trump have that what he tweeted is true?

The answer I repeatedly heard was: Congress will be looking into that. A nice deflection of the question, but what sounds to me a lot like the beginning of a cover-up.

The truth is that Illinois’ head honchos of higher education for years took state and federal dollars and spent them not on student needs, but on their own desires. And then they hiked tuition. If these institutions had spent their money wisely, the whole state would benefit from new talent flocking to Illinois. But we know that’s not happening.

Thankfully, some universities seem to be taking smart steps to reduce costs, such as eliminating programs that overlap with similar public colleges and right-sizing payrolls. But the priority problem still remains. And tuition costs are still rising.

“I don’t appreciate the people who have fixed the system to make it impossible for someone wanting to better themselves through higher education, and yet they get things like automatic raises every year,” Sorce said. “Not to say people don’t deserve good pay and benefits, but when it’s on my dollar, I should have a say.”

Refusal by the White House press secretary to ask the president about his source of information would have demonstrated loyalty to the president, but incompetence as a press secretary and a basis for questioning the loyalty of the press secretary to the American people.

Any of that would have accomplished something positive, if someone, anyone, would have asked the right question.

During part of that time, he performed in a duo called “Bruce and Dan,” but now that he has retired from teaching, he is back on a solo career.

Holmes is an accomplished singer,

Erika McCall, creator of the national Go For Yours Project, was a guest speaker in the HLT 202 Women’s Health Issues class Feb. 23 at Kishwaukee College. McCall, a DeKalb High School graduate, received a bachelor’s degree from Illinois State University in health education and a master’s degree in adult education from Northern Illinois University. While employed in her field at St. Xavier University, she created the concept of “Go For Yours,” which emphasizes determining a goal and then making the decisions – some that may involve risk – to achieve it. She advised the class to always use the resources available, including the unique opportunities they have as Kishwaukee College students.

Somonauk Cub Scouts become Boy Scouts

Ryan Cowan of Troop 16 was recently awarded the rank of Eagle Scout, the highest award achievable in Boy Scouts. He is the son of Jason and Rhonda Cowan of Sycamore.

Cowan began his Scouting journey in first grade in Cub Scout Pack 102.

He earned all five Cub Scout ranks and the Arrow of Light (the highest award given in Cub Scouts). He continued his trail to Eagle serving as den chief, assistant quartermaster and patrol leader.

He attended numerous campouts, community service events and activities. He attended Tomahawk Scout Ranch and Tesomas Summer Camp in Wisconsin. He earned 22 merit badges during his Scouting career with chess and citizenship in the world being his favorites.

Cowan attended Southeast Elementary School in Sycamore and wanted to give back to the school. His Eagle project consisted of renovating the inner courtyard at Southeast to help create a living classroom.

YCAMORE – Sycamore boys bowling coach Aaron Williams thought a state-placing season and 210 average were realistic goals for Austin Verheaghe’s senior season.

Verheaghe accelerated the timetable.

The Sycamore junior finished 14th at the state tournament this year, averaging a team-best 210 throughout the season to be named the 2017 Daily Chronicle Boys Bowler of the Year.

“I really wasn’t expecting this,” Williams said. “He worked really hard all season. He would practice when we didn’t practice. He actually led our team in average this year, and that was not expected. I was expecting it next year maybe, but this year, when we were at state, he was on

Verheaghe averaged a 219.6 in his 12 state tournament games and was in ninth place after the first day. After he struggled in the first series of his second day – a high game of 203 – he surged up the standings with a 697 series to close, with no game lower than a 211.

“State tournament, that was something that was unbelievable,” Verheaghe said.

“It’s something that’s hard for people who don’t bowl to understand what it’s like at state. But the feeling is just insanely a rush. There’s so much on your mind, fans on your mind, you have a lot to worry about. It’s a lot of pressure. It was a great time.”

As a team, the Spartans qualified for state, but finished in 17th after the first day.

“Team-wise it didn’t go as we expect-

ed, ’cause we were all pretty confident in going to state as a team,” Verheaghe said.

