The city released a statement announcing her death, saying that it was saddened to learn of her passing and it was mourning this immense loss for the community.
Flowers were placed at her seat during Tuesday night’s meeting of the Seguin City Council. Councilman Jason Biesenbach was among those to speak briefly about Councilwoman Mendez during the meeting.

(Seguin) -- Guadalupe County residents and businesses who find themselves still needing some help following the strong storm system that left behind plenty of damage last month are being asked to turn their attention to the SBA.
The U.S. SBA, the Small Business Administration is currently in the works of setting up a Disaster Resource Center in the area. The effort is in response to the President's Major Disaster Declaration of May 17. Guadalupe County has been included in that declaration as a result of the severe storms, straight line winds, tornados and flooding that moved into parts of the county.
Taking a moment to share the message with the public was George Kostyrko, the SBA's public information officer for the Field Operations Center West Office of Disaster Recovery and Resilience. Kostyrko, who spoke at Tuesday's Guadalupe County Commissioner's Court meeting, says the county is among 20 plus primary counties in Texas eligible for this federal funding.
"Our federal program provides low interest federal disaster loans to assist businesses and residents that SBA, pg 3.

“I met Sonia about 10 years ago playing volleyball and got to meet her kids and got to know them pretty well so Jacob, Raquel and Andy , I just sympathize with them. She meant a lot to me and she will be greatly missed,” said Biesenbach.
It was clearly a difficult night for the council, which was meeting after hearing earlier in the day about the death of Mendez.
Mayor Donna Dodgen tried to provide some perspective as the council prepared to move into its meeting. She says it was a sad day, but also pointed to the complexities of life and the fact that we need to take stock of the gifts that we all have been given.
SBA, continued.
She says that includes Councilman Bill Keller, who earlier announced his 49th wedding anniversary to his wife, Kitty; and also other good things that are happening in our community. She says Sonia Mendez was a big part of this community, and that was also a gift to everyone.
“I just want to tell you,, today has been a sad day but there’s been some great things that have happened too and I will tell you that one of the things that I’ve learned in my only few years on earth is that there’s always gifts given in all of this and we’ve had some gifts today. I think Bill and Kitty are a gift and what you said to her was a gift and what we are about to do is a gift and I think us thinking and loving Sonia
may be not insured or underinsured as a result of the storm events that began April 26. The SBA offers low interest loans to businesses of all sizes, non-profits, homeowners and renters not covered by insurance or other recovery funds," said Kostyrko.
Due to it being a Presidential Declaration, Kostyrko says the SBA is also working alongside FEMA.
"We are partnering with the Federal Emergency Management Agency which also provides benefits to survivors. SBA disaster loans are available to homeowners for up to $500,000 to replace, repair their primary residence; renters and homeowners up to $100,000 to replace or repair personal property; businesses and nonprofit organizations up to $2 million to cover disaster losses not fully covered by insurance. We also have another program that is not the physical disaster loan. This is called the Economic Injury Disaster Loan and that's for businesses only and that's up to $2 million to help meet financial obligations and operating expenses that could have been met had the disaster not occurred. We also are known for our low fixed interested rates with terms up to 30 years to help in recovery. There is no cost to apply and no obligation to accept the loan," said Kostyrko.
Kostyrko says he advises that anyone who sustained storm damage look at the benefits that are available.
"We are very interested in hearing what's happened. We want to hear their story. We want to hear how we can help. I know we are not as popular as FEMA because they give basically free money. They are grants and there is no repayment requirement there. With us, unfortunately, it is a loan. So, let's say you had a house that you had insurance for $350,000 for damage. You've got $410,000. That's with the cost to rebuild it is through inflation or for whatever reasons. SBA, once you start the loan process if you are
is a true gift that we can give her and her family and I want to tell you that Jack put a softball up here by her seat because she loved to play softball and she loved to watch her family and kids play softball. So, there’s so many places and lives that she has touched and so just keep them in your prayers, thank you!” said Dodgen.
Councilwoman Mendez was elected in 2020. City officials described her as a devoted servant leader who loved Seguin. Mendez was also a longtime employee of the Seguin ISD, where she worked up until the disease prevented her from doing so.
The city asked the community to pray for her family and to remember the legacy she left behind.
approved, the SBA will front the whole $410,000 to get you back on the road to recovery, to get that rebuilding started," said Kostyrko.
Residents who do not want to wait until a Disaster Resource/Recovery Center is opened in the community are encouraged to visit sba.gov/disaster. They may also call 800-659-2955 or email the SBA at disastercustomerservice@sba.gov.

(Washington, DC) -- Anthony Fauci insists he’s always been open to the theory that COVID came out of a lab in Wuhan, China. House Republicans grilled Dr. Fauci Monday on his response to the pandemic and asserted he tried to cover-up links to China because he helped fund experiments at the infamous Wuhan lab. Republicans also say the “six feet apart” social distancing recommendation by federal health officials was arbitrary and not based on science. Fauci insisted the guidance did not come from him. Republicans say new evidence suggests Fauci’s staff attempted to evade public records laws and they demanded he turn over private emails and phone records.
