A Message From the President
For the Sioux Falls Area Community Foundation, our 2021-22 fiscal year was one of learning and discovery. We’ve spent the better part of the last 12 months working with community members, civic leaders and our board and staff to develop a new strategic framework — a road map for our work going forward as we seek to deepen our work in the community and maximize the impact of philanthropy across our area.
For nearly 40 years, the Foundation has stood as a champion for philanthropy — inspiring charitable giving and transforming generosity into impact.
Moving forward, we will continue to serve in this important role as we strengthen our focus on encouraging greater community collaboration and connecting donors and community partners with purpose.
In this report, we highlight three of the many areas we believe are important mile markers on our area’s collective road map toward a brighter tomorrow: helping our kids succeed, advancing mental health and nurturing our community.
On behalf of our community partners, our neighborhood nonprofits and our growing community of donors, we’re proud to illustrate the breadth and depth of our work in these areas over the last year.
And, as we celebrate the extraordinary generosity of this community — a record $65 million in gifts in our last fiscal year — we also know there is still much to do.
We believe philanthropy can and should play an important part in creating a brighter tomorrow where everyone can thrive. As a hub for community knowledge, we look forward to building engagement around important issues and connecting donors with purpose to improve the quality of life for all.

HELPING OUR KIDS SUCCEED
From our competitive grant-making programs, to fiscal sponsorships, to efforts to connect donors with meaningful giving opportunities, much of our work over our last fiscal year has focused on creating opportunities for kids to thrive.
As a past recipient of grants from the Sioux Falls Area Community Foundation, Harmony South Dakota is building young leaders through music.
Thanks to charitable support and partnerships, the program is free for students. Participants experience the benefits of making music while developing self-discipline, self-confidence, coordination, emotional awareness, patience and more. (Submitted photo.)
BUILDING TOMORROW'S LEADERS
Before last summer, seventh grader Levi Johnson had never been to camp. He'd also never had a positive experience with a law enforcement officer.
That all changed last June when he spent a week at Camp POSTCARD.
Led by Volunteers of America (VOA), Dakotas, Camp POSTCARD is designed to help build positive, trusting and respectful relationships between at-risk youth and law enforcement officials.
Thanks in part to a multi-year grant from the Community Foundation, students were able to attend camp at no cost and the majority of camping supplies, from sleeping bags to hygiene kits and more, were also provided, along with transportation to and from the camp, held at NeSoDak on Enemy
Swim Lake. School resource and law enforcement officers, as well as VOA staff, served as camp counselors.
Campers spent the week participating in activities designed to help build social and communication skills. They also gained confidence, learned to make better decisions and prepared to become leaders and positive role models at their respective schools.
For Levi, a student at George McGovern Middle School, Camp POSTCARD was an experience he’ll never forget.
Beyond the fun he had kayaking, trying new foods and making new friends, he said the opportunity to interact with law enforcement officers was lifechanging.
“I always thought police officers were kind of mean to people. But since I’ve been here, the police officers have been nothing but nice to me. They’re

always helping me out. They told me some serious stuff to help me be a better person,” he said. “They told me I was a chosen to be here. They told me I was awesome. They told me I’m a leader. I’ve never seen myself like that before.”
Officer Trey Hunt and Deputy Neville Smith both worked as counselors for Camp POSTCARD. Hunt is a member of the Sioux Falls Police Department and Smith is a member of the Minnehaha County Sheriff Department. They called the camp the right thing at the right time.
“I truly believe this is a very positive thing for these kids. This camp matters,” Hunt said. “We had 38 kids here. If we can be a positive impact in their lives, that will create a ripple effect. These kids will influence their friends, their families, their classmates.”
Smith agreed. “For some of these kids, they may hear ‘you’re no good,’ or ‘you’ll never amount to anything,’ but, after this experience, they’ll be able to recall the time someone told them they were chosen — the time someone told them they mattered,” he said.
Making an Impact
Sarah Hanson serves as managing director for children, youth and families at Volunteers of America, Dakotas. She was part of the team that developed plans for the camp and she also served as a camp counselor. She called the week-long experience a game changer.
“We had a wide range of kids who attended — some were selected by their school resource officer for their leadership and positive influence. Others were selected because they have an interest in law enforcement as a career. Other kids were chosen because they’d been having some trouble at school — so their interactions with school resource officers
have been due to issues or challenges,” Hanson said. “But ultimately they’re picked because the officers see something in them — they see potential, they see kids who know how to make good decisions.”
Hanson said the support from the Community Foundation helped make the idea for Camp POSTCARD a reality.
“If we had to charge for this camp, 90 percent of the kids here today would not be here. The endorsement of, and the grant funding from the Sioux Falls Area Community Foundation, which has such a strong reputation, helped others get on board and pledge their financial support to make this a reality."
Michael Powers learned about the idea for Camp POSTCARD from the team at the Community Foundation. He was inspired by the idea and directed a grant from his charitable fund held at the Foundation in support of the effort.
"The Community Foundation always has good ideas for me to consider based on what I’m interested in. I think creating experiences for kids and law enforcement to interact in a positive way will lead to good outcomes," Powers said.

