Estevan’s crime severity index growing Alleged homicide and other serious crimes contribute to rise By David Willberg dwillberg@estevanmercury.ca

Estevan’s ranking on the national crime severity index (CSI) rose in 2014, thanks in part to an alleged homicide and several other serious crimes. The ranking, released on July 22 by Statistics Canada, showed Estevan’s CSI rating was 113.38, which was No. 32 among 303 communities with at least 10,000 people. Last year the Energy City was at 102.89, which left them No. 43 on the list. The CSI is based on the amount of crime in a community and the severity of the crime. More severe crimes, such as homicides, are given a higher weight than lesser crimes. “This isn’t just crime rates, this is crime severity,” Estevan police Chief Paul Ladouceur told the Mercury. “So how severe is the crime, and what type of crimes are we talking about? It’s very different than just basic stats – how many calls for service we receive and how many crimes are committed in Estevan?” Two other figures were calculated. Estevan was No. 15 on the violent crime severity index with a 140.1 score; last year the city was No. 60 at 80.5. And on the non-violent crime severity index, Estevan was No. 43 with a 103.42 figure, compared to last year’s number of 110.83, which left Estevan with an overall ranking of 38. “There are so many

factors that influence the statistics when it comes to the crime severity index,” said Ladouceur. “One of the things that, as we go through the years I look at, is what’s happening on a daily basis, a weekly basis and a monthly basis.” Some crimes carry more weight than others, Ladouceur said. So the homicide in April of last year – the first in Estevan since January of 2008 – had a big impact on Estevan’s score. There were also breakand-enters, a kidnapping and an armed robbery that contributed to Estevan’s higher rating on the CSI scale. “Those things, although they’re not happening daily, certainly had a huge impact on the crime severity index,” said Ladouceur. Many of the crimes that occurred in Estevan last year were among parties known to each other, and were often drug-related. These are concerning for the chief, because they can lead to harm to the parties involved and for innocent bystanders. Ladouceur said he would like to see Estevan in a better position, but he cautioned that people have to be careful when looking at statistics. “In this province, police services do an exceptionally good job of capturing statistics, which sometimes doesn’t necessarily position you better, because you’re doing an excellent job of recording what you need to be record-

ing to get accurate results,” said Ladouceur. For example, if there’s an increase in drug enforcement in the community, and more people are arrested for drug-related crime, a community’s CSI rate will change. “If I send four officers out on the street every night because I want to have a big crackdown for the next four months on impaired driving, do you think impaired driving charges in Estevan are going to go up or down?” he asked. “Well, statistically it’s going to go up.” But Ladouceur said he will be scrutinizing the numbers from Statistics Canada in the coming weeks. The findings aren’t something the EPS will take lightly. And they will be incorporated into the EPS goals for next year. The chief believes Estevan has attributes that make it unique among Canadian centres for its size, and they contribute to the CSI score. The transient nature of the oil industry brings a lot of people to the community on a short-term basis. It’s also a city with a high per capita income. Partnerships will be critical to reducing Estevan’s CSI ranking. The EPS needs to be a strong partner with the community. Ladouceur believes they’re starting to see the benefits. “The more we can increase the public’s comfort level to contact their local police, and say ‘This is going on in my neighbourhood, or I’ve got a concern within the city,’ and have

that confidence and trust (it’s a step forward),” said Ladouceur. “Whether it’s a concern they don’t want their name being brought out from fear, or they don’t want their neighbour knowing they’re phoning, that’s an issue of trust. “It takes time to build trust with a police service and the community. The more gains we can make in that area, certainly it’s going to benefit all of us.” Partnerships can be with agencies such as Sun Country Health Region Addiction Services, Southeast Regional Victim Services and schools. “I’m a big supporter of education as it relates to prevention, and that’s something we’re certainly moving towards, even in a stronger fashion as we move into 2016,” he said. Education is much more affordable than victimization, he said, so the more they educate the public on prevention – through drug programs, home security, fraud prevention and more – the better-suited the community will be moving forward. “If we can really get a handle on drugs and drug addictions, and drug trafficking in this community, certainly we’re going to be making headway,” said Ladouceur. Stats Canada has released the CSI ranking every year since 2009. Weights used in the CSI range from six for gaming and betting infractions to over 7,000 points for murder.

