The number of residents in southeast Saskatchewan the Sun Country Health Region oversees has increased by more than 3,400 in the past year according to statistics revealed by the region in their annual report that was released earlier this summer. Sun Country now has 59,984 people residing within its boundaries, compared with 56,529 Saskatchewan Health card-carrying residents last year. That was just one statistic coming from the annual report that focuses on all things related to the delivery of health-care services in the geographic region that includes health-care facilities from Wawota to the north, to Pangman and Ogema to the west and the U.S. and Manitoba borders to the south and east. The two per cent increase in the population to be served corresponds evenly with the two per cent increase observed in the province and a two per cent increase in the health region’s population base in 2013-14. The gender distribution went essentially unchanged with 48.9 per cent of the SCHR population being female and 51.1 being men. The proportion of persons between the ages of 25 and 44 was higher than the age group between 45 and 64 at 27 per cent and 26 per cent respectively. Fifteen per cent of the population in SCHR is aged 65 or older compared with 14 per cent across the whole province. About 42 per cent of the southeast’s population resides either in Estevan or Weyburn while another 29

per cent live in towns and the remaining 29 per cent live in villages, rural municipalities and reserves. Across the wide spectrum, almost 58 per cent of the respondents to a SCHR survey considered themselves to be in very good or excellent health and 69 per cent reported to be in a very good or excellent mental health state. The provincial figures for those two categories are 56.9 and 67.7 per cent, respectively. Compared with rates across the province, SCHR residents were more likely

to smoke daily and less likely to engage in leisuretime physical activity. Just under 21 per cent of the adult male population reported to be smokers while 18.6 per cent of the females said they smoked. Provincailly, 16.2 per cent of the daily smokers are male while 17.4 per cent of the regular smokers are women. On the alcohol consumption side, 26.6 per cent of the males in the southeast said they were heavy drinkers while only 7.5 per cent of the females entered the same category.Across the province

25.9 per cent of the men said they drank heavily as did 13.8 per cent of the women. When it came to leisure time physical activities, the men and women in the southeast sector lagged slightly behind the rest of the province at 52.1 per cent compared with 53.1 per cent in the rest of Saskatchewan. In follow-up reports, the Mercury will bring out various other statistical facts concerning the well-being of southeast Saskatchewan residents and the financial picture of the Sun Country Health Region.

A person’s passion for something really shines through when they start cutting down the very thing they love. While reading a bunch of comics I recently purchased during my brief vacation period, I came across a point in the story where a character reacted to a situation that I thought clashed entirely with that character’s personality and approach to life. It almost made me put the book down. It would be difficult to explain what the situation in the story was and why the main character’s reaction to it was off without vast amounts of venting of the nerdiest kind, but the point is, it kind of upset me. I began talking out loud, questioning the occurrences in the story I just read, and ultimately wondered why I bother to try and keep up with comic books, which by the way, is extremely difficult because of the sheer number of storylines and crossovers involved, (alongside the obvious financial burden that can be minimal or extensive, depending

These thoughts ran through my head as I looked at my little collection sitting next to me, and I remembered it wasn’t the first time disappointment emanated from them. Comics are at a relatively high point right now, however, and moments of disappointment are actually few and far between. With various comic book super heroes now being portrayed on the big screen, the comic book industry has spread to a wider audience and is arguably the most successful it has been for a long time. Possibly ever. That’s not to say crummy writing is non-existent, and it’s when crummy writing shows up when my strong

passion for comic books and storytelling create brash negative reactions to the garbage I’m reading. It’s also the point in time when I begin venting to my girlfriend who patiently absorbs all of my nonsense and agrees with me, regardless of the fact that none of the information I dumped on her made any sense. I’ve been an avid comic book reader since I was a little kid, and despite the fact that they’re poorly written sometimes - I have a hard time disliking art styles, largely because I can’t even perfect stick figures, so the story is my main focus when it comes to criticism - I’ve stuck with it all these years and appreciate the culture wholeheartedly. It’s brought millions of people