CREATING PROMISING FUTURES
Three years ago, his goal was to raise awareness and inspire philanthropy for kids in need. Today, his work is building a brighter, stronger community for all.
Meet our 2022 Friend of the Foundation award honoree, Steve Hildebrand.
Today in Sioux Falls, the gap between kids who have, and kids who have not, is growing by the day.
Steve Hildebrand is working to close it.
Since starting Promising Futures, a grassroots effort to create equity for kids in poverty, Hildebrand has inspired thousands of individuals, families and businesses to invest in a mission to end what he calls the “poverty disadvantage” in Sioux Falls.
Since its founding in 2019, gifts to the Promising Futures Fund, held at the Sioux Falls Area Community Foundation, have helped to advance educational opportunities, have supported outside experiences, such as field trips, tours and events and, perhaps most importantly, have provided inspiration and hope for kids at 16 schools throughout the city with the highest rates of poverty.
“Just because a kid was born poor doesn’t mean he or she should have less opportunity than any other kid,” Hildebrand said. “I’m very blessed to get to do what I do. The money we’re bringing in brings a lot of joy — it’s money for books that kids wouldn’t get to read otherwise, it’s opportunities for field trips and outside experiences these kids might not ever get, it’s expanding a kid’s horizon and increasing their opportunities for a better education and, ultimately, for a better life.”
‘Changing the trajectory’
For Hildebrand, creating equity for kids in poverty is about more than helping kids — it’s helping the future of our community.
“A big reason so many people have embraced this is because if we want to curb crime, if we want to curb poverty, if we want to curb homelessness, we have to focus on kids at an early age,” he said.
Today in Sioux Falls, 10 of the city’s 23 elementary schools are designated as Title 1 schools, which means they serve a high number of kids from low-income families. Across the Sioux Falls School District, the poverty rate is a staggering 47 percent.
For these kids, life is hard. At home, parents and guardians are working hard just to get by. There often isn’t extra time or money to spend on books or enrichment activities. As the city sees growing numbers of immigrant families, the school district increasingly serves parents and students who do not speak English.
“A school district with a large immigrant population and nearly half of its students living in poverty is not the same old school district,” Hildebrand said.

“We’re seeing kids who are coming to kindergarten who likely haven’t ever been read to before. They may have never held a book before.”
The ability to read, he said, determines their ability to succeed.
“Reading for kids in poverty is likely their biggest challenge in life,” Hildebrand said. “The vocabulary a kid develops before kindergarten is critical. If a child isn’t read to before kindergarten, if they don’t have books to page through, if they don’t speak English — their life is really considered to be compromised at that point. “
Research agrees.
According to “The Report on the Condition of Education 2022” from the National Center for Education Statistics, “living in poverty is associated with poor educational outcomes — including low achievement scores, having to repeat a grade and dropping out of high school.”
The future of our community, Hildebrand said, depends on our ability to prevent these kids from falling through the cracks.
“By third grade, if a child isn’t reading at grade level, their life begins to get very hard. We should devote as many resources as possible to make sure these kids are as capable of reading as any other kids, so that when they get to high school they’re

passionate about reading, they’re passionate about education and they’re passionate about their futures. We want these kids to believe in their ability to achieve their dreams — to become great doctors, great scientists, great teachers, great restaurant owners — whatever they want to be. And whichever career they choose, they will be meaningful participants in the Sioux Falls economy.”
If there’s ever been a time to join together to help create promising futures for our kids, it’s now, Hildebrand said.
“Our community embraces our work in a big way because we are in a situation where we have rising rates of crime, rising rates of illegal drug use –these things ruin lives and cost a community large amounts of money to deal with,” he said. “We’re also a community that, for a decade or more, has needed good, quality workers in every sector of our economy.”