Break-ins account for nearly one-quarter (24%) of the CSI, compared with about nine per cent of reported crimes. On the other hand, mischief accounts for about five per cent of the index, instead of 15 per cent of the crime rate.

Estevan ranked fourth among Saskatchewan cities with at least 10,000 people. North Battleford led the country with a CSI ranking of 274.53. Prince Albert (206.38) and Saskatoon (119) were also ahead of Estevan.

Right to know is slipping away

The expansion of tools at journalists’ disposal has been balanced out by a growing desire from governments and corporations to suppress those voices and control the flow of information. It’s a dangerous trend that’s become more and more noticeable with the power of social media. People are pointing out these injustices, and its become an integral talking point among Canadians. This was perhaps most evident in Journalists For Free Expression’s (CJFE) 2014-15 review, which came out earlier this year in May. It highlighted how access to crucial public information is becoming more restricted each year, and that the federal government refuses to release data which should be public on a consistent basis. Our country’s rules regarding access to information are ineffective and out-of-date. Too often, journalists have been met with resounding

Writing Prevents That Sinking Feeling silence upon a request for specific information from the government, only to be granted access to the document in question well after the reporter’s deadline. Federal government scientists are muzzled and unable to thoroughly explain to journalists what research is being done and what impact it could have on the public, despite the fact that it’s the public paying for that research. The days where scientists could openly discuss their findings without having to worry about a dotted line they signed that prevents them from doing so, are over. Researchers studying climate

change, a topic that has a direct impact on people in society, are being told to just go with it. A new anti-terror legislation with the potential to imprison reporters under very vague circumstances, combined with the overuse of court publication bans, equates to the potential for a grossly uninformed society. CJFE’s report did, however, emphasize the fact that Canadians are increasingly aware of this. Seventy-nine per cent of people who participated in the report’s poll said it’s important to them that the government improve openness and access to information about what it’s doing.

Whether this results in any meaningful change is still to be determined, but it’s good to know these problems are resonating with the general public. The role of a journalist is to tell stories and to inform the community it serves. That means reporting on aspects of government and society through news stories and scrutinizing those same elements through editorials. Some voices are sharper than others, but the overall goal is never to be malicious or ruin reputations. The continual repression of people’s right to know perpetuates countless misconceptions about the world we live in, and prevents journalists from doing the work they’re meant to do. Cities large and small have positive stories that are waiting to be told. They also have their challenges, which when reported or commented on, shouldn’t be viewed as an attack, but more as a desire to want

better from the people in charge. That’s not to say that positive relationships between the media and public or political figures are non-existent. They’re just growing fewer and far between. It’s even trickled down to campus newspapers belonging to postsecondary institutions, which increasingly impede the work of student journalists when it comes to any story that may provoke controversy or reflect unfavourably on the school’s image. It’s important the general public continues to support the media that serves their community (as long as the media is ethically sound and practices common courtesy). However, when the ability to tell stories or editorialize is impeded time and time again, it’s just as important to perform additional research on topics that matter to you, and not take things at face value.

Faba beans making a come back Crops, like most things, come and go, and at times they then find a way to gain renewed interest yet again. One such crop appears to be faba beans, at least in terms of East Central Saskatchewan. The crop was once talked about quite a lot as one with potential for Prairie producers. That was at least a decade ago when pulse crops were making their first substantial inroads into Prairie farm crop rotations, and producers and researchers were both looking at a number of different crop options. Field peas and lentils tended to win out back then, and faba beans became a rather small niche crop. But there is now renewed interest, at least if a recent field day near Yorkton was an indication. Parkland College and the East Central Research Foundation held their third annual research farm field day July 23, with projects which included wheat fungicide and plant growth regulator trials, canola fungicide and seed treatments, flax fungicide trials, and fertility trials for oats and canary seed, and a look at fababean varieties. The crop can be productive with one Canora, SK. area producer suggesting average yield of more than 50 bushels to the acre, with best yields over 90. At the same time he admitted challenges with seeding the large beans, and dealing with very tall plants, which require an application of herbicide in the fall to facilitate harvesting. That said faba beans are very good at fixating nitrogen, and with the added growth, puts

that crop residue back into the soil as well. Of course that is why pulse crops in general became popular on the Prairies. While creating an alternate crop options selling into a huge