together over the years and for the most part, has created a positive space that attracts, literally, any person of any age. But, seriously, the story from 2007 where Peter Parker (a.k.a SpiderMan) makes a deal with the devil to save his aunt and change the course of time was such a horrible decision, I was sure the character would never recover from such poor direction. But thankfully, it did. I’m curious what other love/hate relationships exist out there. I know pro wrestling resonates with a lot of my friends, and I always found it fascinating that whenever wrestling was brought up, it was often in tandem with the phrases, “It was really bad,” or “I’ll never watch it again.” But they always did, and continue to do so to this day. It’s got to be because of the outfits pro wrestlers wear. Video games are another one of those industries one can love and hate at the same time. This toxic industry, emphasized again by a recent study

that showed the majority of players online are women, but that less than 30 per cent of them enable voice chat because of the overwhelming number of sexist comments they receive, has gone through so many ups and downs. Yet, it continues to be a serious passion for millions, including myself, who know of the positivity and creativity games provide us through its art and storytelling capabilities. The world needs fans who hate the things they love sometimes. Interestingly enough, many professional writers, game developers and producers actually monitor online forums and chat groups where thousands of fans come together to talk passionately about the latest comic, latest game or latest episode, in hopes of using some of their feedback to improve upon their next project. There’s no need to be malicious, but there’s plenty of room for passion and sometimes even anger, to shine through your criticism for something you love.

Quality no longer top priority Canada has long had a reputation in the world marketplace for producing high quality wheat. It has in essence been this country’s ace-inthe-hole in terms of marketing the wheat even in times of low prices. There was potential to draw out the best prices on many shipments because the end users had confidence in the quality of wheat to be delivered. When it comes to wheat headed into the baking sector, quality is often critical, and trusting the source to deliver the required quality has been worth a premium through the years. So when there began to be a trickle of concern in recent months about the quality of Canadian wheat perhaps dipping to the point customers were losing confidence, it was a red flag which demanded some response. There was, of course, plenty of finger pointing, in particular toward the federal government which has made it pretty clear they’d be just as happy with an ‘old west’ approach to grain, a system where producers can grow anything, reasoning they should be responsible for marketing what they produce. In niche crops it’s an approach which had merit as, such crops tend to be grown under contract these days. Wheat, however, is very much a bulk com-

Loads from a variety of farmers end up as part of the same shipment so there is a need for some rather specific regulations, and they need to come from an over-arching authority, because major grain handlers are again in the business of bulk commodity sales when it comes to a crop such as wheat. The Canadian Grain Commission (CGC) is the body, which determines such controls. The CGC is the federal agency responsible for establishing and maintaining Canada’s grain quality standards. Its programs result in shipments of grain that consistently meet contract specifications for quality, safety and quantity. The Commission regulates the grain industry to protect producers’ rights and ensure the integrity of grain transactions. While there are some worries the Commission’s powers are being eroded, they have determined some significant changes are cur-

rently warranted. After consulting with domestic and international stakeholders and conducting a thorough evaluation, the CGC will designate 29 varieties of Canada Western Red Spring (CWRS) and Canada Prairie Spring Red (CPSR) wheat to another class as of Aug. 1, 2017, detailed a recent release. “In an evaluation of varieties against the revised quality parameters for the CWRS and CPSR classes, the Canadian Grain Commission determined these varieties do not meet the quality characteristics of their current designated class (CWRS, CPSR). “In addition, in 2016 the Canadian Grain Commission will initiate a review, for a period of up to two-years, of CWRS and CPSR varieties for which more quality data is needed before a decision about their class designation can be made.” Given the aforementioned concerns, which have arisen from some market sectors, changes were clearly needed. In a competitive market like that for wheat you can ill-afford to let any advantage you might have deteriorate. Hopefully, the moves by the CGC will help reassure customers that Canada can still deliver quality wheat as it long has.

Saskatchewan’s canola crops yielded a fine sea of yellow for passing motorists who traveled up and down Saskatchewan highways this summer. The crops are now being swathed or cut as the harvest season begins in earnest.