“But as an individual, I’d say it went pretty well. Just a lot of hard work and focus during the season. Even though we had our times when we were messing around, we would focus and lock in on what we were doing.”

After the strong junior campaign, Williams said he expects even more next year.

“I’d like to see top 10 next year,” Williams said. “I think he can do it. He has it in him. He has the work ethic. He’s improved so much from his freshman year to his junior year. So I think top 10.”

Verheaghe said the goal is to work on improving.

“Next year all I can do is just get better,” Verheaghe said. “There’s a lot I need to still work on, but I can shoot for the same high expectations.”

ecarifio@shawmedia.com DeKALB – When Ben Aranda, Blake McGee and Kyler Klapprodt prepared for their championship matches at the IESA state tournament Saturday at the NIU Convocation Center, they were in a position they hadn’t been all year.

They were the underdogs.

But that didn’t stop the trio of Huntley co-op wrestlers from winning state titles, as the J-Barbs won the team title.

“We’ve had a target on our back all year,” said Pat Kiley, coach of the co-op between Huntley and Clinton-Rosette middle schools. “Sometimes that’s hard on a middle school to have that target and still be able to achieve that goal.”

The J-Barbs were perfect in the regular season, winning every tournament, including a record-setting performance in the regional with 531 points – Kiley

In the finals, however, the last three J-Barbs standing were underdogs.

“Ben was wrestling a defending state champ at 80 (pounds),” Kiley said. “Blake was wrestling an 85-pounder that was undefeated, and Ky-

ler was wrestling a kid that experts say is pound-for-pound the best wrestler in the state.”

All three came away with state titles. Aranda, an eighth-grader, rolled to a 9-3 victory that Kiley said could have been even more lopsided.

“It was actually kind of scary,” Aranda said. “Your par-

ents and coaches all expect you to win. It’s nerve-wracking.”

McGee “came out with a vengeance,” Kiley said, got four quick points, and then the eighth-grader held on for a 5-4 win.

“I’ve been in the situation before at state, but it seemed like so much more,” McGee said. “You have two mats, and you have your whole team cheering you on. It’s great having them right there cheering for you.”

Klapprodt started from behind against Logan Deacetis from Dwight, but Huntley’s lone seventh-grader in the fi-

nals came away with a title.

“He was cranking on Kyler pretty good,” Kiley said.

“At one point I saw it looked like he was going to either get turned or the arm was going to go out of his socket. But Kyler willed himself over to his stomach and did not go over.”

Klapprodt said he didn’t really care about being the favorite or the underdog.

“I didn’t really pay attention to that, what people said,” Klapprodt said. “I felt real comfortable going in.”

The J-Barbs hosted all three rounds of the postseason and didn’t have to worry about long trips across the state, instead getting to wrestle on their own mats.

“It was a lot of work on the logistic ends for the parents, coaches and all the behind-thescenes stuff,” Kiley said. “But the kids got to sleep in their own beds, they got to sleep longer, weigh-in on their own scales.”

So was it worth all the extra effort? Kiley answered that question emphatically and without doubt.

“You better believe it is,” he said.

Akins making his NCAA Championships debut

A four-time IHSA place-winner for the Sycamore wrestling team, Akins will make his first appearance in the NCAA postseason. The Buffalo redshirt sophomore battled injuries early and late in the season, yet, when he pinned Eastern Michigan’s Noah Gonser in his first match of the Mid-American Conference tournament March 5, he became one of five qualifiers from the conference at 125 pounds.

He advanced to the third-place match, but, with a spot at the NCAA tournament already secured, he forfeited for a fourth-place finish. The NCAA tournament started Thursday.

The Northern Illinois women’s basketball team’s season ended with a 94-84 loss at South Dakota State in the first round of the WNIT on Thursday night in Brookings, South Dakota.

It was the first postseason action for the Huskies (21-12) since the 1994-95 season.

Sophomore Courtney Woods scored 19 points and grabbed 11 rebounds while making five 3-pointers. Junior post Kelly Smith scored 19 points and added 10 rebounds.