Calvin Daniels Trader Agriculture Columnist market for edible pulses, the crops also helped reduce the need to nitrogen fertilizer in the follow year’s crop. With N fertilizer being one of the largest crop input costs fixating nitrogen through pulse crops makes a lot of sense. But not all pulse crops lived up to expectations, faba beans likely on the list, although as stated they seem to be making a comeback of sorts. Pinto beans were one that did not make the grade, even with significant interest not so long ago. Garth Patterson, executive director of Saskatchewan Pulse Growers, said about 20,000 acres of beans were seeded in the province this spring, 65 per cent of the total was in irrigated districts, related a 2001 Western Producer article. Pinto beans were the Cinderella story back then, with Pintium an early maturing, upright variety of pinto bean developed by the University of Saskatchewan’s Crop Development

Centre front line and centre. While the market is there for such beans, they never managed to become agronomically viable here. Lupins have much the same story, much interest being accorded the pulse crop a decade and a half ago, but now a small niche, if grown at all. Of course one of the barriers to some of these crops becoming important on the Prairies is a lack of varietal research and development. Soybeans, because of the sheer size of the crop around the world has millions spent on research, and that has led to varieties with shorter growing seasons, which has expanded the crop area of the beans from south of Winnipeg only a few years ago, to east central Saskatchewan and western Manitoba today. But smaller crops see fewer dollars spent. Take canary seed currently a crop targeted for birdseed. There has been talk of human consumption canary seed for some years, but it has been slow to happen, as dollars to invest in such a development process are limited based on the limited overall importance of the crop. Granted investment dollars might grow the importance of a crop through a development like opening canary seed to the human consumption market, but it’s hard to risk the dollars on a ‘maybe’. Still, some crops, which have come and gone might yet become of some importance to Prairie producers if research were to create varieties which could overcome some past shortfalls.

The new truck route north of Estevan is en route, and should be in use this year. Paving of the 18-km bypass started in late spring, after the grading was completed. Joel Cherry from the Saskatchewan Ministry of Highways and Infrastructure told the Mercury on Monday morning that as long as there aren’t any major weather events to delay the project, they are on pace to have everything completed by late fall.

“The paving work is on schedule at this point,” he said. The truck route’s west access point will be two kilometres northwest of the Rafferty Dam access road. The route will run north of the city, intersect Highway 47 and Kensington Avenue, and continue until its east access point at the Shand Access Road. “I know that with the way the truck bypass is built, it’s set up so that on the east side of the city, it’s going to connect to the new twinned highway that we also have planned,” said Cherry.

Grading was supposed to be finished last year, but due to the above normal precipitation levels last spring and summer, there was some lingering grading work this year. It wrapped up in early June. “This year the weather has cooperated, and generally paving is less sensitive to weather than grading,” said Cherry. Cherry said highway construction projects can continue until just before the first snowfall. Once the asphalt has been applied, there will be clean up work that has to happen before the truck

route can open. They will also have to paint the lines on the bypass. Cherry urged motorists to exercise caution when travelling through construction areas, and when passing highway crews and equipment. The truck route is being built to a high standard, Cherry said, which will allow it to sustain the heavy truck traffic that will be using the route on a daily basis. “It’s going to be a primary weight road,” said Cherry. “It’s going to be built to a standard to accommodate the heaviest

legal weights on Saskatchewan highways.” It’s also a vital stretch of highway, he said, since it’s part of the Central North American Trade Corridor that runs through much of Saskatchewan and into North Dakota. The provincial and federal governments announced in 2009 they would be cost-sharing the expense of the project. It has since endured a number of hurdles and delays. There was considerable debate on where the west access point would be located, and the land acquisition was slowed

when local landowners felt they received lowball offers from the provincial government. Construction on the truck bypass started in 2013. Once it’s completed, it’s expected the vast majority of the heavy trucks currently passing through Estevan will be rerouted north of the city. The City of Estevan hopes to complete the resurfacing of Sixth Street from 13th Avenue to Souris Avenue South, and Souris Avenue South from Sixth Street to Fourth Street, at the same time the truck route is finished.

