This Red Paper comes at a time of tremendous heartbreak in the Indigenous World. No family or community has been untouched and many have been devastated by the loss of elders, wisdom keepers, fluent language speakers, and even young people, our future leaders.

As of February 4, 2021, 1 in 475 Indigenous Americans has died, and,1 in 895 Pacific Islander Americans has died due to COVID-19.1 The immense impacts on Indigenous Peoples worldwide are yet unknown.

Good Medicine is dedicated to each of our Relatives, their families, clans, tiospayes, communities and Nations who have been impacted, struggled and suffered, survived or transitioned on to the Ancestors, at this difficult time.

The Flicker Fund directs support to Indigenous created and led projects representing one or more of the following: Supporting basic and urgent health and wellness needs of the most vulnerable with a focus on elders, multi-generational households and families with children under the age of five years old.

Engaging with traditional healing practices and remedies, food systems and immune support.

Amplifying historic and cultural teachings, stories and lifeways that advance traditional knowledge systems informing community members on health, healing and moving forward with vitality.

This Red Paper, The Flicker Fund Report—Good Medicine: Direct Support to CrisisImpacted Communities During COVID-19, describes Seventh Generation Fund for

Indigenous Peoples’ response through our Flicker Fund. As an anchoring movement leader that was born from and supports grassroots Native initiatives, Seventh Generation Fund (SGF) is uniquely built for this kind of action. SGF is distinctly situated at the intersection of philanthropy and the Indigenous World. With four and a half decades of building respectful relationships with Indigenous Peoples and communities throughout the globe, Seventh Generation Fund is a trusted re-grantor to a diversity of philanthropic partners and donors who want to support grassroots Native Peoples with respect, integrity, and dignity.

Embodying the fast flight and power of a flicker – a good medicine bird, our Flicker Fund was created as a way to rapidly respond to stressed Indigenous communities on the frontlines of climate caused crisis. Beginning in March 2020, SGF formally launched the Flicker Fund March 13, 2020, within days of learning about the danger and

pervasiveness of the virus. Ancient teachings and prophecies informed our expediency, as well as from our decades of on the ground community experience. Once it began to hit, we knew the pandemic would have tremendous and overwhelming impacts on already vulnerable and stressed Indigenous communities. Sadly, the same has been true for the fires that are still burning.

Seventh Generation Fund for Indigenous Peoples is a Native identity-based philanthropic, advocacy, and leadership organization founded in 1977 that supports community generated strategies for cultural revitalization, movement building, self-determination, and Re-Indigenization.

In the first week of the Flicker Fund, we granted $80,000 to 8 projects. By April 24, 2020, within the first month, we received 50 inquiries from Indigenous Peoples and communities around the world seeking aid. During this initial phase, our organization fielded requests from all over the world. We worked directly with applicants and selected grantees to re-grant $260,000 to 25 community based projects spanning five continents and reaching 40 Native communities and nations.

We worked non-stop at generating resources and appreciated responses from individual donors and foundations, however, the intensity of needs and velocity of urgent requests accelerated. SGF’s Flicker Fund support has also increased and expanded, over the weeks and months that followed, including during the writing of this report. For instance

by September the Flicker Fund had received 800 applications from Indigenous Peoples throughout the world in need of support.

By December 15, 2020, Seventh Generation Fund distributed 463 grants for a total of $1,427,600 to community-generated and led response initiatives, impacting over 500,000 people, representing 238 Indigenous Peoples, communities, and Nations on five continents. We were able to utilize our Rivers to Reindigenization model to create a conservative figure to understand how many individuals were impacted by our support. We understand that as we continue to expand our support and give

directly to projects and communities, this number will continue to increase.

Seventh Generation Fund's transnational support fulfilled a wide range of needs as defined by the communities themselves. This included community leaders providing traditional medicines focusing on immunity support for elder wisdom keepers; basic grocery and hygiene deliveries for hundreds of multi-generational households; revitalizing seed exchanges and planting family gardens for strengthening nutritional status, and sending facemasks with all of our grants, including a concentration to frontline land and water defenders, and to triage nurses in remote reservation hospitals.