Senior Ally Lehman, who played in the final game of her decorated career with the Huskies, had 16 points, six rebounds and five assists, and sophomore Mikayla Voigt added 15 points.

The Jackrabbits (23-8) led for nearly the entire game and connected on 14 3s, shooting 45.2 percent from beyond the arc.

The Huskies trailed, 45-42, at halftime, but South Dakota State outscored NIU, 26-20, in the third quarter.

G-K girls soccer tops Indian Creek in opener

The Genoa-Kingston girls soccer team started its season Thursday with a 2-0 home win against Indian Creek in Genoa.

Hannah Phillips had a goal and an assist. Maggie Bouque started the scoring with a goal in the 43rd minute. Rachel Younker had an assist, and Danyelle Crozier made 11 saves for the Cogs.

Kaneland girls soccer trounces IMSA

The Knights rolled to a 10-0 win in their season opener Thursday in Maple Park.

Tylor Zitkus was the only Knight to score multiple goals, connecting twice off assists from Rachel Lutter – who finished with three assists. Sophie Ottoson also had two assists.

Abbie Lomahan, Holly Collingbourne and Becca Geringer each had a goal and an assist for Kaneland.

NIU wrestling still alive heading into Day 2

All five members of the NIU wrestling team participating in the NCAA Championships stayed alive after the first day of action Thursday at the Scottrade Center in St. Louis.

Sophomore Steve Bleise (149 pounds) and seniors Trace Engelkes (174) and Shawn Scott (197) all won their first-round matches, but lost in the second round.

Bleise, seeded 14th, topped Old Dominion’s Michael Hayes, 5-3, before falling to No. 3 Lavion Mayes (Missouri) in extra time, 2-1. Scott, who is seeded No. 11, also suffered a onepoint loss in the second round, losing to No. 6 Preston Weigel (Oklahoma State), 3-2, after beating Cornell’s Benjamin Honis, 9-2, in the first round.

Engelkes, who is No. 15 at 174, earned a third-period pin in his first match against Princeton’s Jonathan Schleifer, but had a lopsided loss in the second round against No. 2 Brian Realbuto (Cornell).

Freshman Brock Hudkins (125) and senior Shaun’Qae McMurtry (165) each lost in the first round, but stayed alive with wins Thursday night. Hudkins picked up a 6-0 win, and McMurtry earned a 10-4 victory.

NIU baseball falls at Michigan

The NIU baseball team jumped out to an early lead but allowed seven runs in the third inning and lost, 7-4, to No. 21 Michigan on Thursday in Ann Arbor, Michigan.

The Huskies (3-13) scored two runs in the top of the first inning, and Roderick Bynum, Jesus Tovar and Samuel Vega each collected two hits in the loss. Blake Walker and Matthew Hoffman combined for five innings of scoreless relief on the mound.

SALT LAKE CITY – At Northwestern, the party goes on.

At Vanderbilt, there is only one question: What was he thinking?

Northwestern’s first NCAA tournament victory, 68-66 over Vanderbilt, came after Commodores guard Matthew Fisher-Davis inexplicably grabbed Bryant McIntosh of the Wildcats on purpose, sending McIntosh to the free-throw line for the go-ahead points with 14.6 seconds left.

“I actually thought we were down one,” Fisher-Davis said after Thursday’s heartbreaker in the West region. “Coach ... pointed at him, but he was just telling me that was my matchup. I took it as (I should) foul.”

And although Fisher-Davis

scored 14 of his 22 points in the second half to help ninth-seeded Vandy (19-16) rally from 15 points down, his mistake was the main takeaway from this game – maybe not as bad as Chris Webber calling a timeout that Michigan didn’t have or Georgetown’s Fred Brown throwing the pass to James Worthy of Bryant North Carolina McIntosh in the final, but certainly not one for the “One Shining Moment” video, either.

“An honest mistake,” Northwestern coach Chris Collins called it. “You feel bad for players. He was tremendous today.

Certainly, I was surprised.”

Wade out rest of the season with elbow injury The ASSOCIATED PRESS CHICAGO – Dwyane Wade decided to leave Miami after 13 seasons to come home to Chicago, hoping his arrival would help galvanize the Bulls team he grew up watching.