Working together, we can change the trajectory of a child’s life, and the trajectory of our community’s future, Hildebrand said.
“It’s a whole lot easier to take care of those who are here and work to give them a good future verses trying to get people from other parts of the country to move here to be our workforce,” he said. “If we grow our own properly, we’re creating an incredible workforce because, at the same time, these people are committed to our community because they have roots here.”
‘I was one of these kids’
Hildebrand knows first-hand what can happen when a community rallies around kids in need. Growing up in Mitchell, South Dakota, Hildebrand is the youngest of nine kids. His father died at a young age, leaving his mother to raise the family alone.
The community stepped forward to help.
“If we needed a ride to a school event and my mom couldn’t take us, the community was there for us. If a farmer had a bunch of extra produce, he’d drop it off to my mom to help feed us. It was this sense that, as a community, they weren’t going to just leave these kids in this unfortunate situation. But, the community was going to be there to ensure we had the same opportunities everyone else did,” he said.
“I’m proud to say we had every opportunity every other kid had — and that’s because our community saw the need and stepped forward to help.”
After college, Hildebrand went on to build a successful career as a political strategist. Later, he returned to Sioux Falls to launch Josiah’s, a popular downtown restaurant.
It was at Josiah’s on a fall day in 2019 when he sparked a conversation with a group of retired teachers and school administrators about the impact of poverty on kids and the community.
After visiting with principals and teachers at several Title 1 schools in Sioux Falls, he, along with Jan Nicolay and Cathy Piersol, launched the idea for Promising Futures via a post on Facebook. The movement took off and eventually, Hildebrand made the decision to sell the restaurant and focus entirely on helping kids and schools.
Initially, he considered forming a nonprofit, but ultimately made the decision to partner with the Sioux Falls Area Community Foundation.
As its fiscal sponsor, the Community Foundation receives and receipts charitable gifts for the Promising Futures Fund and provides reporting and administrative support. The Foundation also helps inform donors who are passionate about kids and education about the work of Promising Futures.

“The staff at the Foundation have really opened the doors for Promising Futures to grow by helping us build connections across the area and with the Foundation’s community of donors. It’s been a wonderful collaboration,” he said.
“Our collaboration with the Foundation has been very meaningful. More people in this community need to know not just of the work the Foundation does, but the opportunities that exist for collaboration,” he said. “I’ve become the No. 1 fan of the Foundation. What we can do together is so impactful.”
Beyond Promising Futures, Hildebrand and the Community Foundation have collaborated on other projects to help kids in need, including a project to revitalize Hayward Park. Next up, he said, is a plan to revolutionize after school and summer care for kids.
In partnership with former Boys & Girls Club CEO Rebecca Wimmer, they have spent the last 18 months developing a new blueprint for after school programs for kids in K-12. As Co-Chairs of the new Access for All program, they are launching a multimillion dollar effort that will, amongst other things, provide first-time access for thousands of lowincome kids in our school district to after school and summer care. You will hear much more from them in the coming months.
A Chance to Dream Bigger Dreams
From taking 2,200 elementary schoolers to see ‘Schoolhouse Rock’ at the Washington Pavilion, to organizing college visits for eighth grade students, to creating opportunities for kids to attend summer camps, Hildebrand’s ability to inspire gifts and to work across schools to organize and choreograph activities and initiatives is nothing short of amazing.
That’s because Hildebrand doesn’t just talk about wanting to make a difference, he makes the difference, said Erika Paladino-Hazlett, principal for Whittier Middle School.
“People like to talk about things a lot. I’ve seen a lot of people over the course of the 25 years I’ve spent in the district talk about how to help. But Steve doesn't talk about it. Steve does it.”
One example, Paladino-Hazlett said, is Hildebrand’s work on behalf of Promising Futures to organize college visits for eighth graders at Whittier.