As every corner of the world has been shaken by these extraordinary times, the Indigenous World has been disproportionately impacted. Our stories rarely make the mainstream news. Rural, remote, reservation, and urban Native communities are often left disenfranchised from critical services or access to mainstream resources. The impacts of the pandemic, and later, the millions of square miles of climate caused fires across states in the northwestern part of the U.S., have been devastating – particularly for traditional, isolated, grassroots Native communities, and our non-human relatives.

Ongoing colonial issues already affecting Indigenous communities at alarming rates, including health disparities, limited or no access to care, malnutrition, potable water shortages, discrimination and overt racism, are only amplified and exacerbated by the pandemic, and the continuing crisis of climate chaos.

Seventh Generation Fund is evolving the work of the Flicker Fund as community needs progress and change and we are asked for other types of support. Newly emerging components of the Flicker Fund include the Pa’a (Water) Project, and Meat for Communities Initiative. The first, the Pa’a Project, focuses on water access and health, and has already mobilized critically needed water filtration systems to several remote Indigenous communities in the southwest desert in North America, and to Indigenous communities in Uganda on the African continent, with future sites in the planning stages.

The Meat for Communities Initiative will direct much needed protein sources as well as support short-term workforce development and food distribution to six Native communities in immediate threat of hunger and dealing with joblessness.

We have many decades of firsthand, on the ground experience working directly with grassroots initiatives in the Native World. We know this will take multi-year, focused and strategic support. We are fully committed to this work for the long-term knowing that our organization is fulfilling a unique role in the health and well being of our Peoples. Our positive impacts ripple out like a pebble landing in a pool of water; and these ripples will be felt now, tomorrow, and by the generations to come. That is our purpose: to Be a Good Ancestor.

Flicker Fund Summary Indigenous Peoples are on the frontlines, supporting their communities in this time of need. The diversity of our projects each tell a unique story as different peoples braced for the pandemic in numerous ways depending on where they were located and what resources were available. Primarily food, masks, and sanitation products were the most widely distributed; however, funds supported a wide variety of essentials and needs to ensure cultural and human life.

We have carefully built culturally relevant and responsible organizational muscles, methods, and systems that help us mobilize support quickly and distribute it strategically to support Native Peoples at the grassroots and on the frontlines. Our distinct experience, knowledge, and skill sets were put into direct action in response to COVID-19 and the climate caused fires over the time frame of this report. And the work continues at full speed because COVID-19, the fires, and climate-related-impacts of colonization and attendant inequities have not relented. Neither will we.

Flicker Fund Allocations

This chart depicts the proportion of Flicker Funds as expensed in grants, administrative costs, advocacy and essential support.

Over 1.4 million dollars (94% of Flicker Funds expended through this report time frame) were distributed in the form of grants to support Indigenous organizations impacted by Covid-19 and peoples impacted by climate change induced fires.

Funds spent on advocacy (1%) went to community partners who supported our services through knowledge sharing on Native Pulse, as consultants, or with outreach. Administrative costs (1%) covered personnel and the Seventh Generation Fund’s operating costs directly related to Flicker Fund management.

Essential support (4%) includes masks distributed, food supplied, and water filtration and refrigeration systems provided to Native communities.

Many communities used resources to care for elders, an intersection of preserving physical health and culture. Sage, cedar, cottonwood, roots, among other sacred plants and crops were harvested and shared to continue empowering cultural connection. Others creatively continued cultural practices and expression through social media and online platforms by posting content such as demonstrational/educational videos; inspirational Native stories, poems and songs; virtual charity runs; and online conferences that are not only locally accessible, but globally as well.

THE WEST COAST CLIMATE FIRES

As Indigenous Peoples, we have an obligation to protect our land and Mother Earth. The inability to do so because of these climate-caused fires has been especially painful.

Colonization and the effort to remove Indigenous Peoples from our ancestral territories has led to mismanagement of the land at the hands of government entities and forest services. This has created a terrible outcome as fires continue to burn across the West, and disproportionately impact Native communities. The fires on the West Coast have been devastating to our relatives by causing not only loss of homes, but also evacuations and hazardous smoke situations; leaving families displaced for days on end. Many of the fires have surrounded and destroyed tribal lands, devoured homes, and incinerated places of ceremony and spirtuality.

