uments from Finance Director Cathy Haley. “It’s a transparent way for the taxpayers to see where their money is going,” Haley said. “And property taxes are a reliable source of revenue for those state and federally mandated obligations we have.” The actual increase will depend on the increases in police and fire pensions, as well as what aldermen decide, Haley said. But under the Truth in Taxation Act, city officials have to receive and file the estimated levy at least 20 days before the

actual levy ordinance is passed. This year, aldermen will set the levy Dec. 8. Before then, they will hold a joint meeting with the finance committee, a public hearing and a first reading. Finance Advisory Committee member Mike Peddle said when the committee met Oct. 29, most of his peers supported the option that would add around $50 to the property tax bill of someone who owned a $150,000 home. Committee members also supported a third option that would result in a $20 annual increase for the

average homeowner. The discussion is far from over, both Haley and Peddle said. Staff have told finance committee members that city streets and fleet replacement also needs millions in additional funding. The council and finance advisory committee members will meet Thursday to discuss the city’s finances. “There’s no easy decision to be made,” Peddle said. “It’s pretty evident something is going to happen so we are able to spend some increased revenue in some targeted areas.”

Plans to have commissioners fill open seat By KATIE DAHLSTROM kdahlstrom@shawmedia.com DeKALB – DeKalb Park Board Commissioner Per Faivre plans to resign from the board, but not in time for his seat to be up for election in April. Faivre expects to move out of DeKalb in early December after the pending sale on his house has closed. He said he purchased a home closer to his job at Waukesha, Wisconsin-based Spancrete, where he has worked for more than a year. Although he said he has not discussed it with his fellow board members, Faivre would like to resign after the deadline has passed for his seat to come up for election, which is Dec. 5. According to Ken Menzel, the deputy general counsel for the Illinois State Board of Elections, if Faivre resigns with fewer than 123 days before the next election, the board will appoint someone to fill his seat until 2017. Faivre said knowing there are two other seats on the five-member board up in April, he wants someone to be in place and not have to face an election. Faivre was elected to a six-year term as one of three new board members in April 2013.

By KATIE DAHLSTROM kdahlstrom@shawmedia.com DeKALB – As a permanent substitute teacher, the only thing consistent about Raechel Striedl’s days is that she spends them at DeKalb High School. She could be an English, welding, science, and physical education teacher all in the same day, depending on which full-time teacher is ab-

sent. It’s not the ideal fit for Striedl, who graduated from Illinois State University in 2013 with a bachelor’s degree in communication education. But, it’s better than bouncing from building to Raechel Striedl building as she did last year. “This is a nice way to get to know

the teachers, the staff, the students,” Striedl said. “This way I’m not an unfamiliar face.” The situation also benefits DeKalb School District 428, which has had problems finding substitute teachers to fill some of the 5,600 daily teacher absences it experiences throughout the year. Data from the district show it uses 47 substitutes a day.
