The 50+generation is the largest proportion of Seoul’s population, about 21.9% (approx. 2.19million). Considering the prevalence of early retirement, 30.5% of the city’s population (approx. 3.3million) is part of the 50+ population if we also include those 45 to 49 years of age. We are in

Communicate with the 50+World

the Homo-hundred era, where living 100 years of life is not so unusual. If this older generation feels uneasy about their future, and cannot work or find a place to go, there is no future for Seoul. This is why the city of Seoul created a support plan based on the voices of the 50+ generation. Seoul50Plus Foundation has had the opportunity to meet with many people within and beyond Korea to listen to their thoughts on 50+, regardless of their nationalities. This report is published to share knowledge and lay the foundations for a new concept of life for the 50+generation.

모시고 서울 50+국제포럼을 열게 되어 무척 기쁩니다. 현실로

다가온 100세 시대는 우리 모두에게 풀어야 할 새로운 화두를 던지고 있습니다. 늘어난 삶의 여정은 누구에게나 새로운 인식과 관점의 변화를 요구하고 있습니다. 녹록지 않은 현실의 갈피 속에서 서울의 50+세대 역시 던져진 화두를 품고 은퇴와 인생후반에 대해 새로운 그림을 그리고 또 하나의 길을 찾고 있습니다. 서울의 50+세대가 만들어 갈 변화와 도전, 개척해 나갈 새로운 길을 서울시50플러스재단은 동행하려 합니다. 그리하여 우리의 다음 세대에게 지금보다는 나은 미래를 약속할 수 있는 서울을 바꾸는 작은 파동이 되고자 합니다.

Hello. I am Kyunghee Rhee, CEO of the Seoul50Plus Foundation. First of all, I would like to extend my sincere welcome in the name of Seoul50Plus Foundation to all of you who are here today. I am very pleased to have 50+ experts from home and abroad here, and to hold the first SFIF2016. The age of 100 is becoming real, and it is giving us new issues that all of us need to deal with. The increased life expectancy is demanding that we find a new and changed perception of life. Seoul’s 50+ generation is also looking for a new picture of retirement and later life. The Seoul50Plus Foundation will be with the 50+ generation as they take on new challenges and forge a new path. We want to be a small wave of change in Seoul, in order to promise our next generation a better future. The Seoul 50+ International Forum aims to help the 50+ generation of our ageing societies to actively prepare for the second half of their lives. We aim to provide meaningful insight and a practical plan for Korea-specific 50+ policies by listening to the cases of other countries that experienced the ageing problem before us, and who understand the importance of 50+ policies as being global issues. I would like to express my warmest greetings to all the 50+ experts from home and abroad who have travelled a long way for today, and to ask for your experience and wisdom to fill this place. I would also like to express my gratitude to Mayor Wonsoon Park, Committee Chair Ms. Yangsook Park and other members of the Seoul City Council, Deputy Chief of Mission of US Embassy Mr. Marc Knapper, Representative of Friedrich Ebert Foundation of Korea, Mr. Sven Schwersensky. 여러분, 반갑습니다. 서울시장 박원순입니다.

Greetings, everyone. I am Won-soon Park, the mayor of Seoul. Welcome to the “50+ International Forum” today, We often use the phrase “getting old”. This expression contains negative nuances about aging.

I think “50+” challenges this prejudice.

Right? I think 50 plus contains a meaning of conversion and change within it.

오늘 ‘50+ 국제포럼’에 참석해 주신 여러분을 진심으로 환영합니다. 우리는 ‘나이를 먹는다’는 표현을 자주 씁니다. 이 표현에는 나이듦에 대한 부정적인 뉘앙스가 포함되어 있습니다. 저는 50플러스가 이 편견에 도전한다고 봅니다. 맞지요? 50플러스는

전환과 변화의 의미가 담겨 있다고 생각합니다. 실제로 50+캠퍼스는 도전과 열정을 가진 분들이 모이고 있고, 오늘 이 자리에도 그런 분들이 오셨다고 생각합니다. 저 역시 50+세대입니다. 시장을 하지 않았으면 50+캠퍼스에서 여러분과 함께 있을 그런 나이입니다. 우리 50+세대는 1950년 6·25전쟁 이후에 태어나 산업화와 민주화를 모두 이뤄낸 세대입니다. 세계에서 유례 없는 성장과 발전을 이루며 숨 가쁘게 달려왔습니다. 성장과 경쟁에 매몰되다 보니 앞만 보며 달려왔습니다. 그런 제 친구들과 선배들이 이미 퇴직을 하였거나 정년퇴직을 앞두고 있습니다. 예전보다 은퇴의

시기가 더 앞당겨지고 있습니다. 현재 실질적인 퇴직연령은 55세로, 이는 보통의 선진국보다 10년은 앞선 것이라고 합니다. 하지만 대한민국은 정년퇴직 후에도 가장 오래 일하는 나라입니다. 더 심각한 것은 저출산 고령화의 인구구조가 고착화되고 있고, 저성장 저고용의 경제위기가 장기화되고 있다는 것입니다. 올해 6월 기준으로 서울시민의 5분의 1의 인구가 50+세대에 해당됩니다. 그런 가운데 퇴직자들의 경험과 지혜를 사장시킨다는 것은 개인뿐 아니라 국가적으로도 큰 손실이라는 점을 우리 모두 인식해야 합니다. 앞으로 50+세대가 어떻게 사느냐에 따라 우리의 미래가 달려 있다고 해도 과언이 아닐 것입니다.