Of the 12.9 million acres burned as of October 9, 2020, over 7 million have been in California, Oregon, and Washington alone.

The Flicker Fund at Seventh Generation Fund for Indigenous Peoples was created to respond to crises such as this. One of our main goals this year besides addressing the pandemic, has been to redistribute resources to aid in climate change-related natural disasters. We created the Climate Fire Response as a way to directly provide funds to Native households and families. After receiving more than 700 applications, we distributed $210,000 across the West Coast directly to Indigenous families. It is believed that our resources have reached an estimated 3,500 individuals from over 60 tribal nations. In SGF’s partnership with the Northern California Indian Development Council, 112 more Native households have been assisted throughout California as survivors of the Slater Fire, Red Salmon Complex, and Creek Fire.

Many of our Climate Fire Response recipients suffer from lifethreatening, respiratory conditions, and have had to flee across states to escape the hazardous smoke which swept across the West.

Others came within mere feet of the fires on their way to seek safety.

Approximately one-third of our fund recipients reported evacuating their homes with nothing but the clothes on their backs. The evacuations were not only traumatic for their communities, but many who had escaped were left without a home to return to. Many ceremonial dancehouses and thousands of pieces of cultural regalia were destroyed. Native individuals, couples and multi-generational households with elders and babies were the hardest hit. Reports of nearby hotels sheltering evacuees, that took advantage of the desperation and increased prices, were not uncommon. Many of our applicants explained that they were stuck in their hotels with no other means of paying for one more night.

Our Climate Fire Response Fund was distributed to hundreds of households and families. The funds would go on to support lodging expenses, the purchasing of air purifiers and inhalers, gasoline, hygiene products, transportation of livestock, and so much more. Many others used the funds to help rebuild their homes which were completely destroyed. Some recipients also report using their funds to provide resources for their tribal communities and neighbors; by purchasing gas cards, water bottles, groceries, and providing a safe space for them to seek shelter. Seventh Generation Fund for Indigenous Peoples is proud to have been able to reallocate resources to Native households across the West Coast in a time of such crisis.

Our resources have reached numerous states across the West, including not only California, Oregon, and Washington, but also Utah, Montana, and Nevada.

Other events of 2020 created further issues for our applicants. Many had reported previously losing valuable work hours or being laid off from their jobs due to COVID-19. Job-loss due to the pandemic created a further scarcity of resources, which made evacuations difficult for many of our relatives. The worry of leaving the home in a time when we are told to shelter-inplace, had many families frightened over not only potentially losing everything to the fires, but also risking their health. Facing climate caused disasters in the midst of a global pandemic - our relatives were resilient.

Throughout the course of the Covid-19 Pandemic, our communities have continued to carry critical work forward providing direct support to our most vulnerable. The virus has amplified the ongoing disproportionate impacts Indigenous Peoples face daily through structural and institutionalized racism. According to APM Labs and their report The Color of Coronavirus, 1 in 475 Indigenous Americans has died (or 168.4 deaths per 100,000). This increased burden and exponential impact has exacerbated the ongoing effects of underfunded healthcare systems, lack of food security, climate driven disasters and state sanctioned violence to almost incomprehensible numbers. An often indescribable sense of "heaviness" has loomed over our communities. The following graphics pulled from APM Labs help to articulate this collective sorrow into tangible data that not only underscores the significant impact grassroots community projects have provided. These also highlight the urgency and need to address these stark inequities and the financial support needed to combat them.

The COVID-19 landscape during the month of March in the Zuni Pueblo was like “a calm before the storm.” The community gatherings shrouded with concerns were at times drowned out by some voices contradicting the serious nature of the disease.

The winter night dances were coming to a close, and there was no fatality related to the COVID, yet. Sadly, that was about to change because the Zuni Dialysis Unit was already contaminated through a person who had attended a church revival on a nearby reservation.