“Those experiences provided our students with a vision,” she said. “We always talk about how ‘you can't be what you can't see.’ So for students who have never seen higher education or technical schools, it’s hard to see (how middle and high school creates a path to the future). So for Steve to provide opportunities to visit campuses, to connect with college presidents, to talk with students — that’s huge for our students. They can begin to see themselves in a college classroom, playing on a college field or a college court, earning a college degree. I think the vision he’s giving to our students is amazing.”
Cynthia Mickelson, a board member for the Sioux Falls School District, agrees.
“It never ceases to amaze me how he pours his heart and soul into this thing. He truly is a servant leader — he's doing the work to get all of these things done. He pushes me, he pushes our school district, he pushes our principals and teachers to think outside the box,” she said. “If we had to hire people to replace Steve, we'd probably have to hire at least three people — the time he gives is just truly remarkable, starting from the very first program, the Book a Month Club.”
Inspired by research that shows if kids in poverty can choose and own a book, they’re more likely to attempt to read the book. The Book a Month Club serves 240 classrooms across the Sioux Falls School District. Individuals and businesses can sign up to sponsor a classroom, which pays for a book a month for every student throughout the nine-month school year.
“The kids pick out their books and they own the books. If they’re starting the program in kindergarten and do it through fifth grade, they will own 56 books,” Hildebrand said. “It’s a wonderful opportunity to flood these kids with books and to, hopefully, help them become passionate readers.”
The Definition of Philanthropy
Philanthropy, at its core, is about people helping people, and there’s no better definition of that than Steve Hildebrand, said Andy Patterson, president of the Sioux Falls Area Community Foundation.
“Steve is the real deal — he doesn’t just talk the talk, he walks it. Actually, he runs it. He races it,” Patterson said.“He is a visionary who isn’t afraid to roll his sleeves up and work hard to get something done."
“Beyond all he does to inspire others to give in support of Promising Futures, beyond all he does to organize and manage the organization’s programs and initiatives, he’s also giving of his own resources to help our kids — to help our community," Patterson said. "We couldn’t be more grateful for all he does and we are absolutely honored to recognize him as our Friend of the Foundation award recipient.”

PAYING KINDNESS FORWARD
South Dakota natives John and Jeanelle Lust believe that every child deserves a fair shot at finding success. So they’re using their charitable fund at the Sioux Falls Area Community Foundation to support nonprofits and ideas working to open doors and create brighter futures for students throughout our community.
They say kindness inspires kindness. It’s true — and John and Jeanelle Lust are proof of it.
As students, John and Jeanelle each experienced love, care and generosity from family members, teachers and philanthropists — all of whom were passionate about helping young people succeed.
So today, the Lusts are doing all they can to pay that kindness forward, directing much of their philanthropy to nonprofits and programs that focus on kids and education.
“I didn’t grow up in a wealthy family — far from it,” Jeanelle said. “But I was able to get a scholarship to Augustana University and, later, to Creighton University for law school. I was the recipient of someone’s generosity and now, I have the opportunity to give back to help others.”
John agreed, recalling his mother, Sharon, as another inspiration for the couple’s charitable giving.
“My mom was very passionate about education and reading in general. She was a teacher in Aberdeen for many years. So I had the opportunity to grow up surrounded by books. I know that for many kids in Sioux Falls, that’s not the case,” he said. “We want to help address that.”
Returning Home
After spending more than 20 years in Lincoln, Nebraska, in 2019 the Lusts made the decision to return to their South Dakota roots.
After moving back to Sioux Falls, they quickly sought out new opportunities to support the community through charitable giving and volunteerism.
Seeking a resource who could provide philanthropic expertise as well as insights on local nonprofits, especially those dedicated to kids and education, they turned to the Community Foundation for help in establishing a donor advised fund.
“To have a resource like the Community Foundation that can give us insight on any charity we come across — so we’re not just donating blindly — that’s huge for us,” John said.
After learning about the Promising Futures Fund and its work to end the poverty disadvantage for kids at Title 1 schools, the couple reached out to the Community Foundation for additional information and insights. From there, the Foundation team arranged a meeting between the Lusts, Promising Futures Founder Steve Hildebrand and Sioux Falls School Board Member Cynthia Mickelson.
“Having a service like this just gives the donor a new level of comfort with the charity,” John said.
The Lusts have since used their charitable fund to provide support for Promising Futures, as well as other education-focused organizations.
“I think our philanthropy is really focused on leveling the playing field for kids,” Jeanelle said. “We want to make sure that all kids have chances and opportunities to dream big dreams.”