People with a spirit of challenge and passion are gathering in 50+campuses, and I think people here all share that spirit. I am also part of the 50+ generation. If I were not the mayor of Seoul, I would be attending classes at the 50+campus. We, the 50+generation, were born after the Korean War in 1950, and have achieved both industrialization and democratization. We have rapidly achieved economic growth and development that has never existed in the world. We were buried in competition, and thus only looked forward. My friends and seniors have already retired or are about to retire now.

The time of retirement is earlier than before.

At present, the actual retirement age is 55, which is 10 years earlier than that of other developed countries. What is more serious, is that Korea is the country with the longestworking retired population.

Moreover, low fertility and ageing are solidifying in the population structure, and the economic crisis of low growth and low employment continues. As of June this year, one-fifth of the Seoul citizens are part of the 50+ generation. We must all recognize that it is a great loss not only for individuals but also for the nation as a whole to waste retirees’ experience and wisdom.

주저할 시간이 없습니다. 함께 고민하고 함께 위기를 헤쳐 나가야 합니다. 여러 가지 대안적 실험을 통해서 새로운 미래를 열어가야 합니다. 제가 2004년 독일 에버트재단 초청으로 3~4개월 독일을 여행할 때 루거 로이케(Rudger Reuke)라는 분을 만났습니다. 우리로 따지자면 퇴직 공무원이었습니다. 이분은 독일 정부기관 DED(독일개발원조기구)에서 근무하다가

It is no exaggeration to say that our future depends on how the 50+generation lives.

We need to worry about the remaining 80,000 hours of our 50+ generation. We do not have time to hesitate. We have to discuss it and go through the crisis together.

We have to open up a new future through various alternative experiments.

은퇴하고 일정한 교육 프로그램을 거친 후에 해외 원조 민간단체 ‘German Watch’에서 일을 시작하였습니다. 정부 연금을 받고 있기 때문에 이 단체에서는 1유로만 받고 일하였고, 스스로 1유로맨이라고 불렀습니다. 저는 이분에게서 큰 영감을 "우리나라에서는 정부 차원에서는 처음으로 서울시가 50+세대의 가능성에 주목하고, 50+세대를 체계적으로 지원하고

영국에는 영국 상위 10개 대학을 모두 합쳐도 구성원과 규모 면에서 비교조차 안 되는 초대형 대학이 있습니다. 은퇴한 시니어들이 누구나 가르치고 누구나 배우는 U3A(University of the Third Age)입니다. U3A는 철학·언어·심리학·예술부터

체육·게임까지 다양한 강의가 개설되어 있고, 영국 전역에 걸쳐 900여 개의 학교에서 30만여 회원이 활동하고 있습니다. 미국의 앙코르닷오르그는 중장년들을 앙코르 커리어라고 불리는 사회적 활동으로 이끌고 있으며, 미국 커뮤니티 칼리지 30%가 베이비부머를 위한 ‘플러스 50’ 프로그램을 도입하고 있습니다. 컴퓨터 등 취업과 관련한 과정 또는 건강이나 취미를 위한 교육과정을 개설하고 학비 지원이나 학교생활 도우미 제도 등을 운영하고 있습니다. 오늘 사례를 공유해주실 일본과 독일도 50+세대에 대한 지원을 확대해 가는 추세입니다.

우리나라에서는 정부 차원에서는 처음으로 서울시가 50+세대의 가능성에 주목하고, 50+세대를 체계적으로 지원하고 있습니다. 올해 6월에 개관한 50+캠퍼스에서는 50+세대들이 인생 후반전을 재설계하고, 새로운 커리어를 모색할 뿐만 아니라 일상의 기술을 익히고 즐거움을 익히고 있습니다. 지금까지 5,000여 명이 상담을 받았고, 3개 학부의 127개 과정에 4,466명이 참여하고 있습니다. 사회공헌형

○ 서울50+국제포럼2016

I traveled to Germany for 3-4 months back in 2004 when I was invited by the Friedrich-Ebert Foundation. At that time, I met a man named Rudger Reuke. He was a retired civil servant. He started his career at a German NGO called “German Watch,” after retiring from his job at the DED (then German Development Assistance Agency) and having gone through certain educational programs. Since he was already receiving a government pension, he received only 1 euro from this organization. So he called himself “the 1 Euro Man.” I was greatly inspired by him.

50+인생학교를 졸업한 분들이 이렇게 증언하고 있습니다. 연애하는 것만큼 재미있었다, 공부의 진짜 의미를 알았다, 남편을 후배로 만들고 싶다, 꼰대를 졸업하는 것이 목표다, 그리고 인생 변화와 전환의 출발점이 되었다고 말입니다.

50+캠퍼스에서는 공부의 개념이 바뀌고 있습니다. 예전에는 대학 가기 위해서 공부하였다면, 50+캠퍼스에서는 삶의

진정한 의미를 찾기 위해서 공부합니다. 지금까지는 돈을 벌기 위해, 승진하기 위해서 공부하였다면, 50+캠퍼스에서는 하고 싶은 일, 사회에 공헌할 수 있는 일을 위해 공부하고 있습니다. 50+캠퍼스에서는 은퇴의 개념, 나이듦의 의미, 인생의 의미를 바꾸고 있습니다. 안타깝게도 최근에 벌어지는 현실을 보면 마음이 매우 무겁습니다. 여기 계신 여러분도 저와 같은 마음일 거라고 생각합니다. 지금 우리가 처한 현실은 참담하지만, 우리의 꿈마저 참담해서는 안 됩니다. 우리가 처한 상황은 절망스럽지만, 우리의 미래마저 절망스러워서는 안 됩니다. 각자의 자리에서 고민하고,

Before I became the mayor of Seoul, I focused on this issue and started the ‘Happy Senior Project’ at the Hope Institute.