The COVID-19 outbreak was announced on April 4, 2020 by cultural practitioners at a night dance ceremony. At that time it was understood only as a White Mans’ sickness, “Melika an Weyakkya.” Tragedy struck the next day on April 5th, when the village had its first COVID-19 related death, a dialysis patient.

In mid-June, the Summer Solstice ceremony occurred. However, the virus was imminent.

Unfortunately it was just a matter of gauging the non-relenting effects of “Rona-virus” and the likelihood of who all could be harmed and were in its path. Ending the month of June there were 400 positive known cases. Inevitably, the month of July had the heaviest losses. From April through July there were approximately 30 deaths. Among them was a husband, wife and a daughter, who had warmly accepted a food basket two-and-ahalf months earlier. The community was in disbelief and continues to work toward healing.

This sorrowful time makes us think of past crisis such as in the early 1900’s during the small pox epidemic – which was brought in from the outside. Then, the body of a person who died of smallpox was not allowed to re-enter the village because the death was classified as a death by an enemy. Today, a deceased relative of the COVID19 is confined in a biohazard bag, not to be opened. The clan aunts cannot safely cleanse the body nor fashion it with traditional attire. The one last chance to show familial love to a clan child is all but gone during this pandemic.

Generations Indigenous Ways

Initiated by Helene Gaddie (Lakota) in the earliest stages of the COVID-19 pandemic, Generations - Indigenous Way's Indigenous Response program took swift action to

educate and provide Lakota prevention healing services for the communities of the Pine Ridge Reservation with a focus on traditional healing practices, ancestral foods, medicines and supplies for elders. Originally founded with the goal of providing youth education combining Lakota culture and values with the foundations of STEM education, Generations - Indigenous Ways shifted their normal operations to provide critical support to vulnerable households with food boxes and PPE during Reservation wide Lockdowns. For some households with 2-3 families living under one roof, this support was essential. The project also adjusted regularly scheduled youth camp activities to a digital platform. This year's activities focused on survival skills, including preparing traditional teas, harvesting native plants, traditional foods preparation, making shelter and fire, and healing activities.

organized delivery of fresh beef, lamb and pork to community partners in the Desert Southwest (Hopi, Navajo and Zuni Reservations) and Montana (Crow, Northern Cheyenne and Fort Belknap Reservations).

Every grantee (in the U.S.) supported by the Flicker Fund was also a recipient of a case of Tanka Bars. Produced by the Oglala Lakota owned company, Native American Natural Foods, protein bars made with grass raised buffalo were able to help sustain a proper healthy diet in Native communities. We are pleased to have been able to partner with Native American Natural Foods considering our shared commitment and values to traditional healthy living.

Initiative delivers healthy grass fed meats from the Buckner Family Ranch in Longmont, Colorado to organizations already engaged in community food distribution to families facing shortages, hunger and quarantine isolation due to COVID-19.

As of this report the first deliveries of meat to the Southwest and Montana regions, with a total of twelve cows, nine pigs and six sheep were processed, frozen, packaged and delivered to our community partners. Where needed, coolers, freezers, storage facilities upgrades, truck rentals and other necessary equipment is provided to the organizers in addition to an honorarium acknowledging their time and efforts to distribute an estimated 2.5 tons of meat to Native families.

The Undocu-Indigenous Fund Odilia Romero (Zapotec)

At the beginning of the pandemic, Comunidades Indigenas en Liderazgo (CIELO) knew that Indigenous Peoples were going to be among those hit the hardest during the pandemic and its aftermath. We knew they were going to be excluded from many financial aids due to documentation status and language barriers. We knew they were going to fall between the cracks that exist in efforts provided by the government and immigrants’ rights networks that would provide COVID-19 relief funds.

People began to reach out to ask if we knew of employment opportunities or financial aid through our Interpreters Program Director, Luis Lopez, who also worked as a busser among many Indigenous migrants in a local restaurant. Many of these workers are speakers of an Indigenous language whose access to other employment opportunities or financial aid was a challenge due to their legal status and because Spanish is their second language.

Much of the aid provided in Los Angeles did not take this into account. We reached out to the Seventh Generation Fund, an Indigenous organization that has always been an ally and supported our work. We were approved for a $10,000 Flicker Fund grant. This is how the Undocu-Indigenous Fund was born.