Wendy Mamer, a Mental Health Support Specialist for the Helpline Center, reminds us of the importance of talking about mental health. Thanks in part to a grant from the Community Foundation, the Helpline Center recently launched a new public awareness campaign for 988, the new number for the National Suicide Prevention Lifeline.

RIPPLE EFFECT
For Erik Muckey, executive director of the nonprofit Lost&Found, the ability to potentially prevent suicide comes down to one word: information.
“Suicide, in most cases, is preventable when we have the resources necessary for someone to get the help they need," Muckey said. "The reality is, one person with mental health information and training — one person who identifies as a mental health advocate — can impact countless people in their spheres. And the people that person touches will, in turn, have the ability to help others within their spheres who have mental health needs. The impact goes on forever.”
With support from the Foundation, Lost&Found's ripple effect is growing. Since 2010, the Sioux Falls-based nonprofit has been working to help prevent suicide among teens and young adults across South Dakota by gathering data, assembling information and training volunteers.
Over the last decade, more than 750 students across the state have partnered with Lost&Found, either through its advocacy training and peer mentorship programs or as a member of a campus chapter.
“When you think of training students, 750 might not seem like a big number. But that’s 750 people in your communities who are reaching out to five to ten people. The more people we can have talking about it, being aware of it, being an advocate — the greater chance we have to connect people with the help they need. Those ripple effects will last a lifetime," Muckey said.
Peer-to-peer support is key to suicide prevention, Muckey said. But so is having data to understand where the most crucial mental health needs are.
That’s why a recent Community Foundation grant supported Lost&Found’s Campus Resilience Index, an effort to assess the suicide prevention capacity of college and technical

school campuses and their communities. The Index identifies areas of strength in prevention and recommends programs, policies and resources that can help reduce suicide risk.
“The Campus Resilience Index is giving campuses a real diagnostic — for the first time ever — of what their prevention capacity is and what they need to do,” Muckey said. “Schools are telling us they’ve been searching for something like this. The data these schools are receiving is helping to open up doors for grant funding, it's helping them apply new policies and get more resources in front of students.”
And, according to recent data, there’s never been a more important time to devote more ideas and resources toward suicide prevention. In 2021, more South Dakotans died by suicide than ever before in recorded history. And today, for those between the ages of 10-19 in the state, suicide stands as the leading cause of death.
“The pandemic really lit a match on a problem that was already brewing. Youth and young adult suicide has been on the rise for the better part of 25 years. The pandemic exacerbated the problem — not just suicide deaths, but the risk factors associated with suicide,” Muckey said. “Since the onset of COVID, we’ve seen an increase in the number of people reporting depression and anxiety. We’ve seen a decline in protective factors such as connectedness, a sense of community, a sense of purpose, sense of certainty. We’ve seen statistics around higher drug and alcohol use. If we don’t solve this, this problem is going to get worse. And this leaves lasting impacts not just for families, but entire communities that we can’t afford.”
“Lost&Found is not only a resource we can look to for current trends, it's also a forward-looking, solutions-minded organization that's committed to driving meaningful change. Lost&Found is truly an asset to our community in so many ways," Gale said.
Muckey said support from the Community Foundation has been key to helping Lost&Found grow and expand its outreach, including the recent addition of Survivors Joining for Hope, a new department offering support to families who have suffered a suicide loss.
"The Foundation is committed to trying new things to help meet needs that are not being met in the community today. We would not have succeeded, or reached the place we’re at today, without that support," Muckey said.
"With our campus chapters and advocacy training programs off and running, along with overarching data from the Campus Resilience Index, we have a better understanding of where services are needed most — and that’s a younger audience. We know we need to be talking about mental health and mental health resources at a younger age, so we are exploring ways to make advocacy education accessible for school districts in our region.”