Through this process, many people have began the second act of their lives. Some major leaders are here with us today.

변화를 모색하고, 연대하며 새로운 미래를 열어가야 합니다.

In the U.K, there is a very large university that is bigger than the combination of all the top 10 universities in the UK in size. At the University of Third Age (U3A), retired seniors can teach and learn. The U3A offers a wide range of courses ranging from philosophy, language, psychology, arts, to physical education and games. More than 300,000 members from around 900 schools across the UK are active.

결국 국민들의 힘과 지혜로 위기를 극복할 수밖에 없습니다. 여러분이 인생 2막을 열어가듯, 대한민국의 새로운 미래도 열어 주실 것으로 믿습니다. 여러분이 한강의 기적을 만들어냈듯이 대한민국의 시대교체, 미래교체도 만들어 주실 것으로 믿습니다.

For the first time at the local authority level in Korea, Seoul is paying attention to the potential of the 50+ generation and systematically supporting them. At the 50+campuses that opened in June this year, 50+ individuals are redesigning the second half of their lives, seeking new careers, learning day-to-day skills and enjoying life. So far, 5,000 people have received consultations and 4,466 people have participated in 127 courses on 3 different streams. 427 people are active in 10 socially meaningful jobs. Those who graduated from 50+Life School testify: “it was as much fun as dating”, “I found out the real meaning of studying”, “I want my husband to take this course”, “I want to stop being old fossil”. The 50+ Life School is serving as a starting point for life transformation.

On the 50+Campuses, the concept of studying is changing. In the past, we studied to go to college. Now, we study at the 50+Campuses to find the true meaning of life. We have been studying to make money and receive promotions.

Now, we study to do what we want to do, and to contribute to society. We are changing the concept of retirement, the meaning of ageing, and the meaning of life.

Unfortunately, the reality that is taking place recently is burdensome. I think that all of you here today are like me. The reality we are in is depressing, but our dreams should not be so. Our situation is desperate, but our future must not be so. We each have to think about the problem at hand, look for change and begin a new future together. In the end, the power and wisdom of the people can overcome any crises. Just as we begin the second act of our life, I believe we all can begin making a new future for Korea. Just as we have created the miracle of the Han River, I believe that we can transform the country and bring about change for the future. I will be with you all, too.

Encore.org in the United States leads older people to social activities called “Encore Careers”. Now, 30% of US community colleges are introducing the ‘Plus 50’ program for baby boomers. They offer courses related to employment, such as computer classes, or courses for health and hobbies. They also provide tuition and

일환으로 추진되고 있는 실정입니다. 이로 인해 중앙정부의 정책을 보면 50플러스 세대의 수요와 특성을 반영하고 있다기보다는 특색 없는 범용 정책들이 나열되어 있다는 평가를 받고 있습니다.

박양숙입니다. 이번 ‘서울 50플러스 국제포럼’ 개최를 진심으로 축하드립니다. 오늘 이 자리에 서울시 박원순 시장님과 함께 미국·일본·독일 등 해외의 전문가를 비롯한 많은 분들이 ‘서울시 50플러스 세대 정책’을 응원하기 위해 바쁘신 가운데에도 참석해 주셨습니다. 서울시민과 서울시 의회를 대표해서 기쁘게 생각하며 감사의 말씀을 드립니다.

현재 한국은 급격한 출산율 저하와 기대수명의 연장으로 인구 고령화가 세계에서 유례를 찾아볼 수 없을 만큼 빠르게 진행되고 있습니다. 통계청 통계자료에 따르면 한국이 고령화사회(7%)에서 고령사회(14%)로 이행하는 데에는 18년밖에 걸리지 않는다고 합니다. 특히 서울의 경우에는 불과 14년 만에 고령사회가 될 것으로 예상되고 있습니다. 일본은 24년, 미국은 73년이 걸린 것에 비하면 무척 빠른 속도입니다. 생산가능인구의 감소와 고령화의 영향으로 서울시의 경쟁력이 둔화될 수 있다는 점에서 문제의 심각성이 큽니다. 다른 통계자료에서도 노령화가 한국 사회, 특히 서울시에 미칠 부정적인 영향을 경고하고 있습니다. Hello, I am the Chairman of the Health and Welfare Committee of the Seoul Metropolitan Council, Yang-sook Park. I sincerely congratulate the host of the 'Seoul 50+ International Forum'. Today, Mayor Won-soon Park and many experts from different countries, including the US, Japan, and Germany, have attended the forum to support ‘Seoul’s 50 + Support Policy.’ On behalf of the citizens of Seoul and the city council, I would like to express my gratitude and appreciation.

Currently, Korea is rapidly experiencing an unprecedented level of ageing population due to the rapid decline in fertility rate and the extension of life expectancy. According to statistics, it will only take 18 years for Korea to move from an aging society (7%) to an aged society (14%). In particular, Seoul is expected to become an aged society in only 14 years. This is very fast, compared to Japan’s 24 years and the United States’ 73 years. There is a serious problem. Other statistics warn of the negative impact ageing will have on Korean society, particularly in Seoul.

Among OECD countries, the elderly poverty rate in Korea is the highest at 49.6%. Moving past the early 50s, the proportion of temporary and daily workers increases, the employment situation becomes unstable and the quality of work environments fall. In addition, the social isolation of seniors who live alone after retirement, elderly suicides that often follow isolation, and neuro-degenerative diseases like dementia, are problems that Korean society is facing as an ageing society.