“The combines are rolling.” That was the definitive statement issued by Sherri Roberts, the southeast Saskatchewan crop specialist with the Ministry of Agriculture who spoke with Agri News from her Weyburn office on Aug. 14. “The fall rye and winter

wheat crops are now off and in the bins and a lot of the pea crop is now off too,” Roberts said. The lentils are desicated and in quite a few canola fields, she has seen the crop being swathed. “We had a bit of rain so that delayed some operations, but then the heat we had brought the canola forward very quickly so some farmers got caught off

guard,” said Roberts, adding that many producers were now scrambling to get the canola harvest underway. “I am seeing a lot of combines with accompanying trucks carrying above average loads and since we didn’t have any severe disease issues this growing season, I believe local farmers can come in with an average to good crop, both in terms of quality and

volume.” Flax and traditional grain crops are maturing as anticipated around the region that covers a wide swath of territory from south of the No. 1 highway all the way down to the U.S. border on the east side of the province. “Of course we have spotty areas. That was to be expected. This could be a very long harvest season

because the seeding was uneven. Some seeded much earlier than others, while others ended up reseeding in some regions after some bad spring startups. So we could see the harvest equipment out there for awhile. But, on the whole, most should be happy with yields.” Roberts said she has done some soil sampling lately, since she and her cohorts are carrying out

a survey on lentils for the University of Manitoba that involves nematodes in pulse crops on the prairies. “They’re trying to find out what is attracted to the Canada thistle plant, so we’re doing some sampling for them and that includes soil. This is the second year we’ve been doing this. It’s part of the Growing Forward 2 program,” said Roberts, ⇢PG. 8 Caution

It’s official, CWB is now G3

The Canadian Wheat Board as producers once knew it, is no longer. Federal Agriculture Minister Gerry Ritz said recently that Ottawa has finalized the sale of the CWB, the agency that used to market grain for Western Canadian farmers and had done so since 1935, to G3 Global Grain Group. G3 Global is a joint venture of Bunge Canada

and SALIC Canada Limited, a wholly owned subsidiary of Saudi Agricultural and Livestock Investment Company (SALIC). Bunge Canada, is a U.S. based food and feed ingredient company that supplies raw and processed agricultural commodities and specialized food ingredients to the animal feed, food processing, food service and bakery industries.

SALIC is a joint stock company based in Riyadh, Saudi Arabia which has built a global agribusiness based on investments in Greenfield and other existing ventures. G3’s CEO is Karl Gerrand, who said in a media release, the sale will “fulfill a promise to Canadian producers to create a new and competitive alternative for the marketing of their grain.” CWB’s president and

CEO, Ian White, said the capital investment G3 brings to the table along with extensive operational experience will be a huge benefit to the sector. The federal government announced this past April that G3 would be buying 50.1 per cent of CWB for $250 million. The rest would be kept in trust for grain farmers, but in seven years, G3 has the option to buy back

No. Certain fields will have good moisture content, but only certain fields.” Roberts said she is somewhat concerned with the rapid depletion of pasture lands in the southeast. “Some of them look pretty rough with only foxtail barley for them (cattle) to graze on and that’s nothing for them in terms of nutrition. Feed for cattle could be an issue. It’s not bad right around here (Weyburn-Estevan) so most of the ranches should be OK, but boy some of them will still have to think outside the box. They might want to try baling up some soybean chaff and not just look at, or look for, alfalfa. Baling up some stuff with no nutrition in it only invites danger.” Going back to crop assessments, Roberts said she hasn’t filed any reports yet regarding protein content. That will come later as the spring wheat crops are just starting to come in now from farms where they were able to get at seeding operations earlier than usual.

“I still see some green crops (later seeded) and some flax is still in flower, so, I say again, this could be a pretty long harvest season and my advice right now for farmers is to please, please, take the time. If you get too tired, shut it down. We haven’t heard of any tragic incidents in this corner of the province yet, regarding harvest operations, but I know there is a temptation for these guys to just keep going at it full-bore for as long as they can, and that’s when the accidents happen. They get frustrated and try to cut a corner or do something fast when they’re exhausted, and that’s just asking for a serious accident. Don’t let that happen,” she said in conclusion. Across the province, the reporters noted four per cent of this year’s crop is combined and five per cent has been swathed as of Aug. 10. The provincial report also said some areas of the province received as much as three inches of rain between Aug. 4 and 10. This report also reported shortages when it came to hay land and pastures with alfalfa yields being at about half the fiveyear average, and it was about the same for other tame and wild hays. The results on irrigated land was much better, pretty well matching the five-year averages in terms of tons per acre. Some crops around the province were damaged by localized flooding, wind and some insects such as aphids and diamondback moths.

