Council gathers more House steers information on streets toward

climactic vote on GOP health care bill WASHINGTON (AP) — Republicans muscled their capstone health care overhaul past an initial barrier and toward a climactic roll call Friday, plunging ahead despite uncertainty over whether they had the votes to prevail in what loomed as a monumental gamble for President Donald Trump and his GOP allies in Congress. In a message delivered to rank-and-file Republicans at the Capitol late Thursday, top Trump aides said if the measure failed he would move on to the rest of his agenda. “We’ll see what happens,” Trump said at the White House Friday when asked his course should the measure fail. The Creston City Council gathered more information on its potential $5 million street improvement project during Tuesday’s regular meeting. City Administrator Mike Taylor encouraged council members to begin trying to narrow down the list of 12 potential street projects. “We’re going to have to dial it in here in the next meeting or so,” Taylor said. “We’re going to have to narrow d o w n what we think the s c o p e needs to Taylor

This is a long-term project.” One of the questions answered for council members during Tuesday’s meeting was are there more streets in Creston where a smaller investment as opposed to a total reconstruction can be made to prolong the life of a street? “Yeah, we can take a look at some life-cycle cost analysis,” said Austin Smith of Garden and Associates. “Something like S o u t h Cherry, if there’s m o r e Smith streets

like that in Creston, we can spread this project for $5 million quite a few more blocks. At the same time, if you let something like that go for 10, 15, 20 years, it turns into something like South Chestnut and you’ve got a full reconstruction.” Council members also discussed the idea of doing North Elm Street in phases, and if there were any alternatives to a full reconstruction of North Elm Street to save the city money. Smith said there are some sections of North Elm Street that would be candidates for being overlayed. However, there are sections of the street from West Howard Street to the Early Childhood Center where the curb capacity is already maxed out for overlay. “Talking with Kevin

(Kruse), if the city would overlay a stretch of Elm and the price comes in at $700,000 or $800,000 for that whole run, sure it’s a third of the price, but your life for that is 12-15 years as opposed to about 40 for the whole reconstruction,” Smith said. “It’s not quite apples to apples. If you do a full overlay of Elm, you still have sections of that that are 26 feet wide, which sounds kind of wide until you get a couple of cars parked on it.” The original $2.47 million estimate given for North Elm Street from West Adams Street to West Townline Street was for a full reconstruction at 31 feet wide. “If we overlayed some of Elm Street and it lasted 15 CITY | 2A

(AP) — Spacewalking astronauts prepped the International Space Station on Friday for a new parking spot reserved for commercial crew capsules. The 250-mile-high complex already has one docking port in place for the SpaceX Crew Dragon and Boeing Starliner, which should start carrying up astronauts as early as next year. Friday’s spacewalk set the stage for a second docking location.