As these various types of problems for seniors worsen, the importance of late middle age, a preliminary period of preparation for old age, is highlighted. The strengthening of the subjective capacity of late middle-age citizens who will eventually

‘서울특별시 50플러스재단 설립 및 운영에 관한 조례’를 제정하고, ‘서울시 50플러스재단’을 설립하는 등 중앙정부보다 선제적으로 대응해 나가고 있습니다. 예비 노인세대에 대한 장년층 인적자원 관리에 대한 새로운 접근방식의 패러다임이 요구된다는 점에서 서울시의 50플러스 정책은 칭찬받을 만하다고 생각합니다. 하지만 베이비 부머세대가 놓인 상황을 보면 문제는 간단치 않습니다. 아버지 세대인 베이버부머는 자식 세대의 결혼자금과 학자금을 대부분 부담해야 합니다. 또한 국민연금을 통한 소득보전체계가 미흡하여 노인 세대를 실질적으로 부양해야 할 책임도 떠안고 있습니다. 그 와중에 자신의 노후준비 대책도 세워야 합니다. 그리고 한국 사회의 민주화를 이끈 세대로서 사회에 대한 문제의식 수준도 매우 높아서, 사회에 참여하여 공헌하고자 하는 욕구도 강한 편입니다. 베이비부머 세대가 처한 환경을 고려한다면, 50플러스 정책을 통해 50세 이후 생계유지를 목적으로 한 재취업과 창업으로 새로운 일자리를 찾도록 지원할 수 있어야 합니다. 또한 중장년 시절 쌓은 경륜과 경험을 활용하여 사회 문제 해결에 공헌할 수 있도록 참여의 공간과 통로를 제공해야 합니다. 그림자 같은 세대가 아니라 ‘생계형 일자리’와 ‘사회

Although the government is aware of the need for preliminary policies for soon-to-be elderly baby boomers, there is no specific policy for them. Rather, they are only partially included in policies made for the elderly. This shows that the government's policies are generic and do not reflect the demands and needs of the 50+ generation.

I think the 50 Plus policy of Seoul is praiseworthy because there is a need for a new paradigm of seniors.

The city of Seoul and the City Council are reacting to demands first by enacting the "Ordinance on the Support of Double-cropping of Life for the Elderly in Seoul," the "Ordinance on the Establishment and Operation of Seoul 50 Plus Foundation," and establishing the "Seoul50Plus Foundation."

But the problem is not so simple when you look at the Baby Boomer generation. They, being parents, are responsible for most of the marriage and school expenses of their children. In addition, the national pension system is insufficient, so baby boomers are responsible for the elderly as well. In the meantime, they also have to prepare for their own later years. And as the generation that led to the democratization of Korean society, social awareness is very high and the desire to contribute to society is strong. Considering their circumstances, baby boomers must be able to find new jobs after turning 50. Also, we should provide a space and method of participation so that they can contribute to by utilizing their accumulated experience. They should be recognized as respected leaders, and work “living-based” and “social contributionbased” jobs.

It is not easy to specifically address the various needs and desires of the 50+ generation. It is time to listen to the opinions and advice of many people to design a realistic and concrete “50 Plus policy” that can reach the baby boomers. Seoul Metropolitan Council is supporting research related to this issue. In addition to the efforts made by Seoul Metropolitan Council, the Seoul International Forum will be helpful for finding better policies through learning about the trials, errors, and achievements of the US, Japan, and various European countries when their baby boomers faced retirement.

I hope that active discussion at the International Forum will help the baby boomer generation in Seoul become a new engine of growth through their second act of life. I came to Korea and saw a special exhibition of the U.S. Peace Corps. Through this, I learned that there was a history of Peace Corps volunteering in Korea during the 1960s. There were also photographs of John F. Kennedy and explanations of how the Peace Corps worked in Korea. Now, Korea’s economy has grown enough to give back its aid, and Korea has become a major power in Asia. Now, the Baby Boomers, who had been helped by Peace Corps in the 1960s, are the 50+generation in this country.

He gained a lot of votes when during another one of his speeches, he underscored the societal importance of the late middleaged generation entering into their elderly years.

An ageing society does not mean that we are simply getting older, but we are also earning more time. In other words, the society as a whole is earning more time. The increased number of popular films dealing with retirees shows us that the world is now entering into a super-aged society. Over the past few years, many organizations have worked together to prepare for an ageing population, but we still do not know how to deal with it.

Every morning when I go to work in California, I cross a bridge and there is a big billboard. The billboard says, “Our life expectancy is 150 years. Prepare for a long retirement” and I was scared as I thought, “How much time do I have if I live until 85?”

I live in San Francisco near Silicon Valley, and I see a lot of things. The number of companies investing in the longevity

How should we prepare for this age of longevity? The answer lies in innovation.

Socially and institutionally, we need innovative approaches to the challenges of the longevity era. The establishment of Seoul50Plus Foundation is a likewise attempt.

Let me introduce the case of the United States. In 1939, before John F. Kennedy gave his speech, the extension of life expectancy had already become a social issue. For the first time, pensions were given at age 64 as part of the social security system. The person who received the first pension in 1939 was a librarian and secretary. He paid 92 cents for his pension, and he saw the first pension benefit. He was the first person in the Homo-hundred era. Since 1940, when the U.S. began to pay attention to ageing issues, the automobile union began to form, and there have been various changes since the Second World War.

Some say they are “too old to work, too young to die." It is common for doctors to say that it is time to sit back and relax. The pensioned generation is isolated from society. American society is trying to solve these problems. So what came out is a concept like Sun City, where retirees hang out together. It has become very popular with retirees and has created a phenomenon that people in isolation are crowded.