Ritz added the commercialization of the CWB was part of the government’s broader modernization of Canada’s grain sector to stimulate investment and create jobs and economic growth. Stewart Wells, heading the Friends of the Canadian Wheat Board group which is suing the federal govern-

ment over the alleged misappropriation of $720 million from the CWB in the 2011-12 fiscal year, said “it’s a sad day for farmers and Canadians.” Wells went on to say that this was Prime Minister Stephen Harper’s legacy with the CWB which “is depriving farmers of billions of dollars of income and giving away the assets that farmers paid for, to a foreign government and foreign grain company.”

The Calamity Cowgirls, a trick horse riding team and their equine partners have been training for over two years now to bring a fast-paced and exciting 20-minute show of expert riding skills to a local audience. New B.C. port plan not welcomed by all G3 recently announced it may build a new grain terminal at the West Lynn port on the north shore of Vancouver’s Burrard Inlet. G3 is a joint venture consisting of the United States based multi-national grain company, Bunge Ltd., and the Saudi Agricultural and Livestock Investment Co. (SALIC) owned by the Saudi government. It was given the assets of the

(now privatized) Canadian Wheat Board in early April in return for a promise to invest $250 million in the company. While some are cheering the news of another port facility, others are stating it is more evidence that ending the farmer-directed single-desk wheat board has made the Canadian grain system less efficient and allowed grain companies

to become more powerful. Jan Slomp, a Courtenay, B.C. farmer, and president of the National Farmers’ Union, said in a recent article the CWB co-operated with various terminal owners to achieve efficient loading of 50,000 to 60,000 tonne Panamax vessels since no single elevator company was big enough to load them in one single docking.

Single-desk efficiencies, she noted, resulted in dispatch payments, the bonus paid by vessel owners for fast service. The CWB passed those payments on to farmers. The 2013-14 bottlenecks witnessed in the rail transportation system were not caused by lack of terminal capacity, but were rather the result of the lack of co-ordination, she stated.

Second free fishing weekend coming up Residents in the southeast can enjoy a second provincial free fishing weekend on Aug. 29 and 30, according to information released by Environment Minister Herb Cox. “Due to the extreme wildfire conditions earlier this summer, we are offering a second free fishing weekend,” Cox said in a press release. “Whether you’re a novice or an experienced angler, everyone deserves the opportunity to experience fishing at one of the beautiful lakes in our province.”

The first free fishing weekend declared earlier this summer did not include most northern regions of the province where severe fire wildfires made it impossible for fishers to get to many lakes or rivers. Although licences are not required during free fishing weekend for Saskatchewan residents or visitors, all other fishing regulations remain in effect, including possession limits. Free fishing weekend does not apply in national parks and

anyone planning to take fish out of the province must purchase a licence. Residents are also reminded to be respectful of any fire bans that may be in effect over the free fishing weekend. Five teams were involved: Yorkton, Melville, Oxbow, Redvers and Estevan. The Estevan Elites came away with a gold medal. On July 13-15, Heather and Jeff Pyra spent some time camping with friends at Sask. Landing Provincial Park. On July 13-17, Rebecca and William Duncan and Daniel Mantei, attended the Souris Valley Theatre Act II Camp. On July 17, they performed their play, London Undercover. Rebecca Duncan was among those who received a scholarship from the Estevan Arts Council for attending an art Camp during the 2015 summer. Debbie Augey and Wilma Mantei presented the scholarships. Sarah Pyra attended a horseback riding camp at Bienfait on July 16 and 17. The camp was under the direction of Pam Wagner. William and Rebecca Duncan attended the Regina Speed Swimming Tournament on July 4. William Duncan received gold for his age division. Two teams from Outram participated in the Carnduff Youth Ranch Rodeo, July 18, sponsored by Carnduff

