Rubio focuses on Iowa amid attendance attacks CLINTON (AP) — Amid new criticisms about his Senate attendance record, Marco Rubio says some of his rival candidates are getting “a little desperate and a little nasty.” The Florida senator kicked off an Iowa tour Tuesday, as a super political action committee backing Jeb Bush announced Rubio a new ad in the state accusing Rubio of missing a Senate meeting after the November terrorist attacks in Paris. New Jersey Gov. Chris Christie also piled on during an Iowa stop, questioning Rubio’s Senate attendance. After a town hall meeting in the leadoff caucus state, Rubio said the ad from Right to Rise “isn’t

accurate,” adding that as a member of the Senate Intelligence Committee he attended a different briefing on the Paris attacks. Asked about Christie’s comments, he said the governor had been away from New Jersey “half the time.” “Candidates I think as we get down the stretch here some of them get a little desperate and a little nasty in their attacks,” Rubio said. Rivals have tried to make an issue of Rubio’s attendance in the Senate. In 2015, he has missed about 35 percent of roll call votes, according to GovTrack.us. That’s more than any of the other senators running for president. But several Iowa attendees said they were not troubled by Rubio’s Senate record. “He’s out here trying to RUBIO | 2A

SW Iowans welcome delay in Medicaid transition Originally set to take effect Friday, Iowa’s transition to a privatized Medicaid system has been delayed two months by the federal government. Several southwest Iowans are welcoming the extra time.

an Knock received the letter Dec. 7. It was forwarded from the group home in Glenwood that cares for Della, an adult with a developmental disability who has been under Knock’s guardianship for 37 years. The letter, sent by the state government and received by the home a day earlier, said Knock would need to select a national managed care organization, or MCO, to take over the management role for Della’s services in place of Iowa’s Medicaid program, which serves as a health insurance program for the low-income and disabled. Although Knock had read Knock about the proposed privatization of Iowa’s $4.2 billion Medicaid program in the Des Moines Register and followed up with personal calls to Iowa legislators, this letter was the first official word she had received. According to the letter, her deadline was Dec. 17. That gave Knock 10 days. Even though there would be a trial period where Knock could switch MCOs, initially figuring out which one best fit Della’s needs was a decision complicated by the possibility of Della’s current health care providers not yet accepting any of the MCO options. “It was incredibly compressed and incredibly frustrating to be in that situation making such big decisions,” Knock said. “For people like Della, this isn’t just a change in her primary doctor, but it also affects her employment and her living situation and her case manager. It also could change her living situation and how her future is managed.” Della is one of 560,000 Iowa

Medicaid beneficiaries whose services will likely switch from government management to one of three private MCOs, a move the Branstad Administration had originally scheduled to take effect Friday. However, earlier this month, the federal Center for Medicare & Medicaid Services sent a letter to Iowa’s Medicaid director announcing a decision to delay approval of the switch for at least 60 days. Since both state and federal dollars fund Medicaid, the privatization requires a final federal approval. The center’s letter stated Iowa was on its way but still not ready to make the switch, citing a lack of fully developed health care provider networks, confusion among Medicaid beneficiaries and the lack of an ombudsman, whose role is to handle Medicaid-related

complaints, grievances and information requests. Knock and others now have until Feb. 17 to choose an MCO, along with a 90-day window in which they can switch to any of the other MCOs. Knock said those two months have come as a welcome reprieve. “Hopefully we’ll have time to find out (which providers) sign up and find out which insurance company is best for Della,” Knock said.