Millions of people are entering the ageing stage very quickly, but do not think they are getting older. Rather, they are giving meaning to the process. In 1904, the American psychologist G. Stanley Hall introduced the term and concept of “adolescence” for the first time. Later, he regretted that he did not define the late middle-age.

When people get older, they find that time is important, so they think of Encore careers. Now, there are various terms such as working retirees, or younger people who are older. 4.5million people in Encore careers are looking for other opportunities. From various celebrities like Jimmy Carter and Bill Gates of Microsoft to ordinary people are participating in this movement. Many people want to contribute to society and open a new chapter in their lives, thinking about what they might do and what purpose they might have in the next phase of life.

Education is not only for young people.

Older people have a wealth of educational experience and accumulated know-how from many years. They need a new form of education, and it needs to be diverse. There are about 200 courses in the United States that are operating.

There are many Baby Boomers in the United States. American scholars say that in the prime of older life, the experience and wisdom of people ahead are needed. It is necessary to make an attempt like in the movie <Intern>.

It will open a new chance for the doublecropping of life in a variety of places such as companies, hotels, and Airbnb. It is necessary to provide young people with lifetime experience and wisdom through mentoring.

The Encore Fellowship requires a budget of around $25,000. Companies such as Qualcomm, Intel, and NGOs, provide their experience and receive dividends. An institutional environment should be created so that the elderly can contribute to the society and receive a dividend on their behalf while double-cropping their lives, and it is necessary to provide policy support so that they can receive an education. These opportunities will turn into greater benefits for society as a whole.

If we help older generations to contribute to society, there can be conflicts and competition. But hidden human resources will contribute to society. As Kennedy said, if you innovate, you can create new experiences.

10 years ago, we created the Purpose Prize for those who are leading innovation in the retirement society. There were 1,200 candidates and 50 people won. In 10 years, 10,000 candidates have been released, which shows how many social resources of the aged workforce are in our society.

Our mistake is that we did not take this double-cropping of life seriously. It is our mistake that we did not realize that there is a new opportunity, the golden age of life. The Longevity Revolution is a new opportunity for us.

서울시 거주 50~64세 인구의 대부분은 남녀를 불문하고 퇴직 이후에도 10년 이상 경제활동을

동아시아의 모든 나라들이 저출산 고령화 문제로 고민하고

희망하는 것으로 조사되었다. 남성의 경우, 평균 연령 53세에 퇴직한 후 10개월 만에 재취업 혹은

있는데, 초고령 사회로 진입한 일본은 사회가 전체적으로

창업 등 제2의 일자리에서 근무를 시작하여 13년간 경제활동을 지속하기를 희망한다고 한다.

The decrease in the population caused by rapid population ageing and the low fertility rate, and the transition from an industrial society to financial and service-oriented consumer society, are those changes. In this situation, people are becoming increasingly anxious about their own communities and becoming isolated because of the unclear relationship between individuals and society. Japan is attempting to transform itself into a social structure in which all members of society participate and the elderly play a central role in society.

There were cases in which local elderly were involved in multi-generational cooperation, such as participating in various craft projects and environmental beautification together with the children in the area, or when high school students rented their carts and built temporary markets to interact with the elderly. The core of these activities was to initiate intergenerational interactions that enable the recognition of each other's existence. This makes them come be full members of society. Local communities, which form the basis of Japanese society, are trying to restructure their support so that members of all generations, including the elderly, can actively participate in community management.

Korean and American Baby Boomers share a belonging to the so-called "sandwich generation", having an obligation to support both their parents and children.

Korea's social atmosphere, which takes economic support for parents and children for granted, is a considerable burden on the baby boomers. So, they would like to postpone their retirement and keep working. Korea and the United States have a common interest in economic stability.

Over the past decade in the United States, entrepreneurial activity and the proportion of older entrepreneurs has increased dramatically. Thus, the US government supports a variety of retirement startups with common knowledge and capital shortages. SCORE, a non-profit organization under the Small and Medium Business Administration, is active, and the program “Plus 50” offers many startup classes at community colleges and universities for often no cost. Thanks to this support, elderly education is becoming popular in recent years. The emergence of freelance economies such as Uber, Upwork, and the so-called Gig economy is outstanding. As temporary jobs become more commonplace, companies are entering into short-term labor contracts with independent workers, which provides new opportunities to baby boomers and the elderly.

Based on this experience in the United States, I give the following message to Korean baby boomers: first, you have to take risks. A system that reduces start-up risks should be created by linking expert group, universities, and the local community together. Second, the Gig economy must be accepted. We know that there are many restrictions in Korea, but efforts to improve the system should follow. Third, continuous education at the community college level is necessary. You should no longer go to a senior welfare center, but to an educational institution, like an university.

First, is the elderly who are fit for leisure and consumption. They comfortably spend their pension or retirement allowance and do not get involved in social or political activities in the area. Second, the social movement type exists. They do social contribution activities and create social activities and systems for the disadvantaged. Third, citizens of big cities who have had higher education type exists. They do not involve themselves with community activities. Fourth, a group with strong demands as citizens exists. Many of them are part of unions. Fifth, a group that needs special attention and help exists.

They need political discussions (including people with disabilities) to guarantee safety and dignity in the longevity era. Sixth, they are members of political organizations and political parties, and they are in a declining trend.

In the forthcoming seventh report, there will be a perspective on the composition of the living environment combined with the needs of the elderly in the meaning of the intergenerational generation. To this end, SPD60 +, sponsored by the Federal Government of Germany, aims to unveil the potential of the middle-aged and the elderly in various social spheres and fields and to highlight them as a new age group to German society.