PLANTING SEEDS OF HOPE
Heartbroken by the loss of their daughter and sister, Debby, who died by suicide in 2005, today the Sercl family is putting their love to work by supporting local nonprofits dedicated to suicide prevention and mental health awareness.
“After my sister’s death, it became very clear that we wanted to direct our giving to areas that helped advance mental health. We made the Community Foundation aware of this desire and the team there has been great about suggesting really meaningful giving opportunities within this area,” Harvanko said.
“It feels so hopeless when someone takes their own life — you’re left just kind of stranded,” she said. “I can’t go back in time and help my sister when she was struggling, but if our work can prevent even one death; if it can provide hope to someone who’s feeling hopeless, then it’s worth it.”
By supporting programs such as the Helpline Center’s Text4Hope program, an effort that provides crisis texting support for all high school students in the state of South Dakota, the Dakota Academy of Performing Arts (DAPA), which helps high school students build dialogue around mental health issues through traveling theatre performances, Avera Behavioral Health, Lost&Found and more, Harvanko said the family hopes to help those who are suffering from mental health issues.
“I think what’s really important now is reaching people where they’re at,” Harvanko said. “We can’t bury this under the rug anymore. We need to help people — and especially kids — understand that it’s OK to feel this way, and that there’s help available.”
“And the more kids we reach, the more
awareness we build around mental health,” she explained. “So, hopefully, more kids will not only ask for help if and when they need it, but more kids will be able to be an advocate for friends who may be experiencing a mental health crisis.”
Patrick Gale, vice president for Community Investment, has worked closely with the Sercl family over the course of nearly two decades.
“Through their giving, the Sercl family is not only driving important change, they are impacting the lives of countless individuals and families throughout our community,” Gale said. “We are so grateful for all they do, and we couldn’t be more honored to partner with them on their philanthropy.”
For her family, Harvanko said, giving back has always been important.
“When our family operated Sunshine Foods, my dad and grandfather always talked about how, because the community was so good to us, it was important for us to give back to the community,” Harvanko said. “So our giving focuses on advancing mental health and supporting those who are vulnerable. It’s easy for people to fall through the cracks. But, thanks to organizations like the Children’s Inn, the Banquet, the Bishop Dudley House, the St. Francis House and others — nonprofits who care so much and who do such meaningful work — we can help. I can’t undo the past, but I sure hope I can make the present better for another family.”

OPERATION HOPE FUND PROVIDES CONTINUUM OF CARE
Earlier this year, we announced our fiscal sponsorship of the Operation Hope Fund, an effort to help improve the continuum of care for individuals served by The Link, the city’s community triage center.
Via grants made to Avera McKennan, operator of The Link, the Operation Hope Fund will support clients of The Link as they move forward in their recovery process. The Fund will help defray costs associated with:
• Short-term or transitional housing
• Transportation
• Medication and/or medical supplies
• Payment of co-pays, deductibles and provider visits
• Personal care and/or hygiene needs
The Community Foundation has served as a strategic partner for The Link since the idea for the facility was born. The Foundation has also helped connect donors to giving opportunities in support of The Link, including the Seed for Success Foundation, whose donation completed the project's construction fundraising goal.
Foundation President Andy Patterson said the Operation Hope Fund will bring the idea “full circle,” helping The Link realize its mission of not only providing care, but of also creating
SUPPORTING A NEW LIFELINE FOR MENTAL HEALTH SUPPORT
Helpline Center makes lives better by giving support, offering hope and creating connections. The nonprofit fulfills its mission through three core service areas: 211 Helpline, Suicide and Crisis Support, and Volunteer Connections.
Since 2005, the Helpline Center has been answering the National Suicide Prevention Lifeline in South Dakota. On July 16, 2022, the National Suicide Prevention Lifeline transitioned to the phone number 988, an effort that will transform the way Americans reach out for mental health help and support.
Caring and professionally trained staff at the Helpline Center will continue their work to serve those experiencing a mental health or substance use crisis by answering the 988 Lifeline for South Dakota 24/7.
critical and strategic connections to services that will help its clients thrive. The goal of the Fund, Patterson said, is to avoid duplicating other available community-based resources.
“Central to our mission at the Community Foundation is helping our neighbors in need, including those struggling with mental health or addiction issues,” Patterson said. “We’ve been proud to serve as a strategic partner for The Link since its inception and we believe the Operation Hope Fund will play a key role in helping its clients move forward in their recovery by reducing financial barriers and increasing access to necessary services and resources in the most efficient way possible.
It's anticipated that 911 and 988 will quickly become the two most recognized and important phone numbers.
A recent Community Foundation grant will support the Helpline Center’s work to develop a public awareness campaign to make 988 more known and visible. The campaign will highlight how the 988 Lifeline for South Dakota provides support, connections and hope during a mental health or substance use crisis. 988 is also available for those worried about a loved one in crisis.