The Undocu-Indigenous Fund leveraged a $10,000 Flicker Fund grant to more than $1.5 million.

The Undocu-Indigenous Fund is meant to support Indigenous communities in Los Angeles whose unique cultural and linguistic challenges make it harder for them to receive economic relief. Afterwards, we reached out to a long time supporter, Kit Miller, who donated $5,000. We applied to the Emergent Grant, which awarded us $10,000, and with a total of $25,00, the team decided to stretch our dollars as much as possible. We all agreed to give $400.00 checks each to 63 families, which we delivered house by house. Our relatives were in awe that we were able to help and that we had ensured the check’s delivery by hand, they invited us to have coffee, lunch, dinner; however, because of the pandemic, we had to refuse. The Undocu-Indigenous Fund eventually reached the Los Angeles Times, which caught the attention of other donors who reached out. We also reached out to our contact at GCIR who awarded us the first $200,000. Our team was amazed; we didn’t expect that now we’d be at $1.5 million. So far, CIELO has been able to show financial solidarity with 3,700 Indigenous families in Los Angeles County.

While our attention was focused on providing and keeping the most vulnerable of our population safe, we also continued to face pressure from extractive hydroelectric enterprises operating illegally in our rivers and territories. Amidst our efforts to provide COVID relief, we were able to ward off attempts of the takeover of our sacred Sensunapan River which provides us with life, spiritual and agricultural sustenance, and is the source to many sacred sites. We have been successful in temporarily halting the advancement of extractive industry in our territory in an agreement with the latest administration (2019-2024).

affecting the lives of our indigenous communities in India. This was compounded by the Covid-19 pandemic, which led to an increase in food and livelihood insecurities. Our farmers, many of whom live below the poverty line, were among the first to be impacted. The lockdown, though necessary, breached the farmer-consumer chain and disrupted their source of income. With everyone confined to their homes and farmers unable to sell their goods, they incurred significant losses that put their survival at stake. While many depended on the Government Public Distribution System for food grains, failure on the part of the Government in ensuring steady supply of essential food items on the ground intensified the distress.

With consultations made with women from our communities, Flicker Fund support was directed in building the resilience of the communities by supporting livelihoods and local food production systems. We were able to introduce a climate resistant crop – Millets, known as “krai” in the Khasi language – to improve food security. We facilitated the purchase of local seeds and tree saplings from other local farmers with the help of a local partner. A variety of seeds such as radish, mustard, perilla, beet, carrots, lettuce, peas, chillies and squash were distributed to 91 women and 25 adolescent girls from 3 communities.

Our local procurement of seeds has boosted the local economy and supports the use of indigenous plant / crop varieties.

Women Environmental Conservation Project Margaret Lokawua (Karimojong)

We, the Women Environmental Conservation Project (WECOP), are very grateful for the grant awarded by Seventh Generation Fund for Indigenous Peoples in response to COVID-19. The target group that benefited from the grant were Tepeth Indigenous communities located in Karamoja in North Eastern Uganda. The entire project was implemented immediately after the funding was received, beginning in late July 2020.

We had several objectives to ensure the safety and wellness of our communities. Creating awareness of COVID-19 was important regarding community spread and prevention mechanisms. We provided safe water and improved sanitation to facilitate general community wellness. And we also organized the need of nutritional foods to families and community members who were rendered economically incapacitated due to COVID-19.

Challenges arose with the implementation of our work. The inaccessibility of some of these areas was a major challenge in carrying out activities because the terrain is difficult to navigate, and it's worsened by the limited transportation to these specific areas. Due to the environmental and geographical factors, most of the land is semi-arid. These factors only exacerbate other challenges such as the scarcity of safe, clean water, impacting food security in the region as well.

Several objectives were achieved from the grant. Four sanitization meetings were held at four different locations with notebooks and pens provided to educate the local community about the importance of maintaining good sanitation, especially the consumption of safe drinking water coupled with mass education about COVID-19. Water storage containers and community size water filters were distributed to the local population, combined with training on proper usage, and maintenance of the specific items. Community size water filters will enable safe drinking water and the water containers will reduce time spent walking long distances to collect water.

