Guadalupe County streamlines jury duty with new online system

(Seguin) -- Say goodbye to paper summons and long courthouse waits — Guadalupe County is taking jury duty digital.

The Guadalupe County District Clerk’s Office has officially rolled out a new online jury management system designed to make the process faster, smarter, and more convenient for local residents.

The update, launched in September, replaces the old paper questionnaires with a secure and easy-to-use digital

platform aimed at improving efficiency, accessibility, and accuracy.

Residents summoned for jury duty will now receive a postcard-sized summons featuring a QR code that links directly to the online portal. From there, potential jurors can complete their qualification forms at their own pace — a major improvement from the previous system that required filling out paperwork and waiting in line on the day of service.

Big Boost for small business

Seguin relaunches “BIG” Grant Program

(Seguin) -- Seguin’s small business community is getting another shot at some BIG opportunities. The city of Seguin has officially reopened applications for its Business Improvement Grant (BIG) Program — a funding initiative designed to help local businesses grow, modernize, and beautify their spaces.

Through the reimbursement-based program, qualified applicants can receive up to a 75-percent matching grant, with a maximum award of $10,000.

The funding can go toward façade and signage upgrades, site improvements, and other property enhancements that elevate the city’s commercial landscape.

“The City of Seguin first launched the BIG Program in August of 2021. Since then, we have found it to be a very successful program for our small businesses,” said Steve Parker, City Manager for the City of Seguin. “We are very excited to be able to offer

this grant to the community again for another year. The BIG Program enables our small businesses to partner with the City on projects that will help improve the physical condition of existing commercial facilities and improve business operations and efficiency through the addition of new equipment and machinery. These investments are a win for the city and a win for our local businesses.”

Applications and full program guidelines are available on the Seguin Economic Development Corporation’s website at www.SeguinEDC.com.

City announces 2025 Sip ‘n Stroll mug artwork

Juan Seguin Statue chosen, mug to debut at Pecan Fest

(Seguin) -- One of Seguin’s most beloved holiday traditions is about to kick off — and it all starts with a mug.

Each fall, Pecan Fest signals the start of Sip ‘n Stroll season with the unveiling of the annual collectible mug. This year’s 2025 design pays tribute to one of the city’s most iconic landmarks — The Juan Seguin Statue — through the colorful artwork of local artist Diana Bravo Gonzalez.

Visitors to Pecan Fest will have a chance to meet Gonzalez in person and even have their mug signed. Following the festival, the mugs will be available for purchase beginning Tuesday, Oct. 28, at Gift & Gourmet, Keeper’s Interiors, and other downtown locations while supplies last.

Now in its 15th year, the Sip ‘n Stroll mug has become a cherished keepsake for locals and visitors alike.

“We strongly encourage people

to purchase their mugs early, as these mugs have become collectible items for locals and visitors,” said Dana Hall, president of the Downtown Business Alliance. “The proceeds from the mug sales will benefit the alliance and our efforts to market and beautify downtown Seguin.”

Hall says this year’s proceeds are going toward a special new addition to the holiday season.

“This year, we are planning a new attraction for the holidays – a new 14-foot lighted Christmas Tree and

Star to help brighten up the park and provide a fabulous photo backdrop,” said Hall. “Mug sales and sponsorships will help us achieve that goal.”

The Downtown Business Alliance of Seguin, a volunteer-led organization, works year-round to promote and protect the city’s historic downtown through events like Margarita Madness and Cocoa Sip ‘n Stroll.

The Sip ‘n Stroll event is part of Seguin’s larger Holiday Stroll weekend, which includes the Lighted Christmas Parade on Dec. 4, the Sip ‘n Stroll on Dec. 5, and the North Pole Stroll and Jingle Bell Fun Run on Dec. 6. The three-day celebration draws thousands of visitors downtown to experience Seguin’s holiday charm.

For more information on the Cocoa Sip ‘n Stroll, North Pole Stroll, or sponsorship opportunities, visit DowntownSeguin.com or follow Downtown Seguin on social media.

Jury, continued.

“This new system is a major step forward in making jury duty more convenient and accessible for our citizens,” said Linda Balk, Guadalupe County District Clerk. “Jurors can complete their forms at their convenience within 10 days of receiving them, and our clerk’s office gains valuable efficiency in managing the process. The system helps reduce the number of summonses sent to outdated or incorrect mailing addresses. That means less waste, less paperwork, more efficient outreach, and cost savings for taxpayers.”