펼쳤다. 1998년경에 50세 이상 근로자를 위한 뉴딜정책이 실시되고 변화가 시작되었다. 연금 받는 연령을 늦추면서 은퇴 연령이 확대되었고, 의무적인 은퇴 연령이 폐지되었다. B&Q와 같은 기업은 50세 이상만을 고용하는 매장을 열었고 대성공을 거두었다. 웨일스 정부는 2003년 ‘웨일스 고령층을 위한 전략’ 수립, 2006년 ‘고용평등법 제정’, ‘고령층 커미셔너’ 설립, 2014년 ‘에이징 웰 인 웨일스 프로그램’을 운영하는 등 제도적 장치를 마련하였다. 이뿐만 아니라 웨일스 공과 같은 사회지도층이 중장년층의 지속가능한 사회 활동을 지원하는 비영리단체 프라임 컴루(Prime Cymru)를 설립하는 등 정치적 리더십을 발휘하고 있다.

지난 15년 동안 웨일스의 50+정책 시행을 통한 시사점으로는 다음과 같은 내용을 꼽을 수 있다. 첫째, 전체적인 사회 문화를 바꿔야 한다. 둘째, 의사결정은 반드시 증거를 기반(evidence base)으로 해야 한다. 셋째, 장애요인을 제거해야 한다. 넷째, 정책 제도 및 사업은 동시에 추진되어야 한다. 다섯째, 우리 경제는 고령 근로자가 꼭 필요하다는 점을 인식해야 한다.

Fifteen years ago, Wales in the United Kingdom was unemployed in half of the 50-64 age group, and social problems were serious because of the lack of educational opportunities. The Welsh government has made various policy efforts for the 50+ generation. Around 1998, the New Deal for older workers was implemented and changes began. The retirement age was extended and the mandatory retirement age was abolished, delaying the pension age.

Companies such as B & Q have opened stores that employ only 50-year-olds and have achieved great success.

The Welsh government provided institutional arrangements such as setting up a strategy for the Welsh elderly in 2003, establishing the Equal Employment Act in 2006, establishing senior commissioners, and running the Aging Well in Wales program in 2014. We also have exerted political leadership by establishing an NGO, Prime Cymru, in which the social leaderships like the Duke of Wales support the sustainable social activities of 50+s.

따로 고민하기보다는 상호 역할 및 협력체제를 고민 하는 가운데 각자의 역할을 정의해야 할 것이다. 웰 에이징(Well-Ageing)을 위해서는 다양한 배움이 필요하며, 이러한 배움이 지역사회에서 실제로 실행될 수 있도록 각종 프로그램이 기획되고 운영되어야 한다.

An intergenerational program is being implemented to make Northern Ireland an ageing-friendly country. Linking Generations Northern Ireland (LGNI) creates opportunities for young, middleaged and older generations to collaborate through diverse and innovative projects.

The World Health Organization's (WHO) ageing-friendly movement network provides indicators, assessments, and guidelines for cities and regions that want to promote an ageing-friendly culture. In the past, the major subjects were the elderly. The trend is changing into encouraging the participation of all generations.

LGNI runs various intergenerational integration programs such as Digital Age Project, Intergenerational Harmony Day, Celebrating Age Program, and Aging Friendly School Development. This is because middle-aged and elderly generations are actively participating in the community to create inclusive growth. Intergenerational integration is effective at individual, community, and institutional levels. First, individuals can have high confidence, increased mutual trust that resolves isolation, and increased happiness and a sense of belonging. Second, at the local community level, it changes the existing awareness and enlarges participation, and draws understanding and sympathy for various community problems and makes a collective voice. Finally, at the institutional level, mutual partnership enhancement can increase the value of each institution and increase its influence, thus increasing costeffectiveness.

As generational conflicts are emerging as social problems globally, the problems of Korean society have intensified into various forms such as youth unemployment, elderly poverty, and the employment of women. Structural problems such as low growth and economic uncertainty that arise from rapid growth are also staggering. In Europe (i.e. France and Spain), pension reforms have been implemented in order to relieve governments from pension burdens. However, young people have raised their voices stating that jobs have been reduced due to the extended retirement age; and middle-aged and elderly employees are opposed to retirement pension reform proposals to retire early and receive higher pension.

Social anxiety and economic hardship is not limited to any generation, but is shared by all generations.

It is important that the younger generation and 50+generation come together and try to overcome social problems and differences by understanding what is behind generational conflicts. It is important to communicate with each other. Various solutions are proposed to revitalize exchange through public and private cooperation, and to restore generational conflicts through cultural sharing or transforming awareness, utilizing the enthusiasm of the younger generation and the professionalism and wisdom of the 50+ generation. This session examines what kind of approaches each country has taken to address the problem of intergenerational issues and created synergies among different generations.

Building Social Entrepreneurship Ecosystem to meet the exploding Caregiving Needs for the Aging and Special Needs Citizen

Encore.org recently launched a fiveyear campaign called "Generation to Generation: From One Generation to the Next Generation" in the United States. This program is a campaign in which elderly people, who are rich in experience and wisdom, mentor the younger generation to help them grow up. Previously, 30-40 years old volunteers mentored, but the program lacked volunteers. So, it was redesigned for the elderly to participate in mentoring.

This alleviates the shortage of volunteers and reduces drug addiction, truancy, and violence in the younger generation.

According to a psychologist, elderly people who mentors, feel three times happier than elderly who do not. Mentoring is an emotional activity that only human beings can do. It solves the problem of social isolation by providing opportunities for older people to participate in mentoring to join young people. This program utilized elderly people as social capital, but more importantly, it has the aspect of relationship formation. It is greatly helpful to the young generation in need of emotional support by forming a relationship based on a mutual exchange. It also contributes to the integration of the generations by forming intergenerational relationships. The campaign will share prime examples and its programs after one million people over the age of 50 participates the campaign.