Watch out for Burrowing Owls Motorists are encouraged to slow down while travelling through rural areas of the southeast as a result of young Burrowing Owls exploring roadside ditches looking for food. According to a press release from Nature Saskatchewan, late July marks the time when young Burrowing Owls leave their nest and begin sustaining themselves after weeks of being fed by their parents. This usually means they look for small invertebrates and rodents in roadside ditches. “At dusk the road surface tends to be warmer than surrounding grasslands, attracting many small insects and rodents,” noted Kaytlyn Burrows, Habitat Stewardship Coordinator. “As a result young owls are also attracted to the road and ditch when they begin searching

for prey.” Each year, motorists driving along highways kill young Burrowing Owls, perpetuating the decline of the Burrowing Owl population. The press release said the survival of each juvenile owl is “critical for the long-term growth of the population.” “Motorists can reduce the risk of owl-vehicle collisions by slowing down near known or potential nest sites and being on the lookout for low flying owls,” Burrows said in the release. Burrowing Owls are about 9 inches tall, with mottled brown and white feathers, bushy white eyebrows, and long featherless legs. They are often found nesting in the native Prairies that has been well grazed. The short grass allows them to spot predators, and the Burrowing Owls nest in bur-

rows excavated by badgers, ground squirrels, or other burrowing mammals. They may also be seen standing on their burrow, sitting on nearby fence posts or foraging in the ditches. Since 1987 Nature Saskatchewan’s Operation Burrowing Owl has worked with landowners to protect and enhance Burrowing Owl habitat. In addition, the program relies on the participation of landowners to help monitor the Burrowing Owl population. Currently, there are nearly 400 landowners across Saskatchewan participating in Operation Burrowing Owl. If you spot a Burrowing Owl, let the program know by calling Operation Burrowing Owl at its toll-free Hoot Line at 1-800-667-HOOT (4668). Landowner information is never shared without permission.

Body found in Kenosee Lake The body of a 62-yearold woman was found in Kenosee Lake at the Moose Mountain Provincial Park on July 21. At approximately 8:45 a.m., Carlyle RCMP responded to a call of a human body found in Kenosee Lake near a boat launch. At press time, the death is not believed to be suspicious

in nature. The deceased has been identified as a 62-year-old woman from Regina. Next of kin have been notified and police will not release the deceased’s name. Carlyle RCMP and the Office of the Chief Coroner continue to investigate. An autopsy is taking place in Regina.

Saskatchewan doctors agree to new contract Four-year contract includes a 4.9 per cent increase over four years Saskatchewan physicians have agreed to a new four-year contract. The agreement between the government and the province’s physicians was reached on July 28. “This agreement represents a fair and competitive compensation package for the growing number of physicians in our province,” Health Minister Dustin Duncan

said in a press release. “It demonstrates the shared commitment of government and physicians to improve access to care for Saskatchewan residents.” The contract agreement covers the period April 1, 2013 to March 31, 2017. Approximately 90 per cent of physicians voted in favour of the agreement. “The physicians of

Saskatchewan are focused on improving the quality of patient care and this agreement will allow us to continue those improvements,” SMA President Dr. Mark Brown noted. “This agreement recognizes the evolving nature of practicing medicine in Saskatchewan. Given the current fiscal circumstances, the agreement provides a modest increase in fees and

maintains a strong foundation to continue improving quality and access in the health care system.” The agreement provides physicians with a total fee increase of 4.9 per cent over four years, with three per cent in one-time lump sum payments. According to the press release, funding for medical services and programs will increase by approxi-

mately $85 million over the four-year agreement, and includes investments in programs to support increased patient access to medical services. An emphasis on rural Saskatchewan obtaining highquality services was also emphasized. “This agreement will help maintain our competitiveness across Canada,” Duncan added.

More than 2,200 physicians are licensed to practice in Saskatchewan – an increase of 27.7 per cent or 482 doctors since March 2007. The agreement comes after months of deliberation between the government and Saskatchewan doctors. According to the press release, 90 per cent of doctors were in agreement with the new contract.