Agriculture Society. Six and under category were Sierra Mantei, Sarah and Isabelle Pyra and Rachel Duncan. These girls each received a belt buckle for placing first in their age group. The seven to nine category team was Jacob Pyra, Sasha Mantei, Yolanda and Artemio Doerksen. William and Rebecca Duncan, Destiny Adams and Hannah Mantei competed in the South semi finals in Swift Current, July 18. On July 25 and 26, William Duncan, Destiny Adams and Hannah Mantei participated in the Swim Sask. Summer Swimming Finals at Biggar Sask. William Duncan came in first for points in his age division while Hannah Mantei placed first in her division. On July 25, Rebecca and Rachel Duncan and Jacob, Sarah, and Isabelle Pyra were honoured to supply the entertainment for the Lutheran Ladies Summer Picnic held at Trinity Lutheran Church. July 9 to 12, where they attended the Canadian Gospel Music Celebration at Red Deer, Alberta and on July 12, they entertained at the Calgary Stampede. Trinity Lutheran Church in Torquay celebrated its 100th Anniversary on Sunday, June 28, 2015. It was a wonderful afternoon with many returning pastors and familiar faces from over the years attending the celebration. The church sanctuary was packed and many found seats in the auditorium. Prior to the worship service, the cornerstone box, which was embedded in the church building foundation was opened. Phil Risto, Blair Daae and Ray Daae revealed the archives from days past to those attending. Pastor Danny Krauss, led the worship service. Vi Sabin and Elaine Johnson provided the accompaniment to the worship songs on organ and piano. Special music was provided by the Club DJ Kid’s Club, directed by Cindy Daae. Phil Risto, master of ceremonies, continued with the program by introducing former pastors which brought greetings in person and some through video. Vicki Skjonsby also read greetings by letter from former pastors. Darwin Daae, reeve of the RM of Cambria, brought congratulations of 100 years and also acknowledged the older people present. Lyle Yanish, brought congratulations from the CLBC church, Faith Lutheran in Estevan. Roger Olson, regional pastor of the Church of the Lutheran Brethren Cananda, personally gave congratulations and greetings on behalf of the denomination for 100 years of faithful service in the community and around the globe. He expressed ...”only eternity will reveal the magnitude of what our saviour has accomplished through you.” Following the ceremony, a catered meal was served in the auditorium. Trinity Lutheran Church hosted VBS (Vacation Bible School) in Torquay, August 17-21, 2015 from 1 –3 p.m. Our VBS teacher this year was Miss Lauren Ryan, supplied by Child Evangelism Fellowship. Games and crafts were directed and organized by Mrs. Cindy Daae. Our theme this year is “2 Corinthians 5:17, 180 degrees with Jesus!” All kids were welcomed.

But the industry did purchase 62 of the 85 lease parcels that were on the board. The top price paid for a single lease was $373,000 paid by Mammoth for 291.37 hectares in the Leitchville Shaunavon Oil Pool, located 10 kilometres north of the town of Shaunavon. Fire Sky Energy Inc. paid the highest price per hectare when they paid just under $3,200 per hectare for a 32.37 hectare parcel in the Workman Midale and Frobisher Beds Pools, which is located 20 kms

southeast of Carnduff. In the southeast region 27 of the 33 leases offered, were sold with Midale Petroleums Ltd. paying the top price for a single lease at $232,000 for a 259 hectare parcels three kms south of the Viewfield Bakken Sand Pool, 25 kms north of Estevan. The average price paid in this region was $479.56 per hectare. In the June sale, the southeast region garnered bids that totaled just under $6.2 million. In the Swift Current region, 14 of 18 leases were picked up with Mammoth paying a total of just over $373,000 for a 291 hectare spread at an average of $1,281 per hectare in the aforementioned Leitchville Shaunavon Oil Pool. This position requires: • Grade 12 or GED equivalent • Journeyman Mechanic’s Certificate • Valid Class 3A Driver’s License • Basic computer and Microsoft Office proficiency

Quidditch Tournament Fundraiser: You read that right! On Saturday August 29th, the Wizarding (and now Muggle) World’s favourite sport is coming to the Estevan Public Library. Pick up registration forms at the Library and drop them off by August 15th to be placed on a team. Ages 14+. Registration fees are $7.00/Youth (14-17) and $10.00/Adult (18+). Half the proceeds will be donated to the Evacuees of the Northern Saskatchewan fires. Call the Library for more info.

Property Maintenance As per Bylaw 2005 - 1711, residents must keep yards clean, including garbage/junk, junked vehicles. In summer months, please be sure to trim excessive weeds and cut grass including boulevards and behind fences.

Animal Control As per Bylaw 2005-1709-Animal Control. Sec. 11 No dog or cat shall be running at large in the city.