The campaign emphasizes the importance of investing to older generations and increase their interdependence with younger generations.

Demographically, as the worldwide fertility rate decreases and life expectancy increases, the elderly and special classes that need care are increasing. The World Health Organization (WHO) predicts that by 2030, 71% of Asia's population will need care. (55% in North America and 31% in Europe) The American Association of Retired Persons (AARP), predicts that social demand for the following six areas will increase: (1) essential daily activities (meals, work, repair, etc.); (2) health and safety awareness (nutrition, safety, transportation, warnings, medication); (3) care organization (care plans); (4) care service (insurance, law, hospice, funeral, etc.); (5) social welfare; and (6) quality of life for caregivers. It also predicts that marketability will increase from $ 42.9 billion in 2016 to $ 72.2 billion in 2020.

The AARP operates programs with several partner agencies throughout the United States to help entrepreneurs focus on caregiving and build social entrepreneur ecosystems. It is showing a high response rate, and it plans to gradually expand the program. It operates: (1) coaching activities for technology and business development; (2) community linkage of care-related companies; (3) small business training and mentoring; (4) linking entrepreneurs with pilot partners; (5) daily activities (wheelchair mobility services) and implementation services; (6) support for health-related technology; (7) apps using IoT (Internet of Thing, IoT) and sending voice messages; and (8) holding a contest. AARP will gradually expand its progams due to high response.

미국에서 시작하였다. 이 프로그램은 어린 세대들의 올바른

성장을 돕기 위해 경험과 지혜가 풍부한 고령자가 멘토링을 해주는 캠페인이다. 예전에는 30·40대의 자원봉사자가 멘토링을 하던 프로그램이었으나 봉사자가 부족하여 고령자들을 멘토링에 참여토록 설계하였다. 이는 자원봉사자 부족 문제를 해소하고 어린 세대들의 약물중독, 무단결석, 폭력 등을 감소시킨다. 어느 심리학자에 의하면 멘토링을 하며 사는 고령자는 안 하는 고령자에 비해 3배 이상의 행복을 더 느낀다고 한다. 멘토링은 오직 인간만이 할 수 있는 정서적 활동으로, 멘토링에 참여하는 고령자는 젊은층과 어울릴 수 있는 기회를 가짐으로써 사회적 고립이라는 문제도 저절로 해결된다.

이 프로그램은 고령자를 사회적 자본으로 활용한다는 접근도 있지만, 더 중요한 것은 관계 형성 측면에 있다. 어린 세대와 고령세대의 상호교류에 따라 관계가 형성되고, 사회적 감정을 나눔으로써 감성적 지원이 꼭 필요한 시기에 처해 있는 어린 세대들에게 큰 도움이 된다는 것이다. 세대 간 관계를 형성하게 함으로써 세대 통합에도 기여한다. 이 캠페인은 50세 이상 세대 100만 명이 참여하면서 생기는 모범 사례나 프로그램을 공유하며, 노인 세대에게 투자를 강조하고 젊은 세대와의 상호의존도를 높일 계획이다.

서울시는 2016년 4월 50+세대의 종합 Think-Tank와 허브 역할을 수행하기 위해서 50+세대(만

잘 안 되어 있는 점이 심각한 사회문제이다. 60대에 비해 50대

미국·영국·독일·일본을 비롯하여 선진국에서는 50+를 비롯한 고령인구 지원을 위한 선제적

베이비부머들은 학력이 높아서 인생 후반에 대한 수요가 더욱

대응으로, 1990년대 말부터 2000년대 초반까지 기업·학교 등과 연계한 일자리 창출 프로그램,

다양해지고 있다. 따라서 고령화 사회에 대비하는 정책과

세대 간 통합 프로그램 등을 다차원적으로 운영해 왔다. 기업-학교 연계 일자리 프로그램

사업들은 여러 관계 기관들이 협업하고 분업하는 것이 매우

운영 및 소셜벤처 지원, 청년-고령세대 간 소통 및 교류를 하기 위한 시도, 새로운 50+문화

중요하다. 우선 정부와 지자체가 주도해 나가고, 점진적으로

확산을 위한 창의적 연구물 및 출판물 발간 등이 대표적 사례이다. 국제 사회의 다양한

주도권이 기업·NGO 등 민간으로 이전되어야 한다. 더불어

50+정책 및 사업 경험을 바탕으로, 서울형 50+사업 모델에 적절한 혜안을 모색하기 위한

협력체계에 있어 개인, 정부 및 지자체, 기업, 국제적 차원에서의

50+세대의 참여형 거버넌스와 글로벌 파트너십 구축이 필요한 시점이다. 국가별 노하우와

역할론이 세밀하면서도 효율적으로 정립되어야 한다.

Korean society is ageing fast, but those who have retired do not have enough income. This has emerged as a serious social problem. Compared to people in the 60s, people in their 50s (the Baby Boomers) are more educated, which leads to more expectations on their life after retirement.

Therefore, various organizations should work together to prepare for an ageing society. First, central and local governments should lead, and corporations and NGOs should gradually take over the role. People from Korea and other nations have agreed on these points. In addition, speakers communicated that there are roles of individuals, local governments, companies, and international groups in forming a cooperative system. Individuals should raise awareness about the 50+ generation.