The fairy tale gave way to a much harsher reality this season, with the Bulls plagued by locker room discord and frustration Dwyane Wade between the team leaders and the front office. That Wade’s first season is ending 14 games early because of a fractured right elbow only makes it more painful.

An MRI on Thursday revealed a fractured bone and ligament damage in Wade’s elbow, ruling him out for the rest of the regular season. With the Bulls (32-36) sitting in 10th place in the Eastern Conference and having lost

six of their past seven games, the playoffs are looking less likely by the day.

“It’s not the way I would’ve written it,” Wade told reporters after the injury was announced. “But it is what it is.”

Wade was injured in the fourth quarter of Wednesday night’s loss to Memphis when he collided with Grizzlies forward Zach Randolph. He said after the game that he felt “a couple of pops” and the elbow briefly was dislocated.

Wade averaged 18.6 points and 4.5 rebounds in his first season with the Bulls. He has teamed with All-Star Jimmy Butler to try to provide scoring and veteran leadership to a team seemingly in transition.

Wade’s scoring average is his lowest since his rookie season, and his 43.4 percent shooting is the lowest of his career. But his 31.5 percent from 3-point range is the second-best mark of his career.

Condon (26 saves) had the save of the night, snaring a point-blank shot

by Artemi Panarin early in the first, and he made another beauty while flat on his back on Marian Hossa, who was playing in his 1,300th career game in the city where his career began 19 seasons ago. But Condon couldn’t stop Keith’s shot from the point from trickling in at 8:04 of the third, which gave the Hawks a 1-0 lead.

The Senators finally solved Darling on their fourth power play of the night, as Kyle Turris scored 12 seconds after Brent Seabrook was whistled for tripping. The Hawks had been 15 of 15 on the kill in March to that point. But the Hawks got overlapping power plays late in the third period, and Panik drilled home a Patrick Kane feed from behind the net to make it 2-1, and that was all Darling needed to beat his buddy, and give the Hawks some breathing room atop the standings.

“We’re great friends,” Darling said.

“Obviously, we both want to win. I’m happy he played well, but I’m happy I won.”

BUTLER DID IT, WITH HELP Matt Szczur drove home Albert Almora Jr. from second with a two-out single to center field in the first inning, and Eddie Butler pitched four scoreless innings in a start to give the Cubs their second victory in as many spring games against the team they beat in last year’s National League Eddie Butler Championship Series. Butler (4-0) struck out four, didn’t walk a batter, allowed only one hit and lowered his spring ERA to 2.70 in 10 innings.

OUTFIELDERS ON DISPLAY Szczur, last year’s fourth outfielder who’s battling for the final bench job, is having a strong spring both at the plate (.898 OPS) and in the field, where he made a nice running catch Thursday. Almora, last year’s rookie who is looking to gain a big share of the starting time in center field this year, also is having a big spring. His double in three at-bats pushed his OPS to .904.

HOT HAPP Second baseman Ian Happ, the 2015 first-round draft pick who has turned heads all spring during his first big league camp,

doubled and walked twice against the Dodgers. He’s hitting .441 with four doubles, three homers and a 1.310 OPS in 37 plate appearances.

LESTER WORKS Opening Day starter Jon Lester worked five innings, throwing 62 pitches, in an intrasquad game against Cubs’ minor leaguers on the far side of camp Thursday. “I’m just trying to get my fastball back to the right angle and the right location,” said Lester, who threw mostly fastballs that the kids rapped for nine hits and six runs. “I missed a lot today, so I’ll just continue to work on it. OTTAWA – Duncan Keith was waxing poetic about Scott Darling, and how he always is ready to step in at a moment’s notice, and how the Blackhawks never miss a beat when he is in net, and how he proved himself in the Nashville series in the 2015 playoffs, and how the Hawks need guys such as him to win Stanley Cups, when he finally caught himself.

“We’re talking playoffs here – we’ve still got a lot of hockey here coming up,” Keith said. “But, obviously, it’s right around the corner.”

