MINUTES SAN FRANCISCO HOUSING AUTHORITY PUBLIC HOUSING RESIDENT ADVISORY BOARD MEETING

May 15, 2012 SCHEDULED: 10:00 a.m. at 1290 Fillmore Street, San Francisco, CA 94115 Resident Advisory Board Present: Joyce Armstrong, President (PHTA) Reggie Darty, Board Member (CCSD) Neola Gans (PHTA) Uzuri Green, Secretary (PHTA) Beverly Saba, President (CCSD) Dedria Smith (PHTA) Solomon Watkins, Board Member (CCSD) Randall Glock (CCSD) Chapter 12 Linda Martin-Mason reiterated from the last RAB meeting that Chapter 12 has more substantive changes and shared the substantive changes. Ms. Gans, RAB, suggested that the transfer policy be open for a specified period of time every year. For example, a resident may request a routine transfer only between January and March every year. Ms. Raimey, RAB, asked how many people are currently on the waiting list. Public, asked if gunshots would qualify as an emergency? Mrs. Martin-Mason took note of the question. Ms. Saba, RAB, asked whether drug problems, vandalism, and verbal abuse qualify as an emergency transfer. Ms. Martin-Mason took note of the question. Mrs. Martin-Mason took note of the question. Mrs. Martin-Mason provided an overview of the current policy and the proposed policy and asked for questions, thoughts or suggestions. Ms. Gans, RAB, agreed that residents should not be able to transfer continuously. Ms. Saba, RAB, asked whether asthma would be considered an emergency transfer. Mrs. Martin-Mason took note of the question. Public, asked what the proposed routine transfer time frame would be? Mrs. Martin-Mason took note of the question. Ms. Johnson, RAB, asked what the procedure would be for a reasonable accommodation. Mrs. Martin-Mason took note of the question. Ms. Saba, RAB, asked what would happen to a request for transfer due to a reasonable accommodation if not deemed an emergency. Mrs. Martin-Mason took note of the question Ms. Johnson, RAB, expressed frustration with the current reasonable accommodation process namely because of timeliness and verification.. Mr. Darty, RAB, agreed that the verification should go from the medical practitioner directly to the Housing Authority. Mrs. Martin-Mason responded that the Housing Authority is currently revisiting its forms in an effort to simplify them. Ms. Gans, RAB, asked for further explanation of the proposed policy’s process. Mrs. Martin-Mason took note of the question. Ms. Saba, RAB, stated that 12.11D wording was too puzzling to understand. Mrs. Martin-Mason took note of the suggestion. Chapter 13 Ms. Saba, RAB, asked how many leases had been recently terminated and whether the termination was a result of criminal activity. Mrs. Martin-Mason took note of the question. Ms. Armstrong, RAB, suggested clarification on the wording in section 13.3A. 2

Ms. Saba, RAB, asked what a “material term” is? Mrs. Martin-Mason took note of the question. Mrs. Martin-Mason agreed to provide a copy of the current lease agreement for the RAB members. Ms. Gans, RAB, asked if evicted from HA, will it affect credit. Mrs. Martin-Mason responded yes. Chapter 14 Mrs. Martin-Mason provided an overview of the grievance procedures and the proposed changes. Public, requested that title remain “informal” and “formal” hearing as it currently is. Mrs. Martin-Mason took note of that request. Meeting Adjourned