개인적 차원에서는 ‘50+세대에 대한 인식의 변화’가

필요하다. 50+협력 모델을 구축하기 위해서는 사회적으로 젊은 In April 2016, Seoul Metropolitan Government has launched the Seoul50Plus Foundation to serve as a comprehensive think-tank and a hub to support the 50+ generation (age 50-64, broadly the “4060” generation) in Seoul. The United States, UK, Germany, Japan and other developed countries have taken a pre-emptive measures to support the elderly population, including the 50+generation. Job creation programs in cooperation with the private sector, schools and intergenerational programs were introduced from as early as in the late 1990s and in the early 2000s. Various efforts around the world include: companies and schools have joined hands to develop job programs and support social ventures; attempts to communicate and interact with younger and older generations; innovative research and publications to spread a new 50+ culture. Based on the experience of 50+policies and projects accumulated by the international community, Seoul not only aims to develop and advance its 50+policy models but also to play its leadership in establishing a participatory process of the 50+generation; and strengthening the global partnership around 50+ issues. The discussion was built around know-how and lessons of each country and on how to promote 50+policies and global partnerships around the issue.

In order to build a cooperative system, speakers emphasized that young people should not have the burden of supporting old generations. Instead, speakers expressed that there needs to be an environment where young and old generations can work together, and people’s awareness should be raised. As of now, several companies provide job-change support and organizations help individuals to find jobs. However, there needs to be a comprehensive policy to provide job-change support at a national and regional level, so that older generations with experience and skills can find new jobs.

Additionally, regular reports on this issue, like in Germany, should be published.

In Wales, since the early 1990s relevant organizations have agreed to create a forum to discuss regional ageing issues, share opinions and suggest policies. This provides a basis for policies that are practiced. In this aspect, it is remarkable to see the videos of the “50+ policy, voices of 100people workshop”. Speakers also expressed that voice of young generations should be reflected in this project.

Speakers said that forums should be regularly held in other nations to share the expertise and knowledge of each country. Furthermore, an international organization on the 50+ issue should be created, and international forums should be held by member nations. Speakers also suggested making a United Nations Convention on the 50+ issue, similar to other United Nations Conventions which involve the participation of interested parties from various nations.

The Encore 50+ Forum was planned to provide practical information for the 50+ generation faced with abrupt change in life,

Life Reimagined 의 ‘생애지도(LifeMap)’는 인생전환을 위한 액션플랜 수립 프로그램으로 온라인 검사 결과에 따라 개인별로 맞춤형 프로그램을 제안해 준다.

Life Reimagined was launched by the American Association of Retired Persons,(AARP). It is a nonprofit organization launched in 2013, and provides tools for self-diagnosis and future building both online and offline for the 50+ generation who wishes to change their lives. Life Reimagined also runs online courses for degrees, regional seminars certifications and special courses. It owns a website for academic programs, Learning Advisor.

In addition, Life Reimagined runs a think tank, Life Reimagined Institute, to develop programs.

LifeMap is a program that builds an action plan to change one's life, and suggests personalized programs for individuals based on online diagnosis tools.

We live longer than in the past, and we work after our retirement; this explains some of the change. In addition, we sometimes feel happier for living a new life after retirement.

Usually, people believe that they should simply work hard, and that their purpose of life will be fulfilled by doing nothing. Some believe they cannot afford contemplating on the purpose of life. And these are all misconception. We need to find our purpose in life, and continue to think of it always. Usually, people do not do anything after retirement. However, it is very important to find one's identity and purpose.

Also, people should engage in work they like to do.

The Purpose of life, and the reason to live, can be simple. It might not require a great cause.

However, people should make sure that their work contributes to others, and that other people are grateful for it. Whether you can change others’ lives will decide if you will have a long and healthy one.

The Home Sharing program, which is being conducted by the New York Foundation for Senior Citizen of the United States, is a program that provides affordable housing by finding matches between middle-aged people and young people. The demand between the host providing the residential space and the guest who is looking for the house should match, and one of the program participants must be over 60 years old. the New York Foundation for Senior Citizen has run a residential sharing program since 1981 that matched about 2,000 people with different backgrounds, including sex, race, and religion. Residential sharing programs alleviate loneliness and create new relationships. It can also be financially helpful. The matching process of the residential sharing program is as follows.

To promote the Home Sharing program, the New York Foundation for Senior Citizen uses mass media, including major magazines, newspapers, radio programs, and TV stations.

It shows the lives of the hosts and guests that changed by the Home Sharing program, and it also give lectures outside.

In addition, the program shared through various media such as on line posters, brochures, and mailing. The New York Foundation for Senior Citizen has contracts with related agencies such as the New York State Office, New York City, Governor, New York State Legislature and City Council, and has an annual planning meeting with related organizations to secure operating funds. The annual planning meeting is also a venue for explaining the effectiveness of the project and sharing successful cases.

They are the generation of the entrepreneurship and human rights movement. However, there is discrimination and prejudice against the elderly in the United States. Along with the explosive increase in the number of elderly people, this ageing is often interpreted as a disaster in the United States.

On the other hand, a new perspective on the elderly has also emerged. There is a desire for continued social participation after retirement, and they are based on the desire to leave something to future generations. As a result, social movements are taking place in various fields related to the elderly in the United States.

Encore.org’s mission is to make these encore movements stronger and create new trends, and to use the talents and skills of retirees to have a positive impact on the community and the world. We want to change the negative perception of retirees through case sharing programs such as the Purpose Prize or Story Project.

Also, the opinions of the parties are collected through retiree research. We have programs like Experience Corps and Encore Fellowship to provide social engagement opportunities. In addition, we are experimenting and spreading the encore movement through linkages with higher education institutions and integration programs between generations.

In order to utilize the talents of retirees in Korea, it is necessary to identify what important issues are in Korean society. It is necessary to know where the talents are needed, and we will help utilize the talents of retirees.