A Community Foundation grant recently supported the Lyon Park Picnic Table Commissions Project, led by the All Saints Neighborhood Association.
In collaboration with the Parks & Recreation Department, local artists who call the neighborhood home each painted one of the park’s picnic tables using their unique perspectives from the neighborhood and/or park as inspiration. The goal of project is to enhance creative placemaking by lifting up the talent and creativity of the neighborhood's resident artists.

VISUAL LANGUAGE
Instead of reports and spreadsheets, what if we looked at trends, challenges and opportunities through a different lens? What if we used the basic principles of art — shape, color, line — to break down issues and develop solutions?
It’s what our cover artist Jana Anderson has been doing all along.
For mixed media painter Jana Anderson, the artist behind "Hometown Enchiridion," featured on the cover of our 2022 Annual Report, art has been central to her life for as long as she can remember.
Growing up in Sioux Falls, “I was always just drawn to visual things and making visual things,” she said.
After graduating from Washington High School, Anderson went on to Hamline University where she quickly gravitated to oil painting and the studio art department.
“I wanted to learn everything but didn’t quite know where to specialize,” she said. “Then I realized that, for me, making artwork and studying art is ultimately the study of everything. You can study economics and history and science and math and all of that through the lens of art history and creating artwork.”
So instead of choosing to major in philosophy or science or some other course of study, Anderson chose to study art as a way to “study the culture creators throughout time — to learn about everything and translate that through a visual language.”

in painting from Indiana University’s Eskenazi School of Art, Architecture, and Design. She was working on the east coast when the pandemic hit. At that point, she made the decision to return to Sioux Falls.
Today, she serves as the Washington Pavilion’s assistant curator and also teaches art classes for South Dakota State University and Dakota State University.
In between all that, she says, she’s thinking — thinking about art, thinking about making art, and thinking about how art can be a means for understanding.
“When you make art, you’re finding solutions,” she explained, so applying the practice of art in different ways can lead to more solutions.
“I think sometimes ideas can be hard to understand if they’re represented by a number or word. In painting, I can take those concepts that are invisible and put shape, color, line — the basic principles of art — to create something that’s more understandable,” Anderson said.
Community Foundation President Andy Patterson called Anderson an artistic innovator.
“As our community grows and changes, we need creative, critical thinkers to help us develop solutions to the complex challenges we face today, and those we’ll face in the future,” he said. “Jana’s use of art to evaluate information, break down data and illustrate
connections is a powerful reminder of how art — and artists — can impact, inspire and improve our community. We couldn’t be more proud to feature her work on the cover of our annual report as a testament to our belief that art can help build and strengthen our community.”
Hometown
Enchiridion
Working with oil, photo transfer and graphite, Anderson was inspired by an enchiridion, a small manual or handbook that provides instruction about a subject or place.
"This painting serves as an enchiridion of my hometown, a guide through the past, present, and future of this community," Anderson wrote. "I used three maps to structure the composition: A railroad map of South Dakota from 1939, an undated map of Downtown Sioux Falls clearly showing the old depot on 8th Street, and a map of the stars as visible from this longitude and latitude in the summer of 2022. Layered together they are a way to look at a place, or an organization, or an entity, through intersecting goals and entwined missions. Moving parts must align to be effective. To create an effective road map into the future, one must consider the intersecting histories that have come before. The building that houses the Sioux Falls Area Community Foundation has a rich history. The land it sits on has a deeper history yet. Through layers, intersections, and revolutions we can find connections that tell a visual story and lead us on a path forward."