Twelve games left, to be exact.

And the Hawks are surging into the spring, as Darling made 33 saves in a spot start in a 2-1 victory over the Ottawa Senators. The win, coupled with Minnesota’s loss at Carolina, put the Hawks three points up in the Central Division standings, and the race for the top seed in the Western Conference.

A little more than a month ago, the Hawks trailed the Wild – who have six regulation losses in their past eight games – by nine points.

Hair loss caused by many issues Dear Doctor: I’ve been taking thyroid medication for several years, and my doctor says my blood tests are where they should be, but my face feels like sandpaper, my nails are brittle, and I’m losing so much hair that I can see my scalp. Could there be some underlying problem my physician is missing?

Dear Reader: Hair loss can be a distressing symptom, made all the more so when its cause is a mystery.

Your thyroid hormone levels are an obvious place to start, because both low and high thyroid levels can lead to hair and nail changes. Symptoms of high thyroid levels include hair loss, skin that is unusually smooth and warm, and nails that soften and loosen from the nail bed. The remaining hair becomes thinner, softer and does not hold a wave.

Symptoms of low thyroid levels also include hair loss, including in the armpits and genital area, but the hair in this scenario is dull, coarse and fragile. As for the nails, they tend to be delicate, thin and have multiple grooves. That said, if your physician has done a complete panel of thyroid tests and the results have been normal, then most likely the function of your thyroid gland is not the cause of the brittle nails nor the hair loss.

That doesn’t mean the thyroid isn’t a factor. Autoimmune thyroid disease can lead to hair loss, both patchy and more diffuse, as well as inflammatory conditions of the skin. Such disease isn’t always reflected in thyroid hormone levels. Checking anti-thyroid antibodies in the blood can identify autoimmune thyroid disease, and point you and your doctor in a clearer direction.

Hair loss also can be caused by androgenic alopecia, linked to an excess of androgens, a type of male hormone. These hormones are present in both men and women, but they’re higher than normal in

ASK THE DOCTORS Robert Ashley some women, such as those with congenital adrenal hyperplasia or polycystic ovarian disease, which is relatively common. Simply checking levels of testosterone and dehydroepiandrosterone (DHEA) can either rule out androgenic alopecia or suggest that it be explored further.

Another potential cause is medication.

Some medications can lead to hair loss, so if your symptoms seem coincidental to starting a new medication, there might be an association.

Biotin deficiency, which is rare, can also cause hair loss and inflammation of the facial skin. But if you have a normal diet and eat eggs, you have a low likelihood of this condition. Nonetheless, it’s something to rule out.

Iron deficiency also can lead to both brittle nails and hair loss. This doesn’t explain the skin manifestations that you have, but if you are looking at other possibilities, checking the iron level of the blood should be part of the workup.

Any major illness can lead to hair loss and nail changes, and psychological stress can lead to hair loss. So, if there have been major stressors in your life, either physical or psychological, consider that a potential culprit.

In summary, if your thyroid levels are normal, it would be wise to check your thyroid antibodies, androgens and iron levels – and your level of stress.

When South opens one heart, North’s hand greatly increases in value. It contains four short-suit points (one in spades and three in diamonds) and has only five losers because you deduct one loser for a 10-card or better fit. South then uses his preferred form of Blackwood before stopping in six hearts.

West chose to lead a spade in preference to the diamond queen because he knew about dummy’s short suit. Here, West did well not to lead a club.

Declarer has a potential loser in each rounded suit. Taking the trump suit in isolation, the percentage play for no losers is to cash the ace. But that is wrong with these hands. The right line is to take both spade tricks and the diamond ace before ruffing the diamond seven on the board.

Then South should call for the heart queen (to encourage East to cover with the king) and, assuming East plays low smoothly, to run the queen.

Here, the finesse wins and declarer is playing for an overtrick. But suppose West could scoop up the trick with the singleton heart king. He would be endplayed, forced either to lead into South’s club tenace or to concede a ruff-and-sluff. Whichever he chooses, declarer will lose no club trick.
