C. The Questions of this Study: To employ the 4-D Appreciate Inquiry approach in this study the evaluator chose nine questions to illuminate the four phases of the model. Some of the projects answered some of the questions in combination with the other questions, which appears in the interview section as fewer (or shorter) responses. However, sufficient data was provided to assess each of the phases for each of the projects. There were times when the respondents gave answers that moved between and combined the different phases of the model. This was not a significant concern or threat to the analysis. To deal with this issue, the evaluator selected the concepts, phrases, and words from the interview that most closely fitted a particular phase of the model and inserted them into that phase during the analysis. The average time the project staff spent answering the questions was approximately 1 hour and 30 minutes: Question