Food [60 bags of posho (maize/corn flour), 20 bags of beans] was distributed to families who were lacking due to COVID-19 restrictions and sanitary items such as soap (70 boxes) were distributed to community members. None of this could have been achieved without the continuous support of Seventh Generation Fund. I would like to take this opportunity to thank you for your ever-persistent assistance to our organization. Your assistance has been of immense help to our community and as a result changed lives for the better.

Protecting our Peoples

In the midst of a global pandemic, it is critical that we keep our relatives around the world safe and healthy. Seventh Generation Fund for Indigenous Peoples has received thousands of masks from both generous donors, as well as commissioned and purchased from local and Indigenous artists. Every mask has been given to us with the wellbeing of the Indigenous World in mind. Approximately 8,000 masks have been redistributed both locally and worldwide to communities which have been experiencing mask shortages, and are especially vulnerable to COVID-19. We have sent many of our masks to our grantees and affiliates, and also to schools, hospitals, and care centers in Indigenous communities. SGF has also collaborated with other Native non-profit organizations, and supplied them with masks to then be distributed.

Seventh Generation Fund was excited to work with Akalei Brown (Taos Pueblo/Native Hawaiian) of HokaHe Trading, who began her online business sewing ribbon skirts. She started making her own masks due to nationwide mask shortages, and giving them for free to essential workers. Akalei began selling the masks to fellow Natives in April because masks were selling out online. They are specifically powwow-style, and Akalei created the masks to match with a dancer's regalia. She says the fabric also reminds her of the headscarves her great-grandmother wore.

Daria Harding is the owner and founder of Mad River Mama, an organic, zerowaste brand that is sold in natural food shops throughout Humboldt County.

She began making masks for her children, a 2-year-old and a 4-month-old.

Daria believes that in a strange reality, making masks fun for kids helps ease the stress of the pandemic. She likes to tell her daughter, “Let’s be superheroes” when they put on their masks. Daria believes that keeping one another safe by wearing masks is a great way to strengthen communities.

She has been happy to make masks for SGF, and is glad they are being distributed throughout the Indigenous World. Most of the masks Daria has made for SGF have been children’s sizes, and she has used her daughter’s face as a guide.

Keedel Castillo (Indigenous) has created over 2,000 masks that have been distributed both nationwide and worldwide. She became inspired to sew masks after the shutdown in California, and began gifting masks to her friends and family. Her sister suggested she begin making masks for Seventh Generation Fund, and Keedel was excited to. She says that her ability to create masks has been “a blessing,” and she is very happy to know that her masks are being distributed so widely, and helping to keep others safe during the pandemic.

Early in the pandemic, seven-year-old entrepreneurial twins, Mason and Quinn, from Lake Oswego, Oregon, did their research and specifically chose to support Indigenous Peoples through the Flicker Fund. They kickstarted NecklaceChef, a business on Etsy, to help raise funds during the pandemic.

One dollar from each necklace they make is donated to the Flicker Fund and with the twins already surpassing their $100 goal, they have raised their commitment to the Flicker Fund to $200.

Seventh Generation Fund’s focus goes beyond emergency relief. Our role supporting cultural renewal, grassroots traditional health, artistic and creative expression, and Indigenous Peoples’ well being in a diversity of ways, never took a backseat. Indeed, much of this work was amplified this past year. Land Defenders and Water Protectors faced added challenges in safeguarding their homelands and sacred sites. Some EPA regulations were lifted and pipeline development continued with impunity, resulting in accelerated incursions into communities during a global pandemic. This placed rural communities with extremely limited resources for healthcare and safety at increased risk for exposure and violence stemming from risks that come in tandem with man camps and extractive mega-development.

Your role has a larger life than this pandemic. It nurtures. We will come through this and we will continue to fulfill our purpose of protecting the lands, waters, traditions, cultures, and Peoples for the well being of Mother Earth and future generations. Seventh Generation Fund’s hope and request is that you will continue walking this pathway with us. Stand with us.