Among the system’s top features:

• Online juror questionnaire and qualification forms.

• Email and text reminders with jury reporting instructions.

• Real-time updates and alerts for both staff and jurors.

• Enhanced data accuracy and compliance with state requirements.

• Reduced paperwork and shorter wait times at the courthouse.

• Jurors will still receive the standard $20 daily stipend for their service.

Hettinger

Richard Eugene Hettinger, a beloved father, grandfather, husband, uncle, and friend, passed away peacefully on September 25, 2025.

Born December 20, 1944, in Watsonville, California, to Leo and Lucille Palmer Hettinger, his family settled in Redding, by the Pacific Cascades and the Sacramento River. Throughout his youth, hunting and fishing with his father and three brothers gifted him with an enthusiasm for the outdoors, which he delighted in sharing with his children, whether fishing, catching toads in the backyard, or exploring national parks.

After graduating from Shasta High School in Redding, California, in 1962, Richard, known to friends and family as Dick, enlisted in the United States Air Force, following in the brave footsteps of military service as did his father and brothers. His service began at the Air Training Command in 1962 at Keesler Air Force Base, where he worked as a technician in training in aircraft electronics; and Richard continued his training with the Strategic Air Command at Walker AFB until 1966 when honorably discharged from active duty. He was then enlisted in the Reserves for two additional years. He took great pride in service to his country and excelled as a technician, where his commitment to excellence earned him the Good Conduct Medal, a reflection of his dedication to his craft and to his fellow airmen.

Richard then traveled through Europe, often hitchhiking, where he met his first best-ever friend, Deborah, with whom he later had two beautiful children. Upon returning to the United States, Dick went on to earn his A.A. in Speech from Chabot College in 1968, a B.A. in Political Science (Honor) from California State University, Chico, in 1970, and, due to the confidence and self-discipline he gained through his life experiences, a Juris Doctorate in 1974 from the University of the Pacific McGeorge School of Law. While there, he was active in student government, environmental law, counseling students, and was a guest lecturer at other colleges. He developed a love of spirited political debate that lasted throughout his life.

Dick successfully completed the California Bar exam and began his legal career in Sacramento and Davis. In 1980, he relocated to San Antonio, and after passing the state bar, he expanded his practice by becoming an Estate Administrator. He was later appointed as an Assistant U.S. Attorney for the Western District of Texas and then joined and became a partner at Sawtelle, Goode, Davidson, and Troilo (now the Law Offices of Davidson, Troilo, Ream, and Garza), where he went on to become certified in bankruptcy law. He was often commended for upholding the principles and ethics of his profession.

Though proud of his achievements, Dick knew that money was never the ultimate goal; he hoped to instill this in his children. The importance of family and the value of working hard to ensure stability and happiness were life’s goals. Dick loved restoring classic cars and hunting for antique bottles, a pastime he began with friends in college and continued throughout his life. Dick was known for his ability to strike up a conversation with anyone, whether a stranger or a lifelong friend. His warmth, friendliness, and storytelling made him a natural conversationalist. He will be remembered for his love of family, sharp mind, and generous spirit.

The family is grateful for the outpouring of support from friends and neighbors. A kind thing done with thoughtfulness is a precious gift. Richard was preceded in death by his parents, three brothers, a sister, and his youngest daughter, Audrey. He is survived by his wife of 34 years, Jennifer; his children, Michael, Annaliese, Kirsten, and Jeffery; and six grandchildren. His family is grateful to all those who worked with him from the Guadalupe Regional Medical Center, along with friends, for their continued support.

Visitation will begin on Saturday, October 11, 2025 at Faith Lutheran Church at 9 a.m. followed by funeral service at 9:30 a.m. with the Reverend Jeremy Pederson and Chaplain Emanuel Carpenter officiating. Interment with military honors will follow at Guadalupe Valley Memorial Park. A reception will follow at 12 noon in the Activity Center at Faith Lutheran Church.

Memorial contributions may be made to any local veterans organization.

You are invited to sign the guest book at www.treshewell.com. Arrangements are under the direction of Tres Hewell Mortuary, 165 Tor Dr., Seguin, Texas, 78155, 830-549-5912.