During the most special time of year, one nonprofit is ...
CARING FOR SIOUX FALLS
It started in 1991 with seven people who wanted to help those in need during the holiday season. Those original seven each contributed $100 and used the money to buy food and gifts for five local families.
The next year — and every year since — more have stepped forward to help, and more families have been served by the volunteer-led nonprofit, Sioux Falls Cares.
Today, Sioux Falls Cares brings joy to more than 850 families each December thanks to a growing network of more than 1,500 volunteers, dozens of local businesses and sustainable support provided from its endowment held at the Sioux Falls Area Community Foundation.
Tom Walsh Jr. helps lead the effort.
“Sioux Falls Cares is all volunteer-led. We meet three times a year and that’s it. No one takes any credit — it’s just volunteers and businesses donating their time, money and products to help care for kids and families in our community,” Walsh Jr. said. “And we’ve been so blessed by all those who have helped, and who continue to help, make this possible.”
Donations are collected throughout the year and, each fall, volunteers work with the Sioux Falls School District to select families to receive care packages.
Then, each December, Sioux Falls Cares fills the Expo Building at the Sioux Falls Fairgrounds. Volunteers assemble care packages and organize deliveries to homes throughout the city.
This year, Sioux Falls Cares deliveries will take place on December 7-8.
Care package recipients are certainly impacted, Walsh Jr. said, but so are the volunteers making the deliveries.
“You go to these homes and you see the reactions of the kids and the parents. The smiles.
The tears of joy. Tears of thankfulness. Tears of excitement. It’s really impactful,” he said.
Sustainable Support
Several years ago, Sioux Falls Cares established an organizational endowment at the Sioux Falls Area Community Foundation.
Organizational endowment funds are invested to provide long-term, stable sources of revenue for nonprofits, ensuring their continued sustainability. In addition to utilizing the Foundation’s expertise, organizational endowments also benefit from administrative support, allowing the nonprofit to focus on its mission and purpose — serving those in need throughout our community.
“We started the endowment as another avenue to help ensure Sioux Falls Cares continues on after we’re gone. Our goal is to grow the endowment so, even if the economy gets tough and people aren’t able to give as much, we’ll still be able to provide for these families by using the interest we gain off of the endowment,” Walsh Jr. said.
Mary Kolsrud is the Foundation’s vice president for philanthropy. She said Sioux Falls Cares embodies the true spirit of philanthropy.
“At its core, philanthropy is about people helping people, and there’s perhaps no better example of that than Sioux Falls Cares,” Kolsrud said. “It’s an honor to partner with this exceptional organization as they work to serve families in need during the holidays.”

Utilizing a model created by the South Dakota Investment Council, the Foundation's Investment Management Committee helps guide the asset allocation within the Long-Term Portfolio.
FISCAL YEAR IN REVIEW
During fiscal year 2022, the S&P 500 closed at record highs in December and January, then began a volatile decline to hit a 52 week low in June. Even with the decline, domestic equity markets maintained a high price to earnings ratio. With the continued high equity valuations, the Foundation’s Long-Term Portfolio maintained an equity allocation of 65% all year. The Portfolio did execute a tactical shift for Large Cap equities between growth and value.
As of June 30, the Long-Term Portfolio’s equity allocation included a 30% allocation domestically to large cap stocks, evenly divided between growth and value, a 14% allocation to small and mid-cap equities and 56% allocated internationally to developed and emerging markets.
Looking ahead, the Investment Management Committee will continue to employ disciplined investment management strategies that take into account valuations, interest rates, inflation and volatility in order to make strategic investments as opportunities arise.

Nonprofit organizations, or their supporters, establish an endowment fund at the Sioux Falls Area Community Foundation to gain administrative and professional management expertise, achieve greater investment performance and diversity and secure protection for future use.
