Baltikauski seated on council Spring Valley fills Third Ward seat By Goldie Currie gcurrie@bcrnews.com

SPRING VALLEY — Spring Valley resident Debra Baltikauski was appointed and sworn in to the Third Ward alderwoman position at this week’s council meeting.

Baltikauski has replaced the late alderman Mark Actis, who passed away in March. Spring Valley Mayor Walt Marini first announced his selection of Baltikauski at the April 14 council meeting. At that time, he said the council — which was

made up of seven men — could use the perspective of a woman. Earlier this week, Marini talked a little more about how he came to select Baltikauski. “I’ve known her and her family for a number of years, and she’s a friend. I knew she would be a good person to have represent the Third Ward,” he said.

Marini admitted when he first approached Baltikauski about the idea, she had to think on it for a couple days but eventually agreed to take on the challenge. “She told me she’s already written a list of questions she wants to sit down and talk to me about,” Marini said, pointing out she’s already active in the position.

When taking about the strengths she will bring to the council, Marini said he respects how she’s not afraid to speak her mind. When deciding who to select to represent the Third Ward, he knew right away he didn’t want someone who would sit and not speak up about issues.

Even with a council made up of seven other men, Marini is certain that Baltikauski will not feel intimidated. Looking back at the history of the Spring Valley Council, the last women seated was Pam Albrecht 13 years ago. In 2001 she decided not to rerun for her position.

PRINCETON — Lincoln Elementary School in Princeton is one of 125 schools statewide to receive an Academic Improvement Award for showing substantial improvement in its state standardized testing. The Illinois State Board of Education (ISBE) made the announcement on April 24 of a total of 177 schools, including Lincoln Elementary in Princeton, which were named to the 2013 Illinois Honor Roll for performance on standardized tests. ISBE chairman Gery Chico said the awards are given in three categories. For the 2013 year, there were 37 “spotlight schools,” which are highpoverty, high-performing schools that are beating the odds by overcoming the achievement gap. Another 23 schools were awarded for sustaining high performance for at least three years. Another 125 schools, including Lincoln Elementary, were honored for showing substantial academic improvement. To earn an Academic Improvement Award, the number of students meeting or exceeding standards on state tests had to increase by at least 7.5 points higher than

SHEFFIELD — A Bureau County man has been honored for his volunteer tutoring and mentoring of young people in the Illinois Youth Center in Kewanee. Ron Happach of Sheffield is one of 23 individuals and four businesses named by Gov. Pat Quinn and the Serve Illinois Commission on Volunteerism and Community Service as the Volunteer Service

Award winners for 2014 for the Northwest Region of Illinois. The total of 27 award winners were chosen from 180 nominations statewide. Quinn announced the winners on Monday, saying the prestigious award recognizes volunteers and volunteer programs that have made a difference in Illinois and highlights the importance of community service. The Governor’s Volunteer Service Awards focus on the areas of economic opportunity, education, environmental

conservation, disaster preparedness/ response, health and veterans’ affairs. The awards were presented to the recipients at a ceremony held April 28 at the Governor’s Mansion in Springfield. “Every day across Illinois, thousands of volunteers donate their time and work hard to help others and build stronger communities,” Quinn said. “Today we are honoring these individuals who donate their time to make our communities better and set an
